DeKalb alderwoman to run for 76th House District in 2024 election
By KELSEY RETTKE krettke@shawmedia.com
DeKALB – Carolyn Zasada, 1st Ward alderwoman for DeKalb, announced that she’ll seek the 76th District in the Illinois House in 2024 as a Democrat, putting her in line for another battle with Mayor Cohen Barnes.
Barnes also announced Sept. 22 that he plans to run as a Democrat.
Fellow Democrat and Northern Illinois University graduate Lance Yednock, D-Ottawa, has said he won’t seek reelection in 2024.
“I’ve been thinking about [running for 76th District] for the past month or so and finally made the decision last weekend,” Zasada said in an interview Oct. 2, adding that she wants to continue “fighting for working families and their everyday needs.”
Zasada – formerly Carolyn Morris – and Barnes faced each other in the 2021 mayoral race in DeKalb, with Barnes coming out on top. If Barnes, who was first elected in 2021, wins a spot in the General Assembly in Springfield, he said he intends to continue serving his mayoral term to the end and continue in both elected offices at the same time. Zasada, who was first elected in 2019 and whose current term also ends in 2025, said it’s too early for her to decide on serving out her alderperson term.
In her second term on the DeKalb City Council, Zasada said she feels confident now in her work as an elected leader and knows that she’ll be able to bring that to Springfield to represent a much larger constituency.
“Ever since I began serving on the City Council in DeKalb, I have absolutely loved serving the community, and I think that I am equipped on a larger level,”
PUZZLE ANSWERS puzzlesonpage16
Zasada said.
The DeKalb U.S. Marine Corps veteran, real estate agent, NIU graduate and mother of four who attended DeKalb District 428 schools is no stranger to public office bids. She said she was first inspired to pay more attention to politics in school.
“I had an amazing social studies teacher and after a specific class, I felt like I understood the system so well that I felt like I would be able to go into this challenging abstract system and fight for the people our government overlooks and change the things that people need to be changed,” Zasada said. “That is the same thing that led me to join the Marine Corps. I thought I could replace someone in a combat zone who had children to return to. I see a need, and I work to meet it.”
In addition to her 2021 mayoral campaign, Zasada ran an unsuccessful 2018 bid as a Democrat for the DeKalb County Clerk and Recorder’s Office, losing to longtime clerk and Republican Douglas Johnson. She’s been representing the 1st Ward unopposed since 2019.
Zasada joined the Marine Corps in 2002. She served for 11 years as active duty and two more as reserve, and served a tour in Iraq. She holds a bachelor’s degree in economics from NIU, and earned her master’s in public policy and administration at Northwestern University. She’s worked in nonprofit management and now is a real estate agent.
A hot-button issue likely to play a role in 2024 campaigns is the controversial closure of St. Margaret’s Hospital, which closed June 16 in Spring Valley. St. Margaret’s Health-Peru closed in January and has since been acquired by OSF HealthCare.
The Illinois Valley has been without a nearby hospital since, as OSF St. Elizabeth Medical Center in Ottawa is the closest.
“I think that it’s important to focus on the needs of the entire district, and I think the things the entire district are facing are shortage of health care, access to health care – I think that’s a significant factor for people and a significant factor in reducing crime, quality of life and poverty,” Zasada said.
In a social media post Sunday night to her political public page, Zasada announced her candidacy with a photo alongside DeKalb County Democratic Party Chair Anna Wilhelmi.
Zasada said she also wants to tackle job growth and lowering taxes.
“I think we need more good-paying

jobs,” she said. “The [Interstate] 88 corridor has been growing big time, but there’s a lot of need for more growth in the southern portion of the district. I think we’ve done a fantastic job in the city of DeKalb for reducing taxes, but it’s something we need to do in other parts of the district as well.”
In her time representing the 1st Ward, Zasada has worked with city officials, area landlords and tenants to help facilitate major changes to property ownership on the city’s north side. During a 2019 summer of fires at multiple DeKalb apartments, including many owned by former Evanston-based landlord Hunter Properties – once the city of DeKalb’s largest landlord – Zasada could be seen at the apartment complexes, aiding residents displaced and injured by the fires.
In April 2021, Zasada supported a unanimous vote for the city to sign a settlement contract with Hunter Properties – which at one point had almost 500 unresolved code violations, according to DeKalb County court records – which established a plan for Hunter to sell multiple properties to the city or to a dif-

The Palmer Family Music Education Scholarship Fund awards a scholarship to a DeKab County high school graduate who plans to pursue a music career. The fund was created in 2009 by Dee Palmer, who died in 2011, and his supporters. Palmer was the DeKalb Municipal Band director.

ferent landlord. All Hunter Properties buildings that changed ownership were in the 1st Ward, except for The Terraces, formerly Lincoln Tower on West Lincoln Highway.
“The 1st Ward has really seen some transformation,” Zasada said. “There’s certainly room to grow and to improve, but we’ve taken the necessary steps to get that ball rolling and to change what it looks like.”
The candidate filing period doesn’t open until Nov. 27, according to the Illinois State Board of Elections. However, petitions to collect voter signatures could begin circulating as of Sept. 5.
The general primary election in Illinois is March 19.
The 76th District includes La Salle, Bureau and DeKalb counties, including the cities of Ottawa, La Salle, Peru, DeKalb and Spring Valley.
For Zasada, she hopes to bring her ability to listen and learn – what she counted a strength – to the district.
“I think that on [the] City Council I’m an open-minded voice of reason and think I listen very well to both sides of every situation that we come across,” Zasada said. “I’m always willing to change my mind, which I think is a positive when new ideas present themselves.”

NIU Class of 1973 to reunite at Homecoming
Editor’s note: This feature on Northern Illinois University’s Class of 1973 written by Tony Scott initially appeared in Northern Now and is being reprinted with permission.
By TONY SCOTT Northern Illinois University
If you were a student preparing to graduate from NIU in 1973, you had already experienced one of the most politically and socially tumultuous times in United States history, along with witnessing a cultural revolution in music, film and art.
Movie theaters in the Chicago area were featuring films such as “Soylent Green,” “The Long Goodbye,” “Deliverance” and “The Poseidon Adventure.” The hottest songs on the music charts included “You’re So Vain” by Carly Simon, “Superstition” by Stevie Wonder, “Crocodile Rock” by Elton John and “Killing Me Softly With His Song” by Roberta Flack.
President Richard Nixon handily beat Democratic Party challenger George McGovern in the fall 1972 election, all while the burgeoning Watergate situation was becoming a fullblown scandal.
This year, the generation of NIU graduates who experienced all of that and more will be celebrating 50 years since they crossed the commencement stage.
Mark Lamb, chairman of the organizing committee, said he still keeps in contact with many of his friends who he met while a freshman at NIU.
“We all lived together in the dorms at Northern,” Lamb said. “When we get together, we say things like, ‘Hey, I wonder what so-and-so is doing.’ We were thinking about doing a little reunion on our own actually, before the pandemic hit.”
Lamb said the Golden Huskie reunion will be the perfect opportunity to see friends and network with fellow alumni.
“I’m hoping that we get to renew some friendships with people we knew back in the day,” he said.
Lamb and others on the Golden Huskies reunion committee recently remi-
nisced about their time on the NIU campus a half-century ago and their excitement about the reunion.

“Most everybody is retired,” Lamb said. “It will be cool to see the families, how your kids are doing now, how many grandkids you have, that kind of thing. You’ve moved on from your own personal goals to your family.”
Lamb recalled that he and most of his friends had parents who hadn’t attended college, and they bonded over this new, unknown experience. He said that bond made those friendships endure.
“I think we were all first-generation college kids, our parents never went to college, and we really had no clue what we were doing in college, to be honest, and I think that was probably the bond,” Lamb said. “We were all in this together, and we were helping each other.”
Linda Grandolfo still maintains friendships with a group of women she met while they were sorority sisters at Alpha Omicron Pi. While many of her high school classmates went off together to a different university, she

took advantage of receiving a scholarship at NIU and met a lot of new friends.
“I was very happy to be away from home, and meet some new friends,” Grandolfo said.
Grandolfo said that much of the campus feels similar to her, despite some changes over the years. She remembers her and her sorority sisters spending a lot of time at what is now the Holmes Student Center. The center was named for former University President Leslie A. Holmes in 1974.
She lived in Neptune Hall freshman year.
“The nice part about living in Neptune is you could get up about 7:30 and be in your class at 8 a.m.,” Grandolfo said. “It was a nice dorm. It was all

Pienkos has plenty of memories from her years at NIU, from witnessing political unrest and demonstrations to walking around campus and enjoying the sights like Altgeld Hall and the lagoon, to enjoying midnight french fries in the New Orleans Room where she and her husband lived in Stevenson North.
She and Mark also saw plenty of concerts, most of them at the Chick Evans Field House, from Neil Diamond to the band The Vogues, whose hits included “Five O’Clock World.” Elton John, Blood Sweat and Tears, and Don McLean all visited campus to perform in 1972 and 1973.

LEGACY OF BUSINESS GROWTH
Paul Borek, longtime DeKalb County economic development leader, retires
By CAMDEN LAZENBY clazenby@shawmedia.com
DeKALB – Paul Borek said cheers to 15 years this week as he prepared to retire as executive director of the DeKalb County Economic Development Corp. He leaves a legacy of significant business growth for the community.
Expressing humility as praise from local and state leaders beckoned him forward, Borek, 68, insisted much of the credit for the agency’s success stems from the people who’ve worked alongside him.
“I’m pleased to have had the opportunity to make a difference, along with many, many, many partners that have been involved in all of our initiatives,” he said. “I’m pleased to have worked with all of DCEDC’s colleagues to make a difference for DeKalb County.”
Borek officially handed his successor Mark Williams the reins to the public-private partnership this week. So what’s next for the longtime business leader who’s preparing to leave his office and, hopefully, spend some warmer winters down south?
“I’m wrapping up a few things at the office, and ensuring that the transition with [Mark] Williams is smooth and seamless, and engaging in travel plans with my wife, Mary [Myers],” Borek said.
Borek, who came aboard to run the agency on Feb. 1, 2008, championed a variety of initiatives to attract businesses to DeKalb County during his tenure.
None were more fruitful, community leaders said, than his efforts to create the DeKalb County Enterprise Zone.
A common economic tool employed by municipalities across the state to entice business growth, the Enterprise Zone creates financial incentives for businesses to relocate or grow their businesses in DeKalb County.
The Zone offers tax incentives through state and local agreements, and coordinates with the Illinois Department of Revenue and Illinois Department of Commerce and Economic Opportunity.
The cities of DeKalb, Genoa, Sandwich and Sycamore, along with Cortland and Waterman all have signed agreements with the Zone.
Since the Enterprise Zone’s creation in 2016, businesses have invested more than $2.5 billion into facilities in the county.
Among them include significant
I’ve watched him advocate for the city of DeKalb, and for DeKalb County, over and over again, and his leadership was instrumental in changing the Enterprise Zone to allow data centers, which is one of the catalysts for us getting Meta to be able to come out here. So Paul’s always been a great advocate for the community.”
growth marked just within the past three years: social media giant Facebook’s parent company, Meta’s DeKalb Data Center, exceeding $1 billion worth of investment into the Interstate 88 corridor, Amazon’s warehouse, Ferrara Candy Company, a Kraft Heinz facility and more.
DeKalb County Administrator Brian Gregory said the creation of the Enterprise Zone began about a decade ago with a meeting between himself, Borek and Mark Pietrowski, who at the time chaired the DeKalb County Board.
The trio met at 3 p.m. on a Friday and didn’t wrap until close to 9 p.m.
“And from that point, Paul took the Enterprise Zone – and you heard the word shepherd earlier – he shepherded that process,” Gregory said. “Paul was instrumental in making this happen. Paul’s treated every opportunity the same, whether that economic opportunity involved hundreds of millions of dollars in investment or hundreds of dollars of investment. He recognized and appreciates that those companies are making investments here in the
county, and he was there along the way to always serve as a resource. More importantly, Paul treats people the same way.”
DeKalb County’s Enterprise Zone was certified on Jan. 1, 2016.
About 8 million square feet of new business space has been developed over the past seven years, officials said. With that came 3,500 jobs. As a result of the Enterprise Zone, 19 new businesses were attracted to the county and 19 local businesses expanded their operations.
Pietrowski, now Cortland mayor, said Borek left a legacy of economic success in the community.
“The sky’s the limit now for this community, and it’s [the Enterprise Zone] setting us up well to have a really diversified tax base, which was the goal that I had when I was County Board Chair, and I know that Paul had,” Pietrowski said. “We really just want a lot of good job opportunities here for the residents of this county.”

Marion, Ohio – The estate of the late president, Warren G. Harding exclusive of his stock in the Harding Publishing company is valued at $486,565.64 according to the appraisers’ report filed in probate court here today.
With 155 pigs entered, the annual DeKalb County Pig Club show scheduled for October 19, at Annie’s Woods, will prove to be of greater interest than the one held a year ago, and that was a bigger affair than anticipated by those who were instrumental in starting the club. The affair this year is known as the pig club championship show, and people of DeKalb and vicinity should encourage the boys in their wonderful works by their attendance at the show October 19. In addition to the pig club show, the championship meet of the Northern Illinois Horseshoe tourney will take place.
The Crane school in Ohio Grove has been closed for a week owing to a siege of chicken pox.
Work of laying cement on North Thirteenth Street has been commenced and already is partly completed. Considerable dissatisfaction is being manifested among those who watched the job because of the fact that the electric company’s tracks in the center of the street are not paved. This is one thing that tends to spoil the entire Lewis Street job because there is such a disagreeable bump where the railroad tracks cross at Thirteenth Street. The general opinion is that there should be some measures taken to make the street level, at least, between the two sections of the pavement.
Announcement is received from Manager Edelson, of the Rainbow flyers, Chicago, that the machine here last Sunday at Electric Park, will be on the ground next Sunday, and in addition to passenger carrying will put on a life drop. Benny Grew, a parachute man of daredevil ability, will drop 1,000 feet or more before his chute opens, and will thrill the hundreds of spectators at the park. Grew nearly lost his life in a drop at Milwaukee a few days ago.

Although the blaze was extinguished before serious damage was caused, water from the sprinkling system resulted in a serious loss Sunday morning at the building at 136 S. Second Street. The building, which is owned by Louis Appolos, houses the DeKalb Toy and Novelty Company and the B. H. Clark Printing Company. The blaze is thought to have started on the roof from a spark. The heat from the fire opened the sprinkler heads and set off the alarm, sending three trucks of the DeKalb fire department racing to the scene at 4:55 o’clock Sunday morning. Although the fire was brought under control in short order, water from the sprinkling system seeped through the floor and caused considerable damage at the printing shop located on the first floor.
This morning the attractive decorations on the light poles which were set up a week ago in conjunction with the Golden Anniversary homecoming celebration
at the Northern Illinois State Teachers College were removed. The decorations were placed on 100 poles in the business area through the DeKalb Chamber of Commerce and the merchants of this city. During the past week the business district took on a gala appearance. The decorations were installed by a Chicago firm.
Tomorrow, the War Memorial Committee of the Northern Illinois State Teachers College will present to the college the first installment of books to be purchased annually with the interest from the Memorial Book Foundation to be created this year. This War Memorial Book Project is being established in reverent memory of the causalities of the college in World War II. The families of the 37 NI war dead are receiving notices of the presentation ceremony and will be welcome at the occasion. Inside the cover of each book will be the special memorial book plate, designed by Bettie Hall, ’42.
About $1,300 was stolen sometime during the night when a safe at the Hallgren Lumber Company office located at the east end of Locust Street was cracked. The theft was discovered shortly after 7 o’clock this morning when the office was opened for business.
This morning Mayor H. J. Hakala conferred with William Meck of the Stahl Construction Company concerning the progress of the street improvement program which is underway at this time. Curb and gutter work have been halted because of the shortage of cement but Mr. Meck stated that base work activities are being continued.

An unprecedented annexation of 180 acres of land on DeKalb’s south side was approved by the DeKalb Sanitary District board of trustees Wednesday night. Although the intended used of the land was not discussed, the three trustees agreed the land would
probably be developed soon. Included in the annexation is 60 acres slated for construction of the A. O. Smith Harvestore factory.
The DeKalb Park District board, in a special meeting Tuesday, directed its attorney to enter into an agreement with the Fairview Cemetery Association for the leasing of 50 acres of land at $40 an acre for 10 years. The land, east of the Fairview Cemetery, south of DeKalb High School and west of Illinois 23, will be utilized for up to 17 baseball and softball diamonds.
Bits of DeKalb County history were auctioned off yesterday in the 69-year-old courthouse. The pressures of a government expanding to meet the demands of a modern society forced the auction. Just over $2,400 was paid by the 115 registered bidders, who, along with about 400 other persons, spent a sunny Sunday afternoon looking at the antique desks, chairs, wicker wheel chairs and several other curious items.
1998 – 25 YEARS AGO
The push to muffle loud train whistles continues to chug along, with both sides agreeing to meet to discuss how to establish a whistle-free zone. Federal officials and Union Pacific Railroad representatives met Thursday night and agreed to meet with each of the six communities involved in the local “whistle-free” movement separately and take a look at what each town has to do in order to qualify for a quiet zone.
Although they have been given little information about the proposal, city officials across DeKalb County are wary of the proposed deal to expand the DeKalb County Landfill. From what they have seen so far, many of them are against a deal to allow Waste Management to dump thousands of tons of out-of-county garbage at the landfill every day.

nity treasure’s upkeep and ongoing restoration.”
SYCAMORE – The new Elmwood Cemetery Endowment Fund was created to aid the Elmwood Cemetery in Sycamore with maintenance, historic restoration and other needs.
The fund was created through the DeKalb County Community Foundation.
The fund supports Elmwood Cemetery Co. for general maintenance, historical restoration or preservation, historical burial site or war memorial maintenance, and other public enhancements at the Elmwood Cemetery, 901 S. Cross St., Sycamore.
The Elmwood Cemetery Co. was formed in 1865 by local citizens who wanted a special place of honor for loved ones who fought in the Civil War, according to a news release. The citizens formed a board of managers to create a new cemetery in Sycamore. The board bought 18 acres of farmland from Henry L. Boies.
“We established the Elmwood Cemetery Endowment Fund to provide revenue for ongoing historical and public-facing needs,” John Boies, president of Elmood Cemetery Co., said in
the release. “As a 501c13 organization, the Elmwood Cemetery Co. wants to provide donors with tax-deductible options for giving. The cemetery is a respected place where loved one’s rest,

The 10-day enrollment numbers for the fall semester follow an increased enrollment from the spring semester, too, according to the college. Between the summer and fall semesters this year, Kishwaukee College enrollment rose 10.5%.
The enrollment data marks a new 2023 trend for the college, which saw a 2022 semester enrollment growth, marking the first enrollment increase for the college since 2012.
“We are pleased to see so many students choosing to attend Kishwaukee College. The college is committed to meeting the needs of our community,
helping students create the life they want,” Kishwaukee College President Laurie Borowicz said in the release.
According to Kishwaukee College, new student enrollment is up 17%, and more students are taking classes on campus than in the past four years.
Online instruction also continues at the college, with more than 36% of those enrolled taking online courses meant to help balance students’ schedules.
“The enrollment increases are a sign we are providing the best possible opportunities for our students. Kishwaukee College will continue to adapt to the changing needs of our students and the community,” Bob Johnson, chairman of the Kishwaukee College Board of Trustees, said in the release.

DeKalb Mayor Cohen Barnes said he was sad to see Borek retire because he believes he was the driving force behind state officials allowing data centers in enterprise zones.
“I’ve watched him advocate for the city of DeKalb, and for DeKalb County, over and over again, and his leadership was instrumental in changing the Enterprise Zone to allow data centers, which is one of the catalysts for us getting Meta to be able to come out here,” Cohen said. “So Paul’s always been a great advocate for the community.”
Municipal and county officials lauded Borek for his efforts to spur economic development at a Sept. 28 DeKalb County Economic Development Corp. event held in celebration of Borek’s retirement.
Borek’s efforts also didn’t go unnoticed by state officials, either, including a special message from Gov. JB Pritzker himself.
Pritzker wrote a letter to Borek, which was read by the agency’s Board President Mike Kokott.
“Your leadership and dedication have been instrumental in propelling our state’s economic growth and your retirement marks the end of a truly remarkable era,” Kokott read from Pritzker’s letter. “For the last 15 years your leadership has played a pivotal
role in revitalizing DeKalb County. The remarkable economic growth achieved in the last three years alone, equivalent to three decades of progress stands as a testament to your contributions.”
Karen Hoyle, administrator for the economic development corporation, has worked with Borek since 2010. In an emotional sendoff, Hoyle said she’ll miss Borek’s mentorship.
“He has been one of the best bosses I’ve ever had in my life,” Hoyle said.
COMPETITOR WINDOW STICKER
“He’s humble, he’s kind, he’s intelligent, he’s thoughtful, he’s considerate. He is one to allow you to collaborate and on prominent issues he is just a really wonderful human.”
Borek said he plans to become a snowbird by wintering in Florida, and hopes to take a river cruise in northern Europe before long.
While he enjoys the spoils of a career well spent, DeKalb County will continue to see the fruits of his labor.
“We are in unprecedented economic
development that we haven’t seen since the invention of barbed wire, and Paul was a cog in that wheel to make it happen, and an important cog in the wheel,” Cohen said. “I’m always going to remember him. We created transformational change in the city of DeKalb, whether it’s driving property taxes down or affordable housing, whether it’s new jobs being able to create historic investment in our community, and he was a part of that, so I’ll always remember him for that.”
