DeKalb School District 428 modular classroom request gets initial approval

DeKALB – A DeKalb panel last week supported a bid by DeKalb School District 428 to allow a modular classroom to remain on site at Littlejohn Elementary School for two more years.

Action taken in a 6-0 vote May 15 by the DeKalb Planning and Zoning Commission, if upheld by the DeKalb City Council, allows the leadership in District 428 schools to plan for the elimination of the modular classroom in two years, when it is anticipated that a new elementary school planned for the city’s north side will come on line. Commissioner Bill McMahon was absent.

DeKalb District 428’s school board in March approved a $31.8 million plan to turn the former Northern Illinois University School of Nursing building, 1240 Normal Road, into a new elementary school by 2025. District officials said the need arose due to overcrowded classrooms as enrollment climbs in DeKalb.

The DeKalb City Council still needs to have a say on the district’s request to extend the special permit for two additional years.

The district’s special use permit, which ordinarily would allow the modular classroom at Littlejohn School, expires in June, city officials said.

The city had received two letters of support in reference to the modular classroom, to date.

One supporter, however, did seek more information about the school district’s request.

City Planner Dan Olson urged the panel to support the district’s request.

“The classroom has not caused any negative impact to the neighborhood,” Olson said. “It’s been there since 2017. It’s in the same location.”

Commissioner Trixy O’Flaherty echoed that sentiment.

“It’s in my neighborhood,” O’Flaherty said. “It’s been fine for years. It’ll be good not to have one because that’s better for everybody in the school.”

Cortland to open community splash pad this summer

CORTLAND – The town of Cortland will open a splash pad free for the community to use this summer, Cortland Mayor Mark Pietrowski said.

Pietrowski announced the summer plans in a recent social media post on his official Cortland Mayor Facebook page. The splash pad will be located at Suppeland Park at East Meadow Drive and Pampas Street in Cortland.

The mayor said funding was, in part, procured through a state of Illinois grant supported by state Rep. Jeff Keicher, R-Sycamore.

“Special thanks goes to state Rep. Jeff Keicher for his support in getting the town of Cortland a grant to help pay for a large part of this project,” Pietrowski said. “I would also like to thank the Cortland Board of Trustees for their vision and support of this proj-

Ownership of Ellwood-Mayo Mansion could change hands

DeKALB – After escaping demolition in 1994, the future of the Ellwood-Mayo Mansion in downtown DeKalb now lays in the hands of one of two interested parties: building owner James Hovis and tenant David Galica.

Hovis said the time is now to start considering the building’s future preservation efforts.

“It’s time to plan a transition, and David Galica and his cousin are very interested in preserving the building and continuing the process,” Hovis said. “That is part of the agreement I have with them, that they will do so in the future.”

Hovis is under contract as a mortgage holder on a loan that Galica is making payments to Hovis toward the purchase of the Ellwood-Mayo Mansion, 105 W. Lincoln Highway.

Galica acknowledged that there’s a lot of work that needs to be done to the Ellwood-Mayo Mansion, but he said they have lofty goals for the building.

“What we’re trying to do is get it into a position to put it on a historical registry,” Galica said.

Galica runs and operates two businesses out of the building: Armor Techs, an internet technology repair

shop, and DeKalb County Online, an internet news service.

Galica said both businesses are faring well for him.

The mansion originally was constructed in 1897 and now is undergoing improvements to help with preserving the building.

The Ellwood-Mayo Mansion was formerly home to Dr. Edward L. Mayo,

the son of prominent attorney and judge E.L. Mayo, historical records indicate.

Rob Glover, archives director, archivist and collection specialist for the DeKalb County History Center, said the Ellwood-Mayo Mansion has notable historical significance to the city.

“Where the house sits is actually where the cabin where Russell Hunt-

ley, who’s considered the founder of DeKalb, where his cabin was,” Glover said. “It’s a double significance. DeKalb is actually kind of founded on that corner.”

Galica said he’s likely put more than $100,000 into building renovations.

“While Jim has at least got the roofs repaired, the building’s been neglected for years,” Galica said. “Now that it’s under Armor here, we’re trying to go through and keep pushing through renovations. We’ve got several of the rooms renovated. The very front room was renovated and fixed from water damage issues and neglect to this building for years.”

Hovis said he’s also invested a lot of funding into the mansion, and he’s done it all without public assistance.

“My primary goal is to protect the building for future generations, and that’s what I’m in the process of doing,” Hovis said. “I replaced the pitched roof, the shingles. I put a Duro-Last membrane roof on the flat roof, which is the best you can get. It reflects 90% of the light that hits it. It has good insulation capabilities.”

Hovis said he’s long been fond of historic preservation.

DeKALB – DeKalb County area veterans groups, cities and organizers have set events throughout the county for Memorial Day on May 29. The events are a chance for community members and veterans to honor those who’ve died in service to the country.

Mayoral Memorial Day breakfast in DeKalb

Time: 6:45 a.m.

Location: DeKalb Elks Lodge 765, 209 S. Annie Glidden Road

The DeKalb County 40 and Eight, Voiture 207 will hold its 31st Memorial Day Breakfast at the DeKalb Elks Lodge 765 ahead of the city of DeKalb’s Memorial Day celebrations. Individuals can prepay for the breakfast for $10 by stopping at state Rep. Jeff Keicher’s office at 158 W. State St., Sycamore. The breakfast will cost $15 per person at the door, on the day of the event.

A short program will run from 7:30 to 8 a.m., following the breakfast.

At 8 a.m. there will be a motorcycle escort to the DeKalb Memorial Clock Ceremony, as well as the DeKalb, Sycamore and Genoa Memorial Day parades.

Soldiers and Sailors Clock Memorial Day ceremony

The Soldiers and Sailors Memorial Clock was built in 1921 in honor of the American soldiers who died during World War I. At 8:30 a.m. on Memorial Day, a brief ceremony will be held at the clock featuring a performance of “The Star Spangled Banner,” a laying of a wreath, a moment for prayer and reflection and the playing of taps.

The city of DeKalb Memorial Day parade will begin at 9 a.m. from the intersection of North Third and Locust streets and end on Linden Place, near the Ellwood House Museum.

community groups will march alongside local veterans organizations in the parade.

Scotty McCreery to headline Corn Fest

DeKALB – Country music singer Scott

McCreery will headline the 2023 DeKalb

Corn Fest’s sound stage, festival organizers recently announced. The free-to-attend festival, which brings thousands to downtown DeKalb for a celebration of summer’s end with live music, carnival rides, games, food and of course, corn, is set for Aug. 25 through Aug. 27.

In its 46th year, Corn Fest will be held along Lincoln Highway from First to Fourth streets in downtown DeKalb.

The musical lineup this year will open with Burn N’ Bush and 7th Heaven on Aug. 25. Project Nostalgia, The Relics, Austin Hopkins, Hi Infidelity and Spencer Crandall will grace the Saturday stage Aug. 26, followed by McCreery headlining that night. Sunday’s lineup includes Rockin’ Moxie, The Beaux Band and Whiskey Romance on Aug. 27. McCreery is a North Carolina native who won the 10th season of American Idol in 2011.

said. “Forty-eight years ago I moved to DeKalb, and one of the things that struck me was the beautiful green lawns here.”

Hovis said the reason he decided to buy the Ellwood-Mayo Mansion is easy to pinpoint.

“When I read in the paper that this building was going to be torn down for a strip mall, I stepped in to buy it, to block that from happening. I bought it,” Hovis said. “The two properties to the north of it had already been sold to the developer contingent on the developer buying the Elks building.”

Hovis maintains that he is not concerned for the mansion going into foreclosure or facing demolition should the expected change in ownership be completed.

“For one thing, if [Galica] ever decides to sell it, I have the first right of refusal to purchase it back from him,” Hovis said. “Part of the contract specifies how the building will be maintained. For instance, [there’s] magnificent oak woodwork on the inside of the building that’s never been painted. He’s

agreed to maintain the woodwork and not paint it, keep it in the form that it is. There’s a number of the provisions in the sale agreement to him that help to protect the building for the future.”

The building is expected to change hands by March 2026 at the latest.

Hovis said he would like Galica to take over a GoFundMe fundraiser he set up to raise money for the mansion’s preservation.

Galica said he doesn’t intend to use the GoFundMe account that Hovis established.

He said he believes Hovis set up that account “to get the deal from the bank” to help with building’s preservation efforts.

“I don’t like the idea of donations,” Galica said. “I would prefer that this company bills and earns. I’m fine with actually having investors that would actually like to earn a percentage. I don’t necessarily need donations. I just need community support to use my business that come to DeKalb County Online, get sponsored there. That’s sponsored. If investors would like to work with me, this business and some of the other people that are here generate rent and revenue – that’s how we pay bills.”

1923 – 100 YEARS AGO

The 30th of May was designated by the Grand Army of the Republic for the purpose of strewing with flowers or otherwise decorating the graves of comrades who died in defense of their country and whose bodies now lie in almost every city, village and hamlet churchyard in the land. And it is with us, the veterans of the world war, that the duty lies of redecorating the graves on this date and renewing our obligations to our state and nation. That the sacredness of the day may be fittingly observed, The American Legion asks the cooperation of all.

By the present progress the paving company is making in DeKalb, streets that are to be paved will be completed in about two weeks, according to information given out yesterday. So far there has been a total of seven blocks paved which will soon be open to traffic when the cement becomes seasoned. The big cement mixer is at present on the small stretch in the northeast part of town called Shipman Place. Here about two blocks of cement are being laid which will be completed sometime today.

All previous records in the number of prisoners at the county jail have been passed when the figure reached the maximum of 26 last night with the possible chance of two or three more today. At no time in the history of the jail has this number been reached, which is possibly due to the sheriff’s activity in securing every prisoner in his jurisdiction. The majority, of course are from Chicago and are cataloged as federal prisoners.

President Earl Wetzel of the Izaak Walton league has been notified of the shipment of several thousand fish that will be deposited in the Kishwaukee River in about two weeks. The Sycamore man was also told that a car load of the fish would be sent here from some time later.

Such an organization as the Barb City quartet is one of the assets of DeKalb which is helping to place the city on the map. While affairs held here are always more enjoyable when the singers appear, it seems that the surrounding town have the same idea, according to future dates of the quartet. Tonight the boys will appear in Malta, tomorrow night in Maple Park, and next week Friday at Burlington. The three engagements are for commencement exercises.

1948 – 75 YEARS AGO

A tremendous machine is being used to create parking space and the race track being constructed at Prather Field in the northeast part of DeKalb. The huge, cat-type tractor, powered by a Diesel motor pulls the tremendous scoop capable of handling about 20 yards of dirt at a time.

With ideal weather promised, large crowds are expected to witness the Illinois State Olympic trials for amateur bicycle riders, which will be held Sunday, May 23, the race to end at the Memorial clock on the Lincoln Highway in DeKalb. Over 40 are expected to compete and will ride a 135-mile course starting about 6 o’clock tomorrow morning at Harlem and North Avenue in Chicago and going west through St. Charles and Sycamore to Glidden road and then to DeKalb and making a three-lap run over

a 20-mile course before the race ends at the clock between Second and Third Streets on the highway.

It has been learned that as early as the year of 1913 talk was current about an elevator at the courthouse. Even today the county board of supervisors considers the project. Seems that the construction of the building makes installation of an elevator a real problem.

A drive, sponsored by the Foster Parents plan for War Children and designed to collect 200,000,000 pairs of shoes for the men, women and children of war devastated Europe and China is now in full force. Beginning on Monday, May 24, a large bin will be placed in the Miller-Jones store in DeKalb, where those who have old shoes may make their contribution to the drive. It is hoped that contributions in the DeKalb vicinity will be heavy enough to permit shipments on almost a daily basis.

Shortly before 7 o’clock last evening, the DeKalb Fire Department was called to the Mary Bullwinkel farm occupied by Morris Benson where a truck was in flames. The farm is located seven and one-half miles southeast of DeKalb. The truck burst into flames shortly after it had been driven into the barn but had been pulled from the barn before the flames could spread to the building. The engine and cab were badly scorched before the flames were brought under control. Cause of the fire was not determined.

Mrs. Marie Kline of Kirkland is looking forward to a visit with her sister who lives in Sweden and will make the trip to the States this fall. They have not seen each other for 43 years.

1973 – 50 YEARS AGO

Twenty-four members of the kindergarten class of Mrs. Mary Langley of the Malta elementary school along with the room mothers and student helpers toured the Roger

Hueber farm for the class spring field trip. Large and small animals were seen and a ride to the field on a hay rack to see how corn is planted was enjoyed by the group.

A woman has put the finishing touches to a Poppy Day display she built and put up in the window at the Harold Johnson Insurance Agency. She is a member of the Sycamore American Legion Auxiliary and used poppies in all the items on the display.

To celebrate the publications of a booklet on “The Story of the Windows” at The Federated Church, members and friends of the church will gather May 24 for a potluck supper. Color prints of all the art glass windows in the building are being reproduced in a booklet that will note the symbols in each window and in whose name the memorial or gift was made.

1998 – 25 YEARS AGO

Officials with DeKalb-based MicroSolutions Inc. say computer industry giant Hewlett-Packard is illegally using a patented technology, invented by the DeKalb company, to connect rewritable CD-ROM drive to PCs.

The pool of substitute schoolteachers is getting shallow in DeKalb County and across the nation. There are many reasons for the shortage, among them are smaller class sizes, a low number of substitutes, low pay, and limited to no benefits.

About 20 members of the DeKalb Fire Department participated in a live-burn exercise at an abandoned house west of the intersection of Peace Road and Fairview Drive on property owned by the Panduit Company. The firemen set fire to two smaller buildings before working inside the house. The firemen were able to work with live fires and smoke to learn what to do in an actual fire.

More than $5M in county road projects set for this year

SYCAMORE – More than $5.3 million worth of county road and culvert improvements is headed to DeKalb County this year, officials said.

DeKalb County Highway Committee Chair Patrick Deutsch, a Republican from District 2, said it wasn’t unusual for more than a dozen projects to be approved by the County Board in April.

“In the spring that’s when it all comes through, so that everything is appropriated so that the projects get done throughout the summer, through the construction season,” Deutsch said.

Of the more than $5.3 million worth of projects approved, $3.7 million is being spent by the county on road sealing, pavement marking, hot mix asphalt overlays, culvert replacement and roof restoration project.

The rest of the $1.5 million worth of projects aren’t being funded by county dollars, DeKalb County Engineer Nathan Schwartz said. Instead, those projects are paid for by the motor fuel tax dollars generated within the local townships seeking approval for the projects.

“That money the state of Illinois

collects, then distributes to the state, the counties, the townships, the municipalities and that is state money; and by state law the counties hold that [motor fuel tax], that state [motor fuel tax] dollars on behalf of the townships,” Schwartz said.

Interstate 88 is undergoing construction meant to widen the roadway this year. North First Street and Lucinda Avenue bridges are undergoing $5.6 million replacements, with detours expected to last through the process.

Fewer than 3 miles of West County Line and Lee roads – west of Shab -

bona, near the village of Lee – will be given a hot asphalt mix overlay by Advanced Asphalt Co., of Princeton, for $646,313, according to county documents. West County Line Road between U.S. Route 30 and the Village of Lee, as well as Lee Road between the county line and Tower Road were last paved in 1997 and 1996, respectively.

The 2023 resurfacing project will be funded by using $350,000 from state motor fuel tax funds and $350,000 from the county’s local matching tax funds, according to county documents.

Film noir program set for May 27 at DeKalb library

DeKALB – The DeKalb Public Library will host a presentation on classic mystery authors as part of its monthly film noir program.

The event will be held at 2 p.m. May 27 in the library’s lower-level Zimmerman Meeting Room, 309 Oak St., according to a news release.

The program is free and intended for teens and adults.

Attendees will discuss classic mystery authors and detectives. The program will showcase the authors’ best-known stories, main characters, and film clips. Authors include James M. Cain, Cornell Woolrich, Dashiell Hammett, Raymond Chandler and W.R. Burnett. The author this month is Dashiell Hammett. No registration is required to attend.

GENOA – The Genoa Public Library will host a mental health awareness lunch and learn program for Mental Health Awareness Month.

Roadwork is being done off Route 23, in subdivisions north of Sycamore Middle School.

A 2023 Sycamore Road District hot asphalt mix overlay project also was approved to Peter Baker & Son Co, for $532,320. The Lake Bluff company will construct improvements 4 miles of various roads in Sycamore, including Oakland Drive, Thomas Drive, Florence Drive, Henderson Road, Ellen Drive and Swanson Road, according to county documents.

“This is a typical start to the construction season coming out of winter, when the county is doing the spring preventative maintenance projects,” Schwartz said. “And we always have one or two contractors that are ready to get started right away and do DeKalb County projects before they get started in other counties.”

The largest Highway Department contract – $2,158,149 million – the DeKalb County Board approved in April was awarded to Helm Civil of Freeport, for 81 miles of seal coating to various county, township and village roads, according to county documents.

“We do have a lot of paving projects this year and not the typical big projects, this year here in 2023,” Schwartz said. “The big bridge projects – we have some coming up next year in 2024 that we’ll be working on, but this year is mostly pavement and small culverts for 2023.”

Common Grounds coffee shop to close in June

SYCAMORE – Common Grounds, a Sycamore shop known for its coffee, tea, smoothies and community gathering spaces, will permanently close in June, just shy of seven years of operation, owners Michelle and Jeff Foster announced this week.

The Fosters said they plan to go out with a celebration, however, and said that the decision comes with bittersweet feelings as the struggles of running a business have taken their toll.

Common Grounds’ last day open – an outdoor market – will be in front of the shop from 10 a.m. to 3 p.m. June 25. Jeff Foster said the outdoor art, music and food market is planned as a way to say thank you to those who’ve patronized their business over the past six years.

“Over the years, we’ve gotten so many warm expressions from people about how Common Grounds touched their lives, so I just want to say thank you,” Foster, 51, of DeKalb said.

The Fosters announced their plans May 16 via a post on the business’s Face-

book page.

“Alas, life has been hard on Common Grounds and the Foster family too. We

need our friends, encouragement and prayer,” the post reads. “Closing will hurt like heck. There is potential for

new ownership to turn things around, but right now we need to set a closing date.”

Foster said his bank account was in dire straights and would take all the help he can get.

The Sandwich City Council on Monday night gave the green light to a proposal to develop a community solar farm along Sandy Bluff Road.

City Council members unanimously approved a special use permit for Turning Point Energy to build a community solar farm on about 28 acres at 599 Sandy Bluff Road. The Sandwich Plan Commission at its May 9 meeting recommended approval of a special use permit for the project.

“I didn’t expect to be the financial person, I didn’t expect to be the barista, but what started out as an outreach evolved into a business more and more,” Foster said. “I needed to make some decisions that are business only, or business focused, and that’s what’s hard for me. My passion really is more for people than making money.”

The coffee shop opened in 2016 in downtown DeKalb. Foster said the first few years were a nice time, running the business was simple. However, the COVID-19 pandemic threw the business for a loop.

“In all, this will be a quiet neighbor,” Mendelson told City Council members. “There will be no glare and it will improve soil quality. There won’t be traffic generated and there will be no use of water or sewer. There will be no permanent parking.”

The project also will not negatively affect property values, he said. “We presented evidence to that.”

In addition, he said the project would not generate emissions or noise.

In July 2021, Common Grounds moved into its current location at 2180 Oakland Drive, Suite B, in Sycamore after a falling out with a landlord in DeKalb. Since that move, Common Grounds has struggled to make a profit, and around Christmas 2022 the shop lost money through staffing and inventory issues, Foster said.

Without extra help, Foster works as a one-man band – making food and drinks, opening and closing the shop and managing. If someone seeks employment at Common Grounds he can’t afford to hire them.

“I had one person who was a good hire – someone from before who came back – and I can’t even afford to pay her at this point. So that’s heartbreaking for me and I’m trying to help her meet with some people who may have a position,” Foster said. “It’s a tough time, it’s taken a toll on our family life, three teenagers at home, my wife works full time, she needs more of me available.”

Step back in time for 2023 Pumpkin Festival theme

SYCAMORE – An 8-year-old Southeast Elementary School student’s theme chosen for Sycamore Pumpkin Festival will offer a chance for pumpkin decorators to step back in time.

On May 17, “Pumpkins of History” was announced as the theme for the 2023 Sycamore Pumpkin Festival, Sycamore’s largest event. The announcement was made as schoolchildren and their families gathered on the front lawn of the DeKalb County Courthouse in Sycamore. The family-friendly downtown affair sees elementary school children each spring pitch a theme idea to the Sycamore Pumpkin Fest Committee.

This year’s contest winner is Harrison Rowland, who said he decided upon “Pumpkins of History” for his entry because he said he believes history is important and loves learning about the subject. The theme was selected out of 73 entrys from seven Sycamore-area elementary schools.

Rowland said he was surprised to have won, but winning the pumpkin theme contest runs in his family. Harrison’s mother, Sarah Rowland, won the contest in 1997 with the theme

“Pumpkin Fiesta” and said watching her son win was “very exciting.”

“We love Sycamore and this is a big

part of it,” Sarah Rowland said. Festival officials said they weren’t aware of any other parent-child duo

winning the theme contest in the festival’s lengthy history.

Harrison Rowland said he hasn’t decided how he plans to decorate his pumpkin, but there’s one thing he said he knows he’s excited about: riding in the Pumpkin Fest parade.

Allison Vavra, a fifth grader from St. Mary’s Sycamore, and Finley McDonald, a first grader from Southeast Elementary were selected as runners-up with their entries of “Pumpkins Walk the Red Carpet” and “ For the Love of Pumpkins,” respectively.

As runners-up, Vavra and McDonald also will get to ride in the Sycamore Pumpkin Festival Parade. All three will cut the giant cake, an annual tradition, during the opening ceremony.

Cindy Rowland, Harrison grandmother, said it was “very cool” to watch her grandson announced as the theme contest winner. “It’s a family thing. Like I said, they’re really into the Pumpkin Festival.”

Harrison Rowland won a $50 check for his winning entry, and Southeast Elementary will receive a $100 check from the Pumpkin Festival Committee for student enrichment. Vivra and McDonald each won a $25 check.

Pumpkin Festival will be Oct. 25 through 29.
