n behalf of the City and its residents, welcome to Woodstock, a growing, vibrant community with strong commitments to long-held historic, cultural, educational, healthyliving, and healthyenvironment values. Brian Sager, Ph.D. First established in 1844, our City was called Mayor Centerville, referencing its central location in McHenry County and the fact that it serves as the seat of our county government. In 1845, Centerville was renamed Woodstock and has celebrated significant recognition over the years, being named an All America City in 1964, a Certified City in 1987, a National Trust Distinctive Destination in 2007, and most recently, a Preserve America Community. The Woodstock Square is listed on the National Register of Historic Places and rests in the center of the City’s Historic District. Pillars of the district include the historic Woodstock Opera House, theatrical home of renowned performers Orson Welles, Paul Newman, Betsy Palmer, Tom Bosley, Shelley Berman, Lois Nettleton and Geraldine Page, and the Old Courthouse, today’s home of the Old Courthouse Arts Center. Surrounding the Square are a number of beautifully restored Victorian homes, many of which have been plaqued by the Historic Preservation Commission in recognition of their significance to the City’s history and architectural diversity. Woodstock is the centerpiece of the region’s visual and performing arts community. Each year there are more than 500 performances at the Woodstock Opera House, including the Midwest Mozart Festival performed weekends in August. February 2nd marks Groundhog Day as the community waits for our own Woodstock Willie to make his prognostication. Wednesday nights during the 8

months of June and July will find residents in the Park in the Square enjoying evening concerts performed by the Woodstock City Band, a tradition for more than 132 consecutive years! Tuesdays and Saturdays from May through October find the Farmers’ Market, ranked number one in the State of Illinois and in the top ten nationwide for three years in a row, open for business. The Square is alive every weekend throughout the summer with arts and crafts shows, festivals, weddings, the annual Memorial Day Parade and welcome home celebrations for our returning service men and women. A day of shopping in Woodstock’s unique and inviting stores recalls memories of scenes and personalities associated with the Dick Tracy cartoon. Chester Gould, creator and cartoonist of the famed police detective, lived in Woodstock and based many of his characters and stories on local events, buildings, and people. A walk around the downtown area also provides the opportunity to stop at many locations identified by plaques as the site of important scenes in the movie Groundhog Day filmed in Woodstock in 1992. Regardless of the reason for visiting the City, a day in Woodstock is nicely topped off by an evening of dining at any of the City’s many fine dining establishments. Square restaurants offer outdoor dining during the summer and cozy indoor fares in fall and winter. And, the Square in winter is simply not to be missed. Nothing is more spectacular than the traditional Lighting of the Square ceremony as trees and buildings become ablaze with light in preparation for the holidays. A winter evening is truly incomplete without a horse drawn carriage ride over the brick streets or a leisurely stroll under the magic of the winter lights. Woodstock consistently demonstrates its commitment to quality education. Community Unit School District 200 offers two high schools, two middle schools, six elementary schools, the Verda Dierzen Early Learning Center, and Clay Academy. Currently, 1,900 students in the District are enrolled in their award-winning dual language program, recognized by the Government of Spain
as an International Spanish Academy, in which students receive instruction in all curricula in both English and Spanish. Additionally, Woodstock is home to St. Mary Catholic School and Marian Central Catholic High School. The community supports a state-of-the-art public library, complete with children’s center, reading room, internet access and community room. Just a few short miles from McHenry County College, Woodstock offers easy access to traditional college courses, as well as numerous adult education classes. The City is also home to the Challenger Learning Center. Dedicated as a memorial to the crew of the ill-fated Challenger space flight, the Center provides science exploration and team building programs for youth and adults alike. The site also hosts the Woodstock Center of nationally known Aurora University, now offering an M.B.A. in Leadership, an M.S. in Nursing, and doctoral degrees in education with leadership emphasis in the areas of Adult and Higher Education, Curriculum and Instruction, and Educational Administration. Our community also offers truly exceptional health care and senior living facilities. Centegra Hospital Woodstock has evolved from a small, hometown hospital established in Woodstock in 1914 to a leader in innovative medical treatment, including the Gavers Breast Center and a Hospice Inpatient Care Home. Mercy Woodstock Medical Center opened in 1999, offering health care services dedicated to broad-based healing. For over 125 years, Hearthstone Communities has provided quality senior living options and opportunities for 9

senior citizens and their families with an emphasis on passionate, family-oriented senior care. With nearly 550 acres of parkland and many more acres of open space, Woodstock demonstrates a strong commitment to maintaining its individual character and identity within a larger growing region. Through partnerships with the McHenry County Conservation District, The Land Conservancy, and the Environmental Defenders of McHenry County, the City actively works to conserve and preserve precious natural resources. Thanks to the efforts of the Defenders and a strong collaboration with municipal and county governments, McHenry County was the first in the State of Illinois to mandate a curbside recycling program. Environmental protection is truly a way of life in Woodstock. And for those interested in sports and recreation, the City offers the Woodstock Water Works aquatic center; the Woodstock Recreation Center, with a full range of health and fitness equipment and programs; a 2.5 mile walking/running path in Emricson Park; and numerous soccer fields and ball diamonds throughout the City for both leagues and families to enjoy. he City of Woodstock operates under the Council-Manager form of government that combines the political leadership of an elected Mayor and six City Council members with the managerial experience of an appointed City Manager. The City’s primary purpose is to serve the needs of its citizens. City Council meetings are held at 7 p.m. on the first and third Tuesdays of each month. he Woodstock Police Department includes sworn police officers and detectives, civilian employees, community service officers and school crossing guards. They perform police protection patrol services, non-patrol and investigative functions, community services, parking enforcement, traffic safety, communications/record functions and administrative services.

While unsolicited resumes are not encouraged, the department maintains an Interest Card file and will forward applications for specific position openings to qualified individuals. The department also handles a variety of internal personnel duties concerning employee benefits and workplace regulations. Township Government
T
ownship Government is older than 1776. It originated in the mid-1600s, more than 100 years before our country became an independent nation. Township government in Illinois dates back to 1787, when Congress established the Northwest Territory and designated counties and townships within the territories. When the second Illinois Constitution was adopted in 1848 it gave counties the option to include townships in their governmental structure. A majority of Illinois counties chose the township system in a general election of 1849, among them being McHenry County, where the voters almost unanimously chose township government in a referendum in November of 1849. A Township, as a political and geographic subdivision, is a municipal corporate body that can sue and be sued, own property, borrow money and levy taxes. The Supervisor must file a statement of the financial status of the township with the township clerk. A summary of this report must be published annually. One of the most important functions of the Supervisor is in the area of General Assistance. The Supervisor of General Assistance gives aid to the needy. Money used for this purpose is raised by local taxes and non-State receiving units, which applies to most of the 1,400 plus townships in Illinois. The money thus raised is used to provide food, shelter, utilities, medical care and burial whenever necessary.

GROUNDHOG DAY
EVENTS & ATTRACTIONS
In 1991 director Harold Ramis chose Woodstock as the location for shooting the comedy classic film “Groundhog Day”. It has made Woodstock an endless point of interest, bringing visitors from all over the world. The Woodstock Public Library and City Hall have information and exhibits on the filming of the movie plus there are numerous placards marking significant filming locations throughout downtown Woodstock. In addition, Woodstock is host to the annual Ground Hog Day Festival that pays homage to the film and includes a walking tour of sites in the movie, as well as the groundhog’s prediction for when winter will end.
The month of August sizzles with such offerings as a car show, Mozart Festival, and concerts in the park. The Sunset Woodstock Art Tour features local artisans at work in the homes. Also in August, the eagerly anticipated McHenry County Fair fills Woodstock with rides, games, and foods for every taste. In September, Autumn Art Tour features local artisans at work in their homes, while October brings Autumn Drive, a scenic tour of rural arts, crafts, and harvest happenings.. Of course these are just a sampling of the year-round offerings of fun activities celebrating Woodstock’s unique charm. Among other popular events hosted by Woodstock are the Fair Diddley Craft Show in May, Farmers Market running May through October, the Woodstock Folk festival and Summer in the Park in July, the Old-Fashioned HarvestFest/Fiddlers Contest & Fair In The Square Craft Show in September, year-round exhibitions at the Old Courthouse Arts Center, and the ever popular Lighting of the Square in late November that kicks off the holiday season.

The Old Courthouse & Sheriff’s House

oodstock is the seat of government for McHenry County and Woodstock’s Historic Square is the site of the original Old McHenry County Courthouse, built in 1857, and Sheriff’s House & Jail, added in 1887. These buildings, listed on the National Register of Historic Places and now owned by the City of Woodstock, represent significant historic properties. Designed by Chicago’s premier architect, John Mills Van Osdel, the Old Courthouse is one of the

few pre-Civil War Courthouses left standing in Illinois today; the Sheriff’s House & Jail lodged Pullman Strike labor leader Eugene Debs for a period of six months.; Although sections of the buildings are currently inaccessible, for the past 25 years the Courthouse has hosted year-round fine art exhibitions as the Old Courthouse Arts Center, and also offers a popular restaurant on the ground floor enjoyed by both residents and tourists. The City has begun essential repairs and restoration of these buildings to ensure maximum public enjoyment once more. Estimates to restore the buildings to their former glory are upwards of $5 million. An appointed Old Courthouse and Sheriff’s House Advisory Commission, and the community volunteer group Friends of the Old Courthouse, actively seek funding partners to accelerate building renovations and allow beneficial re-use by the public.

oodstock boasts one of the best park systems in the State of Illinois. As Woodstock residents do not belong to a separate Park District, all fifteen park facilities are owned by the City and maintained by the Department of Public Works. The Woodstock Recreation Department provides a wide variety of programs for all ages including sports, arts, fitness, aquatics, special events and excursions. Three times annually, the Recreation Department publishes the City Scene, a newsletter that is sent to residents in the 60097 and 60098 zip codes. “City Scene” contains up-to-date information for the Recreation Department’s programs and activities. Information regarding recreation programs, special events, Woodstock Water Works Aquatic Center, and registration procedures can
also be found on our website at: www.woodstockil.gov. The City of Woodstock Recreation Department provides a wide variety of programs for all ages, including sports, arts, fitness, aquatics, special events, and senior programs. Playing fields and courts and pavilions in the city parks are available to the public and are scheduled by the Recreation Department. If golf is your game, then Woodstock is a golfer’s haven. Woodstock boasts 2 public courses and 2 private courses. Craig Woods is a nine-hole public course that is suitable for golfers of all skill levels. The semi-private Crystal Woods Golf Club and the private Bull Valley Golf Club along with Woodstock Country Club offer challenging play and exclusive competition. Anyone looking for a quiet place to walk or jog would find a visit to Ryder’s Woods or Donato Conservation Area a relaxing and renewing experience. Teeming with plant and animal life, these parks represent pristine natural wonders and remain popular places for a quiet afternoon.

Through cooperative arrangements with the City of Woodstock, residents are provided structured sports opportunities through several private leagues, clubs and organizations. To get contact information, call the Recreation Department for information on AYSO soccer, competitive soccer clubs, Little League, American Legion, girls’ softball, men’s fast pitch softball, men’s senior baseball, girls’ basketball and the Dolphins swim team.

Woodstock Water Works Aquatic Center (815) 338-4896 Woodstock Water Works, opened in 2002, features three separate pools: a 9,000 square foot, zero depth recreation pool with a double flume slide and play features in the shallow end; a 5,000 square foot, eight-lane competition pool with one-meter and threemeter diving boards; and a 1,150 square foot baby pool. he Conservation District was established in 1971 by the voters of McHenry County to preserve the county’s natural areas, while promoting environmental education and offering outdoor recreational opportunities. Over the past 45 years, nearly 25,000 acres have been set aside for the pleasure of future generations. People of all ages enjoy a wide range of activities such as hiking, biking, fishing,
canoeing, horseback riding, snowmobiling and cross-country skiing at 33 District sites located throughout the county. Annual events include Hooked on Fishing, hosted for free during the second weekend in June in conjunction with Illinois Free Fishing days where families can try out the sport of fishing and have fun trying to hook the “big one”; cross-country candlelight skis hosted one weekend each January and February; and the Festival of the Sugar Maples, held in Early March which demonstrates how maple syrup is made. The Conservation District publishes “Landscapes,” a free quarterly magazine that details the District’s free educational programs, special events and other District news. Woodstock Community Unit School District 200
W
oodstock School District 200 serves approximately 6,700 students in grades PreK-12 who live in the communities of Woodstock, Bull Valley, Greenwood, the west side of Wonder Lake, and unincorporated McHenry County. The school district was formed in 1969 when two elementary districts and one high school district consolidated, but education in Woodstock actually dates back to 1847. Today our schools offer a strong standards-based educational program that is based on best practices and innovation but that is also rooted in the rich traditions of our 150-year old community. District 200 currently operates 12 schools: the Verda Dierzen Early Learning Center where all of the community’s youngest children begin their education; six elementary schools serving
students in grades 1-5; two middle schools for students in grades 6-8; two comprehensive high schools; and the Clay Academy, a therapeutic day school for students in grades 3-12 with special needs. A 2006 referendum allowed the school district to complete $105 million in school construction which included new elementary, middle and high school buildings, an addition to the early learning center, and the remodeling and conversion of a former middle school to an elementary school. District 200 provides a wide variety of programs to help every child to succeed.
