TONICA VILLAGE BOARD
Part of land cleared for park expansion, frontage for business
The village of Tonica has been clearing the former nursery property west of the park and ball diamond.

Shaw Media photo/ Scott Anderson diamond. “Folty” said the association has acquired equipment to remove the trees and place them in people’s cars and trucks. He said the association plans to receive bids by May 16; all trees will be sold as is. Folty said the association plans to observe social distancing rules and to take appointments on tree pickup day, May 17. The village will require the association to remove the unsold trees promptly — within days, not weeks. The village acquired the Ken Alleman family’s 4-acre property at the busy southeast corner of the Ray Richardson Road and Route 251 for
$180,000 last June. That intersection has been seeing quite a bit of traffic even during coronavirus stay-athome orders, due to the new Dollar General and new Casey’s General Store and gas station not far from the Interstate 39 interchange. Sluder said employees will continue to clean up the property and eventually inspect the buildings to see if any of them still would be suitable for a business use. Much of the initial work included brush removal. The village wants to use some of the east side of the property for parking. When there are ballgames, parking had overflowed to Ray Richardson Road. TONICA — Some things common in spring in Tonica have been missing, starting with ballgames at the park. But there’s some activity around town, such as the village employees’ continued efforts to clean up what was once a regional showplace, Tonica Nursery and Flowerwood Florist. And on May 4, the village board voted without dissent to allow the youth baseball and softball association to sell — and remove — all of the remaining nursery trees on that former property of the nursery. Village President Kevin Sluder and village trustee Bob Foltynewicz said the local baseball association wants to conduct a drive-up auction of the remaining trees on the nursery property west of the baseball
places to park along the roadway and more traffic since the Dollar General opened. Sluder said the village will try to market some of the property along the highway for development that would bring in sales tax revenue. If nobody wants to invest in a business venture at that location, the road frontage could, at least temporarily, become parkland. On May 4, the village board agreed to organize a sealed-bid auction of certain items from the property, and the board passed an ordinance allowing the sale or disposal of unneeded personal property from the land. “We can dispose of it in any appropriate way,” Sluder said, noting the village needs to clear out the items. Village employees and officials have heard a lot of interest in some hoop-house greenhouses, and the village will welcome bids on those. There’s also a pile of vermiculite that the village does not need; a village trustee suggested that the baseball association give each of the tree buyers some vermiculite. There’s also a pile of lime and a silo.

TONICA VILLAGE BOARD
Tonica officials want to see speeding tickets written Board also discusses various road, drainage and water projects BY CRAIG STERRETT For Shaw Media TONICA — Tonica Village Board members on May 4 started discussing what roads need resurfacing, as the village will have up to $150,000 in state funds and $150,000 of its own to use this construction season. The drive that circles through the
newest subdivision on the west side of town needs resurfacing, especially a stretch where one lane is badly deteriorated from a drainage issue, board members Kevin Sluder said. Other locations Tonica village mentioned included president Oneca Street in front of the post office, Maple and an “S” curve on one edge of town. The board approved Ameren’s location for installation of a pole south of the baseball diamond. The pole is
for equipment related to automated meter readings. Board members also discussed speeders and people accelerating quickly on Ray Richardson Road heading east from Route 251 as well as on Richardson Road between Route 251 and Interstate 39. The board and Mayor Kevin Sluder discussed asking the police to watch for speeders and write tickets. The board also had a discussion about whether the village can put up any signage on the county’s road. The village’s engineer did not attend the meeting, but board mem-
bers should expect to hear about an expensive project (up to $300,000) needed for accessing and replacement of a rusted-out filter at the well pump house along Second Street. The board also discussed a drainage problem south of the already-completed Dollar General. The mayor said most of the drainage, already approved by the village and completed, is working OK from the site, but there’s a standing-water problem south of the site on private property. Sluder said the city might have to purchase a strip of land and create a ditch there.

Tonica reopens village park, with social-distancing restrictions BY CRAIG STERRETT For Shaw Media TONICA — Tonica’s park is reopening, with family reunions and gatherings of 10 or more people not allowed, and social-distancing rules in place, including at the shelters. Village President Kevin Sluder on May 4 told the village board he receives Illinois Municipal League updates, and a recent one gave the mayors or village officials the right to reopen parks and while maintain-

ing social-distancing rules to help prevent the spread of coronavirus. Sluder told the board people already have been going to the park and playing tennis on nice days. He wants to allow people to play tennis. Whether baseball and softball games will be allowed will be determined at a District 20 Little League meeting, a village employee told the mayor. Village trustee Tom Goskusky asked the mayor if he would allow kids to use the swings, and he said yes. When Goskusky asked if the of Public Health in Friday’s long-term care facility report. The LaSalle County Health Department only reports on confirmed cases, which may create a disparity in the number of cases confirmed by ZIP code and the number of cases reported by the IDPH in its longterm care facility report.
