ore than a year after Foxconn announced it would build a giant manufacturing plant in Wisconsin, the state’s deal with the Taiwanese electronics company remains highly controversial. The June groundbreaking in Mount Pleasant attracted both fanfare and protests. Recent polls show voters still divided on the pros and cons. And, in the governor’s race, Republican incumbent Scott Walker has touted the deal as a triumph of his tenure, while his Democratic challenger, Tony Evers, has criticized it. A lingering question at the heart of this dispute is how much the project will cost. Wisconsin famously offered Foxconn nearly $3 billion in tax credits—the single largest subsidy a state has ever given to a foreign company. And, while many consider this a worthwhile investment in a development that will employ thousands and revamp the state’s economy, critics still say it’s too big of a gamble. “When they announced that Foxconn had chosen Wisconsin, I was cautiously optimistic until the costs came in,” says Assembly minority leader Gordon Hintz (D-Oshkosh). Over the last year, Foxconn representatives have stood by their promise of a $10 billion investment and 13,000 jobs. The company has bought a Downtown Milwaukee building for a new corporate headquarters and another building in Green Bay for an innovation center. At the same time, opponents have watched in dismay as plans have changed and projected costs have mounted.

According to its website, TranSystems “has ex0 celled in the planning, design and management of some of the largest transportation projects in the nation,” in0 cluding Chicago’s Wacker Drive and Congress Park0 way Interchange Reconstruction and New York City’s revitalization of its High Bridge. TranSystems concluded that “concrete testing results indicate that the Lake Park Arch Bridge over Ravine Road could be rehabilitated to meet the project objec0 tives of ensuring a long-term service life [of a] pedes0 trian bridge that provides safe pedestrian passage while maintaining structural integrity and load capacity for at least 50 years.” Lake Park Friends sought independent evaluation of the historic bridge “to both determine the feasibility of rehabilitating versus replacing the bridge and to help Milwaukee County meet its historic preser0 vation regulatory compliance requirements,” according to LPF’s website, where the report is posted. Milwau0 kee’s splendid Lake Park was placed on the National Register of Historic Places in 1992; this bridge is one of five identified as “contributing resources” in that designation. Last spring, TranSystems analyzed 20 concrete sam0 ples from the bridge. Their report states: “None of the concrete testing results reviewed would eliminate reha0 bilitation as a feasible alternative for this structure, nor would they prevent remediation of the conditions found in these tests results, which are typical for historic con0 crete bridge rehabilitation projects.” GRAEF (Graef, Anhalt, Schloemer and Associates, Inc.), the county’s go-to engineering firm, had previously asserted that “the bridge had run its life cycle, and replacement should be considered,” according to a county report. TranSystems also evaluated the bridge’s capacity and concluded that the bridge is structurally sound and meets today’s load-rating standards for a pedestrian bridge, said Colleen Reilly, LPF’s president. County officials are reviewing the reports. Guy Smith, the new0 ly appointed parks director, told the !"#$"#%&'()$%#**) that county decision makers will “keep an open mind” about a bridge solution. Officials previously had been pushing to replace the bridge since its first recent clo0 sure in 2014. Reilly told the !"#$"#%& that “results of TranSys0 tems’ evaluations are very encouraging that the bridge can successfully be rehabilitated—and for far less money than previous restoration and replacement es0 timates of $1.8 to $2.6 million, respectively.” LPF spent approximately $50,000 for the studies. In June 2016, Chip Brown of Wisconsin’s State Historic Pres0 ervation Office (SHPO) informed Milwaukee County 8 | SEPTEMBER 13, 2018
that to consider a replacement bridge, due diligence “must demonstrate that the bridge cannot be feasibly repaired.” The SHPO monitors proposed projects relat0 ing to structures on the National Register of Historic Places, a division of the National Parks Service.
Demolition Only a ‘Last Resort’
Frederick Law Olmsted (1822-1903), America’s most celebrated landscape architect and co-creator of New York’s Central Park, designed Lake Park starting in 1892, along with Riverside and Washington parks and Newberry Boulevard. In keeping with Olmsted’s master plan, renowned Milwaukee architects Alfred C. Clas and George Bowman Ferry of Ferry & Clas de0 signed the Ravine Road Arch Bridge in 1905 as part of a cluster of neoclassical structures, including the famous Lake Park Pavilion and curvilinear “Grand Staircase” leading to the Lakefront. Milwaukee’s Cen0 tral Library and the Pabst Mansion are among the ar0 chitect’s other works. One of Wisconsin’s first concrete bridges, Ravine Road Arch Bridge features distinctive circular and teardrop-shaped cutouts, which are consid0 ered early examples of architectural Modernism. It may also be the first rib-arch bridge to use the Khan System of reinforced concrete, which later became the industry standard. Milwaukee’s Historic Preservation Commission must approve any plans for the bridge since Lake Park is located within a historic district. Carlen Hatala, se0 nior preservation planner for the City of Milwaukee, oversaw research for a 65-page “cultural heritage as0 sessment” of the bridge’s significance in June 2016. As a panelist at a public meeting about the bridge in Feb0 ruary 2017, Hatala said that “it does not make sense” to see a structure on the National Register of Historic Places as expendable after the considerable effort re0 quired to get it listed. In response to county officials promoting its replace0 ment, Hatala asked, “Why are we looking at this his0 toric bridge differently than the recent restoration of City Hall?” She added, “Demolition must absolutely be the last resort, after all repair options have been exhausted,” and that “replicas are constructed usually only after a structure has been lost or damaged beyond repair, such as in a hurricane.” Milwaukee County Parks does not have any staff specifically tasked with historic preservation. How0 ever, Smith notes that the department’s landscape ar0 chitects often consider historic issues while planning projects. Reilly anticipates that a public meeting about the bridge will be held after county officials review TransSystems’ reports. RAVINE ROAD BRIDGE TIMELINE: A LONG AND WINDING SAGA n December 2014: Milwaukee County closes Ravine Road (a.k.a. “Snake Road”) following concerns that deterioration of the bridge spanning the road might cause small shards of concrete to fall from above. n Early 2015: The Milwaukee County Board of Supervisors allocates $400,000 in the capital budget to study options to “repair or replace” the Ravine Road Arch Bridge. n July 2015: GRAEF completes an in-depth inspection report on the bridge for $60,000. GRAEF offers a rehabilitation option with an estimated 15- to 25-year expected life span and several options for replacement bridges. County officials also consider demolition without replacement as a potential lowcost option. n January 2016: Milwaukee County issues a Request for Proposals (RFP) to “develop three replacement bridge designs and lead a community engagement process.” GRAEF is selected among five bidders; their two-phase bid totals $170,000. n Spring 2016: Based on GRAEF’s inspection report, Milwaukee County officials reopen the bridge to pedestrian traffic. Ravine Road remains closed. n April 2016: County officials convene a “Ravine Road Work Group” to review options including wide-ranging replacement bridge concepts. Although no public notices of the committee’s meetings were posted, some attendees learn of meetings through word of mouth. n September 2016: GRAEF bills the county $99,000 for Phase 1 work, exceeding its original bid of $79,000. The Phase 2 fee-increase request cites “more historic coordination, a public information meeting and additional detail sheets.” (The company’s original bid had, in fact, “assume[d] a replace-in-kind” solution.) County administrators, including County Executive Chris Abele, approve the fee hike. The company’s actual and proposed fees for bridge study and design total $238,000 (up from the firm’s $170,000 accepted bid). Milwaukee County’s Board of Supervisors rejects the company’s Phase-2 contract, citing lack of project funding. n December 2016: Chris Abele closes the bridge again, citing new interpretations of existing load-capacity ratings. Barricades totaling $7,000 are installed at all access points to the bridge and Ravine Road. The Milwaukee chapter of Democratic Socialists of America is organizing a canvass of the Riverwest neighborhood in support of Medicare for All. The group will meet at the Martin Luther King Jr. Library for training and snacks and then go out and knock on doors.

Tom Palzewicz, Julie Henszey and the Democratic Party of Wisconsin will host a weekly canvass and phone bank every Thursday from 4-8 p.m. until the Tuesday, Nov. 6, election. Volunteer opportunities include canvassing, phone banking and more.

But Daddy’s Soul Food & Grille, 754 N. 27th St., has taken the additional step of dedicating a portion of its menu to vegetarian items. Amid a garden salad, meatless burger and veggie wrap, one item stands out far enough to possibly tempt dedicated omnivores seeking uniqueness. Daddy’s Philly cheese portabella sandwich ingeniously substitutes the thinly sliced beefsteak of the City of Brotherly Love’s signature meal for its namesake mushroom caps. White cheese, onion and sweet bell peppers top the burnished, nigh smoky tasting fungi served on a white hoagie bun. or a long time, there has been a narrative around Hernán Pérez. It’s possible the narrative is starting to reflect reality. A waiver claim in 2015, Pérez has played nearly 500 games for the Milwaukee Brewers across nearly every defensive position (and he’s campaigned to no avail to be allowed to catch, also). In fact, he’s been listed in the lineup nine different ways in 2018 alone, including eight defensive positions and an appearance as the designated hitter. Pérez’s defensive abilities have never been in question. He has the rare ability to make positive contributions de-
fensively in almost any spot, as he demonstrated on Sunday when he started a sparkling double play from deep in the hole at shortstop a day after playing second base and three days after starting in right field. Pérez’s versatility is such an asset because, as the Brewers and their broadcasters have routinely stated over the years, “his bat is too good to keep out of the lineup.” That’s where the narrative around Pérez, at least for a time, took a detour away from reality. While Pérez’s offensive game has shown flashes of potential over the years, his results did not suggest that the Brewers needed his offensive presence. Pérez entered the season with 1,239 career plate appearances and a .283 on-base percentage. Despite playing in a hitter-friendly park, Pérez’s on-base plus slugging was more than 40 points below league average in 2017. He’s only the third Brewer ever to make more than 1,400 plate appearances with an OBP under .300 and the first one to do so in 27 years.
A Featured Player But the Brewers haven’t just played Pérez a lot; they’ve featured him. He’s started 158 games as a Brewer in the second, third, fourth or fifth spot in the lineup. FanGraphs estimates that Pérez has been worth -45 offensive runs across his seven MLB seasons, but Craig Counsell has managed to get him into 468 of his first 604 managerial games. Even with Counsell’s current glut of options following the front office’s decisions to add Mike Moustakas, Jonathan Schoop and Curtis Granderson to an already crowded position player unit, Pérez has appeared in 30 of the Brewers’ 34 games
since Wednesday, Aug. 1, and started 13 of them. The interesting thing is, that decision to keep penciling Pérez into the lineup has paid off. Even with an 0-for-3 performance on Sunday, Pérez is batting .287 with a .341 on-base percentage and .467 slugging in his last 51 appearances, dating back to Thursday, July 5. It’s a relatively small sample size (132 plate appearances), and he’s benefitting from an abnormally high .341 batting average on balls in play (his career mark is .302), but it’s still an encouraging development as the Brewers work to chase a postseason spot. One of the challenges in Pérez’s offensive game has been a tendency to be overaggressive. Entering the season, he had walked just 46 times in 1,239 plate appearances— about 3.7% of the time. Following Sunday’s game, Pérez had walked 16 times in 311 trips to the plate in 2018 (5.1%), including 10 times in 132 plate appearances since July 5 (7.6%). It’s worth noting that, while 2018 is Pérez’s seventh MLB season, he was called up for the first time as a 21-year-old and is still only 27. It’s possible he’s still maturing as a hitter, in which case his recent success would be a good sign for his future. He’s still under team control through the 2020 season, so the Brewers could have some time to reap the benefits of his improved approach if he’s able to keep this up. Hernan Pérez’s offensive game hasn’t always lived up to the hype the Brewers have attached to it over the years, but he’s rewarded their patience over the last couple of months, and there are reasons to hope he’ll continue to do so. t’s a Friday morning rehearsal, and a muscular instructor in a shirt with “Fight Guys” printed on the back is teaching fight choreography to the cast of Milwaukee Repertory Theater’s In the Heights. He runs through the basics: the meatiest parts of the body to land a blow; the secrets of making maximum visual impact with minimum physical impact; and the dangers of hitting with elbows or grabbing with thumbs. After a few dry runs, some apologies as castmates awkwardly bump into each other and a close call involving a fake punch thrown at the speed of a real one, the actors pick up remarkably fast. Within minutes, their scene, a drunken brawl at a Latin dance club, begins to come together. Directed by the Rep’s associate artistic director, May Adrales, the company’s production of In the Heights aims to capture the spirit of the musical’s namesake neighborhood—New York City’s multicultural Washington Heights—with the help of performers who know the area firsthand. The production, which will go on to Seattle and Cincinnati after it finishes its Milwaukee run, held auditions in Milwaukee, Seattle, Chicago and New York, and that last city is particularly well represented among the cast. “We have a lot of cast members from New York and the Bronx and a lot of people who have lived in the Heights,” Adrales says. Ryan Alvarado, who stars as idealistic bodega owner, Usnavi, performed on Hamilton’s first national tour, and Tony Chiroldes, who plays protective father, Kevin, was part of In the Heights’ original Broadway run. Karmine Alers (Camila) and Henry Gainza (Piragua Guy) both appeared in Broadway’s On Your Feet. “When I look at the cast, I see the uniqueness and the vibrance of the Heights itself,” Adrales says. “Everybody is coming in with their own story and a deep connection to the show. You can already see in rehearsals that they’re very much a family.” Lin-Manuel Miranda’s follow-up, Hamilton, may have been the crossover phenomenon, but In the Heights was the debut that introduced Miranda’s distinctive style of hip-hop-infused musical theater and announced the arrival of a major Broadway talent. The show, which involves a plot about a fateful lottery ticket but mostly just enjoys the loose rhythms of daily life in a tightknit neighborhood, was nominated for 13 Tonys in 2008 and won four.

‘A Celebration of the Latino Community’
“In the Heights is one of the most transformative musicals of my generation because it broke so many different norms for musical theater and introduced a fusion of musical styles,” Adrales says. “It’s truly revolutionary in what it does in terms of its message because it gives voice to a community that’s underrepresented on our stages. It’s a celebration of the Latino community and a reclamation of American identity that includes Puerto Ricans, Dominicans and Cubans—all those who inhabit the Heights—and gives them a stake in New York City and America.” For all its New York-specific color, there’s a universality in the show’s depictions of immigrants working to better their lives despite considerable disadvantages. When In the Heights premiered on Broadway, it wasn’t seen as especially political, but it’s taken on new resonance over the last decade as the conversation around immigration has grown decidedly uglier. “Politicians be hatin’/Racism in this nation’s gone from latent to blatant,” the character Sonny raps prophetically in the song “$96,000.” The script rebukes those politicians simply by humanizing the very people they dismiss and vilify. “We’re in a time when ‘the other’ is demonized, and, when we talk about immigrants, it’s conflated with some of the most inflammatory, derogatory speech in public discourse,” says Adrales. “That is exactly the opposite of what I Milwaukee understand immigrants Rep to be, being a firstIn the Heights generation American Quadracci myself. I understand Powerhouse that immigrants are the most hard-working, Sept. 18 make-something-out- Oct. 28 of-nothing people, and I think that’s an important reminder for our national discourse right now. No group embodied the drum-machine-heavy sound of New Jack Swing quite as fully as Bell Biv DeVoe, the R&B trio formed by New Edition members Ricky Bell, Michael Bivins and Ronnie DeVoe. Highlighted by its title track, their 1990 album Poison was one of the genre’s great masterpieces, a relentlessly hard record that took all the right cues from the hip-hop of the era. The group never broke up—they continued to perform as Bell Biv DeVoe and participate in New Edition reunions—but it took them 16 years to release their most recent record, 2017’s Three Stripes. For this tour, the band will share the stage with fellow New Jack Swing titan Bobby Brown.
Kevin Hart @ Fiserv Forum, 7 p.m.
It’s difficult to think of mega-stars as “self-made,” but Kevin Hart fits the bill. On the strength of his stand-up comedy, he landed roles in films like The 40-Year-Old-Virgin, Little Fockers and a couple of Scary Movie sequels. It’s only been in the last half decade or so, however, that those supporting roles have given way to star turns in hits like Ride Along, About Last Night, Get Hard and Central Intelligence. His latest comedy, a team-up with Tiffany Haddish called Night School, comes out on Friday, Sept. 28. Despite his new star status, his stand-up comedy remains both insightful and relatable on stage, emphasizing universal topics like family and marriage. This will be the first comedy show at the new Milwaukee Bucks arena.

Few musicians have been more instrumental in re-popularizing bluegrass music than Alison Krauss. Outside of her many solo albums and her six records with the band Union Station, the singer-songwriter has performed on two watershed albums in the roots-music revival: the 2000 soundtrack to O Brother, Where Art Thou? and Raising Sand, her 2007 collaboration with former Led Zeppelin singer Robert Plant, both of which helped grow the audience for traditional country music. Her latest album is 2017’s Windy City, which features 10 covers of American classics by artists like The Osborne Brothers, Brenda Lee, Glen Campbell and Bill Monroe.

On their new EP Songs For All Blood Types, the Milwaukee rock quartet Band of Dust don’t mess with a winning formula. In the spirit of their debut album, Whispers Are Roars, it’s another set of ragged, rootsy rock ’n’ roll as crisp and refreshing as the first sip of a freshly cracked tall boy. Highlighted by the rustic single, “Lara and The Devil,” the record pays due service to tried-and-true influences—Tom Petty and The Replacements loom especially large—but the band strikes an unpretentious, Midwestern vibe that’s all their own.

Unlike observational comedians, political satirists don’t have the luxury of repeating the same jokes year after year. They’re faced with the challenge of keeping their sets up to date with the news cycle, something that Milwaukee-born humorist Will Durst has made look easy. His latest show, “Durst Case Scenario: Midterm Madness,” chronicles the numbing first year and a half under Donald Trump and outlines something Durst calls PTSD: “President Trump Stress Disorder.” Expect plenty of jokes about the ineptitude of the Democratic Party and the uncanny creepiness of Mike Pence from this seasoned comedian.

Billy Bishop Goes to War
William Avery “Billy” Bishop is not exactly a household name in the U.S., but it is in Canada. Bishop was a Canadian pilot (with 72 kills) during World War I. He received numerous awards, including the Victoria Cross, and was the top Canadian and British Empire ace of the war. Billy Bishop Goes to War, by John MacLachlan Gray and Eric Peterson, is a musical play about this cheeky hero and is, in fact, one of the most critically acclaimed Canadian plays of all time. In his heyday, no one was more famous in Canada than this pugnacious young pilot from Owen Sound, Ontario. As theatre students in the ’70s, MacLachlan Gray and Peterson wrote this work, which had its premiere in 1978. A Canadian tour ensued, and, in 1980, Billy Bishop Goes to War opened on Broadway; it has since been performed all over the world. The Life and Times of Vince Lombardi
“When summer transitions to fall, it means a new performing arts series and football,” says Rachel Sorce, executive director of the South Milwaukee Performing Arts Center. “We love cheering on our student-athlete, our favorite college team, and, of course, the Green Bay Packers. The pursuit of excellence, teamwork and perseverance is what compels these values with our season kick-off presentation of The Life and Times of Vince Lombardi.” John Pinero’s one-man embodiment of the famed Packers coach has won widespread praise and recognition from theatre critics as well as the Packers football team and many a former NFL player. Pinero’s show premiered in 1996 in California, and he’s gone on, due to his show’s success, to portray Lombardi across the country. This well-established Danceworks DanceLAB showcase offers a warm look at the varied styles and concerns of a cross-section of Milwaukee’s dance community. The list of artists presenting new work in Saturday’s two concerts is impressive. The 6 p.m. first show features Catey Ott Thompson and her Dance Collective; Indian classical dancer Cyenthia Vijayakumar in collaboration with Danceworks On Tap’s Amy Brinkman; choreographer Lindsay Stevens, back from Minneapolis for a year to serve as guest artist at Milwaukee High School of the Arts, in collaboration with performers Posey Knight and Joelle Worm; Elizabeth Roskopf of Danceworks Performance Company, Wild Space, Lake Arts Project and Li Chiao-Ping Dance in Madison, in collaboration with filmmaker Kym McDaniels; and emerging artists Nadine Bailey on her new identity as a mother, and the young Fusion Dance Collective on facing life’s challenges. The art of papercutting has its origins in the invention of paper itself in the fourth century CE in China. By the Middle Ages, it was a popular art form among Jewish communities in the Middle East. It later spread into Europe, and, in Central America, it seems to have its own origin story. The ancient techniques of papercutting through scissors and knives are alive and at work today around the world. Early critical reactions are trending mildly positive to this reboot, written and directed by Shane Black. Some may remember Black as an unfortunate, bifocaled trooper, a character in the 1987 original screenplay by brothers Jim and John Thomas. Black’s new vision delivers more predators—lots more—including one that dwarfs the regular-sized killers. Taking the “more is more” concept even further, Black includes a pair of predatory pit bulls. However, he abandons the franchise’s dark tone in favor of one-liners and a body count so over-the-top, it’s more comical than frightening. Early on, the film’s hero, Quinn McKenna (Boyd Holbrook, who replaced Benicio Del Toro), acquires some predator technology which he gives to his 12-yearold tech-whiz son (Jacob Tremblay) to analyze. Dowdy mommy blogger Stephanie (Anna Kendrick) eagerly buddies up to Emily (Blake Lively), a drop-dead-gorgeous narcissist who happens to be the mother of Emily’s young son’s friend. Emily’s high-fashion wardrobe, showpiece home and successful hunky husband (Henry Golding) contrast with Stephanie’s pink buttondown sweaters, cotton skirts and work-a-day, single mom existence. In Stephanie’s mind, she and Emily are best friends, so when Emily goes missing, Stephanie digs deep to find out what happened. From the novel by Darcey Bell, Stephanie tells us the version she’d like us to believe, but we see the truth in flashback. Directed by Paul Feig of The Heat, Bridesmaids and Ghostbusters: Answer the Call, A Simple Favor shows us that he continues to explore female friendships in all their wounded glory. (L.M.)

Based on a true story, this adaptation omits some facts and can’t quite muster the sympathetic emotions that some characters surely deserve. During the height of Nancy Reagan’s “Just Say No” campaign, 14-year-old Richard Wershe Jr.—aka “White Boy Rick” (Richie Merritt)—was recruited as an undercover police informant in mid-’80s Detroit. When the FBI no longer requires the lad’s services, the teen begins selling cocaine for profit. Arrested in 1987, Rick was holding eight kilograms, and though his blue-collar dad (Matthew McConaughey) went to bat for his son, Rick Jr. received a life sentence. Meanwhile, the law enforcement brain trust who decided to recruit the kid remained free. A more courageous telling of the whole truth would have made better points and won more hearts. (L.M.)

Michel Hazanavicius earned an unlikely Oscar with his silent movie about silent movies, The Artist. He’s back with another film set in film history; this time, it’s the tumultuous 1960s. Godard Mon Amour satirizes real-life auteur Jean-Luc Godard, starting when the once fresh, young director of Breathless embraced pompous selfimportance and impossible possibilities. In the revolutionary contradictions of the era, he wanted to destroy cinema while continuing to make movies. Godard Mon Amour begins as Godard (Louis Garrel) labors with his teenage wife, Anne (Stacy Martin), on La Chinoise, a Maoist mouthpiece so dull that the crestfallen director was deemed a “reactionary imbecile” by Communist China. Godard Mon Amour mimics the director’s flippant multi-perspective style as he flounders through the 1968 uprising that shook France. He’s a celebrity uncomfortable with celebrity, a wannabe man of action who keeps tripping and breaking his glasses. Bernardo Bertolucci tells him off in a funny scene.
Joni Mitchell: Both Sides Now - Live at the Isle of Wight Festival 1970
“The temperament of the festival was difficult,” Joni Mitchell says with almost British understatement. The 1970 Isle of Wight Festival was hijacked by militant morons, and Mitchell, coaxed out of Donovan’s Gypsy caravan, eventually soothed thousands of savage beasts singing her songs in a fragile voice. She performed those early numbers to an audience that sometimes quieted and listened and sometimes threatened violence. The concert footage was shot and well assembled by Oscar-winner Murray Lerner.
That Summer
Albert and David Maysles’ famed Grey Gardens (1975) documented Jackie Onassis’ reclusive, eccentric relatives Edith and Edie Beale. The brothers were crew for the aborted Beales documentary by celebrity photographer Peter Beard. Some of Beard’s footage is seen in That Summer, which serves as a larger home movie reminiscence of Beard’s summer of ’72 spent with Lee Radziwill, Mick and Bianca Jagger and the gang. Adam hurts his foot in a high dive, the first sign of his 30-something middle-agehood. He wonders where the arc of his longtime relationship with Sarah is headed when the Lolita-like Tammy appears. Sexual tension builds, and then, when Adam and Sarah return home, the trouble really begins. Tumult is an emotionally intelligent noirish thriller, whose text panels comment ironically on the speech bubbles and the action depicted in the frames. ardly a day passes without news reports of people forced to flee their homes because of war, political unrest, economic upheaval, or religious persecution. Across the globe, from war-torn Syria to land-locked African nations and tiny East Asian countries, millions of displaced people are joining the roughly 65.6 million others (about 28,000 people per day), who, according to the United Nations High Commissioner for Refugees, were exiled from their native country in 2017. These involuntary global dislocations have led to the largest refugee crisis ever recorded; however, for many Americans, the current refugee emergency remains a remote reality. The creator of the widely popular fantasy series Artemis Fowl is hoping that a new graphic novel will engender a greater common humanity surrounding the modern refugee experience. In the book Illegal, best-selling author Eoin Colfer and illustrators Andrew Donkin and Giovanni Rigano explore the current plight of migrants on a very visceral, human level. This timely and heart-wrenching story follows a young Ghanaian boy who makes the dangerous journey from Africa to a safe haven in Europe, transforming the staggering refugee statistics into a compelling personal narrative that is illuminating, heartbreaking and emotionally powerful. Colfer, The New York Times best-selling author of the Artemis Fowl series, was born in Ireland and spent four years teaching young children in Saudi Arabia, Tunisia and Italy, experiences which formed the basis for many of his stories. Andrew Donkin and Giovanni Rigano are the illustrators behind numerous graphic novels. The talented trio will appear at Boswell Book Co. at 6:30 p.m. on Thursday, Sept. 13 to discuss Illegal. Jeff Tweedy Debunks the Myth of Suffering For Art !::BY EVAN RYTLEWSKI
t’s been a long time since anybody mistook Jeff Tweedy for a tortured artist. Around the turn of the century the Wilco songwriter was hailed as alt-country’s great iconoclast, a restless soul who guided his band through a series of creative reinventions while chronicling alienation on albums like the band’s 2002 masterpiece Yankee Hotel Foxtrot. But since seeking treatment for depression, anxiety and painkiller addiction in the mid-’00s, his music has become happier, more playful. A Pitchfork review dubbed Wilco’s easygoing 2007 album Sky Blue Sky “dad rock,” and although Tweedy shuttered at the term, on some level he seemed to embrace it. Fatherhood flattered him; he even began touring and recording with his prodigiously talented drummer son Spencer. In November, Tweedy will release a memoir titled Let’s Go (So We Can Get Back). Ahead of that book, and his return to the Pabst Theater for a solo show on Wednesday, Sept. 19, Tweedy chatted with the Shepherd Express about recovery, Wilco’s lovably annoying fanbase, and whether the end is near for the beloved band he’s fronted for nearly 25 years.

What compelled you to write a memoir? Was it something you’d been thinking about doing for a while? I was approached by some different people about there being some interest in me sharing my story or some of my stories. And it seemed like a pretty daunting challenge, so I guess I enjoyed that aspect of it. I feel pretty young and not near the end of my career, so in that regard it feels a little bit premature or silly. But at the same time I do think there are unique aspects to the way my career has gone and I think I have stores to tell. Was there a point in your career when you decided you were going to be more open about your personal experiences? Maybe when I figured out that it actually meant something to somebody. Certainly after I got out of rehab, I think there’s a sense that you’re not helping anybody by being closed and unwilling to share. It just doesn’t work that way for anybody that’s gone through recovery. I think it’s supposed to. The right thing to do is demystify the process of getting help and to try to do your part to remove the stigma of asking for help for mental illness. Did recovery change your songwriting at all? I think everything that happens to you changes your songwriting a bit, but it didn’t in any way that I can point out and underline for you. That’s the short answer. The long answer is “not as much as you would think.” I think the part of me that was able to write songs and create and do something that was fulfilling was the healthier part of me. It wasn’t the part that needed to be healed or fixed as much as the parts of me that were suffering. It’s funny how the popular notion of that is reversed. There’s still a belief that art comes from suffering. It is reversed. In my opinion certainly there’s something adaptive and consoling about being a creative person. And art in general is a great consolation, and there are certainly people with certain types of mood disorders who find that comfort. I Tweedy continued on page 39 >

Love, Loss and Auto-Tune From a lineage that runs from Screamin’ Jay Hawkins to Prince, Swamp Dogg (Jerry Williams Jr.) is an R&B eccentric nonpareil. Within an aesthetic that bridges Stax/Volt-styled soulfulness and psychedelia, he comes tantalizingly close more than once to becoming a star commensurate to the size of his self-effacingly weird talent. Love, Loss and Auto-Tune, as its title implies, slathers processing aplenty on Dogg’s world-weary baritone amid a barrage of disjointedly tuneful electronica. Those familiar with much of his oeuvre shouldn’t be surprised that his customary balance of rib-tickling and tear-shedding remains intact. The brilliance lies in how electro-pop maestro Ryan Olson’s and Bon Iver frontman Justin Vernon’s production so deftly bolsters Dogg’s despair. Love may not generate the kind of buzz of some artists’ career comebacks, but this perennially strange 76-year-old’s brazen and affecting reinvention should elevate his profile considerably and deservedly. —Jamie Lee Rake

Heavy Music: The Complete Cameo Recordings 1966-1967 (ABKCO)
By the time he reached stardom in 1976, Bob Seger already sounded like an old man reflecting on a rich past. That’s because he already had a significant past. Some of his early days are assembled on Heavy Music, which collects recordings with his garage band, The Last Heard. A pile-driving Motor City beat supports the feral vocals, serrated fuzztone guitars and reedy organ. In those days, Seger was young, wild and agonized, drawing from models such as Them (“East Side Story”) as well as Highway 61-era Bob Dylan (“Persecution Smith”), soulful balladeering (“Very Few”) and ornate yet energetic psychedelia (“Vagrant Winter”). He even tips his hat to James Brown on the funky-funny “Sock it to Me Santa” and spoofs Jan and Dean with “Florida Time.” Seger hadn’t arrived at his own sound yet by the end of ‘67, but the diversity of Heavy Music is striking. —David Luhrssen

Puerto Rico’s problems have been in the news for the past few years, and one of them is the assault on the island’s culture from drastic budget cuts. Grammy-nominated saxophonist Miguel Zenón addresses that question with an album of eight commissioned works that draw on Puerto Rico’s folklore. His drifting saxophone hovers across the rhythmic thrumming of the Chicago-based Spektral Quartet on a set of low-key chamber compositions whose formal qualities are modern but whose soul is ancient. —Morton Shlabotnik

just think you’re kind of lucky if you find art as a way to go. I do think it’s backward. I think most art is made in spite of suffering, not because of suffering. Was your creative process always pretty healthy, even in your darker days? I think it’s always been fairly constructive. It’s always been me at my best. It’s a part of me that was there before I ever did drugs. It’s a part of me that… Well, maybe it had something to do with some of the mood disorders or the depression and anxiety that I think started pretty young. But I can’t attribute it to that. It’s who I am. I just got a lot of joy and satisfaction out of making songs, out of making anything. You know, the process changes a lot over time, but I think the thing that is the same is the impulse, feeling compelled to make something. You’ve been doing a lot of acoustic tours lately. Do you have a preference between performing solo and playing with the band these days? They’re like apples and oranges. I really enjoy both. I really like the simplicity of the whole thing, the practicality of getting out on tour with my acoustic guitars. As you can imagine it’s a lot less of an ordeal: fewer people involved, fewer buses and trucks and all of that stuff, so it feels relaxing, almost like a vacation. I enjoy it. I definitely enjoy it. But also I love what Wilco does. I love that feeling when we’re making something that the six of us can make that’s so big and majestic and when it’s working in the right way it’s great.

Have you learned anything about your fans that you didn’t know before you started doing them? I’ve been doing them for such a long time, so I don’t think so. I like that people feel like we’re in a room together, doing it, and they’re not watching a movie. I’ve seen a fair amount of shows where you don’t get the sense where there’s a connection in that regard. I appreciate that Wilco fans, my fans, they’re almost annoyingly… Well, sometimes it’s annoying that they feel so comfortable shouting stuff at me and asking me questions during the songs [laughs], but I think the alternative would be far more boring. Don’t print that, though, because I don’t want to encourage anybody! [Laughs]

Wilco has been around for a long time now. Do you ever think about a long term plan for the band? Do you think it’s the kind of band that can just keep going indefinitely, or will there come a time when you think you’ll want to retire it? I don’t really believe in bands breaking up. I feel like if you’re tired of playing together you should just stop playing together and then wait and see if you feel like playing together again sometime down the road. I’m always a bit skeptical of the marketing of the ending of the band. It seems like it’s always a way to sell tickets or something. That being said, I don’t see any reason why Wilco can’t just keep playing forever. We enjoy it. We’re all good friends. We might not tour as much. We might not put out a record every year or keep up the same pace, but there’s nothing stopping us from enjoying it, so we’ll probably keep doing it for a pretty long time.

According to photographer Masao Yamamoto, it means “cleansed, pure, clear, and untainted.” One of his artistic practices is to wander around forests looking in the soil for “treasures” that emanate shizuka. So in his definition, the term isn’t about being scrubbed or sanitized. Rather, he’s interested in pristine natural phenomena that are unspoiled by civilization. He regards them as food for his soul. I mention this, Virgo, because now is an excellent time for you to get big doses of people and places and things that are cleansed, pure, clear, and untainted. LIBRA (Sept. 23-Oct. 22): Libran blogger Ana-Sofia Cardelle writes candidly about her relationship with herself. She keeps us up to date with the ever-shifting self-images that float through her awareness. Here’s one of her bulletins: “Stage 1. me: I’m the cutest thing in the world. Stage 2. me, two seconds later: no, I’m a freaking goblin. Stage 3. me, two seconds after that: I’m the cutest goblin in the world.” I’m guessing that many of you Libras have reached the end of your own personal version of Stage 2. You’ve either already slipped into Stage 3, or soon will. No later than October 1, you’ll be preparing to glide back into Stage 1 again. SCORPIO (Oct. 23-Nov. 21): “There’s no such thing as love,” said Scorpio painter Pablo Picasso, “there are only proofs of love.” I’m tempted to believe that’s true, especially as I contemplate the current chapter of your life story. The evidence seems clear: you will thrive by engaging in practical demonstrations of how much you care. You’ll be wise to tangibly help and support and encourage and inspire everyone and everything you love. To do so will make you eligible for blessings that are, as of this moment, still hidden or unavailable. SAGITTARIUS (Nov. 22-Dec. 21): According to a Pew Research Study, nearly 75 percent of Americans say they talk to God, but only 30 percent get a reply. I’m guessing the latter figure will rise dramatically for Sagittarian Americans in the next three weeks, however. Why? Because the astrological indicators suggest that authorities of all kinds will be more responsive than usual to Sagittarians of all nationalities. Help from higher powers is likely to be both more palpable and more forthcoming. CAPRICORN (Dec. 22-Jan. 19): One day in October 1926, author Virginia Woolf inscribed in her diary, “I am the usual battlefield of emotions.” It was a complaint, but also a brag. In fact, she drew on this constant turmoil to fuel her substantial output of creative writing. But the fact is that not all of us thrive on such ongoing uproar. I am NOT a battlefield of emotions right now!” AQUARIUS (Jan. 20-Feb. 18): Anthropologist Margaret Mead had definite ideas about “the ways to get insight.” She named them as follows: “to study infants; to study animals; to study indigenous people; to be psychoanalyzed; to have a religious conversion and get over it; to have a psychotic episode and get over it.” I have my own list of ways to spur insight and inspiration, which includes: to do walking meditations in the woods on a regular basis, no matter what the weather; to engage in long, slow sex with a person you love; to spend a few hours reviewing in detail your entire life history; to dance to music you adore for as long as you can before you collapse from delighted exhaustion. he animal rights group People for the Ethical Treatment of Animals in Maine is seeking state permission to construct a permanent memorial to 4,500 or so lobsters that perished on Wednesday, Aug. 22, when a truck carrying them crashed in Brunswick. The monument, a 5-foot-tall granite tombstone, would “remind everyone that the best way to prevent such tragedies is to go vegan,” said Danielle Katz, director of PETA. The proposed wording for the stone is: “In memory of the lobsters who suffered and died at this spot August 2018, Try Vegan, PETA,” and would include a graphic of a lobster. Of course, Maine residents are possibly the least sympathetic about their crustacean counterparts: The Portland Press Herald reports that in 2017, 110 million pounds of lobster were harvested in the state.
Come On In! Along with a nail salon, massage parlor and dry cleaner, a mall in Toronto, Canada, is now the site of North America’s first sex doll brothel. Aura Dolls offers “an exciting new way” for patrons to achieve their desires “without the many restrictions and limitations that a real partner may come with,” says the company’s website. Marketing director Claire Lee told City News on Aug. 27 that customers “come in, they have their own room [with] a TV monitor that plays adult entertainment and a doll ready and waiting for you.” Lee also assures potential customers that the dolls will be cleaned after each customer using a three-step process. The company says it has had requests from women for male dolls and is considering adding them.
Nixing the Knicks Lifelong New York Knicks fan Evan Perlmutter, 33, finally hit the wall with his team. Fed up that the Knicks had been promising a better future for a decade, he told Bleacher Report, Perlmutter posted a listing on eBay to sell his fandom. In the description, he promised to root for the team of the auction winner’s choosing and “burn no less than three articles of Knicks memorabilia.” Sure enough, he got
a bite: James Riedel, 23, of Orange County, Calif., paid $3,500 for Perlmutter’s fandom on Aug. 24, converting Perlmutter into a Los Angeles Lakers fan. Perlmutter plans to attend a few Lakers games with Riedel and record his destruction of his Knicks gear for Riedel’s YouTube channel.
Dog-sitting…and More! Colorado Springs, Colo., resident Klete Keller engaged the services of a female dogsitter through an app called “Wag!” for his pet, Jimbo. But Keller’s tail was not wagging when he returned home early on the morning of Aug. 27 to find two shirtless men sitting on his couch and “an open bottle of personal lubricant and a camcorder on the end table,” Keller told Fox 21 News. When reached for comment, the unnamed dog-sitter said her keys were stuck in her car, and she “didn’t have WD-40, so I ended up grabbing what I had in my car, for things, that, you know, I do on my personal time.” But Keller also noticed what he suspected was “bodily fluids” on the couch and said Jimbo was locked in a bedroom, sitting in his own urine and acting terrified. “It was just, just a total mess, and I can only imagine what poor Jimbo saw in there,” Keller said. The sitter did admit that she shouldn’t have invited guests over, but it’s a good bet her former 4.96 out of 5 rating on “Wag!” might take a hit.
You Want Fentanyl Fries With That? William Parrish Jr., 32, and McKenzee Dobbs, 20, of Ocala, Fla., were just trying to better accommodate their customers when they turned the kitchen window of their mobile home into a drive-thru for heroin addicts. They also installed helpful directional signs and even had a “Closed, Please Call Again” sign alerting buyers when they’d next be open. Ocala police officers who raided the trailer on Aug. 23 were tipped off by several overdoses happening nearby. “We were able to determine that the product was laced with fentanyl,” police Capt. Steven Cuppy told WFTV.
