Sale of nursing center terminated Officials project to have spent $9.8M between 2021 and 2023 to keep facility afloat By CAMDEN LAZENBY
clazenby@shawmedia.com SYCAMORE – An $8.3 million sale of the DeKalb County Rehabilitation & Nursing Center to a private buyer has officially been terminated, and there are no immediate plans to search for a new buyer, county officials said last week. Now, officials must grapple with how to fund the struggling facility, 2600 N. Annie Glidden Road, DeKalb, for another year under county government ownership. Last month, the buyers – principals from Illuminate HC and Saba Healthcare – informed DeKalb County they intended to terminate the purchase agreement. The buyers themselves did not attend an Oct. 3 Illinois Health Facilities and Services Review Board meeting that could have green-lit the acquisition. On Oct. 18, DeKalb County Administrator Brian Gregory announced the deal was off. “The buyers’ cure period under the contract expired end of the day [Oct. 16], and the buyers’ counsel indicated the buyers were not going to cure, as such the contracts were terminated,” Gregory said, referring to the window of time for contract proceedings. In July 2022, the DeKalb County Board voted to initiate the sale of the facility to Evanston-based Illuminate H.C. for $8.3 million. However, public scrutiny of the sale increased in April 2023, when county officials learned members of the leadership team from the only other company to bid on the facility – Skokie-based Saba Healthcare – had joined forces. with the Illinois Secretary of State’s office show. In July 2023, members of the public argued against the sale at a state public hearing in DeKalb and numerous county residents drove to Bolingbrook – twice – seeking to stop the sale. Madeline Nelson, one of the dozens of DeKalb County residents who have decried the sale since last year, said she thinks their lobbying efforts have paid off. “As the weeks have passed our group has seen definite progress and a change of heart from the board toward saving the nursing home. As we look into the coming year we look forward to continued progress,” Nelson said. “It is our hope that the progress will also include an apolitical stance, more transparency, more discussions, data-based problem solving, careful consideration of outside suggestions and positive interactions with the Board.” Steve Duchrow of DeKalb, also a frequent opponent of a sale, said he’s pleased with the turn of events. “I’d like to thank the board members for working to keep the nursing home, and for those of you who are still keeping an open mind about this matter, and trying to help the nursing home stay here,” Duchrow said.
Funding challenges
According to county documents, the county has shuffled $9.2 million from other funds into the nursing center to date. County staff said they expect that number to grow to $9.8 million by the end of the year. Now the county must include funding plans for the nursing center in the fiscal 2024 budget, not yet finalized. A DeKalb County Board final vote on next year’s budget isn’t expected until December. Gregory said each month in 2023 so far, on average, the nursing center has required about $200,000 in cash flow assistance. He projects the county will need to budget between $2 million and $2.6 mil-
lion for the facility in 2024. A plan to increase the profitably of the center from Jordan Healthcare – a company DeKalb County contracted to help right struggling finances – is underway. Some DeKalb County Board members said they’re optimistic about its ability to turn the center around. Board member Scott Campbell, a Democrat from District 7, said he thinks the county should budget based on historical financial figures, not assumptions made in the Jordan Healthcare plan that is yet to be published. Campbell said he believes the county should not expect the facility to pay for itself by the end of 2024. “Because that’s a little bit on the magical thinking side,” Campbell said. “So I think it’s appropriate, and I think it’s in the best interest of the taxpayers to say, ‘OK, we’ve got this really big new expense. We should defer other new expenses until we figure out how to pay for it, and we should not start throwing money back into the tax levy until we know we can afford to do so.’ ” According to county documents, the average value of existing taxable property will increase by about 6.5% from 2023 to fiscal 2024. Considering that estimate, a 7.5% decrease in the property tax rate for DeKalb County has been proposed, documents show. Under that plan, the average DeKalb County resident could see their property taxes remain relatively flat, Gregory said. Some county property owners’ home values went up more than others, however, so not everyone is guaranteed a smaller tax bill. Gregory also said decreasing the tax rate by 6.5% instead could help shore up funds to pay for the nursing center. Property tax levy rates for 2024 haven’t been determined either, however, plans are expected to be finalized by December, too. Bagby said he believes keeping the lights on at the facility is a priority.

Bringas was named the 2023 Athena Award recipient Oct. 19 during the 34rd annual Athena Award reception at the Egyptian Theatre in downtown DeKalb. The reception was hosted by the DeKalb Chamber of Commerce. “I’ve been honored to have been selected to be among such amazing women whose gifts, experiences, skills and meaningful contributions to the DeKalb community are very inspiring, unique, vast and rare,” Bringas said. Bringas serves as the director of Northern Illinois University’s Asian American Resource Center where she provides oversight for the facility, its functions, programs and services. Before that, Bringas worked as a Head Start Teacher with DeKalb 4-C’s Community Coordinated Care and a youth guidance director at a teen drop-in center in Rolling Meadows. Bringas gave thanks to the DeKalb and Illinois chambers, the NIU leadership and community.

The program aims to honor retired local women who continue to be leaders and mentors within the community and exemplify the traits of Athena. This year’s Woman of Accomplishment honorees were Lynn Neeley and Nancy Proesel. Neeley has board involvement with community organizations, including the DeKalb Park District’s Ad Hoc Pool Committee, the city of DeKalb’s DeKalb Finance Advisory Committee and Board of Oak Crest Retirement Center. Proesel has devoted the past 38 years to several nonprofit agencies, including the Egyptian Theatre, DeKalb County Community Gardens and 350Kishwaukee. Athena Award finalist nominations and letters of support are sent to other chambers of commerce within Illinois that have Athena programs to score and decide each year’s recipient. “This is always a special event for all involved,” said Matt Duffy, DeKalb Chamber executive director.

DeKalb City Hall mural unveiled Downtown display product of months-long efforts by artist Danielle Casali, volunteers By MARK BUSCH
mbusch@shawmedia.com DeKALB – A new vibrant mural was unveiled Oct. 19 at DeKalb City Hall downtown, and local officials celebrated artists and volunteers who helped make it happen. Danielle Casali, who has completed mosaic projects across northern Illinois, including in Malta, was selected by the Citizens Community Enhancement Commission and DeKalb City
Council to create a two-story mural on the south wall of City Hall, 164 E. Lincoln Highway. Casali led a team of volunteers who since April have worked to create colorful mosaic glass panels for the mural which has the theme of “belonging”. Creation of the mural was supported by a portion of a $50,000 T-Mobile Hometown Grant awarded to the Enhancement Commission for public art, according to the city.

New fund supports memorials that honor veterans SHAW LOCAL NEWS NETWORK SYCAMORE – The DeKalb County Veterans Recognition Fund has been established through the DeKalb County Community Foundation. This new donor advised fund supports public memorials that recognize and honor veterans throughout DeKalb County, according to a news release. “There is always more we can do to support and honor our veterans for their service, sacrifice and willingness to serve their country,” Michael Embrey, veteran group member, said in a news release. “Many gave their lives for something greater than themselves, our freedom. Saying ‘thank you for your service’ is a good start. We desire to do even more, embracing all of DeKalb County.” Residents, including former military members and civilians, worked together to create the DeKalb County Veterans Recognition Fund. Their shared goal is to ensure that veterans and their families in the greater DeKalb County area receive the recognition and honor they deserve. As a result of their hard work, the group has formed strong and respectful partnerships with community members, academic institutions, businesses and civic leaders.

The DeKalb County Veterans Recognition Fund has been established through the DeKalb County Community Foundation. The efforts of this local veterans group received national recognition in 2023 when the veterans organization 40&8 honored the city of DeKalb not only as the Veteran City of the Year for Illinois but also selected DeKalb as the 2023 National City of the Year on Sept. 15 at its annual convention in Sandusky, Ohio. “We strive to increase the commu-
nity’s awareness of veterans’ needs and issues,” Tom Pisapia, veteran group member, said in the release. “This fund is the first endowment of its kind in DeKalb County. According to word received by Chief of Police Scott shortly after noon today, bank robbers held up a bank at Ohio, Ill., a small town near Mendota, secured $1,500 in cash and were reported to be coming this way. The men were traveling in a Jewett coupe and one was badly pockmarked, making his identity easy. The machine was trailed to West Brooklyn, through to Paw Paw and believed coming this way. Both men were apparently of about the same age. 1948 – 75 YEARS AGO
What could have been a disastrous blaze in the DeKalb business area was averted early Saturday evening by the prompt work of the DeKalb fire department. A serious flash blaze developed when grease on the stove in the kitchen at the Log Cabin located at 214 East Lincoln Highway flared and within a few moments the entire rear of the building was a mass of flames. When the fire department arrived, the fire had roared upward to the roof and the entire rear of the building was ablaze. Cars parked along the tracks and alley hindered the laying of hose lines somewhat but within a few moments the firefighters were at work. Both platoons were called out and the fire department was at full strength. Two flyers who stayed in the air 116 hours of an attempted 1,000-hour endurance flight said they would go up today for another try. They were forced down at 1:35 o’clock. Dick Riedel, one of the two flyers who took off last Tuesday at Fullerton, California, in an attempt to better the endurance mark, is a nephew of Phil Quinn of DeKalb.
On a farm located three miles north of Hinckley, bones of a mastodon, an extinct prehistoric giant animal, have been unearthed. The farm is owned by L. M. Skogland of Aurora. A huge bone, later identified to be the front leg of a mastodon, was unearthed when Skoglund and helpers were draining an old slough. A portion of the bone noted sticking above the mud as the water drained out was thought to be a rock, but later found to be a bone. Several days ago, the jaw bone weighing about 25 pounds was found on the farm a short distance from where the leg bone was uncovered. In addition to the bones, Skoglund stated that petrified wood has been found buried about eight feet in the ground. Almost every grain elevator in DeKalb was a major hazard this last week as tractors, trucks and jeeps pulling wagons loaded with newly shucked corn or soybeans lined up to await their turns unloading.

Long years later, their days in the one-room schoolhouse are being reborn for future generations, not from necessity, but as a special teaching tool in DeKalb. It’s brought the $150,000 project near fruition, as organizers revise construction schedules, which now call for a dedication ceremony on Sept. 12, 1999, exactly 100 years to the day that NIU opened its teacher training program. Caterpillar Agricultural Products Inc. announced plans to lay off almost a third of its workforce beginning Nov. 2. The layoffs from the DeKalb facility were in response to reduced demand for agricultural products. The out-of-state owner of Humane Manufacturing Inc. has agreed to a special meeting to work out a solution to odors escaping his Genoa plant. The rubber remolding plant may soon be cited by police for violating the city’s public health ordinance, a nuisance grievance which may or may not lead to substantive action to clean up the matter. – Compiled by Sue Breese

Art league to honor 4 local high school students SHAW LOCAL NEWS NETWORK SYCAMORE – The Kishwaukee Valley Art League will host several events and workshops in November at Gallery on State, 322 W. State St., Sycamore. The league will honor four high school students as emerging artists at its general meeting at 7 p.m. Nov. 2 at Gallery on State. The meeting is free and open to the public. The students will show their artwork and give a short presentation. The honorees are Taylor Wesley and Katelyn Horn of Sycamore High School and Naomy Ortiz and Claire Lancaste of DeKalb High School. The development comes after the company closed its location at 2445 Sycamore Road in February 2020. The owner at the time cited “unsuccessful lease renewal negotiations with the landlord.” Documents from the city of DeKalb obtained through public records requests show that the retailer has placed a hold on that same Sycamore Road location with plans to reopen. Attempts to reach Hallmark for comment were unsuccessful. The Oakland Place Shopping Center also is home to Target, VP Nails, Evsie, Maurices, Famous Footwear and more, although there are vacant spaces in the vicinity. Windows at the location still had Hallmark signs on them as of Sept. 19. The estimated 4,850-square-foot space to be occupied by Hallmark has sat vacant since the company left the premises in 2020. Strohacker was presented the award during Heartland Bank’s Business After Hours event Sept. 12, according to a news release. She received a trophy and $100 Visa gift card from Tia Anderson, Heartland Bank’s DeKalb branch manager. The award annually recognizes residents who stand out by volunteering to help others in the community. Strohacker is described as someone who always supports local businesses. Fellow resident LaCretia Kronan’s nomination story explained how she had out-of-town family visiting for a birthday celebration. Kronan was unable to find an available hotel because of a convention. She explained her problem to Strohacker, who contacted local businesses to find the guests rooms. Strohacker convinced a local hotel to open nine additional rooms, according to the release.

Sycamore Education Foundation names distinguished alumni SYCAMORE – The Sycamore Education Foundation recently named Sarah Gallagher Chami, Mark Pietrowski and Sally Stevens as the recipients of the 2023 Distinguished Alumni Award. The awards are presented annually to Sycamore High School alumni. The recipients are alumni who maintained a high standard of excellence and made contributions to their fields. The award also serves as a tribute to graduates’ personal, community or professional achievements. Stevens graduated from Sycamore High School in 1948 and attended Lake Forest College. She worked as the SHS secretary and school board treasurer for 12 years. Stevens also was secretary to six Northern Illinois University presidents for 32 years. She is a member of the NIU Women’s Club, the DeKalb Drama Club, the Sycamore-DeKalb Panhellenic, the Sycamore Women’s Club, 100+ Women Who Care, the YMCA board of directors, and the DeKalb Public Library and Egyptian Theater fundraising committees. Stevens also is a Kishwaukee Symphony Orchestra board member. She was awarded the NIU Outstanding Philanthropist Award, Altrusa Interna-
tional Woman of Accomplishment, the NIU Alumni Association F.R. Geigle Service Award, Boy Scouts of America Tribute to Heroes Award and Kishwaukee Sally Stevens YMCA Key Leader Award. Stevens was inducted into the DeKalb Chamber of Commerce Hall of Fame. She also chairs several fundraising committees. Stevens serves on the Sycamore Women’s Club board of directors, chairs the Memorial Committee Programs, held Oak Crest leadership positions and was named an “NIU Huskie Legend.” Gallagher Chami is the only child of Judge T. Jordan and Deborah Gallagher. She graduated from SHS with honors in 1996. Chami studied at DePaul University and the Chicago Kent School of Law. She worked in criminal and civil courts, serving as a prosecutor in both Cook and DeKalb counties. Chami worked at the Turner Law Office and the firm Dixon Gallagher Chami LLC. She has appointments from the Sycamore School District, the city of Sycamore and various charitable boards.

Leaf collection begins Oct. 30 in DeKalb SHAW LOCAL NEWS NETWORK DeKALB – It’s that time of year again, and as trees turn vibrant colors and leaves cover lawns and sidewalks, the city of DeKalb announced annual loose-leaf collection will begin Oct. 30. Collections will continue through Dec. 1, weather permitting, according to a news release from the city of DeKalb. Leaves are collected from 7 a.m. to 4 p.m. Monday through Friday. Residents should rake leaves into a narrow row parallel to the backside of the curb. Vacuum trucks traveling curbside will pick up the leaves. Leaf piles must be free of debris such as large tree branches and rocks. To help prevent street flooding, do not place leaves in the street. Crews will begin in the south half of DeKalb and work north to Lincoln Highway, to the northern city limits, according to the release. City crews expect three to four collection cycles will be completed this year. To ensure your leaves are picked up by the final collection cycle, make sure
all leaves are raked to the curb by 7 a.m. Nov. 27. Schedule and locations change to accommodate weather conditions. Public Works crews stop leaf collection operations in the event of snow, according to the release. City offices are closed and there will be no leaf collection on the following days: • Nov. 10: Veterans Day • Nov. 23: Thanksgiving Day • Nov. 24: Day after Thanksgiving Lakeshore Recycling also will pick up leaves at the curbside on regularly scheduled garbage days. Leaves must be placed in biodegradable yard waste bags or open garbage cans, however. Leaves placed in plastic bags will not be collected. All dates are subject to change based on weather conditions, particularly snowfall events and other factors beyond the control of the city, according to the release. James loved Chiropractic and dedicated his life to his craft until he retired in the fall of 2017. Even after retirement James was always reading and writing about the chiropractic profession. These haunted houses promise a scary good time By AIMEE BARROWS
abarrows@shawmedia.com If you’re looking for a frighteningly good time this Halloween season, there’s a plethora of haunted houses in the northern Illinois area that will leave you screaming with terror. Many of the area’s haunted houses are open on weekends and select weekdays through early November, but check websites for specific dates, hours and pricing. Aurora’s Basement of the Dead is not for those who are faint of heart. According to its website, Basement of the Dead has been rated by many outlets as one of the Chicago area’s scariest haunted houses. The attraction is located in the basement of a 120-yearold building in downtown Aurora. Basement of the Dead, 42 W. New York St., Aurora, is not recommended for children younger than 13 years old. The old state prison in Joliet has plenty of creepy creatures waiting for you at the Old Joliet Prison Haunted House, 401 Woodruff Road. This year’s horrors include Cellblock 13, the Slaughterhouse Rot Shop and Zombie Laser Tag. It’s open Fridays, Saturdays and Sundays through Nov. 4, and Wednesdays and Thursdays, Oct. 25 and 26. Ticket prices start at $24.99 on weekdays and $29.99 on weekends. Insanity Haunted House, located in the Peru Mall in Peru, features 10,000 square feet of “pure terror” as guests make their way in and out of several rooms. Insanity is open on weekends and Tuesday, Oct. 31. Tickets for general admission are $17. Just south of Rock Falls is Haunted Haven, where each year new scares and thrills await guests. The rooms are interactive, and those who enter will be placed in the middle of the frightening experiences, which include fog, scents and lights. Ticket prices begin at $15. Not recommended for children younger than 13. Here are some other haunted houses that are guaranteed to leave you shaking with fear:
Massacre Haunted House – More than 30,000 square feet and 40 rooms of sheer terror, including the clownthemed “Freak Show.” Open weekends and select weeknights from 7 to 10 or 11 p.m., 299 Montgomery Road, Montgomery. Hayride of Horror – Open from 7 to 10 p.m. Fridays and Saturdays in October, this spooky hayride takes guests through Dellwood Park in Lockport, where they’ll encounter dark and mysterious forces. Guests can enjoy a bonfire and scary movies projected on a 20-foot outdoor screen as they wait in line. The attraction will close for severe weather. Realm of Terror – This haunted
house, located in Round Lake Beach near Six Flags Great America, has been scaring folks for more than 20 years. Those brave enough to enter will experience fully immersive sets and environments created by professional set designers accompanied by haunting soundscapes. Realm of Ter-
