he business of real estate is all about community.

That simple belief is the foundation of Century 21 New Heritage Realty, and it has supported the Hampshire-based real estate ofﬁce for more than 40 years.

“I’m a firm believer that you get business from people you know,” owner Lynn Klein said. “Real estate is a people business. The more people you know, the more people you reach out to, the more likely they are to call you when they need your services.” Klein began selling real estate in 1974. Her first partner believed Klein’s personality was well suited to the industry, and Klein relished the flexible schedule that allowed her to spend lots of time with her daughters. “I wanted to be involved with my children’s schools and I felt real estate would give me that opportunity,” she said. “It’s a prime reason why women, especially, get into the real estate profession. They want to make their own hours and work around their family life.” Nonetheless, Klein said she was “shocked” when her daughters followed her into the family business. Today, daughter Lisa Rossow co-owns the business and daughter Christine Klein handles the commercial division. Rossow said she went into retail after college, but began working full-time for the family business when her first child was born. “It was coming home to Hampshire,” she said. “Ever since my mother started the business, she jumped into supporting everything going on in the community, and we lived here, so it really was our community. I went to grade school, middle school and high school here.”

As Hampshire business owners, the family dove into community involvement. Klein is a past president of the Hampshire Area Chamber of Commerce and has served on many local committees, she said. She credits those personal connections with her business success. “We’re strong believers in giving back to the community, and that’s what has led to the growth of the company and its longevity,” Klein said. “Our agents are all very involved in the community; they go to mixers, they walk in parades. If a town has an expo, we participate.” That involvement not only makes New Heritage a pillar of the village; it makes its employees better agents. For real estate buyers especially, it is important to work with an agent familiar with the town, Rossow said. Local agents can give buyers insight into schools, local amenities and future development potential. Klein said she recently hired four local agents who got into real estate for the same reasons she did – the ability to set their own hours and be involved in their community. But anyone entering the business thinking it will be easy money will be unpleasantly surprised, she said. Hours are ﬂexible but long, and the job is about much more than looking at houses. “It’s about people and prospecting and relationships,” Klein said. “People need to grasp that from the beginning. It’s like owning your own business – you get out of it only what you

put into it.” Rossow, who began selling real estate full time in the late 1990s, said technology has made the job easier than it was decades ago. “I remember going with my mom to get keys, then you’d show the house and drop off the keys again,” she said. “You had to use typewriters to make copies and run things around in person. Just selling one house seems like it would take forever. Technology has made everything so much faster. You can sell a house and get it under contract in as little as one day now.” Technology isn’t the only thing that’s changed since New Heritage opened its doors in 1978. Klein originally chose Hampshire for her business because of its location on Route 72 and Interstate 90. And while Klein and Rossow both remember a time when the growing village was a much sleepier place, it is living up to the potential she saw decades ago. “Hampshire has grown so much,” Rossow said. “There has been so much development on Route 72 and so many subdivisions over the last 20 years. …It’s brought a lot of new people to the area, and as more business come to town community services and entertainment venues and everything that goes along with that will continue to become even easier for residents to access.”

Lynn Klein and Lisa Rossow have been buying and selling real estate for decades. Here are the things they say you should look for when hiring a real estate agent: • Hire an agent with a proven track record. • Know going in if your agent is full time or part time. A part-time agent can do a ﬁne job representing your interests, but may not be as readily available to work around your schedule. • Sellers should ask their agent for a detailed plan of how the agent intends to market the property. • Buyers should work with an agent who is very familiar with the area where you want to buy. • Establish strong lines of communication. Whatever contact method you prefer – phone, text, or email – make sure your agent is comfortable communicating in that way. • Hire someone you like and trust. An agent who seems to understand you will be better able to spot opportunities you feel comfortable with.

he Village of Burlington was incorporated in 1906 and is a village with a strong sense of community. Burlington marked its beginnings with a tavern in 1840, a post ofﬁce in 1846, a general store in 1847 and ﬁnally incorporated in 1906. On the growth horizon are many opportunities for Burlington. Burlington is a quaint, rural community interested in economic development and has a positive image for growth while maintaining the “small-town” character. It is home to 26 businesses and 618 residents.

Improvements to the Village of Burlington have progressed from the alignment of Plank Road and its ﬁrst stop light, the resurfacing of Main Street, and total reconditioning of the water tower. Growth is imminent and the Village of Burlington is preparing for all potential growth and looking forward to opportunities to expand while maintaining its small town character.

We will continue working on our goal of ensuring that Hampshire is more business friendly, thanks in part to our Business Development Commission & the Hampshire Area Chamber of Commerce. Since our BDC’s inception, the commission has been busy laying the foundation to drive new business growth for our entire town. As we continue to focus on new and existing development opportunities throughout the village, we would like to invite you to give your opinions and preferences for future business development speciﬁc to our downtown. Our goal is to have as much feedback as possible on what types of businesses and services you would like to see in our village. Over the last year our Beatiﬁcation Committee has focused on our downtown area, creating opportunities such as the facade program to partner with downtown businesses enhancing abilities to invest in their exteriors in an effort to revitalize the downtown. We want every resident and business to be proud to a part of the fabric that makes up our community. History of Hampshire Originally known as Henpeck, the Village of Hampshire began when Zenas Allen of Vermont became its first settler in 1836. From 1837 to 1845 Henpeck existed along the Chicago – Galena Stagecoach Trial at Old State (Route 20), Big Timber, and Brier Hill Roads. Hampshire Township was organized in 1845, and the village’s name was changed to Hampshire. In 1876, the village relocated so that it could be along the line. Hampshire was officially incorporated that same year with Samuel Rowell as its first village president. In 1893, the farming community grew to become the second largest milk producing and shipping station in Illinois. Residents have served in the civil war, and during World War II, Hampshire was chosen for a prisoner of war camp for 250 German soldiers who worked at the Inderrieden Canning Company.

through which community members could give anonymous feedback. The entire process, Heid said, took about a year and a half.

All of the district’s schools offer students an excellent education. But with residential growth falling disproportionately on the district’s east and west sides, two schools were bursting at the seams while a third remained under capacity.

While the decision to rezone seems like an easy one, it was not made in haste. The D-300 Board of Education has policies in place that dictate the steps that must be followed before a boundary adjustment is made. First, a committee, led by Executive Director for Information Technology and Operations Jason Emricson, used specialized software to model various boundary options and study their projected impacts on communities and even on individual families. The committee presented the best options to the board of education, which authorized up to ﬁve for public review. Then the public meetings began.

“In the end, we had overwhelming support from the community,” Heid said. “They chose the same [rezoning] option the board chose.”

“There are two solutions to school overcrowding. You can build an expansion or you can rezone,” Superintendent Fred Heid said. “Some would argue you could also build a new building, but when you start considering the cost of a brand-new middle school is around $60 million, you see that isn’t really an option; it’s a last resort.” The solution, instead, was rezoning. Shifting the middle school geographic boundaries put all the schools at about 80 percent capacity – a comfortable size with room to grow. It also ﬁlled the district’s goal of community connections, as

Of course, no change comes without conﬂict. Heid said there are a few families who were disappointed by the decision. “There are people who are upset even though their child was being bused to Hampshire Middle School and is just blocks from Dundee Middle School,” he said. “It’s a comfort thing; we get that. Sometimes it’s tradition; ‘I went to that school and I want my child to go there.’” To ease families into the tradition, those who had sixth-grade students in the 2018-2019 school year are allowed to keep their child in the same school going forward if they choose. The caveat, Heid said,

is those students are not eligible for bus transportation. For the 2019-2020 school year, the district has agreed to provide busing only to eighth-grade students affected by the rezoning so they can finish their middle school career in the same place they began. “We do recognize how incredibly disruptive it is to move a middle school student in their eighth-grade year, so we are willing to bus those students,” Heid said. Heid warned this first foray into school rezoning is not likely to be the district’s last. As residential development continues through the district, other boundaries will have to shift to keep some schools from becoming overcrowded while others are underused. Emricson said the district has three main goals when exploring potential school boundary changes: optimal building occupancy, efficient transportation, and program efficiency. The district has additional guidelines it tries to follow, such as keeping an entire subdivision in the same school if possible, or at least avoiding putting boundary lines down the middle of streets so that students on one side are in one school and students living on the other side are in a different school. Natural boundary breaks, such as waterways and major highways, are used whenever practical. A building’s ideal occupancy varies from building to building, Emricson said, depending on the structure itself and how it is used. There is no “one-size-fits-all” number, he said. Transportation efficiency is intended to make sure students do not spend any more time on a bus than necessary. Program efficiency is intended to make the best use of teacher resources and make sure programs do not have to be relocated. At this time, Heid emphasized, there is not any talk of changing the high school boundaries. There was some community concern on that point, he said, but there is no foreseeable need to rezone the high school.

Park District RECEIVES FUNDS TO DEVELOP 28-ACRE PARCEL FOR PARK, WOODLANDS By: D.M. HERRA

he Hampshire Township Park District is embarking on a series of developments that will offer residents of the area a multitude of new ways to enjoy the great outdoors.

In 2017, the Village of Hampshire deeded 28 acres in the Tuscany Woods subdivision to the park district. The land has three LED-lighted baseball fields and a parking lot, but the district has dreams for much more. A flag football field, larger parking lot, playground, dog park, shelter with baggo games, concession stand and restrooms, skating rink with warming shelter, walking path and nature trail are all in the plan, executive director Laura Schraw said. “The nature trail will include interpretive signage,” she added. “We also plan to restore the woodlands and the prairie and add primitive campsites.” Hampshire has walking trails in other parks but the nature area is new to the district, Schraw said. It will provide a rustic space to residents who don’t want to travel north of the railroad tracks to the

forest preserve’s nature trails. The development is made possible by a $400,000 Open Space Land Acquisition and Development grant from the Illinois Department of Natural Resources. The district also received a $60,000 grant from the Illinois Parks and Recreation Association to develop the playground site. In collaboration with PlayCore’s Center for Outreach, Research and Education and brand GameTime, the new playground will be a National Demonstration Site, Schraw said. PlayCore is providing professional development services and funding to districts across the state to develop these sites, models for promoting physical activity, ﬁtness, nature engagement and inclusion. “They measure outcomes and how kids use playgrounds,” Schraw said. “They track use of all the different pieces of a playground and report back to the (Illinois Parks and Recreation Association) on the outcomes. …This grant provides recreational play

to the community yet assists the nation in research. It’s an exciting time for the Hampshire Township Park District.” Some of the park district’s match for the grants will come from professional services; Schraw is a registered landscape architect and is able to complete development plans in-house, eliminating the need to hire an outside agency. The district is also applying for non-state grants to match state funds. Among the grants it hopes to get are a Kane County Riverboat Grant and a ComEd Open Lands Grant, both of which would support restoration of the woodlands and prairie in the nature area. Impact fees from the Hampshire Highlands subdivision have been earmarked for development of the 28-acre parcel, Schraw said. The Tuscany Woods subdivision donated the land in lieu of impact fees. The district hopes to install the playground in June 2019, followed by the restrooms and concession stand. Much of the woodland restoration will take place in the winter months, when the leaf canopy is down and it is easier to identify the structure of invasive plant species for removal. Schraw expects it to take about two years from the time the state grant documentation is ﬁnalized until construction is complete. “It takes longer than people think,” she said. “People say, ‘How long does it take to put up a fence for a dog park?’ But they don’t realize that because we’re a government agency, we have to complete plans, go out for bids, select a bid and get a contract.” The district also carefully researches contractors submitting bids to make sure they don’t intend to subcontract the actual work, Schraw said. “We always make sure we’re only working with our contractors directly,” she said.

Northwestern Medicine FOCUSED ON ADDRESSING COMMUNITY COMMUNITY’S S HEALTH NEEDS

ealth care options are expanding for residents of McHenry and Kane counties since Centegra Health System merged with Northwestern Medicine last September.

Other than signage updates at hospitals in Huntley, McHenry and Woodstock, patients may not have noticed much changing yet. But as Northwestern completes assessments of the community’s needs, it will begin rolling out initiatives to meet them.

“This merger is very much in its infancy,” said Dawn Roznowski, director of community health services at Northwestern Medicine. “Over the next year we’ll be assessing what we’ll do long term for the region.” Centegra is the latest in a string of Northwestern mergers over the last decade. The health system, anchored by Northwestern Memorial Hospital and afﬁliated with Northwestern University’s Feinberg School of Medicine, merged with Lake Forest Hospital in 2010, Cadence Health System in 2014, Kishwaukee Health System in 2015, and Marianjoy in 2016. The Centegra merger brings three local hospitals under the Northwestern umbrella: Huntley Hospital, a three-year-old facility with 128 beds, immediate care, and health and wellness services; Woodstock Hospital, a 34-bed hospital focused on behavioral health care and outpatient services; and McHenry Hospital, a nationally recognized 179-bed teaching hospital acclaimed for its oncology and cardiology departments. “People should be excited,” said Roznowski, who previously worked for the Kishwaukee Health System in DeKalb. “We know what Northwestern Medicine will bring to the community based on what we’ve seen with past mergers. As someone

who came from a region that was recently integrated, I can say Northwestern Medicine really does fulfill its promise of advancing services. It takes a little time, but it does happen.” If the Centegra merger follows the pattern set by previous integrations, it will likely lead to the development of new programs, Roznowski said. It may also lead to clinical collaborations, which offer patients the opportunity to participate in clinical trials. Patients have access to Northwestern’s entire network of physicians and specialists; in past mergers the health system has also launched recruitment initiatives to fill local gaps in medical specialties. “We’re still in the assessment phase here, but it would not be surprising if we saw that happen here as well,” Roznowski said. Residents may be eager to learn right away what changes are in store for their local hospital and physician group, Roznowski said, but they will have to be patient – it typically takes about three years before changes are robust enough to be readily apparent. Not only do Northwestern officials want to be sure they understand the community’s needs before making changes, they want to avoid damaging any programs that are already working. For example, Northwestern Medicine McHenry Hospital achieved a five-star rating from the Centers for Medicare and Medicaid Services for the past two years, ranking it among the top 9 percent of hospitals nationwide for quality care. It was also recognized in 2018 by U.S. News & World Report as one of the top hospitals in Illinois. Michelle Green, media relations manager at Northwestern Medicine and previously employed by Centegra, said the roughly 3,700 Centegra employees moved in the merger are excited by the patient-first approach they’ve seen from Northwestern. “Our small health system did all it could to meet the needs of the community,” she said of Centegra. “What we’ve been most impressed by is Northwestern’s mindful approach. …I know any programs or services they introduce will be successful because they are what the patients here need.” That approach includes Northwestern officials meeting with people from throughout the community and conducting in-depth assessments of community health issues and the programs that currently exist to address them. “It’s really advanced health care but it’s also very personalized,” Green said. “Our community is different from every other community Northwestern Medicine serves, and they readily acknowledge that difference and start every discussion with ‘how can we get people what they need?’” As director of community health services, one of Roznowski’s tasks is to review the region’s community health needs assessment and other health care data. She also meets with community stakeholders, including government offices, nonprofit

organizations and social service organizations, to ask where they see gaps between what the community needs and what services are available. “People have been very open and willing to communicate those needs,” Roznowski said. “Then I bring that information back and say, ‘Here are opportunities.’” Many people in the local community were already familiar with Northwestern through experiences with the downtown Chicago hospital, Green said, and we’re excited to offer access to the same care right in their backyard. “It’s exciting to know we have their power behind us,” she said. “People were very eager to hear news of the integration. It is top-of-the-line care that addresses the unique needs of our region.” Roznowski, recalling Northwestern’s entry into the DeKalb market several years ago, said she can attest that the health system really does bring rural communities better access to health care. “It takes time to determine what is needed, what is the best approach to addressing those needs and how time, talent and treasure can be strategically invested in the region,” she said. “The big thing is remembering Northwestern Medicine’s mission is patient ﬁrst. We are making an integrated academic health system and the level of care that brings accessible to people in these communities.”

Third Time’ s the Charm REFERENDUM ALLOWS FIRE DEPARTMENT TO INCREASE STAFFING By: D.M. Herra

hird time’s the charm, the adage says, and that proved true for the Hampshire Fire Protection District, which on its third attempt passed a ballot referendum to increase stafﬁng.

The referendum, passed in November 2018, levied a 0.1 percent tax on property in the district. It is expected to raise roughly $240,000 a year in additional revenue for the fire department. About half that amount will be used to add a fifth firefighter to every shift. The department is made up of six full-time and 34 part-time firefighters, and that number is not expected to change, Deputy Chief Trevor Herrmann said. But while most shifts at the district’s sole fire station are staffed by four on-duty firefighters, the referendum money will permit the district to have at least five people on duty at all times. The Hampshire Fire Protection District covers 42 square miles, plus nine miles along Interstate 90, Herrmann said. Firefighters respond to more than 1,200 calls each year, and as the population in the area continues to grow, so do the calls for service. With only four firefighters on a shift, Herrmann said, if firefighters are in the midst of one call when a second call comes in there is no one to send. The department then has to rely on a mutual aid partner, which can increase response time. The other half of the new funds will be used to replace outdated equipment. Herrmann said the department has two trucks – a fire engine and a brush fire truck – that are each more than 22 years old and in need of replacement. A new ambulance will also be required in the next few years, he said. While new fire equipment easily costs in

the tens of thousands of dollars, the department can seek grant money to cover any funding gaps. While the increased staffing and new apparatus will help in the short term, the district is looking to the future. With both residential and commercial growth in the area showing no signs of slowing, district officials are anticipating the number of calls to continue its upward climb. During the district’s first failed referendum attempt in 2017, voters also rejected a second referendum seeking a 0.15 percent tax to rent space for a second fire station. Officials have not asked voters for that money a second time, but managed to raise and save enough to buy a parcel of land. “We do not yet have the funding to build a second station, but we do have the money to buy the land and secure a location,” Herrmann said. “Then we’ll need to sit down as a board and decide what to do next.” The district is working with an architect to design a “very basic” fire station with a two-bay drive, living quarters and a couple of offices, Herrmann said. While construction may yet be several years away, the need for a second station is undeniable. An attempt to buy a parcel of land near Hampshire High School early this year fell through when the district found the cost of developing the site would be too high. The district continues to look for a lot in the same area, Herrmann said, noting that the number of calls from the north side of the district has been on a steady climb. “That’s where a lot of growth is happening,” he said. “We already run about 400 calls a year in that area and that’s growing. On top of the commercial and residential growth you’ve got the schools. Just between the schools there are about 3,000 people, and it takes us eight minutes to get there from our current station. We need to cut down that response time.” Herrmann emphasized that a new station will be in addition to the department’s location at 202 Washington Ave. That station was built in 1961 and intended as a volunteer station. Living quarters were added on to convert it into a full-time station, but there’s only so much that can be done within its limited footprint, Herrmann said. A second station could make the original building more effective by alleviating crowding. “We’ve just outgrown it,” Herrmann said. “We are out of space for storage and offices. A new station would allow us to move some equipment up north and free up some space so it’s not so crowded around here.” Officials anticipate construction of a second building will cost in the neighborhood of $3 million. It has not yet been decided how the district will go about raising those funds.
