A mature bald eagle leaves a beaver mound after dining on a fish March 8 on the backwaters of the Mississippi River at Lock & Dam 13 north of Fulton. The weekend’s warmup, coupled with sunny skies, prompted plenty of wildlife activity around the region. Along the access road to Lock & Dam 13, numerous bald eagles were on display, soaring in the blue skies and then gilding down to snack on a fish for lunch. Ducks, mergansers, geese, gulls, white pelicans and even a couple of sandhill cranes were part of the action.

Albany Community Support to host baked potato bar March 14
Albany Community Support will host a baked potato bar from 5 to 7 p.m. Friday, March 14, at the Albany United Methodist Church, 502 First Ave., Albany. Cost is a freewill donation.
The group is planning several more family-friendly community events for 2025. Information about the group will be available at the potato bar for anyone interested in helping to plan these events.
Historical society to meet March 12

Tariffs 101: A history of revenue, protectionism

URBANA – The notion of tariffs dates to the first major law passed by the U.S. Congress in 1789 and has evolved over time.
According to the law, “it is necessary for the support of government, for the discharge of the debts of the United States, and the encouragement and protection of manufacturers that duties be laid on goods, wares and merchandise imported.”
There was no federal income tax at the time and the government used tariffs to pay off the U.S. war debt.
The Tariff Act of 1789 levied a 50-centper-ton duty on goods imported by foreign ships and American-owned vessels were charged six cents per ton.
As is the case today, there were disagreements. Alexander Hamilton looked at tariffs as a revenue source and James Madison believed tariffs could lead to trade reciprocity with Great Britain and other nations, said Scott Bomboy, National Constitution Center editor-inchief.

clinical professor at the University of Illinois at Urbana-Champaign, broke down the complex world of tariffs in a farmdoc video.
“A tariff, simply put, is a tax on imports. For example, let’s say a homebuilder in Wisconsin imports lumber from Canada. If we put a 25% tariff on that lumber and that importer buys $100 of lumber, he cuts a check for $25 to the government as a tax. That lumber now costs the importer $125 instead of $100,” Lemoine said. “[If] that importer sells that lumber or they build a house, they’re going to have to reflect that increased tax they paid the government in the cost of those materials.”
From an economic standpoint, tariffs can be used to raise revenue for the federal government or protectionism.
“Either way is the idea that if we raise the cost of goods from outside the United States, perhaps we’re more likely to use goods generated inside the United States,” Lemoine said.
He recalled what he saw while grow-
ing up in El Paso, Texas, after passage of the North American Free Trade Agreement.
“You saw a bunch of textile companies like Levi’s and companies that made blue jeans pop up on the border of Mexico and the United States,” he said. “The idea being that you would have American and Mexican management, and you would typically have employees from Juarez, Mexico. They would make the textiles, and the textiles were then shipped to the United States.
“It was a way that they could make textiles without paying United States labor costs, which typically are more expensive than labor costs in Juarez, Mexico, would be. So, the idea of a tariff then kind of flies in the face of that free trade.”
Focus changed
In general, tariffs in recent history are focused on a particular country and not necessarily by industry.
“There’s some industries in the United States that do a very good job, and maybe we have a domestic interest in that industry continuing, such as making cars in the United States,” Lemoine said. “Our ability to produce cars is the
same as our ability to produce and weaponize those kinds of things if we ever needed to.
“So, yes, you can make the argument that we need a strong, healthy car industry in the United States. Maybe if we put tariffs on automobiles or automobile parts, we would then see perhaps more people buying U.S. cars because they would be priced more affordably or cheaper than international alternatives.
“You could make an argument that, perhaps if you’re a big believer in bourbon, we put a big tax on tequila. Tequila is generally made in Mexico and south of there and what was $100 a bottle is now $100 plus that tariff tax put on it.
“So, [to] summarize a little about tariffs, the reason that we use tariffs might be to raise funds. It might be to protect American jobs, to grow American industries, and we can look at that from the slant that, OK, maybe that’ll work.
“The danger in tariffs is that there are local economies and synergy economics and a real global economy that, when we start to introduce tariffs, becomes significantly less efficient and has different middlemen and different costs and fees and structure that weren’t there in the past.”
Trump administration ends reimbursements for Illinois food programs

SPRINGFIELD – The Trump administration has stopped reimbursing Illinois for a program designed to help farmers and supply fresh food to Illinois food banks.
The Illinois Department of Agriculture announced March 4 that changes to federal funding mean Illinois is missing reimbursements for costs for the Local Food Purchase Assistance Program and no longer can run the Resilient Food Systems Infrastructure Program.
The state agency said the federal U.S. Department of Agriculture has told states it will not reimburse them for any costs for the programs dating to when Trump took office Jan. 20.
LFPA, which funds the Illinois-EATS program, uses federal funding to buy fresh products from farmers at a fair market value, then distributes the food to communities via food pantries and other similar programs designed to help
people in need for no additional cost. All the food produced as part of Illinois’ program comes from socially disadvantaged farmers, including those the federal government defines as “new farmers.”
More than 170 farmers have supplied food to 883 locations in Illinois through Illinois-EATS.
Brenda Stewart, a farm owner in Pembroke Township in Kankakee County, received grant funding through
the state. She told Capitol News Illinois she is most worried about the people who depend on her farm and the grant program to eat healthy.
“We’re still going to grow our food. We’re still going to provide what we can to our community, but not on the scale if they were able to receive,” Stewart said.
Pembroke Township has no grocery store and many residents are on food stamps, Stewart said. She said IL-EATS
and her farm provide many of the residents one of their only avenues for fresh and healthy food.
The USDA approved $43 million for Illinois to carry out the program for several years, but the state still is missing $17.8 million, according to the Illinois Department of Agriculture. The state and USDA announced a partnership for the program in 2022.
The state also has not received $6.5 million for the RFSI grant program. The program is designed to improve capacity for food processors and distributors and improve access to better distribution markets. The state has established a grant program based on funding from the federal government and was in the process of selecting winners.
There was no explanation for why reimbursements submitted after Jan. 19 were stopped, according to the state, and reimbursement claims have been returned.

David joined the River Cities Rotary Club in 2000 and became active at the local and district levels. He was an Assistant District Governor for 5 years and served as the District Governor from 2021-2022.
David was a lifelong Chicago Bears fan. He enjoyed golfing with his friends and family. In
his later years, he was an avid coin collector and active in a local coin club.
After becoming a school administrator, David continued to coach, including for over 15 years of youth baseball and junior football. David has left a legacy of thousands of students and athletes who learned from him the values of hard work, integrity, disciple, perseverance, and teamwork.

Broadband fiber connects Garden Plain Township

STERLING – A broadband fiber deployment project in Whiteside County has reached a major milestone.
JCE Co-op, formerly Jo-Carroll Energy Co-op, announced the connection of its 7,000th fiber customer, Garden Plain Township. Representatives from JCE Co-op, Garden Plain Township and Whiteside County gathered to mark the occasion with a ceremonial “lighting up” of the fiber connection.
The event took place at the Garden Plain Township office/garage where Whiteside County Board Chair Marty Koster presented a $1 million check to JCE Co-op President and CEO Mike Casper. The check is the county’s second payment as part of its local grant-matching commitment to expanding broadband in the area.
“This investment in fiber broadband is an investment in the county’s future,” Koster said. “The benefits of broadband connectivity will level the playing field for businesses, education,
health care and agriculture while enhancing the overall quality of life and economic vitality of Whiteside County and the northwest Illinois region. I am thrilled to see this project making such remarkable progress.”
The fiber deployment is part of a larger initiative that secured $91 million in Round 3 Connect Illinois Grants.
The equity-focused broadband infrastructure program, led by the Illinois Office of Broadband, targets areas of greatest need, particularly underserved rural areas and communities of color.
Combined with $30 million in local matching funds, the total investment of $121 million will serve 10,000 households, businesses and organizations in the region by constructing about 1,500 miles of fiber infrastructure.
“This collaboration between Whiteside County, JCE Co-op and our partners is a testament to the power of regional cooperation,” Casper said. “We are impacting the region’s digital future by working with Morrison Tech, Carroll and Jo Daviess counties, BEST,
Inc. and other stakeholders. The completion of this fiber network will provide crucial benefits to every aspect of our economy and community.”
Whiteside County Economic Development Director Gary Camarano emphasized the transformative economic impact of broadband access on rural communities, citing research from the Center on Rural Innovation highlighting the benefits for areas that already have embraced broadband fiber connectivity:
• 213% higher business growth rates
• 10% higher self-employment growth rates
• 18% higher per capita income growth
• 44% higher Gross Domestic Product growth rates
Rural counties with low broadband use often suffer from economic inactivity, business closures and population decline.
Another key workforce development initiative associated with broadband expansion in the region is the Broadband Fiber Technician Appren -
ticeship Program, which is recognized by the Illinois Department of Employment Security and offered by Morrison Tech, a private nonprofit college in Morrison offering two programs – engineering technology and network administration – with existing emphases in design drafting and construction technology. The school also is launching an Automation Process Control Apprenticeship Program to help address the increasing demand for high-tech industry workers.
Whiteside County, JCE Co-op and Morrison Tech also are leading an initiative to ensure the region fully embraces digital transformation by aiming to create a human-centered, digitally inclusive ecosystem supporting businesses, education and innovation.
“Our goal is to make Whiteside County and northwest Illinois a model for rural broadband success,” Camarano said. “By leveraging this infrastructure, we are laying the foundation for sustainable economic growth and enhanced quality of life.”

The end of funding for the programs comes as Illinois farmers face new tariffs imposed on three of the state’s largest trading partners and retaliatory tariffs against American goods. Illinois farmers exported almost $14 billion of agricultural products in 2023, according to the Illinois Farm Bureau.
“Illinois farmers’ products – from grains and feed, corn, soybeans, ethanol, beef, pork and more – rely on access to foreign markets and will undoubtedly be impacted by these new tariffs either through increased prices or decreased market access,” Illinois Farm Bureau President Brian Duncan said in a statement. “This uncertainty coupled with an already struggling farm economy has farmers worried as we head into planting season.”

Albany and Garden Plain parents in the River Bend School District have inquired about sending their children to or possibly annexing into the Erie school district. Albany Grade School will close in fall 2005. The decision to separate from the River Bend School District would have to be decided by the residents living within the district.
The U.S. 30 Corridor Study has been underway since spring 2003. The Illinois
Department of Transportation has been studying the feasibility of a four-lane route from the Routes 30 and 136 intersection to Illinois Route 88 near Rock Falls. The purpose is to enhance east-west mobility while accommodating travel demands projected to the year 2023.

The River Bend School District 2 Board announced the completion and adoption of the strategic plan. The strategic plan represents months of work gathering input, developing goals and formalizing the plan. A group of citizens, teachers, administrators, parents and school board members spent six hours in November sharing ideas and concerns that were used in constructing the strategic plan.
Fulton High School teacher and head football coach Patrick Lower was selected to officiate the Class 1A/2A state boys basketball tournaments. During his 21 years of officiating, Lower has worked his way up the ranks and now is one of the top high school officials in the state. One of Lower’s goals was to officiate at the state tournament.
Chronic inflammatory demyelinating polyneuropathy is rare
CIDP is an autoimmune condition. It is an abbreviation for chronic inflammatory demyelinating polyneuropathy, which affects a part of the nervous system in the extremities.
The condition is somewhat rare, affecting between one and 10 people out of 100,000. The condition is slow-developing, taking about two months, but once it is present, it may come and go over time.
The exact cause is not known, but like many autoimmune conditions it can be triggered by any illness or stress. Inflammation is at the core, especially in the peripheral nerves, which are the ones outside of the brain and spinal cord. Demyelinating refers to the destruction of the sheath around the nerve. Polyneuropathy means it

affects many nerves.
The most common symptom is muscle weakness progressing over about two months. It tends to be symmetrical, which means affecting both sides. Common areas include the hips and thighs and then the shoulders and upper arms, as well as the hands and feet. Sometimes there is loss of muscle mass.
There may be tingling or numbness. There may be coordination issues and balance problems. There may be problems with movement. Rarely does the condition lead to difficulty swallowing
or breathing. There are several variations of the condition.
Diagnosis begins with a clinical suspicion and history and physical exam. Usually this condition is diagnosed by a specialist with the assistance of certain tests such as a nerve conduction test or EMG. Sometimes a spinal tap is done.
An MRI of the lumbar spine may be performed. Certain blood tests may be performed to consider other conditions that cause nerve damage such as diabetes, thyroid, Lyme disease and HIV lymphoma.
There is no specific treatment for CDIP. Prednisone may help improve inflammation but must be watched for side effects. Other immunosuppressants may be employed with the prednisone.
A plasma exchange may be performed in which the plasma is separated from the blood, which helps to chill out the antibodies that are attacking the nerves. Unfortunately, this tends to work for only a few weeks.
IVIG is another immune therapy that infuses immunoglobin, which are proteins that support the immune system and help to attack invading organisms. These tend to come from healthy donors.
Research continues for other potential treatments.
Ninety percent of people tend to improve with time and treatment although half of those people may have a relapse or repeat experience. The condition does not tend to shorten the lifespan.

MORRISON – A Davenport, Iowa, man has been sentenced to six years in prison after pleading guilty to a drug charge in Whiteside County Circuit Court. Jacob D. Sheley, 26, pleaded guilty Monday, March 3, to one count of possession of methamphetamine greater than 100 grams but less than 400 grams.
Charges of delivery of methamphetamine, possession of a stolen vehicle and aggravating fleeing were dismissed as part of a plea agreement.

ROCKFORD – A correctional officer at the Federal Correctional Institution in Thomson has been indicted by a federal grand jury in Rockford for allegedly engaging in sexual acts with two inmates.

March 5 by the U.S. Attorney’s Office of the Northern District of Illinois, Danny L. Spyker, 40, of Lanark knowingly engaged in sexual acts with the inmates in December 2023 and March 2024. The indictment was returned Feb. 25 and unsealed March 5, according to the release.
Spyker has been on administrative leave from his position as a correc -
tional officer since June 2024, according to the release.
The indictment was announced by Morris Pasqual, acting U.S. Attorney for the Northern District of Illinois, and William J. Hannah, acting special agent-in-charge of the Midwest Regional Office of the Department of Justice’s Office of Inspector General. The government is represented by
Assistant U.S. Attorney Jonathan S. Kim.
If convicted, Spyker faces a 15-year maximum federal prison sentence for each count in the indictment. If convicted, the court must impose a reasonable sentence under federal sentencing statutes and the advisory U.S. Sentencing Guidelines, according to the release.

Why he was selected: Leu was a key contributor for the Steamers after missing the first month of the season after breaking his ankle during the football season. He averaged 11 points, 5.5 rebounds and a steal per game as a junior, including a 23-point performance against Ashton-Franklin Center.
“Landen came back and immediately changed the dynamic of our team,” Fulton coach RJ Coffey said. “In the second half of the season we turned things around as a group and played good basketball down the stretch and Landen was a big part of our success.”
Leu is the Sauk Valley Athlete of the Week in an online vote.
When did you first get into basketball and what or who helped you get into it?
Leu: I first got into basketball when I was super young. I probably had a mini hoop when I was super little but started playing it around elementary school. My dad was the main person who had helped me get into it as he had played it in high school, as well.
What do you like about basketball? What kinds of things has it taught you?
Leu: I love the competitive nature of
team that stood out would be how young we were. Not being the oldest and most experienced team out there came with some adversity, but being able to push through it definitely stood out.
Do you have a favorite athlete or sports team?
Leu: I would say my favorite athlete would be either Luka Doncic or Anthony Edwards. My favorite sports teams are the Chicago Bulls, Bears, Cubs, Blackhawks or the Iowa Hawkeyes.
Any other hobbies, activities or sports you are involved in?
Leu: I like to play video games and hang out with friends outside of school. I am also involved in football and track.
Do you have a favorite book or quote?
Leu: One of my favorite quotes is, “Hard work beats talent when talent fails to work hard.” – Kevin Durant

Leu: I would say my favorite spot to go eat after a game would have to be Culver’s.

Leu: This year’s team had a really good connection between everyone, with basically being just one big friend group as we would hang out a lot outside of practice. The thing about this

Eastland slows game, beats No. 1 Pecatonica
Cougars win 1st sectional championship since 2013

PECATONICA – The beginning was bizarre, but the finish was sweet for the Eastland Cougars.
Eastland slowed down Friday night’s Class 1A Pecatonica Sectional championship matchup with Pecatonica to a crawl, holding on for a 36-31 win against the top-ranked Indians in front of a sold-out gym.
It was the Cougars’ first sectional title since 2013.
Eastland (32-4), ranked No. 5 in the final Associated Press Class 1A poll, advanced to face Aurora Christian on Monday in the DeKalb Supersectional at Northern Illinois University. The Eagles (18-12) also had an upset win over Hinckley-Big Rock on Friday.
Looking to avoid a bad start such as in the previous two losing contests, Eastland practically eliminated the whole first quarter. Eastland held the ball for about seven minutes after winning the tip and initially running some motions. Much of that time was spent with both teams in a standoff.
Eastland wanted to slow the game down, but coach Tyler Zumdahl still did not anticipate the game starting quite that slow.
“I thought they’d come out and guard us. We just kind of wanted to slow it down and work for really high percentage shots,” he said. “When they decided to hang back we were fine with that, shorten the game down a little bit.
“Give our guys credit for really sticking the course, keeping their composure and getting the job done.”
The strategy paid off, but Pecatonica still was always within reach.

It resulted in a 1-0 first-quarter advantage going the Indians’ way. Eastland came back in the second quarter and led 8-5 at halftime.
The game picked up in the second half as Zy Haverland led Eastland with 14 points and Adam Awender (three points) and Parker Krogman (eight) battled foul trouble. They finished with four apiece.
The Indians led 13-12 midway through the third quarter, but Pecatonica’s all-time leading scorer Cooper Hoffman (six points) left the game with an injury. He briefly tried to play again later in the quarter but exited again and did not return.
Eastland led 24-19 after three quarters and 26-24 midway through the fourth, but the Indians got no closer.
Pecatonica missed three 3-pointers late as Eastland was able to hit just enough free throws to hold on.
Eastland got over the hump after losing to Pecatonica twice in the regular season and in last year’s sectional final.
“We had to do something different,” Krogman said. “Our game plan was
necessary to win, and that’s all I can say on that. We needed the win, and that’s the only way we could do it.
“Draw them out, make them guard, limit offensive possessions. [They are] one of the best offensive teams in the state.”
With possessions limited, they became amplified. Eastland lost the turnover battle 8-4, but still came
through to win.
Jaxon Diedrich led Pecatonica with 14 points. Zion Braimah and Josh Jennings each scored four. Brody Black had a 3 in the fourth quarter.
Braimah said it was “surprising” to see Eastland holding the ball early on.
“We were staying in it mentally,” he said. “We knew we could score when we get the ball.
“They just got away with the win, outworking us a little and making more shots than us.”
It also was tough for the Indians not having Hoffman late.
“That was really sad for him and for us,” Braimah said.
Eastland moved on to the DeKalb Supersectional at Northern Illinois University on Monday with a chance to qualify for state for the first time since finishing fourth in 2013.
“It feels amazing,” Awender said. “We’ve been trying to do that to them the past two years. To finally get it done, it feels awesome.”
A potential sectional rematch with Pecatonica helped fuel Eastland throughout the season.
“I think we knew it was going to come down to this all year,” Awender said. “Practice like it’s a sectional game, and we did that all year, and we came out on top.”
Zumdahl and the Cougars will enjoy the win, but only briefly.
“We have to enjoy this. These guys made it their goal, they worked so hard to get here, and they did it,” Zumdahl said. “We’ll enjoy it. It’s a quick turnaround. This can’t be the highlight of our season. We’ve got to stay hungry and continue this journey.”

On February 10, 2025, Low Head Hydro M 13, LLC. filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act, proposing to study the feasibility of a hydropowe r project proposed to be located at the U.S. Army Corps of Engineers' (Corps) Mississippi River Lock and Dam 13 in Clinton County, IA, and Whiteside County, IL. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners' expre ss permission
The proposed Mississippi River Lock and Dam 13 Hydroelectric Project would consist of the following: (1) a proposed 300-foot by 200-foot masonry powerhouse located in alignment with the existing Corps' dam, containing three proposed Kaplan bulb or Kaplan pit turbines with a total capacity of 19.05 megawatts; (2) a proposed intake channel of unlined earthen excavat ion approximately 500 feet long and 200 feet wide, located upstream of the turbine bays and including a 200-footlong guide wall along the western side of the cha nnel; (3) a proposed 850-foot-long and 500-foot-wide tailrace area of unlined earthen excavation, including a 1,850foot-long guide wall along the western side of the channel and 520-foot-long guide wall along the eastern side of the channel; (4) a proposed 85-foot-long by 60-footwide low profile project substation located downstream from the powerhouse containing a single pad mounted three-phase step-up transformer with a rating between 15 to 25 megawatt-ampere and ancillary equipment; (5) a proposed 4,700foot-long access road adjacent; (6) an existing dam bridge improved and extended to provide access to the powerhouse along with a proposed public park and parking area adjacent to the new access road; and (7) a proposed 3,400-foot-long, 13.9 to 69-kilovolt (kv) underground transmission line to the project substation and a proposed 4.6 mile, 69-kv transmission line from the substation to the existing 161-kv ITC Midwest Beaver Island substation. The proposed project would have an estimated annual generation of 94,500 megawatt-hours.
