OUR MISSION: The mission of DeKalb CUSD 428 is to prepare students to reach their full potential as lifelong learners. DeKalbAnnualReport_2019.indd 2

Dear Members of the DeKalb 428 Community, As the superintendent of DeKalb CUSD 428, I consider it an honor and privilege to be a part of this district and community. We are fortunate to have an extremely dedicated faculty and staff who are committed to providing excellent educational opportunities for all of our students. Over the past year DeKalb 428 students have had yet another great year with many wonderful accomplishments to be proud of, some of which are highlighted in this annual report. Our district’s mission is to prepare students to reach their full potential as lifelong learners. This mission acknowledges that as educators, our singular purpose is to prepare students for their tomorrow -- a future that will likely look nothing like our today. We live in an ever-changing world that will continue to rapidly evolve. As our world evolves and changes, so does the way our students learn and manage information, which means our instruction must also change. Regardless of what profession our students choose to pursue, their world will be one of rapid change, and learning will be a necessity for growth and advancement. It is our mission as a district to prepare them for this world. Our ultimate goal is that, at each graduation ceremony, every student crossing the stage will have a well-designed plan for the future that includes the necessary academic and life skills to be positive contributors to their community. It is our privilege as a district to be a part of each student’s journey to graduation, and we are grateful to our entire community for supporting us, and our students, through this process.

Dear Community Members, Prior to the start of each school year the School Board establishes goals and priorities for the upcoming school year. The following goals and priorities continue for the 2018 - 2019 school year: #1: Prioritize district resources to meet the educational needs of the students of District 428 within a balanced budget. #2: Provide every student with a well-rounded and relevant educational experience that equips them with the skills and knowledge needed for life and career. #3: Develop and implement effective communication among students, staff and community stakeholders. #4: Recapture the community’s trust through communication and leadership in issues that affect the socioeconomic health and vitality of the district. #5: Be effective and efficient stewards of the community’s trust, district resources and accountable to fellow board members as well as the public. I would like to thank all DeKalb CUSD 428 employees for creating an amazing school district for our students. Your dedication, nurturing and support for our students make CUSD 428 an exceptional school district for our students to attend. Thank you to all of the individuals who volunteer to help in the classrooms, attend field trips and support the schools’ PTAs/PTOs. Parent involvement and participation in the education of our children enhances the educational experience. Your support and time makes additional opportunities possible for our students.

I’m looking forward to DeKalb having another great year. GO BARBS!!

As a district we welcome and encourage input and communication with parents, employees and community members. Open communication is essential for CUSD 428 to meet our collective goals.

Sincerely,

GO BARBS! Sincerely,

The D428 Improvement Plan is guided by the board goals and guides the teaching and learning that occurs daily in our classrooms. The four areas of focus in the D428 Improvement Plan are the Diversity Plan, Social Emotional Learning, the Illinois Every Student Succeeds Act (ESSA), and District Communication. The Diversity Plan and the Social Emotional Learning Plan guide the professional learning as well as the daily teaching and learning in our classrooms. Respecting our students’ humanity daily is our primary objective. Effective teaching and learning in D428 consists of 1:1 devices for all students in grades three through twelve; as well as 10.5 instructional coaches in all eleven buildings supporting best practices. Teachers have collaboration days built into the school calendar. D428 provides all students with a multitiered system of support throughout their educational experience. ESSA implementation is providing D428 the opportunity to review data, conduct a gap analysis, and put supports in place so that our students can meet the academic as well as the student success and school quality indicators. We are in the process of reviewing the Illinois Postsecondary and Career Expectations Framework, in an effort to provide and expose our secondary students to a wide array of postsecondary options. The district uses social media, along with traditional forms of communication to tell our story to our families and stakeholders.

John D. Musso, CAE Executive Director

The Board of Education recognized Cindy Carpenter & the Business Office for receiving Certificates of Achievement for Excellence in Financial Reporting from the Association of School Business Officials International and the Government Finance Officers Association for the Comprehensive Annual Financial Report (CAFR) for the fiscal year ended June 30, 2017. The Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management. The CAFR has been judged by an impartial panel to meet the high standards of the program, including demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate potential user and user groups to read the CAFR. The Certificate of Excellence award confirms the school business office’s commitment to financial accountability and transparency. Recognition through the COE program can help strengthen a district’s presentation for bond issuance statements and promotes a high level of financial reporting.

This is the eighth consecutive year that DeKalb CUSD #428’s Business Office has received both prestigious awards.

COLLABOR ATIVE PART TNERS IN EDUC CATION NIU AND D428 PROFESSIONAL DEVELOPMENT SCHOOL(S) AND PARTNERSHIP D428 continues to share a strong partnership with NIU. All twelve schools (includes the Early Learning and Development Center) in D428 are involved with the partnership and PDS at some level. NIU and D428 have collaboratively presented at the National Association of Professional Development Schools. D428 is highly invested in the co-teaching model for NIU teacher candidates. NIU and D428 have expanded their partnership to include: the Illinois State Board of Education has convened a pilot set of regional Continuous Improvement Communities

STUDENT OF THE YEAR Alejandra Moore, Auto Tech 1 Danielle Penn, CNA Timothy Schlick, Fire Science 1

of Practice (CICPs) to advance the effectiveness of collaboration among educator preparation providers and their PK-12 school/district partners in order for them to better recruit, train, and retain teachers in high-need subjects and in high-need schools throughout Illinois and the Illinois Ed Prep Impact Network is a co-constructed effort among Illinois educator preparation programs to improve instructional preparedness of beginning teachers, with an emphasis on culturally, racially, and linguistically diverse classroom contexts.

The Engineering, Math, and Science Academy (EMSA) at Kishwaukee College is designed for motivated and academically inclined high school juniors. The Engineering, Math, and Science Academy (EMSA) is open to all high school juniors who may be interested in pursuing a college curriculum focused on science or engineering. EMSA provides students an opportunity to start their college career while still attending high school, offering at least 23 transferrable and affordable college credits before they even graduate. EMSA offers two unique tracks tailored towards students’ interests, aspirations, and intended college majors. Students have the opportunity to select their track upon application.

KISHWAUKEE EDUCATION CONSORTIUM (KEC)

The Pre-professional Track is aimed towards students interested in all science-based majors, including premedical, pre-veterinary, pre-pharmacy, physical therapy, and various other majors and careers in science.

KEC offers career and tech classes in partnership with five area high schools: DeKalb High School, Genoa-Kingston High School, Hiawatha High School, Rochelle Township High School and Sycamore High School.

The Engineering Track is our original track and is aimed towards students interested in pursuing majors and careers in engineering and physics fields.

Students receive college credit for most classes. Classes are at the main KEC campus in Malta and KEC also offers classes at Sycamore High School, Cortland Fire Department, DeKalb Airport, Sycamore Fire Department and at Debutantes and Hair Professionals.

To enter the program, students must currently be a junior and enrolled in (or have completed) one year of pre-calculus and/or trigonometry and chemistry, which they must complete with a grade of “B” or better.

The following classes offered through KEC are currently approved for college credit: Automated Engineering Technology Auto Technology Aviation Business Academy Certified Nursing Assistant Collision Repair Technology Computer Information Systems Construction Trades Criminal Justice

Culinary Diesel Technology Early Childhood Education Emergency Medical Tech – Basic Esthetics Fire Fighting Medical Terminology Sports Medicine Welding Technology

Other KEC courses available to students that are not eligible for college credit include: Cosmetology, Mass Communications, Web Development KEC students receive college credit though the following institutions: Kishwaukee College, Waubonsee Community College, Elgin Community College.

ENGINEERING, MATH & SCIENCE ACADEMY

Students can now choose the best track that fits their intended major/career goals. Track 1 will remain the Engineering/Physics track. Track 2 will be the Preprofessional track for students who are interested in pursuing majors that prepare students for careers in science-based professional fields, including premedical, pre-veterinary, pre-pharmacy, and physical therapy. Instead of Engineering Physics and additional Calculus, students in Track 2 will take General Chemistry and General Physics in fall and spring. Still transferable, still cost efficient, just focused on the student’s future plans. On completion of the EMSA Program, students will have earned 23-26 transferable college credit hours at the more affordable Kishwaukee College tuition rates.

Clinton Rosette Middle School RECEIVES STEM GRANT FROM TOSHIBA AMERICA FOUNDATION FOR $5,000

ELDC has been partnering with NIU for the last 3 years to work with Pre K students on large motor development. NIU students visit ELDC once a week to work with small groups in the gym. This year NIU joined ELDC and 4-C for their first “Get Moving” family night. The families ate dinner, enjoyed the book fair, and went around to do activities at nine different stations. It was a lot of fun and a huge success. Clinton Rosette Middle School received a $5,000 STEM grant from the Toshiba America Foundation (TAF). These funds will support the students in grades 6, 7 & 8 during classroom experiences and in after-school activities.

Each year, Jefferson Elementary School holds a Multicultural Night to highlight the many different cultures that are present at Jefferson Elementary. Students are encouraged to wear clothing that reflects their cultural heritage, families bring a dish to pass for a taste of many different cultures, and families are able to share information about their home countries. The school also hosts community organizations, dance groups, and the D428 Harambee drum group for this fantastic event.

Students that participate in the STEM class in grades 6, 7 & 8 will use the new Vex Robotics kits to explore the engineer design process and robotics concepts. These kits will provide students with tools to build a robot, implement controllers and sensors, and complete team challenges. The 3D printer is another resource that students will use within their problem based learning project. Students will learn how to create 3D designs in Tinkercad and print their designs to meet a need that has been determined by the each student’s research. Additionally, students and staff will have opportunities to print on the 3D printer before school, after school, and during the day in other classes. Toshiba America Foundation’s grants fund projects designed by individual classroom teachers. This “direct-toteacher” approach brings immediate results. Teachers are able to change the way they teach Science, Technology, Engineering and Mathematics (STEM) subjects because the grant supports equipment for hands-on experiments and inquiry-based approaches to the curriculum. At TAF, we believe that STEM is a lot more fun than just reading a textbook. TAF grants provide teachers with the tools they need to be more effective educators. The grants make the classroom a more exciting place for both teachers and students.
