And therein lies the rub: Utica needs to craft an application process, set days and hours of operation, although Stew art is thinking Thursday through Sun day.To that end, Stewart said he and vil lage staff plan to visit Batavia, one of the cities with an outdoor plaza that Utica used as a model – “They’ve been very helpful” – to get suggestions for Utica’s rules and Stewartregulations.saidheenvisions renting out 12 portable retail stalls to start – “We’re hoping the need arises for more each year” – with 54 designated parking spaces. But other limits are under consider ation and Thoughfluid.Stewart said he wants the first 12 stalls occupied strictly by retail ers, Planning Commissioner Doug Gift asked if space could be leased to an asso ciation (the Ottawa Art League, for example) for the purpose of selling local
Village Attorney Herb Klein agreed the village must carefully study how to manage the stalls and set charges.
The village studied not only Bata via’s “boardwalk” but also an outdoor retail plaza in Muskegon, Michigan, and decided the concept could work in Utica, the gateway for more than 3 million yearly visitors to the state parks.

The Illinois Constitution establishes a structure of government and laws for the State of Illinois. There are three ways to initiate change to the Illinois Constitution: (1) a constitutional convention may propose changes to any part; (2) the General Assembly may propose changes to any part; or (3) a petition initiative may propose amendments limited to structural and procedural subjects contained in the Legislative Article. The people of Illinois must approve any changes to the Illinois Constitution before they become effective. The purpose of this document is to inform you of proposed changes to the Illinois Constitution and to provide you with a brief explanation and a summary of the arguments in favor of and in opposition to the proposed amendment.

Arguments In Favor of the Proposed Amendment

(b) The provisions of this Section are controlling over those of Section 6 of Article VII.
This amendment will protect workers' and others' safety. That includes guaranteeing nurses' right to put patient care ahead of construction workers can speak up when there's a safety issue. It will protect workers from being silenced when they call atten Illinoisans. It means they get the training and safety equipment they need to do their jobs, and can speak out when they see a retaliation. This amendment will help our economy by putting more money in workers' pockets who join together and get raises. T going into our communities and small businesses as people join the middle class with good-paying jobs.
SECTION 25. WORKERS’ RIGHTS
A fundamental right provided to all citizens under the First Amendment of the United States Constitution is the right to free speech and freedom of association. This amend ment prohibits any law or ordinance that allows union workers to choose whether they wish to be a member of the union or not. Under the 2018 United States Supreme Court decision Janus v. Illinois AFSCME, non-union government workers cannot be required to pay union dues as a condition of working in the public sector. Approval of this constitutional amendment will deny that protection to private sector workers. The amendment also states that lawmakers could never “interfere with, negate, or diminish” certain rights. These terms are broad and undefined and leave lawmakers without the ability to clarify through legislation. Our Illinois Constitution provides such protection to public employees. The result of that protection has been to squash efforts by state lawmakers and voters to address Illinois’ pension fund deficits.
This amendment will protect workers’ and others’ safety. That includes guaranteeing nurses’ right to put patient care ahead of profit and making sure construction workers can speak up when there’s a safety issue. It will protect workers from being silenced when they call attention to food safety threats, shoddy construction, and other problems that could harm Illinoisans. This amendment protects firefighters and EMTs who put their lives on the line to protect Illinoisans. It means they get the training and safety equipment they need to do their jobs, and can speak out when they see a problem without fear of retaliation. This amendment will help our economy by putting more mon ey in workers’ pockets who join together and get raises. That will mean more money going into our communities and small businesses as people join the middle class with good-paying jobs.
Arguments In Favor of the Proposed Amendment
A fundamental right provided to all citizens under the First Amendment of the United States Constitution is the right to free speech and freedom of association. This amendment prohibits any law or ordinance that allows union workers to choose whether they wish to be a member of the union or not. Under the 2018 United States Supreme Court decision Janus v. Illinois AFSCME, non-union government workers cannot be required to pay union dues as a condition of working in the public sector. Approval of this constitutional amendment will deny that protection to private sector workers. The amendment also states that lawmakers could never "interfere with, negate, or diminish" certain rights. These terms are broad and undefined and leave lawmakers without the ability to clarify through legislation. Our Illinois Constitution provides such protection to public employees. The result of that protection has been to squash efforts by state lawmakers and voters to address Illinois' pension fund deficits.

Individuals who laugh often have lower blood pressure than those who laugh less often. Lower blood pres sure reduces the risk for stroke and heart attack.
Hearty laughter can exercise the diaphragm, contract the abdominals and even work the shoulders and muscles in the face. Laughter also gets the heart pumping at a rate that burns a similar amount of calories per hour as walking slowly.

Large pores tend to go hand-in-hand with oily skin. They are extremely com mon. The American Academy of Der matology recommends being gentle with the skin to help minimize the ap pearance of pores. In addition, cleans ing and exfoliating the skin can help. The AAD says retinol, which is a deriva tive of vitamin A, can unclog pores and restore the skin’s natural appearance.

Acne can occur on the shoulders, face, neck, and upper back. Breakouts may include whiteheads, red pimples, blackheads, and deep cysts. If left untreated, acne can cause scarring. Clogged pores cause acne, according to Healthline. This may occur from bacteria, hormones, dead skin cells, and excessive oil production. Non-inflammatory acne can be addressed by using salicylic acid, which natu rally exfoliates the skin. It is found in cleansers and toners. Inflammatory acne can cause infection deep beneath the skin’s surface. Products contain ing benzoyl-peroxide may help reduce bacteria and swelling.

Skin redness may occur for a variety of reasons. These include sunburns, allergic reactions, dry skin, acne, and irritations. Identifying the root of redness can help individuals make a plan for avoiding it going forward. Longterm redness often is linked to sebor rheic dermatitis or rosacea. Certain medications and skincare products may be recommended by a dermatol ogist to address these issues. In ad dition, color-correcting makeup can help camouflage redness, according to L’Oreal.
Scars are a natural result of the heal ing process from an injury to the skin. Many scars fade over time, but deep scars can may be permanent and vis ible. Dermatologists may recommend application of vitamin E, silicone gel or other creams or oils to help minimize scarring after a surgery or injury. A pre scription retinoid can be helpful when it comes to acne scarring. Steroid injec tions and laser treatments also can be used to reduce the appearance of scars, according to the experts at Medical Dermatology and Cosmetic Surgery.
Light therapy, moisturizers, topical retinoids, and biologics may be pre scribed to manage psoriasis.

According to the NDC, telecom munications technology has evolved considerably in recent decades. That evolution has made it easier than ever for deaf individuals to communicate.
The NDC reports that cochlear implants are not necessarily ideal for everyone with significant hearing loss. That’s because no two brains are the same, and it’s difficult to predict how well a given person’s brain will interpret the new auditory signals

Visual fire alarms are another assistive technology that can improve the lives of individuals with significant hearing loss. These systems, which are required by law in various countries, make it possible for deaf individuals to safely evacuate buildings and other areas in emergency situations.
The NDC notes that telecommuni cations technology for deaf individu als is an umbrella term that includes telephone devices, platforms and ser vices that are employed when stan dard phones are ineffective. The NDC identifies three primary telecommunications services:
hearing loss can make life more challenging, but the Na tional Deaf Center on Postsecondary Outcomes notes that various assistive technologies can help individuals over come hearing loss. Though such tech nologies can be invaluable, the NDC urges individuals considering them to learn about the advantages and limita tions of such products before deciding which one is right for them.

Both scored again before the quarter was out to make it 28-0.
Davis followed Resetich’s play with a highlight reel of his own, racing and spinning through the Hall defense for a 48-yard score less than a minute later to ensure the running clock would go in play to start the second half with the Tigers leading by 40 (48-8).
“I would like to say that’s all coach ing, but we all know that’s not,” Pearson said. “That was a pretty special play. He sees things out on the field that a lot of guys don’t. He’s a special player.”
Christiansen raced off to open the second half with a 65-yard TD romp on a play he said they talked about at half time.“The whole time at halftime we said one block was all we need and that
play’s going to hit. Sure enough, Payne Miller had that one block and there was nobody in front of me,” he said, Christiansen admitted he used up all the gas he had left in his tank, finishing with 112 yards rushing and three touch downs to go with his TD reception.

I think for now it’s a good win to think about it, especially us seniors. We’re probably not going to play Hall again,” he said.
Pearson said winning their Three River Mississippi opener was a nice start in their defense of the conference championship.“Wewantto focus on the task at hand. We knew there was going to be a good crowd for Homestead weekend and all the festivities,” he said. “We wanted to come and play well against our very close rival and take care of business.
