AIM OF THE SERIES OF DIALOGUES
The Provincial Government of Gipuzkoa and Sinnergiak Social Innovation (UPV/EHU), within the Gipuzkoa Workplace Innovation action-research project, have organised a series of dialogues on workplace innovation. These meetings and dialogues are part of the Programme for the Promotion of businesses committed to People and the Territory, promoted by the Department for Economic Promotion, Rural Development and Regional Balance, and which will take place throughout the month of May in Donostia-San Sebastian. Workplace Innovation refers to the collaborative construction of change processes in the organisation and management practices of companies that simultaneously entail improvements to productivity and the quality of employment. For this reason, and in order to establish a forum for reflection and the exchange of experiences, the series of dialogues is organised around five topics; >> Participation; >> Legislation and the regulatory framework; >> Territorial development; >> The business ecosystem; >> Learning processes All in all, the series of dialogues will bring together a large number of local and international experts, making it possible to create a shared framework of innovation in contexts and ways of working, oriented towards reflecting on the opportunities and challenges of Gipuzkoa.

DIALOGUES ON PARTICIPATION 09:30 -11:00
Participation and dialogue are key factors for the successful design and implementation of the necessary reforms that make it possible to increase the competitiveness of our economy and for the creation of new and better jobs. Participation balances the interests of all the workers and employers, contributing towards improving productivity and the quality of employment in Gipuzkoa. Likewise, the Promotion of Programmes oriented towards research and the implementation of new participation-based organisational models, are the cornerstone from where the Public Administration can guide and align the strategy of all the agents in our Territory.

The participation of workers in the management of change in companies covers different systems and mechanisms, through collective negotiation, information and consultations or co-determination. As a result, it is essential to reflect on the current framework and to guide the search towards regulatory models that favour and facilitate the process for companies to adapt to our social and economic reality, enabling the adoption of innovative solutions based on social dialogue.

DIALOGUES ON TERRITORIAL DEVELOPMENT 09:30 -11:00
The importance of regions and territories resides in their ability to act as focal points in innovation processes, through the convergence of economic and technological opportunities, human resources and culture. The conceptualisation of territories as intelligent networks that favour the participation of different stakeholders also enables the implementation of activities based on the exchange of experiences, experimentation and learning. All this requires the modelling of new strategies which, based on sustainability, redesign the sphere of public policies focusing on dialogue, reflexive action and innovation.

Digitalisation and robotisation are a clear challenge for the organisational structures and operative practices of companies and work centres. In the intensive knowledge economy, the technological revolution and advanced manufacturing are a phenomenon that fosters and creates new opportunities in the territorial business ecosystem. In this respect, the concept of workplace innovation emerges as a response through the integration of technology, the participation of workers and the organisation of work from a new and comprehensive perspective.

DIALOGUES ON LEARNING PROCESSES 09:30 -11:00
Learning processes, and in particular those based in the workplace, make a special contribution to innovation. Lifelong learning and adult learning are strategic fields for the incorporation of workers in the implementation of innovation and for the integration of external sources of knowledge. Workplace learning is an integral part of innovation; through the incorporation and adaptation of new skills and capacities, which create new opportunities and challenges in relation to organisational practices and the configuration of models for work organisation. The provision of worker skills and capacities oriented towards the needs of the economy is a dynamic process which requires policies that increase education and training that are clearly aimed at the jobs markets. The aim is to mitigate the imbalance of the skills required in the digital age and in automation, which in addition requires anticipatory and integrating strategies.
