Putnam County extends ban on wind farms until Sept. 30 By JAYCE EUSTICE

jeustice@shawmedia.com Putnam County residents looking for a final decision about wind farms in the county will have to wait as the board unanimously voted to extend the current moratorium on wind turbines to Sept. 30. This decision came after a lengthy public comment section in which many residents voiced their disapproval of the possibility of a wind farm in the county. The board said it came to this decision to allow the county zoning board and itself more time to gather accurate information to make the decision they feel is best for Putnam County and its residents. The board said the county’s zoning contained no specification on wind turbines prior to 2016. Those 2016 zoning specifications still are in place as a moratorium has been in place since August 2021 to allow time to revisit the requirements. This moratorium was scheduled to be lifted as of April 15 before it received Monday’s extension. The passed resolution stated “The Putnam County Zoning board feels as if it has not had sufficient time to review the proposed amendment and proposed public hearings regarding the issue.” If eventually approved, a proposed wind farm could be placed on privately-owned land, following all zoning specifications. Board Chairman Charles Lenkaitis mentioned as long as the rules are followed, individuals should be able to use their land how they would like. “Right now, if you own land and you are following the zoning regula-

Putnam County residents looking for a final decision on the ongoing discussion surrounding wind farms in the county, will have to continue to wait as the PC Board unanimously voted to extend the current moratorium on wind turbines until Sept. 30, 2022. tions and laws of the land, you can do with your property what you see fit,” Lenkaitis said. “I don’t believe it’s anyone’s right to tell their neighbor what they should do with their land.” Lenkaitis also said this project would add about $65 million to the county’s equalized assessed value. The added business would likely lower homeowner’s property taxes, according to Lenkaitis. The board discussed various topics with the public for nearly 20 minutes as all parties cited from articles and research they have read up until this point. Lenkaitis mentioned people will find the kind of articles they are looking for and both sides need to find

a common ground to move forward. “I’m sure that wherever we’re going to look for articles, you’re going to find these articles and those articles; pros and cons,” Lenkaitis said. “The way that I look at it is that we have to figure out something in the middle. I could shout from a mountain top and anyone else could, but it’s in that valley that we’ll find a way to move forward.” The moratorium will now be in effect for the next six months unless the board decides to extend or end it prior to Sept 20. The board said it will now perform its due diligence on the side of county zoning in order to make a decision.

U.S. Rep. Adam Kinzinger chose project as 1 of 6 to receive federal funding By DEREK BARICHELLO

dbarichello@shawmedia.com The village of Granville will receive $350,000 in federal funds to improve its water treatment plant. The project is one of six chosen from the 16th Congressional District by U.S. Rep. Adam Kinzinger, R-Channahon, following the passage of The Consolidated Appropriations Act of 2022. This act gives Congress members the ability to choose projects from within their district to fund with federal dollars. Granville’s project will improve and repair the wastewater treatment plant, which has been in service for several years. In addition, preventative repairs must be made so the plant can service the Granville and Mark communities and businesses, thereby decreasing the chances of catastrophic failure. The funds will be used to make structural and mechanical repairs, as well as recoat the wastewater treatment tanks.

Kinzinger also approved $250,000 for a new ambulance for the village of Dwight, $2 million in funding for Byron water system improvements, $2.35 million for the city of Watseka’s Martin Avenue extension to Courthouse Road, $2 million for the University of Illinois Chicago’s expansion of a health sciences campus in Rockford and $660,000 for an agriculture consortium project at Northern Illinois University in DeKalb. “Each of the projects that were included in this spending package will make an incredible impact on the recipient communities and be an invaluable use of taxpayer money,” Kinzinger said in a news release Wednesday. “From investments in our water systems and infrastructure safety measures to the development of vital equipment and advancing education, these projects are all worthy of funding and my office is thrilled to continue advocating for more like them as we continue through the remainder of my term.” The Ottawa YMCA requested $1 million for construction of its new facility, but it was not chosen as a recipient.

Will endorsements matter in GOP gubernatorial race? By MARNI PYKE

mpike@dailyherald.com A new cast of characters has entered the gubernatorial race as filing for the Illinois primary ended March 14 with six Republican tickets vying for Gov. JB Pritzker’s job. But influential players from the 2018 GOP primary also are looming large, particularly in the campaigns of Aurora Mayor Richard Irvin and downstate Sen. Darren Bailey. Along with newcomer Jesse Sullivan of rural Petersburg, the three have the largest war chests of the pack so far. Conservative Bailey recently secured a key endorsement from former Wheaton state Rep. Jeanne Ives, who so fired up the GOP base four years ago that she almost stole the primary from then-Gov. Bruce Rauner. “He’s the only one who stood up to Pritzker,” Ives said of Bailey. Irvin is being compared to Rauner as a moderate who can win a general election in a blue state. The attorney has already racked up endorsements from party establishment figures and wealthy Republicans, including Citadel CEO Ken Griffin. “Compared to the Aurora of my

As a Republican, I tend to look down the road a bit to see which one of these candidates has the firepower to take out JB Pritzker. That list of who might be able to do that is a very short list of probably two.” State Sen. Don DeWitte, R-St. Charles childhood, [Irvin’s] turned that place around,” said former Republican state Rep. Grant Wehrli of Naperville. Sullivan, CEO of a California-based venture capital firm, is casting himself and running mate Kathleen Murphy, a Warrenville political strategist, as the non-establishment candidates. The ticket filed March 14, the last of the contenders, although the process opened March 7. “This campaign has never been about the insiders. It has never been about the political elite. It is about a next generation of leaders across our great state,” Sullivan said in a statement. Also hard on the gubernatorial campaign trail are former state Sen. Paul Schimpf of Waterloo and McHenry County businessman Gary Rabine.

“I do like where we’re at,” said Schimpf, whose running mate is McHenry County Board member Carolyn Schofield. “We’re offering something none of the others have – positive policy solutions rather than just outrage and anger.” Palatine Township Road Commissioner Aaron Del Mar, Rabine’s lieutenant governor pick, took direct aim at Democrat Pritzker. “Our message of reform and rebuild is resonating as overwhelmingly Illinoisans want a change from the corrupt and incompetent Chicago machine Democrats that have ruined our state,” he said. New to the June 28 primary battle are governor and lieutenant governor hopefuls Emily Johnson of Wheaton and Brett Mahlon of Orland Park. Both belong to We Are The People Illinois!, a group of residents investigating “fraud in the 2020 election,”

according to its website. State election officials across the U.S. have confirmed that President Joe Biden won the 2020 election and there was not widespread voter fraud. “We need to make decency and common sense great again,” Johnson said in a website statement, adding she is a “bold, hardworking American woman” and supports former President Donald Trump. Ives, meanwhile, explained her support for Bailey, saying that unlike most of his rivals, the Xenia senator understands state government and how it interplays with local and federal branches. Bailey “knows how to have policies that work better for overall economic prosperity,” she said. “He understands where we need to go. And, the last thing we need is somebody completely unfamiliar with how that all works to take over and lead Illinois if we’re going to actually change things in terms of fiscal policy.” Bailey, whose running mate is Stephanie Trussell of Lisle, gained fame in 2020 for his opposition to face masks and litigation against COVID19 mitigations.

U.S. Senate

The Mundelein area’s Kathy Salvi on March 14 turned in nominating petitions for the Republican nomination for the U.S. Senate seat now held by Democrat Tammy Duckworth of Hoffman Estates. Salvi’s husband is former state Rep. Al Salvi, who also ran for U.S. Senate, in 1996. Naperville Republican Matthew “Matt” Dubiel and Dolton Republican Anthony W. Williams filed for the Senate seat, too, as did Chicago Republican Jimmy Lee Tillman II, the son of former Chicago Ald. Dorothy Tillman. Fellow Republican Senate candidates Peggy Hubbard of Belleville, Casey Chlebek of Lake Forest, Maryann Mahlen of Orland Park and Bobby Piton of Geneva filed earlier. 8th District

In the 8th District centered on western Cook County suburbs and some of Kane and DuPage counties, Democratic incumbent Raja Krishnamoorthi of Schaumburg will face a primary challenge from Junaid Ahmed of South Barrington. Republican Chris Dargis of Palatine filed March 14, joining Peter Kopsaftis of South Barrington, Chad Koppie of Gilberts, Phillip Owen Wood of Carol Stream and Karen Kolodziej of Itasca in the GOP race. Mohammed Faheem of Plainfield announced he’ll run as an independent in the 8th, rather than as a Democrat as planned. 9th District

In the 9th District, which includes parts of Cook, Lake and McHenry counties, Maxwell “Max” Rice of Northbrook filed papers March 14 for a GOP primary showdown with John Elleson of Arlington Heights. Both sought the seat in 2018. Incumbent Jan Schakowsky of Evanston will face a

primary challenge from Chicagoan Andrew Heldut, who filed March 14. 10th District

In the 10th District, which includes parts of Cook, Lake and McHenry counties, Democratic U.S. Rep. Brad Schneider of Deerfield faces a challenge from Republican Joe Severino of Lake Forest. 11th District

In the 11th District, Catalina Lauf of Woodstock, Susan L. Hathaway-Altman of the Geneva area, Naperville resident Juan “Johnny” Ramos, Cassandra Tanner Miller of Elgin and North Aurora Trustee Mark Carroll formally joined the Republican candidates trying to unseat Democratic incumbent Bill Foster of Naperville. Republicans Jerry Evans of Warrenville and Andrea Heeg of the Geneva area filed earlier. Foster is the only Democratic candidate in the 11th, which has parts of Cook, DuPage, Kane, Lake, McHenry, Will, DeKalb and Boone counties. 14th District

In the 14th District, which has parts of Kane, Will, DeKalb, Kendall, LaSalle, Bureau and Putnam counties, incumbent Lauren Underwood of Naperville is the lone Democratic candidate. The Republican hopefuls in the 14th are Manhattan’s Jack Lombardi, Susan Starrett of North Aurora, Mike Koolidge of Rochelle, Scott Gryder of Oswego, James Marter of Oswego and Jaime Milton of Fox River Grove. The next hurdle for candidates is to survive any objections to nominating petitions. The deadline to file objections was March 21. The general election is Nov. 8.

“I give him a lot of credit for that, because he took a lot of heat from a lot of people and he just prevailed,” Ives said. “I reward courage, and he obviously had the courage.” Irvin has teamed with state Rep. Avery Bourne of Morrisonville on the ticket. Although some rivals have questioned Irvin’s GOP credentials, Wehrli dismissed such criticisms. Irvin “took on a Madigan-backed candidate, state Rep. Linda Chapa LaVia, for mayor and won,” Wehrli said. President Barack “Obama went there to campaign against him. Sen. Dick Durbin went there to campaign against him. I don’t know what other street cred you need in the Republican world.” Wehrli thought Ives’ endorsement of Bailey “solidifies some people that were already going to vote for Bailey. But it hurts Bailey in the sense that the moderate, independent suburban voter, particularly female, is now going to shy away.” State Sen. Don DeWitte of St. Charles has not endorsed a nominee yet but noted that “as a Republican, I tend to look down the road a bit to see which one of these candidates has the firepower to take out JB Pritzker. That list of who might be able to do that is a very short list of probably two.” Based on financial resources, DeWitte shortlisted Irvin and Bailey with possibly “Jesse Sullivan as a sleeper.”

The Putnam County eighth grade volleyball team won the Marsailles Tournament. The Lady Pumas defeated MVP in the first round 21-25, 25-20, 15-9 and Marsailles 25-19, 25-22 to advance to the championship to defeat Ottawa Marquette 25-23, 25-21. Team members are (front, from left) Emmalee Waclaw, Lanie Caukins, Cadie Bickett and Ashley Cano, (back row) assistant coach Madison Solomon, Myah Richardson, Ella Irwin, Teaghan Gualandi-Sarcee, Ella Pyszka, Addy Leatherman and head coach Shannon Jenkins.

The Putnam County seventh grade volleyball team took third place in the Tri-County Tournament. The Lady Pumas defeated Fieldcrest to advance 25-17, 25-17, lost to Ronoake Benson, 18-25, 13-25 before defeating El Paso-Gridley 25-12, 22-25, 25-21 to take third place. Team members are (front, from left) Miley Dolder, Britney Trinidad, Lanie Caulkins, Brooklyn Brown and Alexis Margis, (back row) head coach Shannon Jenkins, Chloe Parcher, Paige Tonioni, Myah Richardson, Alyvia Wachowiak, Emberlyn Cwilka, Payton Olson, Ayla Berlin-Brown and assistant coach Julie Zuniga.

Maggie Richetta; Kara Staley; Zofia Uzella; Gabby Doyle; Reise Zellmer; Kylee Moore. Key newcomer: M a d d i e Weger. Worth noting: The Panthers did not have a senior in the lineup last season, so they bring back plenty of experience, led by Balma (.440, 19 RBIs) and Richetta (.419, 17 RBIs) who were both Second-Team All-Tri-County Conference last year. “Balma and Richetta complement one another in the lineup nicely,” Heiser said. Staley is back in the circle, while Uzella (.330) is the only senior on the roster. Doyle, Zellmer and Moore all started last season, while Weger returns after missing last season due to injury. “We have 12 players returning from last year’s team,” Heiser said. “We were young last year. We gained experience because of that, and we are more prepared this season for the varsity level of competition. We are going to utilize some of our younger pitchers in the program to take some innings in the circle to gain experience.” The Panthers showed their potential last season with a seven-game winning streak. “To win nine games at the varsity level with underclassmen is an accomplishment and a testament to the talent of each individual player,” Heiser said. “This group is talented, and they have been together a long time. That should set us up to win some more games than last year.” ... Rounding out the roster are Salina Breckenridge, Sarah Johnson, Vanessa Neff and Paxton Stunkel.
