English Wichita, KS 67202 Re: Fidelity Bank Headquarters Expansion: Masterplan and Pre-Design Dear Terri: Thank you for the opportunity to submit our proposal for the Fidelity HQ Masterplan and Pre-Design Services. Our proposal is based on our understanding of your project scope and the architectural services you desire. For this project we have assembled a great group of consultants some of which you already know, but others will be new to you. All their resumes are attached (along with the Shelden team).       

Baughman Company will continue with us as civil engineer SCA Consulting Engineers will continue with us as structural engineer AWS (Nathan Mittag) will continue with us as curtainwall consultant Integrated Consulting Engineers, Inc. is being added to the team for MEP engineering Façade Forensics is being added to the team as an enclosure and structural expert FSC, Inc. is being added to the team as a code analysis consultant We understand that Conco will continue to assist and review our design direction with budgets, schedules, and constructability reviews along the way. It is understood that bidding the project to other GC’s is likely, but Conco will continue to operate in a guiding and reviewing capacity.

We are very excited about the entire team and the new additions are very strong and ready to get going. We see the early design process being divided into at least 3 major steps. I will outline these steps in our PROJECT SCOPE below: PROJECT SCOPE Step 1: Discovery (6-8 weeks)  Confirm/Draw As-Builts of existing facilities and understand what existing areas need to stay as is and what areas are recommended for change. This would be accomplished with much consultation directly with the Facilities Team.  Develop/Confirm the Building’s “Program of Spaces”. We understand the executive team has identified an initial list of spaces and functions for the new HQ expansion. We further recommend that Fidelity fully vet all departments of the bank and verify current space allocations as well as what the possible growth needs are for each to better forecast the future; (i.e., are we making appropriate assumptions for the numbers and types of spaces that will be needed over the next 5, 10 and years beyond). We will assist your Facilities Team by meeting with the appropriate department leaders as we define the current and long-term space needs of each group. The “Program of Spaces” will translate the above information into an approximate amount of square footage and volume of space needed to accomplish the identified goals with an assumed amount of growth/future needs factored into the document.


Step 2: Test Fit and Site Options (8-12 weeks)  Based on the “Discovery” step above we will proceed to review the 2 identified site options for where the HQ expansion could occur (attached to the existing HQ or free-standing across the street). This “Test Fit” step will involve several layers of review. Although this list below may not be comprehensive, we know it will include the following:  Review Building Codes and apply general code analysis for both sites to understand pros and cons of each site as it relates to the building. FSC, Inc. will assist Shelden Architecture with the code analysis/review along with the City of Wichita code officials.  Explore Site/Building Layout Options & Associated Studies (Plan studies and 3-D models)  Review the impact on the existing HQ plan-wise and regarding the exterior curtainwall of the new and the old. With assistants from AWS (Nathan Mittag) and Facade Forensics.  Review the impact on the existing Sanitary Sewer and other underground utilities if the new expansion is directly attached to the existing HQ  Review the impact of how does a freestanding building option across the street change the existing HQ, its connection to the parking garage and each other?  Deliverables include the above items plus: Drone aerial footage at each site (Courtesy of Conco), Master Site and Building Concept Plans, complete exterior 3-D site and building model with the ability to create multiple views from any number of selected angles and/or a fly around video as you have seen before. We will also include a physical site model to better communicate the design direction for use in future phases of development.  Explore/determine structural systems for each site and outline pros and cons for the various systems. SCA Consulting Engineers will assist Shelden Architecture with this review.  Explore/determine HVAC and Electrical system options for the building as it relates to each site and in general. Integrated Consulting Engineers will assist Shelden Architecture with this review.  Estimate the Budget (with the assistance of G.C.) to a Rough Order of Magnitude level. This would be broken into site costs, building shell costs and interior buildout cost ranges. Step 3: Visit Related Projects and Determine Remaining Steps (4-8 weeks)  Based on having thought through the needs and focus of the project we can tour various related projects with an eye towards the specific issues our project will address.  Fine-tune list of various mid and high-rise buildings in the mid-west to tour. (See attached list as a starting point)  Outline a more detailed Project Schedule – we believe a rough Project Schedule to be: Approximately 12 Months for Shell Building Design and 18-24 months for Construction but this will be confirmed as the scope of the building project is defined.  Determine remaining scope and fee for A/E services and schedule ongoing design meetings to finalize building design and prepare for construction. ARCHITECTURAL SERVICES  Architectural services will be provided in accordance with the AIA Standard Form of Agreement Between Owner and Architect (AIA Document B101, 2017 Edition) and will include the Masterplan and Pre-Design phases. After this initial phase is completed, we will define the remainder of the scope of services and associated fees.

ARCHITECTURAL FEES  Architectural and Engineering “Pre-Design” fees will be billed monthly on an hourly basis for the above scope of work to a cap not to exceed $90,000. An approximate breakdown of the fee is as follows:  Program of Spaces, Test Fit and Site Options: $37,000  Curtainwall and enclosure review $8,000  Code analysis and review $15,000  Structural analysis and review $15,000  MEP analysis and review $10,000  Civil utilities and City Engineering review $5,000  If we approach this fee cap, we will make you aware of this and not go beyond it without your prior approval. REIMBURSABLE EXPENSES  Expenses, including printing, out of town travel for our team, courier service, express deliveries and any other miscellaneous expenses incurred during project production, would be billed at 1.1 times original cost. In no event shall the Reimbursable Expenses include the Architect’s ordinary overhead costs. FULL SITE SURVEY (already completed and paid for)  Full Site Survey: Baughman Company PA has provided full architectural survey. Architect to coordinate additional Civil and City of Wichita review as outlined above. Again, thank you for the opportunity to submit our proposal. Randy Crook is one of those guys who seems to know someone everywhere he goes. If he doesn’t, he soon will. Having worked with steel, masonry, pre-cast concrete, wood, and pre-engineered construction, and having worked for three years for a General Contractor, Randy has an emphasis on materials and methods of construction. His responsibilities include marketing, master planning, schematic design, preparation of construction documents, and construction administration. He is a current member and Past President of Blessed Sacrament Men’s Club, a member of the Knights of Columbus and is the Facilities Chair for the School Council of Kapaun Mt. Carmel High School. His many volunteer associations include Habitat for Humanity, Sisters of St. Joseph Golf Tournament, and a golf committee member for Newman University Jet Open. He was also a student participant in a workshop with Daniel Libeskind, the master plan architect for the reconstruction of the World Trade Center site in Manhattan.
