Children’s author to share stories of his dog at Prophetstown library on July 6
The public is invited to meet author Allen McCaulley at 3 p.m. Thursday, July 6, at the Henry C. Adams Memorial Library, 209 W. Third St., Prophetstown. All ages are welcome.
McCaulley will be sharing stories of his dog, Max. “Max Makes Pancakes” is McCaulley’s first book and will not be his last. He grew up in the Mississippi River town of Moline where he makes his home with his wife, Linnea. He has worn many hats in his life, including serving as mayor of Moline several years ago.
Max provided the inspiration for his first book. The McCaulleys had 17 years of sharing their lives with the incredibly smart and mischievous dog. When he passed away, writing about him and sharing his spirit became a passion. He wants to make children laugh, smile and be good readers so they can join Max on his adventures.
The couple enjoy traveling in the Midwest to Spring Green, Wisconsin, to see plays at the American Players Theater and Chicago and St. Louis beckon from time to time. A favorite trip was to Door County, Wisconsin, with Max who loved the new smells and sights.

Morrison Garden Club chooses June’s featured garden
By SHARON MOORE Morrison Garden Club
Not many know what lies behind the front gate of Debby and Bob Vaughn’s home on South Base Street in Morrison. The Morrison Garden Club will give you a glimpse of Debby’s beautiful gardens and their history as they have been chosen June’s featured garden.
The Vaughns started garden planning in the mid-1980s. The north garden was the original limestone driveway and a sand area for kids. The south garden originally was hot and dry with clay soil.
A brick paver path was installed in 1990. It surrounds the house and made an easier access to future gardens. They used Purington pavers torn out from old Morrison sidewalks. In the mid-1990s, the north garden was fully amended with a peat moss and compost blend. They compost year-round with grass and flower clippings and peat moss and they sparingly add banana peels and fruit. Bark mulch is not used as their compost retains moisture and is an excellent medium for good insects.
The north garden has a mixture of perennials that provides an unmatched fragrance with Lily of the Valley, Woodland Poppies, Phlox, Hollyhocks, Russian Sage and Honeysuckle vine. All provided fresh stems for the tables for “Tea n’ Things” in the 1990s.
With the arrival of spring, Debby enjoys shopping for annuals that will complement her garden areas as well as draw in pollinators. While strolling through the garden areas you can find
“Hot Lips’ Salvias, snapdragons, petunias, Cosmos, Purslane and Verbena. Lantanas are placed strategically to draw in the hummingbirds.
The well-amended garden soil also supports their small ecosystem for the bees and birds as they nurture their two apple trees, tomatoes, cucumbers

Morrison man sentenced for embezzlement
By KATHLEEN A. SCHULTZ kschultz@shawmedia.com
ROCKFORD – A Morrison man has been sentenced to five months in federal prison and fined $5,000, plus restitution, after he was convicted of stealing more than $55,000 from the security union at Cordova nuclear power plant.
Brent Toppert, 43, also must serve
six months house arrest, according to a news release June 7 from Acting U.S. Attorney Morris Pasqual.
From 2013 to 2018, Toppert took $55,140.98 from the bank account of Local 238, the Security, Police and Fire Professionals of America, when he was its elected secretary-treasurer.
Toppert was charged Jan. 17 and pleaded guilty Feb. 9 to embezzlement
from a labor organization. He could have been sentenced to up to five years and fined up to $250,000, but he has no criminal history and, before his plea, made full restitution to the union, court records show. He was sentenced June 6.
“The offense is an aberration in an otherwise lawfully lived life,” the prosecution wrote in its document laying out the sentencing factors, which
are used in federal court to calculate the severity of a crime and the length and conditions of the sentence.
The crime also was not sophisticated or elaborate. Toppert merely made withdrawals and used the money to pay his bills or obtain cash, it said.
Toppert will remain free pending his self-surrender to federal authorities Aug. 1.
Prophetstown child abuser facing new child sex assault charge
By KATHLEEN A. SCHULTZ kschultz@shawmedia.com
DIXON – A convicted child abuser from Prophetstown already accused in Lee County of sexually assaulting a physically disabled 14-year-old girl also has been indicted on a charge of sexually assaulting a 10-year-old girl.
Robert J. “RJ” Gage, 27, was indicted May 19 on one count of aggravated crim-
inal sexual abuse. Investigators said he fondled the 10 year-old in February 2021.
Gage faces three to seven years in prison if convicted.
Gage, who was convicted in Whiteside County of a violent assault on a baby in 2017, sexually assaulted the 14-year-old multiple times from winter 2021 to spring 2022 while her parents and siblings slept nearby, investigators said.
He is charged in that case with aggravated criminal sexual assault of a disabled child, which is punishable by at least six to 30 years in prison; aggravated sexual abuse of a child 13 to 17 with the use of force, punishable by four to 15 years; and aggravated sexual abuse
of a child 13 to 17, punishable by three to seven years. If convicted of the third charge, the term would match a fiveyear battery of a child sentence levied in Whiteside County, court records show.
In that case, Gage was convicted of slamming a 1-month-old child against a wall on April 12, 2017, causing the baby to lose consciousness. He was charged with aggravated battery of a child younger than 13, punishable by six to 30 years, and two other felonies. He pleaded guilty to the lesser charge of aggravated battery and in addition to the five-year sentence was required to register as a violent offender against youth.
In his third ongoing felony case in
Lee County, Gage is charged with failing to register. He was arrested March 26, 2022, and faces two to five years if convicted. He has a pretrial hearing in all three cases Aug. 10.
He was on parole for the child battery and living in Nelson when the two girls were assaulted, according to the charging documents.
According to the Illinois Department of Corrections, Gage was paroled July 13, 2021, from Sheridan Correctional Center, where he was serving two concurrent, five-year terms for the child battery and for burglary in Whiteside County.
Gage has been in Lee County jail since his arrest. His bail is set at $500,000.

Wayne Kramer has been chosen to captain the 1983-84 rifle marksmanship team at DePaul University in Chicago. Rifle marksmanship is a varsity sport at DePaul, and the DePaul team has been invited to compete at West Point and New Orleans during the school year. This is the second year for DePaul to have a rifle team in a sport that is recognized by the National Collegiate Athletic Association.
City and Chamber of Commerce officials are engaged in an effort to persuade Fulton Corporation to expand its facilities on a Fulton site rather than to build an additional unit near Thomson. The effort is still in its preliminary stages and no official announcements have been made, but it is known there is some sentiment for making Old Market Park, just west of the Fulton Corporation property, available to the company.
Weight loss secrets and how the Japanese stay thin
By STEPHEN D. HARRISON, M.D.
If I asked you to name some of the countries with the thinnest people on the planet, there is a good chance you would come up with Japan. You would be correct. What may not be obvious is the Japanese consume a high amount of carbohydrate. This comes in the form of rice and sushi, which often is eaten multiple times in a day. In fact, 70% of their diet typically comes from carbohydrates.
How do the Japanese accomplish this ongoing thinness? The answer is not through exercise or from calorie restriction as once had been postulated. It turns out the answer was right in front of scientists once they finally figured it out. The answer is surprisingly brown seaweed. This contains a substance known as fucoxanthin.
Fucoxanthin activates the UCP1 energy release trigger, which helps to reduce fat from the cells and burn it for energy. In particular, this helps to burn fat through the midsection, which is important as such fat often impinges on organ function. Some experts have gone on to say that without the UCP1 receptor being activated, weight loss is nearly impossible.
Dr. Al Sears has put together some additional measures to burn fat that are natural in addition to the brown seaweed. He likes the herb from the fruit of the bush mango from Africa known as Irvingia gabonensis. This is an adaptogen that helps the body adapt to stress and resets the body’s ability to burn fat as fuel. More specifically, this product tells the stored fat to turn into fat that can be burned for energy.
Another product that is quite useful for individuals who have a hard time sustaining off the carbohydrates is the white kidney bean extract. This product literally is a carbohydrate blocker by preventing carbohydrates from turning into fat and even eliminating them before they do. Kidneys may worsen by reducing alpha-amylase, which is the enzyme that breaks down starch and carbohydrates into sugar.
A product that will help limit the chances of overeating by suppressing the appetite and telling the brain that you are full by turning on the hormone leptin comes from Garcinia Cambogia, a small citrus fruit grown in Asia. Another product is chromium picolinate. This is a natural mineral that helps with several aspects of weight loss.

Thirteen firefighters graduate from Firefighter Basic Academy
Thirteen area firefighters completed training and graduated from Firefighter Basic Academy on Saturday, June 10, at the Prophetstown Fire Department. PFPD has been hosting the twice-weekly training courses since January 2023, consisting of more than 200 hours of instruction and training to prepare the firefighters for their state certification test. There also were practicals at Constellation in Cordova, Morrison and Erie Fire departments, Whiteside County Sheriff’s office, a house next to Prophetstown High School and extrication practice thanks to Todd’s Towing, Hunter’s Auto and Sandry Fire Equipment.
The courses were taught by Academy Director Micheal Thompson of PFPD and Jared Barber, both certified instructors through the Illinois Fire Service Institute, as well as area fire chiefs and fellow firefighters. The
academy is a combination of former Firefighter I and II courses, designed to give students the “practical and cognitive training needed to operate safely and effectively on the fireground.”
Congratulations to the following firefighters: Hunter Batten, Matthew Jaquet, Logan Mix and Riley Scanlan of Tampico Fire Department, Charles Gorman, Chris King and Billy Lane of Prophetstown Fire Department, Ryan
The heart of the volunteer fire service
Willhite of Lyndon Fire Department, Jacob Fox and Brennan Franklin of Hampton Fire Dept., Eric Cole and Levi Cole of Erie Fire Department and Tony Vanderleest of the Morrison Fire Department.
The chiefs, captains, lieutenants and volunteer firefighters of the Hillsdale, Cordova and Rapids City Fire Protection districts attended the movie “Odd Hours, No Pay, Cool Hat,” along with the public, to hear about the heart of volunteer fire service as told by firefighters from across the country.
Themes of the movie were how to protect citizens even as volunteer numbers continue to decline, the roles they have (rescues, firefighting, medical assistance, wildlife care, administrative duties, community outreach and training), being public servants and the “core of the community,” filling the gap in emergency services and problem-solving every time there’s a call. “If we don’t do it, who will,” was the resounding message of the movie as local departments continue to recruit volunteers so they can continue to help their neighbors, family, friends and fellow citizens in their time of need.
The local fire departments always are seeking volunteers and anyone interested in learning more is invited to stop by the fire station during their weekly meetings. The Cordova Fire Protection District meets every Tuesday at 6 p.m., the Rapids City Fire Protection District meets every Tuesday at 6 p.m. and the Hillsdale Fire Protection District meets every Tuesday at 7 p.m.

CITY OF MORRISON, ILLINOIS Water Department - IL1950350 Water Quality Report
For the period of January 1 to December 31, 2022
HOW SAFE IS OUR WATER?
In 2022, as in years past, your tap water met all USEPA and state drinking water health standards. Our system vigilantly safeguards its groundwater supply, and we are able to report that the department had no violations of a contaminant level or of any other water quality standard during the past year. This report summarizes the quality of water that we provided last year, including details about where your water comes from, what it contains, and how it compares to standards set by regulatory agencies. We are committed to providing you with this information because informed customers are our best allies. We invite you to participate in the decision-making processes that affect drinking water quality. Please feel welcome to attend any of our regularly scheduled City Council meetings which are held at 6:30 p.m. on the second and fourth Mondays of each month at the Morrison Community Room located at 307 S. Madison Street. The City of Morrison Water Department will notify you immediately if there is any reason for concern about your drinking water.
This report is intended to provide you with important information about your drinking water and the efforts made by the City of Morrison Water Department to provide safe drinking water for our residents.
The source of drinking water used by the City of Morrison is Ground Water.
For more information regarding this report, contact:
Name: Brian Melton or Shane Osborn
Phone: 815-772-7657
Este informe contiene información muy importante sobre el agua que usted bebe. Tradúzcalo ó hable con alguien que lo entienda bien.
Source of Drinking Water
The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and groundwater wells. As water travels over the surface of the land or through the ground, it can dissolve naturally occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity.
Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the USEPA’s Safe Drinking Water Hotline at (800) 426-4791.
Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. USEPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the USEPA’s Safe Drinking Water Hotline (800) 426-4791.
In order to ensure that tap water is safe to drink, USEPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. FDA regulations establish limits for contaminants in bottled water which must provide the same protection for public health. Contaminants that may be present in source water include:
• Micro contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife;
• Inorganic contaminants, such as salts and metals, which may be naturally occurring or result from urban storm water runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming;
• Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban storm water runoff, and residential uses;
• Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and may also come from gas stations, urban storm water runoff, and septic systems.
• Radioactive contaminants, which can be naturally occurring or be the result of oil and gas production and mining activities.
Availability of Morrison Source Water Assessment
Below is a summary of the IEPA source water assessment of Morrison’s water system. The full report is available for viewing at City Hall.
Source Water Assessment
Based on information obtained from sampling data, the location of the wells relative to potential sources of contamination, and well depth, the Illinois EPA has determined that the Morrison Community Water Supply’s source water is not susceptible to contamination. As referenced above, this determination is based on a number of criteria including; monitoring conducted at the wells; monitoring conducted at the entry point to the distribution system; and available hydrogeologic data on the wells.
The Illinois EPA has determined that the Morrison Community Water Supply is not vulnerable to viral contamination. This determination is based upon the evaluation of the following criteria during the Vulnerability Waiver Process; the community’s wells are properly constructed with sound integrity and proper sitting conditions; a hydraulic barrier exists which should prevent pathogen movement; all potential routes and sanitary defects have been mitigated such that the source water is adequately protected; monitoring data did not indicate a history of disease outbreak; and the sanitary survey of the water supply did not indicate a viral contamination threat. Because the community’s wells are constructed in a confined aquifer, which should prevent the movement of pathogens into the wells, well hydraulics were not considered a significant factor in the susceptibility determination. Hence, well hydraulics were not evaluated for this system ground water supply.
Source Water:
Well 4 (11910) Next to tower northside Groundwater well
Well 5 (01855) SE Edge town by Ash Ave Groundwater well
Source Water Protection Efforts
The Illinois Environmental Protection Act provided minimum protection zones of 200 feet for your wells. These minimum protection zones are regulated by the Illinois EPA. To further reduce the risk to source water, the Facility has implemented a wellhead protection program which includes the proper abandonment of potential routes of groundwater contamination and correction of sanitary defects at the water treatment facility. This effort resulted in the community water supply receiving a special exception permit from the Illinois EPA which allows a reduction in monitoring. The outcome of this monitoring reduction has saved the community considerable laboratory analysis costs..
Vulnerability waiver
Due to favorable monitoring history, aquifer characteristics, and inventory of potential sources of contamination, our water supply was issued a vulnerability waiver renewal for SOCs at Tap2 – Well number 11910 (Well #4). No monitoring for SOCs were required, between January 1, 2020 through December 31, 2022.
2022 Water Quality Data
- Definition of Terms –Action Level Goal (ALG): The level of a contaminant in drinking water below which there is no known or expected risk to health. ALGs allow for a margin of safety.
Action Level (AL): The concentration of a contaminant which, if exceeded, triggers treatment or other requirements which a water system must follow.
Avg.: Regulatory compliance with some MCLs is based on running annual average of monthly samples
Level 1 Assessment: A Level 1 assessment is a study of the water system to identify potential problems and determine (if possible) why total coliform bacteria have been found in our water system.
Level 2 Assessment: A Level 2 assessment is a very detailed study of the water system to identify potential problems and determine (if possible) why an E. coli MCL violation has occurred and/or why total coliform bacteria have been found in our water system on multiple occasions.
Maximum Contaminant Level (MCL): The highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology.
Maximum Contaminant Level Goal (MCLG): The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety.
Maximum Residual Disinfectant Level (MRDL): The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.
Maximum Residual Disinfectant Level Goal (MRDLG): The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.

Lead and Copper
If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. We are responsible for providing high quality drinking water, but we cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at https://www.epa.gov/safewater/lead.

Triennial or Less Frequent Monitoring Footnote
Water Quality Data Table Footnotes
The state requires us to monitor certain contaminants less than once per year because the concentrations of these contaminants do not change frequently. Some of our data, though accurate, is more than one year old.
GROSS ALPHA (pCi/L)
The MCL for Alpha emitters is 15 pCi/L. Certain minerals are radioactive and may emit a form of radiation known as alpha radiation. Some people who drink water containing alpha emitters in excess of the MCL over many years may have an increased risk of getting cancer.
COMBINED RADIUM (pCi/L)
The MCL for Combined Radium is 5 pCi/L. Some people who drink water containing radium 226 or 228 in excess of the MCL over many years may have an increased risk of getting cancer.
IRON
This contaminant is not currently regulated by USEPA. However, the state has set and MCL for this contaminant for supplies serving a population of 1000 or more.
SODIUM
There is not a state or federal MCL for sodium. Monitoring is required to provide information to consumers and health officials that are concerned about sodium intake due to dietary precautions. If the level is greater than 20 mg/I, and you are on a sodium-restricted diet, you should consult a physician about this level of sodium in the water.
About the Data
An MCL is the highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology. If a facility exceeds the MCL, the facility must immediately investigate treatment options to reduce the level of the contaminant in the water supply. MCL’s are first based on a Reference Dose (RfD) which carries a very low risk of causing adverse health effects. The RfD is obtained by taking the maximum daily dose of a toxic substance that does not produce any observable adverse health effects. This no-observable-adverse-effect level (NOAEL) dosage is divided by safety factors (SF), to obtain the reference dose. Regulatory agencies generally use safety factor values of between 10 to 1,000.
What this Table Means
As you can see by the table, our system had no violations. We are proud that your drinking water meets or exceeds all Federal and State Requirements. We have learned through our monitoring and testing that some constituents have been detected. The EPA has determined that your water is SAFE at these levels. We, at the Morrison Water Department, work around the clock to provide top quality water to every tap. We ask that all our customers help us protect water sources, which are the heart of our community, our way of life and our children’s future.
Additional Data Available
This report will not be mailed to customers/residents. If you would like additional data or a copy of this report, please contact:
