DeKalb split over proposed parental fines for ‘systemic’ youth misconduct

DeKALB – Shrestha Singh said the past few weeks have worried her as a woman who is expecting a child.
“I’m really wary of this ordinance, and I just had some questions,” Singh said. “I’m wondering if in creating it, there was conversation with community members, parents, teachers and social workers at [DeKalb High School],” Singh said. “I’m wondering if organizations like Family Service Agency or [Building Leaders Advocating for Change] Inc. who actually do work with young people in DeKalb have been consulted. Or the public health department, they see violence and public safety as a public health issue.”
The DeKalb resident was among several who voiced opposition May 22 to the City Council’s decision in a 5-3 split vote to beef up fines on parents whose children are found to have violated city codes related to keeping the peace. The dissenting votes were cast by Ward 1 Alderwoman Carolyn Zasada, Ward 5 Alderman Scott McAdams and Ward 7 Alderman John Walker.

Mayor Cohen Barnes likened the proposed plan to the city’s crime-free housing ordinance that the council adopted in the fall. Barnes previously called the reported youth misconduct “intolerable” and said he supports the plan.
“This allows us to, with discretion, hold the parent accountable,” Barnes said. “We’re not going to automatically fine ... drag everyone to court for every time their kid steps their toe out of line. It’s when it’s egregious. It allows our DeKalb Police Department to actually have some penalties for the parents to hold them accountable in a situation like that.”
Under the proposed changes, parents or guardians of minors found to have caused damage to a person or property in violation of city code could be fined by the city between $100 and $1,000 per offense, city documents show.
The city’s plan, if it holds up, was drawn in response to nuisances and disorderly conduct that had surfaced in the community and spilled into DeKalb schools over the past month. In one instance, a teenager was stabbed and hospitalized. Another teenager was charged in the stabbing and is in custody at River Valley Juvenile Detention Center in Joliet.

Sycamore City Council considers plans to fix Fire Station 1 or build anew on south side

SYCAMORE – The Sycamore City Council recently considered proposals to renovate Fire Station 1 or build a new one the city’s south side, two options that each would cost more than $11 million.
Kluber Architect + Engineers presented the plans to the City Council last week.
Before Chris Hansen and Habib Ansari of Kluber Architects spoke to City Council, acting Sycamore Fire Chief Bart Gilmore – who took over when Fire Chief Carl Reina was sacked months after assuming the role – gave the council a preface on the current condition of Fire Station 1.
Located at 535 DeKalb Ave., Sycamore Fire Station 1 was built in 1957 and served as a combination building for City Hall and the fire and police stations until 2003, Gilmore said.
There’s room for two fire engines at the station, but they have to be parked back-to-back, Gilmore said. That means if the front vehicle is out of operation, they both are, Gilmore said.
The 66-year-old building is not compliant with Americans With Disabilities Act regulations, contains asbestos, and is heated by a boiler almost as old as the building, he said. Firefighters manning the station have slept in the cold three times during the winter when the boiler went down, the chief said.
“On top of that, the windows are cracked,” Gilmore said. “I spent one night in this building during last winter – which I talk about all the time to these guys, and they’re very impressed with me for it – and you could hear the windows rattling, and I think that’s where the cracks come from.”
When asked by 4th Ward Alderman Ben Bumpus, Hansen said Fire Station 1 needs about $3 million worth of deffered maintenance. Nothing would need to be spent on the old facility, however, if a new one were constructed, Hansen said.
According to city documents, Kluber Architects + Engineers estimated a 5,900-square-foot renovation of the fire station would cost between $12.7 million and $15 million. Building a new station elsewhere would cost between $11.4 million and $13.6 million, the documents show.
The estimated cost to create a new station factors into the price of acquiring land, but does not include the cost of demolishing the old facility.
City Manager Michael Hall said Sycamore’s Finance Department would take Kluber’s projections and present
updated figures for at the June 5 City Council meeting.
A renovation of Fire Station 1 would take about 31 to 41 months. Building a new fire station is estimated to take between 25 and 33 months, according to city documents.
“You’re all probably looking me going, ‘I’ve never heard a construction project and design process taking this long.’ But the reality of today is we can’t get all the materials anymore, as fast as we used to be able to,” Hansen said.
Gilmore said he believes the Fire Station 1 is past its workable age, and hopes Sycamore City Council comes to the same conclusion.
Gilmore worked for the DeKalb Fire Department before joining Sycamore Fire Department last year. Gilmore aid DeKalb’s oldest fire station is a comparable age to Sycamore’s Fire Station 1.
Gilmore said he prefers to relocate and build a new fire station. Presently, fire engines stop traffic as they make multi-point turns to back into the bay of Fire Station 1.
Additionally, Gilmore said 74% of the department’s calls for emergency response occur on the city’s south side, meaning firefighters have to navigate through Sycamore’s most congested streets to respond.
“DeKalb Avenue is very busy. I would see it on a near daily basis of people making bad decisions driving-wise with a fire vehicle,” Gilmore said. “I worry about the liability to the city. I worry about hurting civilians. So, yeah, I think moving it somewhere else would be better.”

52nd annual art show part of KVAL June events

SYCAMORE – The Kishwaukee Valley Art League will host several workshops and events in June at Gallery On State, 322 W. State St. in Sycamore.
KVAL will host a meeting at 7 p.m. June 1 at Gallery on State, according to a news release. The meeting includes a painting with pastels demonstration by artist Nancie King Mertz.

What’s in store for DeKalb County from now through Labor Day

DeKALB – Summer is around the corner and in DeKalb County there’s a multitude of events, festivals and concerts to partake in between Memorial Day and Labor Day weekends.
Among the first festivals to take place is Genoa Days, a half week-long fundraiser for the Genoa Fire Protection District. It’s one of the three times per year Main Street in downtown Genoa is shut down, said Krissy Johnson, executive director of Genoa Area Chamber of Commerce.
“DeKalb County is a great place to live, work and play,” Johnson said. “And we have so many different activities.”
Here’s what’s going on in DeKalb County this summer:
Genoa Days
Dates: June 7 to 10
Place: Downtown Genoa
Hosted by the Genoa-Kingston Fire Department, the 87th Genoa Days is a four-day fundraising carnival that includes amusement rides, nightly entertainment, food, games and live music. $25 wristbands can be bought for festivities on June 8 and 10.
Genoa Days culminates on June 10 with a parade at 1 p.m. but it starts with a major announcement at 8 p.m. June 7 when the winners of the annual King and Queen contest, sponsored by the Genoa Area Chamber of Commerce, will be announced.
Malta Days
Dates: June 9 to 11
Place: Downtown Malta
Malta Days is a three-day festival that celebrates all things Malta. Complete with a carnival, beer garden and soundstage, Malta Days has most of the amenities other larger festivals in the area have.
A 5K tractor trot and car show are slated for the morning of June 10, and there will be live music the evenings of June 9 and 10, as well as the afternoon of June 11.
DeKalb Pride Fest and March
Dates: June 22
Places: Egyptian Theatre, 135 N. Second St., DeKalb
A LGBTQ+ friendly resource and
fun fair will take place at 2:30 p.m. June 22 in downtown DeKalb as part of Pride Month. The inclusive event is open to all ages and seeks to celebrate and promote visibility, acceptance and a sense of community for LGBTQ+ individuals in the area. A march promoting LGBTQ+ rights will go through downtown DeKalb at 6 p.m. before the Egyptian Theatre holds a free showing of the Netflix film “Freak Show” at 7 p.m.
Kirkland Lions 75th annual Fourth of July celebration
Dates: July 1 to 4
Place: Franklin Township Park, Kirkland
The 75th annual Kirkland Lion Fourth of July celebration is scheduled to begin July 1 and will continue until sundown on July 4 when a fireworks display goes off. According to the Kirkland Lions, it’s the largest fireworks display in northern Illinois. The four-day festival will have nightly music, a carnival and a food stand with a variety of American and Midwest food staples. On July 2, a car and tractor show will commence at 10 a.m. and a Fourth of July parade will start at 11 a.m. July 4.
Sandwich Freedom Days parade and fireworks
Dates: July 1
Place: Downtown Sandwich
Sandwich Freedom Days will kick off with a parade from downtown Sandwich at 10 a.m. that leads to the Sandwich Fairgrounds. That evening, just after dark, a fireworks display will take place for viewers at the fairgrounds. Admission is $5 – cash only – per vehicle. In the event of rain the fireworks display will be rescheduled for July 2.
DeKalb Fourth of July celebration and fireworks
Dates: July 4
Place: Hopkins Park, DeKalb
The city of DeKalb’s Independence Day celebration starts bright and early at 8 a.m. July 4 for the annual Independence Day Run and Walk, but the festivities don’t stop there. A magic show will take place in Hopkins Park at 2 p.m., alongside a variety of games, activities and food vendors. The DeKalb Municipal Band will perform at 7:30 p.m. and a fireworks display will go off 30 minutes after sunset.
17th annual Let’s Dance Big Band Weekend
Dates: July 7 to 9
Place: Duke Ellington Ballroom, 340 Carroll Ave., DeKalb
Just Make it Happen Productions is bringing back the Let’s Dance Big Band Weekend to DeKalb for its 17th rendition this summer. The four-day event will feature different musical acts each night. On July 7, an eightpiece band, on July 8, a 17-piece band and a cabaret dance, and on July 9, the Dick Elliot Orchestra from Chicago will perform. Those attending are encouraged to make a $10 donation per person.
Fizz Ehrler Memorial Turning Back Time Car Show
Date: July 30
Place: Downtown Sycamore
Hundreds of cars and motorcycles are expected to shut down the streets of downtown Sycamore on July 30 for the 23rd annual Fizz Ehrler Memorial Turning Back Time Car Show. The day-long car show will begin at 8 a.m. but participants will be able to select a parking spot as early as 7 a.m. Participants can register with the Sycamore Car Club before July 10 for $10 or they can register on the day of the show for $20. Registration is open until noon, opening ceremonies begin at 12:15 p.m. and awards for the cars in the show will be announced at 3 p.m.
Cortland Summer Fest
Dates: Aug. 11 to 13
Place: Cortland Lions Club, 70 S. Llanos St., Cortland
Cortland Summer Fest is a threeday event held each August. Details are far and few between about this year’s festival, but according to the Cortland Lions Den, the 2023 Cortland Summer Fest is scheduled for the second weekend of August.

Housing discrimination to be discussed at next lecture in History Center series
SYCAMORE – The June hybrid Brown Bag Lunch and Local Lore series at the DeKalb County History Center will feature a presentation on a residential segregation national project.

DeKALB – The DeKalb Public Library will host an autism acceptance event featuring magician and autistic self-advocate Cody Clark.

1923 – 100 YEARS AGO
In the May issue of the Furniture Journal, one of the leading furniture publications, appeared a reproduction of a one quarter page ad of the Wirtz and Wirtz furniture store of DeKalb, taken from The DeKalb Chronicle. The DeKalb furniture dealers feel highly honored over the publication as it shows they are live wires and good business men.
People of DeKalb and vicinity displayed an almost total disregard in respecting our countries’ dead heroes. The attendance at the parade and the exercises at the auditorium of the state teachers college was very light and clearly showed that little respect is held for the memories of those who have fought and given the supreme sacrifice in order that his country might enjoy peace and prosperity as a nation. The exercises of the morning were conducted by men of the Legion and pupils of Miss Hattie Cheasbro of the Haish School.
Special examinations were held in the office of the county superintendent of schools today for all those rural pupils who have failed in the examinations for the passing from one grade to another. Also for students who during the examination time were confined to their homes with illness.
First and second grade pupils of the Glidden school, with their teachers enjoyed a picnic to Annie’s Woods Monday afternoon. The children took lunches, and spent the time in typical kid fashion. Ice cream cones were provided by the teachers for the children’s enjoyment.
Orville Johnson of Shabbona Grove has a horse badly cut with barb wire from a runaway Monday.
Announcement comes today from the Illinois Power Company that steam heat will be turned off tonight shortly after midnight and will remain so until the colder weather next fall. The company so far has kept the heat up through the chilly weather that has been so prevalent in these last two months, and with the arrival of the warmer weather now, it will not be necessary to keep the steam pressure going. Merchants and others in the business district do not find much use for the hot water in this weather, so it is believed the announcement will be met with approval by users of the steam.
DeKalb’s camp ground, for the benefit of those who have not been there since opened this spring, is the cleanest and best kept camp ground in the state of Illinois and it might even be safe to say, along the Lincoln Highway.
1948 – 75 YEARS AGO
A woman drove up and parked in Sycamore this week in the business district, got out of her car and went into a store. Upon returning to the auto she stopped a pedestrian and asked if the parking meters were working. The passerby said that they were. The woman placed a nickel in the meter, got in the car and drove away.
DeKalb Avenue in Sycamore has been repaired except for one spot and this will be completed shortly. “Doc” Foster, superintendent of public works of Sycamore is as pleased as everyone else. Seemed he had a few folks on his neck constantly asking about the repairs. He said if he thought that street was rough, just try First Street in DeKalb. The naggers quietly went their way.
Pioneer days of a century ago will be vividly recalled when the centennial of the Johnson Grove cemetery near Waterman is celebrated. The old cemetery, oldest in all of DeKalb County, lies two miles south and one mile west of Waterman. It was laid out as a
cemetery just 100 years ago this spring to ease the last days of an ailing pioneer woman who knew that she was going to die, but didn’t want to be buried on the lonesome prairie where her grave would be forgotten, nor did she want to be buried in the yard of the family homestead. Sympathetic neighbors heard of her desires and a committee mounted and toiled one Sunday until the present site of the cemetery was found. The two acre plot was formally dedicated as a perpetual cemetery.
Aurora – Burglars at the Woolworths store went to the trouble of climbing over the roof to break into the place but got exactly nothing. The padlock on a grille on the roof was broken and a filing cabinet had been broken into but nothing of value was taken. The thieves left two dead flashlight batteries and several folders of paper matches.
Robert Wagner, working for Donald Sawyer of Victor has a narrow escape from serious injury Monday evening while working on the Morton farm which Mr. Sawyer rents. Mr. Wagner set fire to some corn stalks and on his last round of the field the equipment, known as a tiller, was too close to the fire and caught fire. Fortunately the main tractor run by gasoline did not catch on fire. The tiller was damaged, but can be repaired. The damage will amount to several hundred dollars.
1973 – 50 YEARS AGO
The installation of traffic signals at the intersection of Sycamore and Dresser roads is causing the realigning of the entrance of Hopkins Park, including the two monuments flanking the road. Workmen moved one monument this morning and began work on the second. One monument is dedicated to DeKalb’s children by the League of Women Voters and the city and the other to the father, mother and sister of the parks namesake, Judge Jacob Hopkins.
Ground controllers told Skylab’s astronauts today to conserve electricity as a result of a new power failure and renewed studies of earth’s resources were canceled for the day. Minutes after being awakened this morning, space station commander Charles “Pete” Conrad asked Houston if electrical specialists working through the night had found any way to overcome the new power shortage.
1998 – 25 YEARS AGO
A class of third graders at Cortland Elementary adopted a unique pet this week, one that sleeps a lot and eats honey-covered insects. He has quills that look like a porcupine, can jump several feet in the air and is nearly blind. Parsnip is an African Pygmy Hedgehog.
Northern Illinois University is upset with the builders of a “clean room” on campus which may bring a lawsuit over the matter. However, NIU is just a bystander in the dispute since the room was built using state funds and all contracts were handled from Springfield. A clean room is an environmentally sealed chamber where special projects are performed. These projects are extremely sensitive and require a dust-free environment. The clean room construction in the NIU Engineering Building was supposed to be state of the art. Now, university officials claim several mistakes were made during construction, making the room anything but dust-free.
A measure making its way through Congress may put Sycamore on the map for its part in the Underground Railroad. DeKalb County is home to at least six sites on the Underground Railroad which were safe havens for slaves headed north to Canada from the southern Confederate states.

DCCF donates check to Habitat for Humanity
SYCAMORE – The DeKalb County Community Foundation awarded a $20,000 grant to Habitat for Humanity of DeKalb County.
The grant will be used to launch a Home Preservation Program in DeKalb County, according to a news release.
The program provides repair major and minor services to low-income homeowners. The program also provides homeowners hand-ups to repay a portion of the project.

Wildflower seeds giveaway set for June 6 at DeKalb library
DeKALB – The DeKalb Public Library will host a wildflower seeds booth run by the DeKalb County Health Department.
The library, 309 Oak St., will hold the booth from 9 to 11 a.m. June 6 in the library’s main lobby, according to a news release.
The booth is free and open to the public.
Attendees can receive a wildflower seed jar and a proper waste disposal brochure. The booth also will raise awareness about upcoming electronics and hazardous waste collections, proper disposal and waste reduction strategies.

“This is a yes for me 100%,” Smith said. “We’ve got to give our officers the tools or this is going to be a failure for all of us.”
Not everyone, however, was on board with the proposed ordinance.
Walker said the plan put before the City Council for consideration feels rushed in his view.
“Right now, I just think it’s too early to decide on that,” Walker said. “We need a lot more clarity for this. … I know about the fight at the high school and how it went around the whole block and how our police get disrespect.”
McAdams echoed Walker’s sentiments.
“At this time, I will be a no vote only because I don’t think we have enough data,” McAdams said. “I’d like to see more data before I’d say yes. There’s too many questions and I’m not sure that it would work, but I’d be open to suggestions. I think it’s great that we’re all talking about solutions.”
Zasada told the Daily Chronicle earlier this month she originally intended to support the city’s plan. She said May 21, however, she had a change of heart.
“I am also a no at this point,” Zasada said. “I I found everyone’s communication this evening from the podium up front very compelling. I can really see it both ways. Ward 4 Alderman Greg Perkins questioned the merits of the city’s proposed plan.
“If there are already laws at the state level in place, why do we need additional layer locally to be able to hold those parents accountable?” Perkins said.
City Attorney Matt Rose replied, saying it’s another tool in the toolbox.
Police Chief David Byrd said he believes it’s important that everyone understands the urgency with which the matter needs to be addressed going forward.
“I just want everyone to have a clear picture that we have children grabbing police officers from around their neck, grabbing police officers who are on the commission of their duties,” Byrd said. “You have to understand that whole picture because now at that point as law enforcement we have to take action. We cannot allow for not just children or any adult to stop a police officer in the commission of their duties – that can’t happen. … This is a systemic issue. It’s been going on for a long time.”
Sid Kincaid, of DeKalb, said he would like the City Council to try to include more restorative practices into the plan.
“I understand that there’s a need for deterrence for being neglectful or not taking action,” Kincaid said. “But similarly with negligent landlords with the crime-free housing ordinance, there’s concern that we’re punishing the landlords who are being responsible. Why not do something similar with the parents? We’ve got something on the books that if we have to use it, we will but let’s not punish the parents who are trying to be responsible and just burdening them further.”
Further action on the city’s proposed ordinance is expected at the council’s June 12 meeting.

Stage Coach’s production ‘Love, Loss, and What I Wore’ begins June 1
DeKALB – Stage Coach Players is set to open its next production, the monologues “Love, Loss, and What I Wore” on June 1.
The play is scheduled to run for two weeks, according to a news release.
“Love, Loss, and What I Wore” is a collection of stories of mothers, fathers, sisters, brothers, friends and lovers. The Stage Coach production features 16 actors in a boutique that becomes home to a brief community rooted in shared memories and empathy.
The cast features Katy Beyren, Denny Boynton, Gloria Dennison, Allison Duffin, Karla Gulke, Mindy Kaplan, Lori Lay, Camryn Mason, Roberta Maxfield, Meg McGarry, Valarie Milbrath, Amanda Newcomb, Angela Schiola-Niemeyer, Mandi Sester and Amy Whelan.

MALTA – Kishwaukee College recognized 18 students for their completion of the college’s registered nursing program during a pinning ceremony.
The event was held May 17 at the college, 21193 Malta Road, Malta, according to a news release.
The ceremony included an address from Angela Delmont, director of nursing, and Barbara Leach, interim vice president of instruction. During the ceremony, each graduate was pinned by a friend or family member who supported them or acted as their mentor during the program.

Indian Valley Theatre accepting summer workshops registrations
SANDWICH – The Indian Valley Theatre is accepting registration for its Summer Children’s and Teen workshops. The workshops will be held at the Sandwich Opera House, 140 E. Railroad St., Sandwich, according to a news release.
The children’s workshop is open to children entering first through sixth grade. Attendees will perform “May the Rock Be With You,” by Alethia Hummel. DeKALB – The DeKalb Public Library will host an outdoor story time event to unveil its new Story Walk.
The event will be held at 10 a.m. May 31 in the Garden of Eden Park, 1343 Adam’s Way, DeKalb, according to a news release.

GERTRUDE F. STELLING
Born: December 28, 1924
Died: May 22, 2023
Gertrude F. “Gertie” Stelling, 98, formerly of Malta, Illinois, passed away Monday, May 22, 2023 at Lincolnshire Place in Sycamore.
Born December 28, 1924, on the family farm near Tilden, Nebraska, she was the youngest daughter of Albert Jacob and Rosa (Guentert) Hofer. Gertie attended a two-room country school and Tilden High School. After graduation, she took special training and received an elementary
teaching certificate. She taught in the rural school system for several years teaching all eight grades in one-room schoolhouses.
On May 26, 1944 Gertie was united in marriage to Bennett E. Stelling. Their early years together were spent living and working on farms in the Orchard and Tilden area. In 1957 the family left Nebraska and moved to Malta.
She was employed by the Wurlitzer Piano Co. in DeKalb and later worked at NIU for 30 years in the Accounts Receivable Dept. retiring in 1994 as Dept. Head. A great pie baker her famous coconut cream pie was a must have at family gatherings. Some of her hobbies were reading, crocheting, gardening, cards, billiards, watching Cubs games and seeing them win the 2016 World Series. Gertie was a member of St. John’s Lutheran Church in Sycamore since moving to Illinois.

She was a loving and devoted wife, mother, grandmother, great-grandmother, greatgreat-grandmother, daughter, sister, and aunt. She was a one-of-a-kind person never to be replaced who was dearly loved and will be greatly missed by her family. The family would like to extend special thanks to the dedicated and loving staff at Lincolnshire Place and ProMedica Hospice for their wonderful care.
She is survived by her son Ronald (Peggy) Stelling of Popular Grove and her daughter Susan (Douglas) Moore of Sycamore; daughter-in-law, Sue Stelling of DeKalb; four grandchildren, Michele Stelling, Scott (Shannon) Stelling, Dawn (Ray) Lindsey, Steve (Kate) Stelling; ten great-grandchildren; six great-great-grandchildren; and many nieces and nephews.
She was preceded in death by her husband of 67 years, Bennett; her son, Dennis Stelling; grandson, Eric Stelling; her parents; two brothers, Albert Jr. and Hans Hofer; her dear sister, Meta Freeman; and special niece, Phyllis Eraas.
A private service for immediate family will take place at Anderson Funeral Home in DeKalb, followed with burial at Fairview Park Cemetery. Rev. Paul Mumme of St. John’s Lutheran Church will be officiating.
