GREETINGS t’s a great time to be in Oswego! We have been blessed with moderate weather so far which has extended the construction season. We have taken advantage of it and you are starting to see our projects go vertical! Downtown development is rapidly taking form. The Imperial Investments building in Block 11 on Main Street is well underway. You can see three stories of steel in place and ﬂoors being poured. Down Washington a bit, Shodeen’s Reserve at Hudson Crossing is also moving along at a rapid pace. You can see walls coming into place and begin to envision the shape it will take. The great news with these downtown developments is that we are ahead with our public improvements. The public improvements to Block 11 should be completed by the time this letter is out! The public improvements for the Reserve at Hudson Crossing may be completed as early as this November which means the

roads surrounding it can be reopened. This also means the parking deck could be open as early as December. These are not the only projects going vertical. You can now see walls at the Delta Sonic site on Route 34 and the 7-Eleven on Route 71 has the equipment in place to put up some steel. In addition to the commercial buildings we have active residential construction going on in multiple sites including Southbury, Ashcroft, and the Estates of Fox Chase. We are very excited about the construction and development going on and we are equally excited and proud of our community events. We had a spectacular turnout for the Oswego Christmas Walk. We hosted thousands of people downtown and it appeared all had a wonderful time. That was followed up with the downtown Cookie Walk and we will have the Oswego Chocolate Walk later in February. This spring, Wine on the Fox will return to its roots and showcase Illinois wineries. In May, we are privileged and honored to host the Middle East Conﬂicts Wall of Honor at Village Hall. The Wall of Honor represents our Fallen Heroes from

DEAR CITIZEN & BUSINESS OWNERS, As we enter 2020, I am reminded of a quote from Admiral W. Halsey Jr. that said, “there are no great people, only ordinary people who do great things.” This quote resonates with me as I reflect on the past and look to the challenges and opportunities which lie ahead. The members of the Oswego Fire Protection District have dedicated themselves to the mission of helping others and “protecting from fire the work of God himself”. To that end, these “ordinary” men have logged over 31,000 hours of training in 2019 as they prepare for the great things, they will be called upon to do in 2020. However, our members know that we cannot simply respond to the future, but that we must anticipate and prepare for what lies ahead. The blood and sweat that we shed in 2019, serves to make us better in 2020. We are ordinary people, willing to accept the call to action, who strive to demonstrate a high level of dedication, compassion, courage, and loyalty in all that we do. They say that no one can predict the future, but I believe Abraham Lincoln had the right idea when he said that the, “best way to predict the future, is to create it”. As we look at the many ways our community is growing and changing in the year ahead, we are excited at the economic growth, the housing and commercial developments, and the creation of our future Oswego. All our actions today therefore provide the framework for tomorrow. So, on behalf of the members of the Oswego Fire Protection District, I make this promise to you… that we ordinary people will give our all to the preparation and execution of our duties. We pledge that we will work with compassion for you, our citizens and businesses, that we will conduct ourselves in a courteous and professional manner, and that we will strive to be the most efficient, effective, and dedicated public servants we can be. CRISIS INTERVENTION TEAM SERVING THE CITIZENS OF OSWEGO WHO ARE LIVING WITH MENTAL HEALTH RELATED ISSUES

he Oswego Police Department has developed and implemented a Crisis Intervention Team (CIT) to better serve the citizens of Oswego who are living with mental health related issues. CIT is designed to improve a police ofﬁcer’s ability to safely intervene in a situation, link individuals to mental health services and divert them from the criminal justice system when appropriate.

The Oswego Police Department has taken steps to fulﬁll the One Mind Pledge established by the International Association of Chiefs of Police. The pledge is an initiative that focuses on bringing the local community, public safety organizations and mental health organizations together to become “of one mind.” The pledge commits the department to implement four promising practices: establish a clearly deﬁned and sustainable partnership with a community mental health organization, develop a model policy for responding to persons affected by mental illness, train

100% of sworn officers and selected nonsworn staff in mental health first aid, and provide advanced crisis intervention team training those selected officers that will serve on the Crisis Intervention Team. In May of 2019, Oswego Police hosted a kickoff meeting that invited members of the mental health community, area first responders, judicial system members and community members to learn about the program and to develop a committee. A formalized committee was established and has been meeting quarterly. Committee members include representatives from Community Unit School District 308, Rush Copley Hospital, AMITA Health Mercy Behavioral Health Services, Oswego Fire Protection District, National Alliance on Mental Illness of Kane-South, DeKalb, and Kendall Counties (NAMI KDK), Kendall County Health Department, KenCom Public Safety Dispatch, and the Kendall County State’s Attorney’s Office. This committee will ensure that the community

it serves is made aware of the program and will support those citizens in need of mental health services. By the summer of 2020, Oswego Police will have met all the requirements of the One Mind Pledge. The CIT program has been operating successfully and continues to evolve. The Oswego Police Department has teamed with the Kendall County Health Department in order to provide more comprehensive follow up with individuals who experience a mental health crisis involving a police response. More information about the CIT Program can be requested through the “Contact OPD” page, available on the Oswego Police Department website at www.oswegopoliceil.org. In addition, information can be found about other helpful programs such as the department’s Citizen At Risk (CAR) Program and KenCom’s Premise Alert Program.

By law, Illinois townships are charged with three basic functions: 1) general assistance for the indigent; 2) the assessment of real property for the basis of local taxation; and 3) maintenance of all roads and bridges outside federal, state, and other local jurisdiction. Recently, there has been a push in Springfield to consolidate smaller local forms of governments or eliminate them all together. Some of the newer laws enacted provide for the public to vote on a referendum to consolidate the Highway Department into the Township. If this type of referendum were passed, the Township Highway department would operate as a department within the Township exactly as does the Village Highway Departments and the County Highway Departments. The current Township Road District levy would then be eliminated. The elected office of Road District Commissioner would be eliminated and the Township would be responsible for employing the necessary managerial and supervisory personnel to oversee the highway department. Like in villages and counties, the head of the department will then be accountable to the Township Board. Also, the current structure requires the Township Board to approve a budget for the Road District, but there is no accountability should the elected Road District Commissioner not stay within the budget. The Oswego Township board recently passed a resolution to allow the question to be put on the ballot in our upcoming primary election. It will read, “Shall the Road District of the Township of Oswego be abolished with all the rights, powers, duties, assets, property, liabilities, obligations, and responsibilities being assumed by the Township of Oswego?” What does this mean for the Oswego Township residents? If approved by the voters, there will be one less layer of government, with more direct fiscal and operational accountability. We must continue to point out that change is not and cannot be a one-size-fits-all move. Different areas of the state must be looked at differently, with population, finances, needs and the desires of the people taken into account. We must continue to defend township government, while recognizing that some changes may be necessary and helpful in today’s society. The change being sought will make sure the Township’s governmental structure is streamlined, professional and fiscally sound.

here’s no excuse for boredom in Oswego. Family entertainment abounds, whether it’s bouncing, baseball, gaming, skating, or taking in a movie. Think bouncing is just for the younger set? Think again. “There’s a huge misconception that inflatables are just for kids,” says Kevin Lawlis, general manager at Bouncetown. “Anybody, even adults can use them.” Different inflatables are available in each room, some larger than others. “We have really big inflatables for older kids and smaller ones for even 1- and 2-year olds. Teens think they’re too old and cool until they get back there and they have a blast. We even a rock climbing tower for older kids.”

Bouncetown offers party packages 7 days a week, so parents can avoid the work and mess (think icing on the carpet) of an at-home party. “There’s no reason you can’t get ﬁve-star service here like in Chicago,” says Lawlis. “We provide everything (including pizza) but the cake. We’ve had 17- and 18-year old birthday parties here and they had a blast.” Bouncetown participates in community support, as well, by partnering with schools, clubs and businesses through fundraiser nights. Looking for a year-round skate park? The Den, a newly opened 501c3 non-proﬁt community center, has one. Skating, and classes are available for all ages, and the center has so much more, according to

Stacey Limacher, a director for the Den Community Group. “We show movies every night; we have video games, we have a lounge, game room with ping pong, air hockey and shufﬂeboard, board games and cards and a study area,” says Limacher. The Den partners with community groups to provide other family resources, such as suicide prevention clinics, church youth groups and Lion’s Club volunteer opportunities. “We’re trying to provide a lot of different resources for teens to get involved in, so they’re more connected with each other and the community,” Limacher says. Altitude Trampoline Park provides bouncing fun on Olympic-grade trampolines and offers two ziplines and a rock climbing wall with a foam pit at the bottom. Full birthday packages are available. There are Sunday specials for 1 or 2 hours for a family of 4. Altitude also has Toddler Time and Friday Night Frenzy. Try the wipeout machine or battle beam bar, the dodgeball course, with multiple foam pits. During special event days, competitions and giveaways go on throughout the day. “We have tons of basketball courts, and games similar to whack-a-mole,” says Austin Dickson, party manager.
