Billions of dollars of loan debt owed by Ashford University students absolved

DIXON – Thousands of borrowers who sought college degrees from a forprofit, largely online university that had a Clinton, Iowa, campus no longer will have to repay their student loans as the result of action taken by the Biden-Harris Administration.

Under that action, 261,000 borrowers who attended Ashford University from March 1, 2009, through April 30, 2020, will be relieved of $4.5 billion in student loan debt, according to a news release issued Jan. 15 by the U.S. Department of Education.

“Numerous federal and state investigations have documented the deceptive recruiting tactics frequently used by Ashford University,” U.S. Under Secretary of Education James Kvaal said. “In reality, 90% of Ashford students never graduated, and the few who did were often left with large debts and low incomes. Today’s announcement will finally provide relief to many students who were harmed by Ashford’s illegal actions.”

The loan forgiveness is in response to a request from the California Department of Justice based upon evidence it obtained during a successful lawsuit brought against Ashford University LLC and its parent company, Zovio, Inc. around widespread misrepresentations in nine separate areas, including students’ ability to obtain needed licensure, transfer credits, the cost and amount of financial aid, and the time it would take to earn a degree. The U.S. Department of Education also conducted its own separate review of the evidence from California, according to the release.

Zovio, formerly known as Bridgepoint Education, established its connection to Clinton when in 2005 it purchased the former Mount St. Clare College –which had been founded by Clinton’s Sisters of St. Francis in 1918 – turned it into Ashford University and gave the largely online institution a brick-andmortar presence.

In the years that followed, Ashford, which at one point had nearly 100,000 students, came under scrutiny for its recruitment practices and former stu-

dents’ claims that they couldn’t transfer credits as promised or were unable to land a job after earning a degree from Ashford. Ashford’s Clinton campus closed in 2016. Bridgepoint later changed its name to Zovio, which dissolved in 2022, and Ashford became part of the University of Arizona Global Campus.

Also in 2022, the California Department of Justice secured a more than $20 million penalty against Zovio and Ashford, and an appeals court upheld the findings of wrongdoing and made a small reduction in the penalty in 2024.

The judge’s verdict found that Zovio and Ashford “created a high pressure culture in admissions that prioritized enrollment numbers over compliance.”

“Ashford University made false promises to students about the value of an Ashford degree and the opportunities it would create and instead left students worse off: with mounting debt and searching for a job,” California Attorney General Rob Bonta said. “This is unacceptable and illegal. California stopped this fraud when we sued Ashford and held it accountable for its deception. I am proud that California’s

work taking this case to trial paved the way for the U.S. Department of Education to provide relief today for the hundreds of thousands of Americans who were deceived by Ashford.”

In addition to the California case, Ashford faced numerous lawsuits and investigations at the federal and state level, including from the Department’s Inspector General, the Securities and Exchange Commission, the Consumer Financial Protection Bureau, the U.S. Department of Justice, and the Attorneys General of Iowa and North Carolina. Some of these actions resulted in settlements, including one with the CFPB requiring Ashford to discharge private loans and pay an $8 million civil penalty.

In 2023, the Department announced the approval of $72 million in borrower defense to repayment discharges for more than 2,300 students who applied for relief from loans they took out to attend Ashford. The discharge announced Jan. 15 expands on that relief to cover additional borrowers.

Sandra K. Plautz, 82 of Prophetstown died Tuesday January 14, 2025 at Allure of Prophetstown.

She was born on August 1, 1942 in Peoria, IL the daughter of Leslie E. and Carolyn (Zettelmeier) Lear. She married Virgil F. Plautz on November 23, 1963. He died July 27, 2017. Sandra had worked at the former R.B. & W. in Rock Falls from 1960-1966 and 1968 -1973; Randy’s Truck Repair in Tampico from 1988-1994; then at Birkey’s Farm Store in Prophetstown for 17 years retiring in 2012. She was a member of First Lutheran Church in Prophetstown and had enjoyed sewing, bowling, golfing, playing

Lauren Story, 67, of Morrison, Illinois, formerly of DeWitt, Iowa, passed away suddenly Monday, January 13, 2025, at Morrison Community Hospital.

Lauren Bruce Story was born October 3, 1957, in DeWitt, Iowa, to Robert and Stella (Mickey) Story. He graduated from Central Community Schools in 1976. Lauren was united in marriage to Linda Ketelsen on August 4, 1978, at Grand Mound, Iowa. He worked as a meat cutter his entire working life, starting at Skeffington’s in DeWitt. He and Linda raised three children. Lauren was a member of St. Peter’s Lutheran Church in Morrison. He enjoyed being on bowling and softball leagues, fishing, and spending time with his grandchildren. He was also an avid Cubs and Packers fan. Lauren never met a stranger. He could talk to and make friends with anyone, which he did all

She was preceded in death by her parents; husband; brothers: Leslie, Robert, Keith and Jim.

Visitation will be Sunday January 19, 2025 from 3-5 PM at the First Lutheran Church in Prophetstown. The funeral will follow on Monday at 10 AM at the church. Burial will conclude at Riverside Cemetery, Prophetstown. Arrangements entrusted to the McDonald Funeral Home, Prophetstown. Memorials may be made in her memory to the Frist Lutheran Church.

Visitation was from 2:00 p.m. until 5:00 p.m. Sunday, January 19, 2025, at Schultz Funeral Home, DeWitt. Additional visitation was held at 10:00 a.m. Monday, January 20, at St. Peter’s Lutheran Church in Morrison, with a funeral service following at 11:00 a.m. in the church. Burial will be in Elmwood Cemetery in DeWitt.

In lieu of flowers, memorials are suggested to St. Jude Children’s Research Hospital, a cause which was dear to Lauren’s heart.

BRIAN W. DOLIESLAGER, 67, of Lyndon, IL, died Tuesday, January 14, 2025, at OSF St. Anthony Medical Center in Rockford, IL. There will be no visitation or memorial service. Cremation rites have been accorded, and interment will take place at Lyndon Cemetery.

Brian was born December 16, 1957, in Kewanee, IL, to Laverne A. and Marie (Heinrich) Dolieslager. He attended St. Paul’s Lutheran Grade School in Kewanee before moving to Prophetstown in 1970. He continued his education at Lyndon Junior High and graduated from Prophetstown High School in 1976. During his school years, Brian was a standout athlete, participating in football, basketball, wrestling, and track, where he set records in the relay and high jump. He later began a new chapter of his life when he moved to

Lyndon. On October 13, 2000, he married Marilyn J. (Nice) Dodd in Morrison, IL. They shared their lives for over 23 years until her passing on March 24, 2024. Brian worked at Micro Gear, later known as American Gear, before co-founding C & D Machining with Keith Crady. An avid Chicago Bears fan, Brian also enjoyed bowling, hunting, and spending time outdoors. His greatest joy was fishing, especially with his wife, Marilyn.

Survivors include his daughters, Shannon Dolieslager of Pearl City, IL, Brianne (Luke) Hoy of Thomson, IL, Jodi (Mike) Meier of Prophetstown, IL and Kasie (Laramie Wall) Dodd of Iowa City, IA; ten grandchildren, Cameron Dolieslager, Morgann Britton, Rylee and Ashlyn Hoy, Yvette (Kaleb) Catron, Evan Camper, Emma Camper, Kenley Meier, Izzy and Oli Wall; three great-grandchildren, Miya Dolieslager, Nora and Ezra Catron; one sister, Debra (Jerry) Francis of Lyndon, IL; many nieces and nephews.

A new Christian Education building, completed at a cost of about $130,000, will be dedicated formally at special services Wednesday evening at the First Reformed Church. On Sunday afternoon, a community open house will be held and everyone is invited to visit the new structure.

Prices at Bob’s Certified in their ad: Del Monte special: six cans of corn for $1, four 50-ounce ketchup jars for $1, four cans of peaches for $1, four cans of beans for $1, five cans of peas for $1, four 46-ounce cans of pineapple-grapefruit juice for $1. Other items were whole frying chickens for 29 cents a pound, ham portions for 39 cents a pound, two loaves of bread for 29 cents, a 20-pound bag of potatoes for 99 cents and a 25-pound bag of flour for $1.79.

50 years

Jan. 22, 1975

Stanley Borgman, longtime basketball coach and athletic director at Fulton High School, was honored after he coached the Steamers to their 300th boys basketball victory under his guidance. During Borgman’s 16 years at Fulton, his basketball teams are 301117. He has guided teams to at least a

share of first-place honors in the Illowa League eight times.

Chuck Miller, who set numerous records in leading Coach Dale Giesler’s Steamers to a winning football season last fall, has been selected to play in the Shriner All Star football game, scheduled for Aug. 9 at Illinois State University in Normal. Miller is one of 44 players who will make up an all-star team from western Illinois playing a team from eastern Illinois. The players will spend a week in Normal before the game and will practice twice a day for five days.

40 years

Jan. 23, 1985

Maurice Bolhous received an Accent on Excellence Award for her many hours of service as a volunteer. Gary Orman, president of the school board, presented the award. Michael Tharp, an outstanding scholar and golfer, received an award from Robert Dykema, secretary of the school board. What to do with a “windfall” allotment of $58,729 in state “amnesty” funds, the problem of misbehavior by some students on buses and an urgent plea from teachers for new contracts were among the matters dealt with by the River Bend School Board during a

long session. The board also added several part-time teachers to the staff, approved plans for a new telephone system and authorized Superintendent Jeffrey Storm to advertise for bids to sell school property west of 12th Street and the abandoned Garden Plain school and five acres of land adjacent to it.

30 years

Jan. 18, 1995

It took a long weekend to move everything but employees and officials of the new Fulton State Bank on 14th Avenue were ready for business when the bank opened Tuesday. The bank quickly was filled with customers eager to do business and view the new bank.

Three Fulton Steamers basketball teams were honored – the teams from 1968-69, 1969-70 and 1970-71. All three teams were coached by Stan Borgman and Al Leemhuis.

20 years

Jan. 19, 2005

Drew Nederhoff, a seventh grade student at Unity Christian, won the school-level competition of the National Geographic Bee and a chance at a $25,000 college scholarship. The school-level bee in which students

answer oral questions on geography was the first round in the 17th annual National Geographic Bee.

Despite a cold, blustery day, workmen began digging trenches for the footings for Fulton’s new hotel being constructed at the intersection of Routes 84 and 136. The $3.8 million project is expected to be completed by mid-July.

10 years

Jan. 21, 2015

Lara Bielema, the 10-year-old daughter of Phil and Julie Bielema, made a 27-pound beef donation to the Fulton Food Pantry. The beef is from a steer that Lara raised from a week old bucket calf and showed in the 4-H show for two years, earning first-place recognition both years.

As a chapter project to help teachers and students and to give back to the community, Merton Chapter 356 of the Order of the Eastern Star located in Fulton donated hand sanitizer, tissues, notebooks, folders, crayons, scarves, gloves and hats to the elementary school in the River Bend School District. The Mediterranean lifestyle and longevity are discussed

The Mediterranean diet long has been recognized by experts as providing benefits for cardiovascular health. Indeed, to date, it is the only diet that has provided consistent support for reducing heart attacks and stroke.

In addition, it provides for more longevity on average. The Mediterranean diet is not a sophisticated diet, but it mimics to some degree the other blue cultures around the world where people have longevity and well-being at an advanced age.

The first pillar of the Mediterranean diet is lots of fresh greens with some fruit. This combination provides phytochemicals that are essential for

well-being and longevity.

The second pillar is to avoid processed foods. They do not make processed foods in their culture, but they also do not have any great restrictions on carbohydrates, including bread. Rather their bread is more filling with natural products and without the types of toxins that many other cultures, including the U.S., typically put in the vast majority of their bread products.

The final pillar is both the oil that they use and oils they avoid. It is wellknown that olive oil is the oil of choice in the Mediterranean diet. This is because olive oil does not oxidize otherwise good food and turn it into a toxin that could clog arteries.

Other oils that may provide much of this benefit include coconut oil, macadamia, walnut and avocado.

Again, it is important to note that cultures such as these avoid using seed-based oils, which is so common in our country and the guarantee behind most fast foods.

Some authors have pointed out that the cultural benefit of lifestyle

may be overlooked in the longevity factor. In particular, they note that with the many religious holidays of feasting and fasting that there is a constant alternation between these two extremes.

Certainly, evolution supports that this is how human beings adapted and survived. Keep in mind the ultimate survival technique is to be able to go without food. Various beneficial hormones are engaged when fasting is involved.

The other benefits of close social ties in the Mediterranean lifestyle are well-documented, including the positive impact on health.

Scandinavian culture to be topic at Whiteside Forum on Jan. 26

MORRISON – Ulf Jonas Björk will speak about “Scandinavian Cultural Highlights and the Secret to Happiness” at the Whiteside Forum at 2 p.m. Sunday, Jan. 26, in the Community Room of the Odell Public Library.

Björk is the visiting professor of Scandinavian studies at Augustana College in Rock Island. The Nordic countries rank high in the United Nations’ rankings of happi-

est nations. How can people be happy with cold weather, limited sunlight and high taxes? Find out.

Björk taught journalism at Indiana-Purdue in Indianapolis for 35 years, earning five excellence-in-teaching awards, according to a news release. He is the co-author of two books.

Björk has been a member of the

advisory committee for the Swenson Swedish Immigration Research Center at Augustana for more than 20 years.

According to the release, those prior approvals as well as the group discharge announced Jan. 15 result from the following misrepresentations:

• Ashford recruiters told students they would be able to work as teachers, social workers, nurses, or drug and alcohol counselors. But Ashford never obtained the necessary state approval and/or accreditation for students to enter these professions, meaning students wasted years of their lives and incurred tens of thousands of dollars of debt for degrees they could not use.

• Ashford recruiters also lied about the cost to attend Ashford, the amount and type of financial aid students would receive, and the amount of debt students would accumulate. For instance, before they had access to borrowers’ financial aid award information some recruiters told prospective students that they would not incur out-of-pocket

costs, that every Ashford student qualified for federal Pell grants, or that loan payments would be $50 to $75 a month. Borrowers later discovered these promises were untrue when, for example, they unexpectedly reached lifetime loan limits during their enrollment, unexpectedly incurred out-of-pocket costs and were forced to withdraw with debt but no degree.

• Ashford recruiters misled students about how long it would take to obtain an Ashford degree by stating its bachelor’s programs were “accelerated” or by comparing Ashford’s bachelor’s programs to traditional four-year schools when, in fact, Ashford’s bachelor’s degree programs were structured to take five academic years to complete.

• Ashford recruiters misled students about the ability to transfer credits both into Ashford and out of Ashford. Recruiters told students that Ashford would accept previously earned credits, reducing the amount of time and money students would spend completing their degrees. Students would later

learn only some of the promised credits actually transferred. Ashford recruiters also promised students that the credits they earned at Ashford would transfer to other universities, when this was not always true.

Only 10% of students graduated from Ashford within eight years of enrolling and borrowers in their applications described the inability to obtain employment, according to the release. Data released as part of the rulemaking on financial value transparency and gainful employment also show that Ashford had the second-highest number of graduates in programs that failed to provide sufficient financial value. This includes failing to provide sufficient financial value in programs tied to misrepresentations in the California case, such as teaching, social work and psychology.

Separate from the action announced Jan. 15, the U.S. Department of Education also announced that it has issued a proposed debarment action to Andrew Clark, the founder, president and CEO

of Zovio. This would stop him from acting as a principal or executive of any institution in connection with the Title IV Program, among other consequences.

The U.S. Department of Education will refer this matter to its Office of Hearings and Appeals for a decision on whether to debar Clark and if so, for what length of time, according to the release.

What’s next for borrowers?

Ashford borrowers approved for a discharge will be sent emails from the U.S. Department of Education in the coming days notifying them that the full amount of outstanding balances for their Ashford loans will be discharged.

Borrowers will not need to take any further action to receive relief nor will they have to make any additional payments on these loans, according to the release. The discharge covers borrowers even if they have not submitted a borrower defense to repayment application.

“Defensively, I thought we were really good,” Fulton coach RJ Coffey said. “Offensively, we were rushed. We weren’t making good reads, good decisions. I don’t think we shared the ball very well and that’s why we never really pulled away. “Defensively, we were very good.”

Fulton’s defense forced 15 Amboy turnovers in the first half and 20 in the game. The Steamers (10-10, 3-0) led 26-10 at halftime.

Fulton’s Jacob Voss scored a gamehigh 16 points in the win.

Eddie Jones led the Clippers (7-11, 0-4) with eight points but was saddled with foul issues.

Voss was 8 of 9 at the free-throw line and Fulton was 19 of 27 as a team. Jacob Huisenga had nine points. Braeden Brennan was next on the Steamers with seven points.

Coffey liked how the team attacked the basket, despite the inside shots not falling at times. He said it just comes down to being more consistent on offense.

“Right now, it’s kind of hit or miss. I think we have the potential,” he said. “We’ve got bigs inside that can score, we’ve got some guards that can hit

some shots, that can get to the paint and attack. We’ve just got to be able to put it all together multiple games in a row. I think there’s a lot of growth there still.”

Amboy 45, Morrison 40: The Clippers rallied from a 23-14 halftime deficit to take the home win Jan. 15. Eddie Jones scored 15 points and Quinn Leffelman had 10 for Amboy. Brayden Rubright led Morrison with 12 points.
