New Technology and Election Day Support This edition of the Voters’ Guide showcases many of the changes at the County Clerk’s office this election cycle. The Clerk’s office works with great effort providing solid leadership and integrity to the voting process in McHenry County. Our office now operates with new technology for our voter registration system that stores all voter information in digital and electronic format, eliminating the redundant filing of documents that are maintained. We have moved the Clerk’s office into the future. ELECTION DAY We’ve created faster and more accurate voter registration and check-in on Election Day. Electronic poll books have the ability to service all voters at the precincts. Logic and accuracy testing of all equipment ensuring a November Election Day without incident. ELECTION JUDGES We increased the number of election judges on Election Day to better serve the voters. Please contact our office if you would like to serve as an election judge in future elections.

ELECTION DAY COMMUNICATIONS COMMAND CENTER We now have a command center with 175 phone lines added at the Clerk’s office staffed with workers starting with early voting and going through to Election Day during open polling hours. Forty of those new phone lines are supporting election judges and workers. The phone system upgrading improves availability and provides an election community answering service center for assistance. The public can access this command center to find out where to vote and for information about voting registration services by calling 815-334-4242. STAFF IMPROVEMENTS A new, streamlined staff allows the office to run lean and more efficiently. Employees are now cross trained to better serve the community on Election Day. These changes along with new records technology and a communications command center will improve the voting process in McHenry County. Important Election Notes Concerning the National Registration Act

1. What happens if a voter who is registered for the full ballot moves more than 30 days before the election to another address in the jurisdiction? The voter can vote the ballot for FEDERAL OFFICES ONLY in his old polling place. He must also sign the “Address Correction for Fail Safe Voter” form. 2. What happens if a voter who is registered moves out of the jurisdiction more than 30 days before the election and did not transfer his registration? He cannot vote...Any voter who moves out of his jurisdiction more than 30 days before the election and who has not transferred his registration is no longer qualified to vote. HOWEVER, if the voter moved within his jurisdiction, he may still vote for FEDERAL OFFICES ONLY in his old polling place. 3. What happens if you have no record of registration in the polling place for a person who claims that he is (or has been) registered? In this case the judges must contact the election authority’s office to determine if the person is registered...and, if the person is registered, to determine which ballot the voter is entitled to vote. If the person is allowed to vote the FEDERAL BALLOT ONLY, he must fill out the “Address Correction for Fail Safe Voter”. If the person is given wwpermission to vote the full ballot, the voter must complete and sign a Challenged Voter Affidavit. Remember that Challenged Voter Affidavits require a supporting affidavit or two forms of identification.

4. Some jurisdictions will be using signature rosters rather than binder books. Do we still have to have two election judges check the signatures and addresses? YES...The two judges who check the signatures and addresses to verify the registration of the voter must be of opposite political parties and both must check the signatures and addresses. These two judges are now called the “VERIFICATION JUDGES”. 5. What happens if a person changes his/her name more than 28 days before the election? Can he/she vote? He or she may vote a full ballot if still residing in the same precinct. He/she must fill out a voter affidavit. If the voter has moved out of the precinct he or she may NOT vote. 6. What happens if a voter who is registered moves within 28 days of the election to an address within the same precinct? The voter is allowed to vote the full ballot if he/she signs a Challenged Voter Affidavit which explains that he/she moved within 28 days of the election. (If he/ she moved to another precinct within 30 days of the election, he/she is allowed to vote the full ballot in his/her old polling place if he/she signs a challenged voter affidavit.)
