Fulton man seriously injured in Mendota crash

MENDOTA – A Fulton man was seriously injured in a one-vehicle crash Friday night in Mendota.
According to Mendota police, Jonas W. Hobbs, 45, was injured when the
pickup he was driving crashed through a guard rail at 12th Street and Augustine Avenue and came to a rest on the driver’s side in the creek between the roadway and the railroad tracks.
The Mendota Police Department and the Mendota, Troy Grove, Peru and Sublette fire departments were dispatched to
the scene shortly before 8:30 p.m. Friday, according to a news release.
Emergency crews had to remove Hobbs, who was the only occupant of the vehicle. Hobbs was taken to OSF St. Paul Medical Center and later flown to another area hospital for further medical treatment, according to the release.

Whiteside Forum to feature Tanzania presentation Oct. 30
MORRISON – Morrison adventurers Mark and Jean Zinnen and Theresa Brandon traveled to the African nation of Tanzania in 2023 with a Micro Group program limited to 12 people organized by Road Scholar.
The Whiteside Forum will host a presentation by the three travelers at 6:30 p.m. Wednesday, Oct. 30, in the Community Room of the Odell Public Library, 307 S. Madison St., Morrison.
The event is free and open to the public. Come hear about their journey to follow what is considered to be the largest movement of wildlife on earth, “The Great East African Migration,” between the plains of the Serengeti in Tanzania and the Masai Mara in Kenya and its impact on the land, the animals and the people living on the periphery of the migration route. They also visited the Ngorongoro Crater and Olduvai Gorge, considered to be the Cradle of Mankind.

Couple to share story of abduction Oct. 27 at Port
Byron church
In 2017, Larry and Connie Van Oosten went through a terrifying and unthinkable ordeal as they were abducted at gunpoint in their quiet, small, rural town of Erie.
One of the questions the man asked them was, “Where is your God now?”
Through the experience, the Van Oostens have had the opportunity to answer that question on national TV, in newspaper articles and through the writing of their book “Rescued for a Reason.”
The Van Oostens will share their story Sunday, Oct. 27, during the worship service at Countryside Christian Church, 3817 230th St. N., Port Byron.
They have turned the lessons they learned about trust, forgiveness and dealing with fear into three Sunday School lessons. They will present the lessons they learned to the adult Sunday School classes Nov. 3, 10 and 17.
Worship starts at 10:45 a.m. and Sunday

Erie opens new fully funded elementary school

ERIE – After more than a decade of planning and saving, a ribbon-cutting Oct. 14 officially opened the doors to the Erie School District’s new elementary school.
Erie CUSD 1 Superintendent Chuck Milem said the $18 million project was funded through years of saving money from the school’s 1% Facility Sales Tax and the city’s personal property replacement taxes.
“We had a substantial increase in our CPPRT over that span of COVID, which was abnormally large revenue,” Milem said. “We decided to use it as a one-time expenditure. We saved all that and then we were blessed to be able to pay for this. It doesn’t seem possible to have something nice and debt free, but here we are.”
Principal Kali Livengood said the school features classrooms for grades pre-K through fourth, with overhead garage doors left open to flow into common areas for collaborative learning and play.
She said that after visiting multiple schools for inspiration, the staff fell in love with a school design they had seen in the Quad-Cities.
“We wanted to focus on a collaborative environment where we could teach kids how to work together and learn as a community,” Livengood said. “These collaborative spaces are used for when kids want to work with a partner or have to work with an adult, or for inside recess and different things, as a way to bring the classroom and have it flow inside to outside.”
Erie Elementary also has a “light court” – an indoor playground with no roof, allowing for sunshine and natural air, and a STEM (science, technology, engineering and math) learning facility that Milem said used to be the school’s former agriculture shop.
“Our architects did an amazing transformation with the old ag shop,” Milem said. “I’ve never seen anything like it.”
Eight-year-old Erie Elementary student Ember Coers agreed.
“I’m really excited to check out STEM,” Ember said.
Ember’s 6-year-old brother, Jack Coers, had only one thing on his mind.
“Tiny Town,” Jack said with a smile.
Tiny Town is a play space for the school’s younger children featuring a mock town of tiny buildings including a market, clinic, diner, school, gas station, mobile home, fitness center, construction site and more.
“That was all paid for with our preschool grant,” Milem said. “It is very unique and not everybody has one.”
Milem said the new school solved two problems for the district.
“We had two buildings that were built in the 1950s that we hadn’t touched in a long time and they needed
extensive work,” Milem said. “So, the idea was to renovate one and knock down the other. We chose this site because it has the bigger gym and some other nicer things.”
The project was developed in stages by more than a dozen contractors, including Estes Construction, Ragan Mechanical and Tri-City Electric.
“This building used to have our high school students for arts and for shop and the wrestling room,” Milem said. “The first phase was putting an addition on our high school so we
could get the kids out of here. Phase two was relocating our pre-K and kindergarten students so we could empty this building and then do it all. Phase three will be across the street where we’ll be demoing the old building, adding parking and making a nice playground and green space.”
Milem said the third phase will begin next summer following the building’s abatement and they hope to have bidding out sometime after the start of 2025. Erie students started their first day at the new school Oct. 15.

Dixon Correctional Center workers join statewide picket in quest for enhanced worker safety, staffing

DIXON – Dixon Correctional Center was one of two dozen prisons across Illinois whose workers Oct. 17 picketed outside their facilities to advocate for enhanced worker safety and increased staffing.
The “Safety Matters” statewide picket included union members from the American Federation of State, County and Municipal Employees Council 31, who are demanding the Illinois Department of Corrections address statewide staffing shortages, offender substance abuse and worker safety issues.
Local 817 chapter President Eric McCubbin said these problems at Dixon’s prison have been ongoing for several years, with no real help from the Illinois DOC. He said the biggest problem should be the easiest to solve – cutting down on illegal substances coming into the prison.
“They know how the stuff is getting in. It’s through the mail,” McCubbin said. “They’re soaking these substances into paper, so it really can’t be detected until they get it. Then they roll it up and smoke it. There’s websites that will sell you this stuff pre-soaked and mail it so that it looks like legal mail. We can’t search legal mail, so it goes directly to them.”
McCubbin said the prison has had 1,300 drug-related incidents since 2022, with 80 occurring this September.
“We normally only have 20 or 30 in a month,” McCubbin said. “They provided Narcan around the facility, but they never really corrected the issue. It’s progressively getting worse.”
McCubbin said correctional staff have been hospitalized on several occasions when unknowingly coming into contact with these substances. The AFSCME even filed an Illinois OSHA complaint against Dixon Correctional Center that was received Sept. 18, 2024, alleging hazardous workplace conditions because of the drug issue.
In a response from the Illinois Department of Labor to IDOC Acting Director Latoya Hughes, the IDOL chose not to conduct an inspection of Dixon Correctional Center, but requested Hughes immediately conduct her own inspection, control any hazardous conditions and report her findings in writing no later than Oct. 3.
“When they responded, OSHA had more questions,” McCubbin said. “They gave them an extension till last Friday and I don’t believe the state has responded from that extension”
McCubbin said they have suggested copying the mail instead of providing the inmates with the potentially drugsoaked copies to stop the problem. But after years of “talks and excuses” with the IDOC, he said nothing has happened.
“They constantly come up with excuses,” McCubbin said. “Whether it’s funding or saying we don’t have a contract for the copiers. Every time we make a suggestion, they come up with an excuse.”
Adding to the problem is the shortage of staff McCubbin said the prison is facing.
“We’re supposed to have 635 [officers] but we only have 385,” McCubbin said. “We’ve had a drop in staffing since COVID that’s never been fully replaced. One of the bigger asks that we’ve had is that they do the training for new officers locally. Right now, they send everybody to Decatur. So you’re spending six to eight weeks away from your family for the full week. We’ve been trying to get them to do regional training so people are able to come home every night.”
Shaw Local reached out for comment from the IDOC, which gave the following response in an email:

“Ensuring the safety of our staff, individuals in custody, and everyone entering our facilities remains our top priority. While we are actively exploring options to enhance safety, measures are in place to address potential risks associated with mail handling. IDOC has a Suspicious Substance Emergency Procedure in place, which outlines the steps to be taken if a suspicious substance is discovered. Additionally, we have intensified mail screening protocols, encouraged the use of personal protective equipment (PPE), and deployed tactical units to conduct targeted facility searches.
“We are working closely with the Illinois Department of Public Health, Illinois State Police, and medical experts to identify the cause of recent incidents and determine long-term solutions. These efforts are focused on improving safety while ensuring individuals in custody maintain essential communications and family connections. We remain committed to working with all stakeholders, including our labor partners, to ensure a safe and secure working environment for our staff.”

Fulton native building on Seabees’ 82-year legacy

GULFPORT, Mississippi – Since 1942, sailors assigned to the U.S. Navy’s Construction Force have been building and fighting around the world.
Petty Officer 3rd Class Brian Richmond, a Fulton native, is one of those sailors.
Eighty-two years ago, members of the Navy Construction Battalions fittingly were nicknamed “Seabees,” a play on the C and B initials. They are responsible for building military bases and airfields, supporting humanitarian efforts and conducting underwater construction projects. The Seabees’ motto is “We Build, We Fight.”
Richmond is a construction mechanic serving with Naval Mobile Construction Battalion 133 at the headquarters for naval construction forces in Gulfport, Mississippi.
Richmond graduated from Fulton High School in 2021 and joined the Navy three years ago.
“I joined the Navy to see the world and to make money,” Richmond said.
The skills and values needed to succeed in the Navy are similar to those found in Fulton, he said.
“I learned growing up that you can meet amazing people anywhere you go,” Richmond said.
With 90% of global commerce trav-
eling by sea and access to the internet relying on the security of undersea fiber optic cables, Navy officials continue to emphasize that the prosperity
of the U.S. directly is linked to recruiting and retaining talented people from across the rich fabric of America.
Richmond serves a Navy that operates far forward, around the world and around the clock, promoting the nation’s prosperity and security.
“We will earn and reinforce the trust and confidence of the American people every day,” said Adm. Lisa Franchetti, chief of naval operations. “Together we will deliver the Navy the nation needs.”
Richmond has many opportunities to achieve accomplishments during military service.
“My proudest accomplishment is staying in the Navy as long as I have because this job isn’t easy,” Richmond said. “I am also proud of deploying to Rota, Spain, for humanitarian relief.”
Richmond can take pride in serving America through military service.
“Serving with the Seabess gives me an opportunity to be a part of something bigger than myself,” Richmond said.
He is grateful to others for helping make a Navy career possible.
“I would like to thank my dad, Craig True, and my MeMe, Evelyn Bartee, for all their love and support,” Richmond said.

David W. Clary, 81 of Sterling died October 16, 2024 at CGH Medical Center, Sterling. He was born on March 10, 1943 in Morrison and was a 1961 graduate of Prophetstown High School. He served in the US Air Force from 1961-1965 as a Non-Morse Intercept Operator and was honorably discharged. “Clary” was a member of Local 150 Operating Engineers and had worked for Lawrence and Sons Contracting for 31 years. He then worked for Propheter Construction and then for Phoenix Construction in Port Byron. He was married to the former Wanda Fowler and
then later to the former Susan Bushno. He was a lifetime member of the Annawan VFW.
“Clary” had a dry and unique sense of humor. He loved to travel to Arizona for the winters, watching hummingbirds and reading.
Survivors include his son, Tony Clary of Prophetstown; his daughter Andrea (Tom) McGinn of Rock Falls; grandchildren: Kaitlyn, Ryan and Allyson McGinn; Jack and MacKenzie Clary; his sister Patsy (Scott) Cox of Phoenix, AZ; nieces: Kristin and Jennifer; nephew Joshua; step children: Jessica Bushno-Burbach and Benjamin Bushno.
He was preceded in death by his mother Audrey Jean Hill.
Military graveside rites will be held at 10:00 AM on Monday October 21, 2024 at the Rock Island National Cemetery. Arrangements entrusted to McDonald Funeral Home & Crematory.

DIXON – As part of the Interstate 80 Mississippi River Bridge study, the Illinois Department of Transportation, in partnership with the Iowa Department of Transportation, will hold an online public hearing and offer an in-person open house option to present study information, detail the preferred alternative for the project, discuss potential impacts and receive input from the public.
The online hearing will be at 4 p.m. Tuesday, Oct. 29. People can register for the hearing with their name and email address at I80MississippiBridge.com.
In addition to a presentation of exhibits and maps, the hearing will include a video and question-and-answer panel with personnel from the Illinois and Iowa Departments of Transportation.
An in-person open house will be Wednesday, Oct. 30, at LeClaire City Hall, 325 Wisconsin St., LeClaire, Iowa. Stakeholders are welcome any time between 1 to 3 p.m.

Gordon F. Millerschone, 81 of Morrison died Wednesday October 16, 2024 at his home. He was born on December 29, 1942 in Morrison, the son of Fred J. and Caroline (Planthaber) Millerschone. He married Linda A. Tomlinson on January 18, 1964 in Morrison. Gordon had worked in the 1960’s as Assistant Chief of Police in Morrison for four years. Later he worked at Northwestern Steel & Wire for 31 years retiring as a welder. He then went to work for the Whiteside County Sheriff’s Department as a Deputy for 20 years. After retirement, he enjoyed visiting his “girls” at the courthouse and with his special friend, Sheriff John Booker.

Department for many years; Ducks Unlimited and Whitetails Unlimited.
He enjoyed hunting; fishing and watching all of his grandkids play sports where he hardly ever missed a game. He was also a coach for women’s and girls’ softball for many years. Survivors include his wife, Linda; two daughters: Kris Millerschone of Jacksonville, FL and Connie (Jeff) Decker of Morrison; a son Matthew Millerschone of Morrison; his sister Evelyn Stingley of Morrison; his brother Edward (Carolyn) Wohrley of Morrison; five grandchildren: Gunner and Garrett Decker, Dylan, Hunter and Grayson Millerschone and one great grandchild, Grace Decker along with several nieces and nephews.

The I-80 Mississippi River Bridge was built in the 1960s, one of three major interstate bridges in the Quad Cities. The bridge has required significant rehabilitation in recent years because of increased traffic and crashes. The aging bridge continues to face costly maintenance expenses and the roadway design does not meet current standards.
The preferred alternative combining improvements to the I-80 Mississippi River Bridge and the I-88/I-80 interchange was presented for public review and comment at a public meeting in November 2023. Since then, the project team has further refined the preferred alternative based on public feedback and the ongoing priority of reducing public impacts wherever possible.
Hearing materials will be available at I80MississippiBridge.com after the events.
Comments always are welcome. Comments received through Tuesday, Nov. 13, will become part of the hearing record.
The project is in Phase I: Preliminary Engineering & Environmental Studies, which is expected to conclude with a final report in early 2025. The project then is expected to move to Phase II: Final Design & Construction Plans, with construction tentative to begin in 2028. The project is being funded as part of the Rebuild llinois capital program, which is investing $33.2 billion into all modes of transportation.

1964: Steady growth in Fulton High School enrollment figures

The Fulton Community High School Board received projected enrollment figures that show a steady growth in the student population. Elementary school districts of Fulton, Garden Plain, Albany and Union Grove and one private school, Fulton Christian, send all or part of their students to Fulton High School. Students in attendance at these schools will make the projected high school numbers (414 now enrolled) the following: 481 in 1965-66, 482 in 1966-67, 509 in 1967-68, 542 in 1968-69, 572 in 1969-70, 588 in 1971-72 and 673 in 1972-73. The high school building was planned to accommodate an enrollment of 550 students.
At a Fulton Junior High assembly, elections for cheerleaders were held. Election results were Kathy Kooi, Becky Sikkema, Janice Rus and Pam Kopf in eighth grade and Kristi Van Zuiden, Suzanne Nave, Joan Rus and Susan Bonneur in seventh grade.

The River Bend School Board
approved the purchase and installation of mobile radio units for all school buses in the district. There will be 11 mobile units and one base unit that will be placed in the assistant superintendent office at the junior high building. Estimated cost is $11,000.
Representatives of Fulton High School will meet with a team from Aledo High School in competition for the $1,000 WOC Scholarship Grant to be awarded to the winning school in the series. The program will air on Channel 6. Students who will represent Fulton are Tim Faley, Pam Merema, Annette Peacock, Dan Kolk and Randy DeWeerdt. The team is coached by Miss Sharon Harding, an English and French teacher.

On Oct. 27, 1909, the citizens of Fulton were invited to the dedication of the Fulton Public Library at 501 10th Ave. The librarian at the time was Miss Mabel Barrett. This year on Oct, 27, 1984, the library marks the 75th year of service to the community of readers. Changes have taken place during the years. The basement
became a community room known as the “Terrance Room,” and later as space needs increased, it was a wellused place for younger patrons. In 1967, the Fulton Public Library joined the River Bend library system. April 1974 brought a change from a city library to a district library and a name change – the Schmaling Memorial Public Library District.
Mayor Maliszewski reports major changes on Fourth Street this month. Two longtime businesses – Jahn’s Home Furnishings and Bush’s of Fulton – have closed. A look down Fourth Street reveals there have been many other changes with closings and openings and changes of ownership in the past few years.

The Huizenga-Wierenga Insurance Agency is celebrating 60 years in the business and will host an open house. Wayne and Nancy Huizenga, owners of the business, along with their son David, invite the community to stop in and have coffee and cookies to help them celebrate. The business was started by Wayne Huizenga’s father,
the late C.G. Huizenga, in 1934. Wayne took over the business in 1964 after his father’s death. The agency grew after purchasing Irv Strating Agency and Cliff Wierenga Agency in 1988.
At a River Bend School Board meeting, several changes were made to district staff. Because of larger than expected enrollments since the start of the school year, extra part-time teachers have been required.

FULTON – The Steamers boys golf team cruised into Fulton on Saturday night led by firetrucks and police vehicles before heading to the gym for a ceremony to mark a second-place finish at the Class 1A boys golf state meet.
“You guys have captivated the entire community,” Fulton athletic director and assistant principal Roy Borgman told the team. “As far as I am concerned, you are the IHSA’s public school champions.”
Earlier in the day, the Steamers finished the tournament with a two-day total of 619 at Prairie Vista Golf Course in Bloomington, shooting a 309 after Friday’s 310 and finishing as state runner-up to two-time defending champion St. Anthony (612), a private school from Effingham.
Riverdale (621) took third, led by individual state champion Aidan Dorathy (143), who shot a 69 on Saturday.
“You beat Riverdale who has been a thorn in your side,” said Borgman before handing the microphone to
Coach Mitch Van Zuiden and each of the Steamers.
“I can’t say enough about these guys,” an emotional Van Zuiden said. “This is such a rewarding feeling. We only lost by seven strokes. These guys deserve all the credit.”
Fulton was led by Jacob Voss’ 70 on Saturday, vaulting him to a fifth-place finish and tied with teammate Owen Van Zuiden (148).
Also scoring for Fulton were Zach
Winkel (158), Dawson Price (165), Chase Dykstra (187) and Braeden Brennan (170). Only Winkel and Brennan are seniors.
Earlier in the day, Mitch Van Zuiden said he was excited for the team after it earned its first state team golf trophy in school history after placing ninth last year.
“This is indicative of how we played all year, super consistent and never stopped grinding,” he said. “The kids deserved everything they got this year. Super proud of them. It’s a roller coaster of emotions when you’re in the hunt for a state title.”
Mitch Van Zuiden said the team seemed to keep its nerves under control after it led Friday and Owen Van Zuiden sat in first place after a 2-under 70.
Mitch Van Zuiden said he talks to the team a lot about the mental side of the game and thinking about the bigger picture.
“Owen didn’t play bad on Saturday. The ball just didn’t fall,” Mitch Van Zuiden said.
He credited St. Anthony after it shot a 300 Saturday to earn the threepeat.
“St. Anthony played great and they
earned it. Give credit where credit is due,” Mitch Van Zuiden said. “They are such a solid team along with Riverdale.”
Voss shot his season best by three strokes Saturday, which showed Fulton’s ability to have anyone step up.
“Jacob played exceptionally well today and Owen did the same (Friday),” Mitch Van Zuiden said. “This is how this team is. You never know who is going to come in with a good score and help the team or lead the team.”
Van Zuiden was happy for seniors Winkel and Brennan.
“They keep things calm for the younger guys,” he said. “Great kids and even better attitudes. That’s a credit to the parents.”
Riverdale was within two strokes of the Steamers with Dorathy (143) leading the way, followed by Mason Smyser (149), Blake Sutton (161), Braden Janicki (168), Dean Wainwright (181), and Dylan Watson (187).
Also finishing in the top 25 from the area were Forreston’s Kaden Brown and Bureau Valley’s Wyatt Novotny. Brown shot an 80 on Saturday to finish with a 153 (tied for 17th). Novotny shot an even-par 72 on Saturday to finish with a 157 (tied for 23rd).
