Ogle County deputy shot in line of duty returns to work
By PAYTON FELIX pfelix@shawmedia.com
OREGON – An Ogle County sheriff’s deputy who suffered a gunshot wound to the face in the line of duty four months ago is officially back at work.
Ogle County Sheriff’s Lt. Jason Ketter, shot June 12 during a standoff at a rural Dixon residence, has undergone multiple surgeries and attended support group meetings in the wake of the shooting. Tuesday marked his first day back at the sheriff’s office.
In an interview with Shaw Local on Tuesday morning, Ketter said returning to the department is “a bit of an adjustment,” but his goal always was to get back to work so that he can give back to the department and the community that’s shown him so much support. In returning to the department, Ketter is mostly looking forward to training others.
“I’m not keeping quiet about it... I want to share my experience to help others if they’ve gone through something similar or to prepare them if they haven’t,” he said. “We train for situations like that and when we train, we train as real as possible.”
For those in law enforcement, June 12 was a day they all pray never hap-
pens, Ketter said. Police were called that morning to the 400 block of Wild Rice Lane in Lost Lake, a rural subdivision east of Dixon, with a warning of a “suicide-by-cop” situation.
Now Available
The Ogle County Sheriff’s Office activated its Emergency Response Team, which is made up of individuals from various agencies, including the sheriff’s office, Oregon and Byron police departments, and SWAT medics from the Rochelle Fire Department. Ketter was shot during a gunfire exchange with the home’s resident, Jonathon Gounaris.
“It’s been a roller coaster,” he said. He emphasized that it hasn’t been easy and he doesn’t want to give anyone false security by pretending that it has been. By sharing his experience, he hopes to better prepare other people for those kinds of situations.
Also shot during the June 12 gunfire exchange were tactical medic Tyler Carls of the Rochelle Fire Department, who was struck twice in the body armor, and Sgt. Tad Dominski of the Oregon Police Department. Dominski suffered a gunshot wound to the upper arm. Dominski and Carls were treated at KSB Hospital in Dixon on June 12 and released later that evening.
Carls and Dominski have recovered from their injuries and returned to work. Dominski was sworn in as a deputy at the sheriff’s office on Aug. 5, Ogle County Sheriff Brian VanVickle said during a previous interview with Shaw Local.
Gounaris suffered a gunshot wound to the abdomen and was treated at KSB Hospital in Dixon before being booked into the Winnebago County Jail in Rockford, where he has remained since his arrest in June. He is charged with four counts of attempted first-degree murder and several weapons offenses. He is scheduled to appear in court at 1:30 p.m. Oct 17.
In a news release issued Friday, Ogle County State’s Attorney Mike Rock announced that the deputies who used deadly force during the June 12 standoff will not face any criminal charges.
Shortly after he was shot, Ketter was transported by air ambulance to OSF Medical Center in Rockford, where he underwent surgery. He walked out of OSF’s main entrance on June 14 after being released from the hospital; officers from multiple departments stood in salute and escorted him to his home in rural Ogle County.
Since then, Ketter has had a few more surgeries on his jaw to remove the remaining bullet fragments from his face, he said. Getting prepared to come back to work has been filled with a lot of highs and lows.
The decision, rendered by Winnebago County State’s Attorney J. Hanley, determined the deputies acted in accordance with the law because they only fired their weapons after being shot at by Gounaris, according to the release. Hanley also determined that based on the amount of calls and texts sent to Gounaris prior to deputies attempting to the enter the home, he should have been aware that officers were outside of the home.

Whiteside County voters to decide proposed public safety sales tax Nov. 5
By BRANDON CLARK bclark@shawmedia.com
MORRISON – Whiteside County voters on Tuesday, Nov. 5, will decide whether to approve a new 0.5% public safety tax to fund 911 emergency dispatch call center services or leave their city’s administration to figure out how to foot their share of the bill.
Why are voters being asked whether to approve a new public safety tax?
Whiteside County’s dispatch services cost $1.8 million annually. County officials have said there is a deficit of about $500,000 each year.
How are 911 services paid for?
Outside of radio surcharges, the county and the cities of Sterling and Rock Falls pay for 911 services. Over the past year, Sterling paid $392,465 and Rock Falls paid $294,348, totaling $686,813, as part of their agreements. Without the tax, smaller communities in the county – including Morrison, Fulton, Erie, Albany, Lyndon, Tampico, Prophetstown, Coleta, Deer Grove and Fenton – will have to start chipping in to make up the shortfall.
How would the tax work?
If voters approve the measure, the new sales tax would add an additional 50 cents for every $100 that shoppers spend on general merchandise in Whiteside County. The tax would not apply to groceries or items that must be titled or registered by a state
agency, including watercraft, aircraft, trailers, mobile homes, qualifying drugs (including over-the-counter medications and vitamins) and medical appliances.
Where would the money go?
The tax is estimated to raise an annual $2 million that could only be used for matters of public safety. Any funds left over would be used to buy equipment and radio and software upgrades while allowing for multiagency interaction.
How are city budgets affected?
If Whiteside County voters approve the tax, cities would not have to pay to cover the services, and the money that Sterling and Rock Falls now spend for 911 services would remain in their general funds for other uses.
It the tax does not pass, cities throughout Whiteside County would have to pay for services. A graphic shared by Whiteside County Sheriff John Booker on his Facebook page shows the estimated cost that each town and the county would be responsible for if the measure does not pass:
• Tampico: $17,415.
• Albany: $22,086.
• Erie: $38,204.
• Prophetstown: $50,168.
• Fulton: $94,420.
• Morrison: $104,568.
• Rock Falls: $222,944.
• Sterling: $378,797.
• Whiteside County: $496,394.
• Special Service Area 1: $175,000.

Aortic stenosis and its symptoms
Aortic stenosis affects about 3% of individuals older than 65 years of age. Stenosis refers to a narrowing, which in this case is a narrowing of the valve, which allows less blood to go through.
Many people have no symptoms, in fact, those who have the condition and have no symptoms, their prognosis or lifespan is similar to other people their age without the condition. However, after symptoms develop it is a different situation.

Stephen D. Harrison, M.D.
with moderate or severe aortic stenosis and even the severe type without symptoms, also those who have what is known as a dysfunctional ventricular beat need a referral.
Symptoms may include shortness of breath, angina heart pain, congestive heart failure, and passing out. Some older individuals may only experience a decrease in their exercise tolerance. In addition, the condition may flare when other coexisting symptoms present, such as irregular rhythm of atrial fibrillation or other significant conditions such as pneumonia, etc., or other serious disease.
The condition is monitored both by one’s symptoms, as noted above, as well as the degree of valve damage, as seen by an echocardiogram.
In people who have no symptoms, the echocardiogram may be performed every 3-5 years if there is mild disease on the echocardiogram. If there is moderate disease, without symptoms, then every 1-2 years is adequate.
If there is severe disease, then very 6-12 months is important. For those that have symptoms a cardiology referral is indicated in anyone
Medical management of coexisting diseases helps to lead to the best outcomes. This includes the management of hypertension, atrial fibrillation, and coronary artery disease of the vessels, etc.
For those with significant valve disease, the aortic valve replacement is the standard of care. To be clear, this procedure has some risks, including 3% of death within one month and 4.5% if there are associates bypass graft in any of the heart vessels.
One thing doctors have to balance also is that certain medicines used for high blood pressure, heart disease and rhythm disturbance may depress the left ventricle function in patients with the aortic stenosis. If an infection known as endocarditis, which affects the lining of the heart, has contributed to the stenosis of the aortic valve, then prophylaxis before certain procedures is recommended.
The same occurs with those with prostatic heart value, such as mechanical valves, valve prosthesis, and homograft’s.

Morrison 49, Dakota 6: The Mustangs (3-3, 2-3) won a second straight game in conference to send Dakota to 0-6, 0-5. The Indians have just two touchdowns this season.
Stockton 44, Forreston 20: The Cardinals (1-5, 1-5) dropped a fourth straight game after the NUIC loss to the Blackhawks (3-3, 2-3). It was a costly blow to Forreston’s playoff chances with Durand-Pecatonica and Lena-Winslow left on the schedule.

Dixon’s cannabis dispensary to open after state approval
Construction is set to be completed in mid-November.

Barnes, a 2017 Sterling High School grad, competed in past ISDE competitions in Italy and France in 2021 and 2022. This year, the ISDE will be held in Galicia, Spain, from Oct. 14 to Oct. 19, and will feature 600 enduro riders from more than 30 nations across six continents competing for medals and bragging rights.
“It’s always an awesome experience, but one of the coolest things for me is getting to do the opening ceremonies, where they introduce all the teams,” Barnes said. “We get to walk through the town with American flags, and we

Construction at the store is set to be completed in mid-November, but its opening day will depend on how quickly the company receives approval from the state, Matt Anderson, business development manager at Terrabis, said in an interview with Shaw Local.
The company was founded in Missouri and currently has four loca -
go on a stage and they play our national anthem.”
Racers ship their motorcycles and equipment for the competition months in advance. However, because Barnes was a substitute, he ran into a snag that required some international teamwork.
“The rider that got hurt doesn’t ride the same bike brand as I do,” Barnes said. “We had to try and locate a bike for me over there, and the Honda European team, RedMoto, is going to supply me with a bike. We came together and made it happen in about a week.”
Racers spend the first five days competing on six different tracks. They also must adhere to strict time checks between tests to avoid incurring min-
tions in that state. This year, Terrabis shifted its focus to growing its Illinois operations, Anderson said.
Right now, Terrabis operates one store in Grayville, a city along Illinois’ southeastern border to Indiana. It’s opening a second Illinois location in Plainfield in November, Anderson said.
As for Dixon, “it has a pretty goodsized population that we know wants to be offered cannabis right now,” he said. “They’re driving over an hour
ute penalties.
“We start at about 8 in the morning, and we ride our dirt bikes on the road and through the countryside to all of the tracks,” Barnes said. “It’s exciting but also makes for some very long days. By the time you perform maintenance on your bike and put it into impound at the end of the day, it’s 4 in the afternoon.”
Barnes said racers are responsible for their bike’s maintenance during the competition.
“We only get 15 minutes at the end of the day and 10 minutes in the morning for maintenance,” Barnes said. “It was a bit overwhelming the first time I competed. Since then, I’ve taught myself how to make the bike last for those six
to the nearest dispensary.”
The company offers recreational marijuana in the form of cannabis flower, rolled joints, vapes, concentrates and edibles. It also features a loyalty reward program called The Explorer’s Club, according to Terrabis’ website.
Terrabis is hiring for general manager and assistant manager positions at the new location in Dixon. To apply, visit the careers page on its website at terrabis.co/explore-more.
days and really make the most out of the time they give us.”
The sixth day of the competition brings the Final Cross Test, where racers will be grouped by class and line up against each other in a series of seven laps per heat. Racers’ finishing times will be added to their other test times from the week to determine their final result.
The World Trophy champion is decided by combining the times of each team’s three fastest riders over the event’s six days, factoring in any time penalties. The team with the shortest total time is crowned the winner. So far, the U.S. has claimed the trophy three times. Barnes hopes this year will make the fourth.
