DeKalb, NIU to partner on ‘Huskie Pride’ mural
Shaw Local News Network
DeKALB – A new collaboration between the city of DeKalb and Northern Illinois University will see a public mural painted on South Annie Glidden Road in an effort to welcome travelers to the Huskies’ hometown, officials said.
A Huskie-themed mural is set to go in the Annie Glidden Road railroad underpass south of Lincoln Highway, according to a news release from the city of DeKalb.
The mural’s location – at the entrance to the west side of DeKalb and the NIU campus – is intentional, meant to welcome residents, students and Huskie athletics fans to the area by showcasing what officials called the city’s pride in the university.
“The mural will be a clear sign to new and prospective NIU students and visitors to our community that the City of DeKalb is a college town,” DeKalb Mayor Cohen Barnes said in a statement. “It’s another example of the strong partnership between the City and NIU to make our community a great place to live, work, visit and study.”
The mural’s design will see a center column and the 500-foot-long underpass walls painted Huskie red. A 9-foot Huskie image will be painted on the column also, with the phrase “Huskie Nation,” according to the release.
The design and mural’s construction were a collaborative effort by the city and NIU.

Summer camp promotes positive relations between youth, police
By MEGANN HORSTEAD mhorstead@shawmedia.com
DeKALB – It was a hop’n time for people of all ages under the park shelter at Welsh Park in DeKalb recently.
Children and their families tried their hand at everything from painting and playing Uno card games to listening to live music and playing chess.
It was all part of a new summer program dubbed, Fun Jam in the Park, which aims to provide local youth and their families with kid-friendly activities to enjoy as a way of helping to build and strengthen community relations with the police.
DeKalb Police Chief David Byrd said the purpose of the program is simple.
“This is an opportunity for us to build trust in the community,” Byrd said. “That’s one of the ideas for having this event but also just to build unity and then for them to have fun.”
The event is hosted from 5 to 7 p.m. every Tuesday through Aug. 8 at Welsh Park, 651 Russell Road in DeKalb. On Thursdays, the event
MARKET
takes place at the same time but rotates between various parks in town.
Upcoming Welsh Park Tuesday dates include July 18, July 25 and Aug. 8.
Thursday sessions also run from 5 to 7 p.m. at various community parks throughout the city: July 13 at McCormick Park, 1700 S. Seventh St.; July 20 at New Hope Missionary Baptist Church, 1201 Twombly Road; July 27 at Hopkins Park, 1403 Sycamore Road; Aug. 3 at Liberty Park, 1018 Lewis St. and Aug. 10 at Lions Park, 700 W. Taylor St.
Volunteer Chloe Albert was manning the painting station underneath the park shelter. She said she loves how creative the children got.
“So far, it’s going really good,” Albert said. “Everybody’s not using the stencil. They’re doing their own thing, which is perfectly fine, because there’s no rules when it comes to painting here.”
Albert said she’s glad she decided to help out at the event.

“I’m enjoying it really good,” Albert said. “I’m interacting with the kids, meeting them for the first time and getting some paint on me. I’d say it’s going pretty well.”
Damien Nichlas, 12, of DeKalb was playing football with his friends at the park. He said he saw a lot of familiar faces at Fun Jam in the Park.
“My grandma lives in the [University Village apartment] building, so I come to the park a lot,” Nichlas said.
Nichlas said he had tried his hand at playing Uno cards, but he had lost the game. He said he may not have had the chance to secure bragging rights for beating Chief Byrd, but he still had a good time. Nichlas said his favorite part about playing Uno cards was making other people upset.
“I get to make people mad when I tell them to draw four,” Nichlas said.
Volunteer Adrien Fell, who is a teacher in DeKalb schools, was helping kids as they played games and made art. She said she’s glad she decided to lend a hand to support the event.
“I saw it on Facebook. It looked fun,” Fell said. “I thought some of my kids might be here.”
Fell said she believes the city is working to do its part to better promote positive working relationships between members of the community and the police.
“I think they’re doing a good job trying to,” Fell aid. “It just started. This is a great start for things. [They] picked an area where a lot of people
can walk to and get to. [There’s] lots of neighborhoods around. They’re doing one park a week on Thursdays, a different park in the community. So, people can go to that or a different park whenever it’s near their neighborhood. I like that they kind of moved it around. That’s smart.”
Byrd said he already considers the program a success.
“This really is a community event,” Byrd said. “Adults are out here playing with us. This is what we’re looking for. This is community outreach. This is what it means. You talk about community policing. This is the foundation of that. This is how it should look.”
Byrd said organizers intend to make Fun Jam in the Park an annual event moving forward.
The program was made possible thanks to the DeKalb Police Department, DeKalb Park District, Building Leaders Advocating for Change Inc., Opportunity DeKalb, and The Breakroom and Friends.

A CLOSER LOOK Philanthropic youth
Program aims to encourage area adolescents to volunteer, give back
By CAMDEN LAZENBY clazenby@shawmedia.com
SYCAMORE – Area high schoolers recently helped provide financial aid to Somonauk Middle School, and food pantries in DeKalb and Sycamore, part of an effort by a local organization to encourage youth volunteerism.
Youth Engaged in Philanthropy, a DeKalb County Community Foundation program, distributed $2,500 in grants in June. Barb Food Mart received $1,250, Spartan Food Pantry was awarded $750 and Somonauk Middle School was given $500 to support a student community action club.
This past school year, Youth Engaged in Philanthropy had more than 80 student members. Deciding how and where to allocate the grant money was made by the YEP 2.Pro committee, which includes 11 eldest and most tenured members of the program. Members of the committee are required to be a high school junior or senior, and have spent at least one year with the philanthropy program.
“So YEP 2.Pro, we work on proactive grant making, and this year we’re specifically focused on anxiety in youth and the insecurities that youth may be facing because of that. It was very important to us, and we got that idea from a survey that all of the YEP members fill out,” Vice Chairman of the pro committee Maddie Voorhis said.
Of the $2,500 doled out, $2000 was given to two well-known food pantries, but instead of designating those dollars for food, they’re earmarked for hygiene products.
Voorhis, 18, of DeKalb, said as she understands it, Barb Food Mart and Spartan Food Pantry receive grants that can only be used to buy food.
“They can’t use that money to purchase hygiene items, and they told us that was their greatest need,” Voorhis said.
Teri Spartz, the adult adviser for YEP 2.Pro and the community engagement director at the DeKalb County Community Foundation, said ensuring hygiene products are stocked at area food pantries helps to address youth anxiety by providing toiletries to youth who are in need of those necessities the most.
Barb Food Mart Director Joey Moore shared Spartz’ sentiments.
“When we are able to provide these
non-food essentials, we can really have a positive impact for families,” Moore said. “For many, simple hygiene products are a financial strain. All students should be able to come to school confident that their basic needs are met, and hygiene is such an important basic need.”
The $500 granted to Somonauk Mid-
dle School will be used toward a service project focused on kindness orchestrated by the school’s student community action club.
Voorhis said the focus of the Somonauk Middle School grant was student engagement in the community, so the committee elected to give funding to a club at the school that’s known for
projects that benefit the community.
“So one year they worked to make a memorial garden for one of their staff members that had passed away, and they all worked together and built it. So some of our money went for materials and things like that,” Voorhis said.

“I help kind of guide, but really they are youth-led. And so I can help facilitate some discussion around these topics, but the decisions made are made by the committee youth,” Spartz said.
Thomas McComb, chairman of the YEP 2.Pro committee, said being a part of the decision-making group was “truly incredible.”
“It gave our members a memorable experience of positively impacting our community through our exploration of youth issues and grant-making. And it made me confident as a leader and in my decision-making. Seeing the result is a feeling I wouldn’t trade for anything,” McComb said.
Dr. Jay R. Ebbesen Is Retiring
Six days a week, for 42 years, I went into the office because I wanted to. I loved my “job”. I loved being a part of your lives. THANK YOU to this community for the decades of loyalty and trust, for allowing me to care for your eyes, and for sharing stories with me about your family, your joys, and your hardships. I looked forward to seeing each one of you. In addition, I was blessed with helpful and caring staff that kept me going throughout the years.
One year ago, I had a health scare which required our full attention. It became clear that an early retirement was best for my family and me. As we come up for air, we are now healthy and doing well, enjoying our kids and their spouses, and 7 grandchildren.
Thank you from the bottom of my heart. It has been a great run, and I shall miss you all. See you around town!

LOOKING BACK
1923 – 100 YEARS AGO
Late this afternoon The Chronicle received an announcement from the state department of highways telling of a change in the route of State Road 23, about which there has been so much controversy in the country south of DeKalb. The latest announcement changing the route so as to run practically straight south to the edge of the county, on what is known hereabouts as the South Fourth Street Road. It will cross the Burlington tracks a mile east of Waterman and continue south with some minor engineering changes along the existing highway to a point two miles east of where the route, as formerly planned, entered this county.
A broken arch bar on the rear truck of a gravel car, 10 cars back from the engine on the C.M. & St. P., caused the Fairdale wreck on July 5 resulting in the deaths of seven men and injury to eight others.
Railroad workmen were today in DeKalb preparing the crossing at Second Street, one of the downtown crossings that have been in need of the extra attention. The Third Street crossing at the present time is being torn up by DeKalb County Telephone Company workmen who are laying the duct tiles for the new cable.
Unable to both handle bicycles and do automobile tire repairing and selling. P. S. Corey & Sons, yesterday afternoon sold out their stock of bicycles and accessories to George Prescott who has a bicycle shop in the east end of DeKalb. Mr. Prescott has an up-to-date bicycle and motorcycle shop and is certain to make the increase in his business one that will be felt by all who come in contact with him.
DeKalb people must conserve on water consumption. The water situation in the city at this time has reached a serious stage. If it were not for the American Steel & Sire Company using the fire pump, DeKalb people would have no water for drinking purposes today nor tomorrow. The appeal is made today by Mayor J. J. Kingsley and Manager Simms of the Illinois Power Company, in an effort to bring people to the true realization of the seriousness of the situation here. Parts ordered for the large well, which is now out of commission, are expected to arrive here tonight. Arrangements have been made with the Creamery Package Company to do the machine work tonight if the part arrives.

Hundreds of favorable comments were heard following the concert last evening by the DeKalb Municipal Band under the direction of Dee Palmer, which was playing at Hopkins Park with the new band shell being used for the first time.
The Sandwich Fair, the only real honest-to-goodness fair in the county, will have its five-day run this year from Sept. 8 to 12. Although that date is still two months away, there is considerable activity on the fairgrounds right now. The race track is being entirely rebuilt to eliminate a ridge just inside the rail. A huge bulldozer has been tearing up the earth and several

Sycamore water main work road detour ends soon
Lead pipe replacement paused, awaiting permits
By CAMDEN LAZENBY clazenby@shawmedia.com
SYCAMORE – Sycamore residents who frequent DeKalb Avenue won’t have to detour on Cross Street for much longer, as city officials said last week water main work in the area soon will be complete.
Ongoing road projects will continue around Sycamore throughout the summer, however, including more water main replacement work. A city effort to replace water service pipes lined with lead, however, has temporarily been paused pending permit approvals, officials said.
The second phase of the city of Sycamore’s water main replacement project is underway this month, now that the replacement work that began in mid-April is wrapping up, according a city construction project update.
Copenhaver Construction of Gilberts was awarded a $2.5 million contract by the Sycamore City Council on March 20 for phase one of the 2023 water main improvement project. According to city documents, the first
phase of the project included the replacement of 1,019 feet of 8-inch water main and 2,413 feet of 10-inch water main on DeKalb Avenue and Elm Street in Sycamore.
All users have been transferred to the new water main, and Copenhaver Construction will continue to decommission and abandon the older water main, according to the July 5 construction update.
Sycamore Engineer Mark Bushnell told the Daily Chronicle on July 6 that the water-related improvements appear to be operating as intended.
“The underground portion water main and service work is complete. The clean-up and restoration is a little behind schedule but should be completed in the next eight days. All residents and businesses within the project limits have been transferred to the new main and lead service lines have been replaced with copper,” Bushnell wrote in an email.
The second phase – scheduled from July through September – will see slightly more than half a mile of roadway repaired, including the portion of DeKalb Avenue and Elm Street that was torn up for the water main replacement project. Those roadway improvements will be done from the
intersection of Center Cross Street and DeKalb Avenue to the Elm and Main streets intersection.
Curran Contracting is expected to complete those street improvements for $356,000, although the city is using $285,000 from federal road funding to pay for the project, according to city documents.
Theresa Robnett, a 23-year BJ’s Decorating Center employee, said she understands the water main replacement and road work needs to be done but expressed frustration about its impact on the local business at 325 W. Elm St. She said considering the store’s older clientele, she’s been frustrated the store’s two parking spots aren’t available for use during the ongoing construction.
Despite this, Robnett said she thinks city officials have done a good job of communicating with those impacted.
“We are excited about it being done, we’re excited for it to be over,” Robnett said. “And also, the city has been forthright and giving us fliers and updates and stuff too, so we know what’s next and what’s happening. ... We have no qualms that way. I mean, it’s a thorn in our side until it’s done, but the end result is going to be great.”
Bushnell said the detour required
for water main construction on DeKalb Avenue and Elm Street will be removed, since Curran Contracting is expected to begin sidewalk and curb improvement work July 10. Work also will include milling and resurfacing of the asphalt roadway.
“The final steps are to replace the roadway markings, including the stamped crosswalk. Curran Contracting is aware of the special events in the downtown area and will, as always, work to minimize the disruption,” Bushnell wrote.
A project to replace about 4,300 feet of sanitary sewer lining at three separate Sycamore locations – DeKalb Avenue and Elm Street, Bethany Road and Lynn Avenue and Woodland Drive –also has been completed, according to a June 23 construction update from the city. Visu-Sewer LLC was awarded a $300,141 contract for the 2023 sanitary sewer lining project in a 6-0 vote by the Sycamore City Council.
Bushnell said Visu-Sewer successfully completed the project 2.5% under the awarded price.
Additionally, the exterior of Sycamore Water Tower No. 2 has been cleaned.

Temporary pause for lead service line replacement project
The 2023 water main replacement project isn’t the only water infrastructure project undertaken by the city of Sycamore this year.
From February to June 23, phase two of the lead water service line replacement project replaced lead services lines at a pace of three per day, according to city documents.
Since then, however, the project has begun what city officials are calling a short pause. As residents’ lead water service lines are identified, applications are processed and Illinois Department of Transportation permits are acquired for the work.
Bushnell said it’s not uncommon for projects to experience pauses due to material and contractor availability, but in this case the pause was because of delays in the application and permitting processed required for the work.
“This project is briefly paused while we get more residents/businesses signed up for the program, process applications, and acquire IDOT permits to complete work within the IL Route 23. The city needed to work with property owners to confirm the service material prior to applying for these permits,” Bushnell wrote. “We continue to encourage residents and businesses to review their service material and if eligible sign up for our Lead Water Service Replacement Project.”
Those looking to apply to have their lead service lines be replaced by the city can fill out an online form at cityofsycamore.com/waterservices.
More than 300 lead service lines have been replaced in the first two
phases of the project, and there are funds to replace about 160 more service lines, according to city documents.
These water infrastructure projects are being done after years of campaigning by area residents about alleged water issues in Sycamore. City officials have long maintained, however, that the city’s water meets Illinois Environmental Protection Agency standards and it is safe to use or drink.
In February, the city of Sycamore settled a $6 million class action lawsuit regarding the city’s water quality, which requires the city to devote $1.2 million annually to water infrastructure improvements through 2027 and increase testing for lead and chlorine. City officials have claimed, however, that infrastructure updates were already planned before the settlement.
In 2021, Gov. JB Pritzker signed the Lead Service Line Replacement and Notification Act. The law, which was created to minimize potential lead exposure caused by contaminated drinking water and aging pipe infrastructure, requires Illinois water systems to begin removal of lead service lines no later than Jan. 1, 2027.
According to the U.S. Centers for Disease Control and Prevention, any amount of lead exposure can be damaging to a person’s brain.
City officials have said residents unsure of the type of material used in the water service line for their home should check the city’s water service material inventory, and fill out a lead water service line replacement request. Residents with lead service lines are encouraged to submit their replacement request as soon as possible to ensure their service line is replaced before funds are exhausted.

Unique ways to give back to the elderly
Older adults offer much to local and national communities. Despite that, seniors do not always get the recognition they deserve. According to data from America’s Health Rankings, adults aged 65 and older comprise 16.8 percent of America’s population in 2021. That is projected to grow to 22 percent by 2040. The Canadian government indicates that seniors accounted for 18.8 percent of the nation’s population in 2022. It’s always a good time to thank special seniors in your life, whether they are family, caregivers, friends, or mentors. Individuals can go one step further by giving back to seniors in the following ways.
• Volunteer: Visit a senior center and find out how you can volunteer your services and do something fun or informational with the seniors who are there. You may be able to guide a class in a certain activity, such as crafting or yoga. Volunteers may be needed to call bingo numbers or help with meal services.
• Provide financial relief: Small business owners can offer discounts to senior clientele. Perhaps run specials on services, including anything from tax preparation to hair styling. If you don’t own a business, you can provide some assistance in other ways, such as cutting the lawn or doing light gardening so that a senior does not have to spend money on a weekly service.
• Tutor technology: If you are tech savvy, you can help seniors navigate new technologies. Help seniors with social media accounts, downloading digital photos and more.
• Dine out (or in): Some seniors may be alone if a spouse has predeceased them or if they are divorced. Loneliness may grow into depression. One way to help a senior feel appreciated is by sharing meals together. Designate a day or two each week to gather at the dinner table.
• Serve as a chauffeur. Offer to drive a senior to the store or appointments. While communities may have taxi services or even accessible senior rides, sometimes it can be more efficient for seniors to rely on others for rides. Take a senior along when shopping at the supermarket.
• Invite seniors to events. If you have a special event coming up, such as a child’s big birthday, graduation or religious occasion, invite an elderly neighbor. It can brighten his or her day and even provide a change of routine and scenery.
There’s no shortage of ways to give back to the special seniors in your life and in your community.

Street related projects
Microsurfacing – a preventative maintenance procedure that extends the life of pavement by creating a new surface for vehicles to wear down – is set to begin on July 13 in Townsend Woods and the Landahl subdivision, according to a July 5 construction update from the city of Sycamore.
A second microsurfacing project that includes Hill Street, Emmsen Drive, the Meadow Creek subdivision and Winfield Meadows is scheduled to start in August.
“When first applied, microsurface has a rougher surface than traditional asphalt. The surface will become smooth as traffic and snow removal equipment travel over the street,” Bushnell wrote. “This preventative maintenance method has been used in the Sycamore Industrial Park as well
as the Foxpointe and Reston Ponds subdivisions.”
According to city documents, this year’s motor fuel tax project – which includes the reconstruction of Sunset Lane and Carlson Street, as well as the milling and asphalt overlay of Townsend Street – is tentatively scheduled to start construction this month. The work is pending Illinois Department of Transportation approval of a contract awarded to Elliott and Wood Inc. for the project.
With at least half a dozen projects in the works for this year, some already finished, Bushnell said it feels good to see projects his department has worked on for years through to completion.
“It is always nice to see projects completed and improvements made to infrastructure. We also know the importance of ending any inconvenience to our residents, businesses and visitors. We appreciate their patience during construction,” Bushnell said.

Assistance program benefits veterans, their families
SPRINGFIELD – A new statewide veterans assistance program will offer Illinois veterans and their families a 24/7 helpline and other resources for military service people and their caregivers.
The Illinois Department of Veterans’ Affairs recently announced its one-year contract to partner with nonprofit Illinois Joining Forces on an Illinois Warrior Assistance Program, according to a news release.
The service is free and confidential. Veterans who are Illinois residents and neither an inmate of a public institution or resident of a nursing home are eligible to participate in IWAP’s services.
The confidential warm helpline number is 877-455-IWAP (4297), and the website is Illinoiswarrior.org. The warm helpline is not a hotline, crisis line or suicide prevention line. Those in crisis should call, 988 and select one (1), or dial 911.
“IJF is honored to partner with IDVA and the State of Illinois to ensure our Illinois veterans have access to the care and resources they need to prosper and enjoy the life they served to protect” IJF Executive Director Brenda
Osuch said in the news release. “IDVA’s commitment to our Illinois veterans and their families with the Illinois Warrior Assistance Program is another example of how IDVA is making Illinois a premier home for veterans.”
Illinois Joining Forces has been
offering services to Illinois veterans since 2011 to offer assistance to those transitioning from military service and suffer from post-traumatic stress disorder, mild traumatic brain injury, military sexual trauma, stress, anxiety, depression, addiction, substance abuse
and overall emotional wellness.
“IJF’s more than 10 years of extensive experience in connecting Illinois veterans with resources and services uniquely positions it to execute IWAP,” IDVA Director Terry Prince said in the release.
“This partnership exemplifies what we can accomplish when we combine our knowledge and experience with our shared mission of serving Illinois veterans.”
The Illinois Warrior Assistance Program provides the following services:
• Access to a 24/7 warm helpline.
• Resource navigation.
• Case management that includes assessment, case planning, implementation (service connection), monitoring, and follow-up.
• Referral to behavioral health services placement after 24/7 access to warm helpline.
Illinois Joining Forces was launched in 2012 through an intergovernmental agreement between the IDVA and Military Affairs as a statewide, public-private network of military and veteran-serving organizations working together to improve services for service members, veterans and their families.
