Central Bank in Fulton has been hosting Food Truck Fridays since June 2. The event features a local food vendor each week, with Holly’s Dogs of Clinton, Iowa, set up Friday, July 7. Fulton to buy police radios with ARPA funds

The Fulton City Council approved spending $88,607.34 in ARPA funds on Apex radios for the police department at its meeting Monday, June 26. The council has been debating how to spend the money from the American Rescue Plan Act and using it on communications will comply with ARPA guidelines.
Police Chief Nick Neblung updated the council on his efforts to buy new police radios. The department’s radios are about two years old and were meant to last for 10 years, but the Augustr 2020 derecho affected the communication towers, so the radios need to be upgraded. Since the current radios do not always work with the system, it’s up to the city to buy new radios.
Neblung has been working with a technician from Rock River Radio of Rockford to come up with a solution with Motorola Starcom, which is the facilitator for Illinois. However, the city would need to allocate $500,000 for an antenna on top of the
water tower and then allocate $500,000 for a matching fund for a total of $1 million for the antenna upgrade.
Neblung was hoping Motorola would offer the city some financial assistance, but it wouldn’t.
Neblung said the Apex radios are a solid 10-year solution and they also have a cellphone backup so if officers don’t get a good signal, the radios automatically will revert to cell service.
Neblung also said there are other agencies that could benefit from the department’s radios and they possibly could be sold for $37,800 to $49,500.
Alderperson Keith King said he was at the police department and witnessed the radios not working properly. He said the city is putting officers at risk by keeping these radios and recommended buying new radios with the ARPA funds.
Alderperson Sue VanKampen said the need for working radios is vital and since the ARPA funds are available, it’s a good use of those funds.

town renovation, $100,000 to sidewalks, $10,000 to cameras and $12,000 to a generator so far. The balance yet to be allocated was $118,887.43. The city has until the end of 2024 to designate the funds and until 2025 to spend them once they’re allocated.
In other action, Mayor Wendy Ottens reappointed Alderperson Jeff Brondyke as Mayor Pro-Tem and Amanda (Mindy) Burgraff as Second Ward Alderperson. The council approved emergency repairs of a collapsed sewer main and a motion to approve waiving the bids. Public works noticed in the spring that a sinkhole was developing. BWC was called to run a camera down the sewer pipe and found it had completely collapsed in that area.
Public Works Director Eric Sikkema asked the council to look at applying for an IDNR OSLAD grant (Open Space and Land Acquisition Development) for the city. Fulton would be eligible for up to $600,000 and an award can be used for developing a new park or upgrading existing parks. The timeline to apply is from July to September, so the council gave approval to pursue the grant.

Registration is open for Fulton’s annual citywide garage sales set for Aug. 11-12. Sale locations will be published on a city map as well as the Lincoln Buy-Way listings on the Lincoln National Heritage Byway website.
Registration fee is $20, which includes address and description on the printed map, digital marketing sites and an 18x12 corrugated plastic yard sale sign. The signs will be available for pickup on Monday, Aug. 7, or Tuesday, Aug. 8, from 10 a.m. to 2 p.m. at City Hall or 5 to 7 p.m. at
Riverbend Boosters Bingo fundraiser is July 17
The River Bend Boosters will have a Bingo night at King Pins Saloon and Dance Hall, 18675 13th St. in Fulton, on Monday, July 17 starting at 6 p.m.

4-H Club’s pollinator project beautifies green space

More than a dozen kids with the Zuma Zippers 4-H Club spent an hour Sunday, July 9, providing the final touches to a garden project that will attract beneficial bees and pollinators while bringing color and beauty to some green space.
The new pollinator garden in Port Byron is located south of Barber Creek Road along Illinois Route 84 and during the service project, the kids got to scatter the wildflower seeds that eventually will bloom into a wildlife oasis.
Zuma Zippers co-leader Michele Wright has been working with the GROWMARK and Cambridge FS Pollinator Garden program to acquire materials for a garden that will provide a natural habitat for bees and other native species. Her husband, Greg, helped prepare the 700-square-foot seed bed and 4-H dads Josh Sallows and Eric Yoder donated their time and tilling equipment. Mike Coers of Coers Custom Hardwoods

donated the mulch and the kids provided the final touches on Sunday as they planted the seeds.
The GROWMARK seed mixture contains 19 seed varieties such as asters, cosmos, poppy, coneflower, clover and French marigold. The wildflowers will attract native pollinators and once in bloom, the garden will beautify a former grassy strip of land that’s owned by the state. Michele Wright contacted JULIE to mark the utility lines and IDOT for permission to plant the pollinator garden and said her neighbors are supportive of the South High Street project.
After the youth scattered the seeds Sunday, they brought buckets full of mulch to spread on top of the
garden. They also placed three educational signs that discuss the benefits of bees, fun facts on pollination and how pollination works. The kids then took a tour of Greg and Michele Wright’s Monarch Waystation garden by their house to see the fruits of a few years of labor.
The Zuma Zippers 4-H Club typically meets in Port Byron on the first Sunday of each month at 3 p.m. The youth are preparing their project exhibits for the Rock Island County Fair next week, then will be on break until the fall. Day, Sr., 84, of Port Byron, IL, died Friday, June 30, 2023 at his home. Mass of Christian Burial will be held at 2:00 pm on Friday, July 7, 2023 at St. John’s Catholic Church, Rapids City, IL. Visitation will be from 4-7 pm Thursday with a Rosary prayed at 3:30 pm all at St. John’s Church, Rapids City. Burial will be in St. John’s Cemetery, Rapids City. Dick was born November 20, 1938 in Prairie Du Chien, WI, the son of Loran J. and Frances T. (DuCharme) Day. He married Roberta Elliott on September 6, 1958 with whom he had 5 children. To know Bud was to love him. George Howard ‘Bud’ Thompson went Home to our Heavenly Father on July 5, 2023, surrounded by his adoring family. He was born in Prophetstown on October 18, 1930, to George and Gladys Thompson. He was educated in Prophetstown schools, and studied Art at Augustana College and the University of New Mexico in Taos. He returned home to take over the family business from his father and owned and managed George Thompson & Son Livestock and Trucking company for 40 years.
On March 4, 1950, he began a 73 year adventure with the love of his life, Shirley Van Damme, who survives him. He is also survived by their two children, Mark (Lorraine) Thompson and Becky Lambert, four granddaughters: Sara (John) Whitbeck, Andrea (Greg Ruff) Thompson, Allison (Ernie) Stone, Hillary (Joe) Burmeister, and 9 great grandchildren: Gracie and Bailey Whitbeck; Zoey and Quinn Ruff; Aletheia, Azariah, Ainesis, and Evangeline Stone; and Lyra Burmeister. He is preceeded in death by his parents and two

41 years before he retired. He was a member of the American Society of Ag Engineers, SAE, John Deere Supervisor Club and was an active member of St. John’s Catholic Church. He was also active in Cursillo and and many other ministries. In his spare time, he enjoyed fishing and working on old cars. He also liked to do home improvements. He was an avid St. Louis Cardinals, Green Bay Packers, and NASCAR fan.
Dick will be remembered for his kindness, big heart, generosity, patience and being humble. His deep love for the Lord was shown by the way he lived his entire life.

He served others throughout his life as a school board member and president, mayor, county board member, and State Board of Education member. He was a lifelong member of the First Congregational Church and served the church in many capacities, including mission trips. He loved Prophetstown, loved showing the town off to everyone, and served in many local organizations. He donated over 20 gallons of blood and in his final act of service, he donated his body to science at the University of Iowa.
He enjoyed golfing, bowling, playing cards, telling the best jokes, traveling, and swapping tall tales. But his passion was for the arts. He often said the arts are not an extra, they are essential. He loved painting murals and theatrical sets around Ptown and nearby towns, and has murals as far as India. He would share the experience and his love of painting with local high school students, including his granddaughters, and anyone else who would listen.

JOYCE A. MATHEW, 88, of Morrison, IL, died Thursday, July 6, 2023 at Dixon Rehabilitation and Health Care Center in Dixon, IL. Cremation rites have been accorded. There will be a memorial service at 10:00 a.m. Thursday, July 13, 2023 at the Morrison Chapel of the Bosma-Renkes Funeral Home with Rev. Dr. Michael Selburg, Pastor of First Presbyterian Church, officiating. A memorial visitation will be held the same day, from 9:00 a.m. until the time of the service. A private family interment will be held at Riverside Cemetery in Sterling, IL. A memorial has been established to the First Presbyterian Church in Morrison.

Myron Ralph Keppy, 58, of Port Byron, IL, passed away unexpectedly Wednesday, June 28, 2023 at his home. Services will be held on Monday, July 3rd, 2023 at 10:30 AM in the Riverdale Middle School Gymnasium, 9822 – 256th St. N., Port Byron, IL. Visitation will be held from 3-7 PM, Sunday, July 2nd at the Middle School Gymnasium and for 1 hour prior to services on Monday. Private family burial will be in Oak Grove Cemetery, Port Byron. She volunteered at the Morrison Hospital for many years and at her daughters’ schools throughout their years of attendance. Her love for children brought her much joy which led her to serving as a child care provider for many family members and friends. Joyce enjoyed attending as many of her grandchildren’s sporting, musical and school activities as possible.

Myron worked at Riverdale High School for 35 years before retiring just a month ago. Throughout his years at Riverdale, he taught PE, coached football, baseball, and wrestling. He had a very successful tenure as the head wrestling coach. During the summers he worked for Pioneer Seed and ran a detasseling crew.
In his free time Myron enjoyed golfing with his friends and playing in the Monday night league at Byron Hills. He loved watching the Kansas City Chiefs, the Iowa Hawkeyes and the Chicago Bears. When not teaching or coaching, Myron could still often be found at the school supporting the student athletes or volunteering for one of the many sports fundraisers. Coach Keppy was a mentor to so many students throughout his years at Riverdale. He will be missed by many.

Road work in Hillsdale
Port Byron-Hillsdale Road is closed one mile west of Hillsdale on 94th Avenue N over Interstate 88 with the start of an IDOT project on Wednesday, July 5. Workers are resurfacing the bridge approaches, replacing the expansion joints and installing a new bridge overlay. Traffic also is reduced to one lane on I-88 by the Hillsdale exit and drivers are encouraged to take alternate routes around 94th Avenue. The roadwork is expected be completed by mid-July.

Byron Hills for Heroes golf outing is Saturday
The fourth annual Byron Hills for Heroes will be Saturday, July 15, at Byron Hills Golf Course, 23316 94th Ave. N. Port Byron. The golf outing honors and supports those who serve our country and community.
Each year, money raised is donated to an organization that directly impacts those who took an oath to protect. This year’s beneficiary is “Getting Heroes Home,” a LeClaire, Iowa, organization that helps military families be together at moments that matter most. There will be hole prizes for the golfers, and the public can support the efforts by buying tickets for the 50/50 and raffle baskets.
The course also is selling raffle tickets for a 36-inch Blackstone griddle and you need not be present to win. The cost is $10 for one ticket or 6 for $50.
There will be two shotgun starts on Saturday, one at 7:30 a.m. and the other at 1:30 p.m.
Fifth annual Albany Riverfest returns Aug. 5
Planning is underway for the fifth
and two investigations of smoke odor. Automatic aid was given to Hillsdale Fire Department for one traffic accident, one vehicle fire, one brush fire and two fire alarms. Mutual aid was given to East Moline for one structure fire.

Hillary Blevins of Morrison received the Presidential Volunteer Service Award for Lifetime Achievement from the certifying organization Girl Scouts of Northern Illinois on Saturday, April 29. The award recognizes Blevins for performing more than 4,000 hours of eligible volunteer service. This was the first Lifetime Achievement award presented by the Girl Scout Council.
Blevins also received two Gold
annual Albany Riverfest on Saturday, Aug. 5, at the Albany Marina and Water Street. There will be a car show, craft show, beer garden, food vendors, bounce houses, live music and a golf cart parade.

River Cities Quilters Guild to meet July 18
The River Cities Quilters Guild will meet at 7 p.m. Tuesday, July 18, at Fulton Presbyterian Church, 311 Ninth St. The July meeting will be a presentation/ demonstration on making greenery branches from felted wool. This will be a group effort to make items for the quilt show boutique. Participants will get to see how they can make felted wool trees and wreaths of their own. Please bring small scissors to cut fabric. All other materials will be provided to make felted wool evergreen sprigs.
Anyone interested in fiber arts is welcome to attend.

Online entries are being accepted for the 152nd Annual Whiteside County Fair, which runs Tuesday, Aug. 15, through Saturday, Aug. 19.

Fulton man arrested
on meth charges
About 4:19 p.m. June 30, the Fulton Police Department executed a search warrant at 518 24th Ave., Lot 73, Fulton, according to a news release. As a result of the search warrant, 29-year-old Jerry Callahan Jr. of Fulton was arrested for possession of methamphetamine less than five grams. During the search, about 10 grams of suspected fentanyl also was found within the residence, according to the release. The suspected fentanyl will be tested by the Illinois State Police Crime Lab. Additional charges may be pending as the case remains under investigation.
Callahan was transported to the Whiteside County Jail, pending a bond hearing. Callahan is presumed innocent until proved guilty.
Assisting officers at the scene was the Fulton Fire Protection District.
According to information from the Drug Enforcement Agency and Centers for Disease Control and Prevention, 10 grams of fentanyl has the potential to kill 5,000 people.

1963: Following too close behind a firetruck will get you arrested

By order of the City Council, Fulton Police officers issued a final warning that anyone following in a car too closely behind a firetruck and also anyone parking a car within a block of a fire while firemen are attempting to cope with it will be arrested.
Bob’s Jack & Jill Food Market advertised pork butt roast for 39 cents, grapes for 19 cents, four cake mixes for $1, ground beef for 49 cents, a threepound can of coffee for $1.59, six pounds of oleo for $1 and a half-pound boiled ham for 45 cents.

The foundation has been poured at the northwest corner of Main Street and 11th Avenue for the addition to Berg’s Pharmacy. Besides doubling the available space, there will be a complete rearrangement of departments and the outward appearance will be modified greatly.
Mayor Warren Wiersema has proposed to the City Council that a feasibility study be made for the improvement of streets, sidewalks, lighting and other features of the Fourth Street business district. The area that the mayor wants improved extends from 10th Avenue south to 15th Avenue.

Workmen are remodeling a front portion of the Fulton State Bank. The remodeling is being done to install a 24-hour automatic teller machine. Automatic tellers are gaining popularity throughout the country because of customers’ needs to have around the clock bank service. The new machine will be located just west of the front vestibule.
President Russell Willoughby of the Fulton Corporation told employees of the company about detailed plans for building a new unit in Thomson and also an addition to the Fulton plant. The news came as a great disappointment to Fulton community leaders who have been trying to persuade the corporation to build its new unit in Fulton.

At the City Council meeting, Mayor Ven Huizen announced a waste tire to energy power plant will be built in Fulton’s new industrial park. The plant will employ 60 full-time people and will recycle old tires into electricity, steel, zinc and gypsum.
Douglas Krahn was reappointed as chief of police by Mayor Ven Huizen. At the time the other appointments were made in May for fiscal 1993-94, the chief’s appointment was not made
nor was the city treasurer. The city treasurer was appointed in June.
Mayor Ven Huizen did not appoint Krahn in May because of existing differences between the two. He listed the differences as inadequate time sheets and log sheets.

Master Sgt. Walter Field is in Fulton visiting with his parents Eugene and Becky Field after a tour of duty in Iraq. Field has been in the Marines for 21 years and will retire in May 2004. Following his retirement, the Fields and their three children hope to relocate to this area. Field said he would be looking into job opportunities at the Rock Island Arsenal.
Painting of the huge fertilizer tank at the foot of the Mark Morris Bridge on Illinois Route 136 is nearing completion and soon will be ready for the Dave Barnum mural painting firm to begin work.
The Fulton City Council approved the painting of a huge 25 foot by 32 foot mural on the tank. Cost of the mural was set at $4,800 and will be taken from the Dike Beautification Funds for improvements to the riverfront.

Seabees attached an American flag
to a flagpole outside the Naval Mobile Construction Battalion 15 Battalion Aid Station on Camp Leatherneck, Afghanistan. U.S. Navy Petty Officer Dennis VanZuiden flew the flag in memory of his father, Larry Damhoff, who passed away Oct. 15, 2010. VanZuiden visited his father’s burial site the past two years, but this year wasn’t able to after being deployed in Afghanistan. He had asked his mother for ideas. She sent the casket flag to him, but it wouldn’t reach him for Father’s Day. It did reach VanZuiden by Damhoff’s birthday.
Fulton High School Alumni have partnered with Amboy Clippers to put on full pads for a full contact alumni game. Advanced ticket sales will go to the Fulton Football Program. Ticket sales on the day of the game go directly to Alumni Football USA. Fulton and Amboy combined have sold 800 tickets so far. Morrison Education Foundation announces scholarship recipients
The Morrison Education Foundation is pleased to announce that Mark J. Cyphers, Taylor Swanstrom and Hannah Zinke have been selected to receive Morrison Education Foundation scholarships for the 2023-24 academic year. These awards will be applied toward their college expenses and are renewable for three additional years.
Cyphers will be attending Texas A&M University to study meteorology. He plans to join the Corps of Cadets, which is the largest and oldest military diverse program that develops great leaders of our society. Meteorology always has been a career dream for Cyphers. When Cyphers was 9 years old, he did a local weather report with Andy McCray on Channel 8. In high school, Cyphers participated in sports and extracurricular activities, including tennis, cross country, track and field, Student Council, Key Club, National Honor
Society and Scholastic Bowl. He is the son of Michael and Olga Krueger.
Swanstrom will be attending Augustana College and majoring in pre-medicine. Her honors include the Impact Life Award and Presidential Award for Academic Excellence, as well as being a member of the National Honor Society. She is an Illinois State Scholar and has been Rotary Student of the Month. She has participated in dance at Jennifer’s Dance Center, girls basketball, Key Club, Student Council, cheerleading, B.L.I.N.D, was lead actress in the spring play and is an Impact Life Blood Donor. Swanstrom enjoys reading, painting and crocheting. She is the daughter of Andrew and Monica Swanstrom.
Zinke will be attending Illinois State University and majoring in elementary education. She is a member of the National Honor Society and an Illinois State Scholar, as well as MVP in 2022 and Rotary Student of the
Month. She also participated in band, choir, 4-H, where she also was a camp counselor, dance at Jennifer’s Dance Center, cheerleading, Student Council, Key Club, FFA, Drama Club and B.L.I.N.D. Zinke worked at the Morrison Veterinary Clinic during high school and enjoys singing with her ukulele and showing her cattle at the Whiteside County Fair. She is the daughter of Ryan and Melissa Zinke.
Morrison Education Foundation scholarship winners are selected on the basis of their formal applications, written recommendations and personal interviews with a scholarship selection committee, which also considers communication skills, level of maturity and extracurricular and community activities. This scholarship program was initiated by the late Anna M. Tucker in 1987 to “promote and reward educational achievement.” Tucker and her late husband, William H. Tucker, were lifelong resi-
dents of Morrison, graduating from Morrison High School in 1915.
One-time scholarships also have been awarded to the following students:
• Nevaeh Strobbe, who will be attending Sauk Valley Community College
• Owen Mussman, who will be attending Clinton Community College
• Zayden Boonstra as valedictorian
• Hannah Zinke as salutatorian
Morrison Education Foundation continues to receive contributions from people who support the foundation’s purposes and plans. In addition to continuing college scholarships and one-time awards, classroom programs designed by teachers have been funded at all grade levels. Library and music department equipment and science and art room renovations are among the projects partially funded by the foundation.

Erie-Prophetstown’s Whitebread, Abbott swap coaching roles

Timing is everything. Or so the saying goes. For Erie-Prophetstown football coaches Tyler Whitebread and Jesse Abbott, who essentially traded places on the coaching staff this offseason, those words ring true.
Abbott, who served as head coach of the Panthers for the past five seasons, will be an assistant coach this season. Whitebread, who served as a defensive assistant the past seven seasons, will be the head coach.
“This is a great opportunity for me,” Whitebread said. “This is something that I’ve always wanted. I just never really thought I was ready for it, but within the past few years, I felt I was getting closer to that, so I’m super excited.”
The coaching switch made perfect sense for both parties. Whitebread was interested in becoming a varsity football head coach. Abbott was looking to free up time for his family. By essentially swapping roles on the team, they killed two birds with one stone.
“I think it was kind of a perfect timing type of thing where I probably wasn’t too many years down the road from being done and he expressed the desire to be a head coach,” Abbott said. “It just felt like now would be the best time. It keeps the staff together. We don’t have to find another person of Tyler’s quality. I don’t really see a lot of change from now. He’s very detailed, he’s dedicated, he’s really building relationships with the players, which is a good thing right now.”
Five years ago, Abbott accepted the head coach job with some reserva -
tions. Over time, he grew into it.
Now he’s handing it off to his coworker, hoping he can do the same.
“When I first took the head coach job, it was never my goal to be a head coach. I grew to love it, but I’ve got a daughter who’s a sophomore and I had to miss a few of her things playing sports in the fall. I knew it came with the territory,” Abbott said. “At the end of the season, near the winter, Tyler expressed a desire to be a head coach and saw some opportunities and I suggested him and I flipping roles and taking more of the assistant varsity role that he had and he takes on the head coach mantra and steering the program in the direction he wants to take it.
“But I guess it really comes down to freeing up a little more time for me to see my family and my eldest daughter playing high school sports and my younger daughter who will be in middle school the following year.”

coaching experience to the Panthers. He spent the first five years coaching at Kirkland Hiawatha, then he moved on to Morrison, where he taught and coached for another five years. From there, he went to Erie.
He’s been there ever since.
At Morrison, Whitebread was a varsity girls basketball head coach. Now he’s a first-time varsity football head coach for E-P.
All of those years of coaching have prepared Whitebread for this moment, but his time under Abbott was especially important.
“I think the biggest thing Jesse did for me is he allowed me to be myself. He allowed me to game-plan defensively, kind of whatever I thought was going to work, he was willing to try it. He gave me total control of it,” Whitebread said. “He kind of empowered me and that’s what got me the confidence to direct an entire program, from him allowing me to do that. Jesse’s really good with organization, making sure
we spend enough time on offense, defense and special teams, setting up the fundraisers. He’s a huge benefit to me and the program.”
As he adjusts to life as a head football coach, Whitebread will lean on his assistants as often as needed. Going into the new job, he knows he’ll never have all the answers or always have the best solution to a problem. That humility and self-awareness should serve him well.
“I think I’m collaborative. I like to see how the other coaches can help,” Whitebread said. “I know I don’t have the answers to every situation, so I’m going to try to pick their brains and try to figure out what the best solution is.”
In his first year leading the team, Whitebread isn’t planning any radical changes. In fact, he expects much to remain the same – perhaps with an added emphasis on the defensive side of the ball.
“There’s some things I want to focus on in terms of how we play. I want to compete harder than any team we play – that’s one play at a time – and I really want us to focus on that,” Whitebread said. “I want the guys to be selfless, where it’s about the team, about each other, rather than the individual goals. Lastly, we’ve gotta be positive. Adversity is going to hit us at some point, so we have to embrace that rather than run from it.
“Being a defensive coach, I’m probably going to spend a little more time on defense, kind of what we’ve been doing. We run the ball, that’s kind of our style. Grind it out. Not letting any big plays beat us.”
Whiteside County Health Department mobile clinic offering school, sports physicals Coach Keppy remembered by Riverdale community
The Riverdale school district and community is mourning the loss of Myron Keppy of Port Byron, an educator, coach, mentor, friend, husband and father who passed away unexpectedly on Wednesday, June 28.
Keppy, 58, retired just over a month ago after 35 years at Riverdale High School, where he taught PE and coached football, baseball and wrestling. He is pictured at his last Riverdale wrestling event in February, where he was celebrated for his achievements and dedication to the Rams.
Services were held last week at the Riverdale Middle School gymnasium, followed by a private burial in Oak Grove Cemetery. He is survived by his
wife, Lori, children Collin (Ashley) Keppy, Mitchell (Taylor) Keppy, and Kara Keppy (James Turkal), all of Port Byron, grandchildren Payton, Charlotte, and Nora Keppy, and a brother Loren (Jeantee) Keppy of Durant, Iowa.
He leaves behind a legacy of inspiration and impact on the lives of many and will live on in the hearts of those who knew him and loved him.
