Morrisonresidentswhowishtokeep a smallflock ofchickensorquailwithincity limitscannowdosoaftertheCityCouncil approvedamendingtheanimalordinanceat theirmeetingMonday,March27.Thecouncilhasbeendebatingtheissueforthepast coupleofmonthsandtheultimate votenettedfivefortheordinancechangesandtwo against,with one aldermanabsent.

AnewarticlewasaddedtotheChapter 8 ordinancewithrequirementstolegallykeep uptosixchickens or12quail.Citizenswill needtoapplyandpay$25foravalidpermit, keeptheanimalscontainedinacoopwithin afullyenclosed 150-square-footspace,keep theareacleanandsanitary,notletthebirds runaroundayard, andnoroostersare allowed.Thecouncilalsoapproved,on another5-2vote, amendingChapter8to revisethedefinitionofagriculturallivestock byremovingchickenandquailfromtheprohibitedlist.Theordinancescanbeinspected at CityHall.

The majorityofthe councilsupportedthe ordinancesincethebirds cansupplyeggs, helpreducefoodwasteifeatingscraps,and byofferinghomesteadingandeducational value.Italsocompareswithsurrounding communities,whichalreadyallowtheircitizenstokeepbackyardflocks.Aldermen

GregoryKruseandVernTerveltbothvoted no,statingtheirconcernsoverenforcement whilepreferring chickensto stayonfarms.

ThecouncilapprovedaserviceagreementwithApptegy,awebsiteandmobile appservicealsousedbytheMorrisonSchool District.The companywillupdatethecity’s websiteandaddamobileapptothecity’s internetpresence.Thecitywilldiscontinue serviceswiththeCodeRedappandinstead shiftnotifications to thisservice.

“It’saneasy,accessibletoolforcommunities,”CityAdministratorBrianMeltonsaid, withMayorScottVandermydeaddingthatit willbea“professionallymaintainedand controlledwebsite.”Theyalsohopetoimplementacommunitywidecalendarontheapp. Thecostis$12,700forinstallationand$6,200 annually,withthecouncilrequesting a quarterlyreporttomeasurecommunity engagement.

Indiscussions,thecouncilreviewedan ordinancetoestablishnewwaterandsewer ratesforfiscal2024through2027 afterdiscussingproposedrateincreasessinceOctober.Theexpectedincreasewillaverage$1.39 perresidence.Budgetpreparationforfiscal 2023-2024alsowasdiscussed.Meltonsaidthe cityisina“healthyandstrongfiscalposition”withabalancedandfiscallyresponsiblebudget.Thecouncilwillgothroughthe budgetattheirApril10meetingandvoteon itattheApril 24 meeting.

Meltonreported thattheinterestrevenue hasbeen“outstanding”thisyearandthecity didwellinthemoneymarkets.Theyalso paidofftwosquad carloansearlyanddoubleduponPersonalPropertyReplacement Taxpayments.Citystaffwillbemeetingwith healthinsurancerepresentativesthisweek, andthecollectivebargaining agreementstill needstobeapproved.Meltonalsodiscussed variousfunds,obligations,identifiedprojects,ARPAfundsandpotentialincreasesfor garbage,water,andsewerrates.

IntheParksandRecreationreport,the councillearnedtheconcessionstandatthe MorrisonSportsComplexisupandrunning, thesoccer seasonstartsApril10,Morrison DepartmentofFunwillmeet Tuesday,April 4,andthefrisbeegolfcoursesignageisbeing improved.

AproclamationforJuniorAchievement DayonApril6 was approved.

Itemsapprovedatthe March13council meetingincludedacceptinggrantwriting servicesintheamountof$5,000foranOpen SpaceLandAcquisitionandDevelopment Granttofundaplaygroundprojectatthe SportsComplex,paymentof$102,585.75plus $1,705 toCoreandMainLLCforcontract 1 andachangeorder,andpaymentof$19,191.90 toMartin&CompanyExcavatingforcontract2. Thecoupleofficiallypurchasedthe buildinginOctober2022andbegan extensiverenovationstogetthebuildinguptocode.Theoutdoorsgotafaceliftlastautumnwithnewexterior paint,trim,frontdoorandaroof. Indoorworkoverthewinterincluded acompletedemolitionbefore installationofnewflooring,walls,windows, restroomsanddécorthatgivesthe spaceavibrantnewlayoutwith a modern countrychicstyle.Adrivethruwindowwascreatedforthoseon thego,whileindoortablesinvitecustomerstocomeinandenjoythecoffee shopatmosphere.

SaukValleyCommunityCollegehasenteredinto a dual-enrollmentagreementwithAugustanaCollege toenhanceandexpandopportunitiesforstudents.

Theagreementallowsstudentsenrollingat SVCC withtheintentionofcompletinganassociateofarts programtoapplytoAugustanaatthesametimeand have accesstoacademicresourcesonbothcampuses. Aftercompletingtheirassociatedegreeandmeetingtransferadmissionrequirements,studentsautomaticallyareadmittedtoAugustanaandwillhave juniorstanding.

AspartoftheAugustanaNextpartnership,SVCC studentsareeligibletotakeanytwoAugustana coursesatareducedrate.Thesedual-enrolledstudentsmayelecttoenrollinAugustanacoursesduring theacademic yearorinthesummerforeithermajor or generaleducationcourses.

Birkey’sFarmStoreinProphetstownwas graciousenoughtosetup theplanttourforanymemberthat wantedtogo.

Ifyouhaveeverdrivenweston Interstate80throughIowa,youprobablynoticedthetoweringstackofblue graincartsandagiganticplanter standingonend.That’sthehomeof KinzeManufacturing,foundedin1965.

Thetourstartedwitha20-minute videoaboutthebeginningsofKinze Manufacturingandthentherewas a tour ofthesmallmuseum. Thetour groupviewed someofthetoolsthat founderJonKinzenbawusedwhenhe firststartedhisweldingshop,plusthe firsttractorandfirstgraincartheever built.Amaponthewallwithlittlecoloredlightsshowedalltheplacesinthe worldwhereKinzeequipmentissold, manufacturedandused.Themuseum showedKinzenbawisaverydriven andinnovativeman.

The nextstop wastogetsafety glassesandearbudsbeforeheadingto thefactory,whereatourguidewaited withalongtrainofcartstotakethem

ontothe factoryfloor.Jenn,thetour guide,wasextremelyknowledgeable oneveryaspectofthemanufacturing process–fromstampingoutsteelto paintingandassembly.Sheshowed fromstarttofinishhow a planteris
