WESTMONT – Community Unit School District 201 announced it will move forward with a $9 million facility plan. The board unanimously approved a resolution May 5 to declare intent to issue $9 million in bonds. By doing so, the district started a 30-day clock. If 10 percent of registered district voters sign a petition within 30 days of May 5, the bonds must be put to a referendum that would be placed on a ballot for the March 15, 2016, election, according to board documents. At its previous meeting, the board received options for how to proceed with facility upgrades after a $19.7 million referendum was defeated in April. Board members narrowed those down

IMPACTED FOOD PARTICLES Q: What’s the best way to handle a piece of food, like a piece of popcorn, that gets stuck between teeth? A: A piece of food stuck between your teeth is usually just an annoyance that you can dislodge with a little tongue ingenuity and effort. Dentists refer to this as an impacted piece of food. If the tongue won’t do the job, you may have to reach for the floss. One trick to give the floss a little more muscle is to tie a knot in it. You might also try the soft, pointed end of an interdental stimulator to dislodge the particle. There are some things to consider with impacted food particles: if the problem keeps occurring in the same spot in the mouth, it could be a sign of tooth decay, or of a rough spot or erosion on a restoration like a crown or filling. If you have a recurring problem with impacted food in the same spot, visit your dentist. If you wear a fixed bridge and have a problem with particles of food getting under it, flossing is generally the best solution. Particles can also lodge between the tooth and the gum. Once again, the soft end of an interdental stimulator is the best tool for releasing it. Bear in mind, though, wherever you have something like a piece of popcorn wedged into a space in your mouth, you don’t want to damage a tooth or your gums. If the troublesome piece does not come out with reasonable, moderate effort, see your dentist. He or she will have the skill and the tools to remove it safely.

WESTMONT – Westmont residents got a taste of Taiwan on May 6 with a performance from a Taiwanese dance troupe. The troupe of the College of Indigenous Studies at National Dong Hwa University performed at Westmont High School as part of Taiwanese American Heritage Week. The troupe, which is celebrating 10 years, stopped in Westmont during its international tour. Westmont is home to the Culture Center of the Taipei Economic and Cultural Office. Young members of tribal communities from all over Taiwan work together to share and learn about the music and dance traditions of Taiwanese indigenous tribes, according to a news release from the village of Westmont. Throughout the years, the troupe has worked to create new tribal music and dance traditions while preserving traditional indigenous music and dance, and cultural heritage.

D-201, teachers’ union Local infrastructure, road agree to 5-year contract repair projects upcoming By EVAN SHIELDS eshields@shawmedia.com WESTMONT – The Westmont Teachers’ Association and Community Unit School District 201 have agreed to terms on a new teachers’ contract. The Board of Education unanimously approved the agreement at its meeting May 5, and it was finalized earlier this week. It will take effect July 1 and runs through June 30, 2020. Rainy Kaplan, a Westmont High School teacher and president-elect of the association, said she is pleased with the contract. “We felt it was pretty fair because we didn’t go in asking for the moon,” she said. The teachers were “overwhelmingly” in favor of the deal, Kaplan said, and only one or two voted against it. The two sides met five times, beginning in January. Kaplan said they agreed on concepts in February, which became more concrete in the following months. Superintendent Kevin Carey said the contract will provide some financial stability for the district during the
next five years, and he’s glad the process wrapped up quickly. “The last couple of contract negotiations have been drawn-out processes,” he said. Kaplan said the decision to make the contract five years in length was partly because of “shenanigans in Springfield.” Discussions have been ongoing at the state level about changing how unions operate. “Having a longer contract makes sense from an association standpoint,” she said. The recent district negotiations went significantly more smoothly than in 2012, Kaplan said, when they lasted into the school year and the union threatened to strike. “The last one was not pleasant, so we decided we had to do something differently,” she said. “It took a while to repair feelings.” Negotiations consisted of discussion between two union representatives, Carey and a school board member. Kaplan and Carey said they were both happy with the process and outcome.

WESTMONT – With the arrival of warm weather, Westmont is ready to begin its spring road construction projects, the village announced in a news release. Westmont has agreed to a contract with K-Five Construction Corp. of Lemont, whose bid was $1.6 million for necessary work. Construction is expected to begin this month, with completion anticipated by August. Roads identified for resurfacing include: • Indian Trails subdivision • Chestnut Avenue between North Cass Avenue and Blackhawk Drive • Plaza Drive east of Cass Avenue • Wilmette Avenue between Ogden and Chicago avenues • Warwick Avenue between Ogden and Chicago avenues • Linden Avenue between Chicago and Burlington avenues • Norfolk Street between Cass and the eastern village limits • Cumnor Road between Naperville Road and Burlington Avenue
• Williams Street between Naperville Road and Burlington Avenue • Burlington Avenue between Cumnor Road and Cass Avenue In 2014, the village approved a street resurfacing plan to spend more than $8 million in repairs during a three-year period. Infrastructure Management Services Inc., an independent engineering firm, was contracted in 2012 to perform a study of all roadways in the community to create an initial assessment of road repairs. This information was used to rank road resurfacing priorities. The village also has selected streets for fall resurfacing, which is expected to begin in summer and run through fall. That project is anticipated to go to bid next week. The village has identified major infrastructure projects that will be performed during the summer. Those include modifying the Jamestown detention basin at Oakwood Drive and 35th Street, stabilizing St. Joseph’s Creek between 61st and 63rd streets, reconstruction of Cumnor Road between 59th and 61st streets, and replacement of Park Street and West End water mains.

Keep accountability and transparency As state government scurries to fill a projected $8 billion deficit in the 2016 fiscal year budget, it would seem to make sense to accept successful compromises and proven solutions already in place and instead focus on issues that truly have a significant impact on the state’s finances. One successful compromise and proven solution that now is in its fifth year of operation is the website www.publicnoticeillinois.com. PNI is a centralized, aggregated website for all public notices from the state of Illinois, units of local government and the Illinois court system. It’s a free-access website that is updated daily. For more than 200 VIEWS years, newspapers have been Dennis paid to print public notices Derossett – or legal notices as they are often referred to – and to serve as the critically important, independent, third party between units of local government and taxpayers, and have functioned as the official notification system of our court system. PNI was created by state law in 2011 and was approved unanimously by both chambers of the Illinois General Assembly. It requires newspapers to upload all notices to PNI after the notices appear in print. All of this is done at no additional cost to government. No taxpayer money goes toward supporting or managing the public notice website. With each new session of the Illinois General Assembly, local government lobbyists – whose paychecks are funded largely by your tax dollars – repeatedly push bills to eliminate public notices or remove them from newspapers and PNI in favor of their own individual websites. These bills rarely make it out of committee because, frankly, state lawmakers understand that forcing citizens to attempt to locate notices across thousands of websites doesn’t make sense. Local government groups are now using behind-the-scenes tactics to remove public notices from print and from PNI and, instead, have the notices placed on their individual websites. But, this time they have a new twist: They are claiming that having to be accountable and transparent through the current public notice process is an “unfunded mandate,” and they want to do away with it. The simple fact is that, for them, this issue is not about money; it’s about reducing transparency and accountability to the taxpayers. Local government officials should focus on the big-impact issues, allow the proven public notice solution in our state to keep on working and not spend so much time and taxpayer dollars on how to be less accountable and less transparent.

Consolidation efforts a great step forward In the aftermath of the Illinois Supreme Court’s expected decision to strike down the 2013 pension reform law, the state now finds itself in an even bigger fiscal hole than the one it already faced. There’s no telling how our officials will proceed. Whether the governor and Legislature opt for raising taxes, reducing services or putting off the problem, or some combination of those options, there’s clearly going to be less money around to do the important things that government needs to do. Lt. Gov. Evelyn Sanguinetti’s task force, which looks at consolidation and unfunded mandates, now is more relevant than when it was created. The state and DuPage County can’t afford to tolerate the waste that comes from duplicated services and the overhead created by duplicated bureaucracies. Chances are, everyone’s heard this by now, but it needs to be repeated anyway: Illinois has far more units of government than any other state in the U.S., with almost 7,000. No other state even has 5,000. That’s right – we could eliminate 2,000 governmental entities in Illinois (almost 30 percent of the state’s total) and still lead the nation. Sanguinetti, a former Wheaton City Council member well versed in the mishmash of agencies that lord over DuPage County, stopped by West Chicago recently to talk about her task force’s effort. “This is not the first study of its kind when it comes to units of government,” she told a gathering of the League of Women Voters of Wheaton. “Prior administrations have conducted these studies, and then nothing happens with them.”

But the push for consolidation in DuPage already has begun, and there’s cause for optimism that it might have some teeth this time. County Board Chairman Dan Cronin has talked about dissolving the DuPage Fair and Exposition Authority, which exists solely to receive and then dole out funds to the DuPage Fair Association for the annual DuPage County Fair. In 2014, the County Board dissolved the redundant Fairview Fire Protection District and reportedly was looking to do the same to the North Westmont Fire Protection District and the Salt Creek and Highland Hills sanitary districts. And now, state Sen. Chris Nybo, R-Elmhurst, and Democratic DuPage County Board member Liz Chaplan are teaming up to ask Sanguinetti’s task force to consider eliminating the DuPage Election Commission. In most other counties in Illinois, elections are run by the county clerk’s office. “We’ve merely asked at this point that the government task force look at that issue and determine whether there is a cost savings there that can enhance accountability and other efficiencies in terms of personnel,” Nybo said. Those are the kinds of questions we need to be asking all across the county and the state. There are going to be hard financial decisions happening in Springfield that are going to painful. There’s no way around it. Consolidation has the potential to create meaningful savings in a relatively painless fashion. It won’t solve the budget crisis all by itself, but it’s certainly a responsible place to start attacking the problem.

Game of firsts sees rookie forward bag two goals, assist Chicago, Illinois – Saturday’s meeting between the Chicago Red Stars and the Boston Breakers was a game of firsts. Hosts Chicago earned a convincing 3-0 victory behind standout performances by several rookies and newcomers, Sofia Huerta leading the charge with two goals and an assist. Former Wisconsin star Cara Walls also had her first tally at the pro level and Kentucky product Arin Gilliland recorded her first career assist. Goalkeeper Michele Dalton earned a shutout in her first ever NWSL match. The Red Stars came close to grabbing the lead less than six minutes in, Vanessa DiBernardo releasing Huerta and the 22-year-oldfinding her match in Breakers netminder Jami Kranich, who rushed off her line for an outstanding save. Mere moments later, Huerta was at the center of another attack, as she sprinted up the left flank and produced a wicked centering cross that was inches too tall and skipped off the forehead of Alyssa Mautz on the goal-line. WESTMONT – Community Unit School District 201 has welcomed new members to its Board of Education. Board members were sworn in at the board’s May 5 meeting. Gary Armstrong was the only incumbent to seek re-election April 7 and was joined on the board by newcomers Lori Ambrose and Judy Wilson, who won the election as a write-in candidate. Secretary to the Superintendent Judy McMahon said Marie Charlton was re-elected president of the board and Joel Price was re-elected vice president. Mara Notbusch was elected secretary. The outgoing board members are
Mary Kay Caporali and Shannon Hancock. The Westmont Village Board will have a swearing-in ceremony at its next meeting Thursday, according to village Director of Communications Larry McIntyre. The three winners of the April election were Steven Nero, Marie Johanik-Guzzo and Linda Liddle. Nero is the only incumbent who sought re-election. He has served on the board since 2011. Johanik-Guzzo and Liddle will be serving their first terms. The board also will recognize its outgoing trustees. Sue Senicka has been a trustee since 1999 and Bob Scott has been a trustee since 2007. Both the district and village races were uncontested.

Clarence “Stan” Stanfield, age 94, born November 26, 1920, in Ashburn, Missouri. Longtime resident of both Downers Grove and Westmont. He retired from the Village of Oak Brook and spent many years traveling. Stan was a graduate of Morton H.S. and served with the U.S. Army in the European Theatre in World War II. He was preceded in death by his first wife of 32 years, Lois Worcester Stanfield; and his second wife of 40 years, Nellie Woodford Stanfield; his parents, Harry and Nellie Stanfield; and his sisters, Elsie (Rudy) Fleishman and Bernice (Les) Firman. He is survived by his children, Glenn (Judy) Stanfield, Diane (Brian) Krupicka, David (Julie) Stanfield; stepchildren, Gabrielle Schmidt and Michael (Olivia) Shapiro. Proud grandfather of 13, great grandfather of 30 and great great grandfather of 2. He is also survived by his sister, Evelyn (Art) Ehle. Memorials in his honor to the Salvation Army.

BARTH MEMORIAL CEREMONY Thursday, May 14, 2015 1:00 p.m. First Presbyterian Church 339 4th Street, Downers Grove, IL
The Downers Grove Police Department holds this annual memorial service during National Law Enforcement Week to remember fallen officers, including the only Downers Grove officer to die in the line of duty, Officer Richard J. Barth. On March 18, 1974, Officer Barth had responded to a call of two suspicious youths carrying a paper bag into what is now known as Hooper's Hollow Park. As Officer Barth approached the youths, he was not aware that they had just committed a residential burglary in the area and were viewing the proceeds. When Officer Barth requested identification, one of the youths, Paul Fontani, fatally shot him. Paul Fontani pled guilty to murder and received a 50-100 year prison term. In a cooperative effort between the Downers Grove Fraternal Order of Police Lodge #73, the Village of Downers Grove, and the Downers Grove Park District, the Richard J. Barth Memorial was dedicated at Barth Pond (Patriot's Park) on May 20, 1998, to honor our only fallen officer in Downers Grove. This memorial serves as a constant reminder that violence is everywhere and even the quiet community of Downers Grove is not immune.

School Exec Connect’s presentation was delivered by Thomas Madden and Kathryn Robbins, both of whom have ties to the community. Madden is the former principal of Downers Grove South High School and was with School Exec Connect when it hired McDonald. Robbins lives in Downers Grove. Board members overwhelmingly favored using School Exec Connect. “I thought they both had wonderful things to offer,” Board President Nancy Kupka said. “I just felt more comfortable with School Exec.”
Board member Michael Davenport said School Exec Connect had a stronger request for proposal and presentation than the other firm. “I just felt there was a little more openness and honesty in terms of how they presented themselves this evening,” he said. Don Renner, who was sworn in as the board’s newest member earlier in the evening, said he felt School Exec Connect was the right hire.

DOWNERS GROVE – Community School District 99’s Board of Education has approved hiring School Exec Connect to search for the district’s next superintendent. The board made the decision at its May 4 meeting. School Exec Connect and Hazard, Young, Attea & Associates presented. Both firms have worked with the board previously. Board members discussed the pro-
posals after representatives from the firms left the meeting room. School Exec Connect was used by the district in 2008 when Superintendent Mark McDonald was hired. McDonald has previously said he will retire when his contract expires June 30, 2016. According to its board proposal, School Exec Connect would charge a consulting fee of $17,500 in addition to other search-related expenses. Hazard, Young, Attea & Associates would have charged a consulting fee of $19,500 plus additional costs.

AMANDA TUGADE atugade@shawmedia.com In an effort to continue a new tradition, Suburban Life Magazine hosted its second annual Women of Distinction Awards event Thursday at Seven Bridges Golf Club in Woodridge. The event, which stems from a tradition started by Shaw Media and McHenry County Magazine in 2012, recognizes 12 women of the western suburbs for their dedication to building and bringing together their communities. The awards ceremony welcomed 190 guests, including last year’s winners and the 2015 honorees’ closest friends, family and colleagues. “We have a remarkable group of women,” Suburban Life Media General Manager Laura Burke said. While Shaw Media has spent the past few years honoring women for their contributions, the event continues to inspire others to work toward their cause, Burke said.

Sam Soltwisch won the shot put by a healthy margin with a throw of 48 feet, 11.5 inches at the Carlin Nalley Invite at Bolingbrook High School on Saturday for Westmont’s best finish. The runner up had a mark of 45-3.5. Soltwisch was fourth in the discus [118 feet]. Nick Dea clocked a 4:47.53 in the 1,600-meter run and a 10:11.82 in the 3,200 run, and Kyle Casper was timed at 17.69 in the 110 hurdles for thirdplace finishes. Mitch Perrotta was fourth in the 800 run (2:05.25) and fifth in the 1,600 run (4:55.89) while Jasper Requiron took fifth in the 3,200 (11:28.38) as Westmont placed fifth with 51 team points. The 4x800 relay of Anthony Cordero, Leo Foertsch, BJ Zakhem and Perrotta finished third (8:49.28). Casper, Cordero, Perrotta and Zakhem ran to fifth in the 4x400 (3:46.06) while Zakhem, Anthony Lischalk, Robert Russo and Jake Strobl were fifth in the 4x200 (1:41.17).

Taking the hill against a strong Willowbrook lineup in a West Suburban Conference crossover game at Legion Field, Nic Laio kept the Warriors off balance with his fiery fastball and offspeed offerings. The Western Michigan recruit scattered four hits during six innings with eight strikeouts as the Trojans won to improve to 17-8 on the season.
