Goldsmith said some suggestions for improvements include separate bike lanes from vehicle lanes and adding more bike racks. He thinks this plan is important to the village because more people are using bicycles as a primary mode of transportation. “People bike to their jobs or school, and we want to provide an opportunity to serve all aspects of the public,” he said. “I think the costs of using motor vehicles are going up, and part of it is people are making lifestyle changes.” Sikich said he and his team will now work on a recommendation plan based on the public’s input. He hopes to have a draft of those recommendations available to the public later this summer, and approval from the vil-

Our plan is a roadmap to the future.” Goldsmith explained that the recommendations won’t “lead to immediate construction,” but the public should soon see some improvements. “Some projects will be easy and quick,” he said. “We’re working with the county on signage for the Prairie Path and Great Western Trail. We’re just waiting for the county’s response.” Goldsmith said most of the recommendations will be incorporated into future projects and could help guide decisions and developments. “Some of them will be in conjunction with neighborhood improvement projects, but others will be stand-alone projects,” he said. “We’ll move forward as funds and opportunities become available. The biggest problem will be funding, but the end result is that this plan becomes a part of the village’s master plan.”

LOMBARD – Lombard residents are helping the village with its Bicycle and Pedestrian Plan by providing feedback about existing paths and areas that might need improvements to make Lombard more bicycle- and pedestrian-friendly. “Nobody knows a community better than its residents,” said Josh Sikich, consultant project manager with Alta Planning and Design. “We’ve really been engaging the public over the past month, and we found that people recognize that the Prairie Path and Great Western Trail are great community assets. We’re also taking a look at comments about crossings and looking at conflicts with cars.” The village held a public meeting July 1 to get community input about the plan. Residents also have been able to comment on the village’s website, which features an interactive map where they can highlight their routes and destinations, as well as areas of concern. Carl Goldsmith, director of public works for the village of Lombard, said they received 194 comments and that the input provided the village with a better understanding of pedestrian and cyclists’ needs. “Roosevelt Road was identified a number of times as difficult, as was Highland Avenue. North Avenue was also identified as an area that needs improvements,” Goldsmith said. “But we got a lot of positive comments on our trail networks and how they connect to neighborhoods.”

High court case could end ‘fair share’ fees The U.S. Supreme Court agreed to hear a case last week that has union bosses worried. Very worried. In the case, Rebecca Friedrichs and nine other California public school teachers don’t want to pay mandatory “fair share” fees to a union. They argue that being forced to pay these fees, even those that only go toward VIEWS bargaining and contract Scott administration, is a violation Reeder of their right to Free Speech under the United States Constitution. Why? Because they don’t agree with political views of the union that wants their money. The union counters that none of the “fair share” fees are funneled into political activities such as campaign contributions to legislative candidates. But here’s the rub: Just about everything a union representing government workers does is political. Who said so? U.S. Supreme Court Justice Anthony Kennedy. Last year, I was in Washington covering an Illinois case being heard by the high court and Kennedy noted that collective bargaining for government workers affects the size of government – something that has political implications “in an era where government is getting bigger and bigger, and this is becoming more and more of an important issue to more people.” As soon as I heard those words leave his lips, I thought: “He’s signaling to the world that he would be open to giving ‘right-to-work’ status to every city, state, county and school district employee in America.” Sure enough, on June 30, the U.S. Supreme Court agreed to hear the Friedrich’s case, which could do just that. In the business world, unions have shrunk. But local government remains a stronghold for Big Labor. In fact, between 2002 and 2014, government-worker unions combined pumped $47.5 million in the war chests of various Illinois state elected officials. How much of that money came from workers who really don’t want to belong to a union is hard to say. But one thing is certain, not everyone who is paying money to a union wants to. They pay because they want to keep their jobs. No one should be subjected to funding an organization they don’t agree with just to provide for their family. But many are forced to anyway. Whether that remains the case, the U.S. Supreme Court will tell us next year.

College wise to consider big changes at Waterleaf Were you pleased to hear that your tax dollars and students’ tuition payments were used to fund more than $530,000 in annual losses for Waterleaf Restaurant? Probably not. The fancy, and frankly, quite nice restaurant at the College of DuPage has been a massive money loser since it opened in 2011. It’s virtually certain that any privately owned restaurant that saw those kinds of losses would’ve long since ceased operations. And lest you find yourself thinking that these losses are strictly a result of the restaurant’s use as an educational facility, that’s not the case, either. Students only staff the restaurant on Mondays and Tuesdays; the rest of the time, it’s run as a professional restaurant. The school’s trustees are considering three options to stem the tide of red ink:

convert the restaurant to classrooms, open it to leasing and events, or repurpose it as an academic lab. Nice as the restaurant is, all of those options sound preferable to the status quo. With all the fine dining options that abound in the College of DuPage’s district, it’s hard to believe that anyone ever thought that Waterleaf could’ve been anything but a financial boondoggle. If there’s a way to let students continue to train in a restaurant-style environment while cutting the losses way back, it’s pretty obvious that would be a desirable outcome. And it sounds like several trustees are thinking along those lines. We’d like to see Waterleaf continue in some fashion, with some mix of student and faculty running things, but as a professionally run restaurant, this is a business model that clearly has failed.

I’m responding to the caller titled “Teachers’ compensation has an impact on pension crisis.” ... I think the thing that’s most important here to say is that if you would like to become a teacher and benefit from those benefits that you say that we receive, then you’re more than welcome to do that. ... I worked in corporate America for over, oh, about 25 years, before I became a teacher. I have a bachelor’s degree, I have a master’s degree and I have continuing education, and my salary compensates me for the type of education that I have in the educational industry. I also don’t get bonuses that people get in corporate America, and I also don’t get a golden parachute if I was to leave an organization in corporate America. Every job has their own benefits and perks.

Regarding [the] Sound Off “Teachers’ compensation has an impact on pension crisis” posted July 3. Generous vacation time? We do not get paid vacation or holidays. We get paid for only days worked. Tenure for teachers? Haven’t you heard? Tenure means nothing anymore. We are evaluated as teachers and have to do a good job or we are watched and monitored, which is a very good thing to do, and I agree with that part. Pension? We put money into our pension. What’s sad is the state keeps so-called borrowing our money, but never puts back what they borrowed. So please, get your facts right before you speak.

Courtesy begets courtesy. Illinois’ Vehicle Code 625 ILCS 5/11-1505 states bicyclists should ride as close as practicable and safe to the right-hand curb or edge of the roadway. Beyond legal technicalities, obstructing traffic lanes is unsafe and promotes a poor relationship with motorists. Particularly irksome are cycling groups taking the entire lane. Please ride in a way that promotes a safe and courteous relationship with motorists. Promote bike riding as an ambassador.

Data provided by ComEd revealed only 24 percent of women in America have jobs related to STEM, and the energy company, which is led by a female president, created this interactive program to empower young girls as individuals and as teammates. For Hansen, college is right around the corner, and the competition has turned terms such as “math” and “engineering” into an educational, handson experience. She said networking with college students and employees at ComEd is vital to truly understand what it is like to study and have a career in this field. She explained she has become even more comfortable with the idea of pursuing a career in mechanical engineering, thanks to participating in the Icebox Derby. For Clayton and Mata, the two said they have just enjoyed being with other girls who share their love for problem and puzzle solving. Kathryn, Hansen’s mother, said it came as a surprise when her daughter opened up to her about the difficulties of making connections with other girls her age who can relate to her interest in math and science. “I didn’t know she felt different,” Kathryn said. Then again, she said she’s surprised people still are having this conversation of how women should play a larger role in the STEM industry. On a more technical note, the three girls simply think “it’s cool” to build a moving vehicle out of an inanimate object, but the biggest surprise for them has been learning how to use different types of tools to help build their race cars. “I wasn’t really handy before,” Clayton said, adding she’s mastered a lug wrench to tighten the lug bolts on the wheels she and her team just installed on their vehicle. She said they recently added the steering wheel and floorboards as well. Mata said she enjoyed taking a look at the diagram, dissecting each part of what needed to be built and understanding how it all comes together. “I just like that I can learn,” she said, adding maybe she’ll take a course in engineering someday. “If anything, I know if a tire goes flat, I can fix it.” Even though the race is still weeks away, the girls already have their game faces on and are ready to tackle the next stages of their project together with their respective teams. While the outcome of the race has yet to be seen, there is one more thing the girls want to accomplish through this hands-on STEM experience – they just want to have fun.

LOMBARD – Sacred Heart Catholic Church will host its 48th annual Germanfest with carnival rides and homemade German food July 16 to 19 in the downtown Lombard church’s parking lot. Admission is free for the event, which will run from 5:30 to 10:30 p.m. July 16, 5:30 p.m. to midnight July 17, 1 p.m. to midnight July 18 and noon to 7 p.m. July 19. A former College of DuPage trustee has filed a complaint alleging the committee for a slate of former Board of Trustees candidates failed to report a sizable loan during the process of the April election. Kim Savage Kim Savage, who was soundly defeated in her bid for re-election this year, filed the formal complaint with the Illinois State Board of Elections, alleging a $20,000 loan from current college Chairwoman Kathy Hamilton to the Clean Slate for College of DuPage Committee was not reported in a timely manner. The committee supported then-candidates Charles Bernstein, Deanne Mazzochi and Frank Napolitano. Savage alleges in the complaint the loan was received April 27, but not reported to the state until May 17 – long after the five business days required by Illinois’ Campaign Disclosure Act. In a statement, Savage acknowledged small campaigns often have difficulty following the act. “The Clean Slate ran on a very vocal platform of total transparency and to end all alleged violations of policy,

In a high-profile election, the three swept the race, with several thousand dollars in donations and in-kind services from Hamilton, her husband and her campaign fund, according to the Illinois State Board of Elections. Since taking office, the new trustees voted Hamilton into the chairwomanship and formed a majority, enacting several reforms, including placing Breuder and two financial administrators on leave and agreeing to pay for

a state financial audit of the school. None of the Clean Slate trustees responded to a request for comment, though campaign manager Clayton Turner did via email. “The Clean Slate for College of DuPage Committee has reported all donations and expenses,” he said. “The Clean Slate Committee has corrected technical nonconformities and is fully compliant.” In the case of a Campaign Disclosure Act violation, before determining a possible fine, the Illinois State Board of Elections website states the following items are considered: • Whether a committee attempted to disclose the contribution and any attempts made to correct the violation • Whether the violation is attributed to a clerical or computer error • The amount of the contribution • Whether the violation arose from a discrepancy be-

tween the date a contribution was reported transferred and the date it was received by a committee • The number of days a contribution report was late • Past violations Recently, an internal school audit was released that stated Hamilton violated college board policy by endorsing the Clean Slate during the election. “It shows politics gripped COD leadership prior to the April election, and COD leadership spent tax dollars to hold onto its power,” she said of the audit in a statement. Hamilton said leader ship overlooked Savage’s involvement in the election, and that Savage and former trustee Nancy Svoboda campaigned together as a slate. Questions also were raised by watchdog group Edgar County Watchdogs about an email sent by Savage that was made public in which she asked for help from the school’s attorney with answering questions for an article about the election. “Considering the intense scrutiny the college was under during the same time I was in the middle of an election campaign, I had legal and fiduciary responsibility to avoid compromising the college’s legal position in any statements I made as both a candidate and a sitting board member,” Savage said in the statement.

Football summer camps and practices are right around the midway point, and the early forms of teams are starting to take shape. In addition to the hard work of summer practices are 7-on-7 scrimmages and tournaments as well as linemen challenges to get set for the upcoming season, which is less than two months away from opening kick. A number of teams take part in 7-on-7 tournaments as a way to get ready. Addison Trail hosted York and Willowbrook among 12 teams that participated in the West Suburban Conference’s 7-on-7 tournament July 9. AT and Montini went to the Red Grange Classic hosted by Wheaton Warrenville South on June 25 and 26, which featured 32 teams in a loaded field of Chicago-area teams. At the Red Grange, Montini went 4-1 in pool play and 4-2 in bracket play for another strong showing a year after winning the tournament. AT picked up one win in bracket play while breaking in a young set of wide receivers. “We’re definitely young in the wide receiver spot,” AT coach Paul Parpet Jr. said. “We lost quite a bit of talent out of our wideouts. It’s been a learning experience for all of us. There’s definitely talent out there, but it’s young, raw talent that needs to have the repetitions and the basic fundamentals.” Quarterback Ryan Zygowicz, who played in place of injured starter Mike Rybarczyk late last season, is back along with running backs Mike Hundley and Malik Pierre-Louis. However, only junior Darrion Conrad is back with varsity playing experience at wide receiver. A pair of big targets in Stevan Jones and Ricky Perez

Nick D’Ambrose, Andre Frontier and Nick DiBenardo are among the young players looking to break through. “That’s been the theme for the summer, just getting repetitions and getting these guys to figure it out,” Parpet said. “I think we got a good cast coming back from last year. The Rams compete at Homewood-Flossmoor’s Border War 7-on-7 tournament, which features teams from Illinois and Indiana, on July 10. East also has 7-on-7s at Nazareth, Oswego East and Bolingbrook still on the schedule along with linemen challenges at Bolingbrook and West Aurora. The Rams bring back a lot of returners from last year’s team that came close to a breakout season. The veteran group is allowing the coaching staff to speed things up a bit earlier than normal. “I think for us it’s the standpoint we’re bringing everybody back from last year and that makes everything easier, from plays, understanding concepts and everything we do,” coach John Walters said. “We’ve kind of stepped on the gas a little bit early on just because I think the guys understand what we’re doing. We’re able to nitpick what we do. We’re trying to get it perfect.” Walters said he has never had this much talent coming back, and returning quarterback Phil Abruzino is leading a list of players stepping up in the eyes of the coach. “I think the big thing is our quarterback is taking the bull by the horns and making the throws and reads he needs to make to get our incredibly talented skill group the ball where it needs it,” Walters said.

Football seeding changes alter playoff landscape By DAN SANTAROMITA dsantaromita@shawmedia.com The IHSA announced rule changes that will affect postseason play in team sports, including a new way to seed teams in the football playoffs. On June 15, the IHSA board of directors approved a change to the structure of the football playoffs that will seed teams in Classes 7A and 8A from 1 to 32. The previous structure featured 16-team and eightteam brackets to limit travel distances. However, that came under fire because of an unbalanced seeding format and many of the same teams facing each other year after year. For example, last year Class 8A was broken into a 16-team bracket and two brackets of eight teams. The 16-team bracket, which included schools mostly from the north and northwest suburbs as well as West Suburban Conference teams Lyons Township, Glenbard West and Oak Park-River Forest, fea-

tured four teams with 8-1 records and three 9-0 teams. Each of the two eight-team brackets had only two 8-1 teams and no undefeated teams. The new rule should help alleviate the imbalance in the bracket, and also provide fresh matchups in the playoffs. Three of the 16 first-round games in the Class 8A bracket were rematches of conference games from the regular season. “We like to play other teams,” Downers Grove South coach Mark Molinari said. “We were thrilled to play Simeon last year. We didn’t have the result we wanted, but just to play someone else was awesome. If that means we have to travel to Edwardsville or somewhere else, I’m completely fine with it.” In the other six classes there will be two 16-team brackets, eliminating eight-team quadrants. The previous rule, according to the IHSA’s release on the announcement, would “change the bracket to quadrants if certain travel mileage

We’re a unique sport where not everyone makes the playoffs, and if someone told me I had to go to East St. Louis, I’d be happier than heck because that means we’re back in the playoffs this year.”

Other team sports will also have a restructuring in the postseason. In smaller classes and outside the Chicago area sectionals in baseball, basketball, soccer, softball and volleyball had been separated into four regionals based on geography and then seeded. Now, sectionals will be broken down into two sub-sectionals to avoid loaded regionals such as the Class 3A baseball regional that included powerhouse teams Lemont, Joliet Catholic and Lincoln-Way West, all state title contenders, meeting in the first rounds of the playoffs. In addition, the so-called success adjustment rule will be implemented for the 2015-16 school year. Non-boundaried schools with at least two state trophies in the past four years and at least one in the past two years will be moved up one class. In all, 23 teams were moved up. “I’m thrilled, absolutely thrilled,” Molinari said. “We’ve been asking for it for a

long time [as coaches] and I’ll be the first one to say it’s almost perfect.” Another local team that could be affected by the classification adjustment is Nazareth football. The Roadrunners had the third smallest enrollment, based on their non-boundary school multiplier, in Class 6A this past fall. With Montini and Sacred-Heart Griffin, the finalists each of the past two years in Class 5A, moving up to 6A, Nazareth could be on the bubble to move down despite being defending 6A champions. Another possibility is a Nazareth-Montini playoff meeting. “I go way back with [Montini coach] Chris [Andriano],” Nazareth coach Tim Racki said. “He was the head coach at Montini when I played there. I have great respect for him. We have a great relationship. If we saw him that would be a great challenge.”
