SunVest Solar LLC, based in Pewau kee, Wisconsin, was seeking a special use permit from the city to build on an approx imate 49-acre site along the north side of Pleasant Street across from DeKalb Tay lor Municipal Airport. The request went before the city’s Planning and Zoning Commission last week, and the DeKalb City Council approved the petition Aug. 22 in a 7-0 vote.
ON THE COVER
DeKALB – A Wisconsin-based solar company has been cleared to build a solar farm across from the DeKalb Taylor Municipal Airport, and city officials took action Aug. 22 to amend existing rules to accommodate the proposal.
The city already had regulations with respect to solar panels installed at busi nesses and homes where residential may be the primary use of a site. The city didn’t have any rules on the books for solar farms that produce energy specifically for off-site usage where it also is the primary use of a property. City Planner Dan Olson stressed that the solar farm would not be operated where it’s going to negatively impact property val ues around the project site. Bill French, regional director of prod uct development for SunVest Solar, previ ously said he believes he’s addressed con cerns raised about the solar farm. Olson previously said the city is look ing to be proactive rather than reactive to future development opportunities for solar“Therefarms.may be others that come into the city,” Olson said during an Aug. 15 planning and zoning commission meeting.

“That’s pretty upsetting, to have so much damage done and so much work that needs to be done to restore this wonderful historical building,” said Mueller. “I’m just happy to do the lit tle bit that I can do.”

Shelton said considering the build ing is more that a century old, and the women’s center has occupied it for almost three decades, there’s a lot of historical value in some of the stuff that was impacted by the flood.
Michelle Perkins said she came out to volunteer because she thinks the DeKalb Area Women’s Center is a great organization with a great cause.
“We really need to have a sump pump pit dug and a sump pump installed with an ejection system that will get the water out before it can spread over the floor again,” Coveny said. “I believe it will take months before that happens and again we have to figure where the money is coming from because I’m not willing to write a check that bounces.”
Enter the volunteers Over the past few weeks, Coveny reckons the center has been graced with volunteers more than two dozen times. The majority of the work done by those volunteers have so far involved bringing water-logged items out of the basement and into the sun to dry off. Everything from filing cabi nets and ruined furniture to the build ing’s deed and old blueprints of the hall needed to be brought out and sorted.“We can’t just throw out the damp papers,” Coveny said. “We need to look and see, do we have the deed to the building, do we have the the paperwork for the IRS nonprofit sta tus, do we have the paperwork for the state of Illinois nonprofit status?”
Coveny said the DeKalb Area Women’s Center expects to receive $1,250 in emergency grant funding from the DeKalb County Community Foundation.

DeKALB – The DeKalb Area Wom en’s Center is dealing with thousands of dollars in expenses after excess stormwater seeped into the basement of its building during a rainstorm this month.Anna Marie Coveny, a leader at the women’s center, said the rain came down so hard in such a short period of time that it overwhelmed the storm sewers, even with two rain gardens out“Butfront.the groundwater, the ground was saturated, the groundwater needed someplace to go and it seeped up through the cracks in the cement floor in our basement,” Coveny said. Coveny said a Zumba instructor was the first to discover, what at the time, was 7 inches of water pooled in the basement. Once Coveny came with the help of plumbers and their water pumps, the water had already receded but the damage to the under belly of the 105-year-old building, and many of the items stored there, had already been done. At the time, everything was damp and Coveny said some things were actually sopping wet, so air movers and dehumidifiers were brought in to prevent mold from growing. Now Cov eny worries the center is going to have a huge electric bill.
“We have no way of estimating what that is but running day and night 30 air movers and three dehu midifiers is going to be a whopper of an electric bill. So that’s part of what we need to do fundraising for,” Cov enyAssaid.far as expenses go, the DeKalb Area Women’s Center owes so far $4,050 to Service Master Commercial Cleaning Services but the buck doesn’t stop there.
“For me, as a tree hugger, the hard est part was seeing all the garbage,” Perkins said, who’s volunteered twice since Aug. 24. “Seeing all the stuff that’s damaged and trying to be resourceful with how we can recycle, reuse and not just put things in land fills – so it’s always just, it’s just dev astating.”
STORM SURGE
The center asked for volunteers to help with the flood recovery from 9 a.m. to 9 p.m. Aug. 24 and Aug. 25 and then from 9 a.m. until noon Aug. 26 and Aug. 27.
“So the sooner we can get it out of the mustiness and dry some of it out, hopefully some of it can be saved and preserved,” said Shelton. Ann Mueller, another volunteer, said she supports the center. Since she’s retired, she had time to help out when the call for volunteers went out to the “It’scommunity.importantto have a space like this, so I’m really appreciative of the work they do here,” Mueller said.
As of Aug. 24, the center
Lisa Shelton, who works with Safe Passage in DeKalb, said she came out when she heard the center needed help. Shelton said a lot of people come out and help Safe Passage so she likes to match those efforts by going out and helping where she can as well.
Community helps bail out flooded DeKalb Area Women’s Center
A section of wall cut out to prevent mold from growing in the basement of the DeKalb Area Women’s Center is seen Wednesday, Aug. 24.
“I’m no stranger to flooding,” Shel ton said. “I grew up in a house that flooded a couple of times so it’s noth ing I haven’t seen before, but we defi nitely need as much help as we can get. That would be very helpful.”

“I would like people to know that our mailbox is open for checks,” Cov enyShesaid.said anybody who’s interested in helping with the flood recovery can mail a check made out to DeKalb Area Women’s Center, to 1021 State St., DeKalb IL 60115.
“We can’t just throw out the damp papers. We need to look and see, do we have the deed to the building, do we have the the paperwork for the IRS nonprofit status, do we have the paperwork for the state of Illinois nonprofit status?”
She heralded her fellow volunteers as they cleared the space. “No. 1 the physical labor and what you have to expend to get this done, to clean up, is amazing, and that’s just the beginning. Just getting the dam aged goods out, let alone putting it back together,” Perkins said. Perkins, a lifetime DeKalb resident, said she’s always heard of the wom en’s center but didn’t have any involvement with the organization prior to her volunteer work last week. She said it feels good to be involved. “Anytime you’re working with an organization like this its funding, donations, even skill, if someone can donate skill that’s always appreci ated,” said Perkins. “Any type of disaster like this just cripples organi zations, so be aware, be kind and give back.” Moving past the flood All flood issues considered, the DeKalb Area Women’s Center contin ues to host its weekly open house from 7 to 9 p.m. Fridays, Coveny said. Save a series of sign and collage mak ing workshops, the regular program ming during those Friday evening events have turned into a time for more work dealing with flood damage to beCovenydone. said the areas where carpet used to adorn the floors of the center’s basement won’t be replaced because of the risk of another flood in the absence of a sump pump. But she hopes some of the original hardwood in the basement can be saved. The center also gives away free winter clothes on the Saturday before Thanksgiving. Despite the flood, that event is still expected to go off like normal in two and a half months.
“And the good thing that I have to say today, is that it wasn’t sewer backup, sewage backup it was not, and so it was storm sewer instead,” Coveny said.

“That’s kind of my goal, that we don’t have the musty odor anymore for the coat drive,” Coveny said. “And it is really a gratifying experience to do that,” said Coveny, who noted the clothes are given to anyone who shows up, no questions asked.

As a result – mirroring responses to a separate, unrelated shooting midday Monday, Aug. 22, during which a teen ager was shot blocks from an elemen tary school – nearby DeKalb High School and Jefferson Elementary School were placed on a brief lock down Wednesday evening “out of an abundance of caution,” DeKalb School District 428 officials wrote in a social mediaNearbypost. schools in District 428 brought anyone outside into school buildings, and no one was allowed to enter during the community emer gency protocol, which was lifted about 6 p.m.DeKalb police, including Byrd, and officers from Northern Illinois Univer sity remained on the scene for several hours Wednesday.
“I believe this was more of a tar geted incident,” Byrd said Aug. 24. It’s the third shooting where injuries have been reported throughout DeKalb’s north side since Aug. 22. A male teenager injured on a sidewalk near Eighth and East Taylor streets –near Founders Elementary School –was taken to Kishwaukee Hospital and then transferred to OSF Saint Antho ny’s in Rockford. Two DeKalb teens, ages 13 and 14, face criminal charges from the incident, police announced Aug. 25. The 13-year-old is charged with attempted murder, authorities said. And Tuesday night, Aug. 23, a woman was shot just a block over on Ridge Drive during an incident ini tially reported as domestic in nature. However, Byrd said Wednesday that police believe the shooting occurred after an isolated argument. A suspect in that incident also remains at large. Byrd said authorities have increased police patrols in the area, although that’s not a new protocol. He said the DeKalb Police Department is in the process of hiring more officers to help increase police visibility.

Repairs on the Third Street crossing of the Chicago & North Western railroad have been at a standstill for the past few days as the crew of workers was moved to Rochelle to help in cleaning up the debris and making necessary repairs following the wreck last Tuesday. Work was resumed on the crossing this morning. The wreck which piled up 34 freight cars and caused con siderable damage to the road bed necessitated the gathering of a large crew of workers to make repairs. In the meantime, the Third Street crossing remains closed and will remain so until the work crew has a chance to complete the repairs.

It is a new experience to hear of the faithfulness of a pony to a child, but such is the case of little Willis Ray Perkins, who has just come here from Kentucky. Willis was riding his pony the other day, and in some way fell to the ground breaking his arm. The pony stood guard over the little chap until he was picked up by someone, and the little master today is expressing a great deal of pride in his pony.
Mr. and Mrs. Jack Fralick of Hinckley were members of the party of 38 of the Chicago Mountaineering Club who returned from Durango, Calif., where they went to enjoy their favorite sport. Mr. Fralick with Joseph Stettner and John Speck, were forced to spend a stormy night tied to a narrow ledge on the sheet 1,200 foot east face of Mt. Monitor, near Durango, when the storm caught them on the heights. Thinly clad and hun gry, the three then went on to scale the 13,700 foot peak, regarded as one of the most dangerous in the country. The men were without water and Mr. Fralick’s body was raw from the fierceness of the storm and contact with the rough surface, although he suffered no serious effects from his harrowing experience.

Today was a red letter day as far as quietness in DeKalb is concerned. On checking the funeral homes it was found that no deaths had occurred last evening or during the night. The fire station reported that no calls had been received and the police department had no business of any major interest. It is hoped that the quietness will remain over the Labor Day weekend.

DeKALB – The Kishwaukee Water Reclamation District will hold an open house from noon to 3 p.m. Friday, Sept. 9, at the dis trict’s facility at 1301 Sycamore Road in DeKalb.Theopen house is free and open to theThepublic.public will be able to visit and tour the water reclamation facil ity.A chemical-free wastewater treatment process that uses micro organisms and UV light to clean dirty water is one of the facility’s high lights, as are two generators that convert biogas generated during the wastewater treatment process into enough renewable electricity to power the entire facility.
“There’s got to be a future land use plan,” Nicklas said. The plan designates certain undevel oped land on the northwest and south west sides of the city for agricultural use where there is no logical alternate land use that may fit otherwise. Nicklas said it helps not only make it possible for the city to show a positive, purposeful preservation of farmland but also demonstrate commitment to plan ning for future development with integ rity.“Here we are living in an area that has some of the richest soils in the world and our economy is still about 90% agri cultural in its purposes,” Nicklas said. “I think it’s important we look at that.”
KWRD is the sanitary sewer and wastewater treatment provider for the city of DeKalb, the village of Malta, Kishwaukee College and the surrounding area.
DeKalb leaders tout new urbanism
First Ward Alderwoman Carolyn Morris – alluding to the tenet of new urbanism, a concept meant to plan cities focused around walkability, and a vari ety of housing and jobs – said she is excited about the comprehensive plan and what it means for the city. “The promotion of an interdepen dence of land uses rather than promot ing certain uses of items removed from normal patterns of travel tends to pro mote neighborhood clusters and com bine residential districts with schools, daycare centers, small markets and other ancillary services,” Morris said. “I just really appreciate that being a focal point in here. I think being in my experi ence – I’ve lived all over the country –that’s really what makes a community amazing.”Nicklas echoed that sentiment, say ing new urbanism, which has been around 15 years, remains alive in the city’s comprehensive plan. “I think it’s still as meaningful as it was when it was founded,” he said.
Mayor Cohen Barnes said he believes guidelines and recommendations can go a long way to making a difference in planning for development, whether architectural or aesthetic improve ments on commercial and industrial properties such as varied rooflines or facade“We’recolors.really trying to think about, ‘You’re going to develop something in our community now, you need to read this. You need to get an understanding of some of the guidelines that we’re talking about to start the conversation there,’ ” Barnes said. Barnes said he appreciates the input the city received from the community regarding the comprehensive plan update during the public engagement process.

Shaw Local News Network DeKALB – Stage Coach Players will open its next production, “The Cruci ble,” on Thursday, Sept. 23. The play is scheduled to run for two weeks. The Tony Award-winning drama tells the story of the Salem Witch Trials and those who became wrongly accused of practicing witchcraft. The play opens at the house of Rev. Parris, the morning after a small num ber of the village girls were discovered in the neighboring forest dancing, including Parris’ daughter, who remains motionless in her bed. The truth of the previous evening is more devious. The instigator, Abigail Wil liams, Parris’ niece, convinced the girls to conjure up a curse against Elizabeth Proctor, the wife of John, the man with whom she had an affair while she was the Proctor’s servant. When John rejects Abigail’s advances, she and the other girls begin making accusations of witchcraft against some of the women in the vil lage, including Elizabeth. The court, led by Judge Danforth, believe the girls and Elizabeth is taken to prison. To avoid the noose, Elizabeth only needs to confess to practicing witchcraft. She will not. John’s last resort is to expose Abigail’s plan, but things go awry when he goes to the court.

“I know for the people that I know that are in school it’s a big relief,” said Rodriguez, of Downers Grove, whose sister will benefit from additional relief because of a Pell Grant. “Huge relief because, you know, sometimes you have to choose between paying your student loan or eating, so I think it’s a good thing rightPresidentnow.”

“I feel like it helps the people who need it the most and it’s like intended to help the people who need it the most, so I think that’s a pretty fair cap,” Martinez said. “Could they raise it? Yeah, but I feel like it’s in a good spot.”
Biden also is extending a pause on federal student loan payments for what he called the “final time” through the end of 2022, and proposed capping the amount that borrowers must pay monthly on undergraduate loans at 5% of their earnings, down from 10%.

CLARA JANE G’FELLERS Born:
By CAMDEN LAZENBY clazenby@shawmedia.com and MEGANN HORSTEAD mhorstead@shawmedia.com
DeKALB – Current Northern Illinois University students say President Joe Biden’s student debt relief plan is good to hear but are unsure of the economic ramifications of the announcement, meant to provide some relief to loan bor rowers burdened with tens of thousands of dollars in debt. Rosa Rodriguez, 31, an NIU senior studying public administration, said she’s not sure yet how the debt relief plan will help her, but she’s happy. She said she can’t say whether debt relief will turn out to be a good thing in a decade and wondered if the policy would trigger more inflation, but thinks the forgiveness is helpful for those who need it.
Joe Biden on Wednesday, Aug. 24, announced his long-awaited plan to deliver on a campaign promise to provide $10,000 in student debt cancella tion for millions of Americans – and up to $10,000 more for those with the great est financial need, including recipients of Pell Grants – along with new mea sures to lower the burden of repayment for their remaining federal student debt.
Clara Jane (Yunker) G’Fellers passed away peacefully on August 18, 2022 at the DeKalb County Nursing Home Memory Care Unit. Clara was born September 12, 1930 to Harlan and Lucille Yunker in Windsor, Illinois. She moved with her family to Sycamore, Illinois, where she became a 1948 graduate of Sycamore High School. Sycamore was also where Clara met the love of her life, Wallace “Wally” G’Fellers. Clara and Wally married in 1951 and celebrated 70 years together before Wally passed away on December 3, 2021. Clara was a proud mother to her four chil dren: Richard (Sally) G’Fellers, Deborah Lints, David (Debbie) G’Fellers and JoEllen (Rick) Hicks. Throughout her life, she modeled strength in adversity and taught her children independence and integrity.
Borrowers who earn less than $125,000 a year, or families earning less than $250,000, would be eligible for the $10,000 loan forgiveness, Biden said. For recipients of Pell Grants, which are reserved for undergraduates with the most significant financial need, the fed eral government would cancel up to an additional $10,000 in federal loan debt.
Michael Martinez, 19, an NIU sopho more from Franklin Park studying engi neering, said he’s happy after hearing about the president’s student debt relief plan. He said he thinks the $125,000 yearly income cap is pretty fair. He said he thinks the policy is good for testing the waters to see how it affects the econ omy and to assess if more relief is doable.

“I think it could be more,” Day said. “I think it was a mistake to get students in debt in the first place. I think that the country needs to have a much more robust system of public education, and that includes university education.”
“Because it’s like, I took on that debt knowing that I need to pay it off, so I’m like, it’s my responsibility and I feel fine with it,” Schad said. “And for other people, if they need help – especially with the way our world is – everyone I think needs help. So, yeah, as much as people can get it, that’s all the better, as long as it really does help our whole economy.”Morethan 43 million people have federal student debt, with an average balance of $37,667, according to federal data. Almost a third of borrowers owe less than $10,000, and about half owe less than $20,000. The White House esti mates that Biden’s announcement would erase the federal student debt of about 20 million people. Proponents say cancellation will narrow the racial wealth gap – Black students are more likely to borrow fed eral student loans and at higher amounts than others. Four years after earning bachelor’s degrees, Black bor rowers owe an average of nearly $25,000 more than their white peers, according to a Brookings Institution study. Some opponents, however, have said mass debt relief could worsen inflation or benefit only wealthy Americans instead of those dutifully making pay ments.“Itwould not help people whose debts are not guaranteed by the gov ernment,” said NIU economics profes sor Carl Campbell, who added some may worry debt relief helps only wealthy Americans because those with higher education degrees tend to earn more income.
Rosa Rodriguez NIU senior
is expected but really prohibitively priced and I don’t think that’s a really fair, helpful way to do it,” Whitchurch said.Whitchurch, who went to commu nity college for two years before attend ing NIU, proposed a debt relief policy that’s even further tiered based on income because the relief may impact people differently.
Camden Martin, an 18-year-old freshman, said he heard about the pol icy through a text from his mom.
Michael Day, a 66-year-old who has been the director of first-year composi tion at NIU for the past 20 years and who is set to retire in a month and become a professor emeritus, said he’s a fan of countries abroad that offer free college tuition.

Plans have been announced to forgive $10,000 of federal student loan debt. like, how is that going to happen? You know, where does that money come from or how is it going to work out?” Schad said. “You always kind of won der, is that too good to be true? What’s the underside story of it?”
“People will have more ability to engage in discretionary spending if they’re not making the student loan payments,” Campbell said. During Ben Lunaburg’s freshman year at NIU, he incurred about $10,000 in debt from student loans. Now 19 and
“I could see people complaining that it was unfair that it helped some people and not Campbell, others.”NIU’s economics depart ment chairman, said he thinks wide spread debt relief could be “somewhat inflationary.”“Butit’sgoing to be spread out over a long period of time and not just giving people $10,000,” Campbell said. “They’re reducing their payments.”
a sophomore from Hoffman Estates majoring in environmental studies, Lunaburg said he’s pleased to see Biden’s relief plan.
“I think it depends a lot more on cur rent income and socioeconomic back ground and things like that. So I think a staggered debt relief would be a better system, but I’m intrigued to see where it goes,” Whitchurch said.
“I think it’s a good thing, especially because, like, for the lower-income fam ilies they get more access to money that they could use for school,” Martin said.

Schad said he finished paying off his student debt about a year ago, but stressed he’s not angry about the policy.
A reduction of payments could free up money to spend on other needed aspects of life, Campbell said, like gro ceries, housing and gas.
“I’m feeling very good about it, I’m happy that there’s an opportunity like this for kids, because I know there’s kids in even worse situations than I am,” Lunaburg said. “So for them to be offered something like this is – it’s reallySarahnice.”Whitchurch, another fulltime employee for Cru, graduated from NIU in 2021 as a history major. “I‘m excited. Today, many banks feel under intense pressure to acquire or to be acquired. And as we have seen once more, our local banking landscape is changing dramatically. For some, this may not matter. For many, however, it is very important.
At Resource Bank, we believe – strongly - that there is an enduring place for a true, locally-based community bank. This means that our entire staff is right here – when and where you need us most. There is an adage that says; “In matters of style, swim with the current; in matters of principle, stand like a rock.” Please allow me to share Resource Bank’s “rock” principles with you: We are dedicated to: Enriching the Lives of Our Customers Caring For Our Communities
Believing in the American Dream Richard Katz, Chairman Before closing, I would like to share a story. Just a few years ago, we met a successful area businessman who immigrated to this country from Germany and recently became an American citizen. After sharing our history and philosophy of business with him, he said that Resource Bank reminded him of a bank he knew in his home country. Having been founded nearly 350 years ago, the bank has remained independent with an unbroken tradition of family ownership since 1674. The reason, he said, is because their principles and values have not changed. They form the heart of their business and this, he said, is why the bank reminded him of Resource. That was a very proud moment. We recognize that we owe everything to you, dear loyal customers, knowing that we are only relevant so long as you deem us to be. We pledge to you that we will continue to do our utmost to earn your trust, and we hope that you will continue to reward us with your business. Our sincere thanks for your patronage and support as we move forward towards a bright and prosperous future together.
The Commitment of Resource Bank
