LASALLE COUNTY GRAND JURY
Man indicted over Lostant firearm discharge BY TOM COLLINS Shaw Media OTTAWA — Two men were indicted Dec. 3 for separate shootings in Lostant and LaSalle. A LaSalle County grand jury returned a two-count indictment against John M. Buchanan, 64, of Elwood. Buchanan could face 1-3 years in prison if convicted of reckless discharge of a firearm and aggravated assault, both Class 4 felonies.
Buchanan was charged after an Oct. 22 dispute at Dave’s Lost Ant in Lostant, during which he allegedly discharged a firearm toward a vehicle and then left the scene. Authorities said Buchanan made an 80-minute drive from his home to Lostant so he could confront someone over an unspecified grievance. He was located in his home and placed into custody. He is out of custody in lieu of $20,000 bond. He will next appear Feb. 7.
• The grand jury also indicted a Peru man for allegedly firing a gun, also without injury, on Nov. 10 in LaSalle. Kevin T. Jones, 21, of Peru (listed in court records as a LaSalle resident), was indicted on aggravated discharge of a firearm, a Class 1 felony with a base sentencing range of 4-15 years. Jones was picked up on a sealed warrant; but police previously disclosed an early-morning shot was fired from a car.

TONICA — At a recent meeting, Chief Al Stremlau of the Tonica Volunteer Fire Department reported that there were 22 emergency calls during November. The calls consisted of two fires, one to LaSalle and another to Grand Ridge; two accident calls; 16 ambulance requests; and two hazardous condition odor investigations. There have been a total of 150 emergency calls this year through the end of November. Assistant Chief Bill Gray reported that a problem has been found with the backup electrical power generator at the fire station. He is working with the utility company and contractor to resolve the issue. Stremlau said he attended the
Division 25 MABAS meeting in Ottawa. He received updated box cards from the Marseilles and Ottawa fire departments. He also received updated information pertaining to the notification of the Red Cross should they be needed to assist at an emergency scene. The fire department received updated 911 coverage letters from Putnam County and LaSalle County Emergency Telephone System Boards. The Deer and Chili Supper Committee members reported on the success of the annual event. It was noted that Cody Anderson of Tonica was the winner of the ATV/$10,000 grand drawing prize. Stremlau said he continues to research an upgrade to the security
system at the fire station. The membership elected the following corporate officers for 2020: President and Chief Al Stremlau, Secretary Dan Francisco, Treasurer Sue Huss, Assistant Treasurer Renee Kohr, and directors elected to three-year terms are Jeff Pugh and Stephen Ebener. Fire department members participated in the following trainings: highway safety at emergency scenes, pre-plan walk through of the new Casey’s, review and operational readiness of trucks and equipment, and building construction. A new member orientation session was conducted with Cadet Cody Anderson and Probationary Firefighter Wendy Bernabei.

County shapes up to have two contested primaries BY DEREK BARICHELLO Shaw Media LaSalle County government will have two contested primary races in March. After making an announcement in September, former prosecutor Brian Vescogni of Peru made it official he’s running for state’s attorney as a Democrat. He will run against Mendota attorney Todd Martin for the Democratic nomination. The winner figures to face Republican State’s Attorney Karen Donnelly of Tonica in the Nov. 3 general election. Dec. 2 was the final day for county office and board candidates to file for the March 17 primary.
Along with the state’s attorney’s race, LaSalle County coroner will feature the county’s other contested primary. Rich Ploch of Peru, a chief deputy of the coroner’s office, will be contested by Lawrence Powell of Ottawa for the Democratic nomination. No Republicans have filed for candidacy. In the circuit clerk’s and recorder’s office, it was the opposite case. Republican incumbents Greg Vaccaro, circuit clerk, and Karen Friestad Miller, recorder, were the lone candidates to file for those positions. While parties may have no candidates running in the primary, they still may appoint someone to run following the primary and prior to June 1 for the general election.
For the County Board chairman seat, Seneca Democrat Jim Olson is running for re-election. He was appointed, then voted on by the County Board to fill the vacancy left by Jerry Hicks, D-Marseilles, when Hicks resigned last year. Republican Donald Jensen of Ottawa will try again to challenge the chairman seat. In November 2016, Jensen lost to Hicks by less than 500 votes. Despite a referendum being put on the ballot by the County Board asking to remove the auditor position, auditor’s office employee Nikki Baer, D-LaSalle, and Stephanie Jo Thompson, R-Sheridan, both filed for candidacy.

2020 ELECTION | 16TH CONGRESSIONAL DISTRICT | REPUBLICAN PRIMARY
2018 challenger James Marter opts for different race BY DEREK BARICHELLO
Kinzinger, who has $1.5 million on hand in his campaign coffers. He ran uncontested in 2016 when Republican Colin McGroarty was removed from the race prior to the primary. Two years ago, Kinzinger was opposed in the GOP primary by James Marter of Oswego. Kinzinger garnered 67.9 percent of the vote. Marter, who lost in a prior GOP primary to Mark Kirk for U.S. Senate, opted to run in the neighboring 14th Congressional District race. In 2014, Kinzinger bested David Hale by tallying 78.4 percent of the vote. Two years before that, Kinzinger took control of the 16th District by defeating incumbent Don Manzullo, R-Rockford, with 53.9 percent of the vote. While not in favor of impeachment, Kinzinger has been critical of the president’s comments on Twitter. He called on the president to redact a post referencing “lynching” and called another one of his tweets
that mentioned a Civil War-like fracture if the president was removed from office “beyond repugnant.” He’s also been critical of the president’s decision to remove U.S. troops from Syria where they were supporting Syrian Kurds. Kinzinger has been called a moderate by critics within the Republican party. Kinzinger was one of five Republican congressmen from Illinois who was not named an honorary co-chairman of the Trump re-election effort in 2020. Kinzinger told the Chicago Tribune he believes the decision was likely made by Trump’s operatives, saying he believes he has a good relationship with the president. According to FiveThirtyEight, Kinzinger votes 83 percent of the time in line with the president’s position. The 16th Congressional District includes Putnam, Bureau and LaSalle counties.
2020 ELECTION | 16TH CONGRESSIONAL DISTRICT | DEMOCRATIC PRIMARY
Social studies teacher makes bid for 16th District nomination It’s Baer vs. Brzozowski in March Democratic primary BY DEREK BARICHELLO Shaw Media Saying on Facebook he understands the challenges of being the middle-class bread winner, a Coal City social studies teacher filed for the Democratic nomination in the 16th Congressional District, which is a seat currently held by U.S. Rep. Adam Kinzinger. Benjamin Baer, 40, will join Dani Brzozowski of LaSalle in the Democratic primary scheduled for March 17. The general election will be Nov. 3. “I am doing this because I am having a midlife crisis,” Baer said in an October Facebook post asking for petitions.
• CANDIDATES Continued from Page 2 If the referendum question is approved, no auditor will be elected and the results will be moot; however, if the referendum is defeated, the winner will be seated. Even prior to a pay case where she was found not guilty, incumbent Auditor Jody Wilkinson has said she will not run for re-election. In County Board races, only District 24 drew more than one candidate. Randy Freeman,
“In many ways, so, too, is our nation. “As a social studies teacher in a public school for over 18 years, I understand the challenges of being a middle-class bread winner. I stand for stronger schools, better health care and relieving the tax Benjamin burden from the middle class.” Baer The district spreads across Bureau, Putnam, LaSalle, DeKalb, Ford, Stark, Will, Boone, Grundy, Iroquois, Lee, Livingston, Ogle and Winnebago counties. Kinzinger has served four terms in the 16th District and one in the former 11th District. With 59 percent of the vote, Kinzinger defeated Democratic challenger Sara Dady of Rockford in the 2018 race. Answering frequently asked questions he posted on Facebook, Baer responded to
whether he “could actually win.” “This is certainly an uphill battle,” he said. “This congressional district has also been won by the incumbent by a heavy margin in the past. I also do not have a war chest of a million dollars, which is what would most likely be necessary to effectively campaign for such an office.” Brzozowski recently noted Politico, which covers national politics, listed the 16th Congressional District as “likely Republican” in 2020 after having referred to it as “strong Republican” at the end of the 2018 election cycle. In the 2018 race, four candidates ran for the Democratic nomination — nonprofit director Amy Murri Briel, immigration attorney Sara Dady, health care management consultant Neill Mohammad and farmer and nonprofit director Beth Vercolio-Osmund — with Dady emerging as the winner.
R-Lostant, figures to face Gerald (Gerry) Senko, D-Streator, again in the general election, as both filed for candidacy. In 2016, Freeman won with 1,035 votes to Senko’s 835 votes. Aside from Senko, Douglas L. Stockley of Earlville was the only other non-incumbent to file for candidacy. He will run as a Republican in the 15th District, a seat held by Steve Tuftie, R-Ottawa, who did not seek re-election.

Shaw Media Despite being critical of President Donald Trump at times, U.S. Rep. Adam Kinzinger will not have a primary opponent in the 16th Congressional District. The filing period expired Dec. 2 with no other Republicans entering the race. Kinzinger, R-Channahon, filed his candidacy as early as allowed Nov. 25, collecting more than 4,000 signatures. Dani Brzozowski of LaSalle and Benjamin Baer of Coal City filed for the Democratic nomination, meaning they will face each other in the March 17 primary. Politico labels the 16th District as
“likely Republican,” meaning Kinzinger’s g reatest challenge could have come from within his own party. By numbers alone, the 16th District had 6 5 , 5 2 0 Re p u bl i c a n U.S. Rep. voters come out for Adam the midterm primary, Kinzinger compared to 41,663 in the Democratic race. “In a normal year, most of the ‘likely’ seats do not end up very close, let alone flipping,” said Brian J. Gaines, a political science professor at the University of Illinois. “For Kinzinger to have escaped a primary challenge is probably the most important step in getting re-elected. Trump is an unpredictable president, to be sure, but he has too many critics of varying intensity to pick fights with every single one.” Not garnering a primary opponent is not unusual, however, for

Funds will finance expansion of program PERU — Horizon House of Illinois Valley Inc. received a $173,000 grant from the Illinois Department of Human Services, Division of Developmental Disability to provide voucher respite services in LaSalle, Bureau, Marshall and Putnam counties for families caring for individuals with an intellectual/developmental disability (I/DD). The voucher respite program provides funding for planned or emergency care to an individual with an I/DD in order to provide temporary relief to families or other persons who are the primary caregiver of an individual with I/DD. Dan Fitzgerald, CEO of Horizon House, said: “We competed with many other agencies in the state for this grant. Only five grants
were awarded throughout the state, and Horizon House was one of the five chosen.” Fitzgerald continued, “We have a great respite program with proven success, and we are happy to be able to expand those services to a larger audience.” Respite provides families with a break from caregiving responsibilities and the stress associated with providing ongoing, continuous support for a person with I/DD. It helps keep families together and prevents unnecessary institutionalization of individuals. The ultimate goal is to enable people with I/DD to live in their home and to experience the most normalized lifestyle possible. Horizon House’s respite coordinator, Brenda Justi, will help interested people determine how many hours of respite they qualify for. For more information, contact Brenda Justi at 815-223-2515, ext. 15, or bjusti@hhperu.org.
