DeKalb County Board votes in tense meeting on nursing center By CAMDEN LAZENBY
clazenby@shawmedia.com SYCAMORE – A woman’s voice rang out July 20, “Shame on you,” during a tense meeting as the DeKalb County Board voted to push forward an $8.31 million sale of its struggling nursing home to a private Evanston-based buyer. And for the second time in four months, the board voted down a ballot referendum in an 11-11 split vote, which would have asked voters if they support a property tax to help the DeKalb County Rehabilitation and Nursing Center. The center – which has been the subject of more than a year of fiscal debate – faces more than $7 million in debt because of what county officials have alleged was mismanagement, delinquent billing and ailing resident numbers. The failed referendum vote fell largely along political party lines. All present Democrats voted for the referendum, joined by Republicans Patrick Deutsch and Jerry Osland. The remaining 11 Republicans opposed it, while two Democrats – Kiara Jones and Michelle Pickett – were absent. Chuck Simpson, a 33-year employee of the nursing center, said he was very upset by the board’s decision to sell the nursing home the county has owned for 169 years. Simpson also serves as vice president of American Federation of State, County and Municipal Employees No. 3537, the union that represents the county center’s employees. “It’s going to be a long day trying to explain it to the residents tomorrow that it’s

no longer going to be a county facility,” said Simpson, who said he expected to see tears from co-workers. “A private nursing home is just not your home.” The letter of intent put forward by Evanston-based Illuminate HC was approved by the County Board in a 17-5 vote for $8,300,100, an upgrade from an initial $8.1 million offer made in early June. DeKalb County Administrator Brian Gregory said the amended Illuminate offer came recently, topping a competing offer of $8.3 million made by Skokie-based Saba Healthcare on June 15. The County Board voted, 19-3, to oppose the Saba offer, with only board members Karen Cribben (District 11), Patrick Deutsch (District 3) and Roy Plote (District 11) in support. A sale to Illuminate HC still isn’t final however, despite the vote that required only a two-thirds majority to move forward. According to the letter of intent, the sale is contingent on a 45-day due diligence period that will include inspections of the nursing center, environmental and structural assessments. The purchase letter also includes a $20,000 nonrefundable deposit that must be paid to the county within three days from the time the sale is initiated. The County Board has flip-flopped on a nursing center referendum before. Four months ago, as debt debate raged on at the county level regarding the facility, the County Board proposed – and then declined – to place a referendum on the June primary ballot. In 1991, DeKalb County voters passed a referendum that authorized the county government to levy taxes for the nursing home annually for 30 years. That
PUZZLE ANSWERS puzzles on page 22
tax was never levied, documents show. Residents and nursing center staff pleaded with the board to put the center’s future in the hands of DeKalb County voters, and to oppose a sale. Some argued a sale would mean less options for long-term care for area residents, since the publicly owned rehabilitation and nursing center doesn’t turn away anyone based on income levels and need. Before the votes, Vincent Kerket said he had to put his wife into a private nursing home and asked the board to compare the conditions of a private nursing home to a publicly run facility. It’s a concern expressed in several previous board meetings as county officials weighed financial constraints with fears brought forward by center employees worried about patient quality care and staff benefits. “Are you into torture? Because that’s what happens,” said Kerket, speaking about private nursing homes, which he alleged have left his wife to endure mistreatment. The DeKalb County Rehab and Nursing Center, a county-owned facility, is more than $7 million in debt because of delinquent billing, falling resident numbers and what officials have said was unrealized mismanagement. The issues surrounding the operation of the rehab and nursing home came to light in March 2021 when Gregory, who was hired that month, was informed the facility was unable to make payroll. “Everyone reminds me you voted this down months ago,” board member Roy Plote said of the referendum before the vote.

DeKalb Fire Dept. launches Knox Home Box Program Shaw Local News Network DeKALB – The DeKalb Fire Department has launched its Knox Home Box Program for residents of DeKalb. According to a news release, 50 Knox Home Boxes have been purchased for the program with funds provided by the DeKalb Township. The Knox Home Box offers a mechanism that will provide a secure method of storing a key that allows entry into homes. The DeKalb Fire Department would be the only entity with access to the Home Boxes. The program is designed for residents in one- or two-family homes for homeowners with mobility issues who live alone or are elderly. The Home Box Program was created to allow the DeKalb Fire Department access to to homes that are inaccessible or locked in order to respond to emergency calls Those interested in the Knox Home Box Program should contact the DeKalb Fire Department and fill out
an application, which will be reviewed by the department’s Fire Prevention Officer to see if the applicant qualifies. Once accepted, the applicant will sign an agreement with the city of DeKalb stating that the Knox Home Box will be returned once their condition changes or no longer is needed. The Knox Home Box will be installed on the exterior of the home and the resident will need to provide a key to the residence that will be placed in the Home Box. Two types of Home Boxes will be offered; one that mounts onto an exterior wall of the home and an over-the-door option. The over-thedoor type will be provided in a limited quantity. After the installation, DeKalb Dispatch will be notified, and a note will be made on that address that a Home Box is present. If you are interested in the Knox Home Box Program, contact Fire Prevention Officer Tom Conley at 815-7488457 or fire.prevention@cityofdekalb. com.

200-YEAR-OLD OAK FELLED
Massive tree was likely among the oldest living in DeKalb County By CAMDEN LAZENBY
clazenby@shawmedia.com DeKALB – A tree estimated to be more than 200 years old was cut down recently after it succumbed to rot, and area residents are recalling fondly its DeKalb legacy. On July 21, crews contracted with the city of DeKalb cut down a historic oak tree on Rolfe Road for liability reasons after a recent rainstorm caused a large limb – which had already been cabled to the tree – to fall. “It’s like losing a best friend, quite honestly,” said Diane DeMers, who has lived in DeKalb for 33 years and said she could see the oak tree through her kitchen window. The tree sat between the curb of 246 Rolfe Road and the sidewalk, making it property of the city of DeKalb. DeKalb City Manager Bill Nicklas said because the canopy of the hundreds-year-old tree extended over the street, sidewalk and the adjacent property, the city had to act to ensure more hefty limbs wouldn’t fall. Nicklas said the significant-sized limb that broke off and crashed to the ground on July 15 could have crushed a car or killed somebody. Nicklas said a certified arborist, under contract with the city, came out and did an analysis of the trunk and limbs of the tree. Nicklas said the arborist told him the health of the tree was failing. “It still has a canopy of leaves,” Nicklas said, “and sometimes people look at that and say ‘Oh, it’s OK,’ but certain species don’t lose their leaves before they can fail. “In other words there’s rot inside the trunk that you can’t see from the outside,” Nicklas said. DeMers, who has lived in her home near the tree since 1989 said she understood the reason the tree, which officials estimated predates the founding of the country, had to be felled. “Thing is, it’s so vibrant, it’s just that it’s diseased and I think the interior is pretty split. And, you know, for liability reasons they need to take it down, but it’s beautiful,” DeMers said. The tree is estimated to predate the arrival of the Ellwood family to the area, one of DeKalb’s more prominent early families. The tree also is likely older than the period of time when European settlers came to the area in

She wasn’t the only person to have grown a strong affinity for the tree. Fifty-four years before DeMers moved into the house nearest the tree, the home was built for Dr. James Ellis and Dorothy Ellis. Barbara Ellis Bennett, the daughter of the Ellises, grew up in that house and developed fond memories of the old oak tree. Bennett said her father loved the tree, which played a significant factor in her family’s decision to build the home on that land. After growing up, moving away and starting a family, Bennett said she would still bring her kids to her parents’ place for Christmases and Thanksgivings. “We came to celebrate with my folks no matter what the holiday was,” Bennett said. “So they all, my five children, all are just so fond and

And, you know, for liability reasons they need to take it down, but it’s beautiful.” Diane DeMers, DeKalb resident so devastated that that tree is going down.” Bennett said she understands why the city elected to bring the tree down, and doesn’t want anyone or anything to be hurt, but considers the ordeal a shame. DeMers, who was home when the July 15 rainstorm broke off a large branch, suggested to the city the bark could be repurposed to honor its life. She said she would love to see a bench made for the Ellwood House
museum, which is just down the street from her residence. “If they have to take the stump out maybe something historical could be carved into it,” DeMers said. “It’s massive, you know, with some thought they could really design something that reflects the history of DeKalb.” Nicklas said he agreed and had planned to have large portions of the tree stored at a secure site with the city’s Public Works Department. That idea, however, didn’t come to fruition. When the oak was brought down, it was discovered that rot and ants had gnawed away at the tree from the inside, rendering the bark unusable. The day after the massive oak was felled, DeMers said she felt like she’d witnessed the end of a hundreds-ofyears-long circle of life. “I got up and I walked outside and it’s heartbreaking,” DeMers said. “I love the sunshine but it shouldn’t be there, it just shouldn’t be in that spot.”

Judge Philip Montgomery is sworn in as a circuit court judge for the 23rd Judicial Circuit Court by Judge Bradley Waller as his wife, Lisa Montgomery, holds the Bible on Friday, July 15, at the DeKalb County Courthouse in Sycamore.
‘Dreams do come true’
Philip Montgomery sworn in as 23rd Judicial Circuit’s newest judge By CAMDEN LAZENBY
clazenby@shawmedia.com SYCAMORE – Philip Montgomery was sworn in as the 23rd Judicial Circuit court’s newest judge on July 15, moving up to a circuit judicial bench in DeKalb and Kendall counties after serving as associate judge for more than seven years. Illinois Supreme Court Justice Michael Burke spoke during Montgomery’s swearing-in ceremony at the DeKalb County Courthouse in Sycamore. Burke said he was honored to recommend Montgomery – who was appointed after a vacancy arose because of the retirement of DeKalb County Judge Thomas Doherty on July 4 – for the position. “There is a great deal of responsibility that comes along with being a circuit judge,” Burke said. “I cannot think of a better person to fill that position.” Burke said he always does his best to
come to events like this. “I think it’s important for the Supreme Court to, you know, be involved in the swearing-in ceremonies whenever we can.” While talking to the crowd gathered to watch him take his oath of office, Montgomery said if he had been told eight years ago he would be appointed an associate judge and then a few years later be appointed a full circuit judge, he wouldn’t have given credence to it. “Needless to say, I would have looked at you and said, ‘I don’t believe that’s accurate,’ ” Montgomery said. “But I stand before you as an example of the fact that dreams do come true.” State Rep. Jeff Keicher, R-Sycamore, was among those in attendance inside the crowded Courtroom 300. He said he was ecstatic to see Montgomery step into his new role. “We need people of integrity to sit on the bench, and I don’t think anyone embodies that better than Judge Mont-
gomery,” Keicher said. Early in his career, Montgomery worked as a private-practice attorney and then served as an assistant state’s attorney in DuPage County from 1989 to 1998. Starting in 2008, Montgomery served as an assistant state’s attorney in the DeKalb County State’s Attorney’s Office in Sycamore until he was appointed as an associate circuit court judge on Oct. 9, 2014. Montgomery, who earned a Juris Doctor degree from Drake University in 1987, worked as an attorney for 26 years before he took up the circuit court bench in November 2014. The Chief Judge of the 23rd Judicial Circuit, Bradley Waller, said he didn’t know Montgomery prior to his appointment eight years ago. Waller said he remembered, however, that Montgomery asked the judges questions, something atypical of most candidates. “He knew a little bit about each of us, which kind of scared me a little bit,”
Waller said. “While I think he may have focused on standing out, Phil has done that in the most humble and unassuming way possible,” Waller said. “I am proud to call him a colleague and a friend.” Montgomery was appointed to be a resident circuit judge on March 14, after Doherty’s retirement, according to a document from the State of Illinois Supreme Court. While speaking during the ceremony, Montgomery said his biggest fear when he learned Justice Burke was going to attend his swearing-in was that he’d been mistaken for someone else. “There aren’t any takebacks are there,” said Montgomery. Burke said he first met Montgomery when he came to the DuPage County State’s Attorney Office. “Just seeing his career grow and then become a judge out here,” said Burke, “I was very proud to be associated with him.”

La Calle receives $12K TIF grant from city By MEGANN HORSTEAD
It has significant meaning to us because when we were younger – my brothers are musicians – we grew up going there when we were younger not only to listen to their bands but other friends that we know that are also musicians.”
mhorstead@shawmedia.com DeKALB – The owner of La Calle, a new music venue and bar slated to open its doors next month in the space formerly occupied by The House Café in downtown DeKalb, is now the recipient of a $12,625 public grant from the city of DeKalb. Yesenia Galindo, owner of La Calle, appeared before DeKalb city leaders last week as the DeKalb City Council voted, 7-0, to approve the tax increment financing assistance grant. Galindo plans to use the money to help pay for life safety equipment, electrical, mechanical and plumbing upgrades and measures to ensure Americans with Disabilities Act compliance. La Calle is expected to open for business Aug. 26. “We were extremely excited,” Galindo said. “My brother and I have been working extremely hard to make this happen, make this music venue come back to life.” La Calle is eligible for the economic incentives as it falls within the boundaries of city’s geographical tax district called TIF 3, located generally along Lincoln Highway from the Kishwaukee River west of the downtown to the rail-

Another of the fast disappearing landmarks of DeKalb is undergoing changes in the hands of the contractors who are working on the little wooden building occupied by Chris Manor and used as a shoe shining establishment. Bobby Newitt, one of the first settlers in DeKalb, built the building one year after the railroad entered DeKalb. As near as can be determined this was early in 1850. The building was used as a shoestore and repair shop by Mr. Newitt. Old landmarks are rapidly being torn down or rebuilt to make way for the new and more modern building demanded by the present-day businessmen.

DeKalb County Sheriff’s detectives have identified four juvenile youths as responsible for the outbreak of vandalism in Kingston early Monday morning. The youths are each from Kingston. Two are 12 years old and two are 14 years old. The sheriff’s department plans to refer the case to the county probation office for further handling. All property taken in the vandalizing has been recovered. A form of restitution for the destruction of the gardens is also planned.
Commencing the first of next week, A. Bleifus, proprietor of the Ben Hur confectionery shop, will manufacture his own ice cream. Mr. Bleifus recently purchased the ice cream freezing and manufacturing equipment of the Candy Kitchen and has had workmen busy all week installing equipment in the rear of his store. He has had several years’ experience in the new enterprise. Many DeKalb people are watching passing cars to discover high license numbers but the largest issued so far has been given to Warren Willey for his Essex. The license tag is number 622425. Without a doubt the 700-000 mark will be passed before the end of the season and next year 800-000 will be the goal. The large production of new cars is the main reason for the great increase in licenses issued for automobiles. DeKalb people who have formed a colony at Lake Geneva are more than pleased with the lake and its surroundings. G. H. The cottages being built by the Ellwoods, Gurlers and Grotewohl families are being completed in fine order. The Perry Ellwood family left for the lake today and the Charles Gurler family will return home tomorrow for a short stay.

Imagine spending the night in a room of a 19th century mansion or stepping onto the ground where a 1885 log cabin once stood. Chances are you have, if you have ever stayed in one of two suites at Sycamore’s Stratford Inn or shopped at the city’s Downtown Shoes on State Street. They are mere glimpses of Sycamore’s past, unrecognizable through changing times. But throughout Sycamore, remnants of the city’s mid-19th century beginnings stand in various stages of their original glory. The DeKalb Charter School Planning Partnership is seeking parents of young children interested in a parent/teacher-governed public school of choice. Preliminary plans for the K-4 charter school include: a developmentally appropriate, full-day kindergarten; extended-hours programming for all grades; and highly active parent/community volunteerism. Drivers took the pedal off the metal and their hands off the wheel in a test that some say represents the future of commuting. Computerized cars made their debut Tuesday on a 7.6-mile experimental stretch of Interstate 15. They aren’t quite the hovercrafts that George Jetson took to work, but they are a giant leap from your father’s Oldsmobile.

mhorstead@shawmedia.com DeKALB – A new family-owned and operated sandwich shop is one step closer to putting down roots at a long vacant former KFC location on DeKalb’s south side. Anna’s Sandwich Shoppe is in the process of seeking a special use permit from the city to allow a drivethrough restaurant, at 922 S. Fourth St. The petitioner, Peter Panagakis of Proper Hospitality Group LLC, appeared July 18 before DeKalb city leaders at the DeKalb Planning and Zoning Commission meeting seeking the panel’s approval. The proposal would also need to garner DeKalb City Council support before opening. The commission issued a preliminary approval of the proposal. Anna’s Sandwich Shoppe intends to operate Monday through Saturday, serving light lunches from 10:30 a.m. to 8 p.m. The restaurant will be closed Sundays and holidays. The menu will include handcrafted sandwiches, subs, salads, craft sodas,

The site has been vacant since KFC closed in 2009. “It’d be nice to see something go in there,” Commission Vice Chairman Bill McMahon said. The petitioner is proposing that indoor seating will be capped at 40. But patrons would have the option to eat in the outdoor patio at the establishment as well. Panagakis said the site was originally bought in September 2021. But
plans for the establishment have undergone revisions over time. “Our plans are to improve and update the existing building and property and make use of the drive-thru in a limited ability,” Panagakis said. “The drive-thru window will not be your drive-thru, it’ll be a mobile pickup and a carryout pre-order pickup window is what we have planned for.” Panagakis said the petitioner would like to leave open the possibility for operating the drive-thru at full capacity should it be desired in the future. A public hearing was conducted during the meeting to solicit feedback from the community. City staff took time to review written comments submitted by residents in advance of the meeting. Among the issues cited were those concerning signage height compatibility, the establishment’s hours of operation and the placement of external speakers to broadcast music, take orders or advertise. Dan Olson, city planning director, said the concerns raised about the establishment had been addressed by the petitioner.

Rosita’s Mexican Restaurant celebrates 50 years By MEGANN HORSTEAD
mhorstead@shawmedia.com DeKALB – Rosita’s Mexican Restaurant, a family-owned staple in downtown DeKalb, marked its 50th anniversary earlier this month by hosting a pair of celebratory events for patrons to enjoy. The special events commemorating the milestone featured salsa dancing classes on the patio and live music by the local band, Home by 12, and a mariachi band. A ceremonial toast and the cutting of the anniversary cake also were planned. Rosa Balli, owner of Rosita’s Mexican Restaurant, said that knowing the family business is turning 50 this year means a lot to her. “There’s a lot of emotion,” Balli said. “It’s always been a part of our lives. We grew up with it. It’s kind of like a sibling. It’s always there.” Rosa’s parents, Luis and Beatriz Balli, started Rosita’s in 1972. The establishment grew over the years from one building up to three by 1992. The expansions allowed the restaurant to serve more patrons at a given time. “My mom was a really good cook,” Balli said. “It grew from there, little by little.” Balli said her late parents would

that person. It’s not just about the restaurant, it’s about getting to know them and their lives.” Balli said the restaurant gives her a lot of fond memories to reflect on. But things haven’t always appeared rosy for Rosita’s and its outlook. “To be honest with you, it was very
scary not to know if you were going to be around six months or not because we had no experience with a pandemic and life seemed to have stayed still when it first emerged in 2020,” Balli said. “When you have a business, you have people that work for you, and you also make a living off of this, and there’s no one coming in the door anymore, it’s very emotionally scary. But thankfully we survived it.” Balli said she is able to look ahead positively at the restaurant’s future, despite concerns about inflation. “We’re better than we were last year, we’re better than we were the year before,” she said. “Part of that is because our community is extremely loyal to us. To me, there’s something to say for that.” Balli said Rosita’s takes pride in providing its patrons with a signature experience. “Our food is good,” Balli said. “Everything we make, we make it in-house. There’s nothing that’s pre-made.” Balli added that Rosita’s is huge on building and maintaining relationships with its patrons. “There’s somebody there you’re going to know of our family or management when you walk in the door,” Balli said.

BRIEF S ycamore Boy Scout earns Eagle award for conservation project
SYCAMORE – Quinn Harrelson, a member of Boy Scout Troop 2810 chartered out of Salem Lutheran Church of Sycamore, recently completed his Eagle project aiding area conservation.
Harrelson’s project benefited DeKalb County’s Forest Preserves as he worked to help restore wetlands at the South Afton Wetland Mitigation Bank, according to a news release. Harrelson consulted with Restoration Ecologist Patrick McCrea of the DeKalb
County Forest Preserve District and came up with the project together. The pair met several times to plan out the project and Harrelson visited other wetland areas to better understand how they function. The forest preserve donated 850 native

Shaw Local News Network SYCAMORE – The Sycamore Park District was recently awarded $240,300 in state funding for a planned 12-acre neighborhood park at Reston Ponds. According to a news release from state Rep. Jeff Keicher, R-Sycamore, the park district was one of 87 Illinois park projects to receive public funding through the Illinois Department of Natural Resources’ Open Space Land Acquisition and Development program. “I would like to thank Representative Keicher and the Illinois Department of Natural Resources for their support of our project,” Jonelle Bailey, executive director of the Sycamore park district, said in a news release. “Our team here at the park district has worked very hard to plan this exceptional recreation space for our community and we are all very excited to continue moving forward and see the project through to completion.” The planned project for Reston Parks at the intersection of Becker Place and Parkside Drive in Sycamore will feature a 12-acre space with recreation opportunities for all ages,
according to the release. The grant will fund development of a playground, small loop trail, picnic shelter, soccer field, one pickleball court, a native landscaping buffer and educational signs. Additional amenities that include a second pickleball court, large loop trail, tennis court, basketball court, fitness equipment and a parking lot will be phased in over time. According to the release, OSLAD grants can provide up to one-half of a project’s funds and, when combined with the investment of local matching funds, will support more than $56 million in local park development projects and land acquisitions statewide. “When we say ‘Life Offers More in Sycamore,’ that phrase is most fully demonstrated by our outstanding park district and their commitment to our community,” Keicher said in a news release. The state program that started in 1987 has invested $433.5 million in 1,816 Illinois park projects. The program receives dedicated funding from a percentage of the state’s real estate transfer tax, according to a release from the state’s office.
