WEEK IN REVIEW Sycamore weighs options on property tax levy By SHANE TAYLOR

Staylor@shawmedia.com SYCAMORE – Sycamore residents have two more chances to weigh in on how much money the city of Sycamore will collect when it comes time to pay their property tax bills in the spring. The Sycamore City Council is looking to nail down its 2021 tax levy, payable in 2022 when the council meets again throughout December. Under the proposed property tax levy option the council is leaning toward, a Sycamore resident whose home is valued at $200,000 would pay about $428 on the city portion of their 2021 property tax bill, according to city documents. The city of Sycamore plans to collect about $3.1 million in revenue from property taxes for its 2022 budget, documents

show, a 1.53% increase but at no extra cost to the taxpayer if approved. The council discussed the levy options presented by acting City Manager Maggie Peck during its recent meeting in November. A final vote on the levy is expected Dec. 20. The are four levy options available to the council. Residents are invited to attend the meetings and weigh in on the options. According to recent council discussion, the Sycamore City Council is leaning toward a 2021 property tax levy that would lower the levy rate compared to last year, at no additional costs to the taxpayer, but allow for increased revenue once new development is taken into consideration. The proposed rate also would allow the city to capture any new construction on

the tax rolls, Peck said. “Nothing is set and stone until the year starts,” Peck said, adding that financial plans for property tax levies are based on projected information through the county. If approved, the city’s tax rate for Sycamore residents would be 0.62, a 2.6% decrease from the 2020 tax rate, documents show. Other options still on the table include maintaining the 0.64 rate, which would increase the taxpayer contribution to $440.39, about $12 more. Another option would be for the city to not increase the levy, which would result in about $75,000 less in city budgets and save residents about $6.47. The last option available to the Sycamore City Council is to increase the levy rate to 0.63, which would increase the taxpayer portion by $6.

County Board OKs redistricting map for elected officials By KATIE FINLON

kfinlon@shawmedia.com SYCAMORE – A yearslong effort in the making compounded by delayed U.S. Census Bureau data came to fruition recently, as the DeKalb County Board approved a new redistricting map for elections. The new districts will go into effect for the November 2022 election, county officials said last week. DeKalb County Board Chairman John Frieders said he knew a lot of work and time went into creating the map and was thankful for the people who worked on it. “At one time we thought would be an easy process, but it certainly is not,” Frieders said with a laugh. the approved map and the current map include District 1 no longer encompassing the Shabbona area. Instead, it will now be the Kingston area. District 2 now encompasses northern Sycamore Township and all of Genoa Township but no longer Kingston Township. District 3 covers most of northern Sycamore but only the southern half of Sycamore Township. District 5 now includes all of Cortland, the DeKalb County portion of Maple Park and the northern halves of Afton and Pierce townships; and District 11 now includes the Shabbona area. The DeKalb County Board voted, 23-0, to approve the new map during its meeting last month. County Board member Larry West – a Republican who represents the county’s first district, which

includes Malta, Shabbona, Paw Paw, Milan, South Grove, Mayfield and Franklin townships – was absent from the meeting. DeKalb County Administrator Brian Gregory said the creation of the new map was years in the making. He said it’s a process that many current board members began a few years ago. “So it’s pretty neat to see good government in motion and seeing this process come along,” Gregory said. The County Board adopted a fair map ordinance a few years ago that was added to county code, setting parameters for redistricting. Some of the criteria that has to be met includes the county meeting a 3% quotient, a 5% ideal population and an 8% range variance.

Ronnie began his job in October and will appear at many park district events throughout the year. Ronnie is a playful otter, passionate about the environment, and loves to spend just as much time on land as he does in the water. Native to northern Illinois, Ronnie is thrilled river otters were removed from the state’s threatened species list in 2004. In between swimming in the Kishwaukee River and snacking on his favorite food – fish – Ronnie spoke to MidWeek reporter Katrina Milton through Katie Drum, the park district’s official spokesperson, who helped translate because she speaks otter. Community Park Clean-Up Days throughout the year. Milton: When did you start your job at the park district? Ronnie: [I first began] in October 2021. I first appeared on the DeKalb Park District float at the 2021 Pumpkin Fest Parade on Oct. 31.

Milton: What are some of your favorite activities to do in DeKalb parks? Ronnie: I love swimming in the Kishwaukee River and Hopkins Pool and hanging out in Hopkins Park, Annie’s Woods, Prairie Park, Lions Park and River Heights Golf Course. I love sliding down the riverbanks and playing with rocks or shells. I am also very curious about the people enjoying the parks with me, so sometimes you might catch me observing you on your morning walk. Milton: Tell me more about otters. Ronnie: I am a semi-aquatic mammal, and the largest member of the weasel family in Illinois. You can find me in rivers, streams, and lakes, basically any habitat near timber and

Milton: Are otters native to this area of northern Illinois? Ronnie: Yes! We were once very common in northern Illinois, but our population was severely reduced due to loss of habitat, pollution and unregulated hunting. In the late 1980s, there were as few as 100 river otters left in the entire state of Illinois, and us river otters were put on the Illinois endangered species list. Efforts to help our species in the mid-1990s upgraded us to an Illinois threatened species until recently in 2004. Our population is thriving again, so you will start seeing more of my kind in the area. Our presence in a waterway indicates a healthy ecosystem. Milton: What local events are you interested in attending? Ronnie: As many community events as I can. You will see me at the Polar-palooza Winter Festival on Feb. 5. Milton: How will you spend the winter holidays? Ronnie: I’ll be spending time underwater with my river otter family for the holidays, but I love sliding on the ice in winter so if the conditions are right soon, I would enjoy going ice skating at the Hopkins Park ice rink. I also love playing and frolicking in the snow, so you’ll see me out in the parks this winter. We are considered expert winter survivalists. I have a double layer of fur, a dense undercoat for warmth and a waterproof outer layer.

We can hold our breath up to 8 minutes under water and can dive to a depth of 60 feet. I spend about two-thirds of my time on land.

ORTLAND – Tim Caravia doesn’t describe himself as the Clark Griswold of Cortland, but he does have a cousin Eddie mannequin on display in his front yard and his family’s house is lit up with more than 4,000 Christmas lights. Tim and his wife Jen host The Caravia Family Light Show, located at 687 N. Goldenrod St. in Cortland. The couple started the light show for Halloween, when they programmed lights to music and had a 12-foot tall skeleton on display. For Christmas, they decided to expand their usual holiday decorations to include a 12-foot tall Christmas tree, two 8-foot tall nutcrackers, a mannequin dressed as cousin Eddie from “National Lampoon’s Christmas Vacation” and 4,000 LED lights. The lights are programmed to music using the software xLights.

The Caravia Family Lights Show will run daily from 5 to 9 p.m. through Dec. 31. The show’s music can be heard by turning your car radio to 89.3 FM. Halloween is Tim Caravia’s favorite holiday and Christmas is Jen’s, so they decided to create a light show for each holiday. Their Halloween light show won “Spookiest” and “Mayor’s Choice” awards during the Cortland Halloween Contest. “We’ve been decorating for years, and little by little, we have expanded our decorations,” Jen Caravia said. Tim Caravia said his inspiration for starting a light show at their family’s home was the Larsen Christmas Lights Show in Elburn and his love of Lego displays. “I began watching how-to light display videos on YouTube during the pandemic, and after studying and watching them, I decided to try it,” Tim Caravia said. “We both have a background in music, so we wanted to incorporate music into our show.”

The show features three songs and is 12 minutes long. Tim Caravia said he plans on adding another song or two into the show’s rotation by the end of the season. “We wanted the show to be fun and entertaining,” Jen Caravia said. Jen remembers her parents taking her to see Christmas lights and decorations in their family car when she was a young girl. “I see how the lights make my 5-year-old son’s eyes sparkle, how excited he gets about lights and Christmas, and I want to spread that cheer and joy,” she said. “Driving around to see Christmas lights together is a holiday tradition for many, and it’s free.” The DeKalb Park District, the Sycamore Park District and the Genoa Area Chamber of Commerce are each holding holiday house decorating contests. Information about the contests and houses participating can be found on the organizations’ websites and social media pages.

Tim Caravia said the question he receives most often is how the light shows affect his electricity bill. “We use LEDs, and they’re only on for a limited time, they’re blinking and flashing and only at 30% strength,” he said. “Most people are shocked when I tell them that my electricity bill was only $17 more in October after the Halloween light show.” Tim also said his neighbors have approved of the light show, and he asks light show viewers to not block driveways and to be respectful of his neighbors and their houses and yards. “I would encourage everyone to come out here and see our light show,” Tim Caravia said. “I’d hope others would also get into the hobby. I would love to have multiple houses in Cortland or even DeKalb County, having light shows. THE MIDWEEK DeKALB – The Kishwaukee Concert Band will present a Holiday Concert at 3 p.m. Sunday, Dec. 19, in the Boutell Memorial Concert Hall on the Northern Illinois University campus. The concert, conducted by Deb Shofner, is free and handicapped accessible. Masks are required. Parking is allowed in Lots 3, 14 and 4 near the NIU Music Building. Smith, which uniquely combines “Jingle Bells” and the “Stars and Stripes Forever.” Robert Sheldon’s arrangement of “A Most Wonderful Christmas” is a medley of some of the most popular Christmas tunes. It is going to be a great day for the members of the Swedish Mission church and their friends next Sunday. The beautiful parsonage will then be dedicated. The home is one of the prettiest and best built houses in DeKalb and will be of great honor both to the church as well as the city. The house has nine rooms and is built of the very best kind of material. It is modern in every respect. The plan to the house was drawn by John Ohlson of the American Steel and Wire Co. who is the treasurer of the church. When taken into consideration that the church is not very large, it is a great undertaking and worthy of praise and shows the progressive best of the people of that church. There has been a great deal of sentiment expressed in the community regarding the organization of a pig club. The work is to be under the direction of the DeKalb County Farm Bureau, but each community is organized separately under the direction of their own leader. Tom Roberts, the county farm advisor, will have direction of a meeting next Saturday night and all the farmers interested in this work are urged to be present. That the train men might complete their work in the required eight hours time, the Cortland Sycamore train has been discontinued. This is the train that generally came in for the 5:23 going east on the main line each evening. Firemen were called out Sunday afternoon at 2:30 in the building occupied by the Fox River express company on North Seventh Street. The alarm came in from box 55, located at Seventh and Oak streets. The firemen found some kids had been at play in the sheds at the rear of the office and had set fire to a pile of empty bottle cases stored there. Two or three cases had been set on fire and were burning briskly for a few moments. The big chemical tank of the Seagrave was used and in a few moments the firemen were back at the barn again. The chief spent some little time in the vicinity trying to find the guilty kids but his efforts were of little avail. Golf will cost less next year than it has for several years, partly on account of the reduction of the war tax on sporting goods. One of the leading manufacturers today announced that the price of the highest grade golf balls would be

reduced on Jan. 1 from $1 to 75 cents – the prewar price. It was indicated that the prices of golf clubs and bags also would come down. During the war, when raw rubber prices were exceedingly high and other expenses were at the peak, the best golf balls sold as high as $1.25 each, while drivers and irons more than doubled in price.

1946 – 75 YEARS AGO

Simple ceremonies at Pearl Harbor today marked the fifth anniversary of the Japanese ”sneak” attack on this naval base which Americans will never forget. The Navy, whose harbor still holds the battered hulks of the battleships Oklahoma and Arizona as grim reminders of Japanese treachery, observed the anniversary as another work day. At nearby Hickam Field, the tattered American flag which flew that fateful morning and was slashed by Japanese bombs was raised by the Army Air Forces at 7:55 a.m., the moment the Japanese first struck the field. Mr. and Mrs. William Campbell of Genoa have purchased the West End Grocery Store from Paul Larson of Belvidere, who has been the owner for the past several months. Mr. Larson finds it necessary to leave on account of poor health. The store will be known as Bill’s Grocery. That the Christmas season is rapidly approaching is evidenced in the announcement that the Salvation Army Christmas kettle will be placed tomorrow. As in the past, the kettle will be on the highway near the memorial clock.

Donations received are used by the Salvation Army for providing Christmas dinners for the less fortunate, to send remembrances to those residing at the county infirmary and for sunshine baskets which are sent to disabled veterans. Sycamore police have been working on a robbery at the State Street restaurant, which was reported on Wednesday with a loss of $61. To the present time there have been no announcements from the police department, and there are some factors about the robbery that are proving most baffling. Money was taken from the cash register and the “juke box” was entered. Just how much was in the phonograph was not determined, but it was expected that there were several dollars. Several items of food were also taken from the kitchen. The mystery about the robbery centers on the method of entrance. No windows were found open, or broken, and the doors do not appear to have been damaged.

Alpha Phi Omega fraternity members decorated the community Christmas tree at the corner of First and Lincoln in DeKalb. The lighting takes place at 8:30 in a ceremony with the pubic invited. Northern Illinois University and DeKalb will join forces in the lighting of a big 30-foot evergreen tree near one of the city’s busier intersections on Tuesday. On Monday, a Northern Illinois University fraternity will decorate the tree, which was cut down in front of the university president’s home. The house of

NIU president Richard Nelson was being remodeled and the evergreen tree had to be removed, so it was given for the Christmas tree project. Construction on the South Second Street parking lot began today after the DeKalb City Council approved a low bid of $5,343.75 Monday night at the Municipal Building. Stahl Construction Co., which submitted the low bid, was awarded the contract at the special city council meeting. NIU employees gather ducks and geese in the university’s lagoon to capture and put them in warmer surroundings to protect them from the cold and ice. The captured fowl will be kept in part of the university’s physical plant during the winter season.

Extra police officers will be hitting the streets in DeKalb tomorrow, as the city establishes the first of its DUI “unroadblocks.” The force will be massing as part of a program to cut down on drinking and driving in DeKalb County. As DeKalb County continues to grow, the Village of Kirkland is moving to prepare for its future growth with a development plant. Some of the key elements of the plan include an extensive area set aside for manufacturing use, an industrial park is already in the works, and ideas to revitalize the center of town, both businesses and houses.

Kids’ program has fun with cookbooks THE MIDWEEK SYCAMORE – December often means spending time together cooking special foods. Children can learn the stories of some interesting local recipes at the History Center’s Hand-on History program “Cookbook Creations.” During this interactive program, children will discover some fascinating stories connected to historic cookbooks and old recipes. Children will make handmade cookbooks as well as a crispy rice wreath as a treat. They are also encouraged to bring a favorite recipe to include in the cookbook. The Hand-on History program is offered on the second Saturday of the month. Families are invited to take a closer look at some of the objects featured in the new exhibit “History of DeKalb County in 100 Objects.” Stories, fun facts and interactive activities are all part of this drop-in program. THE MIDWEEK DeKALB – The DeKalb County Community Foundation has awarded more than $150,000 in grants to 16 nonprofit and community organizations to address resource needs. According to a news release, the grants went to resources such as new playground equipment, legal education and local projects aimed at addressing needs from within the community. This fall, 16 nonprofit and community organizations benefited from grants totaling $150,378. “Tails Humane Society is grateful to the Community Foundation for this grant to purchase a dog wash station,” Michelle Groeper, Tails executive director, said in the release. “This will help us with disease control and also more easily bathe and groom dogs so they will be more comfortable during their stay in the shelter.” Available in the spring and fall each year, Community Needs Grants are distributed to eligible organizations in DeKalb County. Applications align with five grantmaking interest areas: arts and culture, education, community development, environment and animal welfare, and health and human services. Fall 2021 community needs grants were awarded to the following: • CASA DeKalb County (Court Appointed Special Advocate) – $4,000 to purchase supplies for a new office • Children’s Home + Aid – $5,000 to supply basic needs for infants and toddlers • Consumer Advocacy Council of DeKalb County

DeKALB – The Scott family of DeKalb were unable to see Santa Claus in person in 2020 because of the pandemic,. On Thursday, they were one of the first families to visit with Santa during the Lights on Lincoln and Santa Comes to Town event hosted by the DeKalb Chamber of Commerce. This year’s event, which took place in downtown DeKalb in Van Buer Plaza, featured caroling by the Stagecoach Players’ cast of “Elf: The Musical,” a parade through downtown DeKalb, a tree-lighting ceremony, free hot chocolate and visits with Santa Claus in his house. Christopher Scott, 9, asked for Power Rangers, and his 6-year-old sister Elizabeth asked for a Play Doh pancake playset. Parents Steven and Jessica Scott said they are looking forward to spending time together as a family for the holidays, including going to Disney World for Christmas. Aunt Emily Tsai said she is excited for snow. Marley Clarke of DeKalb, 8, attended the event with her mom, Bobbie Clark, and aunt Sydni Bornhuetter. Clarke said she is asking Santa for a karaoke machine this year for Christmas. “I am looking forward to getting presents and giving people presents,” Clarke said. Bornhuetter said she is looking forward to going sledding and spending time together with her niece. “It’s nice to spend time together and celebrate the holidays,” Bornhuetter said. “We’re all looking for-

ward to Christmas this year.” Matt Duffy, executive director of the DeKalb Chamber of Commerce, said that Thursday’s event was the start of the holiday season in DeKalb. “It’s great to be able to gather together and hold the event again,” Duffy said. “It has the feeling of Christmas past.” Last year, the event was held in a drive-thru format due to the COVID-19.

The Cochrane family of DeKalb attended the downtown event for the first time. Levi Cochrane, 5, said he is looking forward to receiving LEGOs for Christmas, and his grandma, Lynn Cochrane, said she hopes to spend a lot of time with family. If families were unable to visit with Santa Claus during the event Thursday evening, Santa can be visited in his house in Van Buer Plaza from 11 a.m. to 1 p.m. Saturdays, Dec. 4, 11 and 18.

Food collection underway for Franklin Mall project THE MIDWEEK Collection of nonperishable food items for the annual Franklin Mall Christmas Project to benefit Sandwich-area residents and families in need is underway and will continue through Dec. 13. In addition to providing grocery boxes and gift cards to families and individuals in the community, 250 cheer boxes filled with cookies and candy will be assembled and delivered to seniors and shut-ins in their homes, in nursing homes, the hospital or in senior housing. Members of the Sandwich Lions Club will don Santa suits and beards to deliver the holiday treats on or near Christmas Eve. In years past, the community has provided dozens and dozens of homemade cookies and candies to fill the cheer boxes. Unfortunately, COVID-19 made it necessary to forgo the homemade treats in 2020. That will be the case again in 2021. Since all treats dis-

tributed to the public must come from licensed kitchens, Angie Davis of Angie’s Sugar Buzz Bakery has come to the aid of the Lions in fulfilling this need. This year, as was the case in 2020, boxes provided by the Lions will be filled with treats from the Sugar Buzz kitchen. Monetary donations in support of the Franklin Mall project are being accepted anytime. These will help fund all phases of the project. Developer to buy units from Hunter Properties By KATIE FINLON

kfinlon@shawmedia.com DeKALB – “We have a lot of work to do,” said Chicago-based developer Amy Rubenstein Thursday as the City of DeKalb approved a $1 million incentive for the real estate company to purchase more than 400 Hunter Properties-owned units in the city. The DeKalb City Council unanimously voted, 8-0, on Thursday to approve the financial incentive to Chicago-based developer Clear Investment Group LLC, which is looking to purchase Lincoln Tower, Hunter Tri-Frat, Hunter Ridgebrook and more than 100 individual units throughout the city – all currently owned by Evanston-based Hunter Properties, DeKalb’s largest landlord. DeKalb City Manager Bill Nicklas said during the special council meeting that the $1 million will go toward renovating Hunter Ridgebrook, a three-building apartment complex at 808 Ridge Drive, 832 Ridge Drive and 835 Edgebrook Drive, documents show. Nicklas said he arrived at the $1 million number by considering the roughly 10,000 police calls made alone to the Hunter Ridgebrook buildings specifically within the past three years. He said each call costs the city about $100. The conditions for the incentive include several safety measures like a functioning 24/7 live security system that DeKalb police will have access to at all times. “These are security measures that have not been active on this property for many years,” Nicklas said. Her opinion changed, however, when she said it took months for work orders to be fulfilled during the past two years that she and her partner Derek Detzler, also an NIU student, have lived in the apartment. She said property management staff were rude to her every time she put in requests. “It’s just been, to say the least, a nightmare living here,” Weaver said.

Detzler said issues included bugs in the common hallways, windows being painted shut and the building’s security door being constantly broken. “We’re just walking in with issues with the apartment and [someone] just doesn’t want to help,” Detzler said. “ ... So they got to work out for them, whoever’s buying the [buildings].” According to city documents, Clear Investment Group is in talks with Hunter Properties to purchase all 184 units in Hunter Ridgebrook, near Edgebrook and Ridge drives; all 40 units in Hunter Tri-Frat, 930 Greenbrier Road; and all 66 units in Lincoln Tower, 1100 W. Lincoln Highway. Nicklas confirmed Thursday the remaining 113 units would be purchased from various smaller Hunter-owned rental units throughout the city. The $1 million would be given to the Chicago developer within 10 days of the final purchase. Clear Investment Group would take control of the properties within three months of the purchase, and complete renovations within a year from the date the first building permit is issued. The developer also would agree to own, maintain and operate the property for at least three years. The Chicago developer’s total investment would be $22.5 million for all three complexes, including $13 million going toward Hunter Ridgebrook alone, and $3 million for renovations and upgrades to the buildings. Representatives for Hunter Properties, including property manager Tiffany Meadows, did not respond to requests for comment.

Some community members say they are skeptical about whether having new ownership will completely eliminate issues. That’s including DeKalb resident John Walker, who has helped multiple Hunter Properties tenants sort out issues with the property management company. Walker, also a UPS driver by trade and a member of the city’s citizens’ review board for the DeKalb Police Department, said he’s concerned about potential displacement of residents and whether new ownership would solve issues in the area. “All those areas that this new developer’s going to buy, if you check the history, all those areas were already bad areas before even Hunter Properties took them over,” Walker said. Walker said his concerns are mainly about how the City is reactive to landlord-related issues instead of proactive. “No one really ever comes up with any real answers until it’s three or five years later and we say, well, why didn’t we think of that?” Walker said. “I’m saying to people now, let’s think about it right now. Let’s not just be happy to get Hunter out and bring somebody else in.” DeKalb Mayor Cohen Barnes reiterated his support for the proposal. He said

She said DeKalb appealed to her. “What we really want to do is bring it [the rental units] up to the quality of the rest of the community,” Rubenstein said. “There should be no reason that people live in apartment buildings that are filled with trash, or smell bad, or don’t get maintenance requests taken care of.” Rubenstein said the properties came up on the company’s radar from brokers, and that Clear Investment Group specializes in buying and renovating properties in managerial or physical distress.

Rubenstein said it’s not the group’s intention to start kicking people out of their units. She said the group plans to speak with residents individually about needs, determine if pest control is needed, and address unfulfilled maintenance requests within the first few months of the purchase. “But we have a lot of work to do,” Rubenstein said. Rubenstein said the goal is to get the majority of the renovation work done in the first year. That will include renovating common areas in the buildings and beginning to renovate currently vacant units. Rubenstein said gradual rent increases are also part of the renovations for the units. She said Clear Investment Group would accept Section 8 affordable housing vouchers and those tenants also would be subject to the same background checks as other residents. “We’re not trying to take $600 rents and make them $1,000 rents,” Rubenstein said. “That’s not our goal.” Barnes said he was happy to think of what the purchase means for students within the DeKalb School District 428 who also live in the buildings. “And with this transaction, we can affect [403] units and a ton of families that those kids can now live in a safe place in our community and have an experience that so many of us have,” Barnes said.

City officials for years have sought to improve quality of living in several of the buildings owned by Hunter Properties. The landlord began purchasing buildings in DeKalb in 2016, and owns the most units in the city, about 1,000 in total. Over the years the properties have been the subject of nearly 500 code violations since 2019. Those include two buildings where tenants were forced from their homes after several fires that DeKalb fire officials said were attempted arsons in July 2019, displacing about 200 people. Court records show the cited violations include electrical and mechanical issues, broken smoke and carbon monoxide detectors, bedbug infestations, security failures, lighting and plumbing problems and more. Tenants rallied together in 2019 to form the DeKalb Tenants Association in an attempt to advocate for change. Northern Illinois University Spokesman Joe King said in a Thursday written statement the university commends the City of DeKalb’s efforts to find and collaborate with a new property owner he said was committed to improving quality of housing for student and residents. “It’s important to NIU that our students and employees have a safe and thriving community to live, work and learn – not just on campus, but beyond,” King said in the statement. “We look forward to the progress to come.”

Valley West Hospital supports Eagle project THE MIDWEEK Northwestern Medicine Valley West Hospital in Sandwich is supporting a local Boy Scout in his quest to become an Eagle Scout. The nursing leadership team bought emergency materials to help Somonauk resident Grant Mantzke complete a community service project. Mantzke, a member of Boy Scout Troop 5, is making 29 emergency kits for Somonauk Middle School as his community project. These kits will include items such as flashlights, emergency Mylar blankets, whistles, gloves and vests to identify teachers and leaders. First Midwest Group to build storage unit facility By KELSEY RETTKE

krettke@shawmedia.com DeKALB – A 20,000-square-foot self storage facility is coming to DeKalb in the north side portion of the former Eagle Shopping Center on Sycamore Road. Rockford-based developers First Midwest Group, which owns the DeKalb Shopping Center space which that has been vacant since 2015, will install the interior access units known as DeKalb-Harlem LLC at 1700 Sycamore Road. The development was approved unanimously by the DeKalb City Council Nov. 22. Third Ward Alderman Tracy Smith and 6th Ward Alderman Mike Verbic were absent from the meeting. Petitioners say the space will bring needed improvements and entice additional new businesses to the former retail shopping center which has struggled to solicit commercial development in years past. “We had had that experience at some of our other centers,” said Mark Robinson, chief operating officer with First Midwest Group. He said the group redeveloped a former Kmart in Rockford into a self-storage unit. “It just added color to the building, and doing something with it inspired a Taco Bell out front, and we’re building an Aldi,” Robinson said of the Rockford development. “Our intention is to do the same thing here.” The units will range in size from 30 to 300 square feet, according to city documents, and be climate controlled for people to rent and use to store items. There will also be regular janitorial and maintenance service. The lot will offer 332 parking spaces, but developers estimate about 15 visitors a day and 20 to 25 on the weekends, documents state. City Manager Bill Nicklas said the self storage unit is a better option than retail at this point. “The setback of the line of stores that were once part of that shopping center is very significant,” Nicklas said. “It’s also in the shadow of the more

dynamic shopping center, Market Square. So it hasn’t been leasable and the depth of space would take a really unique user. We haven’t found one and the owner hasn’t found one.” Second Ward Alderwoman Barb Larson said she thinks it’s a great idea, but was concerned about waste. “I think there’s a need, but I also know from other areas that I’ve been to of the concerns of those people, who take what they want out of their units and when they’re done, there’s a large amount of trash,” Larson said. Robinson said his team has dealt with similar issues before with individually rented storage units. “The answer to that is every month, some people don’t renew their lease,” Robinson said. “Most of them take their stuff, but some of them don’t. Approximately quarterly, [we’ll] look at all the stuff that’s left, and either gets thrown away or goes to an auction.” Seventh Ward Alderman Tony Faivre said the plan is a positive for the local economy. “Thank you for taking care of the property and continuing to invest in DeKalb,” Faivre said. The developers, which also brought Michigan-based grocer Meijer to Sycamore, also recently confirmed a Starbucks is set to go into the building being constructed along Sycamore Road in front of Meijer, near Jiffy Lube. “Our intention is to bring good development to the city,” Robinson said, adding the plans will alleviate a longtime vacant commercial space in DeKalb. “We are dedicated to keeping it in the city.”

THE MIDWEEK SYCAMORE – The Sycamore Foundation recently awarded more than $17,000 in grants to support students in Sycamore District 427. The grants totaled $17,487 and will go toward several districtwide initiatives, including graphing calculators at Sycamore High School; social emotional books at West Elementary School; iPads to support physical education at Sycamore Middle School;

NoRedInk, which is a grammar education software at the middle school; mirrors, windows and sliding doors at all elementary schools; and movement chairs for students with sensory needs at North Grove Elementary School. “Through the support of our generous donors, we are able to provide funding for seven special projects for educators during this grant cycle” foundation director Lauren Holtz said in a news release. “Through donations from individuals and businesses, we

are fortunate to be able to provide funding for Sycamore 427 teachers and students that encourages creativity and innovation inside the classroom.” Since 2018, the foundation has funded nearly $240,000 in grants for Sycamore schools, according to the release, for district projects including the library renovation at North Elementary School, a 21st century collaborative commons at Sycamore High School, digital signage and the Spartan TV production studio and access channel.

The Sycamore Education Foundation receives and distributes private gifts from individuals and businesses to enrich educational opportunities for students in the Sycamore School District 427 not otherwise available through regular funding resources, according to the release. Sycamore Kiwanis welcomes leaders THE MIDWEEK SYCAMORE – In its 70th year of service, the Sycamore Kiwanis Club have elected new leaders for the 20212022 service year. The new officers are President Beth Bollinger, Past President Kathy Dombek, Secretary Roger Jacobson (54th year as secretary), Treasurer Bob Higdon, Assistant Secretary Christel Springmire and Presi dent-Elect Jodi Tyrrell. The Sycamore Kiwanis have over the years been involved with providing leadership and mentoring to the Sycamore High School Key Club, the Builders Clubs at Sycamore Middle School and St. Mary’s School in Sycamore, and the K-Kids at Southeast Elementary, West Elementary and South Prairie Elementary schools, according to a news release. The club has been delivering Meals on Wheels in January for many years, bringing clothes to the Rockford Rescue Mission from Family Service Agency and working with Farm & Fleet to distribute Christmas presents. The group has also served the Aktion Club at Opportunity House to enable clients to experience service and leadership opportunities in the

THE MIDWEEK SYCAMORE – The Sycamore Rotary Club served up stacks of pancakes to more than 500 guests at its pancake breakfast held during Sycamore Pumpkin Festival. The breakfast took place Oct. 30 at St. Mary’s Parish Center, 312 Waterman St., and served more than 525 guests, according to a news release. The breakfast was cooked and served by dozens of Sycamore Rotarians and those from Sycamore High School, under the leadership of Rotary Chairman Brandon Diviak and Dr. Michele Jurkovic, Jeff Petersen, Jonelle Bailey and Club President Paulette Renault. Children enjoyed bucket toss games organized by Julie Sgarlata and her volunteer team, according to the release. BRIEFS Barb City Manor awarded $5K grant from DeKalb Township DeKALB – Barb City Manor was recently awarded a $5,000 grant from the DeKalb Township. The grant is for social services and will be used for the resident assistance fund, according to a news release. “Many seniors live on a fixed income, relying solely on their social security,” the township announcement stated. “With the help of this grant, the fund will continue to provide rental assistance for lower income residents to live in a safe and secure community.” Grants given to Barb City Manor residents for rental assistance range from $91 to $331 per month, according to the release. Barb City Manor is an independent living community for people age 62 and older. It offers residents three meals daily, weekly housekeeping service, activities and 24-hour staffing.
