City Council hears plan for duplex/townhouse construction

FULTON – Ryan Eissens of Eissens Construction presented a plan for duplex and townhouse construction on the Unity property between 10th and 11th avenues during the Fulton City Council meeting Feb. 24.
The properties are planned to be 12 two-bedroom homes. The houses will be 1,200 square units and are set to be sold, not rented. In his proposal, Eissens asked for the city to put in a road with a deadend on the West End for the properties, which will be considered during the next council meeting.

Carolyn Mark Home to be subject of March 5 Wild Winter Wednesday
FULTON – Susan Rogers, manager of the Carolyn Mark Home in Mt. Carroll, will be the speaker at the March 5 Wild Winter Wednesday presented by the Windmill Volunteer Educators at the Windmill Cultural Center.
The Carolyn Mark Home strives toward maintaining the beautiful home while creating the best possible lifestyle for the women who call the mansion home. Rogers will share the mission of Carolyn Mark along with the beautiful architecture of the building.
Doors open at 8:30 a.m. for coffee, hot cider and mill treats. The program begins about 9:20 a.m.
The program is free and open to the public. If River Bend schools are closed or delayed because of a weather condition, the program will be canceled.

RONALD EUGENE WEIMER, 74, of Morrison, IL, died on Monday, February 24, 2025, at his home. A visitation will be held from 2:00 to 5:00 pm on Sunday on March 2, 2025, at the Morrison Chapel of the Bosma-Renkes Funeral Home. His funeral service will be held at 10:00 am on Monday, March 3, 2025, at the Morrison Chapel of the Bosma-Renkes Funeral Home, with Pastor Steve Harmon, pastor of Kingdom Life Community Church in Morrison, IL. Interment will be at Fenton Cemetery in Fenton, IL. In lieu of flowers, a memorial has been established to the University of Iowa Children’s Hospital. Mike was born March 4, 1950, in Morrison, IL, to Richard H. & Grace L. (Bartz) Beswick. He attended Morrison Grade Schools and graduated from Morrison High School in 1968. On November 24, 1967, he married Mary Stern, in West Eli, MO. Mike was employed at GE for over 40 years. A devoted member of Our Savior Lutheran Church in Sterling, IL, Mike found great joy in his faith and community. He was a former member of the Morrison Country Club and Lake Erie Country Club in Erie. A man
of many interests, Mike loved woodworking, gardening, and yardwork. He had a lifelong love for sports and was an avid reader who never missed his daily crossword and Sudoku puzzles. Playing cards with family and friends was one of his favorite pastimes. Above all, he treasured the time spent with his grandchildren, always offering his support, wisdom, and warmth. For 15 wonderful years, he and Mary enjoyed wintering in Myrtle Beach, making countless memories together. Mike was a devoted husband, father, bapa, brother, and friend. He was always there to lend a helping hand—whether it was home renovations, homework help, or simply offering a listening ear. His kindness, patience, and generosity touched the lives of all who knew him.
Survivors include his wife, Mary; two daughters, Michelle Fuller of Rockton, IL and Melinda (Rocco) Todaro of Rockford, IL; special family, Tim (Jamie) Dauphin of Morrison, IL; eight grandchildren, Ethan and Jacob Fuller, Brianna (Matt) Leibham, Nicholas Todaro, and Samantha Todaro, and Riley, Thomas and Olivia (Ov) Dauphin; two great-grandchildren, Eloise & Rosalie Leibham; two sisters, Kathleen (Robert) Barsema of Fulton, IL and Sandra Ludington of Amarillo, TX; two brothers, William (Barbara) Beswick and John (Jodi) Beswick both of Morrison, IL.

Maxine was born January 29, 1931 in Moline, Illinois, the oldest daughter of Karl and Helen (Wongstrom) Lindgren. She married Donald Burns Hoerler on October 6, 1951 in Swedona, IL. Maxine graduated from Moline
Schools and was a 1968 graduate of Erie High School. During his senior year, he pursued auto mechanics at the Whiteside Area Vocational Center. Ron’s first paying gig was pulling weeds from his dad’s fields for a penny each. He then watched the local pool hall in Erie for several years before doing oil changes, washing windshields, and pumping gas at the local Phillips 66. Ron spent one summer with Weaver’s Sandblasting and spent four years working at Cordova Dragway. He would start the “christmas tree”, paint telephone poles white, and relay times via phone and walkie talkies. He worked for Bun Austin Chevrolet in Sterling for 38 years as a parts manager before transitioning to Brents Upholstery for six months, where he remained until his retirement in 2007. In addition, Ron and his son Todd opened up a sports memorabilia shop, R & T Sports Unlimited, on Main Street for several years. On November 25, 1971, he married Genevieve “Genny” Snyder in Fenton, IL. Ron had also accepted Jesus in Chicago and was later baptized at the Baptist Church in Morrison. He was a devoted member of

Kingdom Life Community Church. Ron’s passion was being a devoted father to his two sons, Justin and Todd. He supported them both through many activities and bonding experiences. An active community member, he helped establish the Farmers’ Market and organized car shows in Morrison and Erie. He also served on the board of NICIL in Rock Falls, IL, and was deeply involved with the Muscular Dystrophy Association (MDA). Among his friends and neighbors, he was affectionately known as the “Mayor of Unionville.” Ron had a passion for collecting, amassing an array of coins, hats, license plates, Hot Wheels, die cast cars, Pepsi and Chevrolet memorabilia. He enjoyed shooting pool, board games, chess, and card games, and he was a dedicated NASCAR and Dallas Cowboys fan. In 2016, his family arranged a once-in-a-lifetime trip to AT&T Stadium in Arlington, TX, where he saw the Cowboys defeat the Eagles—a memorable event he enjoyed reminiscing about. He had a lifelong love for drag racing and closely followed Arnie Beswick’s career. One of his greatest personal achievements was restoring his
white 1951 Chevy pickup truck. However, his most cherished role was being a grandfather. He took immense pride in his grandchildren’s accomplishments, always sharing their stories with enthusiasm and love. Ron’s resilience and positive spirit were an inspiration. Diagnosed with Muscular Dystrophy at the age of 10, he never let it limit his ambitions. Even when he became reliant on a wheelchair in 1983, he continued to live life to the fullest and encouraged others to do the same.

Morrison Scholastic Bowl team places first at Masonic sectional

Morrison High School’s Scholastic Bowl team achieved a first-place finish at the Masonic Sectional on Feb. 22 at Prophetstown High School.
Morrison won all five matches, defeating Amboy 310-80, Fulton 280-160, Erie-Prophetstown 240-200, Eastland 250170 and Ashton-Franklin Center 300-160.
Ashton-Franklin Center finished second, followed by Erie-Prophetstown and Fulton.
Morrison advanced to the Illinois Masonic Academic Bowl state tournament, which will be Saturday, March 8, at Bloomington High School.
Morrison’s team consists of Violet Mills, Blaine Williams, Quinn Blevins, Shawn Simpson, Daniel Melton and Logan Peavy. The team’s participation in the Illinois Masonic Academic Bowl was underwritten by Dunlap Lodge 321 in downtown Morrison.
“I would like to thank all of the parents and relatives who turned out on Feb. 22 to support Morrison’s team,” Coach Brian Bartoz said. “I’d also like to recog-

nize Dunlap Lodge 321 in Morrison for paying the team’s $150 entry fee to compete in the Illinois Masonic Academic Bowl and for offering its encouragement each year. Tournament director Herman Albers, members of Masonic lodges across Illinois and coach Emily Higgins and coach Dana Murphy at Prophetstown High School invested a great deal
of time and effort to ensure a successful competition on Saturday, as did coaches who hosted the tournament at sites across Illinois. I’d also like to thank all of the volunteers at Prophetstown High School who served as moderators, scorekeepers, timekeepers, office staff and pizza pickup volunteers on Saturday.”
For the 2024-25 season, Morrison has a
43-13 record.
“I’m very pleased with the team’s performance this season,” Bartoz said. “Our players this season have more knowledge in their noggins than just about any group I’ve worked with during the past eight years. I don’t know how they know everything that they know, but I’m glad that they do.”

Fulton officials debating turning downtown street into one-way

FULTON – More parking spots and a safer thoroughfare are two reasons Fulton officials are considering transforming Fourth Street into a one-way street.
As part of its ongoing debate regarding one-way or two-way traffic construction, the Fulton City Council presented two video models showing the change from two-way traffic to one-way traffic.
The city also issued the following statement last week:

“The city of Fulton front office and council members have heard your concerns about whether Fourth Street should remain a two-way street or revert to a one-way. Our goal in determining traffic flow is to enhance downtown accessibility and safety.
“Keeping Fourth Street a two-way street has its limitations. Parking will remain limited and to accommodate larger vehicles, we would need to adjust the angle of each parking stall resulting in the loss of additional parking spots.

This means that maintaining the current traffic flow would not fully address the parking challenges downtown.
“After much discussion, we are still considering returning Fourth Street to a one-way street. The primary factor in this decision is safety. Visibility at inter-
sections is a concern, particularly when large vehicles are parked along the street. Backing out of parking spaces can also be difficult when sightlines are obstructed by SUVs or pickup trucks.
“Another key consideration is parking availability. Converting Fourth
Street to a one-way street would create 16 additional parking spots. While adding a parking lot has been discussed, this would require identifying a willing property owner and ensuring fiscal responsibility to taxpayers.
“Sidewalk width and accessibility are also important. ADA compliance requires sidewalks to be at least five feet wide, and with existing streetlight bases, the minimum clear passage space is already at this limit. While narrowing sidewalks was considered, the consensus is to maintain at least a 7-foot width to balance pedestrian accessibility and downtown aesthetics.

At the City Council meeting, members voted to accept a dedication from Mr. and Mrs. Henry Balk to the city of a parcel of land that will permit the extension of 17th Street from Ninth Avenue to Cattail Road.
With bids to be opened within the next few weeks on the new Harbor Crest Home, members of the board of directors at a meeting voted to intensify the effort to sell bonds to complete the financing of the original structure. The board is offering 51/2 percent bonds to raise funds to be added to the more than $100,000 in contributions to pay for constructing a 49-bed home for the aged that will cost about $250,000.

The City Council rejected recommendations from Stanley consultants for sharply increased sewage rates for Fulton residents and insisted that a much more modest increase be approved to help pay for the city’s new sewage treatment plant. The city has prepared an alternate plan, worked up with the assistance of the Northern Illinois Council of Public Affairs. The plan calls for a smaller sewage rate increase.
The Fulton Steamers captured the regional basketball championship with a big 61-53 come-from-behind win over the Morrison Mustangs. The game, described by many fans as the finest high school game they have seen this year, was as close as it could be for three quarters with the score tied 16-16 after the first quarter, 30-30 at the half and Morrison leading 43-42 at the end of the third quarter.

Douglas Sikkema, the owner of Sikkema Home Improvement who has operated a home building and general carpentry service for the past several years, has formed a new company called Energy co Alternatives. The new business will be operated in conjunction with his building service. Energy co Alternatives was formed to help homeowners save on energy costs for heating and cooling.
Mayor Harold Huizenga announced plans at the City Council meeting for development of a city owned triangular tract of 7.8 acres bordered by 14th Avenue and Highway 136. A retail row of six to eight stores including a convenience store, a fast food outlet and several other businesses are projected. At
least 75 jobs are expected to be created.

Terry Bielema, owner of Bielema Shoe Service, has decided to close his shoe repair shop and Red Wing shoe sales department. Mr. Bielema and his wife, Kathy, operate the business at the River City Mall on the east end of 10th Avenue.
Eric Maitland, a meteorologist for KWQC Channel 6 News in Davenport, Iowa, was a visitor to the fourth grade classroom at Albany Grade School. The students studied measuring weather. After his presentation, Maitland stayed and had lunch with the students.

Fulton fire and ambulance services were called to a suspicious fire at the former J.T. Cullen plant. When firefighters arrived on the scene they were faced with thick smoke and an unknown origin of fire. Because of the potential for a hazardous situation with the storage of chemicals in the building, Thomson, Albany, Cordova and Morrison were called to assist. Three juveniles were taken into custody after the fire. They later were
released to their parents.
Members of the City Council met with members of the Heritage Canyon Foundation to discuss a possible merger of the Heritage Canyon into city of Fulton property holdings. The foundation would gift the about 12 acres of land that make up Heritage Canyon to the city.

In a 7-1 vote, the City Council decided to exercise its repurchase option and buy back property sold to Jeffery and Carla Zajicek in November 2013. The property is located in Fulton’s industrial area on the south side of 22nd Avenue. The property was sold for and will be bought back for $32,865.
The Albany Police Department investigated an incident regarding suspicious activity that occurred at 3:40 p.m. Feb. 27 in the 100 block of North Bluff Street. A number of students got off the bus and headed north on North Bluff St. A 6-year-old was approached by a man who asked the boy to come to his vehicle. The boy was startled and replied, “No.” The man ran toward the boy and the boy took off running north. The man returned to his vehicle and left the area.

URBANA – The Soybean Innovation Lab will close April 15 because of a federal funding stoppage for the U.S. Agency for International Development.
The Soybean Innovation Lab is part of USAID’s Feed the Future initiative to help bring research-based innovation, tools and technologies to develop soybean production.
The lab’s soybean development portfolio supports activities across 44 countries in Sub-Saharan Africa, Asia, Europe, Oceania and the Americas.
Formed in 2011, the lab provides researchers and organizations with resources to advance soybean development. The lab operates in partnership with the University of Illinois and is located on campus.

Thomson inmate sentenced to additional 9 years for assaulting another inmate

ROCKFORD – A federal inmate has been sentenced to an additional nine years in prison for assaulting another inmate.
U.S. District Judge Iain D. Johnston on Monday, Feb. 24, sentenced Julian Breal to nine years in prison to be served consecutively to the sentence he currently is serving in the Federal Bureau of Prisons.
According to a news release, Breal was incarcerated in 2022 at the Federal
Correctional Institution in Thomson where he repeatedly kicked and punched the other inmate for several minutes, causing serious injuries.
The victim was transported to an outside hospital for treatment, which included surgery, according to the release.
A jury last year convicted Breal, 47, of assault causing serious bodily injury.
The sentence was announced by Morris Pasqual, acting United States Attorney for the Northern District of Illinois, and Douglas S. DePodesta, Special Agent-in-Charge of the Chicago Field Office of the FBI.

United Way introduces student board adviser position with scholarship

ROCK FALLS – United Way of Whiteside County is announcing the launch of its new student board adviser program, offering high school juniors an opportunity to gain leadership experience while having a meaningful influence in their community.
Selected students will serve as nonvoting members on the United Way board of directors from June through May 2026, providing valuable youth perspective to the organization while developing professional skills and connections.
“This program represents our commitment to developing the next generation of community leaders,” said Keri Olson, CEO of United Way of Whiteside County. “We’re excited to bring fresh perspectives to our board while offering students real-world leadership experience and financial support for their education.”
Program highlights
Educational award: $1,000 scholarship upon successful completion of service term
Professional development: Monthly board meeting participation, mentorship from established community leaders
Community impact: Opportunity to influence local initiatives and represent youth perspectives
Networking: Build relationships with business and nonprofit leaders across Whiteside County
Time commitment: Two to three hours per month, including board meetings typically from noon to 1 p.m. on the third Thursday of each month
The program is open to high school juniors in Whiteside County who will be seniors during the 2025-26 academic year. Applicants should demonstrate leadership potential, community involvement and strong
communication skills.
Students must submit a completed application form and letter of recommendation by March 31.

Final selections will be announced in May, with service beginning in June for students with summer availability.

Crop farming has long been a big part of Michael Koster’s life, always striving to find better ways to get the most out of what he grows.
That ever-growing curiosity has led the Sterling farmer down a different path recently — but it wasn’t a dirt path.



Koster has tapped into the world of hydroponics, a soil-free system where plants are grown primarily in nutrient-rich water, and since dipping his toes in the water, he built a two-bay, gutter-connect greenhouse on his property last year, planted his first seeds in

June, and recently begun selling a variety of his leafy greens at local markets..
Koster has grown at least 16 types of vegetables and herbs: lettuces such as regular and red buttercrunch, Batavia, bicolor oak leaf, and mini red and green romaine; as well as arugula, basil, bok choi, chives, cilantro, kale, kohlrabi, parsley, spinach and watercress.
Hydroponic growing is a more efficient way of delivering nutrients to the plants, Koster said.
“The biggest difference is that the plants are grown in water instead of soil,” Koster said. “If you put a plant in soil, the only way you can deliver nutrients is to just dump it on the soil and it becomes the plant’s responsibility to try and reach the nutrients in the soil. We put the nutrients in the water and the water is constantly going to the plant. The nutrients always are available to the plant when they need them.”
It also adds a level of comfort to customers who prefer the transparency of water-based growing, knowing exactly what’s going into their greens, as opposed to the uncertainty of unknown elements that can come from soil-based growing.

“You’re not subject to any contaminants that’s already in the soil,” Koster said. “We’re enclosed here. When stuff is growing out in an open field, you’ll have an animal or a bird that poops on the stuff and it only gets washed off somewhat and gets sold, and that’s a common way E. coli gets into produce.”
Customers also appreciate being able to get fresh greens all year.
“It’s nice to supply the community with a fresh, clean product that you can get year-round,”
Koster said. “One of the biggest advantages we have here is the freshness at which we’re able to deliver our product to our customers. When we sell at the farmers every week, what they are buying Saturday morning had been harvested on Friday.”
Koster’s crops can be found on Saturdays at the Twin City Farmers Market in Sterling, as well as at County Market grocery stores in Sterling and Dixon, Oliver’s Corner Market in Dixon, Polo Fresh Market, and Country Lane Market in Tampico. They can also be found in restaurant kitchens at Arthur’s Garden Deli, in Dixon, Sterling, Rock Falls and Rock Island.
The climate-controlled greenhouse measures 44 feet wide by 128 feet long and can hold up to nearly 10,000 different plants. The entire system comes from Cropking of Lodi, Ohio.
The process begins on a table in a room attached to the greenhouse; seeds are planted in moistened rock wool in large trays that are placed under a clear domes and controlled lighting, where they germinate and begin to grow. A heating pad under the trays helps create humidity. While some seeds can’t wait to sprout, others are tougher to crack, especially spinach, which Koster has to nurture to get them soft enough to germinate.

until fully grown. Once plants are removed, each panel is cleaned and sanitized before taking on its next batch of budding young plants.
To ensure the water’s consistency, the system is set up with a sample pot that tests pH balance and electrical conductivity. If there’s an imbalance, an automatic system kicks in to restore normal levels.
Having control of the process makes a big difference in the quality of the greens.
“You’re definitely going to be at an advantage as to the healthiness of the crop,” Koster said. “Since we’re able to control most all aspects of the plant, we can make a lot better plants. It’s getting watered all of the time, and it’s getting all of the right nutrients all of the time. When you give a plant everything it needs, it’s going to turn into a very nice looking product.”
Koster’s wife Ally and his mother Anne help with the hydroponic business. Anne works the farmers market table in Sterling and enjoys spreading the word about hydroponics, especially how the process minimizes the environmental footprint and contributes to a greener planet.
“Overall, it’s a very clean, very good way to grow vegetables,” Koster said.

At the March 1 girls wrestling state meet in Bloomington, Erie-Prophetstown junior Michelle Naftzger secured a fifth-place medal at 130 pounds.
Naftzger won her first match by major decision before dropping a 3-2 decision to Huntley’s Aubrie Rohrbacher. Naftzger then won a 7-2 decision and 11-1 major decision before falling 10-2 in the consolation semifinals. She met Rohrbacher again in the fifth-place match and won by medical forfeit.
Rock Falls freshman Akira Schick took sixth at 155 pounds after falling by pin in the fifth-place match to Oak Lawn senior Charvelle Mclain. Schick won three straight consolation matches after dropping her opener. Schick had wins by 18-0 technical fall and two pins to reach the fifth-place match.
Schick on Feb. 28 became the first Rock Falls female wrestler to win a match at state.
At 105 pounds, Newman’s Blair Grennan came one match from wrestling for

a medal after dropping a 10-4 decision. She won by pin in her first consolation
match after falling 20-6 in her semifinal match. The sophomore won her first match by pin.

With the game tied with under five seconds to play in overtime, Rock Falls had an out-of-bounds play ready for Heald.

Heald drilled a 3-pointer from the corner and Riverdale was unable to get a shot off with 1.5 seconds left after a timeout as Rock Falls escaped with a 61-58 overtime win.
It was Heald’s sixth 3-pointer in the game and he set the Rock Falls career mark for 3-pointers with 256. Isaiah Johnson had the previous mark of 254, which he set in 2004.
Rock Falls’ win was on track to be drama-free in regulation with the Rockets up 52-45 with 35 seconds left before Austin Castaneda was called for a technical after a foul. The senior fouled out in the process.
Riverdale freshman Colton Clark stepped up to make 3-of-4 free throws and hit two more after another Rock Falls foul to make it 52-50.
Rock Falls turned it over on another possession and Jackson Tegeler tied the game with 14 seconds left. The Rams (21-10) even had a shot to win it at
the buzzer but Cole Mulnix, as he did frequently all night, came up with a key block.
Riverdale outscored Rock Falls 19-9 in the fourth quarter to force overtime.
Rock Falls trailed by four in extra time before tying it to set up Heald’s game-winner.
“When Timmy hit that corner 3, the whole crowd just erupted with energy,” Castaneda said. “That was a great game. Credit to Riverdale. They’re a good team.”
Aris Morgan led Riverdale with 22 points and Jacob Watson had 11.
“He hit a good shot at the end,” Riverdale coach Alex Kelly said of Heald’s game-winner. “I thought our defense was OK. We were a little bit behind him. But credit to him, he hit the shot.”
Riverdale 68, Bureau Valley 59: Riverdale advanced to the Class 2A Bureau Valley Regional final, but not without some offensive fireworks by the Storm in the semifinal.
Bureau Valley (21-11), seeded sixth, scored 27 points in the fourth quarter. Elijah Endress (12 points) hit three late 3-pointers and Landon Hulsing finished the game with 20 points.
But the third-seeded Rams (21-9) always had an answer against the Lincoln Trail Conference champions.

Riverdale scored 28 points of its own in the fourth quarter and hit 11 free throws. Paxton Kiddoo (17 points) hit five 3-pointers – one of which was a bank-shot – Aris Morgan had 20 points and Brody Clark had 13 of his 17 points in the last eight minutes.
Riverdale coach Alex Kelly expected a tough game against Bureau Valley in a loud road environment.
“We’re young. We had to kind of figure it out there,” he said. “I thought our leaders stepped up. I thought we moved the ball well against their zone. They’ve got a really good 1-3-1 that they ran and we kind of handled it pretty good.
“They’re tough, they’re a really good team, they’re well-coached. We knew we were in for a battle. ... They’ve got really good senior leadership and we knew we were in for 32 minutes.”
Eastland 50, Fulton 24: Eastland rolled to the Class 1A West Carroll Regional final as Adam Awender and Peyton Spears each scored 15 points and Parker Krogman had nine. The Cougars led 34-11 at halftime. Landen Leu led the Steamers with eight points.
Eastland 55, Sterling Newman 44: A hot start and smothering defense led to a regional title for Eastland on Feb. 28.
The Cougars hit their first four shots and Newman never recovered after
several early turnovers in the loss in the Class 1A West Carroll Regional final.
“We’re known to start slow [on offense], but defense has always traveled for us and that’s kind of what we rely on,” Eastland forward Parker Krogman said. “When you can get some defensive stops, it makes it so much easier, and then once you get those points, you can get that lead for the rest of the game.”
Eastland (29-4) built a nine-point lead in the first five minutes and never trailed. The Comets (19-15) got to within five a couple of times and trailed 27-21 at halftime.
The Cougars came out strong in the second half, dissecting Newman’s defense with aggressive cuts and precision passing. After building a 33-23 lead less than three minutes into the third quarter, the Cougars led by at least seven points the rest of the way.
The Cougars will face Dakota in a Class 1A Pecatonica Sectional semifinal on Wednesday and with a win could get another shot at top-ranked Pecatonica in the title game for the second straight season. Two of Eastland’s losses this season have come against Pecatonica, who also won that Sweet 16 game last year.

On February 10, 2025, Low Head Hydro M 13, LLC. filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act, proposing to study the feasibility of a hydropowe r project proposed to be located at the U.S. Army Corps of Engineers' (Corps) Mississippi River Lock and Dam 13 in Clinton County, IA, and Whiteside County, IL. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission
The proposed Mississippi River Lock and Dam 13 Hydroelectric Project would consist of the following: (1) a proposed 300-foot by 200-foot masonry powerhouse located in alignment with the existing Corps' dam, containing three proposed Kaplan bulb or Kaplan pit turbines with a total capacity of 19.05 megawatts; (2) a proposed intake channel of unlined earthen excavat ion approximately 500 feet long and 200 feet wide, located upstream of the turbine bays and including a 200-footlong guide wall along the western side of the channel; (3) a proposed 850-foot-long and 500-foot-wide tailrace area of unlined earthen excavation, including a 1,850foot-long guide wall along the western side of the channel and 520-foot-long guide wall along the eastern side of the channel; (4) a proposed 85-foot-long by 60-footwide low profile project substation located downstream from the powerhouse containing a single pad mounted three-phase step-up transformer with a rating between 15 to 25 megawatt-ampere and ancillary equipment; (5) a proposed 4,700foot-long access road adjacent; (6) an existing dam bridge improved and extended to provide access to the powerhouse along with a proposed public park and parking area adjacent to the new access road; and (7) a proposed 3,400-foot-long, 13.9 to 69-kilovolt (kv) underground transmission line to the project substation and a proposed 4.6 mile, 69-kv transmission line from the substation to the existing 161-kv ITC Midwest Beaver Island substation. The proposed project would have an estimated annual generation of 94,500 megawatt-hours.
