Thecouncilapprovedanordinance establishingwaterandsewerratesafter “ananalysistoreevaluatefinancial requirementstooperate,maintain, improveandreplacewatersysteminfrastructure,aswellaswastewatercollectionandtreatment.”Thenewrateswillgo intoeffectMay15,withaservicechargeof $19.70forthefirst1,000gallonsofwater usage,and$6.80foreach1,000additional gallons.In2024,therateswillincrease to $20.40and$7.05,$21.10and$7.30in2025,
and$21.55and$7.45in2026.
Thelasttimethewaterusageratewas changedwasa4.5%decreasein2014,and thelastwaterserviceflatfeechangewasa 5.5%increasein2017.Basedontheaverageresidentialuserof3,740gallons,the increasepermonthisestimatedat$1.39. Themonthlyservicechargeforsewer rateswillremainat$14through2026,plus an$8.45usagerateper1,000gallonsanda $20wastewatertreatmentplantcharge.
Thecouncilalsoapprovedanordinancetoincreasegarbagecollectionfees throughRepublicServices,formerlyMoringDisposal,Inc.,withanannualrate increaseof3.5%throughApril30,2029. EffectiveMay1,theratewillbe$15.11, goingupto$15.64in2024,$16.19in2025, $16.75in2026,$17.34in2027,and$17.95in 2028.
Inotheraction,thecouncilapproved revisingtherulespertainingtorecording andpubliccomments,suggestedasaformalitybyCityAdministratorBrian Melton.Therulesforrecordingwillbe printedoneachagendaandtherecorder

Almost50citizensandhealthcarepatientsrallied togetherduringapeacefuldemonstrationattheGenesisHealthGroup,ErieFamilyCliniconThursday, April13,afterlearningthatit’ssettocloseJune16. RuthFiedler-EatonisthenursepractitioneratErie’s onlyhealthcarefacility,andtheclinicservespatients fromthreecounties.
“Ifthisclosurehappens,itwilldevastateoursmall ruralcommunities,”saidTeresaBurnettKeag,who organizedThursday’sdemonstration.“Ourgoalisto keepthisclinicopen,butweknowit’slikeDavidand Goliathinthecorporateworld.Wewantthecommunitytobeabletocomehereforhealthcare.Butfor ruralhealthcarepatients,it’saboutthemoney.”

OneofthedemonstratorswasDavidRussellof Erie,whoexpressedconcernaboutadditionaltravel shouldthe clinicclose.Besidesthe70to80miles roundtripifpatientsgotoEastMolineorBettendorf, there’salsoconcernsaboutparkingandwalking, whichwillbeproblematicforseniors.
AstatementfromGenesisread:“GenesisHealth Group,Erieclinicwillclose,effectiveJune16,2023. Likeallhealthcaresystemsacrossthecountry,Genesis has been impactedbytheCOVID-19pandemic, escalatingcostsandstaffshortagesthathavecaused
