Sandwich accepting applications for economic development, tourism director position
By ERIC SCHELKOPF eschelkopf@shawmedia.com
The city of Sandwich is accepting applications for the newly created position of economic development and tourism director.
In November, the majority of Sandwich City Council members voted to create an economic and tourism position.
“The director will provide a unified and coordinated economic development and tourism program, focused on activities which lead to successful economic growth and development citywide,” according to the job posting.
The person also will serve as the city’s grant writer and as the primary advocate for building a “strong, adaptive and equitable economy in the city of Sandwich,” according to the position.
The ideal candidate will have experience in economic development, tourism, and special event planning along with an undergraduate degree in business, marketing, public administration, planning or a related field. The position is part time and the person would work between 25 and 30 hours a week.

DeKALB – The DeKalb Public Library will host two workshops for patrons to learn about Medicare insurance options.
The workshops will be held at 11 a.m. Feb. 22 and 24 in the library’s lower-level Zimmerman Meeting Room, 309 Oak St.
The workshops are free and intended for adults and seniors.

We want business to come here. We don’t want to just keep taxing our homeowners because that’s all the revenue we’re going to get.”
Rebecca Johnson, 2nd Ward alderwoman
Pay will be dependent on the person’s qualifications. Given its size – Sandwich has a population of about 7,000 – Sandwich Mayor Todd Latham said the city does not need a full-time economic development director.
“We will get to that at some point,” he said.
Latham said the person who is hired will help the city be proactive when it comes to economic development.
“We’re not going to wait until people show up,” he said. “We’re going to go out and find businesses and companies that want to come here.”
The person hired for the position would help market vacant properties
within the city.
“We certainly have a lot of prime real estate out by the hotel that we need to start marketing,” Latham said. “We’ve had a little bit of growth, but we need to be a little more proactive in that.”
Latham said the city needs to use its residential growth to help fuel commercial growth.
“I’d hate to see us not take advantage of that,” he said.
Second Ward Alderwoman Rebecca Johnson spoke in favor of creating the position.
“We want business to come here,” she said. “We don’t want to just keep taxing our homeowners because that’s all the revenue we’re going to get. I’m absolutely in favor of hiring somebody that has the background or some knowledge of how to go about finding those businesses that are looking for a home.”
In addition to hiring an economic development and tourism director, the city also is looking to hire a code enforcement official.

‘Justice for Kaleb McCall’
Dozens protest for slain Sycamore teen amid ongoing juvenile court proceedings
By KELSEY RETTKE krettke@shawmedia.com
SYCAMORE – More than three dozen people held “Justice for Kaleb McCall” signs Feb. 14 outside the DeKalb County Courthouse in Sycamore, a show of support that Nichole McGarvy said she doesn’t believe is enough.
McGarvy, of Sycamore, said her son was only one of “many best friends” of McCall, 17, a Sycamore High School senior who was stabbed to death Sept. 7 downtown, just blocks from the courthouse.
D. McCall
McCall’s classmate, 16, is charged with murder in the teen’s killing.
“Kaleb was everybody’s best friend,” McGarvy said. “He was my son’s big brother when he needed him. When I had [a multiple sclerosis] relapse and I was left paralyzed, my son – who is 3 years younger than Kaleb – was at a really hard point in his life. [The] only reason he made it out was because of Kaleb.”
McGarvy said her son and others like him have struggled in the 160 days since their friend’s slaying and have trouble going to school as they mourn.
McCall, whose loved ones set up a GoFundMe fundraiser to support his family, has been remembered as kind, funny and hardworking. According to McCall’s obituary, he enjoyed bonfires, skateboarding, fishing, playing
video games and being with friends.
Police have alleged that a 16-yearold boy – who authorities have not publicly identified – stabbed McCall to death after an alleged disagreement between two groups of area youth, many of whom witnessed the attack.
Court deliberates over custody
The teenager facing charges appeared in court for another hearing Feb. 14 in front of DeKalb County Circuit Court Judge Joseph Pedersen. The teenager was charged Sept. 11 with multiple counts of murder, aggravated battery and armed violence, according to the DeKalb County State’s Attorney’s Office.
Pedersen has granted the Daily Chronicle limited access to the juvenile hearings. McCall’s parents also were present in the courtroom.
Represented by attorney Jim Ryan, the teenager appeared virtually from where he’s been held in police custody at the River Valley Juvenile Detention Center in Joliet since his September arrest. He did not speak during the hearing.
The teenager was ordered by Pedersen to remain detained as he awaits his next hearing, which is set for 11 a.m. Feb. 21. Under Illinois law, a judge must deliberate the status of a minor’s custody at each hearing.
The teen’s lawyer, however, has filed a motion for Pedersen to reconsider his release, court officials have said.
A ruling has not yet been made. Juvenile court records are not available for public viewing.
At the Feb. 21 hearing, Pedersen is expected to hear arguments regarding whether to transfer the 16-year-old from the juvenile facility to custody at the DeKalb County Jail in Sycamore.
If the teenager is transferred, his criminal case and court records could transition to adult court.

The teenager’s potential sentence also could change were he to be convicted as an adult.
It’s too early to say whether that will happen, however.
Prosecutor Roger Smith argued that the severity of what the 16-year-old is charged with would be better handled in adult court.
“The strength of the state’s evidence is not one of the factors in the transfer hearing,” Smith said to the judge. “I am not seeing anything in the evidence so far that has changed my position that this case is more appropriately dealt with in the normal criminal courts. ... I don’t think a juvenile court is appropriate.”
Ryan referred to evidence collected by authorities, including messages from the social media platform Snapchat, in relation to the stabbing.
“I would be more comfortable having all the evidence before a juvenile transfer hearing,” Ryan said.
“The petition was filed some time ago. I’ve granted several continuances for additional discovery to be provided,” Pedersen said in reply.
Public calls for accountability
Some gathered at the protest, including McGarvy, said they want to see strict punishment handed down for the
one they believe responsible for McCall’s death.
“I want to see Sycamore come out. I want to see Sycamore stand for justice for Kaleb,” McGarvy said. “This happened in their own town in the middle of the day. ... You don’t want to stand up so that maybe they can do the right thing here? ... Support the family. Support Kaleb. Support the kids.”
Signs emblazoned with “Long live Kaleb” and “Commit adult crimes serve adult time” littered the crowd.
Caitlin Arwen of Sycamore has a son about McCall’s age also at the high school. Arwen said she wants more people to show up for another planned protest in a week for the Feb. 21 hearing.
“It’s just been so disappointing. I feel
like as a community we failed to adequately support them as a grieving family,” Arwen said. “We’re failing this family. It’s really frustrating as another mom. ... I wish we had better systems in place to support these kids.”
What does justice for Kaleb look like for Arwen?
“It looks like some adult accountability,” Arwen said.

A CLOSER LOOK New on the course
A conversation with Sycamore Park District’s new superintendent of golf services
By CAMDEN LAZENBY clazenby@shawmedia.com
SYCAMORE – Paul Price’s love for golf came early, he said, reminiscing of day’s past as a child playing with a plastic golf set.
The new superintendent of golf services for the Sycamore Park District, Price, 31, said he fell in love with the Sycamore job posting. He spoke to Shaw Local News Network recently as he settles into his new gig.
Originally from Grayslake, Price replaced longtime Sycamore golf superintendent Kirk Lundbeck upon his retirement at the end of 2023. Before starting his new job in December 2023, Price was with the Grayslake Park District, where he created the Millennial Golf League, according to a park district news release.
Even as small patches of snow could be found on DeKalb County ditches over the past week, Price said there’s still plenty for him to prepare for the 2024 season at Sycamore Golf Club. He’s helped more than 100 children learn to play golf by leading and coordinating a junior golf camp and league and hopes to grow the game while connecting with the community, according to the news release.
Price sat down for an interview to chat more about his role:
MidWeek: Do you have any memories that really stick out from learning to play golf, or anything as a whole in the sport?
Price : Some of the fondest memories were when my dad would take us to the driving range or, when I was really young I used to have like a plastic golf set that you could just, you know, smack around the front yard. So, really those core memories is what I reference or I think back on in terms of starting to play golf.
MW: How has the first month and a few weeks gone for you so far?
Price: I’ve started back in this early December and it’s been going well. I’ve spent a lot of my time learning about ... what this course has to offer and just kind of getting acquainted with Donald who’s my pro shop manager. We’re ordering merchandise, we’re working on marketing pieces. We’re planning out capital improvements and maintenance projects. We’re getting the tee sheets set up. There’s so many things to do when the snow is on the ground or in the offseason.
MW: What’s your most proudest achievement in golf and in life?
Price: When I was in Grayslake Park District, in my marketing role, I was also helping with golf and was teaching part time, golf that is, and helping a lot with the junior camps. So my proudest achievement there was being able to really build that program. And in my – how long was I teaching there? – four or five years, I’ve helped hundreds of kids start or improve on the game of golf. And it’s really neat to see some of the kids I’ve taught as they were 10, 11, 12, 13 and then make the high school golf team. And [the children] come back to me and be like, ‘Man, because of what you taught me and the confidence
you gave me, I made the team.’ And that’s the best possible feeling you can get as a golf instructor. So I’m really proud of my time with that junior camp and I aim to bring similar results or a similar atmosphere to the junior program here at Sycamore.
MW: What does the golf director do when it snows on the
ground around here? What do you do in the winter?
Price: We’re keeping up. It’s a lot of merchandising, ordering for next season, doing assessments, inventory reports. It’s getting outings and events

and tournaments scheduled and confirmed for the next season. Again, capital projects, maintenance projects, cleaning, just generally keeping things operational and in a position where we can open and have a smooth transition to the golf season.
MW: What’s your favorite course to play on?
Price : There’s a course up by me called Royal Melbourne. It’s a private club. I really enjoyed playing that, but I love playing all sorts of courses and find each one to be unique and challenging within its own right. So I kind of just like exploring local courses around the area.
MW: If you could leave the area, if there’s any course in the world you could have the opportunity to play on, what sticks out to you?
Price: Some of the ones that’s kind of going back to childhood. My uncle’s a pretty big golfer, so TPC Sawgrass in Florida is huge, Pebble Beach is another one on the other coast. Those are two of the most famous ones that I constantly want to attempt to get out there one day in life.
MW: What’s your vision for the park district’s golf program here?
Price: My vision here is to provide or continue to provide a high quality experience for our customers while also focusing on the main values and mission and objectives of the park district as a whole. I just love golf. I like teaching golf and I am blessed to be in a position where the course is very strong, it’s a strong performing course, it’s popular. We get a lot of play and I’m just going to look for ways to further enhance that customer experience and build on top of what we already do really well.
MW: How can people get involved?
Price: First we’re doing a ‘Swing into Spring’ sale. We do this every year. It’s going to be 8:30 a.m. to 4 p.m. March 1 through March 3. We’ve got the clubhouse open, the pro shop. We’re going to do discounts on season passes, permanent tee times, handicap from the [Chicago District Golf Association] and then we’re going to have massive sales on merchandise and apparel. Cool stuff, just to kick off the season, try to generate some season passes and things like that And that’s probably the best way to support the course – and make sure you get your passing time.

1924 – 100 YEARS AGO
Plans are now being made by Judge and Mrs. V. A. Glidden to move into their new home on Haish Avenue, recently purchased from Albert Peak. The V. A. Glidden home, located at the intersection of South First and Bush streets, has been purchased by Mrs. Gottlieb Willrett, who will take possession as soon as Judge Glidden and family move into their new home.
With the report today from the DeKalb city school officials that the scarlet fever cases in this city were decreasing, health officials and townspeople in general took a brighter look at matters. Rumors have been current for several days stating that this city was in the grip of a scarlet fever epidemic but as yet the city and state health officials have not found the condition critical.
While in Aurora yesterday, G. S. Flint of Dekalb has an experience which though causing him no harm, was the means of damaging his Chevrolet sedan, which he was driving, to such an extent that he was compelled to make his return trip last night by rail. A train ran into Mr. Flint’s car, breaking the fender and causing other minor damage which necessitated the DeKalb man leaving the machine in an Aurora garage for repairs.
The three organized Shabbona Sunday School classes, Corinthians, Philatheans and the Brotherhood held a picnic social at the church basement Tuesday night. A large crowd was out and enjoyed a good supper and a general good time socially.
According to current reports that are verified in authoritative quarters, there is a possibility that DeKalb may have a new industry. The concern is a canning factory proposition owned by a big syndicate that has a number of plants in various parts of the country. Its corn-canning plant located in the central part of this state was burned down some time ago and the management has been looking around for a better location. DeKalb is among the possible locations in the list and the representative of the concern who was here was very well pleased with local conditions. The soil around here is ideal for the crops that the concern would put up sweetcorn and peas.
Just as Dr. F. N. Rowan was congratulating himself that the hog cholera menace has been again satisfactorily defeated a recurrence of the malady from the
territory south and west of Elva was reported and he has had a number of cases to treat from that vicinity.

A combination of ice and high water choked up the Kishwaukee River through DeKalb and offered the city crews something different in problems on Saturday. High water had reached the under portions of the bridge at Annie’s Woods, and the crews had dislodged floating ice there before moving up to the Lincoln Highway bridge, where a large flow offered another problem. Blasting powder was used to shake up the ice masses and the current starting moving it down.
Several reports were received this morning from residents of DeKalb that robins had been noted. Although the feathered friends were being welcomed by the residents the weather man failed to greet them with much enthusiasm. Mrs. Roesler of North Thirteenth Street stated that a group of seven robins were noted in the yard this morning while the family was having breakfast.
Yesterday a Cub Hobby Show was presented at the grade school gym in DeKalb by the Cub packs in the Kishwaukee District of the Chief Shabbona Council. Over 600 attended the afternoon session and last evening about 500 were present.
Burglars after thoroughly ransacking the Wayne Kisner home, Route One, Elburn, cooked themselves a hearty meal of bacon, eggs and coffee. When the
Kisner family returned home early Thursday morning, the home was found in a mess. The entire house was in disorder with all furniture and appliances having been moved. Contents of drawers were all thrown on the floors. Although a number of valuables were in sight, the only articles reported as having been taken were baby clothes. The box of clothes were gifts which had been given Mrs. Kinser at a shower recently.
Banking operations will be suspended for one day, Tuesday, Feb. 22, in honor of the birthday of George Washington. Announcement was made this morning that both DeKalb banks, the Dekalb Trust and Savings Bank and the First National Bank in DeKalb, will observe the rulings of the banking department. The day is observed in 46 states as a national banking holiday.
Two DeKalb County turkey growers were elected directors of the Illinois Turkey Growers’ Association at the recent meeting in connection with Farm and Home Week at the University of Illinois. Harvey Wenzel of Kirkland and Howard Kauffman of Waterman were the two DeKalb County men honored.

In order to learn more about the country and have a better understanding of the people and their customs, the 20 members of the fifth and sixth grade
Sunday School class of the Malta United Methodist Church have been studying about the country of Jordan. To climax their study, the students with the help of their teacher Mrs. Russell Roland and five guests (students at NIU from Amman in Jordan) recently prepared several Jordanian recipes.
Long awaited growth in DeKalb is finally arriving. Developers are planning projects of business, commercial, industrial and residential nature. Spokesmen talk in terms of millions and millions of dollars and hundreds of acres of land. The magnitude of the proposals is staggering. Four to six full-line department stores, maybe 50 smaller businesses, four or more motels, several restaurants and possibly a dinner playhouse, a lake, an ice arena, homes, apartments and office space.

Crum-Halsted Agency Inc., with offices in Sycamore and Genoa and Wine Serge & Co. LLC of St. Charles have announced the merger of their firms. Both Wine Serge & Co. LLC and Crum-Halsted Agency, a division of Wine Serge & Co. LLC, will continue to offer clients an expansive list of services including commercial insurance, personal insurance, risk management services and life and health benefits.
The Malta School District could be awash in red ink by next year. A report issued earlier in the week projects a steady decline in the number of district students. Fewer students could also mean fewer parents in the district to pay taxes.
The DeKalb County Forest Preserve was never in negotiations for the DeKalb County Rehab & Nursing Center property and therefore the City of DeKalb’s annexation of the Sycamore Road property is perfectly legal. That’s one of the arguments the city is standing by in the latest chapter between the two governmental bodies. Both sides are in litigation over who will claim the high-traffic sight along Sycamore Road.
The Genoa-Kingston Adult Youth Soccer Organization is going its own way. The program is separating from Sycamore AYSO in a move the G-K AYSO Board hopes will allow more children to participate in soccer, along with more volunteers for coaching, referees and board members.

Tim Volz, an investor in Rock’n Vodka, drove more than four hours Feb. 9 to be among the first to have Rick Nielsen of Cheap Trick sign his custom-made guitar at the Sycamore Hy-Vee.

Dozens flock to Hy-Vee for Cheap Trick’s Rick Nielsen
By CAMDEN LAZENBY clazenby@shawmedia.com
SYCAMORE – More than 100 people on Feb. 9 waited in a line snaking the aisles of Hy-Vee in Sycamore for a chance to meet Rick Nielsen, singer and lead guitarist for Cheap Trick.
Nielsen, founder of the Illinois-based classic rock band, wasn’t at the area grocer to perform. Instead, he was in town to promote Rock’n Vodka, a 100% sugarcane and gluten-free vodka created by Andy Roiniotis, Isabelle Roiniotis and Denny Trakas, according to the vodka’s website. Nielsen is co-owner.
Ronny Davis of Rockford was first in line for the bottle signing. He and his wife arrived about 1 p.m., or three hours before the event was scheduled to kick off. Davis said he wasn’t surprised to see more than 100 people turn out for the bottle signing.
“It is a big deal. When he’s around, it’s a big deal,” Davis said. “It’s a joy to come and see the guy. He’s a real nice guy.”
Nielsen, 75, was born in Elmhurst. He and drummer Bun E. Carlos formed Cheap Trick in 1973. Nielsen was inducted into the Rock and Roll Hall of Fame in 2016.
Andrew Cochran, district store director for the Sycamore and Peru Hy-Vee locations, said he was impressed by the crowd that turned up for Nielsen’s bottle signing.
“This is incredible. What more could you ask for?” Cochran said, giving credit to Hy-Vee’s wine and spirits assistance manager Gustavo Guevara. “Anything we can do on a Friday afternoon to pack the store, it’s awesome.”
Guevara said the bottle signing was “probably one of the bigger events” he’s ever put together, and he’s been with the company for nine years.
“[COVID-19] put a damper on everything, you know? So we stopped
doing these kinds of events,” Guevara said. “And now people are looking for something to do, so I said, ‘Hey, let’s put together these events and see what happens.’ ”
Guevara said he was thrilled with the response to the Rock’n Vodka bottle signing, but he was quick to point out that the store has other events to offer.
“I’m doing wine dinners, I’m doing all sorts of stuff,” Guevara said. “It’s amazing. Just a little shaking hands and kissing babies, and it’s like everyone knows me now. It’s awesome. This has got to be the best job I’ve ever had.”
Guevara also orchestrated the placement of more than a dozen beer-tasting tables, giving visitors in the crowd who waited to meet Nielsen something to sip on if they were willing to venture away from their place in line.
The vodka brand was not offering samples, but cases of bottles were offered for sale. Tim Volz, 62, who was second in line, said he drove 4½ hours from Batesville, Indiana, for the occasion.
“I got up at 7 this morning and headed this way,” Volz said.
When he arrived, which was around the same time as Davis, he said he wondered how many people would turn up.
Hours later, Volz said he thought it was cool to see so many people queued up.
That’s a good thing for Volz, because he said he’s an investor in Rock’n Vodka. So he didn’t mind spending a few hours making sure the display of Rock’n Vodka remained pristine, even as bottles were taken as quickly as he could arrange them.
Nielsen walked through the store about 4 p.m. to an eruption of cheers from those who’d been waiting.
When asked what he thought of the crowd that had gathered for his bottle signing, Nielsen offered jokes.
“I think they thought Chef Boyardee was going to be here,” Nielsen said.

New park to be built in North Grove Crossings
By CAMDEN LAZENBY clazenby@shawmedia.com
SYCAMORE – With funding secured, a new park could be coming to Sycamore in a matter of years, a Sycamore Park District official said.
Sycamore Park District will receive $348,300 from the Open Space Land Acquisition and Development program to develop North Grove Crossing neighborhood park, between North Grove and Overland roads in Sycamore, according to a news release from Gov. JB Pritzker and the Illinois Department of Natural Resources.
Sycamore Park District Executive
Director Jonelle Bailey said the project has been in the works since before she took the job in 2020. Before grant funding was sought, the district connected with the North Grove Crossing Home Owners Association to determine what locals envisioned as the future of the 2.7 acre space.
“We had a survey,” Bailey said. “We’d gone out to the park and asked the community to come meet us and give us their feedback and we had a survey online. So we got feedback from the community on what they were looking for in that location, and that’s kind of how we got the final rendering that we have listed online.”
Bids for contractors for North Grove Crossing neighborhood park will go out in fall 2024, Bailey said. Construction could begin early 2025, with a target opening date sometime during 2026.The new park will have a playground area with swings, a green roofed shelter with Americans with Disabilities Act compliant picnic benches, a cornhole or bags game set, a half basketball court, and an 8-foot wide trail around native savannah prairie foliage.
The future Sycamore park wasn’t the only project to benefit from state funding. Almost $55 million was awarded to 111 local parks and recre-
ations projects in Illinois, according to the news release.
Bailey said there are three intrinsic reasons park and recreation agencies are essential services for communities: Economic value, health and environmental benefits and socialization.
“You can be there with your family, with your friends, by yourself, take your animals,” Bailey said. “It’s a place where everybody can get together and connect, and enjoy being outside. It’s one of those things that you want to make sure that people have a place that’s safe, you have a place to play and recreate, and near their home.”
D-428 superintendent’s contract extended 2 years
By MEGANN HORSTEAD mhorstead@shawmedia.com
DeKALB – DeKalb School District
428 is looking to lock down its top education official for at least two more years.
The school board voted, 4-1, this week to extend Superintendent Minerva Garcia-Sanchez’s contract through June 30, 2026. The lone dissenting vote was cast by Vice President Steven Byers, and Board members Amanda Harness and Andre
Powell were absent.
In a statement, Garcia-Sanchez expressed appreciation to the school board for extending her contract.
Minerva Garcia-Sanchez
“I’m thankful to the Board of Education for their support and for renewing my contract through the 2025-2026 school year,” Garcia-Sanchez said. “I’m excited to continue our forward
momentum with consistency and focus on the success of our children.
We have an outstanding team of building and administrative leaders and educators who understand the importance of working collaboratively to achieve our strategic goals. We truly are better and stronger together, and I consider myself fortunate to be here at this point in time.”
Under her extended contract, Garcia-Sanchez is expected to earn an annual salary of $232,530.48, school board documents show.
It also comes with additional benefits such as an automobile allowance, insurance, and a district-issued cellphone and laptop.
The superintendent’s original contract was set to expire June 30, 2024. It had been approved by the school board on Jan. 5, 2021. Garcia-Sanchez first began her duties with the district on July 1, 2021.
Under her original contract, Garcia-Sanchez earned an annual salary of $210,000, school board documents show.
