Financial report states Lisle revenue, expenses up in 2014 By ANNA SCHIER aschier@shawmedia.com LISLE – The village of Lisle saw slight increases in both revenue and expenses from the end of fiscal year 2013 to the end of fiscal year 2014, while grant and property tax funds rose and sales tax funds and police expenses dipped. Lisle’s 2013-14 Comprehensive Annual Financial Report was presented for review by village auditor Sikich LLP’s Partner in Charge for Government Services Fred Lantz during a Lisle Village Board meeting Sept. 22. “There was really no surprises,” Mayor Joe Broda said during an interview Tuesday. Broda said this was due to the thoroughness of the village staff who prepared the report. The 2014 fiscal year ended April 30, 2014 and spanned 12 months. Total fiscal year revenues increased from $25.6 million in 2013 to $26.5 million in 2014, according to the report, while

total expenses grew from $24.4 million to $24.7 million yearover-year. A notable spike occurred in property and replacement tax revenue, which jumped from $5.2 million to $5.7 million. The 10.3-percent increase was due to a 9.2-percent rate hike, as well as new construction, the report stated, and happened despite property values in the village dropping in 2013. Additional tax revenue categories experienced minor decreases, such as sales and use taxes, which dipped from $4 million to $3.9 million, as did other taxes, a category that includes utility, hotel and motel, and telecommunications taxes. That dropped from $5.2 million to $5.1 million. Capital grants received by the village lept from $199,304 in fiscal year 2013 to $625,163 in 2014. Spending on police and community service, which shrunk from $7.4 million to $7 million, was the only expense category to see a major decrease year to year.
In fiscal year 2014, the village’s governmental funds increased $2.2 million to $22.3 million because of growth in grants, property taxes, state income taxes and other revenue sources, according to the report. Lisle’s general fund dropped $2.4 million during fiscal year 2014 due to the transfer of funds for various capital projects, the report stated. The difference between the original and final 2014 revenue budgets was a 6.5-percent increase, or $813,520, while the original and final 2014 expenditure budgets differed by 3.9 percent, or $496,020. The village’s capital assets at the end of fiscal year 2014 were $83.4 million, a $1.6 million drop compared to 2013, and includes land, buildings, vehicles and other property. Major capital asset undertakings in 2014 included street rehabilitation, the Four Lakes Bridge project, a pedestrian tunnel project on Main Street and a commuter tunnel ceil-
ing project. At the end of fiscal year 2014, Lisle’s assets exceeded liabilities by $117.3 million, compared to $115.4 million at the close of 2013. Also at the end of 2014, the village had $5 million in outstanding bonded debt made up of a bond issued for the Village of Lisle/Benedictine University Sports Complex. The village maintains a bond rating of Aa2 from Moody’s Investors Service. “Despite the challenges that continue to be posed by the economic environment, the village’s fund balance policy and fiscal conservativeness have helped to keep the village fiscally sound,” the report stated. Broda said Lisle is in good financial standing because the village doesn’t spend money it doesn’t have. However, moving forward, sales tax, state shared income tax and interest income could be cause for concern and should be monitored carefully, according to the report.

DuPage County officials tour Rev3 tech and manufacturing hub By NATHAN LURZ nlurz@shawmedia.com NAPERVILLE – Several DuPage County officials got a first glimpse of what many hope to be the future of the county’s economy during a visit to the Rev3 economic hub. The organization, which offers a Silicon Valley style space for technology and manufacturing startups, hosted a tour and presentation for board members of its partner group, Choose DuPage, and a number of elected officials Sept. 24. “The next salt shaker, the next clicker that revolutionizes the salt shaker or clicker – those are going to be designed on the computer and prototyped on a 3-D printer,” Choose DuPage President and CEO Greg Bedalov said. “That’s what we’re trying to do here.” The space, located on Northern Illinois University’s Naperville campus, features a number of offices, co-working areas and other resources to help foster business. Thanks to a partnership with Comcast, it also will offer what Comcast Officer of Government Affairs Tony Signorella called “the fastest [Internet] in the state” and a variety of data services. There are already 15 businesses signed up to use the facility, said Rev3 Lead and Choose DuPage Business Services Director Nick Zito – bringing the group halfway to its goal of 30 by the end of the

year. The incoming businesses include social media groups, a manufacturer, a sales professional, a Web developer and others. The development was “long overdue,” Zito said. There are 65 such hubs in the city of Chicago, he said, and before Rev3, the next closest one in the suburbs was in Rockford. Mike Hale, one of the first people to sign up for the new space, said Rev3 offered convenience and opportunity for his app development side projects. “There are so many – and so many underserved – technology professionals here,” he said. “The physical space I don’t need, I have a home office … but being around people to bounce ideas off of others and learn from others’ experience, the community side of it is great.” Hale said he commuted for years from his home in Warrenville to one of the many hubs in Chicago to work with and meet other tech-minded professionals. With its location in the suburbs, area entrepreneurs will flock to Rev3, he said. Getting and keeping those suburban businesses is at the center of the initiative, said DuPage County Board Chairman Dan Cronin.
He said the county had the infrastructure, entertainment and other “raw materials” to build a strong foundation for future growth. “It’s about helping to develop regional, national, and international relationships,” said Cronin “This is about ultimately harnessing the creativity of talented people and figuring out how it will make us more productive. It’s really exciting, it’s a lot of fun.” Other elected officials said they were impressed and ready to see the future of the initiative. “Where opportunity comes and where buoyancy comes and where prosperity comes is where risk and reward are related,” said U.S. Rep. Peter Roskam, R - District 6. “And there is so much potential here in this room – some people are going to be wildly successful, some people aren’t, and you know what? That’s economic Darwinism, and that’s the way it works. And so out of this comes real opportunity.” State Sen. Michael Connelly, R - Wheaton, said it was the next step in the development of the area’s Interstate 88 corridor. “It will be fascinating to see what products and companies emerge from here, and many of them will,” he said. “It’s even more fascinating to look at the space, see the white boards, think about the brainpower, ingenuity and innovation that will be here in DuPage County for the foreseeable future. It’s great for DuPage, it’s great for Illinois.”

They followed a trail of blood and found a gas can, its nozzle, burned towels and the suitcase near a floor panel that had been pulled up, according to the complaint. They continued to follow the blood, which led to Howard, the complaint stated, whom was suffering from self-inflicted stab wounds, according to the city release. Additionally, the paramedics found three knives and a lighter, the complaint stated. FBI Special Agent Frank Jack Sodetz III refered to the incident as “what appeared to be Howard’s attempted suicide” in the complaint. About 15 to 30 employees at the center were evacuated, according to the city release. An about 50-year-old male employee was treated at the scene for smoke inhalation. Howard was recently informed he was being transferred to Hawaii, the complaint stated. If convicted, he faces up to 20 years in prison and fines as high as $250,000, according to the FBI release. His next court date has not yet been scheduled, Hyde said. Air traffic controllers who normally work at the center in Aurora have been relocated to surrounding facilities, according to an FAA news release. The agency projects the Aurora center will be fully functional by Oct. 13. The administration announced Monday, in the wake of the fire, it would conduct a review of contingency plans and security protocols for major facilities.

A Naperville man charged with allegedly setting fire to a Federal Aviation Administration air route traffic control center in Aurora was ordered to be held pending his next court date after appearing Monday in Chicago U.S. District Court, according to FBI Media Coordinator Joan Hyde. Brian Howard, 36, 1307 Ivy Lane, is charged with one felony count of destruction of aircraft or aircraft facilities, according to an FBI news release. After the incident Friday, the Federal Aviation Administration issued a ground stop in the Chicago area, causing airlines to cancel, delay and reroute flights, according to an FAA news release. The administration handled 40 percent of normal daily traffic Friday at Chicago O’Hare International Airport and 30 percent at Chicago Midway International Airport. Flight reductions continued through the weekend and into this week. The act appears to be an isolated occurrence and there are no indications of terrorism or reason to believe anyone besides Howard was involved, according to a news release from the city of Aurora. A contract employee who has worked at the center about eight years, Howard allegedly entered the facility about 5:06 a.m. with a black suitcase, the criminal complaint for the incident stated. About 30 minutes later, a private message allegedly appeared on his Facebook account referencing the center, which was forwarded to law enforcement by a relative of Howard. Aurora Fire Department paramedics entered the basement of the facility in response to a 911 call placed at about 5:42 a.m. by a person at the center,

A tip about compensation
This is a response to the person who has an issue with tipping. A tip is not always “thank you for a good job.” In the U.S., we have a nice system where certain professions work either fully or primarily off of tips. When people work hard and do a good job, they are usually rewarded with higher compensation via the tip. On the other side, customers benefit because they either receive good service or they show their discontent via a low tip. Overall, it makes for better performing workers and more satisfied customers. Other cultures that do not use this system tend to be known for having poor

service in restaurants and such because their mentality is “why work harder than the next guy if you all make the same?” The statement about not needing to tip because the hairstylist is “… way overpaid” (regardless of the cost of the haircut) shows that there are still those who do not understand the tipping system in the U.S. or are just plain stingy.
Hairstylist should give a free cut during Christmas
After reading the Sept. 24 Sound Off about a hairstylist, this is my opinion for all of them. Most clients tip with every cut. At Christmas … sometimes a bigger tip or gift; I feel the stylist should give a free cut to the loyal customer. I’d love to hear other opinions if they agree, and stylists need not respond, only their clients.
Don’t teach Spanish without permission
This is America and learning another language should be a choice. This is the land of the free. My granddaughter is learning Spanish words in school without her parents’ permission. She’s in preschool. Please learn English and don’t teach Spanish without our permission.

Somehow, it doesn’t seem right to have a beer bash at our – and I say our – Arboretum. This is a family type organization and our taxes pay for it. They even have a rate for designated drivers. It’s the wrong thing for an Arboretum to do.

Hairstylists charging a lot of money for a haircut or color don’t necessarily get paid a lot. Remember that they are using superior products on your hair. We must tip them – a lot of the money they make comes from our tips. I always tip my stylist at least 20 percent on a $160 job. Otherwise, what motivation do they have to provide you with a superior service? I am loyal to my stylist, and she is loyal to me. She bends over backward to keep me happy. I’m sure a lot of that has to do with the profit she gets when I come in. That being said, a generous tip is always a necessity.

If you don’t like animals, leave them alone! If you do commit to the lifelong loving care of one, get it neutered or spayed. If you must find it a new home, try to find a new loving home before going to a shelter. If you can’t, then, and ONLY then, take it to a no-kill shelter. Do not let it fend for itself locked up, abandoned, or worse. There are millions of animals just waiting for another chance for a loving, forever home.

Benedictine to host Ferguson organizer for program remembering the Civil Rights Act SUBURBAN LIFE MEDIA LISLE – Benedictine University will host the Rev. F. Willis Johnson, pastor of Wellspring Church and one of the key organizers of nonviolent protests in Ferguson, Mo. after the police shooting of 18-year-old Michael Brown, for a program commemorating the 50th anniversary of the Civil Rights Act, according to a news release from the school. Johnson will present “The
Injustice of Just Us: Ferguson’s Struggle to Restore Hope in Humanity,” at 7 p.m. Oct. 9 on the second floor of the Krasa Student Center on the university’s Lisle campus, 5700 College Road, as part of The Civil Rights Act of 1964: Past, Present and Future. WHEATON – The Eighteenth Judicial Circuit Court in DuPage County has a new associate judge in Robert W. Rohm, according to a news release from the Office of the Chief Judge. Fifteen professionals from across the region were honored Thursday at Suburban Life’s inaugural Best Under 40 awards ceremony, including two from the Lisle area. The winners were nominated and selected based on their contributions to their career and community. The requirements were that recipients live in the western suburbs of Chicago and be younger than 40 years old. The awards were presented during a luncheon at Waterleaf restaurant at College of DuPage. “I’m really honored to get this award,” said winner, attorney and Lisle resident Tim Ritchey. Naperville marketing professional and honoree Jacqueline Camacho-Ruiz was unable to attend the event, as she was on a book tour in Miami. However, her husband, Juan Pablo Ruiz, accepted the award on her behalf. “She would be very honored and very happy to receive this award,” he said. Suburban Life Media Gen-

Creative Recycling Services, which has provided free electronics recycling to Village residents since 2011 under an agreement with DuPage County, recently terminated its contract with the County. The future of the Village's electronics recycling program is being evaluated as opportunities to assist residents in the proper disposal of electronics are explored.
POLICE WARN OF LATEST PHONE SCAM In a recent incident, a resident reported to police that she received several phone calls with a 954 area code from a person identifying themselves as representing Microsoft technical support. The caller told the victim that her e-mail account and computer were compromised and required immediate attention to prevent further damage or security breaches. The caller’s goal was to obtain credit card information and passwords from the victim. The Downers Grove Police Department wants our citizens to know that this type of scam is occurring frequently in and around our community. If someone calls or e-mails you claiming to be technical support for Microsoft or any other company: • Do not purchase any services from the caller. • Never provide control of your computer to any third party unless they are a reputable computer support team that you have contacted for assistance. • Report the incident to police. To the Electors of the State of Illinois: The purpose of a state constitution is to establish a structure for government and laws. There are three ways to initiate change to the Illinois Constitution: (1) a constitutional convention may propose changes to any part; (2) the General Assembly may propose changes to any part; or (3) a petition initiative may propose amendments limited to structural and procedural subjects contained in the Legislative Article. The people of Illinois must approve any changes to the Constitution before they become effective.
PROPOSED AMENDMENT TO SECTION 8.1 OF ARTICLE I OF THE ILLINOIS CONSTITUTION ARTICLE I – BILL OF RIGHTS SECTION 8.1. CRIME VICTIMS’ VICTIM’S RIGHTS.
(a) Crime victims, as defined by law, shall have the following rights as provided by law: (1) The right to be treated with fairness and respect for their dignity and privacy and to be free from harassment, intimidation, and abuse throughout the criminal justice process. (2) The right to notice and to a hearing before a court ruling on a request for access to any of the victim’s records, information, or communications which are privileged or confidential by law. (3) (2) The right to timely notification of all court proceedings. (4) (3) The right to communicate with the prosecution. (5) (4) The right to be heard at any post-arraignment court proceeding in which a right of the victim is at issue and any court proceeding involving a post-arraignment release decision, plea, or sentencing. make a statement to the court at sentencing. (6) (5) The right to be notified of information about the conviction, the sentence, the imprisonment, and the release of the accused. (7) (6) The right to timely disposition of the case following the arrest of the accused. (8) (7) The right to be reasonably protected from the accused throughout the criminal justice process. (9) The right to have the safety of the victim and the victim’s family considered in denying or fixing the amount of bail, determining whether to release the defendant, and setting conditions of release after arrest and conviction. (10) (8) The right to be present at the trial and all other court proceedings on the same basis as the accused, unless the victim is to testify and the court determines that the victim’s testimony would be materially affected if the victim hears other testimony at the trial. (11) (9) The right to have present at all court proceedings, subject to the rules of evidence, an advocate and or other support person of the victim’s choice. (12) (10) The right to restitution. (b) The victim has standing to assert the rights enumerated in subsection (a) in any court exercising jurisdiction over the case. The court shall promptly rule on a victim’s request. The victim does not have party status. The accused does not have standing to assert the rights of a victim. The court shall not appoint an attorney for the victim under this Section. Nothing in this Section shall be construed to alter the powers, duties, and responsibilities of the prosecuting attorney The General Assembly may provide by law for the enforcement of this Section. (c) The General Assembly may provide for an assessment against convicted defendants to pay for crime victims’ rights. (d) Nothing in this Section or any law enacted under this Section creates a cause of action in equity or at law for compensation, attorney’s fees, or damages against the State, a political subdivision of the State, an officer, employee, or agent of the State or of any political subdivision of the State, or an officer or employee of the court. or in any law enacted under (e) Nothing in this Section or any law enacted under this Section shall be construed as creating (1) a basis for vacating a conviction or (2) a ground for any relief requested by the defendant appellate relief in any criminal case.
EXPLANATION The Constitution sets forth substantial rights for crime victims. The proposed amendment expands certain current rights: 1) Victims are currently entitled to fairness and respect throughout the criminal justice process. The amendment would also provide that they shall be protected from harassment, intimidation and abuse. 2) Victims currently can make a statement to the court when a criminal defendant is sentenced to punishment. The amendment would allow a victim to be heard at any proceeding that involves the victim’s rights, and any proceeding involving a plea agreement, release of the defendant or convicted individual, or sentencing. 3) Victims may obtain information about conviction, sentencing, imprisonment or release. The amendment would require prosecutors and the court to notify victims of those events before they happen. The amendment would also grant additional rights to crime victims: 1) A victim would have a right to formal notice and a hearing before the court rules on any request for access to the victim’s information which is privileged or confidential information. 2) A victim would have the right to have the judge consider the victim’s safety and the safety of his or her family before deciding whether to release a criminal defendant, setting the amount of bail to be paid before release, or setting conditions of release after arrest or conviction. 3) The victim would have the right to assert his or her rights in any court with jurisdiction over the criminal case, but would not have the same rights as the prosecutor or the criminal defendant and the court could not appoint an attorney for the victim at taxpayer expense. The proposed amendment would not alter the powers, duties or responsibilities of the prosecutor. Further, a criminal defendant would not be able to challenge his or her conviction on the basis of a failure to follow these provisions.

Weber Grill elevates backyard barbecue LOMBARD – As the season turns and separation anxieties mount at the thought of backyard grills decommissioned until spring, one restaurant always provides a comforting phalanx of professional Weber grills and charcoal at the ready. This year marks the silver anniversary of the Weber Grill restaurant, which originated in Wheeling and today has locations in Lombard, Schaumburg, Chicago and Indianapolis. The restaurants are owned by the Illinois-based grill manufacturer. We visited the Lombard location, a handsome space with a playful motif that pays homage to the early days of the dome-lidded Weber barbecue grill invented in 1952. There are vintage photos in the dining room, a chronological display of actual grills above the bar in the Smokey Joe’s lounge where myriad TV screens are tuned to sports, and a life-size sculpture in the foyer of the grill’s creator, George Stephen, cooking on his Weber in front of the open kitchen. Outside the restaurant is a towering giant of a kettle grill, its sheer size lending an amusing exclamation point. The dining room has an inviting clubby feel, with an exposed-beam ceiling, wagon wheel-style chandeliers above the tables, expansive leather banquettes and ultra-comfortable, upholstered booths. A stone fireplace and rich wood accent the space. We opted for a booth, and our helpful server soon delivered warm pretzel rolls with a tangy cheddar butter. Steaks, barbecue, burgers, grill-fired pizza and seafood dominate the menu, but I didn’t need to ponder all the choices. I had to try the signature pork ribs with hickory barbecue sauce, and they did not disappoint. The tender, fall-off-the-bone meat was flavorful, and the sauce hit just the right notes of zesty, smoky

We were getting full, but couldn’t resist the seasonal creme brulee, whose flavor of the day was peach. We happily crunched through the crackling caramelized sugar atop the creamy custard. Splitting dessert does wonders to assuage the guilt of picking a rich confection. We paired dessert with a tasty cup of cappuccino prepared with Lavazza espresso coffee from Italy.

Lisle hangs tough in loss against Seneca By JASON ROSSI jrossi@shawmedia.com LISLE – A big play right off the bat seemed to be a good sign for Lisle’s football team Friday night. But then a penalty backed up the Lions. They couldn’t put points on the board on that drive, struggled on offense much of the game and suffered in a 14-7 loss against Seneca. “We could not get the foot-
ball away from them,” Lisle head coach Paul Parpet said. “We only ran 34 plays. When they have the ball and if they get a first down, it’s hard to get the ball back from them.” Seneca’s ground game presented a challenge for the Lions (1-4 overall, 0-3 Interstate Eight Small), one that they by and large rose to meet. The Irish grabbed a 7-0 lead, but Lisle responded with a fumble recovery and Grant Haen’s
2-yard scoring run to make it a 7-7 game by halftime. “Seneca pounds the ball in the running game, and I thought we held up pretty good,” Parpet said. “We had a couple little mistakes, but I think our young kids are coming along. Seneca is a good football team, and for us to hang in there with them, I’m proud of our kids.” Parpet said defensive tackle Jared Arellano and safety Mark Pivek led a strong defen-
sive effort. The 14 points were the fewest allowed by Lisle this season. The loss was a setback for the Lions as they look to battle for a playoff berth, but their 1-4 record is slightly deceiving. The four losses have come against teams with a combined 15-5 record, a strength of schedule most other teams have not had to face. “We’re losing to teams that are beating other teams,” Par-
pet said. “It’s not that we’re coming up short against teams we’re better than.” Now, Lisle hits the road to face a Reed-Custer team that has a similar offensive philosophy to Seneca. “They’re similar to Seneca in that they’re a ball-control team,” Parpet said. “They’re going to come at us with multiple options and spread the ball around. We’re going to have to play aggressive defensively.”

CHICAGO – Benet’s football team had cruised through the first four weeks of the season with comfortable wins in all four games. Then the Redwings faced a proud Marist team backed into a corner Friday. The RedHawks were semifinalists in Class 8A last season but entered Friday’s game needing a win to avoid being pushed to the brink of playoff elimination. The home team responded by dealing Benet a 21-7 loss, the Redwings’ first of the season. The RedHawks went ahead 7-0 midway through the first quarter on a 51-yard touchdown then doubled the lead with a 43yard touchdown strike early in the second quarter. Benet (4-1 overall, 2-1 East Suburban Catholic Conference) turned to Brad Sznajder as it sliced into the lead. Sznajder carried the ball four times for 86 yards and fell on a loose ball in the end zone to make it a 14-7 game with 3:40 to go before halftime. The teams battled for field position for much of the second half. An interception in the end zone ended Benet’s best drive of the second half, and Marist tacked on a late touchdown for the 21-7 win. The Redwings now turn their attention to Nazareth, which comes to Benedictine University on Friday night. The Roadrunners’ dynamic offense has lifted them to a 5-0 start. It seems like for the past decade, or even two, we’ve been debating the quality of NFL teams. Has pro football become truly mediocre, with no more than two, three or four teams really worth getting excited about? Or is everybody just that good? Many of us spent the better part of May, June and July bemoaning the difficulty of the Bears early schedule this year, with six of the first nine games on the road and five of those against 2013 playoff teams. Nobody wanted to listen when I warned everyone to relax, and tried to remind Bears fans that the way things change overnight in today’s NFL, that schedule might look a lot different by the time the Bears actually get to play it. Here we are just four weeks into the 2014 season, and not one of those teams the Bears face over their first nine games is over .500. The San Francisco and

We suspect they’ll be pretty good by then, but all we know at the moment is they struggled to get by the Raiders in Week 3, and Oakland is almost certainly the worst team in the league. Finally, there are the Pack-
ers, who’d been atrocious on defense and struggled to run the ball before coming to Soldier Field and letting the Bears run up 496 yards of total offense on them. Yet, they still found a way to beat the Bears, and by three touchdowns. Is there a lesson in any of this? Only that the Bears are about six or seven plays over four games away from being 4-0, or 0-4. As of this writing, they were seemingly like everyone else – of course, 2-2. And one more thing. Through four games, we still really have no idea who the Bears are, or who their main competition is going to be as they fight for a spot in the playoffs. It appeared after four weeks that the Bears offense was capable of playing with the best in the NFL. Or are they? For all the plays the Bears seem to have made and all their trips up and down the field, they were just 19th in the league in total offense and 16th in points per game through four weeks. Can that get a team to the playoffs, particularly when it’s
22nd in defense and 22nd in points allowed per game? In today’s NFL it can, as long as the team makes a few big plays along the way, and as long as the bulk of its competition is as mediocre as the Bears are. The Bears should continue to get better on offense. Defense is the big question. As the Bears learned from the Packers in Week 4, shootouts are awfully hard to win and even harder to control. But if you can score points, it only takes a few plays a game on defense in this league to steal wins. The good news for the Bears through the first quarter of the season is that other than perhaps Seattle, there’s no one in the NFC who’s going to run away and hide from them. The final question is, can they be just a little bit better than the rest, because there’s still plenty of time left, and it doesn’t take much in the NFL today.
