From the GM’s Desk It is a very exciting time to work at Formosa Plastics Corporation — Texas. The announcement earlier this year of an almost $2 billion expansion means that the company will add an estimated 220 full-time jobs and create an estimated 1,800 construction jobs. The economic impacts of this expansion will be widespread through our communities as new employees contribute to the economic growth and stability of the mid-coast region. In 2011, FPC-Texas enjoyed a profitable year and nearing the halfway point of 2012, we are on track to be equally successful. Certainly, the relatively low cost of feedstock has helped our bottom line, but in my view, our success is equally a reflection of the commitment each of you makes to the efficient operation of our production processes, to the safety of our employees and to continual improvement in every aspect of our business. The globalization of economies translates into ever increasing competition at all levels of business enterprise and we must strive for excellence if we are to maintain our competitive position in the industry and in the world. FPC-Texas has been named for the second consecutive year as the Calhoun County “Industry of the Year.” As an employee of the company and a citizen of the county, I am very proud of that recognition. It is testament not only to the economic benefit of our company, but to the contribution made by our employees in improving the quality of life in our communities. Still, we have significant challenges as we go forward. Though our safety performance last year was good compared to industry standards, it is not up to our standards. Safety of our employees is the single best measure of our success. We will be revisiting our safety strategies in the coming months and we will investigate what we can do better individually and institutionally. Nothing is more important than creating and maintaining a safe workplace. Finally, though we made it through the water curtailments and we look pretty good for now, we cannot afford to be complacent. Water is a precious commodity in Texas and that will not likely change in the near term. So use water when necessary, conserve when possible and pray for rain.

Formosa Plastics Group Chairman Visits FPC FPC--Texas Formosa Plastics Group Chairman William Wong visited the FPC-Texas facility in Point Comfort in May and used the trip to meet with members of the FPC-Texas operational units and to take tours of both FPC-Texas and Inteplast. His trip to Texas was highlighted by a visit from Texas Governor Rick Perry and a dinner in the Chairman’s honor at the Formosa Guest House.

In his remarks Chairman Wong noted his ties to Texas and that his trip to Point Comfort was like “coming home.” He added that “Formosa Plastics group affiliated companies in the state employ over 3,800 Texans with and annual payroll of over $258 million. The planned expansion will add an estimated 245 full-time jobs with a capital investment of approximately $2 billion. It is our commitment to you that Formosa will work hard to strengthen and grow the partnerships we have formed over the years and as future opportunities arise, we will continue to invest in Texas.”

or the second consecutive year, Formosa Plastics Corp. – Texas was honored at the annual Calhoun County Chamber of Commerce awards banquet as Calhoun County’s “Industry of the Year.”

DANIEL LIAUO, also a senior at Calhoun High School was recognized as a National Merit Scholar and was awarded a Formosa Plastics National Merit Scholarship.
KAMI LEE, a senior at Calhoun High School, was named to the Texas 4-A All-State Symphonic Band. “I had to go through many competitions before making it,” she said. “The district level began right here in Port Lavaca where only one piccolo could move on to regional tryouts in Alice. The tryout in Alice included two auditions and again only the top piccolo could move on. My performance was recorded and sent to Austin for final judging. When I finally viewed the results, I couldn’t believe that I made it! “
Daniel was a drum major in the Calhoun High School band and an outstanding saxophonist in the school’s “jazz band.” He played varsity tennis and was a member of the Calhoun math team which won the UIL Division 4-A State Math Championship in 2012. Daniel is the son of Kuo-Hang (PVC) and Meei-Hwa Liaou and has been accepted to the University of Texas. His long-term educational goal is to go attend medical school.
Kami is the daughter of Munson (EG) and Linda (Neumin Prod.) Lee and will be attending the University of Texas.

KEITH KOUDELA, Health and Safety Specialist in EH&S, has been recognized by the Louise Volunteer Fire Department as it’s “Firefighter of the Year.” Koudela joined the sixteen member Louise VFD in 2008 after his cousin convinced him to give it a try. “After moving to Louise I would often hear fire alarms and see the trucks go by on the road. I thought it might be fun; but it turned out to be more work than I anticipated, “ he said. “Firefighting is a very small part of what I do as a volunteer firefighter. Louise is a small community so we are all involved in various volunteer activities like selling tickets for fundraising events and cooking barbecue at the K.C. Hall. In addition, there is constant training and meetings. We are also the first responders for EMS. Serving as a volunteer firefighter is like having a second job and it is hard to find someone who can commit that kind of time. But I really enjoy it.” Koudela joined Formosa Plastics Corp Texas in 2007 after earning his Associate’s Degree from Texas State Technical College.

Process Technology programs at Victoria College are a way for students to obtain a two-year degree and “hit the ground running.” FPC-Texas has hired well over two-hundred graduates of this program,” added Drastata. “The students get hands on training in a ‘process simulation lab” that teaches the skills necessary to be ready to go to work when they graduate and we often have had Co-op students which provides hands-on experiences. In addition to classroom and lab experiences the students receive, our employees lecture at the class, which is an educational bonus for students looking for careers in industry.

A Little Local History In March, 1842 a division of Mexican soldiers appeared in San Antonio and demanded the surrender of the town. The unprepared residents withdrew and on March 10, Pres. Sam Houston called an emergency session of the Texas Congress — but fearing the Mexican Army would invade Austin, decided to meet in Houston. He also ordered that all the state papers be moved to Houston as well. Wary all along that Houston wanted to make his namesake city the new Capital of Texas, the local “Vigilance Committee” made it clear that removal of the state archives would be met with armed resistance. When Houston called the Seventh Congress to order in December, 1842 he sent a company of Texas Rangers to Austin for the purpose of gathering the state papers and moving them to Washington-on-the-Brazos, but also ordered that the lawmen were to avoid any bloodshed. The Austinites were unprepared for a midnight raid and the Rangers loaded up the state papers in the wee hours of the morning and prepared to put Austin in their rearview mirror. Luck was on the side of the locals, however. Angelina Eberly, an innkeeper up early to begin her day, heard the Rangers loading wagons. Realizing the symbols of government were being removed from the city, she raced to the corner of what is now Sixth and Congress in downtown Austin. There she fired a six-pound cannon loaded with grapeshot (kept ready in case of Indian attack) at the Rangers. She missed the document stealin’ scoundrels, but did manage to blow a . hole in the exterior of the State General Land Office building. The roar aroused the sleeping citizens into action, preventing the Rangers from making a clean getaway. Thus began the “Archive War.” On January 1, 1843, the Vigilance Committee under Capt. Mark Lewis commandeered a cannon from the arsenal and overtook the Rangers at Kenney’s Fort on Brushy Creek. The Archive War was a short one, as only a few shots were fired before the documents were surrendered to avoid any loss of life. The archives were returned to Austin remaining there until 1844, when Austin solidified its status as the capital. In the absence of Angelina Eberly’s quickthinking and fast actions, Houston would probably now reign as the capital. In 1846, Eberly left Austin and leased a tavern house in Lavaca, Texas. Eventually, the city would be renamed Port Lavaca. By 1851, she had opened a modest hotel in Indianola, where she lived until her death in 1860. She was laid to rest in what is now known as the Old Town Cemetery near Indianola. Her gravesite is unmarked, possibly as a result of the devastating hurricanes that leveled that once booming seaport, but a small plaque is posted in her memory nearby and a statue in her honor now stands in Austin at the very site at which she fired the cannon shot.

Formosa-Tejano Wetlands Recognized by Wildlife Habitat Council Located just south of LaWard on Highway 172 in Jackson County, the Formosa-Tejano Wetlands are a special jewel in the landholdings of Formosa Plastics Corp. – Texas.
on learning center for scores of school children in the area as well as a wildlife viewing area for outdoor enthusiasts. That commitment to conservation and education has not gone unrewarded.
Dedicated in 1999, the original goal of the Wetlands was that of providing wintering habitat for waterfowl and a seasonal stopover for migratory species. In that regard, the 245 acre Wetlands has been functioning as a seasonal habitat for migratory and resident species for thirteen years.
At the Wildlife Habitat Council’s 23rd Annual Symposium, the Formosa-Tejano Wetlands was recognized as a “Certified Wildlife at Work” program. “FPCTexas is very proud of this recognition.” said Bob Wallace, who oversees operations and planning at the Wetlands. “This is a wonderful recognition of our ongoing management and conser-

Mr. C.L. Tseng Retires from FPC - USA On April 30, 2012, Mr. C. L. Tseng retired from Formosa Plastics after 41 years of dedicated service. Referred to as “Mr. C.L.” by all who knew him, he began his career with Formosa Plastics in 1970 in Taiwan as plant manager of the chlor-alkali plant there and overseeing the construction of the new C/A plant at the Jen Wu site. He next became the PO Division Head, in charge
of building new PE, PP and Utility plants at the Lin Yan site. From 1986-1989, Mr. C.L. was the Chief Engineer for the #6 Naptha Cracker Project before taking charge of the 1989 -1991 expansion at FPC-Texas. After eight years as Operations Division Head and Sr. VP in the Petrochemical and Chemical Segment, he became Exec. VP, FPC -USA.

“Mr. C.L. led FPC-Texas through two major and very successful expansions. Always calm, cool and collected, he was very much the gentleman and an exceptional leader. He made a lasting impression on me,” said FPC-Texas GM Randy Smith. “Mr. C.L. will be missed by all of us at Formosa Plastics. His legacy will long endure.”
Change of Address: New Street Names Inside FPC-Texas The numerical street naming system that has been in place at FPC-Texas for most of its history will soon fade into history itself. Over the next few months, new street signs will go up with give streets in the complex names that should make navigating the plant much easier. The naming system will be built upon the facts that
each of the east-west streets that cross the plant correspond with an existing gate and that north-south streets generally border an easily identifiable operational unit. For example, the street at Gate 2 (currently 20th St.) will become Second Street. The main thoroughfare (currently 30th St.) will be renamed Formosa Drive.
North-south streets will be named based upon the unit just east of the street. For examples, as one enters the plant on Formosa Drive, the street bordering Olefins I on its west will be named (you guessed it) Olefins I and the street bordering the Co-Gen Unit on its west will be named Utilities St. “This is a particularly good
time to revamp our street naming system,” said FPCTexas General Manager, Randy Smith. “With the upcoming expansion and the need to update our maps as SPVC was completed, our management team decided that a more simple and descriptive strategy for identifying streets and intersections was in order.”
