Afterarelatively mild winter, the Morrison Winter Park is officially closed for the season,with volunteers removing the iceskating rinkon Saturday morning, March 4. The park also has two newsheds, which were delivered Feb. 21 by Clinton CustomSheds. Theshedswill provide storage for theskate library andrinkequipment and also will be used forspecial events MWP organizers are thankful for all the community support, and they’re alreadyplanning on improvements for the nextwinter season.

Council hears presentationonproposedwater rate increase MORRISON

TheMorrisonCityCouncilhadonly a fewitemsontheagendaatits meetingon Monday,Feb.27.Thecouncilapprovedthe purchaseof ausedFalconasphalthotbox machinefromBonnellIndustriesatacost of$8,500,pendinginspectionbycitystaff.

CityAdministratorBrianMeltonsaidthe machinecancostupto$40,000new,butthe companyofferedtosellitaspartoftheir replacementandrotationprogram.

Themachinewillhelppublicworks stafffillpotholeswithahotmixofasphalt thatwilllastlongerandbemoredurable. Citystaffwillbetrainedtouseitandproperlytakecareoftheequipment.Sincethe fundingwasavailableandthepurchase outweighedtheconstantcostofmaintenancetohireoutforthework,allcouncil membersbutoneapprovedthepurchase.

Thecouncilalsoapprovedthefinalpaymentrequestof$14,415toTopRoofingfor theroofreplacementatOdellPublic Libraryandthecommunityroom.Thecity hasbeensharingthecostwiththelibrary fortheabout$277,000project.Thecity’s totalwas$54,000andOdell’swas$125,000, ontopofa$98,000grantfromtheUSDA. “It’stakenawhiletoget this done,”said Melton,addingthattheprojectisconsideredcomplete.

Thecouncilnextheardapresentation byMattHansenwithengineeringfirmWillettHofmannregardingproposedwater rateincreasesandupcomingwaterinfrastructureprojects.Hereviewedthecomponentsofrateconsiderations,financial analysis,past,currentandfuturecapital projects,operationsandmaintenance,projectedfundsforthewaterbudget,ahistory ofwaterratesandproposedwaterrates andusageimpacts.

Just beforeSaturdaynight’sAcademicExcellenceDinnerat FultonHighSchool,Classof1999 alumandKansasCityChiefsstrengthandconditioningassistantcoachRyanReynoldsreceivedanoffer –bebackattheofficeonMondaymorningtosigna contracttobetheheadstrengthandconditioning coachforthe2023SuperBowlchampions.

Reynolds,ofLee’sSummit, Missouri,madethetrip tohishometownofFultonlastweek,havingbeen invitedmonthsearliertobethespecialspeakeratthe 38thannualdinnerhostedbytheRiverBendEducationalFoundation.Theeventhonorsstudentswho haveearneda3.75cumulativegrade-pointaveragein highschool,with54studentsrecognizedthisyear.

ReynoldsplayedbasketballasaSteamerbefore embarkingonarewardingcareerinprofessional sports.Hereceivedanexercisesciencedegreein 2005fromtheUniversityofIowa.Afterakneeinjury whileatjuniorcollege,hedecidedtoexcelinstrength andconditioningbyfocusingonOlympicsportsand footballtraining,whilealsoworkingwiththemen’s basketballprogram.

EyeMovementDesensitizationand ReprocessingTherapyoriginallywas developed toworkwith post-traumaticstressdisorder(PTSD).This therapyfocusesdirectlyonthememoryandseekstochangethewaythat suchmemoryisstoredinthebrain.

Thetherapistwillbeginwithtaking ahistoryandthenpreparetheclientby assessingthetargetmemory.Thetherapistemploysphysiologicaltechniques thatidentifyfeelingswiththememory andthenreshapesthem.Thetherapist directslateraleyemovementsasthe mostcommonretrainingtechnique. Handtappingandotherauditorytechniquescanbeemployed.Thegoalisto learnamoreadaptiveprocesstothe trauma.Sessionsusuallylastfrom50

to90minutes.

Sessionsfocusonthepast,present andfuture.Inadditiontoidentifying thevividvisualimagerywiththeoriginalevent,relatedemotions,bodysensationsandnegative selfbeliefsare identified.Thenapositivebeliefabout selfisintroduced.Thisiswheretheeye movements,tappingorotherbodily sensationsareintroducedinorderto facilitatenewresponsesinthebrain.

Manyindividualswithasingle majortraumaticexperiencemayhave substantialbenefitsafterthreetosix sessions.Overtime,closurehappens withtheseevents.Ultimately,theprocessseekstohelpindividualsidentify inpresenttimetherelatedemotional pathwaysandresponse.Finally,there mayberehearsalforfutureevents.

Peoplewithmultipleissuesmay

needmoresessions,butthisprocessis gainingmomentumbecauseofitssimplicity,independencefromdrugsand success.

Sauk Valley schools having a harder time finding teachers

Shortagesofteachersandsupportstaffremain prevalentintheSaukValley,asitdoesstatewide,as recentsurveysbythestate’sregionalsuperintendents andthestate’slargestteacherunionbothshow.

AtaruraldistrictsuchasProphetstown-Lyndon-Tampico,theissueiscompoundedbyhavingto competeagainstlargerdistrictsinthevicinity–and beyond–forwhatfewnewlygraduatedteachers thereare.

“It’sagrowingproblem,”saidHeidiLensing,who isinhersecondyearassuperintendentatP-L-TDistrict3.

Lensingsaidshefeelsluckytoalreadyhavefilled a vacancyforaspecialeducationteacherfornextschool yearandtohavehiredamidyeargraduatetofillan existingopeningformusicinstruction.

“Speech,pre-K,thosearesomereallydifficultpositionstofill,” shesaid.“Wetrytocompetewiththe QuadCities,suburbs.Thenthereareevenoutlying statesthatarerecruitingIllinoisgraduates.”

Lensingsaidthedistrictislookingatwhatkindsof incentivesthedistrictcanofferasameansofrecruitingnewteachers.Buttherearerestrictionsbecauseof theexistingcontractandissuesoffairnessinregardto existingstaff,whichshesaidhasbeenveryloyal.

Anditboilsdowntoanever-narrowingpoolofcandidates.Lensingsaidacolleagueattendedarecentjob fairatastateuniversityandtherewereonly25potentialcandidatesreadytograduatewitheducation degrees.

AccordingtoasurveyconductedbytheIllinois EducationAssociation,whichreleaseditsfindings Thursday,awareness oftheteachershortageamong thegeneralpopulationisgrowing.

About4in10Illinoisanssurveyedsaidtheyknow abouttheproblem.Slightlymorethanone-halfofparentswithchildreninschoolssaidtheyareawareof staffingdifficultiesintheirowndistrict.

Ofthosewhoareaware,about87%areworried aboutitsworseningeffectoneducation.

Thesurveyalsofoundrespondentsthink the teachershortagecouldaffectstudentscores,thatstandardsforteacher licensuremaybeloweredtoallow

morepeopleintotheprofession,andthatthecrowding ofclassroomsorreliance onremotelearningcould becomepossibilities.

“Wearecontinuingtostruggleundertheweightof ateacher,educationemployeeandsubstituteteacher storage.Itisatacrisislevel,anditisonlymakingjobs inpubliceducationmoredifficult,” IEAPresident KathiGriffinsaidinanewsreleaseaboutthesurvey.

InJanuary,theIllinoisAssociationofRegional SuperintendentsofSchoolsissueditssixthannual reportontheteachercrisisaftersurveying700school districtsineverycountyofthestate.

It found 79% of Illinois school districts said they haveateachershortageproblem,while93%saidthe shortageisatleastasbadorevenworsethantheyear before.

95%ofschoolsreportedthatapplicationsaredown. For92%ofschools,findingsubstitutesisaproblem.

Thereportalsofoundthatlessthanhalf ofapplicantsarequalifiedforthepositionstheyareseeking.

Thesurveyteamsaidschoolsandpolicymakersare takingstepstomitigatetheteachershortage,including providingteacherswithanincentivetocompleteadditionalendorsementstoteachinothersubjectareas, suchasEnglishasasecondlanguageorspecialeducation; increasingthenumberofdaysretiredteachers cansubstitutewithoutaffectingbenefits;andexpandingtheeligibilityrequirementsforsubstitutesand allowingthemtoteachupto120daysayear.

RegionalOfficeofEducation47servingLee,Ogle andWhitesidecountiessaidinanewsreleaseissued Fridaythatthereare23unfilledpositionswithinits servicearea.

ThoseeffortspickedupsteamafterSterlingschools ranheadlongintoashortageofapplicants.Itwas revealedatarecentboardmeetingthatapostingfor fourelementaryschoolopeningsin2004onceyielded morethan1,100applicants.

By2009,anelementaryteachingopeningdrew91 applicants.LastAugust,anopeningforabilingualelementaryteacherdrewnoapplicants,andafirstgrade teachingpositiondrewonly19externalinquiries. Thestatewidesurveysalsohighlightedshortagesin supportstaff.

That’salsotrueatProphetstown,Lensingsaid. “[It’sa]nightmarewithusforbusdriversthis year,”shesaid.

Thedistrictoperatesitsownbusfleet,anditsroster ofdriverswashitbyrecentretirements.

“Oneofourveteranbusdriverstooktheroleof directoroftransportationandstilldrives,”Lensing said.

Shesaidthedistrict,whichispartofasportsco-op withnearbyErieandsendsstudentstoLaSalle-Peru, Milan,SterlingandRockFallsforvariousotherprograms,hadtopayforprivatetransportationtofillin someofthegaps.

“We’vegotabigarea.Wedoalotofshuttling,”she said.“It’sreallycomplicated,andwe’re lookingat a couplemoreretirementsthisyear.”
