Montgomery official helps build rural water system By JOHN ETHEREDGE
jetheredge@shawmedia.com This past spring, Montgomery Village President Matt Brolley spent a week in Honduras along with other members of the Chicago chapter of Engineers Without Borders helping to construct a public water system in a poor, but growing village. Brolley said he returned from the trip with a newfound appreciation for both clean drinking water and government that works. “I started to realize over the past several years – especially in my role with the village – that water is probably the most fundamental public service that we can provide,” he said. “Water is required for life, but here I think we sometimes take it for granted. We have millions of dollars in [water system] infrastructure, but a lot of it is buried underground so it is kind of out of sight, out of mind.” In Honduras, Brolley said he participated in a project begun several years ago by the EWB to upgrade the water system in the village of Armenta. According to the EWB, residents are currently allowed to fill up inhome pillas (home water storage facilities) once a week. They then draw all water for drinking, preparing food, laundry, bathing, sanitation, etc., from that single home storage source throughout the week. During his week in Honduras, Brolley, who works professionally as an engineer for V3 Engineering in Woodridge, provided technical assistance and helped in the construction of a new water tank at the top of a hill overlooking the village. Brolley said he was especially interested in making the trip because it involved “more than just going into a impoverished village and slappin’ up paint.”

Germaine J. Krupa, age 92, of Yorkville, IL passed away on Tuesday, July 12, 2016. She was born on October 6, 1924 in Chicago, IL the daughter of Roy and Germaine (Detroux) McKenzie.

Germaine was united in marriage on July 16, 1949 to John P. Krupa and they spent the next 64 happy years together until his passing on November 3, 2013. Mrs. Krupa was at one time an active member of St. Isaac Jogues Catholic Church in Hinsdale, IL. She worked for many years alongside her husband in their family business, John P. Krupa Landscaping, also in Hinsdale. Germaine was a former President of the Hinsdale Business and Professional Women’s Club. She was a loving wife, mother, grandmother, and great grandmother who will be deeply missed by her family and friends. She is survived by her daughter, Jacqueline “Jackie” (Richard) Straub of Yorkville, IL; her granddaughter, Rachel Eden (Tim) Miller of Yorkville, IL; and a great grandson, Remington Scott Miller. DeKalb County Farm stroll to be this Sunday SHAW MEDIA University of Illinois Extension DeKalb County has organized a free, family friendly event called the DeKalb County Farm Stroll. It is a self-guided tour of 11 diversified family farms and one agricultural museum in DeKalb County set to take place from noon to 5 p.m. Sunday, July 24. There will be tours, demonstrations and fresh local food sampling and sales. While the stroll is a free event, bring some cash to purchase food or other items at the farms. To make this an enjoyable event, here are a few Farm Stroll guidelines: • Dress appropriately for a farm visit. • Be sure to follow all the farmer’s instructions and be respectful of all the animals. • Wash your hands regularly and wear shoe covers if instructed to. • For the safety of livestock and other participants, do not bring your pets. • Turn in a completed Farm Stroll Passport at any of the farms for a chance to win prizes. • Most importantly, be safe and have fun. More information about each farm and the times of tours and activities can be found on the brochure and map located on the DeKalb County Extension website at web.extension.illinois.edu/bdo. KENDALL COUNTY COURT CASES for allegedly forcing a child under the age of 18 outside a home during below freezing temperatures on Feb. 8. Correll also took away the child’s cellphone, rendering him unable to call for help, according to Kendall County court records. Prosecutors said Correll refused to let the child back inside the home for the remainder of the evening. A court date of July 28 was issued. • Gilberto Rodriguez Munoz, 49, 1100 block of Bangs Street, Aurora, was recently charged with drunken driving stemming from a June 24 incident that occurred in Kendall County, according to court records. Records show Munoz was stopped for improper lane usage and driving on a flat tire around 10:30 p.m. near Douglas and Long Beach roads in Kendall County. Kendall deputies said Munoz admitted to drinking and failed sobriety tests. A court date of Aug. 25 has been set. • Michael Novak, 48, 0-99 block of Winding Creek Drive, Yorkville, was recently charged with drunken driving following a June 25 crash that occurred in Kendall County, according to court records. Kendall County sheriff’s deputies said that Novak’s blood alcohol concentration was twice the legal limit when he crashed his vehicle on Route 71 near Orchard Road around 5 p.m. A court date of Aug. 24 has been set.

• Rachel Sipin, 24, 600 block of Deames Street, Plano, was recently charged with bringing contraband into a penal institution, a Class 2 felony, for allegedly bringing a controlled substance, Suboxone, into the Kendall County Jail on July 10, according to Kendall County court records. Bail was set at $10,000 and a court date of July 15 was set. • Ivan Arrieta, 26, 100 block of East Rickard Drive, Oswego, was recently charged with two counts of domestic battery, Class 4 felonies, for allegedly punching a woman in her face, and choking her on March 16, having already been previously convicted of two similar offenses in Kendall County, according to Kendall County court records. A motion to set bail was set and a court date of July 21 was issued. • Ignacio Huerta, 21, 800 block of Symphony Drive, Aurora, was recently charged with retail theft, a Class 4 felony, stemming from a Nov. 7 incident that occurred in Kendall County, according to court records. Records show Huerta has a previous conviction for a similar offense. A motion to set bail was set and a court date of Aug. 9 was issued. • Edgar Correll Jr., 52, 0-99 block of Codorus Road, Boulder Hill, was recently charged with endangering the life of a child, a Class A misdemeanor,

Continued from page 1 “The whole project of building a water treatment and distribution system for the village has been going on for like five years and it involves not only helping to put in the infrastructure but working with local residents to set up a water commission to oversee and maintain it,” he said. To obtain water from the system in their homes when it is completed, Brolley said residents will either have to pay a fee or have contributed a certain number of work hours to building the system. “It wasn’t like we went down there and told the residents we are going to build this for you. We had to involve them in the process so they have a vested interest in it. Hopefully, the system will then live on,” he said. Whether the system will continue to serve future generations of residents will likely be a challenge for the residents, Brolley said, since local government is virtually non-existent in Armenta. “Some kids there go to school, but others don’t. I asked if there is a mayor and they said no, but they have a guy who is kind of in charge. They have police in the larger cities, but I didn’t see anything like that in the village,” he said. He noted that he and other EWB members traveled along the river each day to reach the job site up in the hills. The river, hills and countryside were beautiful, Brolley said, but then as the journey continued, “We watched a guy clean out the back of a garbage truck, spraying it down in the river. Further upstream we saw kids playing in the river and a lady washing clothes and cattle drinking in the river. Then, a little ways up, there is the intake for their water system. It’s unbelievable.” While Brolley described the village
as “very poor” with dirt and rocky roads, he noted that the homes have meter-less electrical service. Brolley compared the conditions in Armenta to what he saw on a prior trip to Mexico. “For what they don’t have in life, this world, the residents are really happy. They were happy to see us and talk to us. A lady and her 5-yearold daughter brought us coffee and pastries one afternoon,” he recalled. “I think they are thankful for where they live, but the reality is their water source is probably not helping the situation.
“Someone told me once that we are the greatest country on earth because we have rules and they are enforced. That might be the problem in Honduras and other places where they have rules, but there is no enforcement,” he said. Brolley said he returned home to Montgomery with a better appreciation for the long-term planning village officials are doing for the municipal water system. The system currently serves the village’s 17,000 residents and an additional 8,200 residents in the unincorporated Boulder Hill subdivision. To ensure that future generations of village and Boulder Hill residents will have an ample supply of drinking water, Brolley noted that village officials have entered into talks with officials in neighboring Oswego and Yorkville concerning the development of a regional water treatment plant that would serve all three communities. “People may not know or forget about it, but the reality is we’re looking out 50 years down the road when it comes to our water system, and it’s not just Montgomery. We have other organizations like the Northwest Water Planning Alliance that is their entire focus – that we have water. I didn’t see anyone doing that there [in Honduras]. Yes, Engineers Without Borders is down there now, down, but where will the country be in another 20 or 30 years?”

Kendall County Sheriff’s Office promotes deputy commander SHAW MEDIA Sgt. Jason Langston was sworn in as deputy commander by Kendall County Sheriff Dwight A. Baird on July 11. Deputy Commander Langston, a 15year veteran, is a graduate of Aurora University, where he majored in criminal justice. He is also a graduate of Northwestern University’s School of Police Staff and Command. He has served as a field training officer and has effectively trained dozens of new deputies. Langston has also served as a motorcycle deputy and was most recently in charge of the sheriff’s office Traffic Enforcement Unit. Langston played an integral role in the Kendall County Sheriff’s Office’s involvement in the Illinois and National “Traffic Safety Challenge” and through his efforts, the sheriff’s office has been awarded a fully equipped squad car, several radar units, “LIDAR” speed guns, and many other items that currently play a crucial role in the sheriff’s office’s traffic enforcement efforts. “I am excited about working with Jason as he starts his new position within the sheriff’s office. Fox Valley Older Adult Services, through their membership with DeKalb County Nonprofit Partnership, had the opportunity to participate in Give Local DeKalb County as part of Give Local America, a national day of local giving. By going online on May 3, supporters could donate to the senior services agency. “FVOAS is very grateful to all those who did contribute,” said a news release from the agency. “These donations make it possible for the agency to continue serving thousands of seniors in the counties of DeKalb, Kendall, LaSalle and Bureau.” FVOAS is a nonprofit senior services agency which has been in existence since 1972, whose mission is to help seniors to remain in their own homes; improve and enrich vital, in-
dependent living; enhance dignity and self-respect; and encourage participation in community life. Through active adult programs at the Fox Valley Community Center in Sandwich, Adult Day Service and the newly expanded Home Services Department, all seniors can receive care. FVOAS raised over $1,500 through Give Local DeKalb – this included $396.40 in proportional matching funds from the Douglas C. and Lynn M. Roberts Family Foundation. Give Local DeKalb County was part of one of the largest giving events in history. Over $50 million was raised benefiting thousands of nonprofit organizations in communities around the United States. “Because of the generosity of many, Fox Valley Older Adult Services continues to celebrate over 44 years of services to seniors and will do so well into the future,” said the news release.

PADS helps to bridge housing gap in county SHAW MEDIA “Eight days a week is not enough ...” So goes the refrain of the classic Beatles song. Eight days a week of work would not be nearly enough for a minimum wage worker to afford a two-bedroom apartment in Kendall County. “Basically, it’s almost impossible,” said Anne Engelhardt, executive director of Public Action to Deliver Shelter (PADS) of Kendall County, a nonprofit organization that helps bridge the gap between homelessness and affordable housing in the area. She was lamenting the results of a recent study, “Out of Reach 2016,” which found that a worker earning the Illinois minimum wage of $8.25 an hour would have to labor for 102 hours per week in order to pay the average $1,093 monthly rent for a two-bedroom apartment in Kendall County. “It’s an unacceptable situation,” said Bob Palmer, policy director of Housing Action Illinois, which conducted the study, along with the Na-
tional Low Income Housing Coalition. “Housing should be affordable enough that a family can pay rent and still put food on the table. Instead, minimum wage workers in our state face unaffordable rates, whether they live in Chicago, Bloomington or Cairo.” Kendall County has the highest housing wage among all 102 counties in Illinois, the study showed. Renters, who comprise 17 perAnne cent of the county’s resEngelhardt idents, must earn $21.02 an hour to afford a two-bedroom home. However, the average Kendall County renter makes only $10.02 per hour. Engelhardt is hopeful that developers will eventually build more affordable housing in the sprawling county. But in the meantime, PADS will soon be starting its seventh year of providing temporary homeless shelters at seven area churches.

Watch out for West Nile virus SHAW MEDIA The Kendall County Health Department would like to remind residents to be cautious and protect themselves against West Nile virus during the summer months. Prevention is the most effective way to protect yourself and your family from becoming infected with West Nile virus. West Nile virus is an infection carried by the Culex mosquito, which breeds in small pools of stagnant water. They rest during the day in areas of vegetation but they are most active and likely to bite between the hours of dusk and dawn. The most effective way to prevent West Nile virus is to follow the 3 R’s – Remove, Repel and Repair. • Remove standing water around your home. Get rid of standing water in pet bowls, flower pots, old tires, bird baths, baby pools and toys where mosquitoes can breed. Make sure rain gutters drain properly. • Repel mosquitoes when outdoors by applying insect repellent with DEET (follow directions on the label). • Repair or replace screens on doors and windows. Most human cases occur in the late summer and early fall. Four out of five people infected with West Nile virus will not show any symptoms. Illness
can occur 3-15 days after an infected mosquito bite and cause symptoms of fever, headache and body aches. People over the age of 50 and those with chronic diseases such as heart disease or cancer may be at a higher risk for serious complications from encephalitis or meningitis. For that reason, people who experience high fever, confusion, muscle weakness, severe headaches, or a stiff neck should see a doctor immediately. This year, the virus has already been found in mosquitoes and humans in different parts of the state. A human case has recently been identified in a resident of Kendall County. As such, the Kendall County Health Department is encouraging residents to take basic precautions to prevent mosquitoes from breeding or biting. The health department conducts surveillance between May and October each year to identify mosquitoes, birds and humans with West Nile virus. To report a dead bird in good condition for possible testing, please contact the health department immediately. Next time you are at the grocery store or farmers market, keep an eye out for berries. These bite-size, nutrition-packed morsels are in-season during the summer in Illinois. “In addition to being delicious, berries are rich in fiber, vitamin C and antioxidants, and they are naturally fat and sodium free,” said University of Illinois Extension Educator Jessica Gadomski, a registered dietitian for SNAP-Education. “With one cup of berries about 50 calories, they are a great way to enjoy the bounty of the season and fulfill fruit intake for a well-balanced diet.” The average American eats only 43 percent of the recommended amount of fruit, Gadomski said. According to ChooseMyPlate.gov, children should have 1 to 2 cups of fruit per day, and adults should eat 1 ½ to 2 cups per day.

Overnight guests at PADS receive a hot meal, a safe place to sleep, breakfast and a packaged lunch to go. They also receive help with employment, social services and housing referrals. “Sometimes, our guests will ask another guest if they would be interested in sharing an apartment so they can both afford the rent,” said Engelhardt, who has headed PADS since the organization began serving Kendall County in 2010. She added that many of the more than 350 guests whom PADS has served have since found permanent housing. One of those is Darrell McGhee, 36, who was a shelter guest at Cross Lutheran Church in Yorkville throughout the 2014-15 PADS season. Now that he has a job and permanent place to live, Darrell is a PADS volunteer at St. Luke’s Lutheran Church in Boulder Hill. “Those people really helped me out a lot,” McGhee said. “So I wanted to give back.”

orks of fiction are sometimes disparaged by those with a practical bias as being useless, or at best, a harmless diversion.They would rather read non-fiction, presumably because it gives them knowledge which they can actually use. But fiction often teaches us valuable lessons about how to live life, how to handle adversity, and what it is to be human in difficult circumstances. Furthermore, we are sometimes struck by the realization that we might bend circumstances and events to our will, and in effect become the heroes of our own life. That is a valuable lesson, and one which can be learned from reading fiction, but also from reading biographies, autobiographies, and the narratives of the Bible. Becoming a hero usually starts, as it does in fiction, with conflict or adversity. From there, one must be inspired to resolve the conflict or deal with the adversity. And before the inspiration fades, one usually has to create a workable plan. In the same way that an author must plan her work, thinking over and trying out different plots and plans for character development, we should plan our own lives, perhaps imagining different paths toward achieving something great, something worth writing about. And just as an author has to develop her characters, so too do we have to develop our own moral character. – Christopher Simon

BRIEFS Kendall County Food Pantry 2016 Kendall County Fair seeking school supply donations will include mud volleyball
The Kendall County Food Pantry is launching its 2016-17 school supply drive to prepare for supply distribution to the nearly 500 school children eligible for assistance this year. The pantry is seeking donations of school supplies to help make the drive a success. Supplies can be dropped off in the donation lobby any time at Kendall County Food Pantry, 208 Beaver St., Yorkville. Distribution this year will be on Tuesday, Aug. 2. Pantry volunteers will do final sorting the week of July 27.
The Kendall County Fair will host the first Mud Volleyball Tournament at 11:30 a.m. on Sunday, Aug. 7, at the east end of the fairgrounds arena. Registration before July 25 is $125 per team. After July 25, cost goes up to $140 per team. This fee includes entry tickets to the fair for Sunday for all team members. Each team can have up to eight members. There is a 24-team limit. In addition, remember that the grubs are eating the roots of the grass plants, so if the grass is slow growing or dormant, there is little food available and the grubs will not be large enough to survive the winter. If there are more than 10 or 12 young grubs found per square foot, grub management is justified. Less than that number means that even though they will be feeding heavily, there are not enough of them to cause damage to the lawn. Confirming the need for a treatment should happen in early to mid-August. Currently most of the treatments available are systemic and will last for several weeks. Systemic treatments often are applied ahead of suspected grub damage, yet scouting is the only way to know if a treatment is warranted, saving money if it is not needed. Bear in mind, applying systemic treatments means any plant growing in the lawn will absorb the insecticide. If you have weeds like dandelion or other weed flowers, any beneficial pollinator insects will be killed too.

To control or not to control, that is the question. There are two grubs that historically have caused us to ponder the control question, our native Masked Chafer (white grub) and our not-so-native Japanese Beetle. The Masked Chafer will lay eggs in the latter half of July in the northern parts of Illinois, while the Japanese Beetle is feeding heavily now and also will be laying eggs yet this month. Both prefer to lay eggs in moist soil and green grass. Weather will play a big role in where the eggs are actually laid. Lots of green grass and damp soils will have the eggs distributed over large areas, lessening the potential need for treatment or any treatment at all. How bad is it potentially going to be this year? We have the moisture and green grass, yet what is going to be a limiting factor is the actual population of adult Masked Chafers and Japanese Beetles. The big drought of 2012 and the summer drought of 2013, coupled with the very cold winter of 2013, hit the Japanese Beetle larvae very hard and their numbers crashed. Our native grub has adapted to drier summers and colder winters and survives better. Here is the proverbial “but.” Japanese Beetles have become the No. 1 grub, having pushed out our white grub, so even though our native grubs do better, there are a lot less of them now. Populations of both have been climbing again, but they are starting from a low number to begin with. Another factor of successful egg hatch will be the soil temperatures themselves. Hot, dry soils will limit the egg hatch rate. Soil temperature above 87 degrees is the threshold. Remember that the adults lay eggs in moist soil for a reason. Eggs hatching will increase in size quickly with enough soil moisture, and the grubs must reach a critical

Beer is something that shows up in my house in the summertime. It seems to go with hot weather and cooking over fire. Whether painting the front stairs or cooking on the grill, at the end of the day I will find one straggler, that last beer, left unopened under the melting ice. I tuck it onto the bottom shelf in my refrigerator. (Everyone knows that you can’t store chilled beers in a warm place for later.) Needless to say, weeks later, I find a collection of orphan beers in my fridge. I can save them up until I have enough to serve up a “mixed grill” of beers in a bucket of ice at the next cookout. Fun, but they do take up a lot of space in the “high-rent” district of the fridge. (This happens in reverse in winter, when I often buy a six-pack for the one bottle to make Welsh Rarebit and end up with five extra beers.) This summer, I’m using up the abandoned bottles and cans left behind in recipes. Braising sausages with beer in a slow cooker. Spicing up bottled or homemade barbecue sauce for barbecued flank steak or brisket. Flavoring a stockpot full of short ribs in a leftover stout. I will try light or dark beer in bread and muffin recipes and use it to lighten a batter for fried shrimp. It will take a little thought to match the beer to the recipe. A baked bean recipe will benefit from dark beer or stout. Fried onion rings will need a light golden beer or pale ale. In any case, I will have more space to store that St. Louis rack of ribs until I heat up the grill.

cup stout 1 egg 1 cup dark or golden raisins 1. Preheat the oven to 400F. Grease 12 muffin cups. 2. Whisk together the flours, cornmeal, baking soda and salt in a bowl. In a separate bowl whisk together buttermilk, brown sugar, molasses, beer and egg. Pour the wet mixture into the dry (flour) mixture. Add raisins and stir until just combined. Do not overmix or the muffins will be tough. 3. Bake in preheated oven for 15 minutes. Insert a toothpick into the centers: when done, it will come out dry.

BRIEFS La Menu Modelle members talk of fair, work on sewing project
The La Menu Modelle 4-H group met at 7 p.m. on June 20 at the Burk residence. At this meeting, the group had a short discussion about the fair and other upcoming events. After all of the business things were out of the way, sewing machines and thread were taken out. The group then started and finished making blankets that they are donating to a pet shelter that a couple lucky animals will get to curl up in bed with. The refreshments were provided by

Join Illinois 4-H and partners for the Illinois RiverWatch Freshwater Mussel Workshop from 9 a.m. to 4 p.m. on Friday, Aug. 12, in Joliet. Designed for adults and youth ages 12 and older, RiverWatch Freshwater Mussel Monitoring is an environmental education program that provides participants with the unique, handson opportunity to learn about water quality in their community by monitoring freshwater mussels. According to the National Great Rivers Research and Education Center, “freshwater mussels are bivalve (hinged shell) mollusks that bury themselves in the stream bed and filter feed on fine particulate matter in the water column. They are excellent bio-indicators of water quality. However, half of the freshwater mussel species in North America have been proposed to be listed as endangered, threatened, or of special concern, as a result of pollution.”
Participants will learn about freshwater mussels in an interactive workshop, before doing a freshwater mussel survey of their own at a local stream to measure water quality based on the mussel community. Data collected will be stored in the Illinois RiverWatch database to track the condition of Illinois streams, as well as to identify exceptional mussel communities in need of conservation. The workshop is a partnership with National Great Rivers Research and Education Center, Lewis & Clark Community College and 4-H through University of Illinois Extension. On August 8, 2016, the Board of Education of Community Unit School District 308, Kendall, Kane and Will Counties, Illinois, will convene a public meeting/hearing to receive public comment regarding a proposed application to renew its waiver for the continued implementation of a virtual educational program to supplement current high school curriculum. If approved, the renewed waiver would allow District 308 to continue to receive an exception to the current statutory funding requirement which mandates that students receive 5 clock hours of instruction per school day for the receipt of General State Aid and to continue the development of its blended educational platform in which students can take up to 40% of their coursework through virtual programs. The Board invites interested citizens to attend and participate in the hearing to assist the Board in its decision to grant or deny the proposal for the application for a renewal of its waiver. The hearing will be held at 7:00 p.m. in the Community Room of Oswego East High School, 1525 Harvey Road, Oswego, Illinois. Candidates for County Fair royalty named Six from region will vie in Aug. for title, prize money SHAW MEDIA Six Kendall County 4-H members will contend for royal titles and to represent the 2016 Kendall County Fair and 4-H Show. Sponsored by the Kendall County 4-H Foundation, the contest winners serve as 4-H ambassadors to the community and each will receive a crown, banner and $200 prize. Runners-up each will receive $100. The 2016 candidates for the Queen and King roles include: Dayton LeClercq of Oswego, Ally Rott of Sheridan and Blair Thompson of Newark, and Ethan Heidrich of Oswego, Zachary Perkins of Millbrook and Eli Williamson of Newark. “All of this year’s nominees are strong 4-H members and community youth leaders,” said Kim Eisnaugle, Kendall County 4-H Youth Development Program coordinator. “Each embodies an important part of 4-H Youth Development programs, which aim for youth to feel a sense of belonging, develop independence, practice generosity, and experience mastery.”

Royalty to be crowned at the Kendall County Fair in August
Each candidate completes an application and interview process, both greatly contributing to the final outcome. During the interview, the teens are evaluated on several factors, including knowledge of 4-H, school and community participation, leadership, presentation and poise. The public also can weigh in by ballot. To vote for your choices, look for the Kendall County Fair King and Queen Contest ballot in late July issues of the Record Newspapers, or stop by the Extension office at 7775B Illinois Route 47 in Yorkville, from 8:30 a.m. to 4:30 p.m. Monday through Friday, prior to the fair or to the 4-H office at the fair before 3 p.m. on Friday, Aug. 5. Each vote is 25 cents. If you wish to vote multiple times, just note how many votes for each candidate and include the proper amount of money with your completed ballot. Checks can be made payable to the Kendall County 4-H Foundation. Voting ends at 3 p.m. Friday, Aug. 5. All funds collected will support the scholarship fund for next year’s contest.
