Major topics include rural health care, property taxes, population decline, ethics reform

DIXON – State Reps. Brad Fritts, R-Dixon, and Tony McCombie, R-Savanna, discussed their priorities for the 2025 legislative session Monday night while answering questions from their districts’ constituents during a telephone-based town hall.

OBITUARIES

EDWARD “EDDIE” DEPAUW

Born: October 15, 1962 in Geneseo, IL

Died: January 11, 2025 in Geneseo, IL

Edward Anthony “Eddie” DePauw, 62, went to be with the Lord and his parents on Saturday, January 11, 2025, at Allure of Geneseo. Visitation will be from 4-7 pm on Friday, January 17, 2025 at St. John’s Catholic Church, Rapids City, IL, with a rosary being prayed at 3:30 pm. Mass of Christian Burial will be at 11:00 am Saturday, January 18, 2025 at St. John’s Catholic Church where he was a proud altar server for several years. Burial will be in St. John’s Cemetery,

Fritts represents the 74th House District, which includes most of Lee County and parts of Whiteside, Ogle, DeKalb and La Salle counties. McCombie represents the 89th House District, which includes Jo Daviess County and parts of Stephenson, Ogle, DeKalb, Winnebago and Carroll counties.

The event was held during a lameduck session which, in years where they occur, are held after the election and before newly elected lawmakers are sworn into office.

“The House Republicans are opposed to being here when lame-duck should not be the norm,” McCombie said. “This is the time when the legislative body takes up sometimes some sketchy legislation before the new assembly is

inaugurated.”

Rural health care shortage

“A really, really big thing for me, especially right now back in our home district, is addressing our rural health care crisis,” Fritts said.

He recalled how two hospitals within his district closed shortly after he started his first term in January 2023.

St. Margaret’s Health in Peru closed Jan. 28, 2023, and not long after its sister hospital in Spring Valley closed June 16, 2023. Both closures were related to financial issues.

More recently, KSB Hospital in Dixon completed a merger Jan. 1 with OSF HealthCare after long-standing financial troubles.

According to a December 2024 report by the Center for Healthcare Quality

and Payment Reform, Illinois has 74 rural inpatient hospitals in operation. Of those, 23% lose money on services, 14% are at risk of closing and 8% are at “immediate risk” of closure.

“Every single person that walks through the door of our rural hospitals, our hospitals are losing money on, and when we represent districts that have an incredibly large amount of our older population and our underserved populations, that’s a lot of the clientele that walks through. We end up having some serious issues with that,” Fritts said. “A lot of that has to do with our Medicaid reimbursement rate, Medicare and Medicaid.”

Medicare and Medicaid are government-funded health insurance programs. Medicare is a federal program for those age 65 and older. Medicaid is a joint federal and state program for those who meet certain low-income requirements.

Rapids City, IL. Memorial contributions may be made to the family for a memorial to be determined. Gibson-Bode Funeral Home, Port Byron, IL, is assisting the family with arrangements.

Eddie was born on October 15, 1962, to Julian and Jeanette (Thomas) DePauw. He was welcomed by four siblings. To know Eddie was to love him, and if he knew you, you know you were also loved. Born with Down Syndrome, his family never treated him any differently which allowed him to thrive on so many levels. Given an expectation of 30 years with limited physical capabilities, he proved everyone wrong. He had numerous trophies, ribbons, and awards for Special Olympics, Citizenship, and his hard-working attitude at Abilities Plus, Kewanee, Illinois. Eddie was a master rosary maker, and his rosaries were sent all over the world. He

was so excited to throw the first pitch at a River Bandits game. He was also a seasoned prankster.

He started school at Riverdale Schools, Port Byron, and later graduated from Black Hawk Area Education Agency. His final years were spent at Abilities Plus, Kewanee, IL, and Allure of Geneseo, IL.

Those left to cherish his memory include his siblings, Joe (the late Marilyn) DePauw, Geneseo, Rosemary (Ed) Osborn, Rock Island, Bob (Pam) DePauw, Port Byron, and Peggy (Byron) Walker, Rock Island; nephews and nieces, Alex (Karelis), Ben (Steffanie), Abby, Christine, Phil, Kate (Steve), Tom (Julia), Mary (Jesse), Jake (Barb), and Sarah (Adam); great nephews and nieces, Maison, Ember, Penny, Julia (Alex), Ethan, Rosie, Brendan, Rachel, Eleanor, Myranda, Theo, Evan, Nate, Jack and Mara; and great-great nephews and nieces,

Ryker, Esme’, Haeman, and Layla Grace. He is also survived by very special friends, Scott Speaker, Mark Grigsby, Steve and Cheryl Bingamon, Mike and Donna Rieman, and his many friends at A+.

Eddie was preceded in death by his parents, grandparents, godparents, Ed & Antoinette Urbaniak; uncles an aunts, Duke and Kathy Tyler, Bill and Dorothy DePauw, and Oscar and Patricia DePauw; sister-in-law, Marilyn; and niece, Rachel, as well as friends Ricky Bruce, Lynn Reschke, and Craig Smith.

The family would like to extend a heartfelt thank you to Abilities Plus and Allure of Geneseo for their care and compassion. For the final time from Eddie, “My mame in the paper!”

If local interests are able to provide for the non-federal share of the costs, bids may be asked in about one year on Fulton’s long-range flood-control system. Chairman James Shipma of the Fulton Flood Control District said trustees for the district and the district’s attorney, Robert Potter, are beginning negotiations with property owners and public agencies with an interest in flood control for Fulton in an effort to provide about $1,500,000 in financing, which is the estimated

non-federal cost of the flood protection system.

What about all those different types of water?

Nobody questions the importance of water for our daily well-being. We have more chance for optimal health when we are hydrated.

Even the spread of COVID is accelerated by being dehydrated because the infectious particles become more concentrated in the available fluid. This also appears to explain the phenomena known as the super spreader who is somebody who can spread an infection such as COVID very rapidly.

Dehydration, it turns out, plays a big role. Every nursing home is familiar with a trip to the emergency room for a patient. More often, they will have a diagnosis of dehydration, despite the facilities’ best efforts to intervene.

This article, though, is not going to focus on how much fluid you need each day but to go through the different types of water that are available.

No. 1 is good old tap water. Despite the hype, tap water is sufficient and not a problem for the majority of people who rely on it as their primary source. That said, there is the potential for contamination from old pipes and pesticide, residue and other sediment in the surrounding soil or reservoir. In addition, there is a growing

YOUR HEALTH

body of concern about some of the chemicals that we add to the water at various levels.

For example, whether there may be some use of fluoride by the body, the amount that generally is put in most city water may have a toxicity for some people. Ditto for chloride.

No. 2 is well water. This usually is untreated water, meaning it is subject to the same process as tap water but not scrutinized for contaminants the way that city water from the tap might be. For those who rely on well water, it is good to have the water checked periodically for parasites and heavy metals and nitrates along with other contaminants and bacteria.

No. 3 is filtered water. This water is a fairly clean type of water helping to remove chlorine that may be in excess in the tap water along with other particles. Bacterial parasites, however, typically are too small to be trapped by the filtration process.

No. 4 is purified water, which is a

step above and beyond filtered water. By adding the process of osmosis or something like that, this form can eliminate the smaller particles and pathogens such as bacteria and parasites. It is very clean and safe to drink.

No. 5 is spring or glacier water. This generally is contaminate free and safe to drink with minimal treatment. Some of these waters from glaciers and springs may have the additional benefit of certain minerals.

No. 6 is alkaline water. The theory behind the use of this type of water is so much of the damage in our bodies is done in the acidic state that this will counterbalance it. However, this type of water may neutralize important acid such as acid that exists in the stomach for digestive purposes.

No. 7 is hydrogen water. This type of water has been filtered or purified and then infused with additional hydrogen gas. The theory is this will lead to enhanced bodily function and even possibly athletic performance. Inflammation may be less because of this type of water. Despite the hype, the actual evidence of clear proven benefit in the scientific world has not yet been realized.

No. 8 is mineral water. This type of water tends to come from mineral springs and has plenty of minerals such as calcium, sulfa, magnesium and others. However, given the price typically charged for such water, one might supplement the minerals themselves at a far less expensive route. No. 9 is distilled water. The distilling process typically is accomplished by boiling or the like, which turns the water to steam, and then collected in the steam form and condensed back into water. This tends to eliminate pathogens from the water and is highly effective, even for contaminated water bread. The downside is the elimination of minerals and vitamins.

No. 10 is sparkling water. This is carbonated water that has been infused with carbon dioxide gas during the bottling.

Some people would argue that many of the benefits of a particular type of water may be offset when the water is stored in the most common type of plastic containers that are used. There is no question that over time many plastics may leach undesired chemicals into the water that will enter our bodies.

Historically, both programs – and most significantly Medicare – underpay hospitals for the cost of patient care, according to a January 2024 report by the American Hospital Association.

“The rate that Illinois reimburses is really a travesty and a continued problem within our health care,” McCombie said.

One caller asked why don’t they ask Gov. JB Pritzker to allocate additional funding for those costs.

McCombie agreed.

“One of the things that’s been a priority for the governor is to actually take our taxpayer dollars and pay for illegal health care,” she said. “We should be taking care of Illinois citizens first.”

High property tax

One caller told Fritts and McCombie “in the state of Illinois we are slaves to our property taxes. ... It is what is going to drive my wife and I out of this state.”

“As I have events across the district,

I hear that over and over and over and over and over again,” Fritts said.

One way that Fritts hopes to lower property taxes is by eliminating unfunded state mandates, he said.

“Unfortunately, here in Springfield, we have a terrible habit of putting unfunded mandates down upon our municipal governments,” Fritts said.

To follow those mandates, the municipalities have to use local funds. If they don’t have enough local funding, they have to increase revenue and one of the only ways to do that is by increasing property taxes, Fritts said.

Another caller asked what voters can do to aid in the efforts to lower taxes.

McCombie said for any piece of legislation constituents can send a letter to their representative or when a bill comes forward, constituents can fill out a witness list.

“That is extremely important to do. Your voice does matter,” she said.

Benefits of Agrivoltaics: Solar Panels as Multi-use Equipment

SPONSORED BY

Some people may think that solar panels are single use only — that they’re only able to produce power for your home, farm or business. However, solar panels can often have more than one use, including agrivoltaics.

Agrivoltaics is the practice of using solar panels and the land surrounding them for agriculture usage. As many farmers begin looking to solar to offset the costs of their agricultural operations, they may also look to use the land or areas their solar panels are installed on for growing crops or even housing animals.

Those with ground-mounted solar arrays can also use the land around solar panels to graze livestock, such as sheep, llamas, and smaller animals on hobby farms. One Stateline Solar

customer even used their solar panels to provide shade and safety for their chickens!

Additionally, solar panels can be used to grow crops, including flowers or pollinator-friendly plants, to support pollinator habitats, such as those for bees, butterflies, and birds. The U.S. Department of Energy continuously researches ways to optimize solar panel usage for pollinator safety.

shortage are both factors that contribute to declining population.

“We need to grow our population compared to growing our tax rate,” McCombie said. She also said the state needs to stop spending.

“There’s conversations about taxes on services, taxes on raising your sales tax. That hurts you and that hurts senior citizens around the state,” McCombie said. She will be advocating for “no new tax.”

“We have five working groups within our caucus that target everything from child care to ethics reform to the economy itself,” Fritts said. “We are coming up with solutions and we are filing legislation and as there becomes more and more inviting on our colleagues on the other side, we hope that some of those solutions are taken up and we’re going to continue to advocate and work to make sure that your voice is heard.”

Ethics reform

“The last thing I want to make sure that we stress this next session is ethics reform. Across the state of Illinois, we have had incredibly poor leaders

who have made poor ethical decisions for a really long time,” Fritts said.

He referenced former House Speaker Mike Madigan, who is on trial at the Dirksen Federal Courthouse.

Madigan was first elected in January 1971, according to the Illinois General Assembly website.

He was indicted March 2, 2022, by a federal grand jury in Chicago on several racketeering and bribery charges, according to a 2022 news release from the United States Attorney’s Office, Northern District of Illinois.

Fritts said Madigan’s nearly 30 years of continuous service contributed to corruption. He said term limits need to be imposed and McCombie agreed.

“We need to make sure as we move through the next session and moving forward that we limit our legislative leaders to terms of 10 years because we need turnover of fresh ideas and to make sure that that series of corruption is able to be ended and new ideas are able to be brought in,” Fritts said.

Residents can call Fritts’ office at 815-561-3690 or McCombie’s office at 815-291-8989.
