WEEK IN REVIEW Safe Passage facility plan headed to council By KATRINA J.E. MILTON kmilton@shawmedia.com

DeKALB – Safe Passage Inc. is one step closer to breaking ground on its new facility. On June 21, the DeKalb Planning and Zoning Commission unanimously voted to recommend the facility’s final development plan to the City Council. The council was scheduled to vote on the plan at its meeting Monday, June 28. Safe Passage is DeKalb County’s only domestic violence prevention and survivor advocacy center. Mary Ellen Schaid, Safe Passage executive director, said a new shelter is needed “because the current shelter is just too small and too tight to serve people in an appropriately therapeutic way.” “We need a bigger shelter, and the proposed shelter is about double the size we currently have,” she said. “Our current shelter just isn’t adequate in size.” On Dec. 14, 2020, DeKalb City Council

approved Ordinance 2020-077, which granted the rezoning of the Safe Passage site at 217 Franklin St. from the central business district to the planned development commercial district and also approved a preliminary development plan. DeKalb’s city ordinance required that a final development plan including architectural elevations, engineering plan, lighting plan, landscape plan and final plat be submitted for review by the Planning and Zoning Commission and City Council. Safe Passage is currently located in six buildings – five homes and one apartment building – along South Fourth and Fifth streets. The building at Safe Passage’s proposed site, the former DeKalb Clinic, was demolished in December 2020. The proposed building will be about 40,320 square feet and have two stories and a lower level. The new building will contain an emergency shelter, counsel-

ing services, administrative offices and an outdoor playground. The first floor will contain counseling services and administrative offices, the second floor will have 15 separate living quarters and about 54 beds for Safe Passage’s shelter and the lower level will be used for group therapy, children’s services and storage. A 22-space parking area is proposed to the east of the new building. Safe Passage has an agreement with St. George Greek Orthodox Church to use its 32-space parking lot, and there also are free city parking lots and street parking available in the vicinity. If approved by City Council, construction is planned to start by the end of 2021, with the facility opening in late 2022. Max Maxwell, chairman of the Planning and Zoning Commission, said the proposed facility is “wonderful.” “Of all the things our commission has voted on recently, this is one of the most important for the community,” he said.

SYCAMORE – The return to learn plan for the fall 2021 semester was one of the main topics of the Sycamore school board meeting June 22 at the Sycamore High School library. tancing,” he said. “Those results, as well as other research, will impact revised quarantine guidance.” Wilder said he anticipates some changes but does not know “what that will look like yet.” “I anticipate that face masks are going to be required to some degree, in some form,” he said. “I think masks will be required for younger students who are not eligible to receive the vaccine.” Wilder also mentioned that some extra precautions, such as additional cleaning protocols, will go back to normal.

“We have learned that the coronavirus doesn’t live on surfaces very long, and all the extra cleaning and disinfecting will not be required going forward,” he said. Wilder said two greatest areas of concern going forward are meals and busing, as “students are unmasked during lunch and there is close proximity on buses.” “There’s a lot we don’t know what will change or be required,” he said. “The next [Illinois Department of Public Health] school webinar is July 13, and I am hopeful revised guidance will be released before then.”

THE MIDWEEK DeKALB – The second concert in the Music at the Mansion summer series will feature Back Country Roads. It will take place Wednesday, June 30. The show will begin at 7 p.m. on the lawn of the Ellwood House Museum, 420 Linden Place in DeKalb. Back Country Roads is a six-piece Top 40 Country cover band from the northern Illinois area. The band consists of two lead singers (male/ female), two guitars, a bass guitar and drums. The band averages 100 shows a year and has opened for several national country acts such as Phil Vassar, Parmalee, Grainger Smith and Love & Theft. The opening act for the evening will be Misspent Youth, a three-piece bluegrass band based in DeKalb. The band features Dave “DK” Kolars on guitar, Dale Ludewig on banjo and Mike Warfel on bass. They will perform at 6:30 p.m. Refreshments are available for purchase. Fatty’s Pub and Grille in DeKalb will offer a selection of beer and wine, and food will be available from Big D’s Hotdogs. SYCAMORE – For the first time in more than a year, Marc Johnson was able to see joy on the faces of the athletes he coaches. Johnson is the coach of Opportunity House’s Special Olympics program, and his athletes participated in Special Olympics Illinois Region A’s Bocce Invitation held June 23 at Four Seasons Sports in Sycamore. The competition was the first invitational since the COVID-19 pandemic began in spring 2020. “It’s so great to see the smiles on their faces, the joy of participating in a competition again,” Johnson said. “Special Olympics gives its athletes physical exercise, the opportunity to build friendships among team members and other teams, socialization, confidence in themselves and the spirit of competition, where they’re doing their best to win the match.” Twenty-one athletes participated from two local organizations, Opportunity House and Kishwauke Special Recreation Association. “Our athletes are so excited to be back,” Region A Director Debbie Kelly said. “They’ve had several weeks of

“He’s just so excited to be getting back to sports,” Austin said. “It teaches him sportsmanship, socialization skills, and he can make new friends and meet new people. He’s been in Special Olympics for eight years, and it’s changed his life. I don’t think he’d have the opportunity to participate in these sports or activities otherwise.” Frank Slowinski of Sycamore has participated in Special Olympics for about 25 years. He has won the gold medal in bocce seven times at state. “I like bocce ball because it’s a lot of fun, and I like to compete in sports because [participants in] the competition are my friends,” he said. Jacob Collingbourne of Genoa has participated in Special Olympics for about 14 years, and he said he likes “getting together with people.” “It felt empty this past year without Special Olympics,” he said. “There was not much to do without the sports I play. I look forward to sports because it’s good exercise and there’s a thrill and excitement. I’ve really missed it.” A Special Olympics softball tournament will be held in Elgin at the end of July. DeKalb’s Fourth of July festivities will take place Sunday, July 4, at Hopkins Park, 1403 Sycamore Road in DeKalb. The Independence Day 5K will begin at 7:30 a.m. Results and medals will be administered after the last runner returns, or no later than 10 a.m., and will be distributed electronically. The fee is $25 to participate and includes a race bag with bib, participation medal and T-shirt. Register online at dekalbparkdistrict.com or runsignup.com. On-site race day registration will be accepted; however, a race bag is not guaranteed. Participants are encouraged to come dressed in red, white and blue. There will be on-site DJ entertainment from 3 to 7 p.m., food vendors from 3 to 9 p.m. outside the Hopkins Park Shelter and the DeKalb Municipal Band concert at the Dee Palmer Band Shell from 7:30 to 9 p.m. The fireworks start about 30 minutes after sunset. Sandwich’s annual Freedom Days celebration will be Saturday, July 3, at the Sandwich Fairgrounds, 1401 Suydam Road in Sandwich. NIU requires on-campus students to be vaccinated By KATIE FINLON

kfinlon@shawmedia.com DeKALB – Cass Kamp said she’s looking at mostly in-person classes for her upcoming last baccalaureate semester as a psychology and rehabilitation and disability services double-major at Northern Illinois University – which works out for her, as she feels she performs better in in-person classes. Kamp said she had the more traditional college experience before campus had shut down because of the COVID-19 pandemic. When she received the email from NIU officials on June 23 saying that on-campus students would be required to get the vaccine in order to live on campus or attend in-person classes, she said her initial reaction was being somewhat unnerved by “being told what I can and cannot do with my own body.” But Kamp thought about it more and realized she already was required to receive other immunizations in order to attend the Illinois public school, she said. She also elected to get the Moderna vaccine earlier this year anyway to help mitigate transmission risk as a private swimming instructor and to be able to spend more time with

Kamp’s comments came after NIU officials announced June 23 that students living on campus and taking in-person classes will be required to get the COVID-19 vaccine with a $100 credit as an incentive. NIU President Lisa Freeman said in an email to students that university staff is focusing on “returning to a more traditional semester” for fall 2021. She said the university will require and provide the incentive for all students who live in residence halls,

are in face-to-face classes or participate in in-person research and artistry. Freeman said students in only online classes are exempt from this requirement and incentive. “We realize that the limitations COVID-19 imposed on in-person and residential activities in 2020-21 had negative consequences for our community’s academic, social and mental health,” Freeman said in the email. “We know you want to resume activities that enhance your personal, academic and professional growth, and we share this aspiration. Throughout the pandemic, the university has been closely monitoring evolving scientific evidence and public health guidance, and we recognize now that the most effective way for our campus community to accomplish these goals is through COVID-19 vaccination.” Students who are living in residence halls or Northern View are required to receive either dose of the two-dose Pfizer or Moderna vaccines or the onedose Johnson & Johnson vaccine before they move into their rooms for the upcoming school year. Students not living in university housing but are taking in-person classes should receive the second dose of their vaccines by Aug. 20, university staff said.

Students who show proof of vaccination to university officials on or before their deadlines will get $100 each, according to the university’s statement. They may choose to receive the $100 in a refund or have it applied to their fall 2021 account balance. In a separate June 23 email to NIU employees obtained by Shaw Media, university officials wrote the university will not require employees to receive COVID-19 vaccines. However, all employees will be added to the weekly surveillance testing pool beginning in mid-August and can be excused from testing if they are fully vaccinated or if their supervisors can verify employees are working entirely remotely. Students will be able to request exemption from the vaccine requirement for documented health or religious reasons, and more information on how to request exemptions will be provided in the coming weeks, NIU officials said. Freeman said all students participating in organized extracurricular events and activities will be expected to follow relevant Centers for Disease Control and Prevention and Illinois Department of Public Health guidelines.

9 The DeKalb Public Hospital Board of Directors last night voted to establish a medical-surgical intensive care unit separate from the present coronary care unit.

Carnivals may come and carnivals may go, but if DeKalb ever gets a better one in the city than it has this week, Sol’s United Shows, it will have to be one of the very best traveling the country. The shows, which are located on the Evans lot east of the city, are of the cleanest variety, the various stands are operated within the law, it is said, and there is not a stand on the ground that is loaded with junk. By special arrangements, The Chronicle is going to give sport fans of the city a detailed description of the big fight Saturday at Jersey City when Dempsey and Carpenter meet for the title. The arrangements completed today by the paper will give the fans the story of the fight blow by blow, there being a continuous wire up from the time the first bell rings until one or the other goes down for the count or the last round. Taylor Divine of Market Street in DeKalb attended the carnival last night, and as he lives on Market Street, drove the Ford over to the grounds, in order that he might get home quickly should it begin to rain. However, when Divine went after the car it was not found, and the matter was reported to the police. Chief of Police Riddell today warns all people about leaving their automobiles near the carnival grounds with the keys in, ready to go, as there seems to be a gang of kids in town who delight in taking some car for a joy ride now and then. Thorough and continued investigation in recent weeks on the part of the thistle commissioners of the various townships of the county have proved that the Canada thistle has gained even stronger foothold in this locality than they had supposed possible. Frank Riddell, chief of police of DeKalb, today received a letter from a police equipment firm in Hamburg, Germany, explaining the merits of a whip which is supposed to be the most effective instrument for the use of police anywhere. The whip, according to the literature, paralyses the muscles but does not break the bones. Chief Riddell says he has no use for such instruments in the handling of unruly here, but later on may send for one of the whips as a novelty.

The plane ground-looped and struck a lightpole and fence, Maxson being thrown out of the plane. Andrew Valeo, arrested early this morning and charged with disorderly conduct, was given a hearing this morning before the police magistrate but the case was continued until Monday and he was still confined to the city jail.

Twenty-four veterans are waiting anxiously for 24 new homes to begin to take shape. For some time now, this project has been underway and seems that now things are really beginning to develop. The land at the end of Lincoln Street in Sycamore in the east end of town is being surveyed preparatory for the abstracts which are to be drawn up soon. In a few days, more definite views will be able to be given on how this work is coming along. That the police department had a busy day yesterday was evidenced by the police blotter with notations of all types being on the book. Accidents, ambulance calls, numerous complaints about fireworks, report of a stolen bike, an arrest for running a stop sign, and other notations dotted the blotter. Blueprints for the new addition to the Sycamore Municipal Hospital may be viewed by the public at the Chamber of Commerce office at any time. The actual construction of this new building is pending the results of the letting of bids. The last addition for the hospital was in 1939 and was located and connected to the south of the original structure.

Sycamore Excavating Company of Sycamore is at work tearing down the old Salem Evangelical Lutheran Church, located on the corner of Charles and Somonauk streets. Most of the windows, doors, woodwork and other furnishings in the old stone building were auctioned off at a recent sale. A majority of school superintendents from the 11 districts in the county expressed favorable opinions of a centralized program for Trainable Mentally Handicapped at the now-closed Notre Dame facilities in DeKalb.

Restoration of DeKalb’s Soldiers and Sailors Memorial Clock has begun. The 75-year-old clock was disassembled and removed from its location along Lincoln Highway near Third Street on Thursday to begin a monthlong renovation process. When the work is finished, the clock will become the centerpiece of Memorial Park, to be located at the northeast corner of Lincoln Highway and First Street. DeKalb County and the developers of DeKalb Market Square have reached an agreement which will provide area wildlife a new natural habitat, and may provide residents an eight- to 10-screen theater. The wetland would have been located on a portion of “lot 13” immediately to the east of the Super Walmart, which is now under construction. The poor and middle class wind up paying a higher percentage of their income in state and local taxes than the rich do in most states, according to a study released today by a liberal-leaning police research group. – Compiled by Sue Breese

THE MIDWEEK Oftentimes, people wonder what life would be like if they could turn back time. Members of the Kishwaukee Valley Art League will demonstrate that idea at their July 1 meeting when they answer the “Create With KVAL” challenge to create a piece of art with the theme of “Turn Back the Time.” The meeting will be held at 7 p.m. at the Gallery on State, 322 W. In a series of images called “Witness to the Emptied” taken between 2019 and 2020, Haliczer documents the stark agricultural landscape of DeKalb County and the surrounding area, resulting in images called “sumptuously austere” by one viewer. These black-and-white images capture the ways in which traditional farming life is challenged by the seasons, is changing in the wake of industrial agriculture and is shifting strategies because of climate change and economic conditions. These documentary-style images are contrasted by urban street photography, and bookended by newer experimental photographs that make use of the abstract, as well as inspiration taken from surrealist games, land art practice and scientific processes. These incorporate analog and digital layering techniques to create landscapes and vistas that transcend the urban and rural landscape, backyard and neighborhood to create new topographies. In “What We Take With Us,” Haliczer employed 3D scanning and photogrammetry techniques to create imperfect scans of cherished objects. These objects carry meaning and memories to the owner that cannot fully be explained to an outsider. Like the stories that make these objects special, the scan is once-removed from meaning. In her most recent series, “Forensics of the Everyday,” the artist obtained permission from area families to enter their homes and dust them for fingerprints in order to trace the ways in which we use our domestic space and leave “evidence” of our love of certain objects and places above others. The DeKalb Area Women’s Center Gallery will host “Transcendent Topographies,” a photographic arts show by local artist Elena Haliczer, in July. whose work has been featured in group shows nationally at galleries such as The Midwest Center for Photography, Black Box Gallery, The Praxis Gallery and Photographic Arts Center, and J. Mane Gallery, as well as internationally at the PH21 Gallery in Budapest, Laurent Gallery in Melbourne, and others. Sycamore honors Sheriff Scott with boulevard

Sycamore Mayor Steve Braser said the part of the street named after Scott happens to be the stretch that has no residential houses on it. He said the boulevard namesake was a way the city could afford to more visibly com-

memorate Scott for his five decades of service to the area. “It’s right off of Main Street,” Braser said. “So as people are coming up from Route 64, they’ll all be able to see it.” Peck said Scott is a man of faith, morals, passion for helping people and strong desire to serve. She said county and city officials wanted to recognize Scott for serving the area and his role in helping build strong working relationships with the city of Sycamore. “Sheriff Scott exemplifies the best in

law enforcement and has demonstrated the same values and approach both the city and county law enforcement practice daily,” Peck said. The city’s agenda comes after Scott also was recognized for his service with the sheriff’s office during the June 16 DeKalb County Board meeting. The County Board passed a proclamation to declare June 23, 2021, as Roger A. Scott Day. The Kishwaukee College Board of Trustees also recognized Scott’s contributions to the community during a recent meeting. While Scott has dedicated a significant portion of his life to DeKalb County and law enforcement, “his most significant impact may be in what he has done when he is not in uniform,” city officials wrote in the agenda and county officials wrote in the proclamation. Scott and his wife, Marcia, raised three biological children. They also cared for about 40 foster children and adopted seven children. Scott said during the June 21 meeting that it has been “a great honor” to work with Sycamore police, firefighters and the City Council throughout the years. When he has been asked whether these recognitions are “old hat” now, he said, the answer still is no. “I’m constantly amazed at the outpouring of the support and friendship going on in the last few weeks and even before that,” Scott said. “This is an particularly important honor because it shows the teamwork between the county and city throughout the years.”

kfinlon@shawmedia.com SYCAMORE – A retired DeKalb County sheriff will officially leave his mark on a stretch of street in front of the DeKalb County Sheriff’s Office and jail expansion. The Sycamore City Council voted, 8-0, during its June 21 meeting to unanimously approve a resolution to rename the street on the DeKalb County government campus after DeKalb County Sheriff Roger Scott, who has been the county’s sheriff for more than 30 years. The resolution includes declaring North Locust Street, from Exchange to Sycamore streets within the DeKalb County government campus, as Roger Scott Boulevard. “For more than 52 years, Roger Scott has served DeKalb County communities and has been an integral part of the law enforcement community,” Sycamore acting City Manager Maggie Peck said during the meeting. “Roger has dedicated his life to law enforcement and positively affecting countless lives and careers with his ‘serving others first’ approach.” Scott began his public service in 1965 in the U.S. Air Force, serving four years before being honorably discharged as a sergeant in 1969. His law enforcement career started with DeKalb County in 1969 as a radio operator and jailor, followed by 17 years in a variety of positions and ranks before being appointed sheriff in 1985 and elected to his first term in 1986. Scott announced his June 23 retire-
