Newly elected board members will be seated at the conclusion of the April 18, 2012 Board of Directors meeting. Six Hot Springs Village property owners have filed to run for three positions on the seven member volunteer Property Owners’ Association Board of Directors. The candidates who receive the highest vote totals will serve three year terms. Election ballots will be mailed to property owners in good standing on Friday, March 9, 2012. Ballots must be received by the POA no later than 4 p.m. on Wednesday, March 28. Employees of the POA will count the ballots on Thursday, March 29 under direction of an Election Day Committee. In the event of a tie, the affected candidates

I’m an 18-year property owner and 13-year resident of Hot Springs Village, a place I loved the first time I saw it. I want to serve on the POA Board of Directors to help ensure that the Village continues to offer value and quality of life to current and future Villagers. As a POA director, I would focus on ensuring value for our budget dollars, getting our assessment collection back on track, and promoting the Village as a relocation or retirement destination. I have the skills and life experiences to help make it happen, including developing budgets and living within them. My professional career comprised service in the Air Force and 15 years with John Hancock Financial Services, becoming an agency owner and long-range planning advisor on the national staff. My background includes management roles with the Girl Scouts and as ~ Bateman - Page 6

I am completing my first term as your representative on the POA board of directors. Significant accomplishments have been made during some very challenging times without sacrificing the quality of life here. We have implemented a major change in management personnel and have open participation in the budget process. These achievements represent firsts for HSV. My particular area of interest has been the ACC and we have successfully transferred architectural control from Cooper to your POA board. My experiences include membership or working with the POA Public Works Committee, POA Architectural Control Committee, HSV Concerts board, Friends of HSV, Saline County Tax Equalization Board, Good Samaritan Society, HSV Symphony Guild, Sacred Heart Church, VFW, Knights of Columbus, and the Village Disaster Committee. ~ Brandt - Page 6

As a Property Owners’ Association board of director since 2009, I have embraced opportunities to effectively represent the best interests of Hot Springs Village constituents. Because I am readily accessible through personal and telephone conversations, and email, I have been able to help improve communication between property owners, board directors, and POA administration. Challenging financial difficulties mirrored across America in recent years have led this board to make difficult budget-cutting decisions that allow the Village to better function within its means while maintaining high-quality recreation, entertainment and fine arts facilities. I have worked in concert with the board during development of the aggressive Strategic Plan and during recent open budget meetings but have not been reluctant to be the lone, successful voice in support of important issues. Knowledge of many of those needs has come through regular association with local residents as I have served as POA board liaison to five committees, including Recreation; Lakes and Water; Trails; Food Service, and Newcomers. Previously, I was a member of and later chair of the Recreation Committee and served on the Tennis Association Board. I also volunteer at Good Samaritan Society campus. Having been born and raised in Chicago, my husband Alan and I lived in Dallas before moving in 2002 to the ~ Feather - Page 6

Serving 28 years in the Air Force, my wife Julie and I retired here in 2009. A 1981 Air Force Academy graduate, I navigated B-52 and B-1 aircraft, then served at the Pentagon. Promoted to base commander positions in Florida, Mississippi and Southwest Asia, my military experience of five years leading public works, recreation, personnel and public safety operations uniquely qualify me to serve the Village. After four years as a senior Air Force strategic planner, the POA recruited me to co-lead the 2010 HSV Strategic Plan project. We must balance preserving the present lifestyle with prospective resident desires. Joyce and I bought Village property in 1990 and built a home in 1993. We moved there from Kingsport, Tenn., where I was publisher of the Kingsport Times-News and Joyce was president of the Sullivan County Humane Society. ~ Elliott - from Page 4 Why I want to be a POA board member: Yesterday, Today and Tomorrow. While deciding where to retire, my wife and I re-visited HSV. We wanted to see how the Village had progressed based on the plans initially given to us in 1974 when we purchased our first lot. Hot Springs Village not only had followed its early plans but was ahead of projections. I want to help assure non-resident property owners and future residents that they too will find HSV even better than when they first visited. Current residents likewise should feel comfortable that their home town is getting even better. The infrastructure of the Village must be maintained and facilities utilized appropriately. I have many years of experience in analyzing the flow of information and in defining where communications and actions might be improved. I am a good listener. There are a lot of great ideas in the community; and, the Board needs to listen carefully and make wise decisions that are good for all owners and will serve as enticements for any who are searching out a future home. ~ Feather - from Page 5 west side of the Village where we immersed ourselves in service to the community. Legislative Program

Hot Springs Village Offers One Call

Each year the Hot Springs Village Governmental Affairs Committee (GAC) presents their White Papers to the POA Board of Directors for approval. The papers are used to present a consistent position that reflects Hot Springs Villages goals and objectives. The committee identified four items in their 2012 State Legislative Program. 1. Enhance state programs to attracte retirees to Arkansas. - Increase emphasis to attract retirement/ relocation to Arkansas. 2. Funding for highway transportation projects in Garland County. - Seek funding for completion of the Martin Luther King Expressway from US 70 to State Highway 5 and 7. 3. Increased funding for imporvements to State Highway 5. - Improve highway from Fountain Lake to Interstate 30 in Benton. 4. Support for local solutions to watershed management. - Working through the Alliance for an Improved Middle Fork on issues for the Saline River Watershed. These items are currently being presented and discussed with public officials at all levels of government.

First Annual Report on Implementation of 2010 Strategic Plan In October 2010, the POA Board of Directors approved the 2010 Strategic Plan for Hot Springs Village- culminating months of work by dozens of resident volunteers - and designed to chart a path for the future of Hot Springs Village. Upon my arrival to Hot Springs Village in January 2011, I assumed responsibility for implementing this aggressive ten-year plan. The 2010 Strategic Plan contains four major goals for the Village - improving our financial stability, property owner participation, investment and infrastructure, and promoting self-governance - each with a variety of prioritized projects and tasks. In March of this year, it was my pleasure to present to our membership the First Annual Report on the Strategic Plan - and I believe, despite numerous challenges encountered throughout the past year, our progress has been quite impressive. The following narrative summary restates each goal, the highest prioritized tasks for each goal, and lists our accomplishments for each over the last year. GOAL 1: ACHIEVE AND MAINTAIN FINANCIAL STABILITY = Improve financial planning, reporting and budgeting ~ Developed first multi-year financial plan and budget ~ Introduced new monthly financial report ~ Reduced subsidies in numerous cost centers ~ Ended FY 2011 with $2.8 million surplus; and unrestricted cash of $4.4 million = Implement changes in management processes and systems ~ Implemented staff reorganization, reducing 33 full time employees and generating $1.25 million in annual savings ~ Redesigned solid waste collection practices eliminating 1,000 collections per week

~ Introduced GIS, land management, and in-house collections and marketing capacities = Develop comprehensive information technology plan ~ While numerous technology enhancements were made, no progress was made in developing a comprehensive plan GOAL 2: STRENGTHEN PROPERTY OWNER PARTICIPATION, MARKETING AND ECONOMICAL DEVELOPMENT = Implement a comprehensive marketing strategy ~ 2011 marketing plan approved in March and completed under budget ~ Established in-house marketing position, expanded resources, and developed 2012 marketing plan = Enhance visitor access ~ Little progress = Improve communications with residents and property owners ~ Introduced Enhanced Communication Plan; and implemented emergency communication system, monthly Coffee with the General Manager, E-Blast, New Resident Packets and weekly radio broadcast. GOAL 3: ENSURE INFRASTRUCTURE IS RESPONSIVE TO FUTURE NEEDS = Develop comprehensive infrastructure management program ~ Significant progress on water treatment plant expansion; and development of 20-year capital improvement and maintenance plan GOAL 4: ESTABLISH EFFECTIVE SELF-GOVERNANCE = Modify Declaration ~ Completed negotiation with Cooper, assuming land use controls from developer ~ Approved Declaration Amendment allowing for property owners to consider multi-year special assessments

AROUND THE BOARD TABLE Property Owners Vote to Amend Declaration Property owners approved an amendment to the Hot Springs Village Declaration. In 2011, the POA Board of Directors asked the membership to amend Article X, Section 4 of the Declaration, by removing the one year limitation for special assessments to allow property owners to vote on the finance of capital projects over a number of years. Proxies were mailed in September to members in good standing. The quorum requirement was 13,706. Of these, 66% must approve the change for the amendment to pass. On February 15, the Declaration Election meeting was called to order and POA Attorney Don Schnipper announced the voting results. Proxies Received: 14,557 For: 10,836 Against: 3,721 The approved change to the Declaration will be recorded at the county courthouses, and will take effect on April 20, 3012. The special assessment has been a part of the Declaration since its inception in 1970, but it has never been used. The one year limit placed a burden on property owners by requiring that all costs for capital projects be assessed in one year rather than spreading it out over several years.

POA Approves Development of Mt. Carmel Community

The Hot Springs Village Property Owners’ Association Board of Directors has approved the development of a 75 unit assisted living facility to be constructed in Hot Springs Village. The development, called Mt. Carmel Community at the Village, LLC will be located on an 11.12 acre tract sitting at the northwest corner of Highway 5 and Ponce de Leon Drive, immediately outside the Balboa Gate. Based on preliminary plans, the building will consist of approximately 60,250 s.f. with 70 onsite parking spaces. This is the first project the POA Board of Directors has had direct responsibility for since the POA assumed responsibility from Cooper Communities Inc. A Developmental Agreement, outlining the various responsibilities of both the developer and the POA, was drawn up. Construction is expected to begin by July 1, 2012 and be complete by December 31,

2013. Units range in size from 400 square foot studios, deluxe apartments, and memory care facilities. The facility will not accept Medicare or Medicaid, but some long term insurance will apply. Mt. Carmel Community at the Village, LLC will employ 45 people, including 10 directors. Residents will have complete membership in Hot Springs Village activities. Mt. Carmel Community at the Village, LLC will pay assessments to the POA during the first year of operation based on occupancy. Beginning the second year, assessments will be paid on all units. Phase II of construction includes plans for retirement cottages on the property’s southeast corner and possibly expanding memory care services on the north side of the Balboa Gate.


Hot Springs Village Financials 2011 Year End Financials Total cash at year end for the Hot Springs Village Property Owners’ Association was $10.98 million. Operating cash comprised $4.28 million and restricted cash comprised $6.7 million. Overall, revenues exceeded expenses and balance transfers by $2.5 million. Year-to-date revenue totaled $27.7 million and is in line with the 2011 budget.

Year-to-date expenses and balance transfers (funding of reserves and payment of debt principal) totaling $25.2 million is $3.1 million less than the 2011 budget. 2011 operating expenses were $1.2 million under budget with $400,000 due to the reorganization in June and the balance of $800,000 related to a reduction of expenses in all other Departments. Capital/construction was under

POA Begins New Lot Sales Program The Hot Springs Village Property Owners’ Association recently offered for sale POA owned lots that are adjacent to existing property owners in good standing. This sale will extend through mid-March 2012. The second phase will make any lot in the POA’s inventory available for sale to existing property owners in good standing. The third phase will make lots available for sale to POA employees and the fourth phase will make lots available to anyone who commits to building a new home on the lot within one year. POA to Impose Penalty & Interest on Delinquent Assessments

In an effort to increase the collection of delinquent assessments, the Board of Directors approved a new policy to impose penalties and interest charges on these assessments. The Board approved the following changes to the penalty and interest fee schedule: * Interest of 6% per year; applicable immediately upon delinquency and calculated monthly. * Penalty of $5 per month administrative fee, in addition to all accrued interest on all accounts in arrears more than 60 days; with the basis for this cost being the increased expenses incurred by the POA for billing and collection. For property owners that owe a large balance, the charge will be 6% interest as well as a $5 a month charge on the lots that they have not been paying. Penalty and interest will begin April 1, 2012.

CREDIT CARD PAYMENTS

The Hot Springs Village Property Owners’ Association is now offering an online credit card payment option for property owners to pay their assessments and utility bill. To pay by credit card, property owners must have their lot, block and addition as well as their individual account number. An email address must also be entered to receive an electronic receipt. To pay your assessments or utility bill online, go to www.hsvpoa.org, click on Pay Assessment/Utilities. The POA accepts Visa, Mastercard and Discover. Micro Sites

Marketing Update...

Hot Springs Village Property Owners’ Association is pleased to announce twelve micro sites (aka mini-websites) are now live. “The goal of these sites is to navigate visitors and potential new residents to their key interests within one to three clicks and/or ten seconds or less,” according to Dannet Botkin, POA Marketing Manager. All of the micro sites feature a press page, general Hot Springs Village page and sponsorship page. The press page features key stories to entice visitors and new residents to come to the Village. The simplicity of navigation and reduction of internet searching provided by the micro sites will increase the volume of potential residents, visitors, retirees, members, trail walkers, boaters and golfers in 2012. Additionally, direct email links, easily identified phone numbers, downloadable items and the online consent-to-contact form provides more service oriented websites for these prospects with all of the key information provided at their fingertips. Property owners are asked not to complete the online consent-to-contact form on these sites as these are targeted to non-property owners and doing so will interfere with the lead database integrity. Amenity and Open House flyers, as well as a map of Hot Springs Village can be downloaded from all micro sites, providing potential visitors and residents alike ease of information while reducing the cost of mailing and printing. HSVTennis.com – highlights the thirteen-court tennis facility. This site has a direct link to schedule your next court time. Welcome2HSV.com – welcomes potential residents to Hot Springs Village. This site is for potential residents, members, lot owners and retirees. HSVEvent.com – focuses on the DeSoto Club Event Center which is now open for lunches, proms, weddings, conferences, cocktail parties, dinners, reunions and more. Balboa Golf Course Crews have removed some trees behind the No. 11 green in order to promote air circulation on this perennially problem green. DeSoto Golf Course Work is progressing on the on-course restroom renovation. Work is being perfromed in-house by crews from Public Works. This work should be completed by the spring golf season. Isabella Golf Course The Isabella clubhouse and golf shop has received a facelift with new carpet and paint in the middle restroom area and golf shop. Magellan Golf Course Work is now completed on the tree removal around the course. This includes the dead trees and also trees around the greens that will interfere with the upcoming Bermuda grass conversion of the greens (see page 16). Ponce de Leon Golf Course Yamaha golf carts were delivered to the Ponce de Leon golf course in November. They were delivered early this year due to tremendous pricing and an end of year discount. These carts will be in service for the next five years. Medical Flags The 2012 medical flags are now on sale in the Golf Department office. An automobile handicap sticker or letter from a physician is required.

Memorial Trees The Hot Springs Village Golf Department is now accepting tree memorials. In the past, benches have been accepted, but due to various circumstances, the type of memorial the Golf Department will accept has been changed. Additionally, the courses are in need of replacement trees for strategic locations. Trees, up to 45 gallons, may be purchased for the memorial. The Golf Department is currently working with consultants as to which type of trees will best suit each courses needs. They are looking for trees that are easily maintained, and ones that will fit in and improve the overall beauty of our golf courses. The estimated costs at this time is $300.00, depending on the type and size of the tree purchased for the memorial. An inscribed plaque will hand from each tree, and as the tree grows, the plaques will be maintained and kept in good sight location. Conversion to Bermuda Greens Scheduled for Magellan

The Hot Springs Village POA Board of Directors voted at their February 15 meeting to begin the conversion process to Champion “Ultra Dwarf” Bermuda Greens at Magellan Golf Course. The POA Board of Directors and Director of Golf John Paul concluded it made more sense for Hot Springs Village to have a combination of bent and bermuda greens courses. The number of courses with bermuda or bent grass greens will be decided by a combination of future weather patterns and how well the new greens do in Hot Springs Village. The POA Golf Department recommended Magellan Golf Course for greens conversion in 2012, with DeSoto Golf Course to follow in 2013. Additional course conversion will be studied after golf maintenance staff has had time to analyze how well bermuda greens are holding up. The greens conversion at Magellan Golf Course include all 18 holes, the putting green and the nursery. The green surrounds will be converted from Zoysia to 419 Bermuda. The Magellan Golf Course will be closed for play on the Tuesday after Memorial Day and is projected to re-open Labor Day weekend 2012. The Ultra Dwarf conversion was competitively bid and was awarded to Champion Farms of Bay City, TX. The Magellan Golf Course was chosen for the first conversion for the following reasons:

* There is continual trouble with greens 10, 11, 12, 13 14 and 17. * The back nine temperatures on the greens were well over 100 degrees for prolonged periods of time the past two summers. * These greens are made-up of a mixture of sand with a heavier peat moss blend that bent grass diseases seem to hit this course harder than any year after year. (This is evidenced by the practice green that was renovated in 2006 and has a completely different mix than the rest of the greens. It has no issues. ) * The trees that would need to be removed to help the Ultra Dwarf grow are on POA property while on some of the other courses the greens are shaded by trees on private property. * The Magellan Superintendent has spent many hours studying the grow-in and is strongly in favor of conversion. The Property Owners’ Association Golf Department anticipates the return on investment to be 2.3 to 3 years. It is also anticipated that the POA will save $30,000 per year in fewer chemical applications and reduced labor.

Hot Springs Village Sanitation Changes RATES The Hot Springs Village Board of Directors recently amended the non-residential sanitation rate structure by adding a category for small non-residential customers that do not generate enough waste for a three-yard bin. These small non-residential customers will be provided a 96 gallon cart for a charge of $41 per month.

SCHEDULE Route changes have been made in an effort to improve collection efficiencies. The new schedule consolidated sanitation collections to three routes, operating four days a week. Most customers have a new collection day and all residential customers will now receive once a week pick up, including multifamily and townhouse collections. Holiday collections have also been changed. Collection will be pushed back one day for all customers following the holiday. Yard waste collection will now be made on Fridays. Bag tags are still required and can be purchased from the Public Works Department.

Public Works Lake Valves Closed

The valves were closed on the draw down of Lakes Balboa and Cortez. The lakes were drawn down to provide property owners with an opportunity to work on their seawalls and docks during the winter. The POA was also able to dredge the lakes and complete work on the boat ramp on Lake Cortez.

Storm Mulch Mulch from last April’s storm debris is now available to Hot Springs Village property owners. Mulch is available at the old gravel pit (turn on Terlingua Drive from DeSoto Boulevard, then left on Deposito Paseo) from 8:30 a.m. until 4:00 p.m. Monday through Friday until the supply is exhausted. Mulch is free of charge to residents for personal use. The mulch is largely pine. Property owners should bring all tools necessary to load and haul the mulch from the site.

Water Treatment Plant Expansion

Garver Engineers are working to complete the final expansion design for the Hot Springs Village Water Treatment Plant. Final prints will be submitted to the Arkansas Department of Health for approval by mid-year. The POA expects to bid the expansion project by Fall 2012. The expansion is projected to be complete in Spring 2014.

Inspections Begin for Covenant & Maintenance Violations

The Property Owners’ Association is taking a proactive approach regarding violations to the Hot Springs Village Declaration and Protective Covenants. This includes parking and storage of recreational vehicles on streets in front of residences and property maintenance issues for Hot Springs Village residential properties. This action is being taken to maintain the aesthetics of Hot Springs Village. The Planning and Inspections Department has divided Hot Springs Village into five regions. Inspectors will cover every street within each region. Inspectors will be looking for: * Parking violations such as boat trailers, utility trailers, motorhomes, abandoned vehicles, and inoperable motor vehicles; * Yard maintenance items including grass, weeds and plant growth over 10 inches tall; * Exterior home maintenance items including hazardous conditions, building materials other than active construction sites, appliances, household items, rubbish, and safety violations; and * Exterior surfaces including detached garages, fences, seawalls, decks and walls not being maintained. If a violation is found, the inspector will leave a notification advising the property owner of the issue with 72 hours to bring the violation within compliance. The Planning & Inspections Department is asking all property owners to review their properties and bring them into compliance before a visit from the inspector.

Urban Deer Management The Planning & Inspections Department is conducting a five night deer count in March to determine how rapidly the Hot Springs Village deer population is increasing. Completed in October, the 2011 Urban Deer Hunt, yielded 118 deer, many donated to Arkansas Hunters Feeding the Hungry.

New Sign Procedures Hot Springs Village Property Owners’ Association’s Architectural Control Committee has made several changes to the sign procedures which went into effect on January 1, 2012. The changes are to preserve the aesthetics of Hot Springs Village as well as regulate the size, location, color and quantity of temporary signs in the right-of-ways. Please contact the Planning & Inspections Department (501.922.5535) for information on garage/yard/moving signs, open house/estate sale/ model home signs and for sale signs.

Storm Clean Up Continues

The Public Works Department hired four employees to begin cleaning debris from common property from the April 2011 storms. They are tasked to remove all downed trees and debris, remove trees that are currently leaning, and push root balls back into their holes. Six zones have been established and crews will work within each zone until complete. Crews have begun in the west section of Hot Springs Village. Some highly visible areas along DeSoto Boulevard will eventually be treated with a ground cover of clover and grass. The project is expected to take two to three years to complete. 18

Hot Springs Village is making plans to celebrate British Week June 1 through June 8, 2012. Events are still being planned, but will include pub crawls, open houses, movie night, karaoke, prizes for wearing British apparel on the golf course, hole in one prizes for golf holes with a British Flag, a British car show, and musical performances. The idea for British Week began with two large events coming to Hot Springs Village. First, the British Car Club will be hosting their public show at the Balboa Pavilion on Saturday, June 2, 2012. The car show will be free and open to the public from 10:00 a.m. until 3:00 p.m. Come and enjoy the cars, food, music, drinks and have an opportunity to visit with car owners. Our second major event is a two night performance at Woodlands Auditorium by “1964”...The Tribute, the “Best Beatles Tribute on Earth,” according to Rolling Stone Magazine.
