Edwards Aquifer Habitat Conservation Plan efforts target water quality, species at risk

ost San Marcos residents have heard the good news regarding the river and aquifer: the Edwards Aquifer Habitat Conservation Plan (HCP) has been approved by the U.S. Fish and Wildlife Service. Years of work on the plan and millions of dollars was invested by many cities, industries, farmers, state agencies and nonprofit environmental organizations in the Edwards Aquifer region since a stable aquifer is important for the regional economy. They created a plan by consensus to stabilize the aquifer levels and keep the San Marcos and Comal Springs flowing during dry times. But there is no resting now. All the planners and stakeholders are beginning the actual work that they promised to do, to keep the springs flowing and improve the habitat for the endangered species which inhabit those springs. There will be work done in San Marcos and New Braunfels and in counties all over the Edwards region. A major project outlined in the HCP utilizes leased water rights from the Edwards Aquifer, storing the water in the sandy Carrizo Aquifer south of San Antonio. During severe drought, the stored water will be piped to San Antonio, and used instead of water pumped from the Edwards Aquifer. This Aquifer Storage and Recovery project of the HCP provides the majority of water that computer models have estimat-

ed is needed to keep the springs flowing. The San Antonio Water System already has its own Aquifer Storage and Recovery System, operating for several years, storing the same amount of water underground as would have been stored in the old proposed Applewhite Reservoir, if it had been built. In fact, because recent rainfall has been so sparse, San Antonio is already drawing from its own stored water placed in the Carrizo (before the HCP plan was approved or funded). The HCP project to store additional water will get underway later during wetter periods. Another HCP project will help farmers in western counties of the Edwards region to decide not to plant crops during droughts, by paying the farmers who sign up for the Voluntary Irrigation Suspension Program (VISPO). Farmers are now in the process of signing up for these future payments, which would only be paid if the low level trigger is reached by a certain date each year. This project will make a big difference in water availability to the springs during droughts. The whole Edwards region is also adding a Stage 5 to its critical period water conservation stages, limiting pumping more stringently during the very worst of drought â&#x20AC;&#x201C; times that would be even worse than the 1950s drought. The HCP will also help small towns set up better water conservation programs, and reduce water losses, in exchange for a portion of those water savings being dedicated to the HCPâ&#x20AC;&#x2122;s goal of keeping the springs flowing. The projects most interesting to San Marcans will be the research on endangered species in the San Marcos River and nearby on McCarty Lane at the National Fish Hatchery and Technology Center, with the aim of improving the habitat in the river by learning more about ideal conditions for the species. The Comal Springs will be the subject of similar research and projects. In the San Marcos River, locals can expect to see eroded riverbanks stabilized and plantings along the banks with large numbers of native trees and shrubs to help filter storm water runoff. Litter pickup in the river and tributaries has already begun, and soon removal of invasive plant and animal species in the river

will begin. Most locals will enjoy seeing the thick sediments on the river bottom being suctioned out, once permits are received for that project. Both the city and the university will be hosting public events in 2013 so that people can learn about these projects and perhaps become involved. Funding for the projects is coming from a fee on Edwards Aquifer pumping paid by cities and industries in the region, plus additional funds provided by downstream water providers and industries. The group of stakeholders involved in the HCP has now been narrowed down to a smaller group of those implementing the plan, and the group reviews each project as it is planned and contracts are let. STAR Park

exas State University officially opened STAR One, the first building at the Science, Technology and Advanced Research (STAR) Park, in late 2012. STAR Park is a 38-acre site hosting Texas State’s first incubator building, STAR One. Dedicated to the university’s research and commercialization efforts, STAR One, a 20,000square-foot facility, will serve as a technology incubator/accelerator for start-up and early-stage businesses, and will provide companies access to secure wet labs, clean space, conference room, office space and other university-provided services. Texas State President Denise Trauth, Provost Gene Bourgeois and STAR Park Executive Director Stephen Frayser, as well as area dignitaries, were on hand for the event. Although Frayser is new to Texas, he is a veteran research park manager. He came to San Marcos from the Nebraska Technology Park, where he had served as president since 2003. During his tenure, 2,400 jobs were created or retained, more than 300,000 square feet of new facilities were built and more than $68 million in new capital investments were made.

Q What are the goals for the STAR Park?

A research park creates an environment that fosters commercialization and entrepreneurship. We've got a long-range view of the world. Our goal is to create new opportunities and new companies. We want to see the university more engaged in these activities that are added to its traditional mission of research and education.

STAR One is both a business incubator and a collaboration space. Phase I of the building is focused on materials sciences. Our initial facilities are built as chemical labs, clean rooms and supporting service areas.

t’s not quite a year old, but the North Carolina Furniture Direct Farm Club is quickly gaining a national reputation for the quality of its baseball complex. To say it is not like anything else you have ever seen is putting it mildly. And for most, driving down the country road on which it is located reminds one of the famous baseball movie, “Field of Dreams.” Visitors wind past farms and trees just off Hwy. 123 near Zorn and suddenly emerge to see the massive complex. Earl Studdard Earl Studdard, owner of North Carolina Furniture Direct and president of the NCFD Farm Club, created his dream which is already being enjoyed by thousands of youth and adults. “We just had a tournament with 40 teams from all over Texas,” Studdard said. “Word continues to spread and we are seeing more and more interest every week. Right now we are completely booked through the end of June.” Today the complex has six fields in playing condition but will soon add another 13-and-under and 18-and-under field, which will be operational for play by late summer or early fall. “Then sometime in the next year we will start construction on an additional three high school/college fields and later expand with additional 12-and-under fields,” Studdard said. Studdard said the response has exceeded his expectations and he is pleased that participants have all had

positive comments about their experience at the NCFD complex. With an air conditioned 6,000 square foot concession stand, the complex is ideal for parents and grandparents who want to take a cool break from the action on the fields. “We will also be hosting four MLB (Major League Baseball) alumni events this year with free clinics for area youth,” Studdard said. During the past year, the facility hosted two MLB alumni events which drew overwhelming response. What makes NCFD Farm Club so popular with the baseball coaches and kids is its overall design. The backstops are 45’ high and 120’ long on both sides, which speeds the games along and eliminates delays. Each field has warning tracks, large dugouts and Bermuda sports grass that gives the fans and players the “big league” experience. “The design of our baseball complex allows a coach to plan practices on fields that will fulfill their goals at a price that is affordable for any team to use,” Studdard said. “The practice infields have batting cages next to them that will accommodate professional style practices and that lets the coach conduct infield work and hitting/pitching drills at the same time. A Taste of San Marcos Heritage...

The San Marcos Heritage Association Board of Directors

ince 1975, homeowners in San Marcos have opened their doors to welcome both local residents and visitors from across the state during the Heritage Association's Tour of Homes. The tour is one of many projects Heritage Association members undertake each year as part of their commitment to preserving buildings and perpetuating the customs, traditions and natural beauty of this community. The 2013 tour on May 4-5 will not disappoint, as the association presents “Revisiting Historic Hopkins: Gateway to San Marcos.” Four varied homes, stretching from the 100 block to the 1100 block of Hopkins Street, will be included on the tour, along with a lemonade respite in the 700 block and the Price Seniors Center on nearby San Antonio Street. “Come join us and walk inside some of the beautiful historical homes of San Marcos,” Tour Chair Jean Baggett said. “You'll see a loft, a repurposed church and, of course, the beautiful residences on Hopkins Street. Along the way will be music, wine tasting, refreshments and a garden sale, making this a great way to spend an afternoon in San Marcos.” Hopkins Street homes have often been featured on Heritage Tours, which take place on the first weekend in May each year. Tickets, good for both days of the tour, are $10 each and can be purchased at any of the tour stops. Tickets will also be available at the

Charles S. Cock House Museum, another Hopkins home long connected with the Heritage Association. On most Fridays from 11 a.m. until 1 p.m., the Cock House is transformed into the Cottage Kitchen, where a delicious $7 lunch is served by local volunteers, including church groups, businesses, service clubs and civic organizations. The Heritage Association Guild oversees the Friday luncheons and works alongside the city's Parks and Recreation Department to maintain the Cock House. “I look forward so much to Fridays,”

said Bonnie Barrow, the 2013 Guild chair. “It's a joy for me to come in and meet people who drop by for lunch and thank them for their support. It's also a treat to see how people mingle and to enjoy the camaraderie at the Cottage Kitchen; our guests often sit with someone they don't know, and they end up making new friends. People come in with a smile on their face and can't wait to come back the following week. Our volunteers who provide and serve the meals also enjoy the experience, and we appreciate their contribution so much. We couldn't do this without them.” In addition to opening on Fridays for lunch, the Charles S. Cock House Museum, along with the Dr. Eli T. Merriman Cabin, located just a stone's throw away, is also open to visitors on the first Saturday of every month from 10 a.m. until 2 p.m. The “First Saturday Heritage San Marcos” tours are part of a city-wide effort to promote the museums and cultural centers in San Marcos. Also open to the public, free of charge, every first Saturday are the Hays County Courthouse Museum, the LBJ Museum, the Centro Cultural Hispano de San Marcos, the Calaboose African American History Museum and the Central Texas Wing of the Commemorative Air Force. Heritage members, under the leadership of the Riverwalk Park Committee, are also charged with carrying out beautification and preservation projects throughout Veramendi Plaza Park. Continued from page 14 in memory of deceased distinguished residents, dedicating the trees in March during an Arbor Day Celebration. The most recent Arbor Day honoree was Emmett McCoy. A Tree of Honor ceremony is also held in April to recognize deceased members of the Heritage Association who made significant contributions to the association as well as to the community. The 2013 event honored Jim Pape and Nettie Serur. A new project for the Heritage Association was initiated in 2012 in conjunction with the Friends of the San Marcos Cemetery. The two groups organized a living history walk through the historic San Marcos City Cemetery. The 2013 Cemetery Walk, set for Nov. 2, will feature the stories of the city's founders and settlers. “In last year's walk, we honored many of our veterans buried in the cemetery,” Heritage President Shelley Henry said. “We look forward this November to focusing on the early settlers of our town and honoring the contributions they made.” The Heritage Association welcomes new members who share a common interest in the history and cultural heritage of San Marcos. Transportation a Top Priority for County Officials

ecognizing that economic development and supporting infrastructure go handin-hand, Hays County has made planning – especially for water supplies and transportation – a priority throughout the rapidly growing county. Ideally located between San Antonio and Austin, the county’s population is expected to more than double by 2035. As in the rest of Central Texas, water is a top-ofmind concern and the court has taken steps to provide leadership for this complicated, regional issue. The Hays County Commissioners Court has adopted a resolution in support of repurposing the Coalition of Central Texas Utilities Development Corporation to act regionally to identify opportunities to obtain, develop and direct water resources and availability throughout the Central Texas region. The county also joined the city of Bee Cave and the West Travis County Municipal Utility District (MUD) #5 as co-sponsors of the West Travis County Public Utility Agency and entered into a purchase agreement with the Lower Colorado River Authority (LCRA) to acquire and begin operating water and wastewater facilities in western Travis and northern Hays County. The (WTCPUA) began operating the system in March 2012. The county has also just completed a yearlong project to update its countywide transportation plan, identifying needed roads and road improvements with the help of residents and professional engineers. “This plan puts the county in a good place to face the future,” County Judge Bert Cobb, M.D said. “It's a comprehensive plan, developed with the help of advisory committees made up of technical experts and the citizens who live and work in Hays County. We'll be ready to build when the time is right and when funding is available.” In 2008 Hays County voters approved $207 million

in road bond projects: just over $58.8 million was targeted for priority local safety and mobility improvements such as turn lanes and $148.2 million for projects funded by Texas Department of Transportation's pass-through financing program to enable major road and bridge construction. TxDOT will reimburse $133 million of the pass-through costs to the county. With 70 percent of the projects complete, priority projects are now expected to cost $48.2 million and passthrough projects $124.6 million, officials say. “By taking advantage of innovative partnership arrangements, low interest rates and lower-thanexpected material and labor costs we've managed to bring our road projects in well under budget,” Cobb said. “That's good news because we can fund more road improvements which will increase safety and mobility for anyone traveling through or within Hays County.” The Commissioners Court has also approved a resolution to develop and construct projects in partnership with TxDOT that will be funded in part by the $35 million in savings. The proposal calls for a total of $88 million from TxDOT, $48 million of which will be reimbursed to the state agency through a Transportation Reinvestment Zone (TRZ). TxDOT would also contribute $40 million in new construction costs for projects developed by Hays County. In keeping with its goal to use tax dollars wisely, the court works closely with its bond reviewers to determine the right time to issue bonds and re-fund bonds to take advantage of lower interest rates. The county was recently awarded Leadership Circle status by the State Comptroller's Office for its financial transparency. THE HISTORY BEHIND OLD MAIN

• This red-roofed, castle-like landmark was Texas Stateʼs first building — and until 1908, the only campus structure. Designed by architect E. Northcraft, Old Main was built in a style known as Victorian Gothic.

• The building opened in time for the first classes in fall 1903. As other buildings were added, Old Main served as Texas Stateʼs administration building. • Old Main has undergone many renovations. Originally, most of the second floor was a large auditorium/chapel, with an ornately carved and filigreed cathedral ceiling. With a stage at one end and a balcony at the other, this is where general assemblies, plays and presentations were held.

• The auditorium was subdivided into smaller rooms in the 1972 renovation, and in 1988, a floor was added at the balcony level. However, the remnants of the ornate ceiling are still visible on the third floor. An extensive restoration in 1993-94 returned the famous roof to its original style and color.

SMCISD was one of the first school districts in the nation to use iPods with English Language Learners, earning The Journal's Innovator of the Year Award two years in a row. SMCISD has a robust award winning robotics teams in both elementary and secondary schools; and has won numerous individual state and national teacher technology awards. San Marcos CISD is a leader in progressive and innovative instructional technology. Technology in schools is a moving target. The next best thing rolls out every few months. San Marcos CISDâ&#x20AC;&#x2122;s focus is on learning outcomes and not just the technology. Providing current technology to students, parents, teachers and administrators is, however, a priority. Current technologies are a part of the larger learning outcome equation. SMCISD's Pre-K through 12 students, administrators and teachers are focusing on key instructional areas for the next few years. Digital Learning: As online resources, textbooks, courses and open source materials continue to grow in the digital

world, school districts need to meet the growing digital needs of students. Digital learning leverages in school and out of school consumption of media by students. SMCISD students consume educational games, digital content and online communities all in an effort to increase learning outcomes. It has been increasingly difficult for school districts to manage student access and manage content to improve learning. SMCISD has invested in several technologies and uses free technologies to meet the growing digital needs of students. SMCISD recently purchased a media server. Through this server teachers and soon students can upload and share all types of media. Loaded on this server are videos of classroom lessons, Discovery videos and media, files including PowerPoint presentations, PDF documents, Interactive whiteboard lessons and much more that can be loaded and shared. Content can be assigned to students to match classroom instruction. If the resource was viewed by a student, teachers can use the media server to keep track. It is an efficient and effective way of distributing digital content 24/7. This server can also be used to deliver professional development on demand as teachers, staff and administrators need it. San Marcos CISD uses another product to provide digital learning called Project Share. Project Share is a free resource provided by the Texas Education Agency. Project Share now boasts more than 70 online professional development courses, more than 50 collections in Texas Education on iTunes U, career and technical education (CTE) professional development courses for mathematics or science. Students are able to access online courses developed by their teachers and OnTrack courses to help them pass End of Course Exams (STAAR). Through single sign-on, students not only have access to these courses, but they have access to the New York Times dating back to the early 1900s. They can pull up articles from the Times that have first-hand accounts of events in history. For example, students can view a news article in a first-hand account about the Emancipation Proclamation. Project Share is also a self-contained online classroom community for students to share, collaborate and learn together online. See TECH page 24

Online learning in SMCISD is extended to San Marcos High School students through the Texas Virtual School Network (TxVSN). It provides students with choice, flexibility and quality instruction. TxVSN is a clearinghouse of rigorous online courses offered by approved providers. Because the Texas Education Agency approves all courses, students can be assured that courses meet the state's high standards for teaching and learning. Students are able to take courses from other school districts, community colleges and universities. SMCISD also offers many more online resources and digital content such as electronic textbooks, educational games, top of the line educational software, EBSCO online databases with access to the Library of Congress and Massive Open Online Courses from universities such as Duke, Stanford and Harvard. San Marcos CISD also offers access for educational purposes to online video repositories like Atomic Learning, Discovery Learning Videos, Brain Pop, Teacher Tube, School Tube and You Tube. These are just a few of the digital video resources to which students have access. Bring Your Own Device (BYOD): SMCISD implemented a Bring Your Own Device program this year for students and staff, to support learning and productivity. This is a policy of permitting students and teachers to bring personally owned mobile devices to school to use for educational purposes. Students and staff can log onto the SMCISD network and get access to filtered Internet to use for instruction. Subject-Centric Tools: Lower price points and technological improvements are putting highly sophisticated tools within reach for K-12 educators who only dreamed of using such equipment in their classrooms. Middle and high school science students are using science probes in class to record temperature, speed, ionic content and other critical scientific measures. The theater department is using iPads to manage the technical portion of its shows including lights. The athletic department is using iPads to improve golf swings, track statistics and improve performance. Mobile devices such as iPads and Kindles are available on each campus as instructional tools. In most cases, expensive subject related tools are no longer a barrier. Now low cost apps can replace these expensive tools and can be loaded on mobile devices. These low cost apps have the ability to turn any mobile device into authentic tools to connect learning to real world problems. Students can also use the mobile devices to consume and produce products. SMCISD also provides teaching tools for each classroom: a projector, speakers, a document camera, one to four classroom computers that are connected to the district network and in some classrooms electronic whiteboard solutions and interactive projectors. Also, a few teachers have access to video equipment and are recording their classroom instruction for use in a flipped classroom model. Data Analytics: Administrators and teachers are overwhelmed by the reams of data being generated by their technology applications, software and systems. K-12 districts need effective ways to make sense out of the information overload and properly leverage the data with which they're being saddled. Increasingly, San Marcos CISD is seeking ways to consolidate all of this data in one location. One way that SMCISD is reaching out to better manage student data is to apply to be an early adopter of TEA's Texas Student Data System (TSDS). This system will improved student identification and provide a more accurate longitudinal record of each student's progress throughout their school career. TSDS offers schools significant potential cost savings, through more resources being available to students. TSDS brings

The commissioning process is the time leading up to production when all functions are tested and the plant is engineered for optimal performance. The expansion and construction project as well as commissioning processes have gone well for the hardworking team at Hunter. With its completion, Hunter II will place TXI on the forefront of modern and energy-efficient production technology, among the top in the United States in terms of modern facilities. Communication, teamwork and continuous improvement are just a few of the building blocks by which the company operates, and each of these is being utilized to ensure that the expansion process continues to run smoothly. The impact for the company is also significant because of the overall approach to the marketplace here in Central Texas. Once this project is complete, TXI will have more versatility in types and production of cement. The expansion will not only increase the capacity of the plant but it significantly increases the environmental efficiencies. TXI is utilizing the most advanced and modern process technologies in equipment and controls, and is making a significant investment to ensure it stays on the cutting edge of innovation and stewardship. These investments will result in a state-of-the-art facility that will optimize energy efficiency and sustainability while also minimizing environmental impacts.

n the century and a half that railroads have been a part of American life, there have been plenty who drew inspiration from the plaintive wail of a train’s horn. It’s likely most of them lived some distance from the tracks. In San Marcos, there’s virtually no neighborhood where the wail — or sharp bark — of a passing train’s horn can’t be heard. And while there are plans to greatly cut down on the noise, there’s no apparent schedule. For more than a year, the city has been working to create “Railroad Quiet Zones” at 26 crossings within the city limits. But implementation has stalled as of late, with city officials waiting on Union Pacific before more work can be done. Of the 26 planned “quiet zones,” the one on Patton Street will require the most work, and that will begin when Union Pacific Railroad (UPRR) installs “quad gates” there, according to Janae Ryan with the city’s Engineering and Capital Improvements Department. “That’s kind of what makes it a little more complicated, we have to wait for them. UPRR will not let us construct anything ourselves — everything is on their right of way,” she said. When things get going, though, residents won’t have their sleep interrupted every time a train comes through town, which is, on average, 24 times each 24hour cycle. Here’s a breakdown, including the projected cost:

When the doors open to the new Performing Arts Center at Texas State University in January 2014, it won’t be just any door that swings open. Spanish artist Miguel Zapata is traveling back and forth from Spain to Texas to work on a 12-foot bronze “Texas Door” that will depict the proud history of Texas when it welcomes visitors to the new center. sculpture will include The Alamo, General Sam Houston, the surrender of Santa Anna and the Capitol of Texas. The initials GTT — Gone To Texas, a common sights on gates and fence posts in the southeast United States in 1830 — will be included at the top of the door. The door is just a small piece of the facility in progress on University Drive, which features a 400-seat theater and a 300-seat recital hall, along with rehearsal spaces, staging areas and a grand lobby. “I think the thing that has bothered me most in my 26 years as dean has been the complaint from townspeople who have wanted to come to an event but wondered how they get there and how they will park,” former Dean of the College of Fine Arts and Communication Dr. Richard Cheatham said. “By building this facility literally on the door step of the campus, we will have both the parking and the facility to really make the arts a prominent part of the San Marcos community.” A 455-space parking garage is included

he 21st Texas Natural & Western Swing Festival is set for Saturday, May 18 and will once again take place on the Courthouse Square. Western Swing is the only music whose roots can be traced directly to Texas. In addition to the great music, there will also be the Texas Marketplace which features only products that are grown, produced, manufactured or crafted in Texas. There will also be a Farmer’s Market at the Courthouse Square that day. ith the rising popularity of Farmer’s Markets across the country, San Marcos is fortunate to have two that operate every week of the year, one on Saturdays and the other on Tuesdays. The Saturday Farmer’s Market is located on the south side of the Hays County Courthouse from 9 a.m. to 1 p.m. Located on San Antonio Street between LBJ and Guadalupe Streets, the San Marcos Farmer’s Market is run by the San Marcos/New Braunfels Farmer’s Market Association and provides Central Texas farmers the opportunity to sell their crops and give consumers the choice of fresh, homegrown and homemade products. Tuesday’s market is located just a couple of blocks southeast of the courthouse at 204 S. Edward Gary St. and is open from 3-6 p.m. The Tuesday market is also certified by the Texas Certified Farmer’s Market Association. Annual fest fun for pets – and their humans

ET FEST is PALS’ largest fundraiser of the year. It will be held this year on Saturday, Sept. 28. The festival is located in the park by the beautiful San Marcos River with events throughout the San Marcos Plaza Pavilion Park (located at 401 East Hopkins Street). Admission is free, but it is requested that attendees bring a donation of dry pet food. Cash donations are also accepted and all contributions are tax-deductible. PET FEST is a celebration of all pets, large and small, and restrained animals with nice manners are invited. Costumes are encouraged. Bring a pet or come meet and greet the homeless pets from shelters and rescues who are waiting to be adopted. There will also be childrens’ events, games, demos, a silent auction, contests, pet costumes, exhibits, vendors, plenty of food and much more. For runners there is also the annual PET FEST 5K & Fun Run/Dog Jog. Distance: 5K & 1 mile all ages Fun Run & 1/4 mile Kids Fun Run. San Marcos Regional Airport boasts interesting history, promising future

he San Marcos Regional Airport, serving general aviation and the only reliever airport between Austin and San Antonio, is positioned to become an important economic engine in Central Texas. Redbird Skyport

Redbird Flight Simulations, an Austin-based company and the world’s largest manufacturer of full motion flight simulators, opened a 27,000 sq./ft. state-of-the-art headquarters, including a hangar, in October of 2011. Construction Shows Strong Trends

ast year brought a boom of private construction to San Marcos with 3,993 construction permits being issued with a total construction value of $106,532,603. This is an almost 50 percent increase in construction dollars over 2011. In 2012, 2,630 multifamily bedrooms were completed while another 2,756 bedrooms were under construction. Multifamily construction is only part of the story. During 2012, a total of 313 new single-family home construction permits had been issued, exceeding the

total number issued in all of 2011 (182) and in 2010 (153). Overall residential permits, which include renovations and additions to existing single-family homes, have also increased steadily since 2010. New businesses also took root in San Marcos last year. In 2012, Robert Madden Industries and Candlewood Suites Motel-a $4 million project-opened their doors to the public. The former site of Montana Mikeâ&#x20AC;&#x2122;s restaurant was redeveloped into San Marcos Square and now hosts Five Guys Burgers and Fries, Best Buy Mobile, Approved Money and the Sprint Store.

The historic Merriman Cabin was built in 1846 by Dr. Eli T. Merriman (1815-1867), a Yale graduate and 1838 Texas settler. Merriman was one of three San Marcos town site owners and first physician in the area.

Park Rules:

• Park curfew (when parks are closed) is from 11 p.m. to 6 a.m. every night. • Prohibit the public display and consumption of alcohol in city parks. • Prohibit alcohol on city owned dams, spillways and bridges. • Ban the use of styrofoam type products in parks and the river, including coolers, ice chests, cups, plates, toys, floats, kickboards, rings or swim gear. Styrofoam liners used in floatation devices or dock supports are exempt if they are encapsulated by a water-based acrylic or latex coating or within a boat. • Create tobacco free zones in play areas and athletic fields. • Require container lids to be secured in the San Marcos River. • Allow the use of barbecue pits and pop-up tents in designated areas. • Regulate the use of spear guns and gigs in the San Marcos River for wildlife management purposes. • Park rules apply in natural areas. • Minimum fines for littering are $250 in the river and parks.

Vision San Marcos

he San Marcos community has completed a Comprehensive Master Plan that will guide the city’s growth and identify what resources need to be preserved in the coming decades. Named “Vision San Marcos: A River Runs Through Us,” the comprehensive plan represents a collaboration among citizens, representatives from across the community who served on the Steering and Citizens Advisory Committees, planning staff and advisors. “We are incredibly grateful for the untold hours of work by the Steering Committee, Citizens Advisory Committee, Planning and Zoning Commission, city staff, advisors, and hundreds of citizens who have offered their vision for the future and participated in this process,” Mayor Daniel Guerrero said. “This plan

will guide future growth, preservation and development for San Marcos and will be a vital resource for our entire community.” The plan contains the visions and goals that outline what the community wants for San Marcos from now until 2035. Plan elements include Economic Development, Environment & Resource Protection, Land Use, Neighborhoods and Housing, Parks, Public Spaces and Facilities and Transportation. Following public hearings, review and recommendation by the Planning and Zoning Commission, the City Council adopted the plan in the spring of 2013. Pedestrian friendly downtown: A $10.2 million capital improvements project to create broad sidewalks, streetscapes, underground utilities, drainage and street improvements is underway in historic Downtown San Marcos on N. LBJ Drive and Hutchison Street. The project will be finished in mid 2014.

he San Marcos City Council, elected at large by the voters, provides the important policy decisions that guide community progress in San Marcos. Members of the 2013 City Council are Mayor Daniel Guerrero, Mayor Pro Tem John Thomaides, Deputy Mayor Pro Tem Wayne Becak and City Council Members Kim Porterfield, Jude Prather, Ryan Thomason and Shane Scott. With a 2013 budget of $160.8 million, the city of San Marcos offers a broad range of community services: police and fire protection, electric, water, and wastewater utility services, administration, finance, planning and development, engineering and capital improvements, streets and transportation, parks and recreation, library, regional airport, environmental health, animal services, municipal court, technology services and human services. The city supports economic development and tourism programs and a national main street program. San Marcos was awarded the Texas Comptroller’s “Gold Award” for Government Transparency for ready access to online financial information. port accountability, decision-making, public trust and informed participation by the public. Community participation in decision-making is a strong component of San Marcos city government, with some 200 residents serving on 26 boards and commissions. City Council meetings and Planning and Zoning meetings are televised live on two cable channels and streamed over the Internet. City Manager, Jim Nuse, leads a team of 569 dedicated employees. City Council appointees also include City Attorney, Michael Cosentino; Municipal Court at Law Judge, John Burke, and City Clerk, Jamie Lee Pettijohn. Collette Jamison and Steve Parker serve as assistant city managers. San Marcos was founded in 1851, established as a general law city with a locally elected city government in 1877, and became a home rule city operating under a voterapproved municipal charter in 1967. The City Council elections are held each November. The mayor serves a two year term of office and city council members serve three year staggered terms. he great Texas folklorist J. Frank Dobie once said, “It seems to me that people living in the Southwest will lead fuller and richer lives if they become aware of what it holds.” This “spirit of place ”— the deep sense of cultural richness specific to our region — is at the very heart of the Wittliff Collections. It is the creative spark behind the literary and photographic treasures that make up the Wittliff’s Southwestern Writers Collection and the Southwestern & Mexican Photography Collection. Founded 26 years ago at Texas State University in San Marcos by Austin screenwriter and photographer Bill Wittliff and his wife Sally, the collections are dedicated to preserving the photographs, literature, film and music that define our part of the country. They are also committed to sharing this legacy, to delighting and inspiring the current generation as well as those to come and to illumi-

hat man cannot step into the same river twice is an observation dating to ancient Greece. Yet the words of the philosopher, Heraclitus, ring truer today than ever, as the crystalclear San Marcos River grows both more beloved and more threatened with each passing year. It is in every sense the life-blood of the town, and the 72-degree water that gushes forth from the Edwards Aquifer through San Marcos Springs has lured humans here for some 13,000 years. Man was already here when the Great Pyramid was built, and archaeologists have found evidence that not only did nomadic tribes settle around the great springs, they traded with others from far away who were

also drawn to the natural oasis. Wild in those days — early accounts say the biggest springs erupted in fresh water geysers — the river was tamed, and Spring Lake formed, when Anglo settlers built a dam and used the force of the water to power a gristmill. Today, scientists widely acknowledge the area around the San Marcos Springs where Texas State’s Aquarena Center has now been established to be the longest continually-inhabited spot in all of North America. And, we’re still welcoming people to the neighborhood, as San Marcos and Hays County are among the state’s fastest-growing areas. As population increases, more and more

demands have been placed on the river and the aquifer. San Marcos was the first city that primarily drew Edwards water for municipal uses to switch to surface water from Lake Dunlap. San Antonio, by far the largest city to depend on the Edwards, has begun storing water in the Carrizo Aquifer; and the recent adoption of a Habitat Conservation Plan will spur more municipalities to follow suit. The best protection the San Marcos River now enjoys is that it is home to a number of federally endangered species. They include the Texas Blind Salamander, an eyeless amphibian that lives in the Aquifer, occasionally shooting forth through the springs and into the mouth of a waiting catfish; Texas Wild Rice, an aquatic grass whose long leaves wave seductively in the clear, moving water; the San Marcos Salamander and the fountain darter. Preservation efforts came too late for another species, however. The San Marcos gambusia has not been seen since the early 1980s and is considered extinct by most. Unlike Comal Springs in New Braunfels, the San Marcos Springs have never been known to fail. The flow has, however, gotten precariously low during the drought of recent years which appeared to peak in 2011. It was dubbed the “River of Innocents” by the Tonkawa who were here when it was “discovered” by Spanish explorers on the Feast Day of St. Mark — hence its present-day name. Innocent it remains, and defenseless as well.

or more than 100 years, collegiate athletics has played a pivotal role enhancing the history, culture and community that we locals like to call “San Marvelous.” Texas State University has grown immensely since its inception in 1899 as Southwest Texas State Normal School, and is now one of the state’s largest universities with an enrollment of more than 34,229. As the university has grown, so has its athletic department. Over the past 12 years, Texas State has spent more than $83,000 million on athletic improvements, and when students voted for an athletic assessment fee in 2008, paving the way for the Bobcat football program to make the move to the Football Bowl Subdivision, Texas State became a big-time player at the Division I level. Most notable is the recent addition of the South-Side Complex at Bobcat Stadium, increasing capacity from 17,000 to more than 30,000. Last season, the Bobcats played in front of 33,006 fans in the team’s home opener against Texas Tech in its first full-fledged season in the Football Bowl Subdivision — college football’s top level. The program also got a big boost in 2010 when Dennis Franchione took over as head coach. Bringing big-time experience from his years as head coach at TCU, Alabama and Texas A&M, Franchione was handed the task of leading Bobcat football to the next level. And while the Bobcats went 4-7 in their inaugural 58 www.SanMarcosTexas.com/TheGuide

FBS season, the level of excitement the 2012 season generated in the community couldn’t be measured. Fans came out by the thousands not just for the game, but for the whole college game-day experience, which, of course included huge tailgate parties. Tailgating is so popular, fans stake their spots the night before a Bobcat football game and revel — win or lose — hours after the game. Live and recorded music fills the air, along with the smoke and smell from hundreds of smokers and grills. Games like washers and horseshoes are popular during these gatherings, while some simply enjoy sitting under shady canopies munching out while sipping a cold one and watching games on TV. Other athletic teams have benefited from the university’s growth as well. Since 2007, Texas State has added a new soccer complex, new baseball and softball stadiums, a new track and field complex and noticeable improvements to the 7,000-seat Strahan Coliseum, which hosts Bobcat volleyball and basketball games. The move up to the FBS level also improved the Bobcats competition. A former member of the Southland Conference, Texas State is currently a member of the Western Athletic Conference, which includes more prominent school names like Louisiana Tech, New Mexico State and San Jose State, and will move into the Sun Belt Conference this fall. Footballplaying schools in the Sun Belt are Arkansas State, Louisiana-Lafayette, Louisiana-Monroe, Georgia State, South Alabama, Troy and Western Kentucky. Continued from page 58 Mexico State in 2014, which could pave the way for a possible conference championship game in the future. “In the future, we will determine divisions for the different sports and how many conference games we will play for each sport,” Texas State Director of Athletics Larry Teis said. “This also moves us a step closer to possibly realizing a football championship game, which our coaches want.” Considering the ever-changing landscape of collegiate conferences, there’s always the possibility Texas State could move into a stronger conference if the Bobcats suc-

ceed in the Sun Belt. While football may be the most popular sport on campus, Texas State athletics has enjoyed success in other sports as well. Volleyball and women’s soccer seasons coincide with football in the fall, followed by men and women’s basketball, then baseball, softball and track in the spring. Chisum ranks 13th all-time for most NCAA Division I victories with a record of 757-483-3 and has led State to seven regular-season titles, seven tournament championships and eight NCAA Tournament appearances. Women’s soccer has also enjoyed immense success since its inception in 1999. Head coach, Kat Conner, has guided the Bobcats to nine championships (four regular season, five conference tournament) and taken Texas State to the NCAA Tournament five times. College basketball is on the rise as well at State, as the Bobcat men and women recently completed their first season in the WAC. The men’s program, which hasn’t been to the NCAA Tournament since 1997, made some waves by scoring a pair of upsets at the WAC Tournament in March, and is currently seeking a new head coach to help get the team back on the winning track. Women’s basketball has struggled as well over the past 12 years, but is rebounding under second-year head coach Zenarae Antoine. The Bobcat women have made two NCAA tournament appearances, the most recent coming in 2003. Texas State has also experienced plenty of success on the diamond as

well. Bobcat baseball has five NCAA appearances, four under current head coach, Ty Harrington, as well as three conference championships and four conference tournament titles. Bobcat softball is no stranger to success either, as head coach, Ricci Woodard, has led her team to 10 conference championships and five NCAA appearances in her 12 years at the school. Texas State track and field is another strong program that has produced 38 AllAmericans and 36 Olympic and international competitors, including 1996 Olympic Gold Medalist Charles Austin. The program’s new facility was completed in 2011, allowing State to host several meets throughout the season. Texas State is also competitive in men and women’s golf. Head men’s coach Shane Howell, in his fifth year, led the Bobcat men to their best scoring season on record last year, and head women’s coach Mike Akers has guided his team to three NCAA Tournament appearances (2008, 2010 and 2012). Considering how much has changed at Texas State over the past 12 years, if legendary Bobcat coach Jim Wacker — for which Wacker Field at Bobcat Stadium is named — was still alive to see how far Texas State athletics has evolved, his famous catch phrase would still ring true.

Based on the communityâ&#x20AC;&#x2122;s physical assets, such as location along the IH-35 corridor between Austin and San Antonio; the nearby IH-10; Texas State University and other institutes of higher education and training: the San Marcos Regional Airport and nearby Austin-Bergstrom and San Antonio International Airports; and the unique and appealing lifestyle opportunities; as well as our community and business assets, GSMP has identified five key core industries: Health Care; Materials Science and Advanced Manufacturing; Supply Chain Management;

Less tangible but very real is the benefit of being identified as a resident of a technology incubator located in a university-affiliated research park.

What type of partners are you looking for?

Weâ&#x20AC;&#x2122;re looking for high growth opportunity companies that can create scalable companies, higher skill job opportunities and higher wages. Creating a research park and business incubator is one important strategy for growing and diversifying a regionâ&#x20AC;&#x2122;s economy while providing exciting career opportunities for our graduates. Texas State University is an institution that is experiencing rapid growth. Being located in the Austin Metropolitan Area and adjacent to San Antonio we have an area of approximately 3.5 million people. How do you see events unfolding here at the STAR Park?

It is often discussed that universities are going to be the engines that drive regional economies. The important thing to understand is that a university is part of an environment. With the new Ph.D. program in material science, engineering and commercialization, Texas State University is moving in that direction.
