Here’s what city residents might pay on DeKalb property tax bill By MEGANN HORSTEAD
mhorstead@shawmedia.com DeKALB – DeKalb city residents likely won’t see an increase in the amount of money the city expects them to pay for its annual property tax collection this year. Under the proposed 2023 property tax levy, the city of DeKalb plans to collect about $8.1 million in revenue, a little more than $1 million higher than what was collected in 2022. That’s because of significant economic development growth which came onto the tax rolls, city officials said. The city’s estimated property value pool grew by 25%, from $794 million to $998 million since 2022, according to city documents. The proposed city tax rate is 0.81, 9.5% lower than the 2022 rate of 0.89, documents state. City Manager Bill Nicklas said the average taxpayer has a chance to save money. While property values are on the rise, city staff said they plan to counteract that by keeping its levy down. The economic growth and lowered property tax rate won’t lose the city any money, however. “On an average, prior to this, new growth might average say $20 or $30 million,” Nicklas said. “That’s a smattering of houses, some commercial activity, maybe a factory, maybe not. So, this is where we are today.” Nicklas said the community’s rising wealth is primarily attributed to industrial development in the Gurler Road corridor such as Meta’s DeKalb Data Center, Ferrara Candy Company, Wehrli Custom Fabrication, Amazon and Kraft-Heinz, the latest to announce a facility in DeKalb.

DeKalb City Manager Bill Nicklas presented the city’s plan for its proposed 2023 property tax levy. Under the proposed levy, homeowners whose properties are worth $375,000 would pay $970.13 on the city portion of their bill, according to city documents. That’s compared to the $970.30 paid last year at the same rate for the same homeowner. As is the city’s trend for years, city staff said that all revenue collected by property taxes is expected to pay for the city’s police and fire pension obligations, documents show. Nicklas noted that the mayor has convened two tax summit meetings joining elected and administrative officers from each DeKalb taxing body in recent months to jointly define targeted aggre-
gate tax rates that would reduce the community aggregate tax rate. “What we’re aiming to do is to get below $9 per $100 EAV, or 9% mark,” Nicklas said. “We’ve been as high as 11.5% just three to four years ago. A lot has happened in those last four years. Our city’s property tax has dropped 30% in the last four years.” The levy is a collection tool used by governments to ensure that property owners pay their obligated share in real estate taxes. Officials have argued that the decreasing tax rate provides a feasible path to lowering a taxpayer’s property tax bill.

clazenby@shawmedia.com SYCAMORE – Sycamore Fire Battalion Chief Adam Honiotes and registered nurse Jessica Honiotes recently were recognized by their alma mater, Kishwaukee College, for their work in the community. The married couple operates numerous businesses in DeKalb County and were presented with the Kishwaukee College Foundation Distinguished Alumni Award. The award, which honors alumni who have demonstrated outstanding contributions or service to the Kishwaukee community, was bestowed on the couple Nov. 4 at the Kishwaukee College Foundation Annual Gala. “It’s a big honor to be recognized with this award,” Jessica Honiotes said in a Kishwaukee College news release. “We were both shocked to learn we were nominated. It’s very cool and exciting to receive this recognition from the Foundation and the Kish community.” Sycamore Mayor Steve Braser attended the gala and spoke on behalf of the city, thanking the Honiotes for their service to the community. Adam and Jessica Honiotes spent time in Kishwaukee College classrooms in the early 2000s. Jessica Honiotes graduated from the registered nursing program in 2004 and now works at Northwestern Medicine Delnor Hospital in Geneva. Adam Honiotes completed manufacturing, paramedic and general education courses between 2000 and 2005. In their careers, the Honiotes help
individuals through tough situations. When they aren’t working, they facilitate activities at Shabbona Lake State Park. Since 2021 they have operated Pokanoka’s Dockside Café, the Outpost Camp Store, and Boondocks Bait & Supply and boat rental. The couple has helped increase park attendance figures by improving facilities and expanding the number of live music and children’s activities available for guests to enjoy, according to the release. Several of their employees are Kishwaukee College students. Adam Honiotes said skills he learned 20 years ago in Malta are applied to his proprietorship today. “There’s a lot of skills we’ve needed to run the concessions that I didn’t think I would be using again,” he said in the release. “But they have come back into play, and it has made a big difference.” Adam and Jessica also own and operate Honiotes Brothers Farms, a Scottish Highland cattle farm east of Shabbona Lake State Park. Kayte Hamel, Kishwaukee College Foundation executive director, said the Honiotes’ efforts to improve Lake Shabbona State Park earned them the award. “Education fills various needs for our students,” she said in the release. “Adam and Jessica are great examples of how Kish’s impact can benefit throughout life and how those benefits can be passed on to new generations. Their hard work and dedication to our community make them an excellent choice for the 2023 Distinguished Alumni Award.”

mhorstead@shawmedia.com DeKALB – The opening of a new art consignment shop at the site of a former bridal and formalwear store in downtown DeKalb could help foster a growing sense of community among local artists. Dubbed Jubilee Artisans, the establishment at 128 E. Lincoln Highway plans to host a grand opening Nov. 16 with a Meet the Artists Show and reception. Owner Christy Andrews said she is modeling the shop after another she had the opportunity to visit elsewhere. “I got the inspiration on a trip with my mom and my sister to Louisville, Kentucky,” Andrews said. “There is a shop with this concept called Revelry in Louisville, Kentucky. It is essentially a retail shop [the] same as mine that offers home decor, painting, greeting cards, gift items, apparel and accessories, and all of those things are created by local artists and artisans. I just thought that was an amazing concept. So I decided to bring it to my hometown of DeKalb, Illinois.” Jubilee Artisans already has 14 artists on board with having their work sold online through the store’s website. Andrews said she hopes to grow the number of local artists featured. “I hope to have many more artists that are going to sign up once we open [and] once they see the full concept,” Andrews said. Jubilee Artisans intends to showcase themed collections with opening receptions on a monthly basis. On Dec. 12, the theme for all featured artwork on display at the shop will be pine trees. The store also will promote the works of a featured artist each month.

Jubilee Artisans will open in a former bridal shop at 128 E. Lincoln Highway in DeKalb. “Their work will be featured toward the front of the store,” she said. “Every third Saturday during the day, I am going to have that artist come and create something live in the store for our customers to come and watch.” Jubilee Artisans will be set up so that local artists can rent one of eight of what Andrews calls “creative studios,” or semi-private rooms. “I’ve got them set up where they’re going to have tables and chairs,” Andrews said. “I’ve got two large-scale easels. There’s going to be an additional studio that’s going to have a laptop and a printer for any printing needs that artists may have.” One thing Andrews said could happen is local artists could rent these spaces to hold classes if they’d like. Andrews said she is excited to show

the community what Jubilee Artisans is all about.
“I’m really about fostering this creativity throughout our community and giving it a place,” Andrews said. “I’m really, really excited about the studio rentals. I know from having the artists in my own family that there was constraints when they wanted to create something. There wasn’t enough space. There wasn’t an easel large enough for what they wanted to do. … I think that having these creative studio rentals is going to become something that all of the artists are going to think about it.” Andrews said she cannot wait to join the downtown DeKalb business scene. “I’m just getting in and jumping in with both feet for this holiday shopping season,” she said. “I hope that as people come and visit and see what’s available that they’re impressed and they want to come back. My plan is to keep rotating out artists as far as the work that they’re doing and always having something new and fresh for the customers to give them a reason to keep coming back.”

Advocates’ anniversary
CASA DeKalb County celebrates 30 years of giving children a voice By CAMDEN LAZENBY
clazenby@shawmedia.com SYCAMORE – Area children in tough situations have had court-appointed special advocates help them through the judicial system for the past 30 years thanks to CASA DeKalb County. Since 1993, if a child or family of children are being brought through the court system because of alleged abuse or neglect from their guardian, CASA advocates are appointed as the child’s guardians at law for the entirety of court proceedings. Jill Olson, who’s been executive director of CASA DeKalb County for the past 23 years, said each advocacy usually lasts about three years. They’re appointed to ensure the children aren’t pressured by their next of kin during court proceedings. “We are there to be their voice in court, and to make sure that they are receiving these services that they need. We often times act as the eyes and ears of the judge because understandably the judge is being asked to make decisions about what’s going to happen to these children. Are they ultimately going to be returned home to their families? So it’s important for the judge to have as much factual information as possible, and we provide that,” Olson said. CASA DeKalb County serves more than 200 area children annually. The organization’s more than 60 volunteer advocates provide more than 9,500 hours of service, according to CASA’s website. More than 25 local attorneys volunteer their services to the organization. DeKalb County Associate Judge Sarah Gallagher Chami of the 23rd Judicial Circuit Court worked as one of those volunteers before she she was appointed to the bench in 2022. Once instated, she was assigned to abuse and neglect cases, giving her a unique perspective on the services CASA DeKalb County provides. “Knowing the background and what they [CASA DeKalb County] provide to children, and then the new perspective I now have as the judge in that court room, they are invaluable. They give a voice to the children. They advocate for the children and for the youth in our community,” Gallagher Chami said. “Many times youth can be neglected or passed over as we don’t think we have the matters and issues here in our county that we do, and CASA really

Pat Cullens was the advocate supervisor at CASA DeKalb County for 23 years. She said she thinks the organization is “very important” to children in the county. “For those children, to have a guardian live and appointed from the onset of the case, somebody that’s their voice, someone that’s there solely for their best interest is just crucial. It’s part of the law, but it’s also just so important for these children,” Cullens said. Court Appointed Child Advocates DeKalb County gets some funding from government grants, but Olson said a large portion of the organization’s funding comes from donations and fundraising events, including 50 Men Who Cook. The next CASA fundraiser is the ninth annual Whiskey, Wine & Cheese event, featuring live and silent auctions
It is such rewarding work to do, to know that we can make such a difference in the lives of these children who’ve experienced abuse and neglect. And so, when you see that you can make a difference in the life of a child it makes you want to be part of an organization that does that.” Jill Olson, CASA DeKalb County executive director at 5 p.m. Dec. 1 at Blumen Gardens in Sycamore. An event that was less of a fundraiser and more of a celebration of a job well done was held at the DeKalb County
Community Foundation, 475 DeKalb Ave. in Sycamore, on Nov. 2. There, Olson, Cullens, Gallagher Chami and a few dozen others celebrated the organization’s 30th anniversary. Olson said CASA is only successful because of the staff, volunteers, board of directors and support from the community. She would know, she’s been the executive director for more than two decades and is only the second director in the organization’s history. When she started the role at the turn of the century she only planned to work for the organization for a couple of years. Despite the emotional toll she said the job can exact on her, Olson said she still finds it such a privilege to work for CASA. “It is [emotionally taxing] but it is such rewarding work to do, to know that we can make such a difference in the lives of these children who’ve experienced abuse and neglect,” Olson said. “And so, when you see that you can make a difference in the life of a child it makes you want to be part of an organization that does that.”

DCCF funds watershed signage installation SHAW LOCAL NEWS NETWORK contact@shawmedia.com
SYCAMORE – Watershed-based planning continues for DeKalb County with the Central South Branch of the Kishwaukee River, a 67,000-acre watershed that includes Genoa, Kingston, Kirkland and surrounding communities. The DeKalb County Soil and Water Conservation District recently received an Illinois Environmental Protection Agency 319 grant. This grant supports creating a watershed-based plan to help improve water quality in that area of the Kishwaukee River. A requirement to receive the IEPA grant was to secure matching dollars from a local partnering organization. The DeKalb County Community Foundation provided a $50,000 grant as a partner. A watershed is any area of land in which water drains into a standard body of water, such as a stream, river or lake. Watershed planning is crucial for various environmental, social and economic reasons. Some issues addressed by having a watershed-based plan are water quality protection, flood mitigation, ecosystem conservation, sustainable agriculture, recreation and tourism, urban planning and long-term planning. In addition to the matching grant, the Community Foundation funded
watershed signage for the Central South Branch Watershed. DeKalb County Watershed Coordinator Dean Johnson said, “When we conduct watershed-based planning in our communities, we work together to create a plan for that community, including education and outreach opportunities. The new signs provide an educational component to bring public awareness to water drainage in neighborhoods and farm fields. Understanding your watershed is one of the first steps to inspiring stakeholders to protect the watershed they live in.” “In DeKalb County, partnership and collaboration are key to informing the creation of a plan that reflects specific issues and opportunities within our communities related to water resources. The Community Foundation takes pride in offering resources to support this crucial endeavor,” said Foundation Community Engagement Director Teri Spartz. “We are grateful to our donors who supply us with the funding needed for this work.” The overall goal is to improve water quality throughout the county by providing reliable tools and resources to inform decisions and maintain, manage, and protect water resources using best management practices. Many favorable comments have been heard during yesterday and today pertaining to the oil painting that is now on exhibit at the Wetzel Brothers jewelry store. The painting, a scene on the Kishwaukee about three miles north of Sycamore, was painted by Hans Fieldseth, a resident of Sycamore. It is understood that the oil is not for sale, although inquires as to the price have already been made. According to those better able to judge works of art, the painting is one of exceptional beauty, and well worth the attention that is being paid to it. The medallion may be purchased at a very small price, according to officials of the bank, who have the memorials on hand. On one side of the medallion is the picture of the late President, Warren G. Alongside the angel is the inscription bearing the words “Inaugurated President of the United States, March 4, 1921, died August 2, 1923.” The medallion is about four inches in diameter and is enclosed in a neat case. After 90 years, Kauffman family to close local staple business By CAMDEN LAZENBY
clazenby@shawmedia.com WATERMAN – After 90 years, the Kauffman family of Waterman-based Ho-Ka Turkey Farms is closing the business, which has offered a Thanksgiving staple to locals for decades. Robert Kauffman – son of the founder of Ho-Ka Turkey Farms, W. Howard Kauffman – said he expects his family to sell their last bird before the end of the week, Nov. 18. This, however, wasn’t always the plan. Insurance troubles prompted the Kauffman family to close the tenured business. “This was very sudden. We were getting ready to get started, and we couldn’t get ahold of insurance,” Kauffman said. “If you don’t have insurance, you can’t borrow money. If you can’t borrow money – that’s kind of how that went.” Even though the average price of turkey this holiday season is expected to be lower than it was a year ago, Kauffman said that as he understands it, insurance underwriters saw too much risk in the family business. “The guys I generally buy insurance from said they’ve never seen a market like this before,” said Kauffman, 64. The family said Ho-Ka Turkey Farms was one of the few family-owned turkey farms in the U.S. that operated its own processing plant.
More than 1,000 tom turkeys were annually grown on the family farm, but without insurance, the Kauffmans were unable to raise any this year. Historically, Ho-Ka Turkey Farms employed about 100 people to dress and process the birds; however, without any new turkeys to dress, the Kauffmans have had to let go of all but one of their employees. Susan Kauffman, Robert’s wife of 31 years, runs the counter at the family turkey supplier. She said they’re as busy as they’ve ever been because of extra support from the community. “Everyone’s been coming in. People that have heard we’re closing and have always bought their turkeys at a butcher or something, they’re coming in just to get some last product,” said Susan Kauffman, 55. “And that’s been great. Our customers have always been really good. That’s what I’m going to miss the most – having all the customers, meeting all the customers.” Ho-Ka Turkey Farms, 8519 Leland Road, Waterman, is open from 9 a.m. to 4 p.m. Monday, Tuesday, Thursday and Friday, and from 9 a.m. to noon Saturday. Last call for turkeys will be this week or whenever inventory runs out. Although there’s no fresh turkeys to process this year, the Kauffmans froze the last of their inventory and are selling what they have until they run out.

Continued from page 13 And even that wasn’t the initial plan for the farm. Robert Kauffman said Sycamore-based Ideal Industries normally puts out a large order – buying turkeys for all of its employees – but that order didn’t come to fruition this year. “It’s just kind of a fluke we even have them at all,” he said. “We had a large quantity saved for a customer, and we had them all ready for them, and they said, ‘Listen, we’re not going to do that anymore.’ At first, it was like, ‘Oh, what are we going to do with these turkeys?’ but now it’s like, ‘I think we can move them through the front door.’ ” With about 1,000 surplus turkeys weighing 16 or 17 pounds and support from the community, the Kauffmans said business was booming the first week of November the way they expect it to so close to Thanksgiving. just insane.” The couple expects to be done with the turkey business before Thanksgiving, and on Dec. 1 and 2, an auction will be held to liquidate their farm equipment. The land and turkey farm as a whole also is for sale, Robert Kauffman said. Susan Kauffman, who grew up in DeKalb and worked the past five years on the farm after raising their children, said she’s going to miss interacting with their customers more than she will the job’s hours, their day-off policy or answering emails late into the evening. And although this is the end of an era, the Kauffmans still have a future to look forward to. “We’re going to go to Disney World,” Susan Kauffman said. “Actually, we’re going to take a family trip to Disney World in January with my mom and our daughters and granddaughters, so four generations. And then do some travel.” Robert Kauffman also is ready to celebrate his family’s success with the trip. “That’s what you do after the Super Bowl, right?” he said.

mhorstead@shawmedia.com DeKALB – A rainbow bridge, a piece of concrete slab and material excavated from VHS cassettes. Have you seen these three exhibits around town? They’re all part of a larger public arts festival, dubbed Terrain Biennial, that concludes Nov. 15 and brings contemporary art to new and underserved audiences worldwide. Many of the exhibits are showcased on the Northern Illinois University campus, part of the DeKalb-centric contributions of seven local artists to the Terrain exhibition. Terrain Biennial has art displays across the globe, built by artists from every aspect of life for “anyone who walks, rolls, skips or wanders by to discover,” its website says. “I love the Terrain Exhibition because it brings art to the community in such a unique way,” Elmhurst resident Rebecca Griffith said. “There’s just something so special about artists
all over Chicago, Illinois and beyond coming together at a certain time. We become a larger community. I hope people enjoy it for its visual aspects. … I love the idea of people being able to watch the artwork age throughout time. Being outside, it looks a lot different today than it did when we installed it.” Griffith excavated material from VHS cassettes to create an art installation that’s meant to open up discussion on how information is processed, nostalgia and memory. Her piece, “The Day of the Triffids, 1963” was inspired by her time growing up in the 1990s inside the video store her mother owned, according to the exhibit’s notes. “The Day of the Triffids, 1963” is a science fiction horror film about a meteor shower which leaves most of the planet’s population blind, followed by an apocalypse where Earth is invaded by extraterrestrial plants. The film is about survivor’s learning to live in a hostile and new environment.

A piece called “Rainbow Bridge” by John Siblik is seen Nov. 8 on the northwest corner of First Street and Lincoln Highway in DeKalb. The piece is part of the Terrain Biennial 2023, a countrywide exhibit where artists display their work outside of homes and buildings around town.

Continued from page 17 Griffith said she faced her share of challenges trying to bring her creation to life. But she managed to handle issues that arose by taking inspiration from an unlikely source. “Typically, [the VHS tape] exists out in the open,” she said. “I adhere it with clear tape. That’s traditionally how you would fix a VHS tape. So having that challenge of how is this going to be able to stay outside for a long time was something I really thought about. So, I looked to office culture and the kind of things I remember my mother using. Laminating was the obvious choice.” John Siblik, associate professor of art at NIU, said he’s glad he decided to take part in the initiative. He said it brings great significance to him to participate. “Not only is my work about the environment and the importance of sustaining the environment and our natural resources, but from an aesthetic standpoint, most of my sculptures are in essence three-dimensional drawings,” Siblik said. “To have them come to being as three-dimensional form on the landscape is really the aesthetic beauty for me that comes about with these pieces is creating what I think of as these three-dimensional images on the landscape. So, it’s a way for me to be a part of the very rich landscape tradition within art. So, that gives me a great deal of pride.” Siblik installed “Rainbow Bridge” that can be seen at 105 W. Lincoln Highway, displayed at the corner of First Street and Lincoln Highway. Rainbow Bridge is a 3D celebration of Siblik’s daughter, and his mother who died this spring, according to Terrain Biennial. Siblik said he was intrigued seeing
the works of other artists who are participating in the larger public arts festival. “It’s really kind of amazing when you start looking at sculptures from India, England and all kinds of places in the U.S.,” he said. “To think that you can do an exhibit around the globe simultaneously, and it’s all volunteer help. The people who are investing this amount of time in making and sharing is an amazing part of the story, as well.” Marisol Cervantes, NIU foundations instructor, said she’s excited to have her work, “Its Underneath Concrete Now,” featured in the exhibit. “It feels great,” she said. “It’s really nice, too, to have something out on display not only for faculty and staff of NIU but also all of DeKalb and people just driving to the university since it’s placed right outside in front of the art building.” Cervantes is the creator behind the abstract concrete slabs that linger in the grass near the NIU School of Art and Design building. Cervantes challenges anyone who is perusing the artwork in the Terrain Exhibit to expand their definition of art. “I hope that viewers are able to at first see that it’s actually an art piece and not a concrete slab sticking out of the grass because I did want it to be camouflaged,” Cervantes said. “A lot of my work, especially when it comes to sculpture, I leave it as a natural tone so it mimics something that’s growing out of the ground or something that’s coming up off the ground or that it looks exactly like concrete. So, I’m hoping that, at first, it plays with the understanding of what is art and what is naturally there. So, I think that I really want people to investigate it, look at it and also just take the time to look at things for a long time and be able to draw things from the natural sources that we do.”
