MORRISON – The east end of East Knox Street from North Jackson Street to the west drive of Morrison Community Hospital is temporarily closed for the start of the hospital expansion, city officials announced.

The street closure began Jan. 29 and is expected to last through Wednesday, Feb. 5.

A $14 million two-story addition to Morrison Community Hospital was announced in June 2024.

Each floor of the addition will be about 11,000 square feet, doubling the size of the clinic footprint, Morrison Community Hospital CEO Pam Pfister said in December.

The first floor will be used for primary and urgent care services, with 22 exam rooms, three care team workstations and one procedure room. The second-floor addition will connect to the hospital’s medical-surgical unit and remain “an open canvas” for future expansions.

The addition will address the hospital’s increasing patient volume.

The project is being paid for using existing cash reserves and work is expected to be completed in January 2026, Pfister said. This is the hospital’s third expansion in the past five years.

FULTON – The topic will be “sweet” at the Feb. 12 Wild Winter Wednesday program offered by the Windmill Volunteer Educators at the Windmill Cultural Center.

Chef Stephanie Godtke will talk about Valentine treats.

“Steph is a crowd favorite who entertains with her wit, humor and family farm stories,” Windmill Volunteer Educator Pam VanZuiden said. “She is a renowned chef and cooking instructor in the Quad Cities area and is employed at the Mississippi Distilling Co. in LeClaire, Iowa.”

Morrison Community Hospital derives its revenue from its services, Medicare and Medicaid reimbursements, thirdparty payers, the self-insured and the hospital taxing district, which includes townships in and around Morrison, as well as the nearby communities of Lyndon and Fenton.

MORRISON – The Whiteside Forum will host a book discussion about “Breakfast with Seneca: A Stoic Guide to the Art of Living” by David Fideler at 2 p.m. Sunday, Feb. 23, in the Community Room of the Odell Public Library, 307 S. Madison St. The discussion will be led by Dr. Jessica Rosien, professor of philosophy at St. Ambrose University.

Roisen teaches ethics, applied ethics and conflict analysis for the Philosophy department and she also is a certified mediator.

Sauk Valley agencies dazed after order to pause federal funding

Memo rescinded one day after judge temporarily blocks order

ROCK FALLS – Organizations and local governments throughout the Sauk Valley were left in a cloud of uncertainty Tuesday, Jan. 28, after President Donald Trump’s order to pause the distribution of all federal grants and loans.

Trump’s federal funding freeze, announced late Monday, Jan. 27, was supposed to take effect at 5 p.m. Tuesday, Jan. 28, but a federal judge late Tuesday afternoon temporarily blocked the order until 5 p.m. Monday, Feb. 3.

Trump’s budget office on Wednesday, Jan. 29, then rescinded the memo freezing spending on federal loans and grants.

But throughout the day Jan. 28 agencies that receive federal funding were uncertain as to what the order would mean for their organizations and programs.

U.S. Rep. Eric Sorensen, D-Rockford, represents Illinois’ 17th District, which includes all of Carroll, Rock Island, Whiteside and Knox counties and parts of Mercer, Stephenson, Tazewell, McLean, Fulton, Peoria, Henry, Warren and McDonough counties. In an interview with Shaw Local on Jan. 28, he said policy and legislative teams were “blindsided” by the order and that the memo announcing it lacked clarity.

“There’s nothing in there that helps any member of Congress or any legislator figure out what it even is,” Sorensen said. “Now we have all of these constituents scared. We don’t have anything to say to them. That’s what’s heartbreaking about this.”

Sorensen noted his concern about funding for public safety agencies such as police and fire departments.

Two Sauk Valley agencies that could feel a significant impact are the Rock Falls and Sterling fire departments. The departments were working closely with Sorensen throughout 2024 to obtain $1.5 million in federal funding to build a training facility for area firefighters.

In a previous interview, Sorensen said his plans were to try to have the remaining $675,000 of his request approved in 2025.

“If this federal money can’t get to Rock Falls, we can’t proceed and so this is going to have a real impact on our first responders,” Sorensen said Jan. 28.

Sterling Deputy Fire Chief David Northcutt confirmed in an interview with Shaw Local on Jan. 28 that the departments have not yet been awarded the funds.

“We are waiting for it to be approved through all the political beings, which is on hold,” Northcutt said.

Without those funds, the training facility likely will not be built, he said.

“Other than grants or fundraising type things or donations from communities, it is going to be a very large uphill battle trying to obtain the funding through the two cities,” Northcutt said.

Part of the plans for the training facility are to build what’s called a burn tower, which allows firefighters to train in live-fire conditions – something that both departments currently lack access to.

The facility’s creation was spurred by the line-of-duty death of Lt. Garrett Ramos of the Sterling Fire Department and a subsequent needs assessment of

Another area agency that felt the effects of the uncertainty Jan. 28 was the Tri-County Opportunities Council in Rock Falls. It was awarded an $8.1 million grant from the Department of Health and Human Services for its Head Start education program in June 2024.

The Head Start program is a comprehensive child and family development program for preschool aged children with a diagnosed disability and/ or families experiencing low income.

“I had such a great time when I met with Head Start in Sterling,” Sorensen said. “A funding freeze means the staff doesn’t get paid, those classrooms could shut down. ... For families that are struggling, for moms and dads who are working hard, they may not have that child care anymore.”

With many types of federal grants such as Tri-County’s, agencies don’t receive the awarded amount in the form of cash or a check.

Instead, they’ll request or “draw down” funds to cover anticipated expenses related to the grant and are obligated to spend that money within three days of receiving it.

Early in the day Jan. 28, Tri-County’s payment management system for its Head Start grant crashed while trying to draw down funds from the grant “but we are still able to draw down funds at this time,” Tri-County Council President and CEO Jill Caulkins said in an interview with Shaw Local.

Caulkins said Tri-County relies “pretty much 100%” on grant funds to operate.

“We’re still working through what it might mean for all our other programs. ... You know, it’s not really clear,” Caulkins said.

She pointed to Tri-County’s Weatherization Program, which provides home weatherization services for income-eligible households; the Community Services Block Grant, which provides funding to Community Action Agencies including Tri-County to reduce poverty; and the Foster Grandparent program in which volunteers ages 55 and older provide emotional

“The ACTion grant funded by CDC is affected by the funding freeze. We do not have any other information at this time as communications with CDC was paused by officials as well,” OCHD Director of Public Health Programs Cherie Rucker wrote in an email to Shaw Local on Jan. 28.

The OCHD was awarded an Address Conditions to Improve Population Health grant by the Centers for Disease Control and Prevention in March 2024. With that funding the department established mini-food pantries in Ogle, Lee, Whiteside and Carroll counties to address the area’s lack of access to fresh and nutritious food.

While those organizations were dealing with what the order could mean for federal grants, Dixon City Manager Danny Langloss said the federal money directed to Project Rock – a pedestrian bridge to be built over the Rock River – will come through.

The city of Dixon was awarded a $12 million Rebuilding American Infrastructure with Sustainability and Equity grant through the U.S. Department of Transportation in 2021 to construct the pedestrian bridge over the river, 2.8 miles of multi-use path and resurfacing parts of Page Drive.

In an interview Jan. 28, Langloss said those funds weren’t impacted by the freeze.

Langloss said the city hasn’t yet heard an update on its application submitted in late 2024 for a $3 million Illinois Transportation Enhancement Program grant – which is funded with state and federal dollars – to construct additional multi-use pathways that run south toward South Galena Avenue.

“The big thing that we’re all gonna have to do is just sit and wait and see what happens,” Langloss said. “We’re not going to panic at this time, and we believe in the quality and the worthiness of the projects. We’re confident that these infrastructure projects will be funded.”

Still, Sorensen said “there are so many people that have called our congressional district offices that are worried, that are scared.”

“I think the president is ill-advised, thinking maybe that this doesn’t affect people, but what’s happening today is affecting real people,” Sorensen said.

Adalene was born July 15, 1935, in Morrison, the daughter of Albert and Pearl (Bos) Heun. She was proud of her early education at Stone Street and Garden Plain schools and graduated from Erie High School in 1953. She married Arnold “Arnie” Norman on September 9, 1954, at the Newton Zion Reformed Church upon his return

ROGER E. RHOADS, 86, of Fenton, IL, died Saturday, January 25, 2025, at Mount Sinai Hospital in Chicago, IL.

A visitation will be held from 4:00 to 6:00 PM on Friday, January 31, 2025, at the Morrison Chapel of the Bosma-Renkes Funeral Home. A private graveside will be held at Fenton Township Cemetery officiated by Pastor Jeff Coester of the The Big Red Church - First Congregational in Sterling, IL.  A memorial has been established. Roger was born June 23, 1938, in Dixon, IL, to Raymond and Anna (Folkers) Rhoads. He was educated in the Dixon schools and graduated from Dixon High School in 1956. Roger served in the United States Army from 1961 to 1963, followed by service in the reserves until 1967. On December 12, 1961, he married the love of his life, Marjorie Mae Glazier-Jensen, in Morrison, IL. They shared 54 wonderful years together before Marjorie’s passing on September 25, 2016. Roger worked for Willett-Hoffmann & Associates in Dixon, IL, until his retirement

from the Korean War. They farmed in Newton Township and raised their family in the home they lived in for 50 years and then built their dream home in the timber. Both homes hold fond memories of quality family time, including Sunday lunches (with china set at 3pm on Saturday). Arnie passed away on August 15, 2016.

Adalene liked to keep busy as there was always cleaning, sewing, gardening, baking, and cooking to be done. She had a knack for knowing when a friend or neighbor needed a meal, but the top priority was feeding the men in the field a full-hot meal promptly at noon on a tailgate (before tailgating was a thing). She took pride in being a farmer’s wife. When they could get away, Arnie and Adalene enjoyed traveling or simply taking car rides in the country to check out the crops and God’s beauty.

Adalene cared about her community. She was the Newton Township clerk for 35 years

in 1989. Even after retirement, he continued consulting for several years in the Quad Cities for engineers. Roger was a member of the Fenton Methodist Church and a host of the Fenton Coffee Club. Roger had a lifelong love of cars and car racing which led him to become a member of the British Car Club of Illinois and the Quad City Austin Healey Club, where he served as an officer for 10 years. He was a skilled handyman, always ready to lend a helping hand. He and Marjorie enjoyed traveling, exploring the country together from coast to coast. Above all, Roger cherished spending time with his family.

Her faith was extremely important to her. With Arnie they faithfully served Newton Zion Reformed Church and then Erie Evangelical Free Church. She was well known as an accomplished organist and pianist. She will additionally be remembered as the cook at church camp and an AWANA leader.

Adalene made so many wonderful memories with her family. Linda Marie Vaughn, 73, of Cordova, Illinois, died Wednesday, January 29, 2025, at her home. Services were at 11:00 am on Tuesday, February 4, 2025 at Gibson-Bode Funeral Home, Port Byron. Visitation was 5-7 pm on Monday at the funeral home. Burial was in the Cordova Cemetery.

Linda was born March 11, 1951 in Moline, Illinois, the daughter of Marion and Lola (Alvin) Nichols. She attended Riverdale and United Township Schools. She married Edward James

beloved great-grandchildren. She is survived by a sister-in-law Nancy Heun of Lynwood, WA and many special nieces and nephews. She was preceded in death by her parents, husband, and siblings; Paul Heun (on D-Day at Normandy), John Heun, Claire Heun, and Ruby Singleton. She was also preceded in death by Arnie’s siblings.

Funeral services were held at 10:30 AM on Saturday, February 1, 2025 at Erie Evangelical Free Church in Erie, Illinois. Burial was in the Kingsbury Cemetery, Newton Township. In lieu of flowers, the family requests memorials be made to Erie Evangelical Free Church and Resthave Home.

Fatal Emerson fire cause ruled ‘undetermined’

DIXON – The Illinois State Fire Marshal’s Office said investigators have not been able to pinpoint the specific cause of a fatal Jan. 19 house fire near Sterling, Illinois State Fire Marshal’s Office spokesman JC Fultz said.

Christina M. Haugen, 32, who resided at the home at 5500 Mill St. in Emerson, died in the blaze. Her body was discovered about 2:30 p.m. Jan. 20 during a search conducted by the Sterling Fire Department, Illinois State Fire Marshal and Whiteside County Sheriff’s Office. The Whiteside County Coroner’s Office is awaiting complete autopsy results to confirm her cause of death.

The house caught fire about 3:15 p.m. Jan. 19. Sterling and Rock Falls firefighters and CGH EMS were called to the scene for a reported structure fire with flames and smoke visible. Mutual aid from surrounding departments was requested while units were en route, according to a news release from the Sterling Fire Department.

Sterling firefighters arrived within 10 minutes and found heavy smoke and fire conditions throughout the first floor of the structure. A second alarm was requested later, bringing a total of 16 departments to the scene, according to the release.

Fire crews made multiple attempts to search the interior of the structure but were forced to evacuate because of heavy fire conditions and a partial collapse of the ceiling on the first floor, according to the release.

1965: Preliminary plans made for developing riverfront

Airman Second Class Gerald Haan has been chosen outstanding airman of the last quarter in TUSLOG Detachment 6 of the U.S. Air Force in Turkey. Haan was selected for proficiency, military courtesy, neatness of dress and acceptance of responsibility.

Preliminary plans for developing the riverfront in Fulton as a recreational area are being studied at both the local and county level. Harold Wierenga and J.J. Wiersema were invited by the University of Illinois Extension Service to attend a meeting in Morrison. There were representatives of each town in Whiteside County. A project such as developing the riverfront in Fulton must begin by establishing a park district and electing a park board.

Feb. 5, 1975

For the first time, a Fulton High School student has been selected to participate in the Illinois All-State choir. Jim Kisthard was accepted as a baritone after an audition in October 1974. Auditions are held each year throughout the state by the Illinois Music Educators Association and the best students are selected to form a 210-voice All-State choir.

The demand for using the name Mark N. Morris Memorial Bridge for the recently opened new bridge over the Mississippi River reached a crescendo when the City Council adopted a resolution requesting acceptance of the legal name of the bridge by public agencies and news media.

The company is Ameriglas Composites and features products made of Fiberglas. The company also sells home-built airplanes. The business is able to make small, durable buildings and furniture that are seamless.

Fulton State Bank has started

remodeling its branch bank on the corner of Fifth Street and 11th Avenue and all work probably will be completed in April when Fulton City Hall and the Fulton Police Department will occupy the building along with banking services. It is expected that the remodeling project will cost about $150,000. The bank will remodel the building and when completed will enter into a purchase agreement with the city before City Hall is moved to that location.

For 2½ years, Unity Christian School has been operating River City Day Care as its third campus in its Pre-12 academic program. Unity officials signed papers Jan. 5 for the transfer of the day care property at 502 12th St. There will be a ribbon-cutting to highlight Unity’s preschool, day care and after-school care program, followed by an open house Feb. 7.

Fulton Elementary School helped with Family Night during the Books Are Windows to Our World reading project. Student leadership opportunities included safety patrol, chorus, glee club, office helpers, lunch break leaders, line leaders and playground equipment monitors. The common cold is something most of us have been universally afflicted with at some time or another. The average adult has at least two to four colds a year and a child often has four to six colds a year. A child who attends day care may have up to twice as many colds and related infections as a child who does not attend day care.

Most colds are caused by viruses, specifically the rhinoviruses or corona viruses. The incidence of colds is most high in the fall but remains fairly high through the winter and spring.

The viruses themselves are not all that highly infectious, contrary to popular belief. Colds tend to last about seven to 10 days, irrespective of treatment. Some say, however, that up to one quarter of people with a cold will remain ill for two weeks or more. Most of us are well-aware of the symptoms, so they will not be detailed here.

However, some of the more important symptoms such as fever greater than 101 to 102, shaking and chills, generalized aching, severe sore throat and other similar complications should be checked out right away with your physician.

Certain factors are likely to complicate the common cold. Perhaps the worst factor is continued smoking. Smoking not only worsens a particular cold but also lengthens its duration. In general, exposure to cold temperatures and damp conditions should not affect or cause viral cold symptoms, however, prolonged exposure to such conditions may lower one’s immune system which then may enhance a condition should one have an exposure to the cold causing virus.

Psychological factors have an important effect on the patient’s response to treatment. In general, a more positive attitude helps diminish potentially severe complications. People with asthma and chronic bronchitis tend to get more severe complications from the cold. The viruses also often set people up for invasion of more serious bacterial infections such as pneumonia, sinus infections, ear infections and other related infections.

How are colds transmitted? Almost all colds are transferred by nasal secretions on the hands. Contrary to popular belief, sneezing or breathing on someone or kissing them when you have a cold is not likely to spread a cold. Hand washing, therefore, is highly effective in reducing the transmission of colds. Viruses will live on inanimate objects around the house such as furniture, utensils, etc., and may be picked up after another person deposited them there.

What about treatment? For children, Tylenol can be helpful for the symptoms as well as help to reduce a fever. For adults, aspirin or Tylenol may be used. Aspirin should be avoided in children so as not to risk Reye’s syndrome.

Antihistamines have been used for many years and commonly are employed in many cough medicines. There is no proof they help the treatment of the common cold and actually may lead to a dry feeling and occasionally a groggy feeling. Decongestants may give some people relief but will not shorten the duration of the cold. Zinc has been shown to have some impact on the conditions. Echinacea has not shown much impact.

Finally, the controversy over vitamin C remains. While several years ago there was talk about studies showing insufficient evidence, it would appear the evidence is starting to mount again about effectiveness of vitamin C in many types of infections, including the common cold. Much of the medical profession that had scoffed at such ideas now has had to retract some of those statements or look more closely again at the evidence that suggests vitamin C does have a beneficial effect. Bill turned into law expands fentanyl testing strip access

DIXON – A bill sponsored by state Rep. Tony McCombie, R-Savanna, aimed at expanding access to fentanyl testing strips across Illinois – and later turned into law – has gone into effect.

Getting its start as SB 3350, a bill sponsored by McCombie and state Sen. Laura Ellman, D-Naperville, the law amends the Substance Abuse Disorder Act to expand the availability and distribution of free fentanyl testing strips to include social service organizations, local pharmacies and possibly schools or other community-based entities.

SB 3350 was introduced in the Illinois General Assembly on Feb. 18, 2022. Gov. JB Pritzker signed the bill into law Aug. 13, 2022, after it passed through the Illinois House and Senate.

However, the portion of the bill

expanding fentanyl testing strip distribution did not take effect until Jan. 1.

“A lot of these cases we hear about, they don’t even know that they are taking fentanyl or that there’s fentanyl laced in their drugs,” McCombie said.

“Prior to this bill, we had passed legislation that county health departments could distribute the testing strips at their facilities,” McCombie said in an interview with Shaw Media. “This expands that. The bill also allowed for the Illinois Department of Human Services to establish and authorize a program for dispensing fentanyl strips.”

Fentanyl is a lethal opioid that can be fatal even in small doses. Test strips allow individuals to detect the presence of fentanyl in substances before consuming them.

According to the Illinois Department of Public Health’s Opioid Data Dashboard, there were 3,261 opioid overdose deaths throughout the state in 2022 – an 8.2% increase over 2021. Eleven of the 2022 overdose deaths were in Whiteside County, one was in Lee County, and six were in Ogle County, according to the dashboard.

“Last year, the [Drug Enforcement Administration] seized over 55 million fentanyl pills and 8,000 pounds of fentanyl powder,” McCombie said. “That equates to over 367 million deadly doses.”

McCombie said that she and other state legislators plan to keep that momentum going.

“State Rep. Patrick Windhorst has a

bill, HB 4151, which will create an offense for fentanyl-related child endangerment,” McCombie said. “I will refile my bill, HB 3210, which increases penalties for those knowingly and unlawfully selling and dispensing contaminated drugs. There was a local case in our area where the drug dealer had cut cocaine with fentanyl. There were several deaths with that situation.”

McCombie plans to work with the IDHS while it builds a program that expands the distribution of fentanyl testing strips. The IDHS’s Division of Substance Use Prevention and Recovery oversees the Drug Overdose Prevention Program, which allows organizations to order free Narcan, a form of naloxone used to reverse opioid overdoses, through the DOPP’s Access Narcan program.

Sterling drug dealer arrested at courthouse

STERLING – A Sterling man indicted by a statewide grand jury on two drug offenses recently was taken into custody at the Whiteside County Courthouse after he showed up for a court hearing for his five other drug cases and a weapons case.

Eric J. Blackhawk, 41, of Sterling has a criminal history that goes back years and includes a prison sentence in connection with a May 2009 charge of delivery of cocaine near a school. He pleaded guilty to that charge on May 25, 2011, and was sentenced Dec. 6, 2011, to 16 years in the Illinois Depart -

ment of Corrections. That sentence later was reduced to 14 years. According to a news release, the recent arrest stems from complaints that Illinois State Police’s Blackhawk Area Task Force agents received in May 2024 about narcotic sales in the Sterling area. BATF agents, along with officers from the Sterling and Dixon police departments, investigated and identified Blackhawk as a suspect, according to an ISP news release.

A statewide grand jury indicted Blackhawk on Tuesday, Jan. 21, and he was charged with two separate counts of delivery of cocaine, a Class 1 felony.

The offenses are alleged to have occurred May 28 and June 5, 2024. Blackhawk was served with a warrant for those two drug offenses on Jan. 22 while at the Whiteside County Courthouse for a prescheduled court date on several cases dating to 2021. According to Whiteside County Court records, he was charged:

• Sept. 5, 2021, for one count of unlawful possession of a controlled substance in August 2021.

• June 25, 2021, for one count of unlawful delivery of a controlled substance, cocaine, on April 22, 2021.

• June 25, 2021, for one count of unlawful delivery of a controlled substance, cocaine, and one count of unlawful possession of a controlled substance on April 27, 2021.

• June 25, 2021, for one count of unlawful delivery of a controlled substance, cocaine, on May 12, 2021.

• June 25, 2021, for one count of

unlawful delivery of a controlled substance, cocaine, and one count of unlawful possession of a controlled substance on June 23, 2021.

He also was charged Dec. 21, 2021, with aggravated battery, discharging a firearm; being an armed habitual criminal; and aggravated discharge of a firearm.

He was accused of committing those offenses on Dec. 17, 2021.

Blackhawk, who was jailed in Whiteside County after his December 2021 arrest, posted bond in the summer 2023 and was released.

He was last in court Nov. 13, 2024, and was headed to a Feb. 11, 2025, jury trial on all the drug counts and the weapons case.

He is out of jail on pre-trial conditions and is next to appear in court Feb. 19 for the 2019 case and all the 2021 charges, and on Feb. 21 for the latest two charges.

Newman turns back Erie-Prophetstown

STERLING – Newman ended the game right where it started Jan. 29 against Erie-Prophetstown.

The Comets built a big lead with a huge opening run and then pulled away with a second-half surge for a 65-39 Three Rivers East victory.

Newman was aggressive from the jump and controlled the game on both ends of the court, setting the tone by attacking with its half-court 1-3-1 trap defense and a downhill offense that led to layups and kick-out 3-pointers.

“We knew they were good shooters and we tried to do something a little bit different than we normally do to start off the game and they executed really, really well,” Erie-Prophetstown coach Ryan Winckler said. “That’s one of their strengths. We knew coming in that we wanted to take away the 3s and the paint and that’s where they killed us on 3s and in the paint.”
