Kraft Heinz distribution facility coming to DeKalb by 2025

DeKALB – A global food manufacturer is looking to put down roots in DeKalb.

After almost a year of discussion between DeKalb city officials and project leaders, the development known as Supernova has now been unveiled as Kraft Heinz.

Its first phase of the company’s estimated $400 million investment includes a 775,000-square-foot automated distribution facility and now is underway at Gurler and Peace roads.

“As we continue on our journey to lead the future of food, our talented North America teams and collaborative external partners are innovating at a rapid pace to expand our supply chain capabilities,” Carlos Abrams-Rivera, executive vice president and president, North America at Kraft Heinz, said in a news release. “The DeKalb distribution center is expected to play a critical role in our larger distribution strategy, moving more than 60% of Kraft Heinz dry goods in North America through our automated facilities. It’s a testament to the dynamic, out-of-the-box thinking of our supply chain teams whose work enables us to operate with greater efficiency and agility every day.”

The distribution facility is expected to open in 2025, according to the release.

The development, once built, is expected to bring more than 150 jobs to DeKalb and the surrounding region, officials said.

City Manager Bill Nicklas said that knowing the city has landed Kraft Heinz means a lot.

“It’s a global company with a very, very good reputation in the food industry,” Nicklas said. “[It’s] two giants in the food industry that merged some years ago pro-

duced products that most Americans and many people all around the world have in their refrigerators and otherwise in their kitchens. To pick us amongst all the places, all the tens of thousands of communities that they could’ve picked from I think is a note about what we offer.”

DeKalb Mayor Cohen Barnes also praised the decision and said it would resonate into the future.

“We are very excited that Kraft Heinz will bring its worldwide reputation for quality products and services to our community,” Barnes said in the release. “The construction and post-construction employment opportunities they bring will have a positive and lasting impact on our residents, and this positive impact is compounded by the additional diversification of our tax base, which will spur further interest in DeKalb for many years to come.”

With its 24/7 automated storage and retrieval system, the facility’s design will enable Kraft Heinz to drive twice the volume of customers, distributing more than 60% of the company’s foodservice business and about 30% of all dry goods, according to the release. In doing so, the company anticipates reducing its environmental footprint by using sustainable technology and solutions to lessen waste produced at the facility and its overall environmental impact.

Erin Mitchell, vice president of logistics and head of network restructuring at Kraft Heinz, said the company is looking forward to doing business in DeKalb.

“We’re driving end-to-end transformation across our entire supply chain, investing in automated technology and digitized solutions to increase the agility of our logistics operations,” Mitchell said in the release. “The construction of our new

DeKalb distribution center is the latest example of this transformation in action. We have designed it to help ensure the delivery of our delicious, innovative and iconic products at the right time for our customers and consumers for years to come.”

Nicklas said the project will allow for additional expansion as the company’s plans contain a few phases.

Nicklas attributed the city’s ability to land Kraft Heinz to its business-friendly ways.

“We’re very interested in trying to reduce local tax rates,” Nicklas said. “That’s important to big companies and also homeowners. We work well with our other local taxing bodies. We have a good incentive plan part of the state enterprise zone system. We have a very supportive governor and state legislature who are very much interested in either landing or retaining large businesses, which produce a lot of, not only investment, which helps with the tax base, but also a lot of jobs.”

The development was made possible thanks, in part, to efforts made by Trammell Crow Co., Krusinski Construction Co., Daifuku and the DeKalb County Economic Development Corp., according to the release.

DCEDC Executive Director Paul Borek said he is excited to welcome the development to DeKalb.

“The DeKalb County Economic Development Corp. is pleased to support the city of DeKalb and the ChicagoWest Business Center in attracting the Kraft Heinz Company to DeKalb County,” Borek said in the release. “As one of the world’s largest food and beverage companies with global brand recognition, Kraft Heinz elevates DeKalb’s position as a food processing and distribution hub.”

Contract agreement reached at Kishwaukee College

MALTA – The Kishwaukee Council of Support Staff Union and the Kishwaukee College Board of Trustees agreed to a new, four-year contract earlier this year.

The contract went into effect on July 1 and will last until June 30, 2027. According to a Kishwaukee College news release, some of the highlights of the new collective bargaining agreement include increased compensation and expanded leave time for support staff.

Eric Hermann, an application programer at Kishwaukee College, was one of the three support staff workers who represented the union in the negotiations.

“No negotiations are ever easy, but I’m pleased with how we were able to work together to find common ground and arrive at a deal that both sides found beneficial,” Hermann said. “I look forward to working with the college in the future and continuing to represent the concerns and interests of our members.”

According to the release, the negotiating teams employed interest-based

bargaining – a mutually agreed upon negotiation strategy where both parties begin by stating their needs for the new contract as business partners, instead of staking out policy positions as adversaries. It’s a strategy the Malta-based college has used

since 2016.

This type of bargaining sometimes takes longer than traditional bargaining because it requires more open discussion, which often takes more time than trading and amending offers back and forth. However, Cindy

McCluskey, executive director of Human Resources and Labor Relations at Kishwaukee College, said an agreement was reached within weeks.

“We are proud of the agreement we were able to reach after several weeks of good-faith negotiations,” McCluskey said. “Reaching a successful agreement in such a short time speaks to the good working relationship between the College and the KCSS Union as we continue to make Kishwaukee College a great place to work and learn.”

Maintenance helper Phil Wilson and application programer Michael Ebner joined Hermann in representing the Kishwaukee Council Support Staff Union in the contract negotiation, while McCluskey was joined by Executive Director of Campus Operations and Technology R.J. McGarry and Executive Director of Human Resources Tina Swinger.

“Support staff are integral to the mission and vision of Kishwaukee College,” Kishwaukee College President Laurie Borowicz said. “We greatly appreciate the collaboration on this new contract to support the best interests of the College and the entire Kish community.”

Mission complete

DeKalb man runs every road in DeKalb County

DeKALB – For Shawn Beck, running has become part of his newfound way of life.

So, when an opportunity arose to use running as an outlet to put an end to his smoking habits after years of burning through three packs of cigarettes a day, the DeKalb resident said he couldn’t resist the urge to give it a try.

“I read somewhere that if you wanted to quit smoking, you have to become a different kind of person, the kind of person that doesn’t smoke,” Beck said. “I always looked at runners as being healthy and disciplined, the kind of people that didn’t smoke at least three packs a day. So, I decided to become a runner. … I quit smoking. I ran my 5K. [It was] like a miracle of some sort that I could run a 5K, and I became hooked on it.”

He said he achieved his initial goal of

running every street in his hometown, but he wasn’t content with stopping there.

“It was a cool experience,” Beck said.

“I think I finished that in May of 2020, every road in the city. The world had changed a lot between February and May of 2020 [because of COVID-19]. I had a lot of time on my hands. I discussed it with someone, and they jokingly said that, ‘I was going to run every road in the county’. They said, ‘You can’t do that. You need to get a bike.’ That was enough to spur me on to trying to do every road in the county. At that time, I was being paid to stay home because I was on furlough because of the pandemic. I had a lot of time to kill.”

It took Beck about three and a half years to accomplish this feat, with his last run in Genoa coming only recently.

Beck said before every run, he would prepare his fitness watch and the mapping application CityStrides, so they were in sync to trace his every step on DeKalb County streets. He said he’s never been too fond of the idea of rituals

and the benefits they may offer.

But Beck often would purposefully start each of his runs slow. He also often would listen to music or the “The Four Quartets” poem by T.S. Eliot on his runs.

Beck said that while he’s never been into rituals, he’s now more in tune with his habits and leading a healthier lifestyle.

He said most of his running was done on his own without other people tagging along. Beck said what kept him motivated to keep running when the going got tough was understanding what it takes to have a runner’s mentality.

“Part of the appeal of running is that it forces you to practice with discomfort,” he said. “No one runs because it’s easy.”

Beck said he enjoyed his experience of running all the streets in DeKalb County and seeing everything that the county has to offer.

“I went out early on and I always had the goal of trying to find beautiful and interesting things in areas that you might not expect to find,” he said. “I found that as long as I had that mentality, everything was interesting and there were all kinds of beautiful things that I wouldn’t have noticed otherwise.”

Beck said he feels a sense of accomplishment after running every street in

the county, but he’s looking to find additional inspiration to keep running after all that he’s achieved.

“It did feel a little more like I’d achieved something,” he said. “I guess immediately after that I felt like I don’t want to say empty. I woke up the next

Beck said the whole experience was eye-opening, not only for his physical

health but also his spiritual self.

“The whole thing started off as a reason to continue running and give me some kind of running challenge,” he said. “It turned into more of a spiritual pilgrimage. It really changed the way I interface with my community.”

Fostering a community

The Ruth Project expands to Sycamore Farm

SYCAMORE – The Ruth Project, an organization that aims to give love and help to children in foster care and the families that take them in, has expanded to a 33-acre farm at the corner of Sycamore, DeKalb and Cortland.

The founder and executive director of the Ruth Project, Tammy McMahan, who’s fostered more than 23 children, said she and her family privately bought the Sycamore property and began residing there in April 2023, so the 501(c)(3) nonprofit could use the 33-acre farm as a place to facilitate events for a community of foster families.

“Here – it was purposeful – was our second step. And that was to purchase the farm so that we could do ongoing events and support the families. Whether individually – so we’ll have events here that will just have one family and we’ll have them over for dinner,” Tammy McMahan said. “And we’ve had over 300 Ruth dinners ... and we’ve only been here for three months.”

There are about 20,000 children in foster care in Illinois – 85% of those children are 12 years old or younger –according to Let it Be Us, a foster care and adoption advocacy group in Illinois; and there currently are 391,000 children in foster care in the U.S., according to data compiled by the U.S. Department of Health and Human Services, the Administration for Children and Families and the Children’s Bureau.

The land acquisition in DeKalb County is an expansion from the project’s first step – an Elgin-based storehouse, where foster families are able to pick out free clothes and toys for all of their children.

Elgin storehouse manager Ashley McMahan – Tammy McMahan’s daughter – said the shop is open by appointment only and operates as a free store, but with tags on the clothes so that the children being helped won’t further question their circumstances.

“So it looks like a real store, because we don’t want it to look like a secondhand store – not that there’s a problem with that but just that for these kiddos that are coming in we want to them to have their dignity restored to them –as often times they come in with noth-

ing,” said Ashley McMahan, 23. “So the storehouse has been a really special place where kids get to come in, their eyes open, they’re able to really pick what they want and have auton-

omy over that.”

Tammy McMahan said she believes there’s an assumption that families can profit off of children in foster care, but she emphasized that is not the case.

“The storehouse really is to take care of the first thing that’s practical. You know when you go to get your foster license they ask you, they say, ‘Are you ready to take on this financial burden’ because they tell you, you’re only going to get 50% of what it takes to take care of a child,” Tammy McMahan said.

The Ruth Project also seeks to build a community for the children in foster care, but also for the families that take them in. Tammy McMahan said the nonprofit has more than 700 volunteers and increasingly needed a space to host large and small events.

named Ruthie.

Tammy McMahan said the Ruth Project takes its name from the Book of Ruth in the Bible, because of the story’s themes of caring for the poor and giving to the needy in one’s community. The project’s mission is to give children in foster care abundant love, and that’s done by supporting and giving relief to their foster families.

“If we’re able to support a foster family to stay in it in the long haul, then they are in turn providing more love and better care for those kiddos,” Ashley McMahan said.

LOOKING BACK

1923 – 100 YEARS AGO

Merchants and citizens in the northeast part of DeKalb are greatly pleased over the completion of the new pavement in that end of the city, and are planning a party for Tuesday night of next week. There are not as many merchants in that part of the city as in others but the citizens, although they know they are paying for the pavement, are strong in the belief that people should know the benefit received through the pavement of the streets there.

Several thousand people last evening stood with heads turned upward at an angle of from 60 to 80 degrees in order to see Jack Williams, advertised as the greatest climber in the world, climb three stories on the Chronicle building in DeKalb. The fourth story was scaled with the aid of rubber tube and a rope which was fastened to the roof of the building. Last evening’s few minutes’ entertainment brought to a close an afternoon of daredevil stunts by the human fly, which was advertised to walk on the wings of an airplane, also changing from one plane to another.

“Chicago and North Western railway hauls a record breaking shipment out of Sycamore, June 1st, 32 carload train of threshers,” is the underline of a large cut in the July issue of the North Western Railway magazine. The picture is the same as was published in many of the county papers, and was secured just before the large train, headed for the northwest was scheduled to leave the Sycamore train yards.

DeKalb is the best looking town this side of anywhere. That is the opinion of one of the Chronicle reporters after an airplane survey made at 1:30 today, Bill Hones piloting the airplane used. From above DeKalb looks like a wooded village, large in extent, but not as large as one would think after covering the same territory on foot, bicycle, or even auto.

1948 – 75 YEARS AGO

Representing one of the two cars from Sycamore in the DeKalb Soap Box Derby, Bob Horne came through with a fine showing and claimed the Class B championship.

Marlene Gunn of Esmond has a new bicycle.

The trees at the county courthouse are being trimmed by E. E. Hodges of DeKalb and his crew. The trimmers have quite a knack in climbing to the desired place on the trees. This is the first time in a number of years that this project has been done. When completed the lawn of the county seat will present a pleasing sight to the citizens as well as to visitors.

Yesterday the first chicken theft this year was reported to the DeKalb County sheriff’s office. About 40 or 50 Highline pullets were stolen from a farm east of Cortland early Thursday. The chickens were stolen from the A. J. Umbdenstock farm located about three miles east of Cortland and the theft is thought to have occurred about 1:30 o’clock Thursday morning. The theft is being investigated by the sheriff’s office with Chief Deputy

Francis Sullivan making a thorough check of the farm yesterday. Several leads are being investigated.

Quite a few fans were on hand last night to see the double header out at Prather Field as the General Electric Club polished off the Cortland team in the opener 12-1 and the strong LaSalle Merchants came through with a three run outburst in the ninth inning to squeeze by the DeKalb Hybrids by a 4-2 margin.

Yesterday afternoon a report was received by the DeKalb police that a worthless check had been passed on a DeKalb merchant and other merchants were warned to be on the lookout for the bad check artist. The man was described as being short and was wearing tan pants and shirt. Although the police started an immediate check, no trace of the man could be found and it is thought that he must have left for another community.

1973 – 50 YEARS AGO

Criminal damage to the Cortland cemetery was reported to the county sheriff about noon yesterday. Sheriff’s police said 14 tombstones had been turned over and broken sometime between July 13 and July 18.

Pam Simon, daughter of Mr. and Mrs. Robert Simon of Genoa was named Cinderella Princess Sunday afternoon at Chamberlain Park as members of the Cinderella Softball All-Star Team challenged the “Old-Timers” (women managers and coached) to a ball game. The All-Stars won the game 18-12.

The German-American Club of DeKalb (DANK) will hold its annual family picnic Sunday from noon to 6 p.m. at Maple Park. The public is invited, and admission is free. Games for all ages, such as the water balloon game of last year will be held with prizes awarded.

German food, such as bratwurst, sauerkraut, potato salad, and pastries will be available.

Young men must still register with Selective Service at the time of their 18th birthday even though there is no draft, Ted Johnson, chairman of Selective Service Local Board No. 118, announced today. He urged those men who have not registered to do so promptly. “Failure to register is a violation of the law, and could result in prosecution by the department of justice.”

1998 – 25 YEARS AGO

Relief is on the way for tightly packed Genoa and Kingston schoolchildren. The Genoa-Kingston School District now has blueprints for an expansion of the Kingston Grade School. Combined with a plan to shuffle a few grades between buildings, the expansion will help ease the overcrowding at many district schools.

One of two downtown DeKalb restaurants that closed in the last year has been replaced. In the same building that housed Matthew Boone’s and the Fyfe ’n Drum before that, is now Booker T’S, a fine dining and catering restaurant that specializes in Mediterranean food.

Northern Illinois University and historic preservation officials in the community have stepped up efforts to relocate and restore a century-old DeKalb County country school. NIU has formally identified a campus site for the Milan Township School District 83 one-room school, which officials hope to restore into a museum learning center on the university campus in DeKalb. The one-room, 100-year-old, wood-frame structure is to be located on the Oderkirk property along the west side of Annie Glidden Road. The site puts it near Graham and Gabel Hills, home of the College of Education, just across the street.

Los Panchos closed; owners seek new tenant

SYCAMORE – Los Panchos, a restaurant in south Sycamore, closed last month, but the building’s owners are trying to attract new investors to operate out of the restaurant space.

Derick Ibarra, 42, of Sycamore said his family owns the building and restaurant space at 1470 S. Peace Road through Eggslap Enterprises LLC. The company also owns three gaming parlors in DeKalb County, including two in Sycamore – one of which is in the same building as the now-defunct Los Panchos location.

With a vacant property near the corner of Peace Road and DeKalb Avenue, Ibarra said his family is hoping they can attract restaurateurs to their space.

“Whether it’s somebody that’s interested like a family interested in running a restaurant, or it’s a corporate type of entity, a franchise that would want to come in and use the space, we just want to make sure that we bring in something that Sycamore wants,” Ibarra said. “Because [it’s] like have your cake and eat it too. We’ve got a beautiful restaurant, we’ve got a beautiful space and a beautiful town. My wish is that we bring in something that the community would really enjoy.”

Ibarra said he’s reached out to a handful of different concepts that he thinks would be successful, mainly gastro-pub concepts or breweries or distilleries looking to expand their in-person offerings.

In 2015, after Ibarra and his family spent almost seven years operating their own restaurant – Cabana Charley’s – Eggslapp Enterprises leased the

space to a family from Iowa, who owned and operated the Los Panchos restaurant concept in Sycamore. Last month, however, the restaurant closed following a mutual agreement between Eggslap Enterprises and the owners of Los Panchos, Ibarra said.

The business never fully recovered after the pandemic, Ibarra said.

“They ran the restaurant for almost eight years,” Ibarra said. “After [COVID19], things just weren’t the same and, unfortunately, sales just slowed down. And it’s a big space, so in order to keep this space successful, it needs to be running at full capacity. With just shortages of employees and kitchen staff, it became really stressful.”

With Los Panchos permanently closed, Ibarra is spending his time cleaning and organizing, and performing maintenance on the building’s ventilation system, plumbing and kitchen equipment. Although the building is not making the family enterprise any money, Ibarra said they’ve spent thousands of dollars to update the building’s awnings.

“Our goal is to make sure maintenance-wise everything is operational, so we can start showing this space and then hopefully work for a decade or more with another family that’s going to come in here, or a franchise that would like to come in here.”

Ibarra said his parents, who first formed Eggslap Enterprises, as well as his siblings and his own children are all Sycamore residents, and the entire family is committed to the success of the business venture.

“We’re not going anywhere, so this place will be a restaurant eventually,” Ibarra said.

Health fair connects older people to local resources

DeKALB – About 40 vendors lined the DeKalb High School cafeteria from wall to wall Wednesday, July 12, for the return of the annual health fair for older adults.

The event made a comeback after a three-year hiatus prompted by the COVID-19 pandemic.

The senior health fair was put on by state Sen. Sue Rezin, R-Morris; state Sen. Dave Syverson, R-Cherry Valley; House Republican Leader Tony McCombie, of Savanna; state Rep. Bradley Fritts, R-Dixon; and state Rep. Jeff Keicher, R-Sycamore.

Keicher said the purpose of the event is simple.

“The senior fair is a way for seniors to get in touch with anything that they need to deal with in their life – from health care to services to activities in the community to nonprofits to work with to government resources and putting them all in one spot,” Keicher said. “Seniors have found a huge value because it’s all on one level. They don’t

have to find a phone number. They don’t have to find a website. They can come talk to the person face to face. We don’t do that often enough.”

Keicher said people have responded well to the event and what it aims to achieve.

“The feedback that I get from seniors every year we’ve done it (is) they come here and they find resources that they may or may not know they need and they create a better awareness in the community,” Keicher said.

Sandwich resident William Stewart, 80, said he felt compelled to come out for the event.

Wednesday’s event was not Stewart’s first time attending the health fair.

“I can’t remember our representative’s name,” Stewart said. “He would invite us to the event.”

Stewart said he was looking forward to finding out what, if any, support is available for people with diabetes, such as himself.

“It is rather complicated, (and) you have to pay attention,” Stewart said.

Mark Busch – mbusch@shawmedia.com Attendees appeared to have a good time as they visited with vendors and each other during a senior health fair Wednesday, July 12, at DeKalb High School.

Families push to stop sale of county nursing home

DeKALB – Not a single person, out of the more than 50 in attendance, spoke on record in support of the proposed DeKalb County Rehab and Nursing Center sale to a private company during a public hearing on Tuesday, July 11.

The hearing was required as part of the process for the Illinois Health Facilities and Services Review Board to award the health care facility a Certificate of Need – one of the final steps before DeKalb County can officially transfer ownership of the longtime county-owned rehab and nursing center.

“I’m here today to ask your board not to give Saba Healthcare the Certificate of Need. It’s unbelievable that we are here fighting to keep our 160-yearold public nursing home from becoming yet another privately run healthcare establishment,” said Chuck Simpson, a 33-year employee of the facility who also is president of the American Federation of State, County and Municipal Employees No. 3537, which represents the nursing center’s employees.

The DeKalb County Board voted to

initiate the sale of the facility to Evanston-based Illuminate H.C. for $8.3 million in July 2022. Then, in April 2023, county officials learned members of the leadership team from the only other company to bid on the facility – Skokie-based Saba Healthcare – had joined forces. Principals from the two companies created DeKalb Healthcare Holdings LLC, records filed online with the Illinois Secretary of State’s office show.

The Illinois Health Facilities and Services Review Board is expected to consider the Certificate of Need application at a 9 a.m. meeting July 27 at the Bolingbrook Golf Club, 2001 Rodeo Drive, Bolingbrook. The meeting is open to the public and is scheduled to last until 4 p.m.

Nikki Marsh was among the first to speak during the hearing, and like most others who weighed in, said she was

particularly concerned by the involvement of Saba Healthcare.

Marsh also said she thinks the goal of the sale should be ensuring the safety and well-being of residents at the center. She said she believes DeKalb County has made this a priority, but wouldn’t say the same about DeKalb Healthcare Holdings LLC because of

the company’s association with Saba Healthcare.

Others who attended the meeting said they had concerns about the quality of service Saba Healthcare’s nursing homes provide its residents.

“We would like to say we are not fighting the County Board on the sale of the nursing home, just the company they are selling to, [DeKalb Healthcare Holdings LLC],” Marsh said. “However, we are not opposed to them looking at other options.”

Many of those who spoke directed their voices to the DeKalb County Board – not the state-appointed review board responsible for the decision on whether to award the Certificate of Need to the facility’s potential new owners and operators later this month.

At the beginning of the hearing, DeKalb County Administrator Brian Gregory gave the public a brief timeline of how he found out the facility was insolvent, which prompted the sale.

Gregory said on March 15, 2021, 15 days after he began working as the county administrator, that the DeKalb County Treasurer – who was appointed the month before – told him the DeKalb County Rehab and Nursing center was out of funds.

In April 2021, the County Board

approved giving the nursing center $2 million to keep it operational. In October of the same year, the management company that had been operating the facility for years informed the county it would stop running it by the end of the year, Gregory said.

Years of alleged mismanagement, delinquent billing and falling resident numbers created $7 million worth of debt, county officials have said.

Mike Ostrom, whose mother is a current DeKalb nursing center resident, questioned why the county hadn’t done more financially to prop up the facility.

“You can find money for everything else, you can take money from [COVID19] and you can put it toward bridges, toward the police department, but you took it from an amenity that should have gotten it,” Ostrom said.

After the public hearing Ostrom asked Gregory if county officials can stop the sale, even if the Certificate of Need is approved.

“DeKalb County Board has a contractual relationship to the buyer to sell the facility,” Gregory said.

DeKalb County Assistant State’s Attorney David Berault, meanwhile, addressed speculation by some questioning whether the two companies discussed their bids last year before submitting them. Berault said there was no evidence to substantiate such claims.

Mary Roman, 88, a DeKalb County Rehab and Nursing Center resident,

said she’s worried the facility’s services will deteriorate once the sale goes through.

“I do not want to live in a facility where I am uncomfortable and have to live in fear,” Roman said. “I have not felt that way since living in the DeKalb County home ... I would like to keep it that way.”

Attorney Mark Silberman, of Benesh Law based in Chicago, who spoke on behalf of DeKalb Healthcare Holdings LLC, said continued access to care is “key” to the project.

“I cannot speak, and it wouldn’t be my place, to speak to anything in the past, only looking forward to the process ahead, and to the future,” Silber-

man said.

DeKalb County Board Chairman Suzanne Willis, a Democrat from District 10, attended the meeting along with board members Mary Cozad, a Democrat from District 10; Ellingsworth Webb, a Democrat from District 9; Scott Campbell, a Democrat from District 7; Rukisha Crawford, a Democrat from District 6 and John Frieders, a Republican from District 12.

While Cozad answered a question from the public, Crawford – Chairman of the DeKalb County Board Health and Human Services Committee – was the only board member to officially speak on the record during the public hearing.

As recently as June, Crawford has asked if the County Board is at liberty to nix the sale. County officials told her the county effectively couldn’t do anything.

“I just would like to say I am a supporter, and I have always been a supporter,” Crawford said. “As I ran for elections, I ran to be your voice, and I’m here today to be your voice, in support of you.”

DeKalb County resident Don Gates lamented the board’s vote to sell the nursing home last year, and said he can tell the facility is better than many private nursing centers based on smell alone.

“The county home is the only nursing home you can go into – you will not smell urine,” Gates said. “That’s your first test.”

DeKalb County flood risk study begins this month

SYCAMORE – Beginning this month, the Illinois State Water Survey is conducting a study of flood risks in DeKalb County, with the hope that new research can identify how to better plan flood mitigation efforts.

Data collection, the first phase of the research project, begins this month and won’t be completed until early fall, according to a news release from an Illinois State Water Survey and Prairie Research Institute official.

Christopher Hanstad, a senior hydraulic engineer with the Illinois State Water Survey and Prairie Research Institute, said the measurements of bridges, culverts and stream channels in Sycamore, as well as local elevation data will be collected by a field survey crew. Usually, the survey crew begins by locating area benchmarks to establish a starting elevation to reference their collected data, Hanstad said. Once those control elevations are established, the crew primarily will collect the elevations of stream channels, bridges and culverts.

“Having accurate representation of the stream channels and bridges helps the Illinois State Water Survey engineers develop hydraulic models to simulate flood flows through the stream and floodplain. Conventional terrain datasets do not typically reflect the stream bathymetry below the water surface, therefore, the stream channel survey data helps us to model the full stream channel capacity,” Hanstad wrote in a statement.

As of July 11, the majority of Illinois was in a moderate or extreme drought,

according to the National Integrated Drought Information System, but Hanstad said the lack of rainfall may actually help the water flow survey.

“Generally, low flow conditions are most ideal for the survey crew to collect elevations, particularly for the stream channels. High stream flow create inaccessible or even dangerous conditions to collect data,” Hanstad wrote.

Sycamore is the primary location of the field surveys because Blue Heron Creek and the East Branch South Branch Kishwaukee River – waterways surveyors said they want to better understand – run through the city.

“This project to perform new floodplain studies in DeKalb County is part of a much broader multi-phase project in the Kishwaukee watershed,” Hanstad wrote. “The project began in 2017 as a discovery project funded by [the Federal Emergency Management Agency] to research the watershed and engage local communities and stakeholders to discuss flood risk within the watershed. ... The current phase of the project focuses on the hydrologic and hydraulic data development to perform the new modeling and develop new floodplain delineations for the streams being studied in the watershed.”

The results of the study will be used to formally update regulatory flood insurance rate maps for DeKalb County, but that map won’t be finished until 2028, at the earliest.

“The regulatory map phase is still several years away from beginning and takes several year to complete since it involves a lot of due process,” Hanstad wrote. “So it will be at least 5 years before there are new regulatory floodplain maps in effect for Dekalb County.”
