Welcome to Summer in Surrey Heath there’s so much going on! The third Camberley International Festival last month came to a fantastic climax with an amazing animalthemed Carnival (p9), while the Surrey Heath Show was a scorching success (p20). Frimley Lodge Live is just around the corner, and the excellent Theatre in the Park is back at London Road Recreation Ground this weekend - great outdoor entertainment (p7). Town Centre regeneration progress includes the ongoing refurbishment of The Square and Ashwood House transformation, while the process of seeking a developer for the London Road site is well underway (p4-5). Elsewhere, we’re asking for your feedback on an early draft of the Local Plan (p14) and are pleased to have launched our important Social Prescribing service (p12). Sport is flourishing in Surrey Heath too, with highlights including triathlon, tennis and the Surrey Youth Games (p8 & 15). Gorgeous labrador Keith is the face of our campaign publicising our 40 free dog waste bag stations across the Borough - reminding everyone to ‘bag it and bin it’! (p10). camberley The initial work includes removing the ramp outside Ashwood House and moving the bus stops and pedestrian crossing on Pembroke Broadway a short distance further down this stretch of road. Berkeley Homes will then start work on the apartments this autumn. We anticipate works to complete in 2021. The alleyway between The Square shopping centre entrance on Princess Way and Main Square car park is now closed whilst these works take place. We may have to close one of the exits to The Main Square Car Park through the summer to accommodate the works. To ease congestion, we are asking car park users to ensure they pay for their parking before they get back to the car - either at the kiosks or by using the Glide app.

#TalkSurreyHeath - Plans for the year ahead The latest in our live streamed Q&A sessions took place in May. For the past two years the Council have been holding regular #TalkSurreyHeath online Q&A sessions, streamed live on our Facebook page. The latest of these innovative events took place in May, when residents and local businesses were invited to quiz our panel on the contents of the Council’s Annual Plan for 2018-19. The panel facing the camera consisted of Deputy Leader of the Council and Portfolio Holder for Assets Cllr Richard Brooks, Business Portfolio Holder Cllr Craig Fennell, SHBC Chief Executive Karen Whelan, and Executive Head of Transformation, Louise Livingston.

Heritage Services, Sport and Leisure facilities in Surrey Heath and the protection of the local environment. Cllr Brooks said: “It is always really interesting and beneficial for us to hear your views and have the opportunity to reply to you directly about Surrey Heath and Council services. Frimley Lodge Live Surrey Heath’s very own music festival is back for its fifth year on 4 & 5 August.

Tennis

in the Park Get on court with our new online booking system and annual membership.

As part of our commitment to helping residents live a healthy lifestyle, we are working in partnership with the Lawn Tennis Association to get more people playing tennis.

In response, the Council has recently completed refurbishment works at London Road Recreation Ground and is introducing ‘Clubspark’, a simple online booking and payment system.

A public consultation held earlier this year showed residents ranked improved court conditions and a clearer, simpler booking system as the factors that would encourage them to play tennis more often.

Players can still enjoy traditional ‘Pay and Play’ casual bookings, or can benefit from a NEW annual membership which allows for a household of up to 5 people to play Tennis in the Park all year

Sprint Triathlon at the Arena Following the huge success of the Specsavers GO-TRI at the Arena, the newest triathlon challenge has arrived in Camberley and entries are now open!

Competitors start with a 400 metre swim in the Arena Leisure Centre before cycling 20km around Camberley. There’s a final 5km run to the finish line where a medal awaits. It’s the perfect test of endurance in

Fabulous festival The third Camberley International Festival brought colour and culture to the heart of the town.

Everything kicked off at The Carpenters Arms on Park Street on June 20 as two brilliant bands, Kodiak Island and The Mysteries, played at the launch party. The following day local filmmakers and students at Farnborough 6th Form College, Callum Jones and Lucy Rebbek, won the prestigous Tri-Counties Award for their film ‘Lucy’s Story’ at the festival’s film awards. They were presented with their trophy by BAFTA-Award winning actress and festival patron, Juliet Aubrey.

Thursday also saw two literature events - Murray Rowlands talked about his new book ‘Hampshire at War 1939-45’ and interviewed Gregory Norminton about his new book ‘The Devil’s Highway’. Local author Joe England hosted an event at The Cabin on London Road, in conversation with John King, author of ‘The Football Factory’. Music for the evening was provided by Will Whisson. Camberley Theatre hosted the soldout show by folk legends, The Unthanks, on the Friday, and renowned impressionist Jon Culshaw on Saturday evening.

Saturday 23 June was also Camberley Carnival day. Beautiful sunshine welcomed the colourful parade - featuring members of the local Sikh and Nepalese associations along with various schools and community groups. The Mayor of Surrey Heath, Cllr Dan Adams, chose the best parade entry, with worthy winners The HATS pantomime, based at High Cross Church in Camberley. An afternoon of live music, Indian Circus, retro computer games, drinks served from a converted horse box and so much more took place at the London Road Recreation Ground. Bag it and bin it With a network of free dog waste bag dispensers installed across Surrey Heath, dog owners are being encouraged to #BeLikeKeith. 40 free dog waste bag units have been installed across the Borough following a successful trial. Six of the innovative TiksPac stations offering free biodegradable dog waste bags were installed at parks, footpaths and recreation grounds across Surrey Heath in late 2016. Following positive feedback from the public, reduced complaints about dog waste in these areas, and significant usage of the free bags, dispensers have been set up at 34 further locations.

The TiksPac stations are costneutral to the Council, thanks to sponsorship from Mercury Electroplating; Basepoint Centres; Dog Trouble; Dapper Dogs by Debbie; Pets Abroad UK; Independent Vetcare Ltd Kingswood Vets; Natural Instinct; and Blackwater Valley Veterinary Centres. Black labrador Keith has become the face of a related ‘Bag it and Bin it’ campaign on social media, with dog owners being encouraged to #BeLikeKeith and pick up after their pets. Surrey Heath Portfolio Holder for Community, Cllr Vivienne Chapman, said: “I’m pleased we have been able to roll this excellent initiative out across Surrey Heath, to help keep our Borough clean, green and safe.”

This initiative is part of a concerted effort by the Council to reduce dog fouling across the borough, including the introduction of Public Space Protection Order legislation which includes taking action against irresponsible dog owners (www. surreyheath.gov.uk/pspo). Social Prescribing is a new free service for residents supporting overall wellbeing. We all know how it works - you feel unwell, visit your GP, and they give you a prescription that makes you feel better or help you manage your illness. But what if the prescription you need isn’t for something medical? What is Social Prescribing? Social prescribing aims to support individuals to take better control over their health and improve their wellbeing. It’s designed for people with a range of social, emotional or practical needs that need a little help navigating their way through the vast array of community-based services and organisations available locally.

How does it work? We offer one to one appointments with our Wellbeing Adviser where you can talk about your concerns and the factors that affect your health. The Wellbeing Adviser will help you to identify and organise assistance through council, community and voluntary organisations. What can we help with? Our Wellbeing Adviser can assist with accessing the following services and activities: • Transport to help with getting out and about • Support with living independently at home • Practical help with jobs around the house • Leisure activities and local interest groups • Opportunities to socialise; events and social clubs • Advice services including benefits, finance and housing • Mental or emotional support • Support around a disability Who is it for? This service is available to adults who are registered with a Surrey Heath GP Surgery.

Local Plan consultation

The Council is moving on with the process of preparing a new Local Plan. The Surrey Heath Local Plan will provide new planning policies setting out a framework to guide new development in the Borough up to 2032, including how much further development is required, protecting and enhancing our heritage assets and open areas for future generations and getting the balance right in guiding the location, scale and type of future growth.

It will also include detailed development management policies for site specific locations and to assist in determining planning applications in due course, when these are received. The Council is nearing the end of its consultation on the Issues and Options/Preferred Options draft of the Local Plan which is an important early stage in the Plan’s preparation.

This consultation will close on 30 July. To find out more, and submit comments before the deadline, visit https://consult. surreyheath. gov.uk/consult. ti/LPIO2018. Following the consultation, we will take time to consider and investigate the suggestions we receive as we commence the presubmission version of the draft Local Plan. This is due to be published in summer 2019, before being submitted for examination by an independent Inspector.

Democratic Services update -Review of the Borough’s Polling Places The Council has recently carried out a review of its Polling Districts and Polling Places. Whilst the majority of electors will continue to vote at their usual polling station, some electors will need to go to a different polling station to vote from the local government elections in May 2019 onwards. All electors affected by a change in polling station will be notified in

writing. A list of the new polling stations will be on the Council’s website from 1 August. -Electoral Canvass All households will shortly receive a form asking for confirmation that the information on the electoral register for your address is correct. Case study Business start-up support Consentricare

The app aims to demystify and help smooth the journey “from crisis to process” by informing and empowering its users to organise and manage care and other services. Bill Palmer

Consentricare Limited was set up last year by Bill Palmer and Jon Murrell to address the immediate and urgent needs of people who care for their elderly relatives across the UK. Their first product, “Carehound”, will be available this Summer and will initially launch in the Surrey Heath area before rolling out nationwide. Carehound is a mobile app that helps those who find themselves needing to organise care for elderly relatives, often at short notice and often with no prior experience of having to engage with multiple people and organisations across public and private sectors.

Mr. Palmer said “After attending the Council’s Business Breakfast event we’ve had regular meetings with members of SHBC’s Economic Development team who have helped us to make key connections and understand who to talk to. Expo Returns

The Surrey Heath Expo comes to Camberley Theatre on 13 November. Building on the success of last year’s event, then called the Camberley Enterprise Expo, the event will showcase the best of Surrey Heath. The event is open to exhibitors who wish to reach local SMEs and larger businesses, customers and suppliers, encouraging a wide range of attendees from a variety of sectors. This year’s event will be themed around the Government’s Industrial Strategy. The Expo will provide opportunities for businesses to understand some of the vital tools required for growth, through our targeted seminars and drop in business clinics. Q&A WITH OPTICAL DIRECTOR FROM SPECSAVERS IN CAMBERLEY Lateef Iqbal, optical director from Specsavers in Camberley answers Heathscene’s questions about vision and hearing health. Q: How many people are affected by sight loss in the UK? A: Every day, 250 new people in the UK will start living their life with sight loss. 25 per cent of people are still not having an eye test every two years which is a worryingly high percentage when you consider that some sight loss conditions are preventable with early detection.*

Q: Is sight loss inevitable with the ageing process? A: It is true that our vision ‘ages’ and our work as a local opticians is now more important than ever, particularly with our ageing population. That said, we recommend everyone has their eyes tested every two years and this includes children. We monitor changes in the overall health of the eye as well as changes in vision.

Q: What can we expect during an eye examination? A: An eye examination provides a comprehensive health assessment of the eyes. We are very lucky to have an amazing piece of technology called Optical Coherence Tomography (OCT). This 3D scanning technology is normally found in hospital eye departments and allows us to view the eye in more detail than ever before.

Q: I’m worried that my hearing is deteriorating. How can it be checked? A: We can test your hearing to find out what you can and can’t hear and advise you on the best solution for your hearing needs. Hearing tests are completely free. And if ear wax build up is causing a blockage, we offer ear wax removal that uses a gentle suction method.

Meetthe Mayor Councillor Dan Adams has been chosen as the 46th Mayor of Surrey Heath.

At the Mayor-making ceremony in May, Cllr Dan Adams was sworn in as Mayor of Surrey Heath for the forthcoming year. Cllr Adams has been a councillor for St Paul’s ward since 2015, and was last year’s Deputy Mayor for Surrey Heath. Cllr Adams succeeds the previous Surrey Heath Mayor, Cllr Valerie White. Since his election in 2015, Cllr Adams has served on various committees including Performance and Finance, Planning, Licensing, Audit and Standards, and was vicechair of the External Partnerships committee from 2015-17.

During his mayoral year, Cllr Adams intends to shine a light on the fantastic community spirit that exists throughout Surrey Heath, encompassing community projects & services, and celebrating the huge number of volunteers that do so much throughout the Borough. #ParkSmart - keeping children safe The Council has launched a campaign to reduce dangerous and illegal parking around schools. People are being asked to put children’s safety first when parking around schools across the Borough. Dangerous and illegal parking around schools, particularly at drop off and pick up times, is an ongoing problem, despite schools repeatedly urging parents to park safely. Parking on pavements, or on zigzags or yellow lines surrounding schools, reduces space and visibility for drivers and pedestrians, making accidents more likely, especially at busy times. The latest data about child casualties at school journey times within 250m of school gates showed an average of 50 per year across Surrey*. The Council has launched a

#ParkSmart campaign, with parking enforcement officers increasing the number of visits to schools around the relevant times to try to educate people and improve parking behaviour, including issuing tickets where necessary. These visits are supported by Surrey Police officers where resources allow. Surrey Heath Borough Councillor Bill Chapman, also a County Councillor and Chair of the SCC Local Area Committee, said: “New parking restrictions have been installed outside more schools to improve road safety. “However this does not help if parents ignore these restrictions. “The SHBC civil enforcement

team cannot be outside every school every day - so they need the assistance of parents to help make improper parking outside of schools unacceptable.” The increased visits to schools at drop off and pick up times by SHBC parking officers have received an overwhelmingly positive response from school staff and parents. Surrey Heath Show Thousands of people flocked to a sun-filled Frimley Lodge Park to attend the Show. This fun, family event saw Radio Frimley Park guide the main arena through a variety of performances including the Bezerkaz Circus, Phoenix and Redz Performing Arts, Sandhurst and District Corps of Drums and Bootworks Theatre Company’s human jukeboxes. The Companion Dog Show is always popular, along with the Classic Car Show, organised by Bob Potter. Mayor of Surrey Heath Cllr Dan Adams judged the Classic Car Show competition and presented winner John Emmerton with a prize

for his 1928 Austin Seven Tourer. Children’s entertainment included fairground rides, the miniature railway and excellent performances from Professor Dill’s Punch and Judy Show. The Show’s mascot Spike the Hedgehog was busy, posing for lots of photos!

The latest on new ways of working, new legislation and new partnerships. The Council has integrated its housing options service, private sector housing functions and Home Improvement Agency into one team. This new Housing Hub is a one stop shop for residents needing advice about their housing situation. Our Housing Solutions Team can advise on a wide range of housing issues with a focus on resolving housing problems, preventing homelessness and helping residents move to a home that meets their needs.

Our Case Officers can support you whether you are living with family or friends, are a private or housing association tenant or even own your own home. We also work with people who have lost their homes and are living rough or have no fixed home. Our Home Solutions Team offer services to help you adapt or improve your home - from liaising with landlords about poor conditions in rented properties to advising about grants for

housing adaptations required. This new way of working puts us in a strong position to meet our new duties under the Homelessness Act 2017, with a focus on preventing homelessness. This is not new to SHBC - last year we successfully worked with 111 households to prevent homelessness. The Council also organised a Single Homeless Forum which led to Churches Together in Camberley setting up The Hope Hub, a new charity aiming to prevent and end homelessness in Surrey Heath. The contract is managed by Joint Waste Solutions on behalf of the four partner authorities (SHBC, Woking BC, Elmbridge BC, Mole Valley BC). The good news is that the service overall is working for most households with over 99% of collections satisfactorily completed first time. However, there have been a number of repeat missed collections and we apologise to all residents who have been affected. We are

Surrey Heath residents’ food waste recycling efforts contributed to a Surrey-wide total of £200,000 saved to help protect essential services last year. Please try to recycle even more of your food waste this year - it costs less than half as much to recycle food waste as it does to dispose of it.

The service is similar to the previous set-up • Weekly food waste collection service; • Fortnightly dry mixed recycling; • Fortnightly rubbish collection for waste which cannot be recycled. • Small electricals and household batteries/Clothes and Home Textiles - collected weekly (previously fortnightly) • Fortnightly subscription-based garden waste service - reduced cost from £57/year to £40/year.

The new vehicles purchased for the contract have now started to arrive. These will have 360-degree cameras to improve safety, and the latest in-cab technology to provide data between the vehicles and the contact centre in real time.

Meadows improvements Update on the latest works. Meadow Gyratory, Camberley Proposed Improvements

Work to reduce congestion and journey times at the Meadows roundabout near Camberley started earlier this month. To minimise congestion and delays during the main works, most activity - such as lane closures - is taking place at night. There will be no lane closures during the day. ‘Intelligent’ temporary traffic signals are being used which monitor traffic and adjust the phasing of the lights to help keep traffic moving. The works, which are being carried out on behalf of SCC by Mildren Construction, are expected to take about a year, and include:

• A new right turn from the A30 in Blackwater so drivers can get to the A331 southbound towards the M3 without using the main roundabout • Lengthening the queuing lane on the A331 from the M3 • New traffic lights with better timings so drivers can go around the roundabout in less time • Improving the crossings for pedestrians and cyclists.

Hedgehog-friendly Surrey Heath

Amazing Grace is a campaign at Harper Asprey Wildlife Rescue in Windlesham, aiming to make Surrey Heath ‘hedgehog-friendly’, one village at a time. Following Windlesham becoming the first official ‘hedgehog-friendly’ village in the country, Grace has been visiting other areas, including Lightwater, Bagshot and Heatherside, to spread the word and encourage them to follow in Windlesham’s footsteps.

Chobham Carnival returned with a Transport and Travel theme in May.

West End Parish Council will be taking part in a nationwide day of Commemorative Events marking the Centenary of the end of the First World War.

The Bank Holiday event basked in glorious sunshine, and included a parade through the village with the May Queen, and many arena events including stunt shows, crazy bikes, Morris dancers, a fairground, children’s entertainment, and plenty of food and drink stalls. Now in its 31st year, staged by the Chobham Carnival Association, the annual event raised around £5,000 which will be distributed to local community groups. www.chobhamcarnival.co.uk

Museum and Gallery update Surrey Heath Museum has opened a permanent display space in the Heritage Gallery in The Square, Camberley. Surrey Heath Archaeology and Heritage Trust and Surrey Heath Museum Action Group have been running the successful Heritage Gallery for a number of years, and invited the museum into their ground floor area following the announcement that the museum would no longer be based at their previous location at Surrey Heath House. With the support over 30 volunteers, many of the museum’s precious objects were moved to the newly created ‘Heritage Hub’, to create “mini-museum” displays to tell the story of Surrey Heath’s past - from a hippopotamus skull to a wartime home. The museum space was officially opened by Surrey Heath MP Michael Gove on 29 June,

followed by a day of activities on 30 June as part of arts and crafts festival Camfest.

Reminiscence and Education Programme goes from strength to strength.

The first exhibition at the hub is ‘What Lies Beneath’, featuring the archaeology of the area, and will run until 22 September. The hub also includes a museum shop and research area, while the existing Heritage Gallery has moved to the upper floor, with displays for local groups and societies. This move follows the Council Executive’s decision earlier this year to adopt changes proposed for Surrey Heath Heritage Services. This followed a consultation about the future of Surrey Heath Museum and Heritage Services, where feedback included the view that the previous museum site on Knoll Road, Camberley was not in the right location. This site was closed in mid-April, with plans for more temporary exhibitions and events at different locations - bringing heritage into the heart of our community, and helping reach new and wider audiences. The events programme will continue, including toddler/ children’s holiday sessions and heritage walks, and the
