Anyone displaying their antique farm tractor at the 2024 Whiteside County Fair will be required to buy a season membership pass, which automatically will enter them into the exhibition.

Because of space constraints, the display will be limited to restored or

original tractors in good condition.

The fair also welcomes hit-andmiss engines that are in working order for display.

the exhibition barrels that will start at 8 a.m. and Western horse speed events and dairy judging at 9 a.m.

At 7 p.m. Thursday, Aug. 15, the grandstand entertainment will be Full Throttle Monster Trucks featuring the world-famous Bigfoot, followed by a fireworks show. Illinois property tax procedure explained

STERLING – As the old saying goes, there are two things you cannot outrun: death and taxes. While both can be scary, a little information can make taxes less terrifying.

According to the Illinois Department of Revenue, property taxes in Illinois are based on a property’s assessed market value. This value represents the price a property would sell for in a competitive and open market, assuming the buyer and seller are knowledgeable and use sound judgment. There also must be sufficient time for the sale, which cannot be influenced by undue pressures.

The state of Illinois does not impose a state property tax. Instead, the Illinois Constitution permits local taxing districts, such as counties and municipalities, to levy property taxes proportionate to the property’s assessed value.

Property tax types

Property is divided into two classes: real and personal.

Real property includes land and any permanent improvements made to the property, such as adding fencing or driveways, or changes to the land-

scape. Personal property includes items such as automobiles, livestock, furniture and money.

Only real property is taxed in Illinois. The Illinois Constitution abolished personal property taxes in 1970, replacing the lost revenue with taxes on income and invested capital.

Who pays property taxes?

The short answer is almost everyone. Property owners, including residential, commercial, industrial and agricultural property owners, pay property taxes directly. Landlords adjust their rents to cover these taxes, causing renters to contribute indirectly. Leaseholders pay on real property they lease from an owner with a tax-exempt property, such as stateowned farmland. The few exemptions include religious, charitable and educational organizations, as well as units of federal, state and local governments.

Where do my taxes go?

Property taxes fund most of the programs and services provided by local governments, including public health departments and libraries, with the largest share typically going to local school districts.

The property tax cycle

Chief county assessment officers typically evaluate property values on a two-year cycle, setting the value as of Jan. 1 during the first year. Tax bills are then calculated and mailed, and payments are disbursed to local taxing districts during the second year.

The cycle is broken down into six steps:

1. Assessment: After all property is discovered, listed and appraised, a local assessing official determines most property values, with some assessment responsibilities falling to the Illinois Department of Revenue and local county review boards. Percentage increases or decreases are applied uniformly by chief county assessment officers to ensure all assessments meet the legal requirement within their jurisdiction.

2. Review of the assessment decision:

County review boards decide if assessments were correctly calculated, review all omitted property and make determinations on homestead exemptions and nonhomestead applications. You can appeal assessments believed to be unfair with your county review board. Ultimately, the board’s decision can be contested with the State Property Tax Appeal Board or circuit court.

3. State equalization: The Illinois Department of Revenue standardizes assessments across counties and assigns a state equalization factor to each county. Equalization factors adjust the assessed values of properties in each county to ensure they are set at the required 33⅓% of the market value. Additional factors unique to each county may be included to bring all property to a uniform level.

4. Levy: Tax levies are part of the budgeting process. They are requests, typically by local government entities or taxing bodies, for operations funding via property tax dollars. Districts determine how much money they need from property taxes by projecting all expected nontax revenue and

Recovery of a boat stolen in Albany led to the capture of a prisoner who confessed to walking away from a minimum security correction center in Milwaukee. Once police were notified, Police Chief Steve Dyson heard about the missing boat on his scanner. Borrowing Patrick Dickherber’s boat, Dyson, Dickherber, Bob Bitler and two unnamed men headed down the river in hopes of finding the boat. The boat was found near Hampton. Dyson arrested 33-year-old Mark Conatty of Milwaukee. Conatty then told Dyson he was a wanted man who had walked away from a jail in Milwaukee.

Sinus fungal infections can be hard to treat

Many people suffer from chronic sinus conditions because they have a fungus in their sinuses that is both hard to detect and hard to treat.

Keep in mind that it is important to get the environment as free from mold and fungus as you can and that you are breathing this fungus with every breath when it is in your sinuses.

Fixing the air that we breathe is twice as effective as fixing our genetic code. Almost 60% of all preventable deaths are because of the condition of the air at home and work. We breathe about three gallons of air every day.

The air we breathe must be clean and free of fungus.

Our air filters and cleaning systems, including HVAC systems, often harbor fungus. It is important not to have fiberglass inside your HVAC system. Fiberglass is like cotton candy for fungus.

Dehumidifiers also can be a challenge. It is important to cycle off daily and let the fan run for four hours to keep the mold from growing and, of course, to do the maintenance to clean it out twice a year. New products are being developed to create a fine mist to combat mold solutions.

One of the keys to cleaning out the

mold is to eat no sugar. Often this means no carbohydrates except for vegetables. People can eat fresh fruit but not frozen berries when they have mold syndromes.

Keep in mind that chlorine kills bacteria but grows fungus. Chlorine is found in most tap water. These toxins go directly to the brain through the sense of smell or olfactory nerve. The fungus is an antigen that activates the mast cell producing many downstream chemicals that affect us in a negative way whether histamine or otherwise.

Antihistamines alone will not prevent this condition. All this fungus exposure leads to multiple food aller-

gies with yeast. It is the one condition that triggers many downstream conditions. It is even hard to eliminate staphylococcal infections when you have a fungal environment.

Unfortunately, treatment is hard to come by. Some people have found success with basic saline nasal drops. Others choose CitriDrops. Nebulization may be required, which is hard to come by even with a specialist.

Lyme’s disease may need to be dealt with as well as heavy metals. Another special spray is Voriconazole. There is a polarized ionizer device sold on Amazon known as Wein Minimate.

Since July 1, the Red Cross national blood supply has fallen by more than 25% and blood donors of all types, especially those with type O blood, are urged to give as soon as possible to help patients receive lifesaving medical

Heat affected more than 100 blood drives in July in almost every state where the Red Cross collects blood, compounding other seasonal obstacles to blood donation, such as travel and summer activities.

Together, these factors contributed to a shortfall of more than 19,000 blood donations in July. At the same time, hospital demand for blood products remains strong.

The Ancestor Project

As one of the final projects of the year, seventh graders at Erie Middle School were challenged to pick an ancestor or someone else that they could research and learn more about in order to write a story telling about their life. Students conducted interviews with family members and some were able to gather additional resources and pictures to help tell their story. While there were many great stories written, not all will be published.

The project was a collaborative effort between students’ history classes with Mrs. Kruthoff and Mr. Armstrong, English class with Mrs. Wolf and their families. It was inspired by the original project that longtime English teacher Mrs. Wiersema made a tradition in her eighth grade class.

Students enjoyed getting to know more about their families and many were surprised to learn how interesting their families were. We hope you will enjoy their stories, too.

Do you know who my ancestor is

and what he does even to this day? Well, today, I am going to tell you who my grandpa is and what he does.

My reasons for why I chose him is because my ancestor grew up in a very unique family with a lot of people. My ancestor also is a family man who cares a lot about his family and their children. He is in a successful band called Boots and Bibs and has created four CDs so far. Jerry Lynn Wells is the best grandparent because of these reasons and many more reasons and that is the reason why I chose him for my ancestor project as you will read.

My ancestor’s name is Jerry Lynn Wells. Jerry Lynn Wells was born Dec. 5, 1953, and is still alive and is still rocking and working hard every day for his family. Jerry has two loving parents named Darlene Wells and Earl Willis.

Jerry’s siblings are Christa McCutchin, Amy Wells, Jeff Wells and Shelly McGarry. They all fought like normal children over dumb stuff. My ancestor grew up in Dubuque, Iowa, so he lived in a good environment. Jerry did not go to school in a one-room schoolhouse. He went to a normal school like the school that we

go to today.

My grandfather was in a few clubs consisting mostly of Boy Scouts and band, where he played many instruments. Jerry also played many sports that included basketball, football and cross country, which is why he is still very athletic and strong to this day. Jerry graduated from Maquoketa in 1972 when he was a senior and did not go to college.

My amazing grandpa Jerry married my wonderful grandma Carmin, which I believe was a very good decision. Jerry was married for the first time when he was 23 years old, and the last time he married someone was at age 59. My grandpa Jerry married multiple times until he settled down with my grandma.

My grandpa had many children –five, in fact – who are all very good aunts and uncles. I will list them all from oldest to the youngest of the children: Jodie Wells, Jozie Wells, Josh Wells, Jerica Wells and Jolene Wells. Jozie Wells is my mom.

My grandpa Jerry had two jobs. He forgot the other one but he worked there for a total of 38 years. My grandpa served in the Navy for six years until he left and started work-

ing. My grandpa goes on a few vacations to Wisconsin, South Dakota, North Dakota and Rhode Island. He said that his favorite vacation is in Rhode Island.

My grandpa is still alive to this day, well and healthy. This is good for us and him because we don’t want him dying on us. The only person my grandpa looks up to is himself because he only respects himself.

My grandpa moved from Dubuque, Iowa, to Erie, Illinois. My grandpa’s achievements are raising wonderful children. Another achievement of his is serving in the Navy. His final achievement is that he is proud of his family and has created four CDs of his music so far.

My grandpa’s lifelong friends are Kurt Knapp and Larry Parks. He met both of them in grade school. Jerry’s hardships are getting divorced two or three times. Other than that, he had a pretty well-rounded life. How my grandpa spends his free time is that he plays music by himself in his garage and he also carves and does different things with wood. Also, my grandpa Jerry’s advice for younger

generations is stop being offended and go to work. That is his first piece of advice. Secondly, he advises to not trust the government.

His last piece of advice he gave me was we don’t work for the government, the government works for us. Jerry has not retired yet. He might soon, though, but it is his choice and we avoid telling him what to do.

Some interesting facts are that he worked on a sheep farm when he was just a kid. In the Navy, he would shoot stuff off the ship. At one time in his life, he used to be a drummer in a band until he started working for himself. He worked for a service that he forgot the name of for 38 years. He

works hard and writes his own music with my grandma Carmin.

Here are some things that I learned about Jerry. Jerry informed me that our family originates from Anglash, France, and England. We also originated from Wales and we also lived in Wales back in the day until we moved around. Back in the day, my grandpa Jerry worked in the stables and took care of the horses for free when he was just a kid.

A quote from my grandpa is, “I had to get up before school and feed the horses and chickens and pigs and then leave for school the same day.”

My wonderful grandpa was in the Navy during the Vietnam War. However, he did not actually fight in the war, though he wished to because he felt he needed to fight for his country.

soak in views of the incredible landscapes from glass-ceiling railcars and open-air observation platforms as guides provide expert commentary.

Travel deep into Denali National Park for the best opportunities to view the region’s wildlife. Cruise through Glacier Bay and the Inside Passage, taking in rugged natural

I feel as if I have learned more about my grandpa for what he did in life, especially for the achievements that he has made in his lifetime. I feel closer, as well, because I get to learn more about his life and I get to talk to him more often and visit. I do not visit him that often. My mom usually makes me go over to my other grandparents.

If I am being honest, I like this project because kids and younger generations will be able to spend more time with their grandparents. They get to learn more about the people that are in their life that have potentially impacted what you do and what you believe.

In conclusion, now you know who my ancestor is and a lot of things about my grandpa and what he does because he is the best grandpa ever

and I love him. My grandfather has lived through a unique childhood experience because of the time period that he lived through. My handsome grandfather has been a family man for many years and he has always loved his family and friends.

My hardworking grandfather is also in a band called Boots and Bibs that is still very successful. Learning about my grandfather has been very fun and is very important to me. Learn about your ancestors because they are very important and they have changed the course of your life and they always will.

I wish I could tell you more about my grandfather, but he does not remember everything about his life, but I am happy he tried his best and that he spent his time helping me with my ancestor project.
