SYCAMORE – Sycamore School District 427 officials recently proposed changes to a handful of student fees for the next school year. The school board will vote on the proposal next month. Assistant Superintendent for Business Services Nicole Stuckert asked the school district’s board to consider increasing a few fees while also eliminating one all together.
The student fee for Sycamore High School Agriculture classes would be increased by $10, from $50 to $60; extra high school graduation tickets (after the first five free tickets given to students) would see a 100% increase, rising from $5 to $10 and replacement student IDs would increase from $2 to $5.
At the same time, the $40 student fee for Sycamore High School’s technology help class would be eliminated.
DeKALB – Those wishing to take the Metra commuter train from Elburn into Chicago can soon park for free in downtown DeKalb before taking a bus to board the train.
The city of DeKalb unveiled its new parking plans March 15, the latest in a plan to spur more Metra users and accommodate travelers as the city digs deeper into whether a Metra station is feasible in DeKalb, according to a news release.
The program, dubbed “Park and Ride” by the city, is for riders using the Elburn Metra Station Route 12 from the city’s

“I think they’re reasonable, you know especially at the rate of inflation,” board President Jim Dombek said.
During the board meeting, Stuckert was asked by board member Micheal DeVito II what it would cost the district to cut all student fees, and if she ever saw fees going down.
Stuckert said the district currently brings in about $500,000 through instructional fees and eliminating them would cause ramifications throughout the budget.
“We bring in about half a million dollars with instructional fees, which doesn’t sound like a ton of money in our overall budget, but if you lost a half a million dollars, that equates to a lot of expenditures that I guess we’d have to look at. Thinking from a staffing perspective, because that’s our largest expenditure, so if we were to eliminate those instructional fees I think that would be detrimental to our budget
transit system.
The city’s Frost lot at East Locust Street between North Sixth and North Seventh streets will be dedicated to commuters wishing to leave their car behind, at no parking cost, to take the bus to Elburn and hop on the train from there.
The feature was set to go into effect March 20, according to the release.
“Park your car and leave the driving to us,” DeKalb Public Assistant Transit Manager Brian Van Hine said in the release.
As part of a way of gauging the public’s interest in a commuter rail service, the city recently announced that it is increasing the frequency of bus trips to the Elburn Metra sta-

overall,” Stuckert said. “I just think with the cost of everything going up, I don’t ever see those going down.”
The fee increases wouldn’t necessarily adversely affect the most financially disadvantaged families in the Sycamore school district because the about 850 students who qualify for free lunches also have their instructional fees waived.
Students who have a reduced lunch cost, but don’t receive free lunches, still have to pay their student instructional fees in full; however, Stuckert said the district works with families who are experiencing difficulties.
“We do work with families who aren’t able to pay it all up front. We have numerous families that are on payment plans,” Stuckert said.
Stuckert’s proposal also would formally remove the ability for Sycamore students to buy a pass to use the district’s field house on the weekends.
tion during regular service runs Monday through Friday.
The morning trips will increase from two to five trips, and the evening trips will increase from one to three trips. On Saturday and Sunday, however, the regular service run will not change but the times may have been adjusted.
The fare for that route, Route 12, will also be lowered as of March 20, officials said.
Riders on the Route 12 to Elburn can pay 50 cents – for the general public, down from $4 – for a trip. Northern Illinois University NIU ONE card holders soon will ride for free, a decrease from its former 50 cents fare.

SYCAMORE – College basketball’s March Madness tipped off this month, but it wasn’t the only tournament bracket the DeKalb County Convention and Visitors Bureau hopes is on the mind of northern Illinois residents.
The bureau is hoping to shore up some additional friendly competition this month, with a chance to enjoy some tasty fare along the way. As part of the March Madness season, usually reserved for college basketball, the bureau is encouraging community members to participate in a special bracket – this time with pizza.
“We’re doing a March Madness style pizza bracket with pizza places all throughout the county,” said Katherine McLaughlin, the bureau’s marketing director.
McLaughlin said the bureau’s main goal is to put DeKalb County on the map for people throughout northern Illinois. The bureau also wants to encourage DeKalb County residents to travel to different municipalities within the county.
McLaughlin’s idea was born to highlight different restaurants in DeKalb County while piggy-backing off of one of the largest college sports competitions in the country.
An avid college basketball fan, McLaughlin said she thought the annual tournament offered a perfect opportunity to kickstart the bureau’s newest campaign.
“Pizza and wings, I feel like, is always around sports and we have enough pizza places to fill up. We have 24 teams competing to fill up the bracket,” McLaughlin said. “Even when I was doing research I found there were places that I had never even heard of – and I feel like we’re pretty well connected with the county – so for me to not hear of them too was interesting.”
The DeKalb County Convention and Visitors Bureau’s March Madness Pizza Challenge features 24 DeKalb County restaurants known for their pizza.
Each day, from 10 a.m. to 10 p.m. voting is open in a head-to-head matchup between the pizzas of two DeKalb County restaurants on the bureau’s Facebook page. To vote, Facebook users must click on the specific image of the pizza they are voting for.
The 24 restaurants were randomly
seeded, so the bureau did not ascribe favorites or underdogs for their makeshift tournament.
“They were all placed randomly, so I just entered them in,” McLaughlin said. “It’s not a ranking, it’s just how it was entered into the bracket.”
Brad Hoey, special projects manager for the bureau, said he’s a big fan of McLaughlin’s idea and believes the initiative fits perfectly with the bureau’s goals.
“The great thing about doing it on social media is because our mission is really promoting our restaurants, our attractions and our events beyond our county borders, but we also do a lot within the county,” Hoey said. “And if somebody is like, ‘I didn’t know there was a place down in Sandwich, let’s go visit that.’ So somebody from Sycamore could be going down to Sandwich, Sandwich could be going to Somonauk
or Malta, Genoa to DeKalb and vice versa.”
While McLaughlin and Hoey said the pizza challenge fits the bureau’s mission, they both acknowledged their delight in combining their love of college basketball with their work, even if the connection is only abstract.
For DeKalb County Convention and Visitors Bureau Executive Director Cortney Strohacker, the perk of the campaign wasn’t it mirroring the basketball tournament but instead the food featured.
“I’m not a fan of basketball but I am a fan of pizza, so this is great for me,” Strohacker said. “They’re very much into the sports and stuff, and no, beyond baseball I don’t really get it. So the whole March Madness thing never really resonated with me, but when it came to pizza it certainly did.”
Since the tournament started last
week, the bureau has received great feedback, McLaughlin said, noting different residents in the area have told her they didn’t know some of the restaurants featured in the tournament existed.
Because the campaign runs on social media all of the featured restaurants are able to be linked in the bureau’s Facebook posts, further driving awareness and business for the establishments.
Strohacker, Hoey and McLaughlin all hope the extra attention helps the businesses that chose to participate. One of the best parts of their campaign, they think, is its duration.
“The cool thing about it is, it’s not just a one-day event, like St. Patrick’s Day,” Hoey said. “This is an event that’s going to go on for the duration of the tournament, and I think that’s a lot of fun.”

DeKALB – The Egyptian Theatre recently donated $3,000 to area high school and collegiate music programs thanks to funds raised by its February Jazz at the Egyptian event.
Music programs at DeKalb High School, Sycamore High School and Northern Illinois University’s Jazz Orchestra each received $1,000, according to a news release from the theater.
The sixth annual Jazz at the Egyptian on Feb. 4 featured performances by the DeKalb and Sycamore high school jazz ensembles, as well as NIU’s Jazz Orchestra and Jazz in Progress
This year’s donations bring the sixyear total to about $16,000 in support of local music programs, according to the release.
“We were so excited to bring Jazz at the Egyptian back to our stage this year,” Alex Nerad, executive director at the Egyptian, said in the release. “The need for arts in our community is continuously growing. This jazz program has proved to be incredibly beneficial for the youth of DeKalb County, which is why we find it so important to fiscally support and inspire them to be true artists.”
The Egyptian Theatre, 135 N. Second St., DeKalb, is owned and operated by Preservation of Egyptian Theatre Inc., a 501(c)(3) nonprofit organization.

DeKALB – DeKalb School District 428 has approved a $31.8 million plan to turn a Northern Illinois University building into a new elementary school by 2025 to accommodate north side families and reduce elementary classroom size.
The $1.86 million lease-to-purchase plan for NIU’s School of Nursing building, 1240 Normal Road, will renovate the space to open a three-section elementary school for the 2025-26 academic year. Costs to renovate the building will total about $28.5 million, according to district documents. Officials have said the plan won’t include a referendum.
The agreement was approved in a 4-2 vote amid time-sensitive concerns raised by some elected officials at a recent District 428 school board meeting. The dissenting votes were cast by board members Amanda Harness and Sarah Moses, while board member Jeromy Olson was absent.
Amonaquenette Parker, the district’s director of diversity, equity and inclusion, said students have long been telling the district that they don’t feel like they belong. She said the acquisition will in part address concerns raised by members of the district’s community
who say that a new school is needed.
“Despite our good intentions, we have perpetuated inequities since way before this [meeting] was being recorded,” Parker said during a March 7 board meeting. “Again, do we need to spend a couple more thousand dollars to hear what our parents, our students and our community is saying to us? ‘We need a school. We need something to call
At the school board’s Feb. 21 meeting, there was no presentation delivered regarding financials. However, there was financial information posted online in the district’s board documents for the public to view.
“We have a lot of opportunity with the land,” Harness said. “I just think we’re being pushed. This information is pushing toward one direction because they’re saying this timeline with NIU. But I feel like we have a really good opportunity with this land being offered to the district. I mean, I’m not ready. I’m not OK with the board making a decision in this moment.”
our own. We need a place where we can be fully engaged.’”
Not all school board members were in support of the plan, however.
Board member Amanda Harness said she’s not ready to make a decision.
“I think we’re rushing and we’re just jumping and pushing legit information thrown at us without full details,” Harness said.
Tammy Carson, the district’s director of facility and safety operations, said that while the three options for a new elementary school were on the table, none of them will address the district’s space needs entirely at all of the elementary schools, the early learning development center and both the middle schools.
Other options before the board had been to acquire new land and build a new elementary school for $38 million, with a referendum expected, documents show. A separate option had been to acquire the NIU building and demolish it, building a new elementary school for

Sawyer & Sons, Fifth and Lincoln Highway, who a short time ago erected a splendid garage and filling station have found it necessary to add more room, even more than that which they have acquired through renting two store buildings. Shortly after securing the agency for the Chevrolet automobiles the boys leased the store rooms occupied by Ben Peck and the Co-operative store. These buildings are used for sales rooms and a service station. Conditions have been brought to the attention of the garage men, which makes it necessary for them to have more room. The frame building standing between the garage and the old Edelweiss building is now being razed and the Sawyers expect to erect another brick structure that will add greatly to the value of the property.
With the past few days of mild weather, DeKalb will soon lose its garb of dirty-white snow and in many instances green grass is beginning to show. One place in particular where searching eyes may find a sprinkling of green is on the First Lutheran Church lawn, where the grass is coming through in fine shape. Damage done by the storm of two weeks ago may now be easily seen. Nearly every yard has more than its supply of broken branches and limbs. Spring cleaning this year will find that much attention will have to be paid to the work outside the house.
Glidden Switzer, DeKalb boy attending Antioch College in General Springs, Ohio, will send a test message over the radio tonight at 9:05 from the broadcasting station at General Springs, Ohio. The message is broadcasted from the station at General Springs and according to relatives of the boy who have received word, he is anxious to know if his friends in DeKalb will receive the message. Those hearing the message tonight are asked to call the Chronicle tomorrow morning so that reports of the receipt of the message may be made.
A sleighing party by the young people in Cortland might be postponed on account of the uncertainty of the weather.
For the purpose of keeping vaccines and serums at the proper temperature the year round, and to continue the store slogan, “progressive druggist,” Stills Inc. have this week installed a biological
refrigerator. The refrigerator is white, fits in very well with the fixtures of the store, and the chest has an ice capacity of 100 pounds. The one side is made up of several drawers which hold the various medicines that must not get above the average heat, which the other has a similar compartment below with the ice chamber above. It is stated that these biological refrigerators are used extensively throughout the south and their merits are now becoming known in the north.
The casketed remains of Pfc. Egbert Ogden Lovell, son of Mrs. Adeline Lovell, a World War II deceased member of the Marines from DeKalb, is being returned from overseas for final burial. The body of the DeKalb war hero was among the 3,257 Pacific war dead aboard the U. S. transport Walter W. Schwenk, which arrived in San Francisco. The body was interred in the Iwo Jima temporary military cemetery in Kazan Retto, but was returned to this country for final internment at the request of his mother.
Motorists whizzing down U. S. Highway 30 at night soon will have cause to remember the village of Shabbona. There will be little doubt in their minds that they are passing through a village with more than the average “git-up-and-git” when they see the modern lighting system which will illuminate the highway
for a stretch of almost half a mile through the heart of the business district.
Foxes in DeKalb County had better beware. August Groop of Sycamore recently sent for a fox hound by mail. The dog is named Fuzzy. He is expected to arrive any day. Mr. Groop has been telling his friends the merits of the West Virginian hound.
Chief of Police Horace Fothergill announced this morning that the police department of Sycamore had started a drive on motorists violating speed and not stopping at the proper signs. He pointed out that during the last few weeks motorists have been speeding excessively and have been ignoring stop signs. This is a direct violation of the laws of Sycamore. Chief Fothergill emphasized the fact that anyone caught during the drive would be fined heavily for the violation and if it is considered serious enough a jail sentence may be imposed.
Aurora – William Rolf, of Batavia, pleaded guilty to running two stop signs and chasing a fire truck, and paid a fine of $35 and costs. He was arrested by officers in a squad car who saw him driving 50 miles an hour. Asked about his hurry, Rolf had a good excuse. He thought the fire was in the Aero Welding Plane on the west edge of the city, which he owns.
Plans are being finalized by the DeKalb Park District for a creative playground environment at Liberty Park, situated on Lewis Street between 10th and 11th streets in DeKalb.
Officials of two law enforcement agencies said today representatives from their departments had photographed participants in the “silent communion” held on the NIU campus yesterday for the Indians at Wounded Knee. The 30-minute sit-in was conducted by members of the American Indian Assistance Committee at NIU. NIU Security Department Director James Elliott said one of the “younger officers” had taken pictures of the participants in violation of an “unwritten rule” of the department. He said there is an “understanding” among the department that no pictures are taken unless there is violence.
The DeKalb County Housing Authority voted to proceed with the plans to build a 20-unit low-income housing project on 3 acres of land at 14th and Lewis Street in DeKalb. The project, in the works since 1969, originally called for 36 units. However with rising construction costs, the housing authority’s $509,000 is enough to construct only 10 duplex structures.
After almost getting to the top for the last few years, “New Pennies” finally made it. DeKalb High School’s 1997 literary magazine, “New Pennies,” had received top honors in the National Council of Teachers of English competition. The NCTE holds a nationwide competition each year to judge the best of high school literary magazines.

$31.5 million with an expected referendum.
“This is a tremendous outcome for our students and families who live in DeKalb’s north corridor and for our community as a whole,” DeKalb superintendent Minerva Garcia-Sanchez said in a news release.
Garcia-Sanchez did not respond to additional requests for comment.
“More than 32% of the district’s elementary students live in this area, yet they must be bused to schools throughout the district,” Garcia-Sanchez said in the release. “Families here have been asking for decades to be heard about their desire to have a neighborhood school that helps remove barriers to learning, increases the ability of families to be more present in their children’s school and activities, and paves the way for a more sucessful education experience overall.”
Elected officials said they view the acquisition of the nursing school building as phase one of a plan to address space issues in the district.
“These options address the concerns at the elementary level, which Dr. Garcia-Sanchez just alluded to that we did identify as a priority by the unions, administration and the board as our top priority is to be focusing on elementary first,” Carson said. “Then, as funding is available and grants and others, we can look at the [early learning development center] and the middle school changes that need to happen to address those space considerations.”
The 9.1-acre NIU property at 1240 Normal Road consists of a single-story, 24,000-square-foot structure on the city’s north side that had been declared surplus real estate by university leaders.
In January, District 428 made a commitment to NIU to make a final decision regarding the nursing school building’s acquisition. The university last month extended that deadline to March 7.
Cindy Carpenter, the district’s director of business and finance, said NIU leaders have been flexible and understanding of the district’s needs.
Carpenter said that had the district not proceeded with the acquisition when officials had, NIU could not have started making the preparations to the site that will temporarily host the nursing school program while awaiting the completion of the Health IT Center.
Under the plan, NIU will temporarily relocate the nursing school to the Wellness and Literacy Building, 3100 Sycamore Road in DeKalb, so that the temporary space is ready for NIU nursing students this fall, according to school board documents.
That space, however, will require an estimated $950,000 in renovations before the spring, according to school board documents.
“That’s why we’re really looking
from a timing perspective in regards to deciding do we want to acquire the NIU building,” Carpenter said.
Board member Sarah Moses said she wanted the board to have more time to consider before the March 7 vote.
“I don’t think it’s prudent of us to rush,” Moses said. “The NIU building isn’t going anywhere. That NIU building is still going to be available to us. … It is our timeline, but I don’t think it’s wise to make a rush decision considering the options that we have and the things that we’ve been made aware. The fact that we’re getting this 12.5 acre land donation, this doesn’t preclude us from moving forward with the Roberts Building if we don’t vote tonight.”
The family of Raymond and Frances Katz recently donated two parcels of vacant land at the southwest corner of Dresser and Normal roads consisting of 12.25 acres to the district, according to school board documents.
Moses said she wants the board to be as transparent as possible with the public.
“Honestly, I think it would be unethical of us to vote tonight because we just got all of this financial information,” Moses said. “We just had a huge presentation about building a new school.”
Board President Samantha McDavid disagreed, saying she doesn’t think the board’s decision to acquire the NIU nursing school building hurts the land donation.
“I think it’s absolutely within district administration’s role and scope of work to make a recommendation to us that is within [Finance Facilities Advisory Committee’s] recommendations,” McDavid said. “We’ve talked about this quite a bit as a board but also as a group with FFAC. We’ve heard from the community. I do understand your hesitancy. But I also think time is of the essence if we want to move and have something opening in two years.”
Existing school boundaries may be redrawn prior to the opening of the new school based on the current demographic and student population data at that time, officials said.
This comes in response to a district goal supported by the school board in May 2021 to reduce all classroom sizes from 28 to 25 students at all the elementary school buildings and 35 to 30 students for grades 6-12.
The opening date for the new elementary school is anticipated by August 2025, documents show.
“That’s why we’re really looking from a timing perspective in regards to deciding do we want to acquire the NIU building.”

Dear Neighbor:
I have great news for your wallet if your furnace is over 12 years old. Allow me to explain...Every year, the months of January, February & March can be slow for my business. I employ great people and want to keep them working during these long, slow months. That is why I’ve come up with a Win Win Situation for both of us.
Every year, the big manufacturers of furnaces & air conditioners guess how many to build to meet the demand. Of course, they’re never exactly right. So, they always have some inventory that they must hold over until the next summer season. I went to one of these companies and contracted for the purchase of sixteen Deluxe furnaces and air conditioners in the four most
to promote their services, initiatives, general information and upcoming events. The display may be reserved once a month, no more than twice a year, and used in accordance with the library’s public services policy.
Representatives from the nonprofits are responsible for setting up and taking down their displays. Groups must also coordinate a time with library staff to set up and take down the display during their designated month. The library can provide acrylic stands and holders. All other materials must be
provided by the group.
For information or to reserve the display case, email samanthah@dkpl.org or call 815-756-9568, ext. 1701.
Largest paper snowflake exhibit
through April 10 at NIU
DeKALB – Northern Illinois University will host an opening reception for its art exhibit displaying the world’s largest paper snowflake.
The reception will be held from 4 to 7 p.m. Thursday, March 23, in the NIU Founders Memorial Library, 217 Normal
Road, DeKalb.
The event is free and open to the public.
The reception features photo opportunities with the snowflake, a createyour-own paper snowflake workshop, two talks featuring NIU experts, a timelapse video of the world record paper snowflake creation, real-time snowfall counts from Science on a Sphere and NIU student snowflake designs.
The first talk features Joseph O’Brien, an atmospheric science software specialist at Argonne National Laboratory’s Environmental Science Division, and Victor Gensini, associate professor in the NIU department of earth, atmosphere and the environment.
The second talk will be lead by NIU photography students and Jessica Labatte, associate professor and head of the photography department.
The snowflake was created by NIU students in Labatte’s ARTD 464 Advanced Photography Post Production class. The snowflake set a Guinness World’s Record for the largest paper snowflake at 44 feet, 6 inches.
The exhibit will run through Monday, April 10. For information, visit calendar. niu.edu/event.
popular sizes used in Kane County. And, because of the quantity and time of year, I was able to buy them at drastically reduced prices.
They are brand-new Deluxe Models. They are NOT the seconds or “blems” or standard “builder” models. They are factory-fresh furnaces and air conditioners and have a full 10-year factory warranty.
How To Get A Furnace For Peanuts
If you are interested in a new heating/cooling system (but only if one of the four sizes I have will fit your house, of course), I am “giving” you the furnace and all I ask for is the $941 in labor & material costs for installation along with the purchase of your air conditioner.
Perfect
I will come out and measure your home (and determine the availability of the proper size). Don’t forget, I only have 16 matched Deluxe Systems in four sizes. When they are gone, this remarkable offer ends also. Just call 815-758-8484.
Absolutely No Obligation
After I completely explain the installation, there is absolutely no obligation. If you decide you don’t want to take advantage of the spectacular savings... That’s OK.
You Can Buy With NO Cash*
You don’t even have to pay me right way. I have set up a terrific 0%* payment plan.
Fuel Efficiency Guarantee**
I’m so confident that you will save at least 25% on your heating and cooling bills (I’m projecting more like 30%), that I will pay you the difference for a year if you don’t! I’ll show you exactly how this works. If these heating and air conditioning systems were not among the best on the market, I couldn’t afford to make such a promise.
Why This Offer Can’t Last
I only have a few of each of the four sizes. When all of the air conditioners are sold and all the furnaces are “given” away, that’s it. There are no more at this price. Call Bre now at 815-758-8484 to set up an appointment for your no-obligation survey.
Warmly,
DeKALB – The DeKalb Park District was awarded $507,000 in Open Space Land Acquisition and Development grant funding from the Illinois Department of Natural Resources to help enhance accessibility of the Hopkins Park playground.
Upland Design Ltd. had been enlisted by the park district to help make replacement of the structure possible.
DeKalb Park District Executive Director John Shea said the park district being awarded state grant funding is a huge deal.
“The park district is really excited for this playground to enhance Hopkins Park for the community,” Shea said. “We believe it’s a great opportunity to put a playground there, a brand new playground again and putting it towards a premiere park site. We’re really excited that we’re able to enhance the playground for the DeKalb community for our current generations and future generations to come.”
Shea said the assistance from the state gives the park district some added flexibility.
“The grant allows us to expand the
scope as before we would say here are additional elements we could do at a later date where now we could do the whole project proposal that we had,” he said. “It allows us to do more at one time. Instead of just replacing the bigger structures, now it allows us to add more components to the playground so you maximize that play surface volume for the children’s needs.”
Along with accessible entry ramps to improve accessibility, the replacement playground will feature swings, play structure, benches, climbers, an orbit spinner, ring panel and a cozy dome, among other additions.
The park district anticipates closing off access to the playground beginning in the fall for construction.
Shea said the agency is eying a June 2024 completion date for the Hopkins Park playground replacement project.
The DeKalb Park District was awarded $507,000 in Open Space Land Acquisition and Development grant funding from the Illinois Department of Natural Resources to help enhance accessibility of the Hopkins Park playground.

SYCAMORE – After an initial vote was shelved, the DeKalb County Board last week approved a contract with the city of Sycamore for police to install license plate reader devices on county-owned traffic signal poles along Peace Road.
The installation for the license plate readers is meant to aid police investigations and allow for law enforcement to monitor traffic coming in and out of Sycamore for cases such as missing persons, car theft or crime tips, police officials have said. The cameras do no record a live feed, Sycamore Police Chief Jim Winters has said.
Winters told county officials that Sycamore police will start by retaining data collected by the license plate readers for 30 days, a length of time he said was the minimum required to make the data useful.
“Most departments store for 90 [days], some store for an unlimited amount of time,” Winters said March 8. “I think DeKalb stores for 90 but we chose to do it for 30 days.”
The 16-7 vote Wednesday to approve the agreement came after the County Board sent the initial request back to its Executive Committee for further review last month. The Sycamore City Council had already approved the intergovernmental agreement.
Winters has previously said license plate readers cannot be streamed on the internet, do not have facial recognition technology and most images captured from the equipment only show the back of a car where the license plate is.
Despite Winters’ assurances the license plate readers would help the department catch criminals, some board members including Democrats and Republicans voted against the agreement.
Tim Bagby, a Republican representing District 3, was one of seven board members to oppose the request. In an interview after the Wednesday vote, Bagby said he’s not a fan of more cameras around town.
“It’s there for law enforcement and public safety purposes, supposedly, but in the list of things that they’ve said they are looking for are things like expired plates or expired registration and stuff like that, which doesn’t seem to me to have anything to do directly with public safety,” Bagby said. “And I’m a little bit concerned that we could start monetizing, if you will, those cameras for purposes other than catching the Amber Alert.”
According to county documents, Winters submitted a new request March 1 that expanded the request the County Board considered in February. The initial request sought to place license plate readers on existing traffic
signals within DeKalb County’s rightof-way at the southwest corner of the Peace Road and Mercantile Drive and the southwest corner of the Peace Road and Puri Drive intersections.
The March 1 request included those two locations as well as three others, on poles proposed to be installed by the city of Sycamore within the county’s right-of-way, documents show. Those proposed poles will stand on the south side of Peace Road, west of the Peace Road and Illinois Route 23 intersection to read eastbound traffic; on the north side of Plank Road, east of the Plank Road and Route 23 intersection to read westbound traffic and the east side of Peace Road, at the intersection of Peace and Bethany Roads to read northbound traffic.
The proposal for three additional poles also requires approval from the DeKalb County Highway Department. License plate reader installation can move forward along Peace Road, however.
County Board Vice Chairman John Frieders, a Republican from District 12 who voted against the initial agreement in February and on Wednesday, said he has concerns about people being tracked by government agencies.
In response, Winters equated the devices to how the Illinois tollway tracks motorists.
“I do believe there are measures in place, this technology is very com -
mon,” Winters said. “I mean for years the [Interstate 88] tollway has it, has had the technology and all your cars –if you’ve driven on the tollway – it’s the same technology. ... The image is captured and then it falls off the system.”
Patrick Deutsch, a Republican from District 2, voted in favor of the agreement following February comments he made in support of the devices which could be used to aid missing persons searches.
Board members Jerry Osland, a Republican from District 12, Roy Plote, a Republican from District 11, Chris Porterfield, a Democrat from District 8 and Amber Quitno, a Democrat from District 3 also voted against the Sycamore contract.
Scott Campbell, a Democrat from District 7, who also opposed the agreement, said he’s concerned about access of data captured by the license plate readers.
“I’m concerned about who might have access to the data, what agencies and entities might be able to see those license plates for the 30 days they’re being stored on file,” Campbell said Wednesday. “And I feel that if the county is going to participate in this then the county should effect a policy of it’s own and make sure this is consistent with it and give county residents an opportunity to weigh in, and we didn’t do that.”
