LETTER FROM THE EDITOR Dear voter, Shelby County Newspapers, Inc. is proud to present the Shelby County Election Guide 2018. This guide is aimed specifically at Shelby County voters as they prepare to head to the polls for the upcoming primary and general elections. Each candidate who qualified to run for positions affecting Shelby County was given a chance to submit short biographies about themselves, including information about their families, education and employment backgrounds and their visions. Shelby County enjoys a tremendous quality of life, and electing qualified people to represent us in local, state and national offices is an important part of safeguarding and maintaining what we all enjoy. It is our pleasure to present you with information about each candidate seeking election this year, and we hope it will help you to make a more thoughtful, informed decision as you head to the polls over the next few months. of the Board of Registrars, the satellite licensing offices located in Inverness and

Pelham, or any public library. When moving from one county to another within the state, voter registration does not transfer. A new registration is required. A completed registration form should be forwarded to the new county. Name changes and changes of address within the county must be made in writing and forwarded to the Shelby County Board of Registrars.

WHERE DO I VOTE? The county Board of Registrars sends to each voter a certificate of registration that includes the address of that voter’s polling place. A voter who has not received this card should contact the local Board of Registrars for information on his or her polling place. A voter can also verify where he or she votes on the Secretary of State’s website at Alabamavotes.gov. For municipal elections, check with the City Clerk.

HOURS Alabama polling places are open from 7 a.m. to 7 p.m. Please note that polling places located in the Eastern Time Zone may be open from 7 a.m. to 7 p.m. Eastern Time.

BASIC VOTING PROCEDURE 1. The voter appears at the polling place and provides his or her name to a poll worker.

The voter must also present an acceptable form of photo identification. Acceptable forms of photo identification are listed on Alabamavotes.gov. 2. A poll worker checks the individual’s name against the list of registered voters for that precinct. If the voter has an “l” by his or her name, the voter needs to update voter registration information. Before being allowed to vote, the voter must complete a Voter Update Form that is available at the polling place. 3. The voter signs a poll list. If the election is a party primary, the voter must state in which party primary he or she wishes to vote and then must sign that party’s poll list. 4. The voter casts his or her vote. Voting procedures vary according to the type of equipment used. For more specific information, look for

instructions printed in large type that should be visible at each polling place. Also, poll workers will provide information on voting procedures at the voter’s request. Poll workers are not allowed to tell a citizen for whom to vote or to attempt to influence a voter’s choices in any way. Replacement ballots are available if the voter makes a mistake in marking his or her ballot or if the ballot gets torn or otherwise damaged. The voter should take the original ballot to a poll worker and request a replacement ballot. The poll worker will issue a new ballot and place the original ballot in an envelope marked “spoiled ballots” for security purposes. I’m running for governor because I believe I can make a difference. Alabama is facing a crisis with our leadership, with our budgets, with our schools, and with our future. I’m a husband, father, grandfather, Christian, small business owner, life-long conservative, and mayor of Huntsville. I’ve recruited 24,000 new jobs to Alabama since I was first elected mayor a decade ago. I’m responsible for 6 out of every 10 jobs that have come into Alabama since 2010. Most recently, I was proud to announce Toyota and Mazda will build a brand new manufacturing facility in Alabama that will employ 4,000 Alabamians. The only reason we’re seeing this success is because my team put the foundation in place with the right investments in our roads, utilities and education starting ten years ago. We had a plan, we communicated that plan with our people, we’ve been transparent throughout and now our region is reaping the reward. I’m ready to bring that same plan to the rest of the state.

Children and families are the cornerstones of Alabama. When they are healthy, safe and on the path to self-sufficiency, so too, is our State. Providing stability and necessary safety nets for our citizens is not only a moral imperative, it’s in our economic self-interest. We can create jobs immediately by rebuilding our infrastructure. But that’s not enough. It’s time to ensure all Alabamians qualify for better-paying jobs with better benefits through having access to the training necessary for a modern, global economy. We will recruit industry and commerce


that will keep our best and brightest right here, as well as motivate Alabamians to return home. Two-thirds of Alabamians want a lottery. AGREED. It’s time we join over 90 percent of US states through introducing our own lottery. We desperately need the revenue it generates. The Alabama Lottery will operate with transparency and only fund child care and early childhood education programs, cuttingedge vocational training, and scholarships to ensure that all Alabamians can afford a college or technical education. Many Alabama prisons exceed their capacity by as much as 150 percent. While other candidates talk about symptoms, we are ready to address causesAlabamians agree that it’s time to fix people rather than fill prisons. It is time to implement cost-effective, proven programs that will ensure public safety, hold offenders accountable, and reform lawbreakers. It’s Time!

Politicians have failed Alabama for decades with old ideas that don’t work. My administration will bring new ideas, lead from the front, regain the people’s trust, and cast a vision of hope for the future! I’ve never run for office and I’m not beholden to any group or association in Montgomery or Washington D.C. Forty years ago when Fob James ran for governor we were fighting corruption, struggling schools, overcrowded prisons, and crumbling roads. Nothing has changed and it’s time for something drastically different. I want Alabamians to trust their leadership again and will work hard to create an ethical and principled environment in Montgomery. I’ll work to strengthen our ethics laws, establish term-limits, implement voter recall, and transfer the power of special interests back to the people. Second, I want to see our kids excel—not just at school, but at life and step one

will be to implement mandatory drug-testing in high schools to get early help for those who need it. The results will be improved test scores, better jobs, healthier families, and emptier prisons. Third, I want to make life better for every Alabamian by not only recruiting big business, but by making sure we provide optimum support and freedom for those small business owners, workers, and entrepreneurs who are already here. I’ve spent my life learning how to lead—not how to play political games—and I believe that for Alabama to move forward we’ve got to stop electing politicians and start electing leaders.

John graduated from Rhodes College where he received a Bachelor of Arts in Economics. After college, John returned home to Stockton to work in his family’s saw mill for 20 years. During this time, John discovered his passion for public service. As a member of the Alabama House of Representatives, John was active in the passage of the Lid Bill constitutional amendment and Current Use legislation to protect private property rights for all Alabamians. John was very active as the Commissioner of Conservation and Natural Resources. Working with Governor Fob James, John was instrumental in setting up the Alabama Trust Fund, a trust established to invest revenues from offshore oil and gas production. As Commissioner of the Department of Agriculture and Industries, John used conservative business principles and common-sense

solutions to transform the agency into an example of how state departments should be run. He accomplished this despite drastic cuts to the Department’s general fund appropriations. In addition to his public service, John served as Executive Vice President of the Alabama Forestry Association, one of the state’s most premiere conservative organizations. John’s leadership carried the Alabama Forestry Association through some of the toughest tax-increase battles in the history of the state. John has served as President of the Southern United States Trade Association, President of the Southern Association of State Departments of Agriculture, a member of the board of the National Association of State Departments of Agriculture, a member of the board for the Republican Agriculture Commissioners Coalition, and Chairman of the Alabama Civil Justice Reform Committee. He is a lifetime member of the National Riflemen’s Association and an avid outdoorsman. He and his wife Kathryn have two sons and two grandchildren. They are members of Stockton Presbyterian Church.

Representing the people of House District 41 has been one of the great honors of my life. One of those people is my mother. or heating their house. When it comes to infrastructure, we must first make our roads attractive and drivable so that more businesses will relocate to our beautiful state and so that our economy can flourish. It is also essential to have high-quality internet connectivity and coverage in rural areas in Alabama. Dial-up is a thing of the past and we must be equipped for the present and for the future. Many communities that have broadband internet have only one provider, and this lack of competition leads to high prices that working families often struggle to afford.

As your County Commissioner, I voted NO on the sale of the Shelby County sewer system in 2005 to SWWC. I worked together with the DVG to zone the beat from Highland Lakes to Lake Wehapa along Highway 41 and from Forest Lakes on Highway 43 to near Chrystal Lake to protect our property values from uncontrolled development. My track record proves that I can get things done. This election, however, is about our future. We have high sewer bills, an almost impassable Grants Mill Road, Brookhighland Parkway up to HWY 280 needs repair and we have slow traffic on HWY 280 and I-459 due to the lack of a flyover. These are the things that a State Representative should see, address and fix. During the last legislative session, a bill was passed in the State House that was supposed to fix the sewer problem. Instead, I learned it would have increased sewer bills through higher property tax classifications, inspection fees, and gross receipts taxes. This bill would have made the problem worse, and thankfully it died in the Alabama Senate. District 45 needs a Representative who understands the problems we face and will work to provide real solutions; I will be that Representative.

Expanding Medicaid would help with these problems, save many lives, and allow people to get treatment when they get sick and return to work. All while providing a large economic investment across our state. We spend too much time needlessly stuck in traffic and it is time we build a modern infrastructure. Shelby County has had rapid growth, our roads need to catch up. To do this, we must build trust in government. I believe there are 3 pillars of the modern coroner’s office:

people, competence and community. People: All members of the office receive training through Shelby County Training Chaplain’s Association. The goal is to be prepared to deal with people when they are most in need. I believe and require this training and awareness. Competence: Under the state and current system, coroners aren’t required to have a medical background or other special qualifications for the job, but I believe this does not best serve the people of Shelby County. It is important that people who die suddenly, unexpectedly or violently have a very careful assessment by someone who is medically trained. It is important because deaths that are considered criminal, suspicious or untimely are the only deaths that receive an autopsy. This lack of critical medical training seriously reduces the role and effectiveness of the department. The lack of this training also prevents the coroner from providing thorough and accurate explanations of autopsies and toxicology reports to family members when they are looking for closure. Community: The Coroner’s Office raises awareness about the most common preventable deaths. I believe this is best accomplished by speaking to organizations and schools, which I do regularly. We provide support to other departments such as law enforcement with statistics and data on cause and manner of deaths. I believe that my forensic and medical experience makes me the best person to serve as Shelby County Coroner and would like your vote on June 5.

However, it is a very timeconsuming process and imposes extra duties on the already overworked court specialists. Although the county generously supplements the Circuit Clerk personally for this job, we as an office must determine if that compensation is best serving the needs of the citizens we serve. Also, our office currently processes hundreds of passport applications every year. The passport execution fee and the additional $24.70 required postage cost will need to be re-evaluated. Researching other Clerk’s Office in the State, the additional postage is not required but offered or suggested. This function also benefits the Clerk personally. Mary is a lifelong resident of Alabaster and was an honors graduate at Thompson High School. She has serve as an Elder and Sunday school teacher at First Presbyterian Church of Alabaster. She was employed in the circuit clerk’s office for 26 years prior

to being appointed circuit clerk in 1999. While employed, she worked in all divisions of the court and served as chief magistrate for 17 years and deputy circuit clerk for four years. She ran successfully for Circuit Clerk in 2000, 2006 and 2012. The circuit clerk’s office is compliant with all audits required by the Examiners of Public Accounts, Division of Risk Management, Property Auditor and the New Orleans Passport Agency. Mary works with AOC in piloting technology programs that benefit not only Shelby County but the state as well. She was instrumental in having a certification program for District Court magistrates as well as implementing background checks for all new hires to the state court system beginning in 2006. She was influential in having a SafeHouse advocate in the courthouse to assist victims of domestic violence. Mary has served as the absentee election manager since 1988. She is currently serving as chairman of the absentee voting task force to help pass legislation to streamline the absentee process at the request of Secretary of State John Merrill. Mary trains many circuit clerks and city clerks on the process of absentee voting each year. She was voted to serve 10 years on the executive board of the Alabama Circuit Clerk’s Association and is often called upon to mentor other circuit clerks.
