nlurz@shawmedia.com GLEN ELLYN – A former College of DuPage trustee has filed a complaint alleging the committee for a slate of former Board of Trustees candidates failed to report a sizable loan during the process of the April election. Kim Savage, who was soundly defeated in Kim Savage her bid for re-election this year, filed the formal complaint with the Illinois State Board of Elections, alleging a $20,000 loan from current college Chairwoman Kathy Hamilton to the Clean Slate for College of DuPage Committee was not reported in a timely manner. The committee supported then-candidates Charles Bernstein, Deanne Mazzochi and Frank Napolitano. Savage alleges in the complaint the loan was received April 27, but not reported to the state until May 17 – long after the five business days required by Illinois’ Campaign Disclosure Act. In a statement, Savage acknowledged small campaigns often have difficulty following the act. “The Clean Slate ran on a very vocal platform of total transparency and to end all alleged violations of policy, yet their own campaign clearly failed to follow one of the simplest requirements of the Campaign Disclosure Act,” she said. The trio’s platform was announced after months of controversy at the college, including a $763,000 buyout for President Robert Breuder, trustees expensing questionable items at the on-campus Waterleaf Restaurant, theft and forgery charges being brought against a school employee and more. In a high-profile election, the three swept the race, with several thousand dollars in donations and in-kind services from Hamilton, her husband and her campaign fund, according to the Illinois State Board of Elections. Since taking office, the new trustees voted Hamilton into the chairwomanship and formed a majority,
enacting several reforms, including placing Breuder and two financial administrators on leave and agreeing to pay for a state financial audit of the school. None of the Clean Slate trustees responded to a request for comment, though campaign manager Clayton Turner did via email. “The Clean Slate for College of DuPage Committee has reported all donations and expenses,” he said. “The Clean Slate Committee has corrected technical nonconformities and is fully compliant.” In the case of a Campaign Disclosure Act violation, before determining a possible fine, the Illinois State Board of Elections website states the following items are considered: • Whether a committee attempted to disclose the contribution and any attempts made to correct the violation • Whether the violation is attributed to a clerical or computer error • The amount of the contribution • Whether the violation arose from a discrepancy between the date a contribution was reported transferred and the date it was received by a committee • The number of days a contribution report was late • Past violations Recently, an internal school audit was released that stated Hamilton violated college board policy by endorsing the Clean Slate during the election. “It shows politics gripped COD leadership prior to the April election, and COD leadership spent tax dollars to hold onto its power,” she said of the audit in a statement. Hamilton said leadership overlooked Savage’s involvement in the election, and that Savage and former trustee Nancy Svoboda campaigned together as a slate. Questions also were raised by watchdog group Edgar County Watchdogs about an email sent by Savage that was made public in which she asked for help from the school’s attorney with answering questions for an article about the election. “Considering the intense scrutiny the college was under during the same time I was in the middle of an election campaign, I had legal and fiduciary responsibility to avoid compromising the college’s legal position in any statements I made as both a candidate and a sitting board member,” Savage said in the statement.
$100K in money from foundation SUBURBAN LIFE MEDIA GLEN ELLYN – College of DuPage President Robert Breuder spent more than $102,000 of the College of DuPage Foundation’s money from 2010 to 2014, according to a Chicago Tribune report. Citing statements filed by the Internal Revenue Service, the report stated the embattled president, who is now on paid administrative leave, expensed the money between July 2010 and June 2014 for “leadership cultivation meetings.” However, records indicate the money also was spent on bar tabs, a rifle for a foundation officer, a limousine ride and more for trustees, senior managers, foundation board members and college vendors, according to the report. Included in the total is $57,597 spent at the Max McGraw Wildlife Foundation, a private club for hunting, fishing and land management in Dundee Township, the report stated. The school foundation paid for about three dozen outings at the club during Breuder’s time at the college, including retreats and meetings, and the school has paid $26,133 to Max McGraw through October. One outing in March 2014 for Breuder and three guests to eat and hunt rang up a total bill of $1,292 – all expensed to the foundation, according to the report. Breuder, in a newsletter in October 2014, said the club membership, paid for jointly by the foundation and college, funded meetings and fundraising events “for the primary purpose of raising money and developing friendships that can benefit COD,” the report stated. The foundation did not provide the school’s president with a discretionary fund until Breuder’s tenure on campus, according to the report. In addition, receipts provided from 2009 to 2014 do not match amounts reported to the IRS, suggesting college officials were unable to identify all of Breuder’s foundation expenses during that time, the report stated. “The days depicted in the records you have are over,” school spokesman Randall Samborn said in a statement in the report. “With tough economic times, we hope foundation dollars get to students and tuition, not wining and dining.”

Coroner: Pilot who died in Bartlett Police say Roselle man plane crash was Bloomingdale man head-butted conductor SUBURBAN LIFE MEDIA BARTLETT – The pilot who died in the July 3 Bartlett plane crash has been identified as Michael Sandman, 61, of Bloomingdale, according to the DuPage County Coroner’s Office. Sandman was identified using dental records. He died of multiple traumatic injuries as a result of the crash, according to the coroner’s office. The incident took place at 3:45 p.m. July 3 when Sandman’s aircraft crashed into
the Hawk Hollow Forest Preserve near Struckman and South Bartlett roads, according to National Transportation Safety Board spokesman Peter Knudson. Sandman, who was operating a Cessna 172 single-engine plane and was the only person on the aircraft, reported a control problem before the crash, Knudson said. The Bartlett Police Department was contacted almost immediately following the incident, according to the coroner’s office, which also
was on scene and declared the time of death to be 5:52 p.m. The National Transportation Safety Board then sent an investigator to the site, Knudson said. Other organizations involved in the investigation include the Federal Aviation Administration, Bartlett police, the coroner’s office and the Forest Preserve District of DuPage County police, according to the release. This is in response to the person who was griping about teachers and how great we’ve got it. Teaching isn’t a job, it’s a calling. Half these parents can’t even handle your own kids, try handling 30 at one time. I don’t know what this person does for a living, but I’m sure with a little training, I could do it. There’s no way he could do my job.

I’m responding to the caller titled “Teachers’ compensation has an impact on pension crisis.” ... I think the thing that’s most important here to say is that if you would like to become a teacher and benefit from those benefits that you say that we receive, then you’re more than welcome to do that. ... I worked in corporate America for over, oh, about 25 years, before I became a teacher. I have a bachelor’s degree, I have a master’s degree and I have continuing education, and my salary compensates me for the type of education that I have in the educational industry. I also don’t get bonuses that people get in corporate America, and I also don’t get a golden parachute if I was to leave an organization in corporate America. Every job has their own benefits and perks.

Get the facts right
Regarding [the] Sound Off “Teachers’ compensation has an impact on pension crisis” posted July 3. Generous vacation time? We do not get paid vacation or holidays. We get paid for only days worked. Tenure for teachers? Haven’t you heard? Tenure means nothing anymore. We are evaluated as teachers and have to do a good job or we are watched and monitored, which is a very good thing to do, and I agree with that part. Pension? We put money into our pension. What’s sad is the state keeps so-called borrowing our money, but never
puts back what they borrowed. So please, get your facts right before you speak.

The Sound Off comments regarding teachers in recent weeks have been frustrating to read. In the July 1 edition, the average teacher salary circa 2012 was declared to be $70,000. Teachers have really taken a hit then, because the current average salary in Illinois is $59,000. ... As usual, small, unhappy minds are complaining when some people have more than they do, even when the people they describe really don’t. Rather than attacking
one group, which may or may not have a better salary, doesn’t it make sense to work together to raise everyone’s salaries?
Cyclists should stay close to curb
Courtesy begets courtesy. Illinois’ Vehicle Code 625 ILCS 5/11-1505 states bicyclists should ride as close as practicable and safe to the right-hand curb or edge of the roadway. Beyond legal technicalities, obstructing traffic lanes is unsafe and promotes a poor relationship with motorists. Particularly irksome are cycling groups taking the entire lane. Please ride in a way that promotes a safe and courteous relationship with motorists. Promote bike riding as an ambassador.

And I quote, “In all the other cases before mentioned, the Supreme Court shall have appellate jurisdiction both as to the law and fact, with such exceptions and under such regulations as the Congress shall make.” This means that Congress can filter cases that the Supreme Court may or may not decide and set regulations for the appellate process. Congress has the power to focus and regulate the Supreme Court. It looks like Congress is too timid to focus and regulate the [Supreme Court], even though it has the constitutional authority to do so.

CAROL STREAM – For a program like Glenbard North football that relies on a physical run game and an aggressive style of defense, line play on both sides of the ball is of the utmost importance. So it shouldn’t come as any surprise that once again a main goal of the Panthers’ summer camp is to establish the players on the lines. “By far, it’s getting the kids up front squared away offensively and defensively,” Glenbard North coach Ryan Wilkens said when asked what the team is trying to accomplish over the five weeks of camp. “When we leave camp we have to have a grasp on that. We have to find out who is going to play for us up front, so it’s been a pretty aggressive camp overall.” One area that isn’t a concern is skill players. The Panthers return a wealth of talent on the offensive side of the ball. Quarterback Shane Conway is back along with running backs Vittorio Tricase and Devion Hodges and wide receiver Jace James. Tricase missed almost the entire 2014 season because of an injury after being the backup to Justin Jackson as a freshman. “Skill position-wise we are pretty good,” Wilkens said. “We did lose our fullback Dillon

It was announced July 7 that former Glenbard North running back Justin Jackson has been named to the Maxwell Award watch list. The award is given each year to the nation’s top college player. As a freshman at Northwestern last fall, Jackson rushed for 1,187 yards and 10 touchdowns. He is one of three running backs from the Big Ten Conference to be on the watch list.

The team went 4-1 in pool play during the first day of the event. The Panthers have one week of camp left. Practice resumes in August before the 2015 season opens on Aug. 28 with a DuPage Valley Conference matchup against Naperville Central. With nine teams now in the league, there is only one nonconference affair and that comes in Week 4 against Glenbard East. “Naperville Central is always tough,” Wilkens said. “They’ve got a really good quarterback, quite a few offensive lineman are back and a stud wide receiver. They will be pretty potent offensively. And it doesn’t get any easier throughout the season.”
