1. EXECUTIVE SUMMARY Audio Associates of San Diego has been the premiere specialty construction company in the field of audio and video (A/V) systems for more than 30 years. A leader in providing audio/video control systems in public works projects throughout Southern California, Audio Associates is not only an expert in audio/video systems, but also in construction management and local involvement.
30 Years of Experience Our extensive list of public works projects throughout California speaks for itself. From educational institutions to convention centers to ballparks to medical centers and airports, we have done it all, and done it well. In addition to our experience with audio/video, we are very involved and knowledgeable in the construction industry. Our team is highly experienced with every facet of audio/video, electrical engineering and construction that will go into the SDSU project, and know how all the parts need to come together.
Our Own Workforce As the largest audio/video company of our kind in San Diego, we hire and train a dedicated and knowledgeable workforce and never sub-contract for any of our projects. We draw all labor from our own sources, and have all the appropriate licenses and insurance, which releases owners of liability for all work performed by our staff versus misclassification of subcontractors by other companies.
Exceptional Safety In addition to any owner or general contractor requirements, Audio Associates requires all employees to attend field-related classes (CST) and perform semi‑annual drug tests. We adhere to rigorous safety measures to maintain a safe work environment. Due to our extensive safety measures, our MOD rate (Experience Modification Rating – competence indicator) is 0.77 – an excellent rate in the industry.
SDSU Partner Audio Associates believes in mentoring and training students, and have been working with SDSU Construction and Electrical Engineering majors for many years. We believe in giving back to the community, and have hired many students from SDSU as interns, hired several full-time, and assisted others in finding full-time employment. We have also supported the SDSU NECA (National Electrical Contractors Association) Student Chapter and the Construction Engineering program. Audio Associates has found students participating in the above mentioned SDSU program possess the qualities and skills necessary to succeed in the construction industry. Audio Associates has experienced first-hand the students’ understanding of the industry by providing on-going internships to student members as well as students enrolled in the Construction Engineering program. If awarded the Aztec Student Union project, Audio Associates plans to utilize students from the SDSU Construction Engineering program as Project Managers. We plan to engage students in order to teach them and get them invested in their campus.

3. EXPERIENCE ON SIMILAR PROJECTS As many of our clients can attest, we are the leading industry experts with our extensive experience in solid engineering design principles and industry-standard installation practices. We have worked on dozens of major public works projects in the last 30 years, integrating audio, video and controls in large public facilities throughout San Diego County. In fact, more than 90 percent of the work performed by Audio Associates is in the public works sector. Our decades of experience have allowed us to refine best practices in the administration of projects, prevailing wages, construction site safety, adhering to schedules and working with multiple trades – electricians, framers, ceiling installers and the general contractor. That scope of experience is exactly what is needed for the audio/video project in the new Aztec Student Union.
A few highlights of similar projects to the Aztec Student Union include: Sycuan Theater and Casino Audio Associates designed and installed a state-of-the-art paging and background music system for 168,000 square-foot Sycuan Casino. The design features a computer-controlled volume system that dramatically raises and lowers levels as the ambient noise levels change in each area of the casino. The value of the project was $1.2 million. In addition to the casino, a 457-seat theater acoustically designed for live performances was enhanced by a front-of-house system created by Audio Associates. The state-of-the-art sound and lighting system has met rave reviews from such performers as Wayne Newton, The Doobey Brothers and Kansas, who have remarked on the unique design implemented by Audio Associates that brings the performer closer to the audience. Relevance: AA will use a similar audio/video system for the ballroom and theater of the new Aztec Student Union. Just like SDSU, Sycuan knew exactly what they wanted, and how to implement it.

The Marriott Hotel Harbor Marina was another project similar to the planned Aztec Student Union. In fact, the project designer was also Veneklasen Associates. The project value was $457,138. This project was a renovation and our contract consisted of completing the audio/ visual elements for three floors, primarily meeting rooms and ballrooms. Relevance: The project included a number of meeting rooms that could all combine with one another, and the base of the design is very similar to what is being used at SDSU. Also, this project utilized the same type of equipment specified in the Aztec Student Union project.

An educational institution project that closely resembles the Aztec Student Union is the Grossmont Community College project. This project consisted of different phases and buildings. There were numerous areas of similar work, including conference rooms, smart classrooms, a television studio, as well as a radio station and student center. The project had a combined value of more than $1.5 million. We have done audio/video projects for a number of educational institutions, including Allan Hancock College, Irvine Valley College, Miramar College, College of the Desert, East Los Angeles College, Coronado High School and other high schools in the San Diego and Grossmont Unified School Districts.

Audio Associates’ largest project to-date was the complete audio/video system at Petco Park. This extensive project included a massive scope of work, including all the audio and video for the park, camera locations and television truck pad broadcast areas. The value of the project was $4.7 million. Relevance: The Aztec Student Union is similar in size and complexity to Petco Park. There were multiple areas Audio Associates worked on at the ballpark, and we will be doing the same on different floors at SDSU. In addition, the owner had a hard deadline to be ready for the opening of baseball season for the Padres, which is similar to the Aztec Student Union, which must be completed in November 2013.

4. INDIVIDUAL/PROJECT REQUIREMENTS
A. Biographies of Key Players:
Pete Spencer, President Spencer launched Audio Associates nearly 30 years ago. The company has grown to now include more than 25 employees, and is the premier provider of audio/video services in the region. Spencer is not only an audio/video specialist, but is also a leader and pillar in the construction industry. He has served as president on the board of directors for the American Subcontractors Association (ASA) of San Diego (for 5 terms) and ASA California, served as a member of the Board of Directors for ASA National, chaired the local government relations committee, chaired the National Subcontractor Legal Defense Fund, is a member of the American Subcontractors Association/ Associated General Contractors/American Subcontractors Association of California (ASA/AGC/ASC) task force, is a member of the Review Committee, is a member of the Review and Planning Committee (ASA’s think tank), currently serves on Board of Directors of NECA (National Electrical Contractors Association), and is a member of the San Diego Electrical Joint Apprenticeship Training Committee. In addition to Spencer’s professional affiliations, he chaired the task force to eliminate the controversial contracting procedure known as the JOC (Job Order Contract) program with the San Diego Unified School District. He has also been a member of the San Diego construction coalition, which has been successful in making inroads towards equality in construction. This task force is attempting to reduce retention withheld within the San Diego City Construction Program from 10 to 5 percent, along with a new voucher system for change orders and payments to subcontractors. Spencer’s interest in audio/video systems stems from his childhood working on the equipment in his father’s television repair shop in Buffalo, NY. Spencer served in the US Coast Guard, and is a disabled veteran. He has an associate’s degree from Cuyamaca College’s electrical engineering program.

Della Cole, Project Manager With more than 20 years in the audio/video industry, Della brings a vast amount of experience in client services, including consulting, engineering, product support, project management, integration, system training and service support training. Her responsibilities include client care system solutions, site surveys, project cost analysis, review and sign-off of system concept and design, supervision of installation personnel, programming and final testing of all system functions and complete operations. Angelo Anderson, Foreman Angelo has been in the audio/video industry since 2000. His expertise includes installation and testing of all audio/video systems, teleconferencing broadcasting controlled systems (Crestron, AMX, and Extron), complete fabrication of racks, termination of video, audio, control, CAT5, speaker and low voltage power testing of rack equipment and troubleshooting. Chuck Bowers, Project Engineer Chuck has worked at Audio Associates since 2005 and is responsible for an array of duties, including troubleshooting and repairing client audio, video and computer-controlled systems, writing ‘as-built’ drawings, programming DSP algorithms for various audio/video platforms and AMX control systems, performing testing and final adjusting of systems, performing circuit board repairs and modifications to component levels and developing a service schedule according to resources and contract specifications. He is the leading Service Manager and Control Systems Programmer. Chuck received his diploma in Microcomputer Technology from the Associated Technical College in Anaheim, CA, where he graduated in the top 2 percent of his class. He was previously the owner/operator of a business in which performed design, build and maintenance of professional recording studios and equipment for the music industry. B. Organizational Chart and Staffing Plan Not only does Audio Associates have a very technically savvy team, but a highly proficient management team as well. Audio Associates is highly involved with the construction industry, and Pete Spencer, the president of Audio Associates, sits on the board of directors of the National Electrical Contractors Association – San Diego Chapter- and the American Subcontractors Association. It is our intent to utilize two interns currently enrolled in SDSU’s Construction Engineering program along with one of our in-house PM/PEs, Della Cole. From the onset of the project, we will be looking to supply our product data sheets and drawings, and comparing our drawing with current field conditions. We will provide a current CPM after checking the project schedule and the three-week “look-aheads.”
Our team will consist of: Project Coordinator, Pete Spencer – Responsible for overall coordination. Will hold weekly Audio Associates meetings as well as job site meetings with needed team players, general contractor, electrical contractors, framers, ceiling, etc. Provide schedule of values, along with inhouse staff meetings to organize material ordering, shipping, delivery dates and work with PMs in determining sufficient labor. Senior Project Manager (PM), Della Cole – Perform many duties of the project coordinator, but in greater detail. Della has project engineering skills, so assisting the PE will be an added benefit especially in such a highly technical project. Della brings with her OSHA 10-Hour and 30Hour certification, along with CTS certification, fiber optics termination, and Cisco networking devices. Project Engineer (PE), Chuck Bowers – Performs all aspects of project engineering, drawing outs, rack elevation, power requirements, thermal loads, wiring layouts and conduit fills. Chuck has attended training for media matrix programming, Extron and BSS SoundWeb and has programming skills with the Crestron product line. He also has a CTS certificate. Project Programmer, Chris Hill – Chris will be the AMX, Crestron and Peavey Media matrix programmer. Before working for Audio Associates, he worked for Rolling Thunder as a programmer. He will be working both in the field and in the fabrication warehouse with programming equipment.

AutoCAD Specialist, Tim Warren – Tim is skilled in working in AutoCAD. He is responsible for designing and revising all the A/V drawings. Tim assists Della and Pete with project details and plans. Project Foreman, Angelo Anderson – Angelo will be responsible for the day-to-day field installation of the speakers, monitors, screens, cabling, electronic equipment and for the pre‑testing before the PE and programmer perform the final test. Angelo has more than 15 years of field experience along with OSHA 10-Hour and 30-Hour certification, CTS certification, and Extron electronics configurable controls. Lead Field Installer, Rocky Bates – Rocky has worked for Audio Associates for several years. He has a CTS will be performing work under the direction of the Project Foreman. Project Administrator, Sundi Browne – Sundi has more than 25 years of project administration with a Bachelor of Arts in Accounting. She will be responsible for all aspects of job costing and projections as well as all payroll records, including certified payroll and prevailing wage reports. Project Procurement, Sabrina Erb – Sabrina is responsible for the procurement of all material and obtaining tracking records for the PM and PE. Sabrina works hand-in-hand with warehouse staff, where every order is assigned a bar code on both the outside of the box and the material itself. Audio Associates is currently developing a means to imbed warranty information onto our bar code. Computer Technology Specialist, Phyllis Ferguson – Phyllis is a graduate of the Construction Engineering program at SDSU. She assists Sabrina with procurement paperwork and requirements, and is responsible for the computer systems at our headquarters. Warehouse Receiving, Hillary Prescott – Responsible for all warehouse activities, specifically shipping and receiving equipment. She also delivers equipment to job sites, and is currently working on developing a new barcoding system where we can embed warranty and maintenance information. Project Managers (PM), Ana Sical and Jessica Carter – Interns from San Diego State University’s Construction Engineering program. They will use their construction engineering skills to assist Della, the leading PM, with project management responsibilities, including submittals and other documentation. They have taken several engineering courses and other courses including estimating, scheduling, and construction contracts and law. They are both OSHA 10-Hour certified in Construction Safety and Health. They are working in obtaining Leadership in Energy and Environmental Design – Green Associate (LEED GA), Engineering‑In‑Training (EIT), and Construction Management in Training (CMIT) certifications.

C.
Proposed Approach to the Project and Cost Control
Since establishing the firm in 1980, Audio Associates has been involved with many projects similar in scope to the Aztec Student Union. Over that time, Audio Associates has developed a five-phase approach to large audio and video projects. Cost control is an integral part of each phase. This entire section is presented to demonstrate our engineering-based approach to a project of this nature. Please Note: •
Audio Associates uses AutoCAD 2005 for the creation of all drawings.

Verification of on-site conditions is done on a continuous basis throughout all phases of the project.
•
Audio Associates conducts weekly engineering/project management meetings to review status of projects and cost.
Phase One: Submittals and Engineering, Submittal Approval Immediately after award, the Audio Associates senior design engineer and drafting team will begin the process of creating the submittal documents. Our engineering staff provides the project’s senior engineer with the in-house professional resources required to support this project. The documents created by the engineering team include, but are not limited to: •

As we develop this information, we will coordinate with the electrical subcontractor for conduit and fill information. Once complete, the drawing package is submitted for review. Once approved, Phase Two can begin.

Phase Two: Procurement Audio Associates procurement department will begin procurement of the hardware required for the system. Procurement is prioritized between: •

The procurement department will immediately inform the Project Manager of any discontinued or new model (upgraded) products on our Bill of Material (BOM). We anticipate between the time of award and the beginning of the system’s construction, it is likely that some new and improved products will become available. In these instances, Audio Associates will submit cut sheets on any new hardware items for approval and substitution into the system. In addition, when system performance can be enhanced through use of an upgraded or lower cost hardware item, the senior engineer will submit his recommendation to the authority for consideration.
Phase Three: Fabrication Once hardware items are received, the fabrication process begins. Audio Associates will utilize the approved engineering drawing to build the system. The fabrication process includes: •
Quality control inspection of all hardware items prior to mounting into the racks
•
Preparation of internal areas of the racks for the installation of cabling
•
Installation of internal rack power distribution systems
•
Installation of hardware into the racks as shown on the rack elevation drawings
•
Installation of internal rack wiring
•
Verification of internal rack wiring and wire/cable numbering
•
Installation of interconnection wiring between the racks
•
Testing of individual racks
•
Testing of multiple racks as a complete system
•
“Burn-in” quality control testing of multiple racks as a system for 100 hours
•
Acceptance of tested and “burned-in” racks by the project manager and senior engineer
•
Photographic documentation of racks
•
Disassembly of racks in preparation for transportation to job site
Audio Associates is very proud of our rack fabrication process. Through the careful testing and “burn-in” of the completed system in the fabrication area, when delivered to the site, the variables our installation team will deal with are typically limited to the on-site conditions.

Phase Four: On-Site Installation The on-site installation effort is coordinated by our Project Manager. The daily team of onsite personnel will vary depending on the tasks required that day. The Project Manager will determine the correct resources required for the specific installation tasks. •

6. TRAINING All training will be videotaped and recorded on DVD, and conducted in two phases – operator and maintenance. We will prepare a training manual that will become the Aztec Student Union’s once it is reviewed by the designer of record. The manual will be available on CD (electronic format) as well as in print form. This manual will include record drawings of each system, as well as a fast start set-up procedure. In Attachment 9, we included a sample training manual from a previous project similar in scope. For overall operation review of how each system operates, Audio Associates will provide two 4-hour sessions within the first two weeks after completion of the project, and one 4-hour session each quarter for the first year of operation. For the maintenance training, we will provide four 4-hour reviews, once each quarter for the first year of operation. We will invite any questions prior to these training sessions to provide as much information as needed. As an added benefit beyond the bid requirement, Audio Associates will be available to help SDSU staff coordinate operation of the audio/video system for the first three main events in the ballroom, bowling alley, theater, council chamber and executive board room. This will address any issues and confusion in real-life situations to ensure the system operates at its optimum.

7. WARRANTY, SERVICE AND SUPPORT a) Per the specifications outlined in the audio/video designer’s plan, Audio Associates will be using all requested equipment, and will provide a 2-year warranty on all materials installed (including labor). If the manufacturer provides a longer warranty, we will honor the more stringent warranty, but the labor will not be extended past the two years. See Attachment 10. We currently use a bar coding system for tracking purposes to identify all equipment for various projects we are working on. We are currently developing a bar code system where we will also be able to embed warranty and maintenance information We expect it to be complete and operational by the by the end of the project. This will enable Audio Associates and SDSU to maintain repair and warranty records for the Aztec Student Union. b) Audio Associates is a local company proud to serve our community, and is dedicated to providing ongoing A/V service and support to the Aztec Student Union. Due to our headquarters’ 4-mile proximity to campus, we can respond quickly and efficiently to any service calls.
Service issues can be sent to us via email or by calling our service number. Audio Associates will guarantee that staff will respond to the inquiry within 2 hours upon notification of a service problem, and schedule a site visit in as little as 8 hours, or a time that is agreeable to SDSU. In addition to the basic services outlined above, we will provide manufacture training to the student center service department.

9. SCHEDULE On award of contract, Audio Associates will coordinate with the general contractor to incorporate our schedule of activities into the master CPM. See Attachment 11 for a rough approximation of activities and dates.
10. UNIQUE QUALIFICATIONS Audio Associates are not only experts in the field of A/V, we are also experts in the construction industry. This is crucial in completing a project of this scale, as we are skilled in working with contractors, designers, and their staffs to meet the needs of our clients. Due to our expertise, we are uniquely qualified for the SDSU Aztec Student Union because of the scope of the public works projects we have completed throughout the region. We have previously hired interns from the university, and currently have two SDSU Construction Engineering students working for us. They are learning about the intricacies of the Aztec Student Union project, and could not be more motivated or dedicated, as they feel a great sense of ownership in helping to make the project a reality. We have also strongly supported the SDSU Student Chapter of NECA and the construction management program for many years. If Audio Associates is awarded the bid, we plan to integrate SDSU students into the project. Giving each student an opportunity to put into practice what they learn in the classroom is invaluable experience, and a value-added that only Audio Associates can provide due to the extensive expertise of our in-house staff. In addition, we hire and train a dedicated and knowledgeable workforce and never sub-contract for any of our projects. We draw all labor from our own sources, and have all the appropriate licenses and insurance which releases the university of liability for all work performed by our staff. Also, in addition to any owner or general contractor requirements, AA requires all employees to attend field-related classes (EST) and perform semi-annual drug tests. Due to our extensive safety measures, our MOD rate or competence indicator is 0.77, which is very low in the construction industry (see Attachment 12). Another one of our unique qualifications is our close proximity to campus. Being four miles away facilitates easier access for hardware, service calls and consulting on the project. We are proud of being a local company with world class talent and expertise.
