Fulton City Council amends two ordinances

There were only a few action items on the Fulton City Council agenda on Monday, June 12. The council approved an ordinance changing the police chief position to a hired position, instead of appointment by the mayor. The council approved an amendment to the Standing Committee ordinance by adding the Tourism Committee. A request to give the A1 license back to Fulton Oil’s new owner was tabled until next month. The only other action item was to approve reimbursing Mayor Wendy Ottens for purchasing plants and flowers for the downtown area. City Administrator Dan Clark

said the total amount of the submitted receipts was $967.46.

The Parks and Rec Committee was going to present FHS shop teacher Jason Snyder with a check for $500 in appreciation for the work he and his students did on the Santa house, but he was unable to attend. The council approved a draft advertisement for the city administrator position and again discussed the need to hire a full-time tourism director.

The council discussed ARPA funds and where to spend what’s left. City Administrator Clark said the city has until the end of 2024 to have these funds designated for an expenditure. Once designated, the city has until 2025 to spend the funds. The council reviewed what was already spent

and what is still left to spend.

Alderperson Barb Mask asked that some of the funds be used for the Drives building.

The council reviewed a draft ordinance for food and vendor truck parking in the city and the pros and cons of where they should be situated. The council also discussed residents’ issues with Republic Services, Fulton’s new garbage and recycling service. There is a lot of dissatisfaction and many complaints, such as changes to the schedule and delays in pickup. In the mayor’s report, Ottens asked that all the alderpersons work on finishing their certification. She also recognized the recent passing of Howard VanZuiden, a former Fulton mayor.

FFA chapter reestablished at Fulton High School

After almost 70 years, FFA is making a comeback at Fulton High School, thanks to high school Family and Consumer Science teacher Mrs. Meurs.

With the 95th annual FFA Convention being held Tuesday, June 13, a group of Steamers made their way to Springfield. At the convention, students learned about vital members of the FFA world and grew a deeper understanding as to how FFA is so much more than just future farmers.

With FFA officers being elected in the next week, students are excited to see the endless opportunities that arise and equally look forward to sharing their experiences with the community.

Fulton Elementary gets donation for positive behavior programs

Fulton Elementary School Principal Jeffrey Hoese received a $3,000 check from Brad Stuart of Winkel, Parker, Foster Wealth Management on Wednesday, June 14.

The district is grateful for Stuart’s generous donation to the “Greatest Little Elementary School in the Universe,” which will go toward the Positive Behavioral Interventions and Supports (PBIS) program and the House System, both focusing on positive relationships.

“I grew up in Fulton and the community is very near and dear to my heart,” Stuart said of the donation. “Now that I’m raising kids, I’m excited for them to go through the River Bend school district and benefit from the

same experiences I was able to use as a foundation in my life. This gift is a small thank you for everything the school district does for every child in our community.”

Hoese said PBIS and the House System allows students to earn daily points for positive behavior. Students can spend their points on intangible rewards such as lunch with a teacher, participating in the morning announcements or dismissing students at the end of the day. They also can earn tangible rewards such as keychains, 3D printed objects, books and more. The donation dollars will be used specifically toward those student rewards and for materials for House Day activities and field trips.

92-year-old walker trekking 350 miles for St. Jude

Another 90-degree day failed to slow Dean Troutman as he walked from Morrison to Prophetstown on Saturday in his 350-mile quest to raise money for St. Jude Children’s Research Hospital.

Troutman left Princeville on May 21 for his Troutman Trek 5. He walked through Dixon, Woosung, Forreston and Polo on June 1-4 en route to Monroe, Wisconsin, where he then turned west, looping over to Gratiot, Wisconsin, and then headed back to Illinois on Route 78.

He passed through Morrison on Friday and was in Prophetstown on Saturday. He has 62 miles left until he’s back home in Princeville, a town of 1,738 in Peoria County.

He started walking for St. Jude’s in 2015 from Princeville to St. Jude Children’s Research Hospital in Memphis, Tennessee, raising $10,000 along the 500-mile trip.

“I was only 84 then and I could do 30 miles a day. Now I am down to 10 and under,” he said in a June 3 interview. “I walked from Princeville to Memphis and I walked right up to St. Jude’s front door. I told myself then if I did any more walking it would be for St. Jude’s. I’ve walked a total of 2,000 miles and most of it has been for St. Jude’s.”

Troutman pushes a modified wheeled cart that originally was designed as a pull-along pet carrier meant to be pulled behind a bicycle.

He pushes that cart in front of him as he traverses highways, preferring those with wide paved aprons for safety reasons. Two 6-foot fiberglass poles are mounted on the back, one with an orange flag and the other sporting an American flag.

The cart contains Troutman’s “survival gear” – food, clothing, water, his

cellphone and a sleeping bag.

He walks only during daylight hours, starting at sunrise each morning, noting that traffic tends to be his only concern.

Kathy Woodward of Galesburg was Troutman’s walking companion from May 31 through June 4 and then rejoined him in Morrison.

“I started following Dean in 2021. It was on his Trek 4 and I said, ‘Yep, I’m going to start walking with him.’ We’ve just developed a nice friendship,” she said. “We will pick up where we left off today on Monday morning at 6:30 a.m. and walk nine miles into Hooppole.”

When he doesn’t have a companion walking with him, Troutman likes to start walking by 5:30 a.m. and has to make sure he has plenty of food and water.

“Sometimes, there isn’t any place to get anything to eat so I have to carry my own food. I eat peanut butter and jelly sandwiches. It helps keep me going,” he said.

Troutman has his route planned out, but he is not concerned with meeting a timetable, but hopes to have it completed in July.

“I got all summer to get it done. If it takes me longer, it takes me longer.”

After walking in the heat all week, Dean Troutman was offered a place to sleep on a farm east of Morrison on Illinois 78 on Friday, June 23. He asked the farmer if he could sleep under a tree and was instead offered an indoor room in one of the outbuildings, complete with air conditioning, a restroom and a sign reading “Country Roads, Take Me Home,” which is fitting for his trek. Prophetstown Fire Department Chief Gerald Armstrong and Ron Swanson of Prophetstown State Park also got accommodations set up for Dean at the park on Saturday evening. Troutman left Prophetstown on Monday morning and made it to Henry County before noon that day.

WHOA Horse Show has a great turnout despite the heat

William Augustus Limond, age 94, of Savanna, IL, passed away on June 17, 2023 at Big Meadows Nursing Home, in Savanna, IL. A funeral service will be held Tuesday, June 27, 2023 at 11 a.m. at Law Jones Funeral Home, in Savanna. Visitation will take place one hour prior to the service. Bill was born March 9, 1929 in Sterling, IL, the son of William and Melissa (Bailey) Limond. He graduated from Mountain Home High School, in Arkansas, then enlisted in the United States Army. He served honorably in

Korea as a lineman for the signal corps. On November 8, 1953, Bill married Helen L. Bryan in Willow Springs, MO.

Bill began working for Herman Nelson, a division of American Air Filter, then later for Admiral manufacturing in Dixon, IL. Then, in the early 70’s, Bill began working as a machine operator for Lawrence Brothers in Sterling, retiring after 20 years with the company.

Bill was a former Moose Lodge member and enjoyed gardening and wood working (he loved making lamps). In his free time, he restored antique tractors, and he loved travelling, especially to Canada. He was proud of his military service and was honored to be asked to join the Honor Flight to Washington, DC. Always a loving family man, Bill found joy researching his family’s ancestral history.

Bill is survived by his daughter, Melissa (Steven) Houzenga, of Fulton, IL; sons, Stephen (Linda) Limond, of Rock Falls, IL and Phil Limond, of Clinton, IA; six grandchildren; and 10 great grandchildren. Bill is preceded in death by his wife, Helen and daughter-in-law, Kim Limond.

Morrison Food Pantry to purchase Hilltop Lanes building; fundraising underway

The board of the Morrison Charitable Food Pantry is proud to announce it is realizing a dream come true with the purchase of the former Hilltop Lanes building, which will be the new operating location. We appreciate owner Dakota Hagerman for his willingness to work with us in finalizing this dream.

The food pantry staff and volunteers, both past and present, would like to express a most heartfelt thanks and appreciation to the Morrison United Methodist Church. Over the decades the church has supported us and allowed us to operate out of its building and we will always have warm memories of the years spent there. Our primary reason for moving is to allow space to expand our operations and to eliminate the stairway requiring negotiation by our aging volunteers.

The public’s support is needed to be successful in this endeavor. A fundraising goal of $180,000 is being set to cover the cost of the building, needed renovations, plus any equipment needing to be purchased. We are hopeful of reaching our goal of $180,000 by January 1, 2024.

Checks should be made out to “Morrison Charitable Food Pantry NFP”, and mailed to Morrison Food Pantry, P.O. Box 324, Morrison, IL 61270. The food pantry is a standalone 501(c)(3) charitable organization recognized by both the IRS and the state of Illinois.

Jane James to celebrate 95th birthday with open house

Jane James of Morrison will celebrate her 95th birthday with an open house from 2 to 4 p.m. Saturday, July 1.

Donations also are needed of equipment, such as, but not limited to: refrigerators for vegetables (freezer compartment not necessary), heavy duty banquet-type tables, folding chairs, heavy duty shelving units, pallet jack, good used lawnmower, a utility tub, etc.

Also needed are volunteers with electrical and plumbing expertise to guide our personnel, as well as someone with cold patch expertise to guide in repairs to the parking area. We’re also sure other needs will be identified as renovations begin.

Closing date on the property is scheduled for June 29, and the projected date to begin service operations from the new location will be announced when renovation is nearing completion.

1963: Fulton-Lyons bridge closed as a result of a fire

60 Years

June 26, 1963

The Fulton-Lyons bridge has been closed until further notice as a result of a fire that damaged several hundred feet of the crosswalk at the south side of the bridge. Bridge officials are putting together an investigation to determine the extent of damage. Cause of the fire had not been determined. It was discovered by two employees of Interstate Power Company as they crossed the bridge. Employees of the U.S. Army of Engineers who were working on the bridge did not know of the fire until it was reported by the utility men.

A 20-ton tank was fabricated at J. T. Cullen Company in Fulton for the Clinton Corn Processing Company and was too large to be transported over land. It was placed on a truck and taken to the back of the Agrico plant. After it was launched in the river, small boats helped to guide it out into the channel where it was expected the current would carry it to its destination. The 70,000-gallon container will be used in the refinery waste disposal system at Clinton Corn Processing.

Newly elected officers for 1973-74 of the Fulton Lions Club were installed. Frank Butt was installed as president, Floyd Douglas as secretary of the club,

Dom Sheridan as treasurer, Don Damhoff as second vice president, Austin Wallestad as first vice president and Roy Nelson as lion tamer.

Dr. B.J. Snyder, the only surviving charter member of the Fulton Kiwanis Club, will be honored at a special Golden Anniversary meeting of the club. Snyder is in failing health and will be represented by his son, Dr. William Snyder of Clinton.

40 Years

June 29, 1983

City and Chamber of Commerce officials are considering plans for reactivating a project started some years ago for developing an area in south Fulton as a site for industries. The land that is under consideration is east of Fourth Street and south of Drives Inc. The plans were shelved after the flood of 1965, which caused great damage to the Drives property. Now with flood protection, local leaders are hoping to revive the old plan and make the area attractive to industries.

Lorna Sikkema, who has 10 years of experience as an interior designer, has served customers throughout the Fulton area. She has expanded the business known as Lorna’s Decorating Den. Decorating Den is a national franchise company that features all decorating planning right in the home.

Fulton police were notified of alligator sightings by several residents who own homes along the river bank on North Fourth Street. They claimed an alligator had been sighted for several days along the river bank. Most experts discount the theory that the creature traveled on a barge or other conveyance from the deep south.

Brinkman Building Center now has Andersen window experts on staff to assist homeowners undertaking remodeling, new construction or replacement projects with windows, patio doors and roof windows. Brian Buis and Robin Marlowe recently completed an extensive training program to qualify as Andersen window experts. The 16-hour course is designed to provide retailers with up-to-date comprehensive sales tools for the home improvement and building industry.

For more than 60 years, the water tower on the hill was the most dominant part of Fulton’s skyline. That is no more. Wiersema Scrap Iron and Metal of Clinton destroyed the tank after being the successful bidder for its removal. The new tank stretches far above any structure or land in the community. The new tank will add 650,000 gallons of water capacity for the community’s needs.

Kiwanis member Ron Vogel recently was honored for having volunteered more than 200 hours per year at Heritage Canyon for each of the past several years. Vogel’s latest project was painting the town hall addition with the help of Jon and Vicki Lockhart and Steve Huizenga.

Wiebenga grew up in Fulton and graduated from Fulton High School in 2002. Prophetstown Fourth of July activities

A construction project on Prophetstown State Park’s wing dam started last week, limiting the city’s annual Fourth of July activities in the park this year. Some traditions still will be held over the weekend, including the annual fireworks display over the Rock River on Saturday, July 1. Festivities also have been scheduled for the weekend instead of the holiday, in the hopes that more families can attend. This year’s schedule includes the following activities:

Friday, June 30

The Prophetstown Park District will host its annual Streetscape starting at 9 a.m. on Riverside Drive in front of the high school. The cost per square is $10, which includes paint and materials. Last year, 120 colorful squares were painted.

A 1-mile fun run for kids starts at 6:30 p.m. and the Run Around 5K starts at 7 p.m. The route starts and ends at Riverside Drive and Ferry Street. Race-day registration will be

Morrison Arrests

About 8:25 p.m. Tuesday, June 20, the Morrison Police Department conducted a traffic stop in the 100 block of East Wall Street, Morrison. During the stop it was discovered Gamaliel Ruiz-Barrera, 23, from Morrison, had no valid driver’s license and was driving under the influence of alcohol.

Ruiz-Barrera was taken into custody and transported to the Whiteside County Jail.

IDNR announces schedule of waterfowl blind site drawings

SPRINGFIELD – Waterfowl hunters are encouraged to mark their calendars for the upcoming waterfowl hunting blind drawings that will take place at numerous public hunting areas in July and August.

The Illinois Department of Natural Resources (IDNR) will host traditional blind drawings at all sites scheduled for this hunting year. Participants are advised to follow any site-specific drawing procedures.

Duck and goose hunters must register in person for waterfowl blind site drawings and must be present at the drawing held at each location designated below immediately after the registration period to claim their blind sites. Mail-in or pre-registrations are not accepted. Blind allocations for these sites are good for one year or two years, as listed below.

To participate in a drawing, all applicants must present a 2022 or 2023 regular Illinois hunting license; a 2022 or 2023 Illinois Migratory Waterfowl Stamp at the time they register, unless exempted by law; and valid photo identification. Applicants must be at least 16 years old by the date of the drawing. No apprentice licenses and no youth licenses will be accepted unless the youth license holder also presents hunter safety certification.

Applicants needing to purchase new licenses and stamps should do so before the drawing. Most blind drawing locations will not have license sales available. Licenses and stamps are available at any IDNR license and permit vendor or through the IDNR website at www. dnr.illinois.gov.

Registrants are no longer required to possess a valid Illinois Firearm Owner’s Identification (FOID) card from the Illinois State Police to participate in blind drawings. Also, to be an eligible applicant for the drawing, participants must not have their hunting privileges suspended or revoked by IDNR or any other jurisdiction at the time of the drawing. Out-of-state residents must have an annual 2022 or 2023 nonresident hunting license for Illinois and a 2022 or 2023 Illinois Migratory Waterfowl Stamp. Five-day licenses will not be accepted.

‘Splash Day Afternoon’ at the neighborhood park

A simple formula of water, sprinklers, beach balls and popsicles made for a memorable afternoon in Fulton on Wednesday, June 21, when the Fulton police and fire departments teamed up for a “Splash Day Afternoon” at Neighborhood Community Park, located on the corner of Sixth Street and 22nd Avenue.

The community outreach event served multiple purposes – kids got to cool off on a hot day, the brown grass got saturated with water, parents could watch the entertainment while under a pavilion and the officers facilitated some first day of summer fun.

Sgt. Dwayne Hamilton said the department came up with the “splash day” idea last year and were excited to make it happen this summer. The plan is to move between parks and hit every neighborhood before school starts up, giving the kids something fun and different to do. “It’s to get the community out and have a good time,” he said while watching a few dozen kids soak in the pop-up splash park experience.

Police Chief Nick Neblung said he purchased the inflatable unicorn sprinkler, water guns and slip ’n’ slides to give back to the community and to have on hand for other events. BPI Pool Supply also donated some small, medium and large beach balls, and the fire department parked an engine on the road to spray and supply water for the event.

There also was free bottled water and popsicles for the kids, courtesy of the police department.

“It’s a hot summer. There’s a lot going on during the day but not always for the kids,” Neblung said. “They can come and have fun and get outside or splash around and get wet. It’s something free for the kids and families,

and just a break from the mundane. The parks are nice, but this adds something fun and different.”

The officers and firefighters also discovered a water main issue, which was called into the city and addressed the next day. The ditches were full of water a couple of days later, but the local bird population found a temporary watering hole during the drought.

The departments plan to bring the splash day afternoons to other parks in the coming weeks, with the next event at School Park on Thursday, June 29, from 4 to 6 p.m. The details will be announced on the Fulton Police Department and Fulton Fire Department pages on social media, where you can follow them for up-to-date information.

Nathan Vandermyde hired as Morrison’s next football coach

Former Mustangs assistant coach, quarterback to lead Morrison in 2023

Nathan Vandermyde used to lead the Morrison Mustangs on the football field as their starting quarterback in 2006 and 2007. Now he’ll lead them from the sideline as head coach.

The Morrison High School math teacher and longtime assistant coach steps in for Steve Snider, who left for the head coaching job at Arcola High School earlier this year. It will be Vandermyde’s first varsity head coaching job.

“I’m really excited about it. This is something I’ve always considered. I’ve always had a love for the game, a love for football, so it’s very exciting to be taking over the program and making it my own,” Vandermyde said.

“Being a head coach is something that’s always been on my radar. It just needed to be the right time and right place. It’s something that needed to be right for my family.”

During his two-year run as Morrison’s starting quarterback, Vandermyde helped lay the foundation for a powerhouse program. In 2006, the Mustangs reached the Class 2A state semifinals. In 2007, they reached the quarterfinals. Morrison went on to win state titles in 2009 and 2011.

Vandermyde’s coaching career began in earnest as a volunteer assistant at Morrison after he graduated college. After one year at his alma mater, he moved on to Fulton High School, where he spent four years as an assistant and freshman football coach. He then returned to Morrison, serving as an assistant coach between 2017-2022, with a year off in the middle.

Last year, the Mustangs were a playoff team with a 5-5 record. The year before, they went 1-7.

That improvement is something

Vandermyde hopes to continue.

“I like where the program is headed, a little bit of a rebound year going from 1-7 to 5-5. One of the things, a message to the kids is ‘5-5 is great, we got into the playoffs, but that was last year,’ ” Vandermyde said. “This year, we have a good number of kids coming back, but we haven’t proven anything yet. We had some leaders last year, and I feel like going into a new year, we still have something to prove. We still have a chip on our shoulder and we can work our way up from there.”

As summer workouts begin for high school football teams around Illinois, Vandermyde is formulating his initial goals for the program. One of his most important objectives every year is teaching the players how to be upstanding young men.

“For me, I’m big on getting boys to men, teaching more values and creating productive members of society. Wins are great, losses obviously stink, but at the end of the day, if we’re producing good members of the community, people that somebody can rely on, I think that holds a lot of value for the rest of their lives,” Vandermyde said. “Athletically, obviously, I want to make it into the playoffs, get that on a consistent basis, and be in contention for a conference championship and work our way up to a state championship. I feel like that’s always the goal for a program that’s a great model of success.”

On offense, ball security and keeping the defense guessing will be points of emphasis under Vandermyde. On defense, creating takeaways will be the primary focus.

“Offensively, I like making the defense play every aspect of the field, whether it is inside or sideline to sideline. Making the defense think and be prepared for essentially everything,” Vandermyde said. “Defensively, I want a tenacity to get the ball back. Get an interception, strip the ball, force a fumble. Just an overall mindset of getting the ball and hanging on to the ball.”

The River Bend Community Unit School District #2 is seeking bids on unleaded gasoline (containing 10% ethanol) and Diesel (#1 and #2 - sulfur content 0.5 or less AND CONTAINING 2% BIODIESEL) for the 2023-2024 school year (August 14, 2023 - June 30, 2024). Fuel is to be supplied on a keep full basis during the year and loaded into the school owned 2,000 gallon two compartment above ground storage tank. River Bend schools also owns its own pumping equipment. Base price will include Superfund charge, no other taxes Bids shall be based on cents above the Bettendorf Rack Price or Rockford Rack Price. Attach a dated copy of the Bettendorf Rack Price List or Rockford Price List used for this bid.
